The current state of the South African mining industry is briefly reviewed from the point of view of an engineer not schooled in the finer details of predictive economics. Based on the assumption that current world exploration targets are indicative of which commodities the world will want in the future, it is concluded that the South African mining industry will continue to be viable and growing well into the future. South Africa holds the minerals the world wants and needs, and as long as the world has people, the demand for those, including gold, will continue to grow. There still is a growing demand for vanity commodities' and even the demand for platinum as a jewellery material displays significant growth. Mine safety still needs to improve, but significant improvement has already been made although the industry is not always acknowledged for the effort in this field. The safety target set for 2013 is within reach but will require sustained effort. The physical mining conditions for the main revenue earners, coal, platinum, and gold, will change substantially in the near future. Research in mining has declined alarmingly and it is urgently necessary for that to be revitalized to generate the knowledge that will be required. In order to streamline the transfer of knowledge to the mining engineers of the future, research needs to be conducted with the full involvement of the universities. It will also be necessary for the universities to continually review curricula to incorporate the latest knowledge and to embark on a campaign of knowledge transfer to the older generation of mining engineers. The mining industry is well supported by the universities, who have done their duty with regard to societal transformation, and the universities are in turn supported by the industry through vehicles like the METE Industry is also strongly supported by a number of professional and vocational societies. The SAIMM will continue to play its vital role as the meeting point of the mining technical sciences, and will continue to disseminate knowledge via the journal, schools, and conferences. In the future, it will review its modus operandi to support the needs of growing membership in the remote branches. It will enter the research arena in an appropriate manner and give effect to the developing integration of mining and society. The most important threat to the future of the mining industry is the recurrent mention of nationalization. While interaction between the mining industry and political and economic development of South Africa has always been characteristic, the current debate is emotional more than rational, and engineers are not well equipped to participate. This matter needs to be finalized before it becomes a popular force that politicians cannot control.

Paiam is a new township in the high mountains of Papua New Guinea built in association with the Porgera Joint Venture mine, one of the world's largest and most remote open cut gold mines. The Paiam town project is an interesting and genuine attempt at building sustainability into a community associated with a mine. A result of a tri-party agreement between a resource developer, government and land owners, this town is a good example of appropriate utilisation of benefits, obtained from resource development, directed at achieving a sustainable environment at local and regional levels.   Mining brought technology and income to the region, although as most mine staff fly directly in and out, local landowners considered there was a limited flow of benefits within the nearby townships. An agreement with government and mine was reached that more mine personnel and their families be housed locally. In 1998, we, a firm of Landscape Architects and Heritage Consultants based in Cairns, Queensland, were engaged to assist develop the fledgling town of Paiam into a livable and sustainable town and to produce material that would convey that information to stakeholders.   The design focused on establishing a sustainable town, with livability, urban form, aesthetics and opportunities for economic, social and cultural development. Aiming to be a livable town for locals and mine staff it included a market place designed as a focus for town life, essential for social cohesion and economic opportunities.   Located at 2200 m on steep rainforest clad topography, the town development has been laid out using an appropriate urban form based on organic village layouts. Clusters of houses allow for a common public area so children's play is monitored assisting with a sense of community similar to a traditional defensible village. Aesthetical consideration helps in developing community pride whilst maximising potential for development of a tourist industry.   Opportunities for ongoing economic development were incorporated in the design and construction process. These included developing skills and trades to service the region and to provide skills, development, income opportunities and infrastructure to last beyond mine closure. Administration procedures were set in place to form the basis of good governance.   The shift from traditional subsistence lifestyle to a sustainable community with traditional attributes was the project's goal and is being achieved.

Education and training research is a major component of the Bureau of Mines human factors research program. The goal of human factors research is to enhance human performance for the purpose of improving both safety and the profitability of the minerals industries. This is achieved through the design of mining equipment, work tasks, management procedures, and development of human resources. This proceedings volume presents several new developments that are helping to improve the quality and efficiency of health, safety, and occupational skills training in the mining community. Several papers address the issue of how to teach and assess miner abilities to deal with underground mine emergencies. Other papers examine practical procedures for defining and cost justifying the integration of structured training and other performance improvement strategies to enhance the proficiency of the work system.

A theory for cutter roof failure in coal mines has been developed. It is shown that the key parameters influencing the likelihood of cutter roof failure are the rock strength, the vertical stress (depth) and the horizontal to vertical stress ratio. The support force necessary to prevent the development of this mode of failure is, in most cases, so high as to make it impractical to apply a force of such magnitude. It is, therefore, better to allow the failure to occur and to design a bolting system to support the dead weight load of the failed block. This is probably best achieved by using a yielding bolt system (such as split set bolts) which is anchored well beyond the top of the potential failure block. The maximum potential caving height determined from this theoretical approach compares favourably with field observations reported in the literature.

Conventional augered, cast-in-place (ACIP) piles were introduced into the New York City area as a result of the damage to existing structures caused by pile driving operations. ACIP piles are often specified where deep foundations are to be installed adjacent to transit facilities, sensitive underground utilities or in close proximity to existing structures. However, loss-of-ground issues associated with the installation of ACIP piles have prevented the wide-scale use of these systems. Beginning in 2002, Berkel & Company Contractors, Inc. began using its augered, cast-in-place displacement (ACIPD) system in the New York City area. Like conventional ACIP piles, this system produces almost no vibration. Also, as almost no material is brought to the surface, there is no opportunity for loss of ground. This paper presents a description of Berkel's displacement pile system and a brief discussion of six projects in the New York City area that have been executed with this system over the past two years.

THE appearance of the Wilfley table in 1897 marked an epoch in the art of concentration of ores. The table has merited and received an almost unprecedented measure of public approval, lasting through its whole patent life. It has been very little improved in itself, or improved upon by competitors. The new machines bidding for popular favor have been of the Wilfley family, but without ability to do markedly better work than the parent m:-chine, or to (to more work except by the use of superimposed decks, the latter having obvious disadvantages. During the past three years there has been developed at Morenci a new type or arrangement of riffles applicable to the Wilfley type of concentrating table which corrects many of the objectionable features or limitations of the older system and obviates most of the difficulties encountered with it, particularly when handling ores having a low ratio of concentration. The new type is known as the Butchart1 riffle system, and its general arrangement is shown in Figs. 1 and 2.

In accordance with a cooperative agreement between the Bureau of Mines, United States Department of the Interior, and the Linde Air Products Co., an investigation was made at the Bureau Explosives Testing Station, Bruceton, Pa., to develop suitable test methods for evaluating the performance and sensitivity characteristics of liquid-oxygen explosives. This report presents the results of the investigation. The unique nature of liquid-oxygen explosives necessitated both modification of standard techniques and development of entirely new test methods. The latter requirement was due to the fact that differences exist in the kind of information that must be developed for studying relative safety and performance properties of these explosives compared to that of fixed explosives.

Native asphalt was produced by three companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by one firm, R. L. White Co., Uvalde County, TX. Gilsonite, a solidified hydrocarbon found only in Colorado and Utah, was mined by two firms, American Gilsonite Co., a division of Chevron Resources Co. (a subsidiary of Standard Oil Co. of California), and Ziegler Chemical and Mineral Corp. Hydrocarbon Mining Co. (a subsidiary of Oberon Oil Inc., a Utah corporation) closed its mining operation during the year.

The best method to minimise disturbances from traffic to the neighbourhood and in Urban is probably to go underground. For obvious reasons this will cause vibrations, noise and other environmental effects which need very strict regulations and quality assurance in order to complete the work successfully. One project is “Southern Link”, a part of a ring road system. The system of tunnels includes 16 kilometres of tunnels right beneath the south part of the city of Stockholm. At least 20.000 people will be or could be affected by different kinds of disturbances and pollution such as vibrations, noise, gas and groundwater. Another project is the “Arlanda Link”. A new railway with three stations has been built under the existing and running to Arlanda airport with its terminals. Authorities have carefully judged these projects, which cause complaints from neighbours due to disturbances. The blasting operations are professionally managed by the contractors and controlled by consultants to keep the regulations according to the Swedish standards, which are well described in the tender documents by risk analysis and technical descriptions. In spite of that, one conclusion is that it is not always possible to go underground without exceeding stipulated regulations with existing technique. THE following short paper on the Blair Athol coal-field will no doubt have a twofold interest to members from the fact that its main seam, known as the "Big Seam" of a maximum thickness of 91 ft without a band, is unique, being probably the thickestseam of high-grade clean coal yet known, and also because of the interesting problem it presents the colliery engineer-viz., which system of mining is the best to secure the highest economical extraction.Location - Blair Athol is a mining township in Central Queensland, situated at an altitude of about 1100 ft. above sea-level at the end of a branch railway line 74, miles from Emerald, on the Main Central Western line, and 240 miles by rail from Rockhampton.Geology - The coal-measures appear to lie in a shallow basin of about four or five square miles in area, surrounded on all sides by slates and schists, which are overlaid oh three sides by alluvial deposits of up to 150 ft. in thickness, and on the fourth by a thick basalt bed, as yet unproved, some miles beyond which the auriferous slates outcrop. These alluvial deposits have been largely worked in years past and gave high gold returns, the chief diggings being Clermont and Macdonald's Flats in the south, the Springs and Black Ridge in the north-east, and Yankee Creek and others on the west. The surface of the coal-fields may be described as unbroken, but undulating, with gentle southerly dip, the watercourses opening out into wide flats. Anglo PlatinumÆs Potgietersrust Platinums (PPRust) operates three open pits and plans to excavate 90 Mt of rock in 2007. With pit slopes expected to reach a height of 400 m, the geotechnical department has a key role to play. Over the last four years PPRust has successfully implemented new geotechnical strategies and tactics to reduce risk, improve safety and maximise profitability. A large database of core logging, face mapping and rock testing data has been assembled and used for failure analysis, geotechnical zoning and rock mass ratings. The data has also been used for optimising blast designs on a daily basis through the use of a geotechnical block model. This greatly improves blast fragmentation and therefore loading and milling efficiencies. The slope design process involves limit equilibrium analysis, numerical modelling, rock fall analysis and block modelling. Slope management includes comprehensive limit blasting and visual inspections, and state-of-the-art slope monitoring equipment, namely the GroundProbe radar, Riegl lasers and GeoMoS automated prism monitoring. The risk-consequence approach has been used in slope optimisation, where all the slope analyses, operational controls, costs of failure, economic analyses of various slope designs and fault tree analyses are used to determine the ideal slope designs. These activities added over $25 million of value to the operation and also ensured compliance with Anglo AmericanÆs acceptable risk level. The successful mining of the optimised slopes is to due to the greatly improved geotechnical knowledge and slope management. PPRustÆs geotechnical work is used as a benchmark for Anglo American open pit operations. The focus of the paper will be on the value added to the operation by all aspects associated with slope management.

Ok Tedi Mining Ltd has been using flotation for the production of copper/gold concentrates from a complex copper sulphide ore for several years. During this period, much effort has been devoted to metall- urgical treatment of the ore. This paper examines some of the mineralogical aspects of the sulphide minerals in the ore using the electron microprobe analyser. Results have revealed the complexity of the copper sulphide minerals and in particular, chalcocite. Analysis of both plant and laboratory flotation products has provided further insight into the effects of mineralogy on the flotation of copper and iron sulphides. A significant observation is that some of the pyrite minerals apparently exhibit natural floatability. The implications of the mineralogical characteristics of the sulphide minerals on the flotation of the ore are also discussed.

An important phase in the Bureau of Mines investigation of electrical machines designed for operation in gassy coal mines is testing enclosures of electrical components for explosion-proof qualities. In brief, this testing consists of filling and surrounding the enclosure with an explosive atmosphere of methane and air and then igniting the atmosphere within the enclosure to determine (1) Whether the resulting explosion is confined without discharge of flame; (2) whether the enclosure walls are permanently distorted; and (3) whether excessive pressures are developed within the enclosure. Ordinarily, the pressures encountered in routine testing do not exceed 100 pounds per square inch gage. Hence, the designer of the machine does not have too much difficulty in taking corrective measures to prevent flame discharge and distortion of the enclosure. Occasionally, however, the explosion pressures greatly exceed 100 pounds. Then the goblet of the designer may not be solved so readily, From experience over the year 0, the testing personnel often can predict that certain construction will result in high. Pressures, but, only in a very general way, has it been possible to advise designers what modifications might be made to reduce the explosion pressures to normal values. For example, if high pressures were developed in a motor starter having a partition with an opening through it, some enlargement of the opening may appear to be the logical procedure, but it has not been- possible to give information concerning the exact amount the opening should be enlarged to prevent development of high pressures .

To protect mine personnel and moving equipment at underground roof fall areas, mine operators typically install steel sets, which are covered with wooden blocks and backfilled with an expanding type cement material. In large roof falls, the cost of void backfilling becomes prohibitively high causing some mines to leave the voids open. However, the durability of wood over time and the capability of the steel set and wood lagging to resist falling rock are unknown. This has caused concerns for the Mine Safety and Health Administration (MSHA) and ground control engineers. During past two years, Keystone Mining Services, LLC designed and developed various impact-resistant steel set designs that were approved by MSHA and installed in various underground fall rehabilitations. This paper presents the patent pending impact-resistant steel set design methodology, including (1) steel set design per AISC national standard, (2) design, development, and laboratory testing of a water proof composite impact resistant lagging panel, and (3) impact resistant steel set design based on Law of Conservation of Energy. Two underground cases will be included detailing the application of the system.

Rock excavation for tunneling projects occurs on a regular basis in the Cleveland area. These tunnels are being constructed to increase the capacity of the sanitary sewer system. Controlled blasting must be performed to remove rock in a number of phases of the project. The rock excavation for construction of a junction chamber is just one case where blasting is the safest and most efficient method available.

Why do we look for better reconciliation when times get tough? Why wait? Mine reconciliation should be a priority throughout the good times too. In fact, with good reconciliation, those good times are going to be even better and will help pave the way to success through those preventable bad times. Reconciliation throughout the entire mining value chain requires the capture, validation, and analysis of copious amounts of data. This task can be daunting for a team in a small mine, let alone reconciling across a suite of large mines. This paper will outline the different ways we can reconcile across the value chain, why we should reconcile over differing periods of time and how Snowden?s solution to proving reconciliation can be a simpler, reliable and transparent process. The high final total moisture content of fine coal after mining and processing is one of the major reasons that this resource is not extensively used in subsequent power generation, combustion, or other conversion processes. Some coal products, like export coal, may be subjected to a variety of environmental conditions during transport and storage, such as temperature and humidity. To understand the mechanisms by which moisture is attracted and held on and within fine coal particles, further information is needed regarding the processes occurring at the coal surface. In order to determine the correlation between physical coal properties and its moisture adsorption and desorption characteristics, a series of sorption experiments were conducted on various coal samples under climatically controlled conditions. Equilibrium moisture data was collected while changing the temperature and humidity. This data was correlated to coal properties such as particle size, porosity, maceral composition, and mineral content. All the coals that were studied were medium-rank bituminous coals. It was found that the best predictors for moisture adsorption and desorption were the mineral and inertinite contents. Keywords moisture, adsorption, desorption, fine coal, surface properties.

The Physiographical Features of the Region The Middleback; Range proper, from the Iron Duke in the south to the Iron Prince in the north, extends in a meridional direction for 21 miles, but may well be taken to embrace also the Iron Knob and Iron Monarch prominences so that the total length of the Range is 37 miles.Although no great altitudes are reached, the slopes of the high country are steep and the Range stands out prominently above the peneplaned surface of upper Eyre Peninsula. The Range is built up of sub-parallel ridges at some places, and its continuity is interrupted by transverse breaks or gaps resulting from normal stream erosion and corrosion during earlier periods when precipitation was heavier and streams were more active. Traces of high-level gravels remain on the flanks of Kimba Gap. A former mature stream on the western side of the Range has had its lower reaches blocked by sand and the old stream channel has been converted into an eiongated basin of internal drainage. The sand dunes in this area appear to be practically stationary at present, being fixed by mallee vegetation. Their trend is west-northwest.The relief of the Range is regarded as having been determined primarily by meridional strike faulting and selective silification of some of the beds. "Seam gas flow in coal mines takes place through a medium which has both capacity and resistance and can therefore be expressed in terms of the basic diffusion equation, provided that the characteristics of the system can be adequately described. It may be possible to lump the variations from point to point in a seam together as an effective diffusivity. The paper discusses the characteristic flow-time patterns for various types of openings and the particular features of coal and seam which influence the diffusivity.Two field experiments are described in which gas make to a heading and to a borehole were measured in a mine for which considerable data on coal sorption properties were available. Incremental gas flow measured from the borehole experiment predicted the actual flow from the heading measurements remarkably well. The effective permeability adjacent to the face was much higher than expected from the properties of the coal. The incremental flow measurements to a horizontal (in-seam) borehole showed a striking picture of advancing 'relaxation' behind the face which is not discernible by other experimental means."
