IN many ways, the Annual Meeting of the Institute in February was the most successful yet held. Attendance surpassed even that of the 75th Anniversary Meeting in 1947 with its international flavor. The number of technical sessions and the number and quality of papers presented almost certainly set a new record. The banquet was the best attended of any yet held even though the price reached a new high. Despite the demand for almost 1700 tickets to the banquet, some felt that the price-$13.50-was higher than they could afford. There are two points of view: One is that this is the big social event of the year for members and that it is worth from three to five dollars more to have it at the Waldorf and to have a luxury menu, as we did this year, with turtle soup, a fish course, guinea hen for the entree, and wild rice (which we understand is $3.50 per lb) for a vegetable. The other point of view is that a seven or eight dollar banquet of more simple food at the Commodore Hotel would more than make up in appeal, especially to the younger and less well-heeled members, what it would lack in glamour.

The purpose of this paper is to point out some features of the position of fuel oil and it's relationship to the economic balance and price structure of the petroleum industry. The term "fuel oil" as used in this paper includes crude used as fuel as well as refined gas oil and fuel oil. The period covered, from 1922 to date, may be characterized as the new normal era after the post-war inflation and deflation. In order to establish a proper perspective, the figures on consumption of the principal products of petroleum are shown in Table 1. This table shows that fuel oil and gasoline made up the bulk of the total demand in 1928 just as they did in 1922. There has been so much comment about the enormous increase in gasoline consumption that it may come as a surprise to some people to find that fuel oil is still at the head of the consumption list, in point of volume at least, and seems likely to hold that place for at least another year. Having established the fact that gasoline and fuel oil are by far the most important products, the remainder of this paper will deal almost entirely with these two items.

The subject of classification is so broad that this discussion is confined to what the author believes is of prime importance in connection with proper grinding and classification. The years past have witnessed many noteworthy changes in fine grinding and classification, which have been accompanied by a readjustment of ore-dressing flowsheets for the preparation of better ground and/or sized products at an expenditure of less power, steel and maintenance than formerly. Nowhere in the industry is more being done in the way of experimental work to lower costs than in grinding circuits, because, at best, grinding costs are high. Recent years have indicated that, on the average, finer grinding has a real application. Without careful preparation of the process feed, no operation can be highly efficient or successful. In an earlier paper, the findings of an extensive survey at representative concentrators were presented1. Also, in the year of 1935, a technical discussion was given by Dr. J. V. N. Dorr (Some Notes on Classification Trends in America) before the Chemical, Metallurgical and Mining Society of South Africa In both papers mentioned, much has been said regarding flowsheets, grinding and classification. The author is very familiar with these papers, having had considerable to do with the actual operation of the flowsheets, as well as large mills and classifiers in the work described. Some data from the second paper have been included in the following discussion. Circulating Load In this particular paper it seems advisable to deal with the classification phases of the work that to a major extent govern the success of any closed-circuit grinding unit. AS a part of the general program on alloys of uranium carried out at the Massachusetts Institute of Technology under contract W-7405-eng-175 for the Manhattan Project during the recent war, it was considered desirable to investigate the boundary binary phase diagrams of the ternary alloy system uranium-tungsten-tantalum. Previous work on these alloys was practically nonexistent. A brief statement to the effect that tantalum and tungsten form a continuous series of solid solutions was found in a general paper on tantalum by W. V. Bolton1 but no information was available on the uranium-tungsten and uranium-tantalum systems. The research to be described in this paper has served to delineate the main features of the uranium-tungsten, uranium-tantalum phase diagrams and to check Bolton's work on the tungsten-tantalum diagram. Experimental Details Metals: The tungsten and tantalum used for preparing the alloys were 99.96 and 99.65 pct pure, respectively. The chief impurities in the metals were about 0.02 pct molybdenum in the tungsten, and 0.2 pct columbium, 0.05 pct tungsten, 0.02 pct barium and 0.01 pct silicon in the tantalum. The uranium used was 99.9 pct pure, with the main contaminants being iron and carbon. (An appreciable amount of magnesium was present in the uranium as received, but this distilled off during melting and so is not reported as an impurity.) The composition of specimens indicated in the subsequent figures and tables of this paper are the results of chemical analyses on the cast alloys except for the tantalum-tungsten alloys. The Ce-Cu phase diagram was investigated by differential thermal analysis and rnetallography. Two congruent melting compounds, CeCu2 (817°C) and CeCua (938°C), and three incongruent cornpounds, CeCu (516°C), CeCu, (796°C), and CeCu, CERIUM and copper have been suggested as possible diluents in a liquid-plutonium fueled reactor. As part of the determination of the Ce-Cu-Pu ternary phase diagram, a review Of the Ce-Cu system (798°C), are present in this system. Eutectics exist at 28 at. pct Cu (424°C), 74 at. pct Cu (756°C), and 91 at. pct Cu (876°C). The purity of the cerium used has an important effect on the results obtained by differential thermal analysis. was considered necessary. Previous work by Hanaman was conducted with relatively impure metal: 96.7 pct Ce with 2.5 pct other rare earths and 0.5 pct Fe as major impurities. The metal had a melting point of 715°C as compared to the melting point for pure cerium of 804°C as reported by Spedding and Daane.2 Results presented in this work were obtained primarily by differential thermal analysis (DTA) and metallographic examination of slow-cooled or quenched samples.

In March 1956 a conference on geochemical methods of prospecting for ore deposits was held in Moscow. This conference was the culmination of a ten-year period of extremely rapid increase in both research and routine application of geochemical prospecting methods in the USSR. This activity was divided among groups centered in extremely widely separated bases of operation, ranging from Moscow and Leningrad in the West, Yerevan in the Caucasus, and Alma-Ata in Central Asia to Chita near the Manchurian frontier in the Far-East. The All-Union Conference on Geochemical Methods of Prospecting for Ore Deposits, as the meeting was called, was the first opportunity for these scientists from many parts of the country to meet and exchange experiences. It also served to introduce members of the different research laboratories located in the city of Moscow itself, where adequate channels of technical communication had not yet been established. As a result of the Conference, it was resolved that a concerted effort should be made for the participants to publish the results of their work. Two books have appeared as a direct response to this resolution. I. I. Ginzburg prepared a synthesis of the field of geochemical prospecting for minerals based on the material presented at the Conference. This volume has been translated into English and is now available. In addition, the individual papers presented at the Conference were assembled into a symposium volume and published in 1957 under the editorship of V. I. Krasnikov. Unless otherwise noted, these two books have supplied the source material for the present appraisal of the status of geochemical prospecting in the USSR. It is thus about four to five years old. In the years following the conference, the literature has carried a substantial volume of technical papers, together with a few monographs pertaining to specialized aspects of geochemical prospecting.

This chapter is a partial summary of an investigation by the U.S. Bureau of Mines (USBM) made in response to a recent request by the Assistant Secretary, Water and Power Development of the U.S. Department of the Interior, for a comprehensive review of horizontal boring technology related to underground power-line installation. This review is concerned primarily with 3 to 36-in. diam horizontal holes from several hundred to several thousand feet in length. An electric power system consists of three essential functions: generation, transmission, and distribution. The generation component includes the generating station and step-up substation; the transmission component includes the transmission line and stepdown substation at typical voltage levels ranging from 69 to 345 kv for underground lines and 69 to 500 kv for overhead transmission lines; the distribution component includes the distribution line carrying the commonly used voltages of 120, 208, and 240 v, the distribution transformer, and the line to the service customer.l The Federal Power Commission reports that 1600 miles of underground transmission lines of 60 to 345-kv capacity are now in service in the United States. By 1980, it is estimated that approximately 3000 miles of trans- mission lines will have to be placed underground.2 The cost of burying electric transmission lines underground in metropolitan areas, approximately 30 miles from the center of each of the most populated cities, will exceed $1.5 billion with the methods now available. The wide spread in unit costs of overhead and underground transmission lines narrows as right-of-way costs for overhead transmission in congested areas increase. Improved methods of underground emplacement will certainly reduce this difference in costs and even further favor underground emplacement. Also, in the future, overhead transmission lines will probably not be permitted in highly built-up areas.

THE application of the integrated intensity X-ray diffraction method to the measurement of retained austenite concentrations in hardened steels has been fully described.'-' In developing this particular method, the assumption was made that the samples used would have flat surfaces which were free from voids and in which austenite was homogeneously distributed. The original calculation procedure' was modified to include the constant factor G which relates the intensity of a given diffraction line to the concentration of the component giving rise to that line. In order to include A (0) in the constant factor G, it was further assumed that the geometrical conditions relating the X-ray beam, camera cylinder, and sample surface were precisely met.V has been demonstrated that these geometrical conditions can be met experimentally without difficulty in many cases;' however, for those samples which have irregular surfaces or where it is impossible to locate the sample in the proper position with respect to the X-ray beam and film cylinder, it is desirable to evaluate experimentally what effect these nonideal conditions have on the reliability of the austenite determination. This note decribes the results of such experiments. SAE 1095 bar stock was used throughout and all samples were heat-treated as follows: 1600°F for 1 hr in a neutral atmosphere, brine quench, and 300°F temper for 30 min. To control heat-treatment conditions as closely as possible, all samples were plated with 0.002 in. copper to protect the immediate surface from the heat-treating atmosphere. After heat treating, the samples were deplated electroly-tically so that only the copper was removed. The heat-treated surfaces thus obtained were nearly as bright and polished as the original surfaces before copper plating although no mechanical work was done on the samples after heat treating.

THE TRANSACTIONS of the Institute for the early years display but Little interest in physical metallurgy-indeed, it is striking how thoroughly process metallurgy absorbed attention until quite recent years. The first volume carries no article that can be strictly described as physical metallurgy, unless one on the rolling and hammering of ingots be doubtfully so described. Nor does the second volume contribute more the interest then was in mining, and in production methods, both ferrous and nonferrous, with much attention to the new methods of making steel. The third volume records papers on: the condition of carbon in gray and white iron, a paper devoted to chemical rather than microscopic analysis; the annealing of spiegeleisen; phosphorus and carbon in iron and steel, similarly chemical. Much attention was given, and continued to be given for years, to the manufacture and behavior of rails. The question of the nature of steel appeared early (Vol. 11)-What is Steel, by A. L. Holley-where arguments on nomenclature were already active; and Holley also bemoans, in modern spirit, the Inadequate Union of Engineering Science and Art; Pearse wrote on cast iron for guns (reflecting again the ironic beneficence of war in metallurgy), and said that Captain Walbach was the first to insist on chemical analysis of gun irons; he quotes Major Wade's study of comparative hardness, using penetration hardness measurements (Brinell was to come later), and quotes the important Reports on the Strength and Other Properties of Metals for Cannon, by H. C. Baird, Philadelphia, 1855, in which the advanced state of tensile testing at the time is shown. The Committee, appointed early in May, met and organized in Washington, May 9, 1923, and were then advised that such data as they required would as far as obtainable be submitted to them in tabulations, and that they could not be allowed to see the individual reports nor know the identity of the operators on whose reports the figures submitted were based, therefore the Committee's valuation is based on data received from your statisticians, and on tonnages estimated by your staff and by the United States Geological Survey. Various methods of valuation for mining properties have been suggested, but all authorities seem to agree in accepting, as the fairest and most practicable and logical, a capitalization of the estimated future earnings, when such estimate can reasonably be made. Hoover and Finlay both emphasize this. The United States Supreme Court says in Cleveland, Cincinnati, Chicago & St. Louis Railway Co., v. Backus, 154 U. S. 439: But the value of the property results from the use to which it is put and varies with the profitableness of that use, present and prospective, actual and anticipated. There is no pecuniary value outside of that which results from such use. The amount and profitable character of such use determines the value. The Committee on Federal Taxation of the American Institute of Mining and Metallurgical Engineers, appointed in 1919, in its report states: A proper value of a mining property is the present value of the prospective net earnings, taking into account probable variations in output and value. Ingalls ("Wealth and Income of the American People," p. 97) says: The fundamental principle of mine valuation is the present worth of an annual dividend accruing during the period of years corresponding with the lie of the mine. It is a convention that the estimated period shall not be more than 30 years.

This paper is abstracted from the report of the Appraisement Committee of the Independent Oil Producers' Agency, of which the writer was Chairman. The other members of the committee were M. V. McQuigg and R. S. Haseltine. To Thomas Cox, engineer in charge of the investigation, and to his efficient staff of assistants, is due the credit for the detail work necessary in carrying out the plan of the Committee. It treats only of the valuation of the lands, wells, and piping, without going into details of equipment and other features. It was recognized, early in the operation, that the value of oil lands was the value of oil to be extracted, and marketed, less the costs attendant thereon. Referring this back to the costs in cents per barrel, it became obvious that surface improvements, absolutely necessary in the production of oil, from wells then drilled; had no separate and independent value aside from the value of the land, but that any excess equipment, not necessary for the production of oil from present wells, such as drilling tools, well casing, etc., should be given a present condition value. In valuing the properties of the Independent Oil Producers' Agency, the Committee has considered the following facts: 1. That from each property there will ultimately be. produced a certain total quantity of oil. 2. That in the production of that oil a certain total quantity of money will be expended. 3. That a certain total amount of money will be received from the oil. 4. That the total net receipts will be the total gross receipts less the cost of development and production. 5. That the present value of the net receipts must be such an amount that when invested by a purchaser it will be returned with 8 per cent. interest additional during the life of the property.

INCREASING demand for improved strength-weight ratios made on aircraft structures has resulted in a gradual increase in the tensile strength requirements for steels used in such applications. As the cyclic loads often are more critical than static loads, and the fatigue properties are generally the design criteria, the question arises as to whether an improvement in fatigue properties accompanies the increased tensile strength. The present investigation was undertaken to determine the relationship between fatigue and tensile properties for an aircraft quality steel in the 155 to 280 ksi (1000 psi) tensile strength range, using the Prot method of fatigue testing. Procedure and Results After preliminary work to establish proper heat treating procedures for this heat of aircraft quality electric furnace steel (a Ni-Cr-Mo-V steel," AMS- Prot Fatigue Testing Method—The determination of the endurance limit by the conventional Wohler method can be time-consuming and easily require 20 specimens when statistical variance is to be established. This is also true when endurance limit loads are determined on actual parts or subassem-blies, and the desirability of a reliable accelerated method has been evident for some time. The primary advantage of the Prot method of fatigue testing is in reducing the number of specimens and the time required for each test. Unlike the Wohler method, every Prot specimen tested con- tributes to the determination of the endurance limit, and the authors have been able to duplicate Wohler results obtained with 20 specimens with only half the specimens and a fourth of the total cycles. This new technique for defining the endurance limit was proposed in 1948' by Marcel Prot and consists of progressively increasing cyclic stress until fatigue failure occurs. The meeting of the Board of Directors, on November 22, was attended by eight directors, the Secretary of the Institute, and eight guests. The proposed James Douglas Prize and Tablet was referred to a committee of eleven. Robert H. Richards was appointed representative of this Institute to attend the meeting of the Society for the Promotion of Engineering Education. J. V. N. Dorr was made chairman of the Finance Committee in place of George D. Barron, resigned. The sum of $200 was appropriated for the 1918 expense of the American Engineering Standards Committee; the question of an appropriation for 1919 was referred to the Executive Committee for study and report. The sum of $50 was appropriated to the Treasurer's clerk. The following representatives of the Institute were elected: W. L. Saunders to succeed himself as United Engineering Society Trustee; R. M. Raymond to succeed himself as member of Engineering Foundation Board; S. J. Jennings to succeed himself as member of Engineering Council; George F. Kunz to succeed himself as member of Engineering Council; C. F. Rand to succeed himself as member of John Fritz Medal Board of Award; E. Gybbon Spilsbury to succeed himself as member of the Library Board. To members of the Canadian Mining Institute residing in Canada or Newfoundland, the privilege was extended to subscribe to the Bulletin at the price of $5. An invitation was extended to the Mining and Metallurgical Society of America to consolidate with the American Institute of Mining Engineers. The appointment of Engineering Societies' Employment Bureau was reported. Thirty-nine members and ten associates were elected. Two members were reinstated. Extension of time for the payment of clues was granted to four members. Seventeen members on active duty at the front had their dues remitted.

The Committee submits the following report: The General Committee met in the Treasury Building at Washington on Oct. 6 and 7, 1919. At the first meeting, Cornelius P. Kelley was appointed chairman, and Paul Armitage, secretary of the Committee. Subcommittees were appointed on Invested Capital, on Mine Valuation, and on Depletion and Depreciation. These subcommittees were directed to meet separately and to report on Oct. 7 to the General Committee. On Oct. 7, the reports of these committees were submitted to the General Committee and on motion were received and referred to the Executive Committee for its information to be used as it deemed wise. A motion was carried that the Executive Committee be constituted a permanent committee to continue the work of the Committee, with full power to add to and increase its membership; that as thus increased it should constitute a permanent organization to act and cooperate with the Treasury Department in matters of mining taxation under the Federal Income and Excess Profits Tax Laws. The Committee submits the following report: The General Committee met in the Treasury Building at Washington on Oct. 6 and 7, 1919. At the first meeting, Cornelius P. Kelley was appointed chairman, and Paul Armitage, secretary of the Committee. Subcommittees were appointed on Invested Capital, on Mine Valuation, and on Depletion and Depreciation. These subcommittees were directed to meet separately and to report on Oct. 7 to the General Committee. On Oct. 7, the reports of these committees were submitted to the General Committee and on motion were received and referred to the Executive Committee for its information to be used as it deemed wise. A motion was carried that the Executive Committee be constituted a permanent committee to continue the work of the Committee, with full power to add to and increase its membership; that as thus increased it should constitute a permanent organization to act and cooperate with the Treasury Department in matters of mining taxation under the Federal Income and Excess Profits Tax Laws.
