"SynopsisSustainable infrastructure development has long been identified as a key enabler for socio-economic growth and poverty reduction in societies globally. Twenty-one years into the young South African democracy, economic prospects are fragile and unemployment statistics are high. According to Trading Economics (2015) the GDP growth rate in South Africa averaged 3.07% from 1993 until 2015.Through the National Development Plan 2030, the government has responded by instituting the Presidential Infrastructure Coordinating Commission (PICC) to direct national growth and drive job creation by effecting a long-term infrastructure investment programme. The Commission is mandated by Cabinet to coordinate, integrate, and accelerate implementation of more than 150 individual social and economic infrastructure plans.In the civil infrastructure development sector, increased urbanization is compelling governments and the public sector to expand safe and reliable public amenities, but the availability of real estate for construction in congested cities is a challenge. Within the mining infrastructure construction industry safe, rapid, and efficient mine extraction strategies are imperative to realize increased production, business hurdle rates, and stakeholder expectations.Asset owners and stakeholders are obliged to consider advanced mechanized underground excavation and support technologies in order to present feasible solutions timeously. From an engineering design, procurement, and construction management (EPCM) perspective tunnelling technology and boring applications have a distinct advantage over conventional excavation techniques. These solutions may enhance commerce and transportation by expanding infrastructure in concentrations of national economic activity, providing crucial linkages with rural areas, between cities, and across international borders.This paper explores the contribution by mechanized tunnelling technology and boring applications applied in conjunction with digital and automation technologies compared with conventional methodologies. The technological expertise, combined with a paradigm shift in delivery of project objectives, will promote economic growth, aid recovery from the economic downturn, and improve social development."

Mapping of exposed rock walls provides data on geological features such as joints, bedding planes, faults etc critical to the economics and the safety of mine operations. Traditional, manual methods of mapping can be time consuming, error prone and limited in their coverage. New methods have been developed to map exposed faces remotely and safely however the benefits of these methods are only fully realised when exposed structures can be quickly and easily mapped using automated methods. This paper describes the application of an automated method of analysis of 3D images that provides users with the capacity to map exposed structures automatically. The method is based on the use of vector classification methods used in some neural network systems and provides rapid and reliable identification of exposed planes. CSIRO Exploration and Mining is applying these methods to 3D images for a range of applications from pit mapping to machine automation.

1. INTRODUCTION It gives me great pleasure to extend my warmest greetings to everyone attending the 30th International Conference of Safety in Mines Research Institutes. I would also like to bid a special welcome to all of the international delegates who have travelled to Johannesburg to take part in what surely be a most rewarding session of deliberations. As you come together over next four days, you will have a wonderful opportunity to exchange ideas and information on strategies and practices for the implementation of sustainable patterns of development. The objectives of this meeting are both timely and far-reaching, as countries around the globe work towards the sustainable use of the world resources. Each of you brings a high level of expertise to these deliberations. I know that you will make the most of this opportunity to address the challenges and opportunities to highlight the most innovative and technologically efficient methods of social protection in order to ensure an increase in the quality of life, health, safety and living environment for the peoples of the Africa. Our country, although endowed with an immense and diverse array of mineral deposits, is perhaps best known in the mining industry for the fact that it is the world’s biggest producer of gold. Although South African gold production has declined over the past years and the industry faces serious problems, it is a myth that the South African industry is moribund. There is a new energy coursing through the South African producers which will ensure their powerful presence for many years to come, based not only on their domestic production but also and probably increasingly on their external operations. Africa features prominently in the latter category.

A modified approach to the implementation of Gy?s sampling theory is discussed and used to design a procedure for sampling crushed gold ore feed to metallurgical process plants. The approach involves calibration of certain ore-specific parameters. These parameters were calibrated for two different crushed gold ores en route to grinding mills in process plants. The model predictions were compared with the predictions from Gy?s original model. Far smaller masses of samples are required by the modified model than by Gy?s model at the same relative variance. The representativeness of the sampling procedure if normally distributed errors are assumed was also calculated. These procedures and evaluations lead to significant savings on cost of handling and preparation of the samples and to a quantifiable degree of confidence in the analytical results for the process plant.

Longwall panels facing wind blasts have been investigated at both Newstan and Moonee Collieries in the Newcastle Coalfield under the Wind Blast Project of the School of Mining Engineering, The University of New South Wales. The fluid mechanics involved in the compression and expulsion of air during wind blasts have been defined and the overpressure and air velocity time histories utilized to determine the wind blast parameters and define the relationship between them. The characteristics of wind blasts pressure pulses in mine roadways show some similarity with transient phenomenon like air blasts from explosives and shock waves from the failure of pressurized vessels. The peak wind velocities in roadways, however, exhibit marked deviations from theoretical predictions based on compressible fluid flow and Rankine-Hugoniot relationships applied to goaf air displacement and panel geometry. Peak overpressures and wind velocities have shown a positive correlation with the areas of goaf falls, with the values peaking off for larger areas. The field investigations have helped the mine management in risk assessment and in evaluating the success of induced caving by hydrofracturing to mitigate the hazard.

Novel flotation reagents were developed to improve the flotation of coarse particles. Laboratory tests conducted on an anthracite coal sample from Kyung-Dong Coal Company, Korea, showed that the reagents can successfully clean 2?3 mm top-size materials. Pilot-scale tests conducted on a 1.41 mm x0 coal gave substantially better results than those obtained using kerosene as collector. The pilot-scale test results were used to develop a flowsheet, in which the 1.41 mm x0 fraction is cleaned by flotation and the 4 x1.41 mm coal is cleaned by single-stage spirals. The performance of this circuit was compared with another flowsheet, in which the 0.5 mm x0coal is floated using the conventional flotation reagent, with the 4 x0.5 mm material being cleaned using two separate spiral circuits. The performance of the two flowsheets was compared by computer simulation. The results showed that the flowsheet consisting of the coarse particle flotation circuit can give substantially higher yield sat a given product grade. The large proportion of gangue minerals present in platinum bearing ores in South Africa provides challenges to the flotation and downstream processes. In order to take effective measures to reduce their recovery in flotation, an understanding of the mechanisms and factors influencing their behaviour is needed. Typical gangue minerals are pyroxene, feldspar, quartz, chromite and talc. Of these, talc is a naturally hydrophobic mineral and although it is present in relatively small quantities, it has a disproportionate effect as it has a strong froth stabilizing effect, increasing the recovery of other gangue minerals by entrainment. Talc recovery is effectively reduced with the addition of polymeric depressants. Although the other gangue minerals are assumed to be hydrophilic and their recovery by entrainment is expected to follow the water recovery, there is some evidence that they may be activated by the typical reagent suites used. Reagents such as copper sulphate, added as an activator, and collectors are used to selectively induce hydrophobicity on the sulphides. It has been shown that some of these gangue minerals can be activated. This research work investigates whether inadvertent copper activation is mineral specific and evaluates the mechanisms and factors affecting the reversal of activation with the addition of the depressants using electrokinetic measurements, adsorption and microflotation tests. Results are presented that show that the selected minerals do respond differently and that the reversal of activation is dependent on mineral type, depressant type, dosage and ionic strength of the electrolyte.

The South African Minerals Development Act (?the Act?) has been promulgated and will come into full force and effect once it is gazetted. Thereafter, all Old Order mineral rights will have to be converted into New Order mineral rights within a 5-year period, probably by the end of 2008. The conversion of rights will be achieved only with the demonstrated inclusion of empowerment groups in the conversion applications. In addition to the Act, the first draft of the proposed Royalty Bill (?the Bill?) was released during the week beginning 17 March 2003. Comments on the Bill?s contents had to be submitted before 30 April 2003. The contents were to be considered in terms of applicability and acceptability to the South African minerals industry, where after proposed comments and suggested amendments were to be submitted to the relevant State Treasury office. Specifically referring to the Bill, the general response from the industry is one of concern. Since any royalty is tantamount to a tax, the general feeling is that the current mining taxation rates are already internationally competitive and to increase these effective rates, notably at differing rates depending on commodity type, will have an adverse impact on the South African mining industry. A number of these impacts can be mitigated to some degree, depending on the flexibility of the State to address the major concerns.

This paper attempts to model long-term production scheduling problems by chance constrained binary integer programming in a stochastic environment. This stochastic model is set up to account for ore block grade uncertainty. The probability distribution function of grade in each block is used as a stochastic input to the optimization model. This distribution function in each block should be determined using a Geostatistical Simulation approach. The deterministic equivalents of these chance constraints are then achieved, which are in the form of nonlinear in binary variables. A confidence level at which it is desired that the uncertain constraints holds, is specified in each scheduling period. Rather than the previous risk-based model, this formulation will yield schedules with a high chance of achieving planned production targets while maximizes the expectation of net present value and minimizing the variance function simultaneously. Using this method, the grade uncertainty is integrated explicitly into the optimization process.

Resue mining was practiced extensively in the East Rand in the first half of this century. The obvious benefits were that a higher grade of ore was trammed to the surface. The disadvantages were slow rates of face advance and an extremely labour-intensive method of mining. A collaborative effort by personnel from Avgold?s Target Gold Mine and Sandvik Tamrock has resulted in the design of a method of resue mining which can be totally mechanized. The purpose of this paper is to describe the methodology used and the proposed new mechanized resue mining method.

PK2 Ventilation shaft is part of Paardekraal No 2 twin shaft system that is being developed to replace depleting Merensky reef production at Paardekraal shaft complex. The sinking team at this shaft faced considerable challenge of improving the total sinking cycle in order to be able to deliver the fully equipped shaft on time and on schedule. The cladding support cycle was identified as the tedious and time consuming activity in the overall shaft sinking operation. Reduction in the time required for handling and setting up the support installation equipment, and the time required for subsequent installation of the necessary support has a direct impact on the overall cycle time, and consequently the overall productivity and efficiency of the sinking operation. This reduction in support cycle was achieved by making use of machine carousel. The objective of this paper is to describe the support methodology that was used during the ventilation shaft sinking and the use of the machine carousel to reduce the cladding support cycle. The machine carousel replaces the traditional use of machine kibble in conventional vertical shaft sinking and has been designed specifically for installation of sidewall support at the shaft bottom during the sinking process.

Longwall shearers usually suffer from excessive pick and pickholder consumptions and severe wear of the back plate of the clearance ring section of shearer drums. In practice, most of the drums were seen to be withdrawn from the face due to the abovementioned problems, while vane picks and their holders were intact due to the improper lacing design of the clearance ring picks. However, few underground investigations and their results on the effect of lacing arrangement of clearance picks on the service life of shearer drums have been published. Nevertheless, the pick consumption characteristics of shearer drums were not investigated in detail, since these are fewer pick consumptions with shearers when compared to roadheaders. This paper is concerned with the comprehensive in situ trials on the effect of lacing of clearance ring picks on the lifespan of shearer drums, and the pick consumption characteristics of longwall shearers at Cayirhan Coal Mine in Turkey. The lifespan of shearer drums employed with shearers in this mine increased 70 per cent, while the consumption rate of clearance ring picks decreased threefold through using an alternative lacing for clearance picks, indicating the significance of utilizing proper design techniques for clearance ring picks for the service life of shearer drums. Statistical analyses carried out, using the raw pick consumption data, implied that the clearance ring picks experienced much higher loads than vane picks, revealing that special attention must be paid to designing clearance ring picks. An average maximum consumption value of 41 was determined for clearance ring picks, with corner-cutting picks having the most replacements, while it was 35 for vane picks, on three-day based pick replacements.

This Technical Note was presented as a poster at the Western Cape Mineral Processing Symposium held in August 2001 The cleaning of fine coal (-1000 µm) in today?s coal preparation plants is an economically important factor. Coals with high ash contents are, in general, commercially undesirable. Current well-known techniques for treating fine coal include froth flotation and spirals. The primary critical factor with regards to spirals is the efficiency of the process whereas that of flotation, is the cost of there agents used. Research into enhanced gravity separation techniques has resulted in several commercially available enhanced gravity separators. This project was based on a preliminary investigation into the feasibility of one such separator, to effectively treat fine (-500 µm) coal. Experimental variables included particle size and speed of rotation of the said instrument. The performance of the separator was compared to the results obtained from liquid density separations done for the two coal fractions evaluated. From the results obtained in this preliminary study it appears that the piece of equipment investigated does not measure up to expectations. Recommendations for further investigation include the evaluation of the instrument on other South African coals to obtain conclusive results.

This paper addresses the impact of the variable speed drive on the particle size distribution in the product of a fully autogenous UG2 grinding circuit. It further discusses the impact of a varying particle size distribution in the product of the mill on the downstream classification and milling circuits. An industrial case study was used and data is presented to illustrate the techniques applied to identify the root cause of the shift in operational efficiency. The results achieved from both the investigation into the shift in plant efficiency and the sub-sequent corrective action taken illustrate that the root-cause methodology used in advance control can be effectively applied on production sites to both detect the shift and identify probable root-causes. The industrial example used confirms that the variable speed drive in a UG2 autogenous milling operation is a critical control parameter to ensure that the plant operates to design specifications.

A running facebreak ahead of the powered support units occurred on the number 4 seam at Matla Coal’s number 3 shaft (Matla 3) in April and May 2002.Very difficult mining conditions were experienced for a distance of some 150 m in the tailgate and to a lesser extent on the face itself. The paper analyses the main causes for the high stress conditions leading to the facebreak, namely, the existence of a >20 m dolerite sill close to surface and the effect of stopping longwalling on the overlying 5 seam. Difficulties experienced during the facebreak are discussed, including, pillar and roof collapses in the tailgate, high stress areas ahead of the face causing roof and sidewall stability problems, flushing of broken rock into the face area at the tailgate, secondary mid-face breaks, and the availability of critical support units. Successful rock engineering interventions and learning points were that, a goaf angle of 14.6° was found to be more realistic than the previously used 20 to 25° in predicting dolerite sill behaviour in this area, pre-split blasting of the sill significantly reduced stress on the face and tailgate allowing re-support work to proceed, varying pillar support types were analysed and rated, the need to always have a ground control “First Aid” kit available was recognised and a strategy for subsequent panels beneath the sill was developed. Numerous support units were used and the performance of the more suitable types is briefly discussed. Ion exchange is considered to be an effective technology for the removal of various impurities from cobalt advance electrolytes. With the correct choice of resin, ion exchange can consistently remove the required impurities to the levels for the production of high-grade cobalt metal. Although ion exchange was in the past used primarily for nickel removal, more recently it has been also considered for the removal of copper, zinc, and cadmium. Generally, granular ion exchange products are used, but Mintek is currently evaluating ion exchange fibres for a number of applications, including the removal of copper from cobalt advance electrolytes. Fibrous ion exchangers have major advantages compared to granular resins in that they have significantly higher reaction rates, and wash water volumes could be limited. Granular and fibrous ion exchangers were evaluated and compared for the removal of copper from cobalt advance electrolyte. A synthetic electrolyte containing 50 g/L cobalt and 50 mg/L copper was used for the test work. Equilibrium isotherms, mini-column tests, and split elution tests were done. The results were used to size a full-scale operation to treat 100 m3/h of electrolyte. The potential cobalt losses or recycle requirements were estimated, and data to calculate indicative operating costs for each adsorbent was generated. This information was used for a techno-economic comparison of granular and fibrous ion exchange systems for the removal of copper from cobalt advance electrolyte.

Traditionally, South African shaft sinking operations have used electric detonators for the initiation of blastholes. Globally, the trend in shaft sinking is to use the shock tube and detonating cord (STDC) initiation system, with value adding benefits. In pursuing this global trend, Cementation Mining of South Africa in partnership with SMX have ventured the STDC route. This paper explores the work carried out to date, and identifies a number of benefits to be gained by using the system.

The aim of this research was to study the absorption characteristics of thermally dried fine coal from South African collieries. After milling to ?150 µm and pressure filtration, the samples were subjected to either air drying or thermal drying at 150°C. The samples were then put into a climate box at 28°C and at three different relative humidity levels, namely 30, 60 and 94 per cent. It was found that the equilibrium moisture content of thermally dried coal at a specific relative humidity was lower than that of air dried coal. The relationship between the equilibrium moisture content and relative humidity is described by 1 ? RH = exp (-KTMen). There was no relationship between the volatile matter content and equilibrium moisture content, but there was an increase in the equilibrium moisture content of the coal with an increase in mineral content. The moisture uptake rate increased with an increase in temperature and a decrease in particle size. A model is discussed that fitted the experimental data and gave a good prediction for changes in the conditions. There was no evidence of greater moisture absorption by thermally dried coal. Historically, linear and lognormal krigings were first created to estimate the in situ mineral resources of blocks. Nonlinear geostatistics and indicator kriging were subsequently developed to evaluate also the portion recovered when applying a cut-off on selective mining units (SMUs) within blocks. In practice these methods are generally based either on the Gaussian model with a transformation generalizing the lognormal case or on the indicators above cut-offs. Very often the indicator approach is simplified by kriging separately each indicator, and when starting from a continuous variable, a practical advantage of the discretization into classes lies in the easy treatment of a zero effect and of the high values. However, a number of so-called isofactorial models have also been developed for a discrete or continuous variable, where the full cokriging of indicators (i.e. disjunctive kriging) simplifies to the separate kriging of factors. Moreover, these models are equipped with a change of support, allowing a consistent estimation of recoverable resources on SMUs. Min-Max Autocorrelation Factors (MAF) analysis of the indicators offers a new approach for indicator modelling. In particular the first factor, the one with the highest spatial continuity, can help in choosing the type of model. For example a monotonic experimental first factor can be used directly as the basis of a discrete diffusion model, unless a continuous diffusion model such as the Gaussian model can be used on the original variable. This approach is illustrated on a uranium deposit mined selectively: estimates of recoverable resources by discrete disjunctive kriging and uniform conditioning in a Gaussian model are compared locally to short-term estimates based on two areas densely drilled.

The paper reviews the results to date of an integrated research programme currently being conducted by CSIR Mining Technology, aimed at impacting significantly on concentrated mining with face advance rates of up to 20 times faster than presently achieved. Consideration is given to the interplay between innovative technologies for continuous non-explosive mining or rock comminution underground and lateral hydraulic transportation in cross cuts, haulages and eventually hydro hoisting. Novel technologies for underground comminution of reef and development waste and an innovative pumping system suitable for the hydraulic transportation of coarse comminuted rock are reviewed. Emphasis is placed on South African gold mine reef and waste samples comminuted by electric shock wave comminution technology. The innovative TORE® pump system appears to be well suited for the successful hydraulic transportation of rock, produced by electric shock wave comminution, at solids concentrations between 45 % and 67 % by mass.
