This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. Fourteen samples of pyrite-bearing Archean greenstone rock (d < 6.35 mm, 0.04% < St < 1.22%) were characterized (particle size, chemistry, mineralogy) and subjected to laboratory dissolution testing. The only sulfide and carbonate minerals identified were pyrite and siderite, respectively. Quartz, chlorite and sericite typically comprised 90 to 98 percent of the mineral content. For the first 60 weeks, seven samples with sulfur contents less than or equal to 0.16% produced drainage pH values exceeding 6.0. Over this period, six of the seven samples with sulfur contents greater than or equal to 0.20% produced drainage pH below 6.0, with minimum values ranging from 3.2 to 4.7. The seventh sample (0.72% S) had a siderite content of 18%. Small amounts of magnesium and, to a lesser degree, calcium carbonates present in the siderite apparently dissolved to neutralize acid and maintain drainage pH above 6.0. Sulfate release rates generally increased as sulfur content increased, and the rates of pyrite oxidation estimated for individual samples were roughly half to five times that reported in the literature for the abiotic oxidation of pyrite by oxygen. Observed neutralization potentials ranged from 0.2 to 2.0 g CaCO3/g rock.

GENERALTHE coal deposit, where it is being worked, consists of a bed of brown coal varying in thickness from 120 ft. to 200 ft., covered by an overburden of clay, drift, loam, etc., of a thickness of 22 ft. to 40 ft., and averaging 28 ft.The overburden is first entirely removed from the coal, and then the coal is excavated by. large revolving shovels which work at the bottom of the hole or open cut in the coal and deliver it in shovel bucketfuls to the transport system. The shovels owned by the Commission and available for this coal excavation are two Bucyrus steam revolving shovels, one being type 150B, weighing 150 tons, having a 21-cub. yd. bucket, and capable of digging a 47-ft. face; and the other being type 175B, weighing200 tons, having a 31-cub. yd. bucket, and capable of digging a 61-ft. face.In addition to these two steam shovels, the Commission has recently obtained a No. 250 Ruston electric revolving shovel weighing 340 tons, and having a bucket of 10 cub. yd. capacity, and capable of digging a 75-ft. face. When this electric shovel has been erected it will replace the steam shovels on the coal excavation, and the permanent transport system has been designed to take delivery of the coal from its bucket.The duty to be performed by the transport system is to take the coal from the shovels, elevate it out of the open cut, transport it to the screening house, deliver it iuto the hoppers at the top of this building, then to take the coal after it has passed over the screens and distribute the required grades to the power house and to the briquetting plant.

Thermal treatment can significantly improve industrial comminution operations by reducing energy requirements and increasing mineral liberation. The assistance of thermal pretreatment prior to grinding by microwave heating is scrutinized in this study. For this purpose three copper ore samples with different chemical composition were used. To see the effect of microwave heating on ore; work index, breakage rate and breakage distribution functions of original and heat treated samples were examined. The results obtained in this study did not show significant improvement in the grindability characteristics of the studied ores with microwave heat treatment. The inadequate amount of microwave transparent matrix was the main reason for the absence of cracks and micro-fractures in the microwave heated copper samples.

A series of electron beam, cold hearth, single melt Ti-6Al-4V plates (nominally 2.5 cm thick) impacted by 2cm diameter, 4340 steel projectiles (with 54g nominal mass) at velocities ranging from 0.633 to 1.027 km/s were sectioned along the impact axis and examined by optical metallography to characterize the formation, growth, and microstructure of adiabatic shear bands. Near ballistic limit velocities, the shear bands propagate towards the rear of the target where they coalesce and grow to provide a cylindrical solid state flow regime for the plug volume.

"In October 1982, Rio Algom Limited, purchased a tin prospect near East Kemptville, Nova Scotia, from Shell Canada Resources. This purchase led to the development of the first substantial tin mine in North America. This paper deals with the drillingand blasting operations at Rio Algom, in particular the use of emulsion explosives technology.This presentation describes what emulsion explosives and Heavy AN/FO are, and the support system used to deliver these products to the blast site.HistoryThe East Kemptville mine site was discovered by Shell Canada Resources (SCR) in July 1978. SCR started diamond drilling on the tin prospect in March 1979. After 8220 m of BQ drilling, it was estimated a reserve of 56 000 000 tonnes of 0.165% Sn was present.The property, which is located 54 km northeast of Yarmouth, Nova Scotia (Fig. 1), showed, after a feasibility study that, given an ore treatment rate of 9000 tonnes per day, a mine life of 17 years could be expected.GeologyThe tin deposit of the East Kemptville Mine, occurs in granitic rocks at their contact with metasedimentary rocks. The mineralization is in the form of cassiterite with associated sulphides of copper and zinc. The tin occurs in a stockwork of tin bearing Greisen alteration zones.East Kemptville MineThe mine planned an open pit operation with the first five years being mined at a rate of 14 000 tonnes per day, of which 5000 tonnes will be waste and low grade ore. Eventually, the total mining rate will be 21 000 tonnes per day, including 12 000 tonnes of waste and low grade ore. Figure 2 shows the general layout of the mine site.East Kemptville Chooses Emulsion ExplosivesIn December 1984, East Kemptville Mine awarded the Explosives Division of C-I-L Inc. a contract to supply explosives to the borehole. The system chosen gives East Kemptville the on-the-bench choice of regular AN/Fa, or a high density, Heavy AN /Fa product called SuperAN· or a water resistant emulsion explosive called MAGNAFRAC· for holes that cannot be dewatered.Emulsion ExplosivesAn emulsion is an intimate mixture of two liquids that do not dissolve in each other. Yielding rock bolt support systems have been developed to accommodate ground movement in shifting ground such as in coal operations; in creeping ground such as salt, trona, and potash; and in swelling ground associated with some clays. These systems, designed to remain intact despite ground movement, should enhance mine safety and help contain costs in areas where rebolting of rigid non-yielding systems is typically required. Four such systems were tested in straight tensile pulls in the laboratory. They include the Slip Nut System from Dywidag Systems International USA, Inc., Ischebeck&apos;s bolt mounted Titan Load Indicator, Rocky Mountain Bolt Company&apos;s Yielding Cable Bolt, and a rock bolt installed variation of the yielding steel post developed by RE/SPEC Inc. The first two systems are currently marketed products and the latter two are prototype systems. Each system responds to load and displacement by yielding in a unique manner. All are designed to yield at predetermined loads. A description of each system and its yield function is provided. Each system was tested over its prescribed yield range in a test machine. At least five tests were performed on each system. Each system yielded and continued to provide support according to its design. Each shows promise for ground control use in shifting or creeping rock. This work helps to illustrate the comparative differences in performance between these specialized systems and the applications where they may be most useful.

The new legislative regime applying to the mining industry has been in force for nearly two years. However the parameters for the permits required under the Crown. Minerals Act 1991 and the resource consents required under the Resource Management Act 1991 are still being established. Mining operators will benefit from participating in the development of policies and plans currently being formulated by local authorities. The Energy Legislation Amendment Bill currently before the House contains amendments to the Crown Minerals Act to clarify points of uncertainty and to reduce transaction costs where possible.

The CaO-FeOx-Cu20 slag has been practically applied to continuous converting of copper, and also has potential for refining of copper. Liquidus lines of the slag system and phase stability diagram for the liquid slag and the existing solid compounds under copper saturation are presented. Liquidus composition was determined by chemical analysis of slag sample saturated primary solid. The temperatures of invariant equilibria were investigated by thermal analyses. Oxygen potentials on the liquidus lines, the univariant and invariant equilibria were estimated from the relation slag composition and oxygen potential that relation was confirmed in separate experiments.

"Recovery of mineralized coarse particles is notoriously low in conventional concentrators that treat copper porphyry ores. The application of coarse particle flotation techniques has the potential to achieve comparable metallurgical performance at significantly coarser primary grind sizings. ALS Metallurgy has been conducting both internal research and commercial test programs to investigate the potential of Eriez HydroFloatTM technology on copper sulphide ores. Test data indicates that significant improvements in the recovery of copper sulphide bearing particles between 200µm to 850µm can be achieved using Hydrofloat technology compared to conventional flotation techniques. This paper summarizes the results from a selection of test programs that includes recovery by size data from both conventional flotation and HydroFloatTM tests. An explanation of the apparatus and test procedure will be given. Mineralogical analyses of the test products and characteristics that limit metallurgical performance will be discussed.Description of Apparatus and Test ProtocolThe HydroFloatTM laboratory cell is a clear plastic column with an internal diameter of 14 cm. Water and air are introduced to the cell through a circular manifold located in the lower portion of the cell. The cell has a conical bottom which directs slurry to a pinch valve that controls the discharge of tailings. Feed solids are introduced to the upper portion of the cell in slurry form. The cell is operated in a manner such that the manifold water creates a teeter bed zone of suspended solids in the middle portion of the cell. Tailings exit the bottom of the cell at a high pulp density, and most of the introduced water overflows the top of the column and is collected in a launder. Particles with a hydrophobic surface may attach to air bubbles that percolate through the teeter bed, rendering them sufficiently buoyant to be transported to the overflow launder.Three significant features of this arrangement enhance the potential to recover coarse, low grade particles by flotation techniques. Firstly, the hindered settling conditions created by the rising column of water allow coarse particles to become buoyant once attached to a modest sized air bubble. Secondly, the flow conditions within the cell are relatively quiescent compared to a conventional flotation cell that utilizes an agitator. This allows particles that have limited hydrophobic portions of their surface, due to a low content of exposed sulphide mineral, to maintain a somewhat fragile attachment to air bubbles long enough for successful recovery to the overflow. Finally, the absence of a froth phase at the top of the cell allows particles attached to air bubbles to immediately exit the vessel, reducing the potential to drop back into the pulp phase as bubbles burst or coalesce."

"In 1997 when Royal Oak Mines Inc. went into receivership, the mineral processing technicians (mill operators) who had been working at Giant Mine in Yellowknife, Northwest Territories for most of their career walked out with no credentials to serve as testimony of their knowledge and skills.As a result of new diamond mining activity and the establishment of socio-economic agreements, mining industry representatives approached the Department of Education, Culture and Employment (ECE), Government of the Northwest Territories, in 1999. They requested support and direction to promote training and recognition for mineral processing technicians at BHP’s (BHP Diamonds Inc.) Ekati mine. ECE recommended the development of occupational standards and certification.This paper describes the development process and end products that resulted from this collaborative project between industry, government and education. In addition, industry representatives involved in the project share their views on the development process and the benefits of standards and certification.The conclusion invites industry members to support national occupational standards and certification with their associated benefits: standardized training in the workplace and institutions, proof of competence for hiring, recognition of prior learning, and a nationally and internationally recognized credential.INTRODUCTIONSwiftly changing labour market demands are nothing new in the North. The fur trade and mineral discoveries have brought employment to workers in a feast and famine cycle for decades. In the late 1990s, the Giant, Con, Lupin, Polaris and Nanasivik mines were nearing the end of productive runs. Many experienced workers found that without credentials, they had no proof of their abilities to offer prospective employers."

"IntroductionThe SABREX Blast Modelling Program was developed jointly by the companies of the ICI Explosives Group, of which C-I-L Inc. is a member. SABREX (Scientific Approach to Breaking Rock with Explosives) is a modular computer program which incorporates new technology with a number of tested programs that have been in use world wide.SABREX predicts the performance of blasts in terms of (I) fragment size and distribution; (2) muckpile profile and face velocity; (3) grade fracture; (4) collar breakage; (5) a rupture envelope which depicts crack penetration behind and beneath blastholes; and (6) a complete cost analysis including explosives, drilling and accessory costs. The predicted blast results are displayed as dynamic colour graphics and in tabular form.SABREX uses data on the detailed geometry of the drilled and loaded pattern, detonation characteristics of the explosives and the dynamic properties of the rock to generate blast predictions. SABREX blasting calculations take into account the effects that shock and quasi-static pressures exert on the rock around the blastholes. While physical effects occur very rapidly in rock blasting, it is possible to view and model the sequence of events as discrete sections.The program can be run on a microcomputer and is currently operated by C-I-L technical service staff in Canada for the use of drilling and blasting operators.Figure I is a diagram representing the modules of the program and associated technology that is used to complement the program.Any, or all, of the modules may be used in a particular study or blast optimization. Because the BOBCAT module of the SABREX program has been described in previous papers(7.8.9), this discussion will concentrate on the newer modules: CRACK, HEAVE, RUPTURE ENVELOPE and to a limited extent, KUZ-RAM, which present a more detailed picture of the blasting process.Each of these modules is discussed in terms of the information they offer the operator in analyzing the blast. Specific examples of recent usage in Canadian mining situations are included to illustrate the ability of the model to produce practical results that can assist in optimizing actual blasting operations or solving problems that do exist."

During an&nbsp;eight month period, January to August 1978, nine bore holes were drilled in the Mikonui River gravels. On account of two rebores required from near bottom, the number of bores is in effect 11. Just on 1300 feet were drilled with an average depth of 120 feet. Depth varied from 102 feet to 133 feet. Penetration on average per hole value, varied from 7.4 to 16.4 feet per day. Gold values were even more erratic. Drill rig used was the Keystone churn drill manufactured locally by the Dispatch Foundary. It is skid mounted and requires a crew of two persons.

The largest investment in mining equipment in Caterpillar?s history ? The F series mechanical and electrical drive trucks ? is rapidly advancing. Caterpillar showcased the 793F and 797F mechanical drive trucks and the 795F ac electric drive truck at MinExpo in 2008 and have continued testing since then. The 793F and the 797F have accumulated more than 75,000 hours of field testing and have proven their performance capabilities and their durability. The new Cat C175 engine that powers them has racked up 130,000 hours of field testing in mining trucks and more than 120,000 hours in power systems. Because of the success of these field-follow programs, the 793F is targeted to go into full production within a few months and the 797F late this year. Caterpillar engineers have been testing two 795F ac prototypes at the Tucson Proving Grounds in Arizona. The development program has provided input for the construction of a new 795F ac in Decatur, IL. The new truck recently shipped to a copper mine in North America where it will serve as the first field-follow 795F ac as it works at the mine. The 313-t- (345-st-) capacity 795F ac will enter a new size class for Caterpillar, and, as a result, the primary focus of the Caterpillar ac electric program has been on the 795F ac. The commercial launch date will be defined as the field-follow program progresses. ?It?s fitting that soon after producing the 50,000th Cat off-highway truck, we are now shipping our first ultra-class ac electric drive truck to a mine,? said Chris Curfman, president of Caterpillar Global Mining. ?Our new trucks further solidify our position as the one manufacturer to provide unparalleled options and unmatched customer support.?

THE following paragraphs comprise such information as the Secretary has been able to obtain concerning the members and associates whose deaths have been reported. Further particulars or corrections of errors, and biographical data concerning deceased members or associates not already noticed in this way, are solicited. [SECRETARY&apos;S NOTE.-All of these notices have been revised, and some of then have been more or less completely prepared, by me. To those which contain more particularly the expression of my personal feeling, my initials have been appended. The labor of preparing or editing these paragraphs has been in many respects both welcome and interesting, on the one hand, and sorrowful, on the other. In going through the list, I have repeatedly felt like one who, visiting the Morgue, suddenly comes upon the pale face of a dear friend, of whose death lie was not aware ; and, even when this fact was known to me, the work of recording it has brought upon me a flood of recollections, almost preventing the discharge of that official duty. The list for 1907 seems to me to he peculiarly sad, comprising, as it does, so many sudden deaths by violence or accident, so many veterans, removed too soon, and so many young men whose early departure impoverishes the future, even more than the present. Probably, this feeling on my part is largely due to the circumstance that the increased membership of the Institute necessarily in¬volves an increase of the annual death-list. Probably, also, it is connected with the circumstance that during the first years of the history of the Institute-say from 1871 to 1880-it was joined by men of all ages, and that the death-rate is consequently now above the average which would result from the normal annual addition, principally of young men. And finally, I must admit that, as one of the original members of the Institute, and practically connected with it for nearly thirty-seven years as Acting President, President or Secretary, I am peculiarly impressed and depressed by the successive deaths of those who were my associates in the years of its early struggles and triumphs. I do not wish to inflict upon my younger colleagues the melancholy reflections of an increasingly lonesome old man. In fact, my prevailing mood concerning the Institute is not at all melancholy, but triumphant and hopeful. If I may be permitted to preach at all, I would enforce, from the texts given below, a moral which many of them declare so forcibly as to preclude the necessity of expository enforcements-namely, the duty of every one of us, old or young, to give to his brethren, as he goes along, and without waiting for some future occasion for a comprehensive and monumental contribution to technical literature, the results of his observation and experience. This report is intended as a reference for personnel interested in the computer anlaysis of coal-mine-electrical-power systems under either normal operating conditions or fault situations. The procedures developed for this purpose are described and implementation considerations are discussed with respect to the mine-power system. Considerations for choosing a solution technique and a number of examples are included. Procedures described include the Newton-Raphson iterative technique for the analysis of normal operation as well as a non-iterative Z-bus technique for analysis of unbalanced or balanced faults. During program development, strict attention has been given to the inclusion of core and/or time saving techniques such that these algorithms may be implemented on small as well as large computers. Program languages include FORTRAN IV for batch processing applications and APL or BASIC for interactive applications.

Provide the mining industry with a simple, accurate and readily available means of measuring the gas flow from pipe outlets such as gob holes Approach The Bureau of Mines conducted laboratory studies to establish correction or method factors for anemometers when used to measure gas flow from pipe outlets. Using the Anemometer Anemometers are used by the mining industry to make air velocity measurements in mine entries. Although the instrument has no appreciable influence on the airstream in mine entries, especially since the cross-sectional area of an entry is much larger than the cross-section of the anemometer, correction or method factors are used to correct the center line anemometer velocity to average velocity. This adjustment is made because the air velocity in a mine entry is highest in the center and lower at the sides. Anemometers can be used to measure gas flow from small diameter pipe outlets; however, since the instrument diameter is much larger than one-sixth of the pipe diameter, it will influence the air-stream from these small outlets. Resulting velocity measurements are erroneously high by as much as 30 percent. Method factors must be applied to such anemometer measurements taken at pipe outlets. Through a research investigation the Bureau of Mines established a set of method factors for center-line anemometer readings taken at the discharge end of 4-to 8-inch diameter pipes. These method factors were combined with method factors which were developed by the National Coal Board of Great Britain for 12-to 30-inch diameter pipes. The anemometer was mounted on the end of a short rod and held against the pipe for support except on the 4-inch pipe where the instrument was started and stopped remotely to prevent hand interference with the air-stream during measurements. Method factors were determined by comparing the anemometer measurements at the pipe outlet to the true average airflow which was simultaneously determined upstream by venturi measurements. Consequently, a method factor is nothing more than the ratio of the true velocity to an anemometer measurement.

For the purposes of this discussion it is assumed that contributors should express the thoughts that arise from their personal experience. So wide is the range of mineral deposits, and so varied the methods employed in their discovery and development, that no two geologists are likely to have been impressed with the same applications of their science. The author&apos;s own personal experience has been, during recent years at least, very largely concerned with the broader aspects of the employment of scientific method and geological knowledge to the problems of exploration and exploitation, for the guidance of the general public and governmental authority rather than of mine executives and directors. The view-point thus reached is likely to differ in many respects from that of men who are much more intimately concerned with the mining problems of a single metal or a single mining field, and for this reason a statement may perhaps supplement those from others whose experience has been markedly different.It may well happen that, at some not distant date in the future, when systematic and comprehensive instruction in economic geology is embodied in the courses- prescribed for mining engineers during their years of training, the author&apos;s comments will be quitesuperfluous; but at the present time they appear to him to call for expression.The Need for Training of Mining Men in Economic Geology.Contact over a period of many years with mining men who have had different kinds of training and experience has been convincing that there is a general reluctance to acquire a full rational understanding of the geological factors involved in exploratory and developmental problems. The correction of this attitude is regarded as vital to the industry and it is necessary to insist that the outstanding requirement of the present day is the utilization of all branches of geological, investigation in the field and the laboratoryby men who have had systematic and specialized training in these matters. The science of geology is many-sided, but is, nevertheless, whole and essentially indivisible. No one can afford to disregard any fraction of its content &apos;or any of its methods of investigation.The greatest advances have been made in the understarnding of the occurrence of mineral deposits by those whose knowledge Qfbasal principles, has been soundest, whose endeavour has been to ascertain all their relationships in space and time, whose attention to detail of all kinds has been keenest, and at the same time, whose capability to distinguish between major and minor features has been most marked.With the passage of the years and the accumulation of data from many lands, it has been possible to build up a great body of information regarding the primary deposition and secondary alteration of mineral occurrences, which is of the utmost value in guiding thesearch for new deposits to take the place of those that become exhausted. "Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has prompted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believed would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units.The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendation are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many other problems, will bring the most enduring benefits to the industry as a whole, the writer urges that the most earnest consideration be given to this vital problem now facing the slate industry.Grateful acknowledgment is made of the helpful assistance rendered by R. E. Eckert of the accounting firm of Eckert, Degan, and Palmer of Easton, Pa., in compiling the charts and the explanatory text. He has brought to this work a wide knowledge of accountancy, supplemented by a background of direct contact with the slate industry, and his presence at the various conferences has been of great advantage in clearing up difficulties.
