ONE LAW cannot he evaded, the economic law of supply and demand. Silver, like any other commodity, is subject to this law; and its price in the long run is determined by existing conditions. I say "in the lone run because at times silver has appeared to mope contra to basic coalitions. Such movements, however, are, occasioned by the market's attempt to anticipate changes in these governing conditions. If the expected changes materialize then the new market level is justified, but if they do not then the market will revert to its previous status, A striking example of such a move occurred in November when the price advanced over 70, in ten days and then in the next two weeks lost more than it had gained. The reasons for this advance were that the speculative element interpreted certain events as favorable to silver namely, England suspension of the gold standard, higher shat prices, and the Chinese-Japanese crisis. When these expectations proved unjustified the inevitably, elapse followed became the governing conditions had not channel.

The new Paradisus Coco Beach Resort in Rio Grande (PR) is located on an old swamp area, which has been filled with relatively clean to silty sands. The swampy deposits consists of organic silts, peat and loose fine to medium sand and silty sand. The project requires the placement of 1.0 to 1.5 meters of additional fill together with the construction of light structures. The need for the fill will trigger the development of settlements in the underlaying weak and compressible stratum. Furthermore, the susceptibility of the loose sand to liquefaction during an earthquake was considered. This paper describes the soil improvement by means of vibro-replacement, the purpose of which was threefold: reduction in total and differential settlement, acceleration of settlements during the surcharge period and densification of the loose sand to reduce its liquefaction potential. The predesign is presented together with relevant construction details of the preliminary trial areas from which the final column diameter and grid spacing were derived. Instrumentation together with settlement observations during the surcharge period are presented as well and compared with the initial predictions.

THE Polaris-Taku mine is a new gold property, situated in the far north-west corner of British Columbia. Production was started in November, 1937, at the rate of 150 tons a day, and recently has been increased to 200 tons. The property, which promises to become one of British Columbia's important gold mines, was developed and brought into production in twenty-nine months after work was started on it as a virtual prospect in June, 1935, by Edward C. Congdon and associates. Inaccessibility, extraordinarily complicated geological problems, and difficult metallurgy retarded development of the property before acquisition by the present interests, an::l, in fact, discouraged two companies that had spent substantial sums upon it from continuing development. This paper is concerned with reviewing the development of the property and describing the principal features of the geology, the mining and metallurgical practices, and the equipment employed. In 2005, Solid Energy New Zealand Limited obtained non-notified consent for the disposal of 1Mt of coal ash at the Rotowaro minesite, forming part of a coal supply agreement with the Huntly Power Station. A non-notified resource consent was sought which necessitated that environmental effects be shown to be æless than minorÆ, and resulted from robust science and a pragmatic approach to design. As part of the assessment of environmental effects, there was a need to understand the effects of boron concentrations on aquatic organisms (ie algae, plankton, plants and invertebrates) in the receiving environment. Boron is a naturally occurring element that is found in the form of borates in the oceans, sedimentary rocks, coal, shale, and in some soils but Waikato coals and ashes have particularly high boron content. Boron is an essential micronutrient for higher plants with interspecies differences in the levels required for optimum growth. As aspects of the ANZECC (2000) derived boron limits are based on toxicity of aquatic algae and plants to boron it was important to assess these components in the environment. The effects on the receiving environment of the Awaroa Stream were assessed using predicted water chemistry and comparing actual boron concentrations in a comprehensive and multifaceted reference-condition approach of catchment ecological indicators. In addition a toxicological-based assessment of boron and a re-calculation of the ANZECC trigger levels were undertaken and applied to the ecological indicators. The reference-condition approach revealed that habitat and overall water quality attributes at and between sites was more influential in determining the aquatic biotic communities than boron concentrations alone. There was no evidence of any gradient of changes in ecological indicators with changing boron concentrations, nor evidence of any residual effect of high historic boron concentrations on the aquatic biota.

The comminution in a high-pressure roller mill is modeled by an energy-based population balance approach considering three aspects of breakage taking place in the active zones of the mill: the interparticle breakage in the high-compression zone, the breakage at the edges of the rolls, and the pre-breakage in the acceleration zone. Together with an appropriate model of classification, this model can be used to simulate steady-state performance of closed-circuit grindings with high-pressure roller mill. After a brief description of the basic modeling approach, the algorithm of the steady-state calculation for a generalized grinding-classification circuit is presented, from which the circuit configurations commonly met in industrial practice can be derived. With an iron ore as feed material for example, simulation results are shown and discussed in respect of circulating load, specific energy consumption and product fineness for closed-circuit grindings under various operating conditions. The effects of stressing intensity, working gap, classifier parameters as well as circuit configuration on the overall circuit performance are investigated systematically by means of computer simulation.

COLUMBIUM (niobium) and tantalum are similar refractory metals with closely related properties and uses and close association in ore deposits. Until recently both metals, particularly columbium, were essentially laboratory curiosities. However, since the beginning of World War II, applied technology, under the impetus of national security requirements, has realized many chemical, electronic, nucleonic, and missile and rocketry applications, where high temperature or corrosive environments require the use of columbium or tantalum. At the same time, advances in these fields have resulted in intensive research on the geological distribution, resources, metallurgy, and properties of these two metals; their alloys and compounds; and the development of a full-fledged columbium-tantalum industry. The future appears to promise continued acceleration in such studies and ever-increasing demand for these elements. The raw material supplies of columbium are abundant, and the extractive metallurgy of columbium is well enough advanced to assure adequate supplies of the element at reasonable prices to meet any projected demands. Although the extractive metallurgy of tantalum is similarly well developed, raw material supplies are so limited that, lacking new ore discoveries, an increase in demand to five times the 1959 level would severely tax ore-production facilities. Approximately 120 tons of tantalum and about one-half as much columbium was produced in 1959. Additional quantities are consumed as compounds or additive alloys such as ferrocolumbium and ferrotantalum columbium (55).3

Recovery of uranium from slightly alkaline mine water, available in the Ambrosia Lake district of New Mexico, was studied using countercurrent ion exchange columns developed by the Bureau of Mines. Approximately 5 million gallons of mine water containing 9 to 12 ppm U308 was treated by ion exchange using a 14-inch-diameter absorption column composed of five or six compartments each 4 feet deep. Uranium recoveries averaged in excess of 98 percent at solution flows ranging from 15 to 25 gallons per square foot per minute and resin loadings up to 3.6 pounds of U.08 per cubic foot. In subsequent tests, loaded resin was continuously eluted in a countercurrent elution column with a diameter of 4 inches and containing a bed of resin 9 feet deep. The resin was eluted to a residual loading of less than 0.06 pound of U305 per cubic foot, at a resin-retention time of 224 minutes, using only 1.9 volumes of 1.1 M NaCl-0.05 M NaHCO3 solution per volume of resin. Compared with existing ion exchange practices for recovering uranium from mine waters in the Ambrosia Lake district of New Mexico, use of these improved ion exchange contactors would reduce ion exchange resin requirements at least 70 percent and allow further substantial reductions in capital and operating costs.

A new filter cassette is described which can be used with Coal Mine Dust Personal Sampler Units (CFR, Title 30, Part 74). The sealed cassette design reduces the chances of sample loss due to reverse flushing, impact or cassette opening. The filter capsule weight is approximately 400 milligrams and is stable for at least one year in storage. The alpha quartz content of the filter element is less than 5 nanograms per square millimeter of surface. The cassette is designed to be used with a new sampling head. The manufacturing costs of the new cassette will require an increase of approximately 30% in the selling price.

[THIS PAPER, tine of a series on placer ml n in iii Alaska, describes mining methods and gives unit costs at operations where hydraulic and mechanical excavation equipment is used with nonfloating washing plants. The mining methods described were developed during the last 30 years to copy with conditions peculiar to arctic and subarctic regions arid are now used by a large segment of the placer mining industry in Alaska. The operations described have been classified if m ii into three main categories: Those having sluices at a bedrock level, those having sluices above bedrock and those having mobile nonfloating washing plants (dryland dredges). Diesel-powered bulldozers and draglines convey or clevate gold-bearing gravel to the sluices, remove tailings, and strip waste gravel and other overburden. Diesel-powered centrifugal pumps supply water foe sluicing and hydraulic stripping. Detailed descriptions and unit cost arc presented for 14 operations to illustrate the numerous arrangements udder the first 2 categories.]

Keyboard patterns of hundreds of minor faults with vertical displacements of 3 mm to 2 m occur within the Greta coal seam and cause serious mining problems in collieries. Many of the faults are concentrated in linear zones termed swarms. One swarm is 600 m wide and more than 800 m long and others are of comparable size.The minor faults between the swarms are normal and are relatively widely spaced and show dip-slip movements, but the faults within a swarm are clustered and show strike-slip and oblique-slip movements. Fault swarms ofthis size and frequency have not previously been described from the Sydney Basin or on a comparable scale elsewhere but appear to be a widespread phenomenon in Australian coalfields. The faults are assigned to classes onthe basis of orientation which are then assigned to sequential phases I to IV on the basis of offsetting relations between representatives of each class. Phase I faults are minor thrusts. Phase IT, Ill, and IV faults are concentratedin the swarms and show sinistral strike-slip and normal dip-slip movements. The interference of slickenlines indicates that multiple movements have occurred within a single phase; their order is (i) strike slip (ii) dip slip and (iii) oblique slip. All faults truncate and post-date both cleat and sedimentary "stone" dykes.Phase I minor thrusts trend at a high angle to the Hunter Thrust and are considered to predate the Late Permian movements on the Hunter Thrust. Phase II and III minor faults are younger and may be any age between the latePermian and Tertiary.

INTRODUCTION The Washington Metro, a rapid transit system that will serve the District of Columbia, Virginia, and Maryland, has been under construction for about two years. Construction of the Metro by the Washington Metropolitan Area Transit Authority involves a large amount of cut and cover, soil tunnel, and rock tunnel construction. To aid initial construction and improve future designs, performance observations were undertaken on tunnels in the initial construction phase. The University of Illinois Department of Civil Engineering was engaged to carry out a comprehensive program of field observations and measurements for this purpose. One part of the program was on the first soft ground tunnel constructed in the system. The tunnel is a 2200-ft (670 m) twin-bore section, designated Contract A-2, in downtown Washington. Two objectives of this program were to determine the relationship of construction procedure to settlements and to observe the pattern of soil movement around the tunnel as an aid in evaluating underpinning criteria for nearby structures. A test section, consisting t three instrument lines located across the tunnel path, was established prior to mining in Lafayette Park to measure in detail both vertical and lateral soil displacements as the tunnel was mined through the section. The site was selected because it is free from surface structures and access for installation and reading of the instruments was convenient. Load and distortion measurements on the lining were also made within the test section; observations of construction procedure were maintained throughout construction.

Small diameter cast-in-place bored piles (pinpiles) have been installed throughout the world since 1952, but only more recently in the United States. The special features of their construction and performance makes them ideally suited for structural underpinning applications in difficult ambient and geological conditions. This paper describes the underpinning of part of a major industrial facility near Mobile, Alabama. In addition to being a most interesting and successful case history, per se, the paper also describes in detail a fundamental test pile program which has afforded a unique insight into the basics of load transfer mechanisms.

The following record of the important responsibilities already shouldered by Dr. Ricketts will give some indication of the trust and confidence reposed in him by his colleagues. The Institute is to be congratulated that a man who is already so much engaged should be willing to assume the further responsibility of guiding the Institute's Ship of state during the ensuing year. Louis Davidson Ricketts, who is brother of Professor Palmer or Chamberlaine Ricketts, President of Rensselaer Polytechnic Institute, was born at Elkton, Md., Dec. 19. 1859, was graduated from Princeton University in 1881 with the degree, Bachelor of Science, chosen a Fellow in Chemistry and W. S. Ward Fellow in Economic Geology, and after two years' study given the degree Doctor of Science. Following the completion of Iris work at Princeton, Dr. Ricketts went to Colorado and started to work as a mine surveyor. For the 15 years following, his time was chiefly occupied in reconnaissance work, geological work and mine examination. From 1887 to 1890 Dr. Ricketts was Geologist for Wyoming, and at, the end of that period transferred his operations to the Southwest. where he has since been steadily engaged in large mining projects. He was identified with the acquisition of the property now owned by the Moctezuma Copper Co., a , subsidiary of Phelps, Dodge & Co., at Nacozari, Sonora, Mex. From 1899 to 1901 he was General Manager of the property and during his administration the concentrator and reduction works were completed and the mines put on a dividend-paying basis

Fracturing of rock at low stress levels can be a source of unexpected problems in rock engineering: • the resulting instability can be a safety hazard; • in very brittle rocks it may be associated with violent failure of the rock and strainbursting (rockbursting); • it usually leads to an unexpected requirement for rock support, with time and cost implications; • in rock boring projects, it may result in fracture of the rock ahead of the bored face and in the walls of the bore behind the face. This may lead to cutter head vibration, increased cutter wear and consequently decreased performance and increased costs. Examples of situations in which fracturing of rock at very low stress levels has been observed will be described. This will include details or estimates of the in situ stress magnitudes and the rock strengths involved. Reduction kinetics from slags containing CuO(0.5), ZnO, PbO, NiO and SnO into a Cu-based metal phase were subjected to computer simulation using a previously developed model for the kinetics of metal-slag-gas reactions that assumes mass-transfer control in all phases. The effects were examined of changing bulk Fe oxide activity, gas reducing potential, temperature, Fe content of the Cu phase and metal/slag ratio. The results permit practical conclusions to be drawn about industrial slag-cleaning practice, but the model is still limited in terms of thermodynamic inputs and the idealisation of reaction conditions

This paper describes the results of a detailed analysis of a loess deposit at the deep foundations test site established by the Kansas Department of Transportation. Multiple CPT, SPT, and pressuremeter tests were conducted as part of the investigation. This paper includes an evaluation of the effectiveness of common correlations used with the CPT, SPT when used for classification of loess and estimating its properties. Results show that common correlations must be used with caution as significant errors in estimation may result from using methods developed for other soil types. Laboratory testing included direct shear, triaxial, collapse, and consolidation testing, with many of the tests conducted on both vertically and horizontally oriented samples to evaluate anisotropic behavior. The results showed that strength properties could be considered to be isotropic.
