This paper deals with drilling large diameter shafts for the mining and construction industry with diameters in excess of 3 feet to more than 20 feet in diameter. It discusses appropriate applications of the rotary drill method, linings for large diameter shafts, circulation systems,, and the limitations of the method. Each specific rotary drill method is determined by the geology of the area, the depth to be drilled and the formation fluids encountered. Shaft lining or casing must be improved to result in lighter weight, higher strength and lower cost. All phases of rotary drilling equipment must be improved to drill shafts in excess of 10 feet in diameter. As these goals are reached, more shafts of large diameter will be drilled by the rotary method for the mining and construction industry.

With the world’s ever-expanding push to expand technological capabilities, the need for specialized materials including rare earth elements has exploded. One source found in the USA is bastnaesite, a rare earth bearing fluorocarbonate mineral, currently mined at the Mountain Pass Mine in California. To increase production, it is essential to optimize existing processes and create new ones to better utilize current resources. Therefore, a US Department of Energy Critical Materials Institute sponsored research program was carried out at the Kroll Institute for Extractive Metallurgy to expand the fundamental understanding of the industrial bastnaesite concentrate leaching system. With the help of prior knowledge, thermodynamic calculations and design of experimentation based lab testing, a novel single-stage hydrochloric leach system was created to optimize the rare earth extraction from bastnaesite. Historically, the existing industrial process has utilized a two-stage leach system involving a high-temperature hydrochloric acid leach with liquid solid separations followed by a caustic crack stage of the leach residues. A series of single-stage leach experiments were run by reacting locked cycle flotation concentrates with hydrochloric acid to test common leaching parameters. The results of these patent pending single-stage tests have shown rare earth recoveries significantly higher than reported recoveries of historic two-stage caustic crack processes, all while decreasing the equipment required and the type and amount of reagents needed.

INTRODUCTION The demand for tunnelling can be related to urban population size and density; often, tunnelling occurs when a certain city size and density threshold is reached, and increases thereafter as a function of those population characteristics. Subways for rail mass transit are the most notable example, of course, but tunnels for water supply and perhaps for sewerage can also be related to size and density. As cities grow large they sometimes outgrow their local water supply and have to import water from distant places via tunnels; witness New York City, Los Angeles and San Francisco. And it has been suggested that Chicago use deep tunnels for storm water storage because tertiary treatment to meet water quality standards will require treating storm water runoff.(1) Other uses of underground space also increase with urban density, e.g., underground parking, concourses and shopping centers such as Rockefeller Center in New York City and the Place Ville-Marie in Montreal. These examples can be viewed as illustrative of the central point of urban land economics. As the number of people locating in a place increase, they bid up land values and make the more intensive use of land economic, with land defined to embrace the space both above and below the surface. Hence, we are led to think about the city, and of urban land use, in three dimensions. Minerals have been critical to human society from the earliest and their use has been intertwined with the development of civilization. In the Western World, the mining, processing and extractive metallurgy associated with ores was first described in detail by Agricola in the 16th century. He considered these collective activities to be the most necessary and the most profitable of professions, and wrote, "without doubt, none of the arts is older than agriculture, but that of the metals is not less ancient; in fact they are at least equal and coeval, for no mortal man ever tilled a field without implements. In truth, in all works of agriculture, as in the other arts, implements are used which are made from metals, or which could not be made without the use of metals; for this reason the metals are of the greatest necessity to man." Ours is still a materials-dependent society that relies heavily on minerals for raw materials. Today our dependence on minerals is exceptionally great. To meet the need for fuel and non-fuel minerals in a representative year, in the United States alone, about one billion tons of coal and 2.7 billion tons of ore are mined. These mineral products are essential for fertilizers, for construction materials, metals and alloys, for manufacturing household and industrial items, for transportation, and for the generation of electric power. It is instructive to consider the diversity of uses found in our society for a single mineral product - silver, for example. Experts believe that in the past 5000 years we have mined about a million tons, or 31.9 billion troy ounces of silver. In 1988, 133 million troy ounces of silver were used in the Unites States. Most of the silver used was for techno- logical, medicinal and industrial purposes, Table 1. X-ray films, for example, carry comparatively large amounts of silver to lessen patient's radiation exposure. Silver does not prevent tooth decay, but each year about two million troy ounces of silver is used for dental work in the United States. In small quantities it is used in medicine. No metal - not even copper conducts heat and electricity so efficiently as silver. Silver wires lace solar cells, and silver oxide batteries power hearing aids, calculators, submarines and satellites. Hardened with tungsten or molybdenum, miniature discs of silver pass current from wire to wire in cars, telephones and computers. A dish- washer timer alone may have 50 such electrical contacts, which open and close without excessive heat or friction. Silver is an important component of solar reflectors, since no other material reflects light so well or uniformly. In our personal lives, silver remains in high esteem to adorn our tables, provide precious objects and jewelry. In many parts of the world, silver in the form of coins, jewelry and bullion is used for financial independence and security against the vagaries of paper currency. In India, silver is used in its purest form as thin foils to decorate sweets and other edibles. It is obvious that this mineral product, silver, is of great value and utility in our society. Minerals and Environment The benefits of minerals do not come without problems. Much of the silver, for example, lies locked up in copper, lead-zinc or precious metal ores; to extract it creates vast quantities of waste material. On the average, in order to recover one ounce of silver about a quarter ton of ore must be mined. To meet the world's annual demand for silver, approximately 100 million tons of waste is generated every Year. The problem with silver is repeated with all minerals. Conversion of mineral ores into usable materials necessitates the generation of large quantities of waste products that create tremendous disposal problems. In addition to waste material discarded during mining, wastes may be generated during processing as gases, liquids or solids that must be subsequently converted into forms more acceptable for disposal. Associated with the handling, treatment and management of waste products are a number of environmental problems. Environmental problems are not new to the minerals industry. Innovation in the tilemaking ceramic industry is stressing properties like powder flowability, ability to toughen green tiles, so turning technological requirements of ball clays ever stricter in terms of plasticity, dispersion in water, rheological behavior, workability in the green state, refractoriness and firing colour. Technological performance of ball clays was improved by taking as benchmark the highest quality raw materials on the market. The mineralogy, plasticity, methylene blue index and ceramic response of the Patagonian ball clays are analogous to those of European clays, but improvement is needed to approach the highest quality materials. On this basis, the Frente A, Super, Puma, and Lote 8 deposits were selected and their characteristics enhanced by additions of highly plastic and white-firing corrective clays targeted on the benchmark. Porcelain stoneware formulations, containing improved ball clay mixes, were experimented at both laboratory and industrial scale. The improved ball clays behave like the best raw materials currently used, although modest changes occur in the mechanical properties, water absorption and whiteness of the fired products.

During 1981 the Florida phosphate industry produced more than 43 million metric tons of phosphate rock - about one-third of the entire world production and also generated nearly an equal amount of waste clay and waste clay-sized product that requires dewatering and disposal. The material balance of solids and water for a typical Florida phosphate mining operation is shown in Figure 1. Historically, the industry has impounded clay waste (about 60% below ground and 40% above ground) in earthen dams, often as large as 800 acres and occasionally greater than 60 ft. high. The dams have served the triple purpose of: 1. Dewatering initial 3% solid waste clay for process water re-use. 2. A reservoir system to minimize water discharge from the mining area and to capture and store rainwater thus minimizing deep well pumping requirements. 3. The ultimate densification and storage of waste clay.

Lignite reserves occur all over the world in different climatic regions. This means, that the impact of the hydrologic regime upon mining activities and, vice versa, of the mining activities upon ground and surface water conditions will be different between any two mines. On the other hand, most economically important lignite deposits can be grouped according to principal depositional and structural features described briefly in the following section. These features do allow a preliminary assessments of the nature of ground water problems which may face the mine. The cost of protection against water which threatens a mine, the environmental impact of the appropriate measures to achieve this end and the restraints of population density which both might exclude the most cost-effective approach will govern the project expenditure for drainage work. Whether or not this expenditure can be borne by the project must be established during the feasi¬bility phases of mine planning. So, the somewhat provoking title of this paper does not mean that its question can be answered once for ever. It should rather serve to bring to the attention of the audience the major features of mine water control.

In this paper, a number of novel hypotheses that provide a fresh perspective on the characterization of strata movements associated with longwall mining are developed by analyzing subsidence measurements with an influence- function-based computer program. With this influence-function technique, easily obtained surface displacements can be used to determine some of the complicated, expensive, and difficult to measure movements of the immediate roof strata in a longwall panel. The primary hypothesis developed by this analysis proposes the existence of an area of partial roof caving near the edge of a panel called the "edge effect." A second hypothesis, interrelated with the first, promotes the importance of the effect of gate-entry closure on the observed strata movements. Both the primary edge effect hypothesis and the secondary hypothesis concerning gate-entry closure are justified and quantified in an extensive analysis of surface subsidence that uses supporting information from related theories, design criteria and insitu measurements. Next, the edge effect and the gate closure hypotheses are extended further and used to provide an explanation of the complex subsidence interaction of adjacent longwall panels in what is termed a "redisturbed" effect. Finally, in the conclusions of this paper, the importance of accurately understanding these longwall strata movements for proper subsidence prediction or gate design is stressed.

This paper presents a case study of two major Australian infrastructure projects that used digital engineering to facilitate design delivery: WestConnex Project (Rozelle Interchange), and Sydney Metro West (Eastern Tunnelling Package). The paper presents project overviews and building information modeling (BIM) execution and focuses on modeling techniques, software utilization, data management strategies and how the digital models helped the design-build team mitigate impacts to schedule by identifying clashes between disciplines before the execution of work. Finally, it demonstrates the positive and transformative impact of digital engineering on the design and construction of large underground infrastructure projects and highlights its role in asset management throughout the project lifecycle.

"Money and reputations can be lost in bad projects. Causes of bad mineral processing projects include poor contract definition and purchase of equipment without adequate test work. However, the root cause of many of the problems that can lead to bad projects is not any inanimate object, bad weather or catastrophic natural event but the people working on the projects. Because the people are so critical to the success of a mineral processing project, one must have suitably qualified and experienced people (SQEP) in all key positions. Characteristics that define SQEP include people who have successfully executed projects of similar size before; have undertaken projects treating the same minerals and producing the same valuable products and people who are familiar with designing, operating and implementing the required technologies and unit operations.To minimize the likelihood of future bad mineral processing projects, five recommendations are put forward in relation to the people aspect of a project.1. Attempt to retain SQEP during any down turn in the mining economic cycle so thatthe knowledge and experience can be kept within the industry.2. Increase the effort in attracting young people into the industry and retaining them.3. Set up robust training program to give young professionals a firm foundation of what real life projects and operations are like.4. Provide mentoring and continuous training for people after they have completed their formal graduate training program. Their career progression should be appropriately monitored and controlled.5. People working in projects must be exposed to as many detailed design and other finer issues as possible so that they can comprehend the amount of work required to deliver a project successfully."

Narragansett Bay Commission’s (NBC) Pawtucket Tunnel Project includes construction of the 11,600-ft long, 30-ft ID, deep rock tunnel. This paper presents insight into the features and benefits of lump-sum, design-build that led NBC to select it as the project delivery method. The use of a design-build contracting process that included proprietary meetings to discuss and obtain feedback on Alternative Technical Concepts as well as to facilitate reaching consensus on modifications to the GBR-B is also described. The discussion includes features and benefits of design-build process that not only addressed NBC’s desired outcomes, but also allowed the Design-Builder to propose several innovative changes to the Base Technical Concepts included in the bid documents, and to develop a GBR-C that was compatible with their proposed means and methods of construction and addressed what they believed to be the more significant subsurface risks on the project.

The Gateway program will provide additional rail capacity between New Jersey and Manhattan. This paper describes how a 70-foot-deep section of cut and cover tunnel was designed to directly support future high-rise towers. The tunnel will link previously completed tunnel sections under Hudson Yards to future tunnels under the Hudson River. The design aims to minimize constraints on future overbuild and future tunnels, while maximizing constructability within a small worksite. The tunnel will pass under the High Line elevated walkway, next to an active rail yard, and close to a subway tunnel. The design was developed by a tri-venture of WSP, STV and AECOM. WSP led the design of major underground works; STV designed utility relocations and the underpinning concept for the High Line; and AECOM designed temporary in-tunnel systems. Construction is expected to start in 2023.

Ground movements associated with high extraction underground coal mining, such as pillar retreat and longwall, are some- times large enough to disrupt the ground water regime as well as damage buildings and other surface structures. A U.S. Department of Energy Bureau of Mines- sponsored subsidence study at Kitt Energy Corporation's Kitt No. 1 Mine near Philippi (Barbour County) , West Virginia has provided an opportunity to monitor the ground water response above a mine panel during both developmental and pillar re- treat mining. Findings concerning ground water effects presented in this paper indicate that total extraction mining produced significant water level declines in deep-lying strata but had little effect on water levels at shallower depths. Post-mining values of hydraulic conductivity were typically somewhat higher than pre-mining values. Changes in water chemistry associated with mining were not sufficient to render the water unfit for human consumption.

The advantages of this approach over the unit process control will be outlined. Some insight will be given into the risks associated with this method. One of the prime examples of the versatility of the MARCONAFLO system, which is a body of technology comprising the means to handle, store, load, transport, discharge and reclaim mineral commodities in slurry form, is the direct application of this process to leaching ores. The initial approach was to provide a much improved materials handling system for the transport of copper ores; however, an extensive development program, inclusive of prototype and pilot plant tests, has established that a new leaching concept is possible with this system. Data are presented from the leaching operation of a 25 TPD pilot plant utilizing a copper-oxide ore, mainly chrysocolla. This pilot plant was designed to incorporate true countercurrent flow where the ore is actually in motion, as contrary to vat leaching operations, and the ore being successfully leached is fine crushed ore (3/8-inch x o), contrary to agitation leach circuits. Extractions in excess of 85% of the soluble values are common with only 15 hours of retention time in the MARCONAFLO leaching system.

The domestic cement industry demands about 550 trillion Btu annually, at a time when reduced fuel use has become a necessity due to the energy shortage. In terms of the overall power picture, that 550 trillion Btu, which includes both fossil and electrical energy, means about 0. 870 of all energy consumed in the U. S. The various factors influencing reduction of this energy consumption are the subject of this paper. Nationally, the energy shortage is being tackled on two fronts--increasing supply and reducing demand. Making cement consumes energy; therefore, the industry cannot join the effort to increase the energy supply except indirectly as noted later. Demand can also be attacked on two fronts--by reducing cement consumption or by reducing the amount of energy required to make cement. The following discussions on reducing cement industry energy consumption center briefly on the prospect of reducing cement consumption followed by a broad evaluation of the potentials for improving cement-making thermal efficiency.

The Wing Hill Garnet Deposit, located near Rangeley, Maine, forsed through assimilation of Early Paleozoic metasediments by an intrusive Devonian gabbro. The resulting ore body is exceptionally large and high-grade, consisting of 50-70% almandine garnet. Following open-pit quarrying, the ore is trucked to Industrial Garnet Extractives' mill in West Paris for final processing. Two grades of abrasive are produced - a pure, premium grade INDUSTRIAL GARNET and the Lower grade co-product IGE UTILITY GRIT, both of which are available in a variety of sizes. INDUSTRIAL GARNET is marketed world- wide into a diverse marketplace including both loose grain and bonded applications.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. The geology and early history of the discovery of potash in Saskatchewan as described by Heber Cole (1) and R. V. Thompkins (2) has dealt with the distribution of the salt beds and their potash content. From the many bore holes through the Prairie Evaporites the outlines and contours of the series have been well established. The thickest section of the salt beds lies to the north of the "barren" area and forms a belt running easterly to a point west of Yorkton. The "barren" area is a region where the salt has been redissolved and the strata have slumped down, to fill the voids. This area is of interest from the standpoint of rock mechanics. The potash-rich beds extend both east and west of the region. mentioned and the top of the Prairie Evaporite is at a depth below 3200 feet from the surface near Saskatoon and dips southerly at an average rate of about five feet to ten feet per mile.

Modern electronic devices and systems used to enhance miner safety and health are becoming commonplace in underground coal mines. The ability for these devices and systems to function properly in the presence of electromagnetic emissions from other electronic and electrical devices and systems is not entirely understood. To investigate potential electromagnetic compatibility issues of critical mine electronic devices and systems, researchers from the National Institute for Occupational Safety and Health (NIOSH) are conducting surveys of electromagnetic emissions in underground coal mines. This paper presents the measurement system, methods, and results of electric field electromagnetic emission surveys conducted in three underground coal mine environments in the frequency range of 10 kHz to 1000 MHz. The survey data show that in some environments electric field electromagnetic emissions in underground coal mines approached or slightly exceeded limits as defined by other industrial sectors.
