THE PROBLEM Two and a half years have gone by since the December, 1976 Civil Engineering article on subway costs caused such a furore. What has happened in this interval? Even after discounting the crushing inflation rate, costs are still increasing, and there is no sign of a turndown, even in the rate of increase. Some steps outlined in the article have been taken. In April this year, the first D.O.T.-sponsored Peer Review Group, made up of managers of other transit properties, met in Boston to review MBTA's $500 million Red Line Extension-Northwest for cost effectiveness. While the impact of a review at the end of the design phase, with substantial segments under contract, cannot be as effective as a review early in the design phase, it is nevertheless a start. This first meeting will be followed by a review of Boston's Orange Line relocation, the final design for which is just underway. In the industry at large two facts are evident: 1. We are failing to reduce underground construction costs. 2. Underground construction is in danger of pricing itself out of the market place. It has always been a greater challenge to design a Chevvy than to design a Cadillac, but it is the Chevvy we need today. Much attention has been focussed in the past on engineering design in the narrow sense: areas such as ground loading conditions and concrete design. The advent of the more efficient and effective rare-earth roll (RER) separator in the early 1980?s began a new era of dry magnetic separation. The RER units quickly became the separator of choice within the materials processing industry. Though RER separators are now commonplace throughout the world, only modest advancements have been made to the original design. This paper details recent, more significant, rare-earth magnetic separation developments. These developments maintain the best features of existing technology while minimizing shortcomings. The discussion includes discerning features that aid in better metallurgical performance. Also discussed are improved mechanical aspects that allow for both easier operation and maintenance. Performance details from various test programs are included.

In 2005, CANMET-MMSL used its pool of expertise in ground control, open pit and underground mine engineering, mineral processing, information technology and applied mineralogy to launch a mine-to-mill research project. The objective of the project was to optimize the distribution of rock breakage energy among blasting, crushing and grinding activities, thereby maximizing the efficiency of energy utilization within comminution processes. Tests were designed to demonstrate that this approach could reduce the energy consumption, thus contributing to the reduction of Green House Gas (GHG) production in the Canadian mining industry. The project was accomplished in collaboration with DynoConsult and Dyno Nobel Canada Inc., a world leader in commercial explosives. Data analysis from 12 blasts (six with electronic and six with pyrotechnic detonators) in three different geological formations of a quarry (soft, medium and hard rock) shows that electronic blasting technology increases rock fragmentation by 15% (in hard rock) to 20% (in soft rock). A more uniform rock fragment size distribution is also obtained. The impact of the improved quality blast product on downstream processes of the quarry is a productivity increase of 5% in rock excavation and transportation, an energy reduction of 10% at the primary crusher and an increase of 15% of the primary crusher throughput. A soft-sensor prototype, based on primary crusher data (i.e. energy consumption, throughput, feed and product size distribution) and a simplified computerized process model, was developed for on-line measurement of the rock operating work index. Additionally, 385 rock samples and specimens were collected and prepared to determine the tensile and compressive strength of the rock material, to evaluate the aggregate crushing work index, and to examine the development of micro- and macro-fractures by means of binocular and SEM microscopy. Blast-induced rock damage was evaluated at the end of the laboratory testing program. Even though a reduction of rock hardness of around 30% was observed after blasting, the impact of the blasting method (i.e. use of electronic or pyrotechnic detonators) on the induced rock damage could not be observed. It is either absent or not perceptible with the accuracy of the measuring techniques and the number of samples analyzed.

The Systems Conveyance and Operations Program (SCOP) is being implemented to convey tertiary-treated effluent to Lake Mead near Las Vegas, Nevada. The Reach 3 Tunnel Project is part of SCOP. The tunnel?s planned location along and across the Las Vegas Wash creates challenging tunneling conditions. A number of feasible excavation and initial support methods are being considered during the final design stage. This paper describes how the tunnel construction options were refined based on anticipated tunneling conditions and compatibility between tunnel excavation and initial support methods. A brief description of the most significant characteristics of the anticipated ground conditions is included for the purpose of discussion.

The combined 75th Annual Minnesota Section of SME meeting and 63rd Annual University of Minnesota Mining Symposium was held April 9 and 10, 2002, in Duluth, MN. This year’s theme was “Keys to the Future: Imagination, Innovation and Technology.” The meeting consisted of plenary and technical sessions and a special General Manager’s Session. The technical paper presentations included concurrent mining and mineral processing sessions. In the General Manager’s Session, representatives from the region’s taconite operations presented the current status, concerns and future plans for each of their operations.

For a state whose roots are in mining, most Colorado residents probably do not realize that the industry still contributes heavily to the state’s economy. In 2005, the industry contributed, directly and indirectly, about $8 billion to the state’s economy, according to the Colorado Mining Association (CMA). It employed nearly 10,000 people at mines and support businesses. And the mining industry in Colorado is one of the highest paying occupations in the state, averaging about $80,000 a year in wages and benefits. The state’s coal mining industry produced nearly 36 Mt (40 million st) of coal in 2005, valued at $800 million, the CMA said. That was seventh in the nation. And Colorado’s only major gold mine produced 10.2 t (329,000 oz) last year, valued at $124 million. That was third in the nation. And Phelps Dodge’s Henderson Mine produced about 12.7 kt (28 million lbs) of molybdenum, valued at $350 million. Colorado is the largest molybdenum producing state in the nation.

Selective-reductive leaching of manganese from low-grade manganese ore using tannic acid as a reductant in acidic media was demonstrated by XRD, SEM-EDX characterization, and batch leaching studies at room temperature. The pH change in the liquid phase before and after leaching revealed that selectivity of manganese over iron was due to the hydrolysis of iron. The acidity in the liquid phase during leaching was dictated by two mechanisms: proton-consuming reaction (manganese oxide reduction by tannic acid) and proton-producing reaction (ferric ion reduction by tannic acid to produce ferrous ion). Based on the leaching studies, the more prevalent reaction between these two was determined by initial leaching conditions: tannic acid concentration, sulfuric acid concentration, liquid-solid ratio, temperatures, and agitation time. Kinetic studies revealed that maximum recovery was attained within 6-h agitation, which indicated a product layer diffusion process.

NTPC (National Thermal Power Corporation), a multi-unit organization, is generating 26% of India’s total power. This power is produced from its 14 coal based stations and 7 gas based stations. NTPC is entering into the business of power-distribution, power-trading, setting up of coal mines and diversification in non-conventional energy sector as well. For achieving the goal of the country “Power for All” NTPC has taken a giant stride by entering into Hydro Power generation which is also the cheapest and the cleanest renewable source of energy. In its pursuit for excellence, 800 MW Koldam Hydro Power Project is NTPC’s first venture in hydro sector. In Koldam, hydropower potential will be harnessed by constructing a 163m high earth and rock fill dam in a narrow gorge at upstream end of Bhakra reservoir. The river diversion is envisaged through two parallel, 14m finished diameter ‘horseshoe’ tunnels of length 901m and 934m at village Kian on the right bank, where the river forms a 180° loop. The diversion tunnels are designed to accommodate a flood of 6500m3/sec, taking into account the maximum probable discharge of 200 years return period. The tunnels pass through dolomite and limestone rock formations. The excavation of tunnels was done with drill and blast method. The excavation was attempted from both inlet and outlet faces. During geological investigation a rock fault was located at the outlet area. The location of the fault was such that it was passing through the edge of the Tunnel-1portal and around 30m away from the face of the Tunnel-2 portal. The quality of the rock at Inlet was also poor. To save the portals from slips, excavation of the tunnels was planned to start after the completion of the open excavation and its support system both at inlet and outlet. The tunnel excavation at inlet was envisaged by approaching the tunnels’ portal by constructing a road through 540EL bench and meeting the inlet portals on the upstream end, which would have been ready by mid2003, only after completion of the open excavation and its support system. To save time and cost, it was felt necessary to modify the planning by starting the tunnel excavation simultaneously along with open works both at inlet and outlet. The excavation at the inlet face of the tunnels started in December 2002 after rerouting the approach road to inlet portals through haulage road on the downstream and similarly Tunnel-1 at the outlet was started in the low cover area before completion of open area works. Thus the tunnel—heading excavation was started nearly 06 months early with the change of methodology.

The industrial vision system provides on-line 2D particle size analysis for aggregate slurries in both the overflow and underflow of hydrocyclones. This paper covers required vision system features allowing CCD cameras to function in the harsh environment of a mine milling area. The study conducted demonstrates the system’s capacity to obtain particle size distributions for controlling hydrocyclonic separators. The particle size distribution is obtained within seconds and immediately updated to allow for process adjustments. Results are then provided as a graphical computer generated display or output as a 4-20mA current loop for process control. The primary use of the vision system is in classifying particles in cyclone overflows which are often a few microns in size. Typical size information for actual mine slurry samples are presented and possible control schemes discussed.

During the course of evaluations by the Mine Safety and Health Administration’s Roof Control Division, the controls on ground instability were investigated at surface and underground limestone mines throughout the eastern and southern United States. Structural geologic features, including joints and faults, were identified by basic geologic mapping as primary controls on highwall and back instability in surface and underground limestone mines. By comparing the spatial orientation of discontinuities and internal angle of friction with the orientation of highwalls on a stereonet, the potential for sliding, toppling, and raveling failures was evaluated in a semi-quantitative fashion. Structural geologic mapping identified faults and joints, which dismembered the back and were associated with ground instability, in underground mines. This paper documents the importance of recognizing structural geologic controls on ground stability in limestone mines, advocates basic geologic mapping as a critical component of ground control programs at surface and underground limestone mines, and provides examples of simple stability evaluations using the stereonet method.

Mineral exploration is a critical step for success in mining. However, small-scale mining often ignores exploration best practices. This paper introduces the Tichauer-DeTomi Matrix, a tool for assessment of geological uncertainty in small-scale mining. This matrix, which measures the level of compliance of exploration programs in small deposits with industry best practices, has been applied to three small mining projects in Brazil: an artisanal gold mine in the Amazon, a small-scale manganese mining venture in the Northeast, and a small manganese deposit in the Southeast. The application of the matrix resulted in indexes that reflect the actual level of maturity of the mineral exploration program in each project. Therefore, the matrix has shown potential to be an effective tool for assessment of the geological uncertainty remaining in small-scale mineral projects, as well as to identify priority exploration activities for reduction of risks associated with the geological uncertainty. As a risk assessment tool, the TichauerDeTomi Matrix may be helpful in promoting investment and sustained development in and around small mines.

Hydro-Jex© releaching was undertaken during the summer of 2010 at the Valley Leach Facility (VLF) at AngloGold Ashanti?s Cripple Creek & Victor Gold Mine. Several advancements to the technique were made in response to the technical design and operational challenges posed by the unique site conditions. New geophysical resistivity monitoring techniques were developed to monitor solution migration during the injections. These developments are presented along with discussion of gold production resulting from the project.

This paper aims to assess the current and future role of coal in energy strategy of Turkey and evaluates the compatibility of the policies to the EU energy policy and strategy. The Turkish government set targets to utilize more coal reserves of the country in next decades. However, the country is also in the process of becoming an EU Member State, hence, it is expected that the energy policies have to comply with the EU. Moreover, Turkey ratified Kyoto Protocol, thus the country should limit greenhouse gas emissions. Clean Coal, Carbon Capture and Storage (CCS) technologies are expected to become an important instrument for the mid-term reduction of CO2 emissions from coal-fired power plants. An alternative technique to the conventional CCS methods is CO2 sequestration by mineral carbonation. Turkey has significant resources of magnesium silicate minerals (olivine, serpentine) deposits which can be utilised in CO2 sequestration by mineral carbonation method.

This concept paper is presented in the hope of raising the awareness of mankind on the necessity for its peaceful coexistence with nature. It is a food for thought. It takes compromise and sacrifice of people, who will have to learn to curb their greed and move toward a more organic form of prosperity. A nature-friendly sustainability is first step toward the protection of nature that is critical to the mutual survival of mankind and nature. People need the resources from the finite earth to survive and nature needs the prevention of human destruction in order to continue to regenerate and provide. The contemporary notion of sustainability is self-serving. It serves the interest of industry by camouflaging itself to look like nature?s protector. The ?sustainability? concept presented in this paper aims to extend the longevity of the utilization of the limited natural resources for many generations to come. It is an important, responsible first step in creating a healthy sustainability concept that, when implemented, extends the longevity of mankind by the most efficient use of the finite resources on this limited Planet Earth, all the while taking into consideration the increase in anthropogenic activities due to exponential human population growth. This new definition of ?sustainability? has completely different characteristics than its contemporary versions. Nature has its own destiny, rules and principles. Being a part of nature, human society depends on it for survival and must play by its rules and never the other way round as in its initial pretensions. Society should not try to humanize nature, but rather to respect the rule of the nature in a peaceful way of co-existence. When implemented, this new concept of sustainability aims to affect the designs of engineered structures and revolutionize the recovery methods and processing of natural resources, such as mineral resources in the most efficient manner. Finally, this paper intends to stimulate critical thinking and initiate serious discussions aiming at producing a general consensus for the best definition for human society to not only enrich, but to extend its existence. The elimination of the incidence of silicosis in employees in industries such as mining and pottery is an ongoing international initiative. After many decades of industrial activity in these industries and many dollars spent on preventative measures, silicosis is still occurring. The exposure-prevention measures taken so far have certainly improved the working environment dust concentrations; however, the illness is still regularly diagnosed in workers. More funding is needed for interventions to improve working conditions. Many aspects of dust prevention and suppression will be researched and exposure assessment methodologies and equipment will need to be reviewed for the purposes of improvements in effectiveness. This paper presents results from laboratory tests carried out on gravimetric sampling pumps and cyclones. It highlights the erratic flow produced by gravimetric pumps of three different manufacturers who claim their respective pumps are equipped with flow stabilisers. The standard BS EN 1232:1997 is used as a basis for the tests. A method, albeit impractical for fieldwork, is shown for the elimination of the pulsation in the flow. This method serves to prove the method and protocol used in this study. The pressure loss caused air-flow resistance of cyclones is measured. The air inlet aperture size of cyclones is measured. The large discrepancy in the two criteria between individual cyclones is shown. The paper concludes that all the pumps tested failed the prescribed limits of BS EN 1232:1997 regarding the pulsation of the gravimetric sampling flow. The difference in flow characteristics of the cyclones, together with the erratic flow produced by the pumps, throws into question the accuracy of the exposure assessments. It is suggested that substantial resources be channelled towards solving these flow problems in parallel with measures taken to reduce exposure. In principle, the accurate assessment of exposure and dust concentration levels is a prerequisite for effective management of the problem of silicosis.

Selection of the best possible truck type (model) is of crucial importance for the mine decision-makers. In this paper, authors contribute to the body of knowledge by developing a novel methodology for the selection of mining truck. Both the Coefficient of Technical Level (CTL) and Analytic Hierarchy Process (AHP) methods were used in this study. The CTL represents a mathematical function which takes into consideration the interrelations among the main technical parameters of mining trucks. The authors developed a hierarchical structure where both attribute categories and their importance, i.e. priority or weight in the selection process were determined. For each category, a number of sub-attributes and their priorities were assigned, and a pairwise comparison among them was performed using the AHP method. In the final part of the study, the CTL was integrated into the AHP and represents a holistic approach in the selection of mining trucks. A case study on 180 tonnes truck category offered by five manufacturers was carried out. A sensitivity study of obtained results was also performed indicating a very stable solution. The methodology presented in this paper may be used by mining operators to help in the selection of a specific type when acquiring a new truck. It may also be used by equipment manufacturers to help in analysis of potential benefits of envisaged modifications concerning an existing truck type and/or development of a new type.
