EVERY producer of crude oil knows what is meant by the Rule or Law of Capture. It means that the ultimate ownership of a migratory substance such as oil is not determined until that substance is reduced to physical possession. Unless, therefore, the producer moves quickly to capture his share from the common pool, he may lose to any neighbor who is drilling and producing more rapidly than he a portion of the oil originally underlying his property. And there is no recourse open to him if his property is so drained. Under this rule it is obvious that the owner of an oil property, if he is to protect his' ownership, must be governed in his development and production policies by the activities of his neighbor rather than by his own business requirements. He must drill as densely and as fast as the other operators in the field or lose part of the oil to which he should be entitled.

A STUDY of the various ores that have been discussed impresses one with the need of beneficiation, in many cases. This applies to the ores that have lain dormant, due to necessity for further preparation, or to ores that now find a market due to a changed condition. Processes of beneficiation will come into their own as our richer ores become exhausted. Many efforts at improvement have been commercial failures, due to prematurity. Thomas A. Edison, with characteristic foresight, attempted concentration of the low- grade New Jersey magnetites some thirty years ago. Due to high costs and the discovery of the Mesabi range, his efforts were futile. However, a successful crusher, designed by Mr. Edison, resulted from this attempt. Agglomeration of concentrates had not, at that time, been brought to its present efficiency, when sinters and briquettes of excellent physical condition are obtainable. Recent efforts in the beneficiation of the lean magnetites of the East Mesabi resulted in an excellent sinter, but that operation is also ahead of its time.

THE mineral industries in this country have now had about a year of national planning. Al. though the period is short, the volume of activity and legislation designed to make that planning effective has been nothing short of enormous. Those who have been privileged to see and study a few of the codes to regulate our mineral industry, such as those for oil, coal, steel, and copper, are driven to the conclusion that nothing was really known about the proper way to conduct those industries in this country prior to June, 1933; or if anything was known, nobody in actual practice made use of that knowledge. And yet those industries, in days gone by, helped to make this country the most prosperous in the world, and to maintain a standard of living even today higher than that of any other country. Without wishing to assume any first-hand knowledge of the Russian standard of living, I must confess that the evidence seems to indicate that even with dictatorial authority, national planning encounters unexpected difficulties. IN a year of sober reflection and stocktaking after the mineral-squandering spree of World War II, the role that beneficiation of low-grade must henceforth play in American mineral industry has become unmistakable. From the volume of research and development progress in mineral engineering during 1946, mineral dressers evidently have ample resoluteness to meet the challenge. Perhaps ,the most conspicuous trend of the year was the renascence of interest in gravity concentrating methods and more serious effort than ever before to make them effective in finer size ranges down to 200 mesh. This has been forced by the problem in iron ores where the low value of the product will not support a high flotation reagent cost, however good flotation pilot plant results may have been and however well the acute problem of variable feed may be met. The race is on between rabbit flotation and tortoise gravity methods and a surprising amount of betting money is being laid on the tortoise which already is showing previously unsuspected talent for speed. Mostly, however, a wait-and-see attitude prevails during the present preliminary heats. As evidence of the latter, two magnetic plants are now on the boards for magnetic taconites on the eastern Mesabi to establish a reprieve against the time when nonmagnetic taconites must be addressed. Incidentally, these operations will force the blast-furnace issue on preparation of fine material since a minus-100-mesh grind is contemplated.

Itemized are the improvements realized in better working conditions, better efficiency, higher production, lower costs, and better community relations. These improvements are related to the overall profitability of the particular plant or facility.

LIBRARIES are universally recognized as essential to modern civilization. In a world that gets most of its learning through the printed word, storehouses of print are a vital necessity. In this regard engineering differs in no way from the other learned professions, but until recent times the library needs of engineers have received rather scant attention. When the engineering profession was more of an art and less of a science than it is today, when each problem was solved more through the results of experience than by applying scientific principles, literature was less helpful. The engineer of today, however, is aware that his activities rest upon a scientific foundation and consequently comprehensive books dealing with more limited fields are now being published. Another difficulty for the operating engineer in the past was that the published works on engineering were written chiefly for use as college texts. A third obstacle to the development of engineering libraries has been the lack of librarians with experience in engineering.

Chuquicamata pit was opened in 1915 with steam shovels and steam locomotives brought down from the Panama Canal excavation project. With expansions in the early years, more steam locomo¬tives were brought into the mine. IMPROVED LOCOMOTIVES During the period 1927 to 1937, electric locomo¬tives were purchased and main line and bench tracks were electrified. Third rail was installed up to the working areas. At first, the locomotives were equipped with batteries for service at the shovels, but charge life was too short and they were con¬verted to use the third rail and a reel with 3000 ft of trailing cable for service in the loading area.

Oil and gas development in Mississippi during the year 1933 was rather active and a number of important wildcat wells were drilled throughout the state. Mississippi showed an increase in drilling operations during 1933. There were 58 completions from 22 counties during this period, compared with 53 completions in 10 counties during 1932. The Jackson gas field in Hinds and Rankin counties continued to be the most active area with 26 completions, resulting in 17 gas wells, 2 oil wells, and 7 dry holes, compared with 38 gas wells, 1 oil well and 5 dry holes during 1932. A further attempt to extend the producing limits of the Amory gas field resulted in a dry hole. Extensive exploration in south Mississippi has proved the existence of ample source beds and presence of an extensive sandbody near the top of Cockfield. Core tests, supplemented by extensive geophysical work, have been carried on in Jackson, George, Harrison, Pearl River and Stone counties. Exploration will be continued in 1934. The most important deep test drilled in 1933, and the deepest well ever drilled in a southeastern state, was the Eastman Gardner et al., Bank of Seminary No. 1, sec. 26-8N.-15W., Covington County. This well went through about 1300 ft. of Selma chalk, and was abandoned in the Eutaw at 8004 ft. Another interesting operation during the past year was the Foster Creek Oil Corporation's Foster Creek Lumber Co. No. 1, sec. 14-2N.-2W., in the "Eastern Conroe Trend." This test is shut down at 3687 ft. in the Catahoula sandstone and has not encountered any important shows of oil or gas. A total of 107 of the 117 gas wells completed in the Jackson gas field since its discovery in 1930 are still producing, and have a combined open flow of approximately 3,724,896,000 cu. ft. It is reasonable to assume that this area will be rather inactive during 1934 as the maximum daily production during 1933 was 3,476,000 cu. ft. The 10 wells that have gone dead were edge wells. The water level is now between the sub-sea depths of 2190 and 2195 ft. The Gulf Refining Company's Rainey No. 1, sec. 13-5N.-lE., one of the early wells in the field, had gas and water at —2225 ft. Continued low prices and restricted markets for crude oil discouraged drilling activity in Illinois oil fields during 1933. Only 36 wells were completed in the state, the smallest number since 1904, and of these the majority were scattered wildcat wells, only 10 having been drilled in producing fields (Table 2). Production was curtailed approximately 40 per cent for the first half of the year. During July, August, and the early part of September there was no restriction on production. On Sept. 8, under the "code of fair competition for the petroleum industry," the quota of allowable production for Illinois was fixed at 12,000 bbl. per day. The state's production in 1933 was 9 per cent less than in 1932. What it would have been had there been no curtailment of production and if economic conditions had permitted a normal amount of cleaning out and repairs to wells, it is not possible to estimate, but it would no doubt have been considerably more than the actual figure. No new pools or new producing horizons were discovered in 1933, but the deepening of a Robinson sand well in Crawford County to the McClosky "sand" horizon (St. Genevieve limestone of the Lower Mississippian) resulted in a production of 3 bbl. per day (Fred Patchel, Savilla Shipman No. 5, NE. 1/4, SW. 1/4, sec. 26, T.6N., R.l3W., deepened from 1122 to 1388 ft., to be tested to the McClosky horizon, and, owing to the rapid variations in porosity within short distances, as shown in the Lawrence County field to the south, one test may not be considered as proving or condemning any large area. The average price of Illinois crude oil in 1933, calculated from the posted prices as published in the Oil and Gas Journal and Oil Weekly, was $0.862 per barrel. This compares with a calculated average price of $1.032 in 1932 and 0.852 in 1931. The total value of Illinois crude oil produced in 1933 obtained by multiplying the average price (0.862) by the total production (4,227,000 bbl.) was $3,643,674. Of the 26 wildcat wells drilled in 1933, only one was drilled on known favorable structure. IT is with particular pleasure that I welcome the members of the Open-hearth Conference of the I American Institute of Mining and Metallurgical Engineers to this meeting, as I feel this is one of the most useful activities of the Institute in the field of ferrous metallurgy. For the information of our other members I might say the Open-hearth Conference was organized by Mr. Reynders when he was president, and is made up of open-hearth superintendents and metallurgists. All the plants are invited to send representatives, and practically all do, with the exception of the U. S. Steel Corporation. It meets twice a year to discuss various problems in connection with the manufacture of steel, and its minutes are published for the benefit of those attending, the expense being defrayed by the participating companies. This conference, .1 believe, should be a model for activities in the other branches of the work covered by this Institute. It works, not by reading formal papers, which we all know is not a very satisfactory method to bring out the experience of others, but rather by a round-table method of discussion. The spirit of the meetings is such that each member feels perfectly free to state his experience, and he gets as much as he gives. A series of topics for, discussion is brought to the attention of the chairman and after one is exhausted the next point is taken up. In this way there is a real interchange of ideas and experiences which cannot fail l to be of the greatest benefit to those attending. That these meetings are beneficial is evidenced by the "continued growing attendance and lively discussions at these half-yearly meetings.

THANKS to the excellent preliminary work of: the Division officers and the local committee the fall meeting of the Coal Division at Bluefields was a brilliant success. West Virginia was at its best with its beautiful mountains, good roads and foliage, just beginning to turn to autumn colors. The meeting began on time and was kept on time throughout. The papers were-well prepared and, being on subjects of live interest, provoked 'lively discussion. One factor in bringing this about was that they were not too numerous and that with one exception copies had been submitted in advance a sufficient time to permit of them having been studied. The Friday morning session was presided over by John .J. Lincoln of the Crozier Coal and Coke Co. and president of the Pocahontas Coal Operators Association. After brief announcements by Thomas H. Clagett, chairman of the local committee, regarding plans for the two day's involved, and by Howard N. Eavenson, chairman of the Division, the reading of papers was taken up.

Union Carbide has recently developed two open- pit vanadium mines in the Wilson Srpings area of central Arkansas about five miles southeast of Hot Springs. The ores from these mines, together with those from a larger vanadium deposit at nearby Magnet Cove, are processed at a new 1600- tpd plant built by the company in the immediate vicinity (Fig. 1). The Wilson Springs vanadium deposits are associated with the Potash Sulfur Springs intrusive, a circular igneous complex which is exposed over an area that is somewhat less than a mile in diameter.1 The complex has a crude ring structure similar to that of the larger Magnet Cove instrusive six miles to the east.2

ALTHOUGH vanadium is an important constituent of almost every brand of high-speed steel manufactured today, little is known as to its role in this series of alloys. The now standard 18 per cent tungsten and 4 per cent chromium constituents were the result of developments and improvements before 1903. In that year, vanadium was added to the steel by Dr. J. A. Mathews. This proved to be an outstanding con-tribution, so that the standard high-speed steel of today is generally referred to as the 18-4-1 type-18 per cent W, 4 per cent Cr and 1 per cent V. Various modifications have been attempted, since then, but with the exception of the introduction of cobalt, no striking improvements have occurred. Vanadium has been increased to 2 per cent in many of the common brands, and at least one brand contains 5 per cent V in addition to the usual tungsten and chromium. The carbon has been gradually increased so that it is not uncommon to find 0.80 per cent in the standard grade, although the carbon in the 5 per cent vanadium steel mentioned above is approximately 1 per cent, and even 1.2 per cent has been made experimentally. The role of vanadium has never been well understood, and although vanadium has been increased to 2.5 and even 5 per cent in certain high speed steels, it has not been generally established that the higher vanadium contents 'result in superior cutting properties. However, in all of the investigations, of which the writers are aware, the interrelation of the vanadium and carbon contents was not considered as a prime factor. The carbon content was held at 1.2 per cent or less-generally at the usual 0.65 to 0.75 per cent.

In order to more accurately predict longwall surface subsidence over the Pittsburgh No. 8 Coal in Eastern Ohio, North American Coal Corporation's Quarto Mining Company undertook or participated in several subsidence studies. Due to the changing roof geology and rapid variations in the amount of cover two separate areas were investigated at two different mines to determine the subsidence response if any to these changes. Data generated from these studies were compared with NCB derived,data for accuracy and then used to predict subsidence under houses, gas lines and other critical man made structures. The following report summarizes the results of these studies as well as the subsidence case histories of gas lines, transmission towers, houses and water wells. Problems that were encountered during both phases of this process (investigation and subsequent application) are also included.

APRIL 10-Officially, spring comes to the Great Lakes on March 21 as it does elsewhere in the country but in the Superior district continued snow and freezing until late in March have caused citizens in Duluth to place their bets on April 15 for the first ore vessels if the ice breakup is left to Mother Nature. North and west of Duluth and near the eastern end of the Mesabilies the little town of Aurora, population 1100. As the little v-nosed snowplow, pride of the community, shuttled back and forth clearing Aurora's few sidewalks, the crowd in Bradich's Cafe were more interested in the impending high school state championship basketball tournament in Minneapolis than in the outcome of Erie Mining Company's petition for water rights for their proposed 10 million ton taconite concentrating plant. Such a plant would employ 4500 workmen, and at the prevailing ratio of 10 people for every mine worker in Minnesota, this would mean a 45,000 increase in population for Aurora and the vicinity in the next few years. Downstate fishermen are alarmed at the flurry of activity by the mining companies in pushing plans for large scale recovery of iron from taconite. Inconvenience to these gentlemen will be inconsequential when compared with the vast increase in payrolls for range communities. Oliver is pushing the construction of a fine ore agglomeration plant at Virginia which will give them valuable experience for projected taconite processing. Oglebay, Norton & Co. is ready to go at Beaver Bay, north of Duluth, as the right of way for a railroad from Babitt to Beaver Bay is secured as well as permission to dispose of tailing into Lake Superior at the site of the proposed concentrating plant. This company is also doing research in agglomeration at Ashland, Ky., in cooperation with other interests. The financing is yet to be worked out. Of the four possibilities for agglomerating taconite concentrate-sintering, pellitizing, nodulizing and briquetting-the prospects for pelletizing appear the most favorable., It seems likely that 60 cents per ton can be saved by this process over sintering because only 1 to 2 pct of coal is required as compared with 7 pct for sintering. One reason for the lower coal consumption is that the chemical transition of magnetite to hematite which transpires in the pelletizing process is exothermic.

DR. TILNEY, the great expert on the study of the development of the brain of human beings and animals, tells us that the greatest difference between the human brain and the brain of animals is that man alone has shown evidence of being able to predict the future. Just why he throws overboard the busy bee who lays up honey for the winter, the squirrel who gathers nuts, and the humble ant, I do not know. At any rate, it is nice to be assured by an authority that we have this power of prophecy. My own experience with attempting to prophesy the future has convinced me that our only possibility of being good prophets is to be good students of history.
