Heavy metal ions exist in waste effluents including mining tailings, manufacturing discharges, and smelting and metal plating process wastes. Various methods are available to treat industrial effluents containing high levels of metal ions, but when confronted with wastewater that has low metal ion concentration below 500 mg/L, most techniques suffer from low removal or separation efficiency as well as high operating cost. ELM-based techniques can be used to solve these problems.

On Nov. 13, 1985, Colombia's Ruiz volcano erupted, killing an estimated 25,000 people and burying several villages. Damages were estimated to be about $US300 million. The following is an account by SME member Antonio Rivera of the volcanic activity that led to the eruption. His account also includes a description of the geography and some geology of the affected area. Mining operations in the area were mostly unaffected, although some operations were forced to close until the roads leading to them could be repaired. Introduction The Ruiz volcano is located on the Central Cordillera of Colombia about 28 km (17 miles) southeast of Manizales, the capital of the state of Caldas. Ruiz is one of nine volcanoes that form a complex volcanic chain within the middle portion of the Central Cordillera. The Cordillera has 30 other volcanoes in the southern part of Colombia. Ruiz volcano Ruiz's elevation is 5200 m (17,060 ft). It is covered by an ice cap estimated to be 20 m (66 ft) thick at its summit, an area that covers 17 km2 (6.5 sq miles). Drainage is composed of several rivers that flow into the Magdalena River on the east and Cauca River on the west. The rivers flowing to the east are Guali, Azufrado, Lagunillas, and Recio. The rivers that flow to the west are Claro, Molinos, and Chinchina. There is a road from Manizales to El Refugio, a ski area located on the northeast flank of the volcano at 4800 m (15,750 ft) in elevation. The Ruiz volcanic complex was built in two stages. The first is a shield type of volcano (mainly lavas) formed about a million years ago. The second is a younger stratovolcano overlaying the ancient one. It consists of lavas and pyroclastics and was built over the past 500,000 years. Twenty-four eruptions of Ruiz are known to have occurred during the last 14,000 years. Its products mainly consist of lava flows, pyroclastic flows, mudflows (lahars), and directed lateral explosions. Historic eruptive record 1595 - Debris avalanche, blast, pyroclastic flows, mudflows, ash flows, and ash fall. 1828-1829 - Ashes (phreatic). 1831-1833 - Gas emissions and ashes. 1845 - Mudflows and pyroclastic flows. 1985 - Sept. 11- Fumarolic activity, phreatic eruption, ash fall, and small mudflows. 1985 - Nov. 13 - Ash and pyroclastic fall, major destructive mudflows (magmato-phreatic eruption). From 1845 through 1984, Ruiz volcano always had a slight fumarolic activity. It was restricted to the crater area. In November and December 1984, the fumarolic activity increased and the first ash emission and vapor-sulfur formation started. Small local earthquakes accompanied these volcanic activities. The volcano had a small erup¬tion on Sept. 11, 1985. It was manifested by phreatic explosions that ejected fragments of the vent and formed ash deposits 25 mm (1 in.) thick around an area 2.5 km (1.5 miles) from the crater. Fine material was blown by the wind and reached Manizales and neighboring areas, producing a small layer of ash up to 10 mm (0.4 in.) thick.

Grinding circuits are operated in the presence of disturbances due to ore changes and equipment malfunctions. One of the challenges faced by the operators is the detection of a disturbance, the identification of its origin and of the action to correct the problem. Hydrocyclones overloading, worn or partly plugged apexes of the units of a nest, surging and internal liner detachment may cause a loss of classification capacity and quality leading to a less efficient grinding operation. A dynamic simulator is used to assess rules for the diagnosis of hydrocyclone faults from the trends produced by sensors.

A new family of sulfide flotation collectors has been developed in our laboratory. These formulations are comprised of novel renewable materials combined with conventional reagents. The resulting diversity permits tunability of collector chemistry to meet a range of flotation problems. Several attributes of the new collectors are presented.

The underground industry has been forced to reconsider risk management sincethe introduction and implementation of the “Joint Code of Practice for Risk Management of Underground Works in the UK” published in 2003 and the subsequent international version published by the ‘International Tunneling Insurance Group’ (ITIG) in January 2006.What does this mean for major tunnel projects in the US and elsewhere? The discussion will highlight the implementation of the Codes to date, risk management principles embodied in the Codes and the use of risk registers as a projectmanagement tool and the management of risk.

INTRODUCTION The Ballard Siphon was built in 1935 and consists of two 91.4 cm (36-inch) diameter wood-stave pipes. These pipes convey sewer flowsunder the Ship Canal from northwest Seattle and the Ballard Regulator to the North Interceptor and the West Point Treatment plant. The siphons were constructed using open cut construction, are now buried in the sediment on the floor of the canal, and have severely limited ability to be dewatered, inspected, or cleaned. The existing siphon is 394.7 m (1,295 feet) long from the junction structure on the southern shoreline to the regulator structure on the north. The location of the Ballard Siphon is shown in Figures 1 and 2. The area around the Ballard Siphon has become more populated and developed since the siphon was built. Additionally, the Ballard Siphon is subject to high flows that are greater than the capacity of the pipelines. This has resulted in predict-able Combined Sewer Overflows(CSO?s) whenever a large, long duration rain event occurs. The aged pipeline of uncertain viability has become a critical piece of the sewer system infrastructure. Because of the age of the pipelines and their importance, a sonar survey was completed on both barrels of the Ballard Siphon in December of 2005. The sonar images appeared to indicate crown intrusion of the wood-stave pipes, which suggested that the pipes were in imminent danger of collapse. As a result, an Emergency Declaration was executed by King County and the Ballard Siphon Replacement Project was initiated. Staheli Trenchless Consultants was retained to perform feasibility studies to deter-mine the viability of using microtunneling and horizontal directional drilling (HDD) for replacement of the Ballard Siphon. For the evaluations, the preferred site location was determined to be at or near the site of the existing Ballard Siphon in order to minimize the ancillary sewer work which would accompany moving to a new site. To meet flow demands and hydraulic requirements, the replacement siphon needed a mini-mum equivalent diameter of 182.9 cm (72 inches). This could be accomplished with a number of different siphon diameters and configurations including, but not limited to, three 106.7 cm (42-inch) diameter pipelines, two 152.4 cm (60-inch) pipelines, or two 91.44 cm (36-inch) pipelines and a 121.9 cm (48-inch) pipeline.

The Cortez gold mine is located in Lander County, NR, about 130 km (80 miles) southwest of Elko. Cortez Gold Mines (CGM) is a joint venture between Placer Dome US Inc. (60% operator) and Kennecott Corp. (40%). The claims that supply oxide and refractory ore feed to the Cortez milling facility are located in both Lander and Eureka counties. These include the Cortez and Horse Canyon deposits, all operated by the joint venture. Other deposits outside the CGM claim area include Fire Creek, Buckhorn, Gold Bar and Tonkin Springs. These deposits all occur along the Battle Mountain-Eureka Trend. History Mining in the Cortez district began in 1862 with the discovery of high-grade silver ores. Grades in the hundreds of ounces per ton occurred in an area 7 km (4.5 miles) southeast of the current CGM mill site. Underground mining through the Garrison and Arctic tunnels provided the bulk of the ore production between 1864 and 1895. To a lesser extent, the Mill Canyon area also supplied ore until 1930.

Experience over the past eight years has proven that partnership and cooperation in mineral engineering education is essential to maintain programs in this field. At this moment the joint European Mineral Masters Engineering Course (EMMEC) has three programs in the areas of mining, minerals engineering and geotechnical/environmental engineering, offered by combinations of nine universities in seven European countries. About 25 companies are associated with the universities in the Federation of European Mineral Programs (FEMP) which coordinates these activities. The EMMEC has applied for recognition under the newly launched EU “Erasmus Mundus” program in which the EU makes 280 million Euro available for bursaries for non-European students and scholars.

Competition from foreign coal producers could displace as much as 9 Mt/a (10 million stpy) of US coal bound for power plants located near waterways. But, according to a Maryland-based coal consultant, it could be worse. Theoretically, about 52 Mt (57 million st) of domestic coal could be vulnerable to imports by 1990, said Forrest Hill, of Hill & Associates of Annapolis. Hill was speaking to about 150 coal industry executives and experts at the third annual Coal Marketing Strategies Conference in November. Most were at the Denver, CO conference to pick up tips on how to sell coal in an oversupplied market. Imports threaten domestic markets Of the 200 utilities studied by Hill and his staff, 119 are situated near major waterways, he said. However, most of those waterways are not equipped to handle coal from the shipping lanes. Good news for US coal producers. But don't breathe too easily. Foreign coal still poses a major threat to domestic markets, Hill continued. The strength of the US dollar is an obvious factor. But easy access to US utilities located on waterways combined with low rates for ocean vessels give foreign producers another edge. And foreign mines are typically low cost producers. For example, Hill said Colombia's huge Cerrejon mine can deliver coal to an Illinois power plant for $47.87/t ($43.39 per st). That compares to $52.85/t ($47.95 per st) from a Kentucky coal mine. Also, Colombian coal producers can generate a cash flow even if the coal sells for $27.50/t ($25 per st). The main competition US producers face from abroad, as Hill sees it, comes from Australia, Canada, Colombia, Poland, South Africa, and, perhaps, from Venezuela. Domestic producers, however, do have some things going for them. Most US coal buyers, Hill said, "are not wild about the idea of buying foreign coal." A 10% price advantage or pressure from public utility commissions would be needed to force some of them to buy foreign coal, he said. Some of the utilities contacted said they would not commit to more than one-third of their stockpiles to a foreign source. Another advantage for US producers is that they have room in their long-term contracts to cut prices and still maintain a profit, Hill said. Railroads, too, have high profit margins written into their rate structures. They are also aware of the import threat. Therefore, they may reduce their rates accordingly to keep their markets. Marketing's role The energy price shocks of 1972 and 1976 caused major adjustments in world economics. Coal was no exception. High oil prices caused many utilities to look at less expensive coal. As the market improved, coal prices began to respond, said R. Gale Daniel, of Anaconda Minerals Co. But clean air legislation and the strengthening dollar caused havoc in the coal markets, he said. The price of oil crashed, taking with it predictions of record coal use. The result is an oversupply of coal that has led to price cutting. Now, coal marketing must be recognized in its "true leadership role," Daniel said. Marketing people must know when to use spot sales to balance production objectives and maintain cost-effective-

Introduction Democratic countries are founded on the principle that all citizens have the right to participate in policy setting and decision-making processes. Citizen participation is especially evident in environmental issues and policies. In the United States, there are currently over 10,000 environmental organizations and new ones are being formed each year. Many of these organizations are formed on a watershed basis and are particularly concerned about the impact mining has on the environment. While the environmental issues vary from area to area, most concerns center around mining impacts related to subsidence, water pollution, and water diversion. Citizens have a number of avenues for participating in lawmaking that affects the mining industry. Some of these avenues include participation in litigation and citizen ballot initiatives. In addition, there are less formal methods of participation that include attending public meetings, commenting on agency rules or lobbying on specific legislation. The intent of this article is outline the various public participations mechanisms, highlight the latest legal developments that have affected mining industry through citizen participation, and briefly discuss emerging issues.

The link between artificial ground freezing and the mining industry stretches back more than 140 years, and across an ocean. Patented by the German scientist F.H. Poetsch in 1863, the technique is reported to have first been used circa 1862 in the coal mining valleys of South Wales. In the United States, the first ground freezing application, to a depth of 30 m (100 ft), occurred in 1888 for the Chapin Mine Co. in Iron Mountain, MO. In England in 1901, the Poetsch method was used for the first time to successfully sink two shafts through 24 to 27 m (80 to 90 ft) of wet sand and boulder clay at the Washington Glebe Colliery, near Sunderland. British mining engineer T.H. Cockin, in his 1905 Class-Book of Practical Coal-Mining, noted that, ?This method of sinking through thick beds of very wet quicksand has met with great success; it is one of the recognized methods of sinking on the Continent.? Mine shaft freezing soon became relatively common in Europe where the project could bear the cost of a major refrigeration plant construction. However, it was not until 1952 that the second North American ground freezing project was completed to facilitate the sinking of a 4.5-m- (15-ft-) diameter, 233-m- (765-ft-) deep shaft at a Potash Company of America (PCA) mine in Carlsbad, NM. Nowadays, ground freezing is used worldwide for both mining and civil applications. In small mine shafts of 3 to 6 m (10 to 20 ft) in diameter, excavations have been carried out to depths of more than 820 m (2,700 ft) within the protection of unbraced or unlined frozen walls. In fact, for deep mines, no better method has yet been established for sinking production shafts through deep, water-bearing ground. Major deposits of coal, potash and salt would still be inaccessible if not for artificial ground freezing. There are several advantages of ground freezing unique to the construction of shafts. Proper instrumentation can provide complete assurance of the integrity of the freeze to full depth prior to excavation. The frozen wall allows construction to be scheduled without evaluating the in-shaft time necessary to probe ahead, place additional sup-ports or deal with ground water. The freeze can be implemented perfectly through the soil/rock interface, which is often the most difficult geology in which to create a ground water cutoff by other methods. Demand for construction raw materials depends on investment in housing, other buildings and infrastructure. The provision of these materials requires early knowledge of future trends in construction investment. By using scenarios possible future developments and bandwidths can be explored. Policy makers in government organisations as well as in the private sector can base their policy decisions upon these insights. In this paper we discuss the case of sand and gravel in the Netherlands. We will show that, depending on the future role of government and the degree of internationalisation, the long term demand for construction raw materials will strongly diverge. Nevertheless there are some common developments such as a decreasing population growth, a smaller share of the labour force in total population and a growing wealth. In different scenarios we will encounter different conditions for minerals provision and for sustainable development.

East Side Access (ESA) will extend Long Island Rail Road into midtown Manhattan via 11 km of tunnels, a new terminal station and associated rail support facilities. The hard-rock tunneling in Manhattan will traverse under Park Avenue and some of the most historically and commercially significant real estate in the world. The soft-ground tunneling in Queens will traverse beneath Amtrak’s Sunnyside Yard and the Harold Inter locking, the busiest rail interlocking in North America. This paper details ESA’s program-wide geo-instrumentation monitoring system for obtaining, processing and presenting all geotechnical monitoring data. Data streams will be real-time, such as from automated total stations, and manually read, such as from optical survey instruments and handheld data loggers. All data will be input into a web-based Geo-Instrumentation Data Management System, which will be accessible to project stake holders via ESA’s intranet or via the Internet using remote access controls.

The first version of the longwall strata control and maintenance system (LSCMS) has been successfully developed by the Strata Control Re¬search Team at the University of Alabama. The system includes a software package designed to monitor shield leg pressure, interpret the data and predict the forthcoming roof loads and the existence of geological anomalies. It can also detect maintenance problems of the face equipment. The LSCMS was installed underground and connected to the surface terminals at Drummond's Shoal Creek Mine in Alabama. The system has proven to be a useful and practical system for improving safety and efficiency in coal-mining operation. The Shoal Creek Mine is a new, large coal mine operated by Drummond with two longwall panels. The Blue Creek seam is the primary source of coal production. It is located at a depth of 275 to 440 m (900 to 1,450 ft) below the surface with an approximate 2% southwest dip. Typical strata conditions are represented by two stratigraphic columns (Figs. la and b). A fireclay/dark shale parting (called Middleman) 0.2- 0.7-m- (1- to 2.5-ft-) thick exists between the Mary Lee and Blue Creek seams. Mining conditions vary from area to area. This mainly depends on the Blue Creek seam thickness that ranges from 0.9 to 2.9 m (3 to 9.5 ft). The thickness of the Mary Lee and the parting is relatively consistent with a to¬tal of 0.9 m (3 ft). The WMC Olympic Dam Operation in South Australia is an integrated site, involving brown fields exploration through to production of copper cathode, uranium oxide, gold and silver bullion. The Geology and Analytical Services (GAS) Department reflects this totality and, therefore, is perhaps a unique construct in the industry. It comprises Geology, the Metallurgical Laboratory and the Analytical Laboratory, offering a single point of contact in matters of metal discovery and tracking through mine design, production, beneficiation and final product certification. This structure promotes value adding by removing traditional barriers between groups that can deliver more, collectively, than as individual units. This approach to value adding by bringing disparate groups together is echoed in each of the three sections where enhancements in the traditional value adding activities have been delivered by multi-skilling and encouraging overlapping involvement.

A super-conducting high gradient magnetic separator with matrix vibration in dry separation mode is a powder purification device, which has been used to remove weakly magnetic impure particles from fine calcite powders below 53 µm in this study. A fundamental question concerned is the evolution of the matrix clogging under gas-solids loads. This paper presents the improvement of the separation selectivity using a method of mechanically based vibration on the matrix in the separator. The functions of the matrix vibration are discussed. The results indicated that the mechanically based vibration on the matrix within a high intensity magnetic field while a feed was introduced in an air stream, was found to be effective for the dry purification of fine powder materials.

The long-term supply of nickel to society was assessed with theWORLD7 model for the global nickel cycle, using new estimates of nickel reserves and resources, indicating that the best estimate of the ultimately recoverable resources for nickel is in the range of 650–720 million ton. This is significantly larger than earlier estimates. The extractable amounts were stratified by extraction cost and ore grade in the model, making them extractable only after price increases and cost reductions. The model simulated extraction, supply, ore grades, and market prices. The assessment predicts future scarcity and supply problems after 2100 for nickel. The model reconstructs observed extraction, supply and market prices for the period 1850–2020, and is used to simulate development for the period 2020–2200. The quality of nickel ore has decreased significantly from 1850 to 2020 and will continue to do so in the future according to the simulated predictions from the WORLD7 model. For nickel, extraction rates are suggested to reach their maximum value in 2050, and that most primary nickel resources will have been exhausted by 2130. After 2100, the supply per capita for nickel will decline towards exhaustion if business-as-usual is continuing. This will be manifested as reduced supply and increased prices. The peak year can be delayed by a maximum of 100 years if recycling rates are improved significantly and long before scarcity is visible.

The U.S. Geological Survey has conducted an assessment of the Nation’s coal deposits that potentially could be mined during the next 30 or more years. For the Gulf Coastal Plain region, the assessment includes reviews of the stratigraphy, coal quality and resources, and coalbed methane potential of the Cretaceous, Paleocene, and Eocene coal deposits in the region. The results of these efforts are a series of digital maps, text, and tables published in CD-ROM format. Although abundant coal resources are available in the Gulf Coast region, coal quality issues may limit large-scale development in the future. Additional data are required to better evaluate the coalbed methane resource potential for the Gulf Coast region.

The Yarnell gold depoSit, located in the Weaver mining district of Yavapai County, Arizona is found within a structurally controlled, hydrothermally altered zone that occurs within a 1700 Ma granodioritic intrusive. Both potassic and sericitically altered rock that occur around and above the low-angle northeast striking Yarnell fault are known to host economic gold mineralization; a wider envelope of weakly-propylitic alterred rock also occurs in this area. During mineralization, strong sericitization accompanied several stages of quartz ± adularia veining, stockwork formation, and localized silicification and potassic replacement, in association with deposition of specularite, pyrite (now oxidized), and gold. The footwall of the fault is also sericitically altered but poorly mineralized. Mineralization along the Yarnell fault continues both northeast and southwest from the main deposit although the thickness of the zone and associated alteration envelope diminish away from the orebody. A sample of undeformed illite taken from the Yarnell fault zone was K/Ar dated at 69 ± 1.6 Ma; this date reflects a minimum age for both mineralization and latest movement on the fault. Gold mineralization is accompanied by modest increases in Ag, As, Cu, and Mo content. Both CO2-and H20-rich fluid inclusions were studied and suggest mesothermal pressures and temperatures of formation for the deposit.

Bench-scale selective-flocculation tests were conducted on samples of Florida and Western phosphate process tailings. Physical, mineralogical, and surface characteristics were determined for both types of samples. The flocculation tests investigated dispersant and flocculant types and doses, pH, and slurry percent solids, while other parameters were held constant. Where selectivity was achieved, phosphate minerals remained dispersed, whereas silicate minerals flocculated and settled. In single-stage tests, flocculants having low to medium anionic character effectively upgraded products at moderately elevated pH. Multiple-stage tests, and tests in which flocculants of lower molecular weight were used as site-blockers, gave improved results.
