I work for the State of Washington as an Explosives inspector. My paper will describe the mission of the Wa. State Dept. of Labor pertaining to explosives and the regulation of explosives in the State.Blasting safety is high on the public safety list and the regulation of explosive use and storage has been mandated through legislature. The Dept. considers pro-active partnering forexplosive safety preferable to after-the-fact citations for non-compliance.In some cases, the Dept. will issue civil citations with monetary penalties, meant to be a deterrant, of course, to blasters who choose not to comply with the explosive regulations of the State.The Dept. has also revoked and suspended blasting licenses. In some instances, the Dept. has allowed recipients of citations with monetary penalties to reduce the amount paid by attending technical training classes. The idea here, is to reduce the chance of reoccurence of unsafe blasting practices. The State of Washington partners with MSHA in the regulation of explosives use and storage in mines, pits and quarries in the Stateas well as working closely with law enforcement, State and local fire marshals, ATF,and is active in ISEE in part of it’s ongoing effort to promote explosive safety and establish communications in a nonadversarial way with explosives users. My paper will include some statistics on licensing in the State, pounds of explosives used, inspection numbers, numbers and types of complaints with information from the inspections resulting of these complaints. My paper will include examples of storage, both good and bad, examples and pictures of fly rock incidents, accidents, near-miss close calls, break-ins, thefts, and abandoned explosives. This paper may also include a brief summary of my opinion of explosive regulation and my job as a regulator, including examples of high and low points of the job, joys and frustrations.

The interaction of, flotation collectors with sulphide mmerals takes place at the solid-solution interface. The electrochemistry of the processes which affect this interface are discussed. The interaction of xanthates with sulphides is an electrochemical process, xanthates being electro-oxidized to chemisorbed xanthate and dixanthogen.The role of oxygen is to provide a cathodic process to allow the anodic oxidation to occur. The hydrophobic condition of the mineral surface is brought about by the presence of the oxidized xanthate species. The action of reagents which can activate or depress the flotation of sulphides is discussed briefly.

This paper presents the metallurgical results of column and stockpile leach tests with forced aeration to determine the usefulness of this process in the operational leaching at Sociedad Minera Cerro Verde S.A.A. The evolution of the aeration system is presented and also an innovative solution developed to overcome forced aeration’s main problem, which is the early obstruction of the aeration pipes located at the base of the stockpile, causing a decrease in air and oxygen levels and therefore a reduction in the metallurgical benefits.

Mining companies sponsor a range of non-core, corporate social responsibility projects to adhere to social and labour plans and environmental management prerequisites that form part of a mining licence application. Some companies go above and beyond such projects, sponsoring initiatives that generate renewable energy through solar power, wind energy, natural gas, etc. The challenge for these companies is to choose between a variety of projects to ensure maximum value, especially in times when the economic climate might be less favourable for such projects. The focus of this research was to analyse the concept of sustainability as it exists today, and to apply that to the triple bottom line accounting method in an attempt to quantify the sustainability of a project. Research was done on the methane burn-off project at Sibanye Gold?s Beatrix Mine to establish how such projects are planned and financed, and what impact they have on the triple bottom line of a company. The financial bottom line is, by definition, one that executives understand. This paper also proposes a quantitative method for defining the social and environmental bottom lines as well. By considering the financial, social, and environmental values, the study attempts to determine a monetary value for a sustainable renewable energy project. This monetary value can be compared to similar values obtained for other sustainable renewable energy projects under consideration. The research suggests that monetary value alone is not enough to base a sustainable decision on, and qualitative measures are suggested for use in conjunction with quantitative methods. The selection method proposed should assist the board of a mining company to choose the most sustainable option and the project that will add the greatest value to the company across all three bottom lines. It will also provide increased justification for such renewable energy projects, even in periods of harsh or uncertain economic climates.

The Albany Research Center (ARC) conducted studies of mechanical activation by conventional and ultra-fine grinding techniques to enhance olivine reactivity in mineral carbonation reactions. Activated olivine is one of several solid feed materials used at ARC in reactions with carbon dioxide to form carbonate minerals. This paper compares grinding techniques via energy demand data and product characteristics, including particle size distributions, surface areas, full width at half maximum (FWHM) XRD analyses, and particle morphology by SEM analyses. Reactivity was gauged by percent conversion to carbonate in subsequent carbonation tests.

Recent times have been extremely difficult for the resource sector, but it is crucial for our industry to maintain personal connections through good and bad times. These interactions include technical exchanges, and this is at the heart of MetSoc’s service to its members. The theme of this 53rd Conference of Metallurgists is Prosperity Through Process Advancements. There are thirteen symposia at this year’s conference mainly focused on processing from extractive fields, to materials and the environment. Supporting these topics are the plenary, poster session, and trade show plus opportunities for socializing at functions like the opening reception and the awards banquet.Many people have contributed to this conference, from the authors and presenters to the organizers and the generous sponsors. They are all gratefully acknowledged for their quality work over the last two years. The financing of large mining projects in developing countries is often achieved, at least in part, by limited-recourse financing methods. Financing agreements are affected by the basic accord that is struck between the host government and the sponsors of the project. It is concluded that governments and project sponsors should take into account the requirements of lenders when structuring such mineral development agreements to maximise the potential for attracting project financing. Lenders are likely to be most interested in aspects such as fiscal arrangements, calculation of taxable income and general accounting rules, royalties, transferability of payments/dividends overseas, corporate structure and control, staged development, financing, loan support and state guarantees/approvals, political risk, provisions for default, product marketing, settlement of disputes and environmental issues

"An autogenous grinding circuit was commissioned at the Brunswick concentrator in October 1998. The autogenous grinding circuit replaced existing surface crushing plants, fine ore storage, rod and primary ball mills. The 8.54m diameter x 4.27m long (EGL) AN1 mill is driven by a bidirectional variable speed 6.3MW ABB wound rotor motor with Slip Energy Recovery (SER) drive. The AG mill was subsequently converted to SAG operation in May 1999 for a number of reasons. The mill is operated in closed circuit with horizontally inclined 660mm diameter cyclones to produce a circuit product P80 of 85 microns. Extensive test work and JKSimMet design modeling resulted in a production circuit operating closely within design expectations.The circuit is highly instrumented and controlled via a hybrid Programmable Logic Controller (PLC-5) and Fisher PROVOX Distributed Control System (DCS) that is in communication with the property information highway. An expert control system (Gensym G2) is used for control of the SAG mill load.Engineering and construction were completed in 28 months from the time of management approval for the project. The Brunswick AG/SAG mill circuit was commissioned on schedule at the $M 23.5 forecast budget."

This report describes the feasibility of mining the oil shale deposits of the Piceance Creek basin in Colorado by an integrated open pit system. The study is based upon a comprehensive analysis of pertinent environmental, economic, and engineering factors. Ten mining cases are investigated, and the mine design and cost estimates for each case are presented in this report. Nine of the cases represent three cutoff grades, defining oil shale ore as equal to and above 15 gallons per ton (gpt), 20 gpt, and 25 gpt at three ore production levels of 500,000 tons per day (TPD), 1,250,000 TPD, and 2,500,000 TPD. The tenth case is an alternate design of the 500,000 TPD production rate at the above 15 gpt cutoff grade. The report consists of Volume I, a technical and cost comparison of the ten cases; Volume II-Part I, a detailed explanation of the estimating methods used; and Volume II-Part 2, a more detailed discussion of the technical and cost features of the ten cases than is presented in Volume I.

"A number of coal mines in India are affected by fire. Most of coking coal reserves in the country are located in Jharia coalfield where more than 18 sq. km is in the grip of fire. Generally such fires are confined in areas near to our crops. About 37 million tonnes of coking coal are lost in recent yearsdue to fire and another 48 million tonnes are blocked in fire areas. Preventive measures adopted to control fires were only partially successful and the cost of such measures was exorbitant I Temperature of blast holes in fire area varies between 60 and 300° C or even more. Even after thorough quenching of holes with water, it become difficult to bring down the temperature below SO"" C. For blasting hot holes primary need is to select safe and suitable commercial explosives and detonating fuse and to measure hot hole temperatures. VWiOUs types of commercially available explosives including Nitro Glycerine bare, slurries, site mixed slurries (SMS), emulsion5 ,detonating fuses and detonators were tested to determine their thermal behaviour at elevated temperatures under field simulated conditions in the Copyright © 2000 International Society of Explosives Engineers 1993g - Studies on Safe Blasting Technique in Fire Area of Coal Mines laboratory and in hot blast holes in field . More than 50 round of blast were conducted in fire areas. For blasting at temperature exceeding SO0 C a heat resistant gel/ solution was developed by the authors and is being used in number of fire areas."

In all known deep mixing processes the existing soil is mixed with self hardening slurry by mixing tools that rotate about a vertical axis (augers, mixing paddles). Wall panels are constructed using sets of multiple mixing tools combined into a single unit. These techniques have been developed on the principle of the rotary drilling technology. In contrast, the new Cutter Soil Mixing or CSM technique is derived from the cutter technology. The soil is loosened and broken down by cutter wheels, then mixed in-situ by the rotating cutter wheels with the self-hardening slurry - introduced into the ground between the two wheels - to form a soil-slurry mortar. The main area of application lies in the construction of cut-off and retaining walls.

This paper presents the wall stabilization design and implementation for a 541 linear ft masonry and concrete gravity-type retaining wall flanking the west perimeter of a 7.37 acre parcel in Bronx, New York. This paper will discuss the results of static and dynamic stability analyses performed for the pre- and post excavation phases for the proposed 300 ft wide open-cut of up to 14 ft of contaminated soil below the toe of the retaining wall. The wall stabilization consisted of over 74 inclined drilled and grouted anchor dowels, and 55 tiebacks drilled and grouted to the underlying mica schist bedrock. Three over-lapping rows of jet grout columns were chosen as the foundation solution for the existing retaining wall. This paper focuses on the design, construction and performance of the jet grout curtain wall. The jet grout wall served three purposes: 1) underpinning and excavation support for the removal of contaminated site soils, 2) permanent hydraulic barrier, and 3) resistance against a deep seated failure within the thick clay layer present at the site. The originally designed jet grout wall had unexpected negative effects to the existing retaining wall. The jet grouting program was modified while the Observational Method (Peck 1969) was employed to keep wall movements to a minimum. This paper discusses the diagnostic methods used to determine the cause of retaining wall movement; the implementation of a remedial ground improvement program; the modification to the jet grout installation procedure; and the ultimate performance of the jet grout wall.

The rare-earth group are among the least familiar of the 92 known elements. Moreover, the relatively few people who have even heard of the rare earths ordinarily regard them merely as very rare elements having unusual names but doubtful commercial application. This typical attitude can be attributed partly to the fact that no commercial uses have been developed for most of the members of the group and partly to the fact that those which do enter into useful articles do so anonymously. Most people speak with a degree of familiarity of the "chromium" plating on their automobiles or household appliances; "antimony" ash trays and cigarette boxes are on sale in many department stores; and "tungsten" lamps and even "molybdenum" steels are advertised in popular magazines. However, the average user of a pocket cigarette lighter is not conscious that the important sparking element is a "flint" made from ferrocerium, and if he does chap on to inquire about the composition he is likely to be told that it is "sparking alloy", "misch metal", or 'pyrophoric alloy." Similarly, the wearer of spectacles made of "Crookes" or other tinted glass probably is not aware that the light softening effects are due to the presence of rare-earth oxides, or that the arc light on his street may owe its brilliance to cerium fluoride in the carbon electrode. Despite a variety of practical applications, however, most of the rare-earth metals still must be listed as scientific curiosities. In fact, little is known as to the properties which may make them useful products at some future date. Meanwhile it is important to note that Nature has been relatively generous in her distribution of the rare earths and that adequate supplies of most of them will be forthcoming when these elements have proved their worth as commercial products.

The Thames gold-silver deposits are part of the Hauraki goldfield, situated within the Miocene to Pliocene calc-alkaline Coromandel Volcanic Zone (CVZ). The Waitangi vein system is one of the mineralised ore shoots in the Thames district. The Thames gold deposits are characterised by shallow level epithermal vein mineralisation with phyllic to advanced argillic alteration assemblages and abundant sulphide minerals including pyrite, arsenopyrite, chalcopyrite, galena and sphalerite. Gold occurs as electrum in association with sulphide minerals. Microprobe analyses.of sphalerite grains from the Waitangi deposit mostly range from 0.8 to 1.5 mole % FeS, although one sample contains 9.5 mole % FeS. Arsenopyrite from Waitangi yields a range from 33.1 to 34.6 atomic As (%). There is no discernible correlation between the FeS content of sphalerite and gold grade in the Waitangi deposit suggesting that gold deposition is probably not controlled by changes in temperature and activity of sulphur aS2 that control the FeS content of sphalerite. The possible causes for gold deposition are thought to be boiling, mixing and changes in pH. Sulphur isotope analyses of mixed sphalerite-galena and sphalerite-galena-ehalcopyrite samples yield a narrow range of d34SCDT values (-1.0 to 0.9 ë;n=5), whereas late spongy pyrite gives unusually light sulphur isotope values (-16.7 to -27.9 ë; n=4). The sulphur isotopic values of base metal sulphides from Waitangi suggest that the sulphur was derived from a magmatic source. However, the source of light sulphur in the late pyrite grains is not known. Preliminary fluid inclusion+studies indicate homogenisation temperatures between 173¦ and 284¦C and salinities of 0.23.0 NaCI equiv. wt % (uncorrected for C02). Vein quartz at Waitangi yields d18OSMOW values from 6.8 to 12.7 ë (n=23). The calculated oxygen isotopic composition of ore fluids is between -2.1 to 3.8 ë at 250¦C and -0.1-5.8 ë at 300¦C. Oxygen isotope analyses have revealed significant variations in d18O values with elevation and gold grades. Zones of gold enrichment coincide with a zone of variable oxygen isotope values at the top of the vein system, where boiling and/or fluid mixing most likely occurred. Oxygen isotope values varying with gold grades within the Waitangi conduits suggest that d18O values may be useful in targeting bonanza grade gold mineralisation in epithermal vein systems.

It is not proposed in this paper to go into all of the details of the problem. Instead, it mill be assumed here that the intrusive has the form and characteristics represented in Fig. I. According to W. 11. Emmons minerals are not deposited in appreciable quantities below the "dead line." Important amounts of ores of virtually all metals may be found around summit cupolas, but only gold, copper and zinc (in limited quantities) are usually associated with trough cupolas. Most students of ore deposits agree that temperature changes are largely instrumental in precipitating many ores in the "hood" and that the difference in temperature between the intrusive and that of the country rock may be the chief factor in determining the mineralogy of a deposit. A problem then of some interest is to correlate the principal physical features of the intrusive with the phenomena of heat conduction as evidenced by the cooling curves and the isothermal surfaces. Mathematical Theory In order to show the possible application of heat conduction to the interpretation of the processes of metalliferous deposition associated with intrusives, it will be as- sumed that the intrusive is a large par-allelopiped of dimensions, 2l, 2m, 2n. Spirals have become one of the most popular methods for treating fine coal. Unfortunately, spirals tend to produce an undesirably high specific gravity cut-point and often misplace significant amounts of coal and/or rock. In the present study, a process-engineering tool known as linear circuit analysis was used to identify problems with traditional spiral circuits and to suggest alternative configurations. These analyses indicate that a modified rougher-cleaner circuit incorporating a middlings recycle stream offers the best option for improving performance while maintaining a reasonable circulating load. In light of this finding, a full-scale test circuit was installed and evaluated at an existing preparation plant. Data obtained from the plant tests indicate that the new spiral circuit can simultaneously reduce cut-point and improve separation efficiency. Preliminary economic analyses show that the new circuit provides an attractive payback on the capital investment.

"Four occurrences of galena-cemented sandstones, exposed in the Lower St. Lawrence - Gaspésie area, are described. They constitute a new, insufficiently explored type of deposit in Quebec.One mineralized body, a minor occurrence, is hosted in Lower Devonian rocks deposited in an estuarine, intertidal river channel during a marine regression; major cements are dolomite and sulphides. Another occurrence, a drilled prospect, is hosted in Upper Silurian rocks deposited unconformably on Cambro Ordovician basement during a marine transgression. With galena and quartz as main cementing minerals, it is similar to some well-known, economic sandstone-lead deposits. A third and fourth, a drilled prospect and a minor occurrence, are hosted in Upper Cambrian rocks deposited on continental slopes. In both, sulphides mainly occupy a secondary porosity. The differences between the third and fourth occurrences are: (1) cementing translucent minerals (carbonates and barite in one; chlorite in the other); (2) chronology of final subsurface dissolution (prior and subsequent to sulphide precipitation, respectively); and (3) important fracture porosity only in the barite-bearing deposit.The diversity of the four occurrences, and the unequal geological knowledge of their respective features, prohibit the formulation of uniform guidelines for further exploration.IntroductionThe attention of the mineral exploration community is drawn to four occurrences of galena-cemented sandstones (Fig. 2A) in the Cambrian of the Taconian Orogen and in the Siluro-Devonian basin of the Lower St. Lawrence and Gaspésie area (Fig. 1). In view of the fact that sandstone-lead deposits (Bjerlykke and Sangster, 1981) are, or have been, mined in several countries (e.g . Laisvall in Sweden: see Rickard et al., 1979; Largentiere in France: see Foglierini et al., 1980), the mere presence of occurrences in Quebec indicates that the mineral potential of some parts of the Appalachians requires further evaluation.Exploration for the deposits considered here is essentially restricted to geological methods and drilJing (e.g . Mainguet Suares and Samama, 1969), since the response to geophysical methods is virtually nil, at least in the initial, surficial stage of an exploration program. As the particular disciplines of geology utilized in exploration depend a great deal on the geological setting of a mineral occurrence, the diversity of the Quebec deposits is of prime importance. Therefore, the four occurrences (Fig. I, Table 1) studied by the authors are herein briefly described with emphasis on their stratigraphic and tectonic setting, and on the evolution of pore space and sequential occlusion of pores and fractures.
