Mining of sand in South Africa is rapidly growing to sustain an increasing demand for sand for building purposes. Although mining of sand is regulated by environmental legislation, such as the National Environmental Management Act 107 of 19981, previous bad mining practices have left areas of land degraded and vulnerable to erosion. This study was conducted in the Seringveld Conservancy, where mining of sand has left the landscape with a degraded and unsightly appearance, and where little rehabilitation of the original vegetation has taken place. The aim of the study was to develop rehabilitation techniques for the degraded mined soils on two sand mines, Boekenhout Sand and Krokodil Sand, and to develop an overall strategy of revegetation by regenerating key plant species. Techniques for regenerating indigenous tree species cover, using modified mined sludge if topsoil is not available, were used to develop a practical and cost-effective strategy to be used in revegetation. A comparative trial was used to cultivate indigenous tree species in different soil mixtures. The study is important as it provides new information on the rehabilitation and revegetation of sand mined areas in the Seringveld Conservancy. This study will determine if alternatives could be used to replace topsoil on mined areas where none is available. The study is needed to determine whether revegetation of the mined areas would be possible using indigenous plant species that are difficult to grow. The overall results indicate that replacing topsoil was successful for various modified soil mixtures that could sustain the growth of indigenous vegetation on the sand mines. Different indigenous tree species require different modified soil mixtures for successful propagation. A revegetation strategy was developed to complement and enable the rehabilitation of the mined areas in the Seringveld Conservancy. Tornados are the most violent weather events in the world, and we have all seen the forces and phenomena created by tornados in nature. Airgrinder AB has been working with a material treatment technology, which most easily could be described as an artificial tornado. The process consists principally of one air fan providing a high-velocity airstream that enters a mechanical cyclone. When the gas enters the cyclone, an outer vortex is created. This outer vortex rotates next to the cyclone wall, and at the bottom of the cyclone funnel the gas stream is turned and an inner vortex is created. The control of the air flow is tuned by a special device on top of the cyclone. The gas outlet is at the top of the cyclone and the material outlet at the bottom. The material is fed through a feeding device into the air stream channel prior to the inlet into the cyclone. The process is basically an improved grinding and dehydrating system, which is very efficient and environmentally friendly and can even be employed with very sticky materials. Also due to its rotating comminution, the material particles become rounded during grinding, hence more free flowing and easier to handle. MEFOS has already tested more than 30 different applications in the pilot equipment. The materials tested range from metallurgical slags containing 2?3% moisture to sludges with up to70% moisture. This technology has a potentially strong impact on mineral beneficiation, including the drying of sticky fine-grained materials, improved and selective gas scrubbing and the manufacture of free flowing powders.

The variety and sources of sampling errors have been studied since the late 1800s, but the pioneering work of Pierre Gy in the 1950s provided insights into sampling as an error generating process. Total sampling variance is a measure of the total sampling error, but disaggregating the variance into its component parts is problematical. Ten sources of error and error generating processes have been identified, some of which can be eliminated through rigorous application of the principle of correct sampling. Others can only be minimized but never eliminated. Three principal questions relating to the appropriate mass of a sample, the fragment size of the sample and the size of the associated error are addressed. These questions relate principally to the Fundamental Error (FE), the only error that can be estimated before the sampling event. Aspects of constitutional and distributional heterogeneity are examined, as are the essential components of Gy?s formula including the shape factor (?), the granulometric factor (g), the mineralogical composition factor (c), and the liberation factor, l. Applications of Gy?s equation to the problems of sampling in the minerals industry are explained using real-life examples. The approach to sampling taken by Pierre Gy provides an excellent inferential relationship between the mass of material to be sampled, the size of the fragments being sampled, and the relative variance of the sampling error. It also provides solutions for three of the main problems associated with the Theory of Sampling.

Metso Minerals Process Technology Asia-Pacific (MMPT-AP) has been working with many mining companies worldwide performing `Mine to Mill' or Process Integration and Optimisation (PIO) studies. MMPT-AP has developed a proven methodology to improve the efficiency of the mine-mill interface and gain maximum benefit. The PIO methodology involves rock characterisation, mathematical modelling and simulation to generate a list of operational and control changes for both the mine and concentrator. Following the methodology, the list of recommendations is developed relatively easily; the more challenging part depends on the company. Success of a PIO project relies on the ability of an organisation to implement change - both operationally and culturally: the human element. When a PIO project is started, there is initial interest and commitment from the company. But how can this be maintained? How does an operation know if the benefit continues? MMPT AP is now developing long-term relationships with clients to ensure that the increased production and improved efficiency continues. Direct and indirect measurements are used to determine the key factors involved and to understand the cause/effect relationships. Simulation tools also can be used to compare current with recommended practices - so when material properties vary over time, the benefits can still be quantified. PIO is about empowerment: by measuring and understanding what parameters affect concentrator performance, the site personnel now have the knowledge to make a difference. Rather than simply reporting variable or poor concentrator performance, operations can predict when production will be affected and put controls in place to prevent it from happening. This requires support and commitment from the company or `buy in'. Ensuring this buy in continues is the challenge facing every company involved in PIO work - but the benefits are well worth it. This paper will review MMPT-AP's experiences in implementing PIO projects in the long term: from both the consulting and operational viewpoints. MMPT-AP's involvement with a number of companies will be discussed as examples of what works and what does not.

"The most commonly used high-chromium white cast iron (HCWCI) is the hypoeutectic white cast iron that contains 2–3.5 wt.% C and 10–30% Cr. This type of material relies on hard, brittle M7C3 carbides to impart good wear resistance. Due to its good wear resistance, this material has found application in the mining industry and cement industry. However, it has low fracture strength and this challenge led to research aimed at refining the microstructure. This was done by the addition of niobium in the range between 0.1 and 0.6 wt.%. In the as-cast condition, the addition of niobium was found to increase the fracture strength due to the finer eutectic microstructure. The hardness was also found to have increased slightly compared to the reference alloy with no niobium additions. Low fracture strength after heat treatment was observed in the Nb-added HCWCI, which is believed to have been caused by the precipitation of secondary carbides and the transformation of the matrix from austenite to martensitic. IntroductionFor the past few years Mintek has been involved in a project in which a number of alloys have been identified for grinding media applications. The high-chromium white cast iron (HCWCI) alloys were among the alloys researched for this application. The knowledge acquired from the grinding ball media research has now been extended to mill liners, which have traditionally been made of manganese-, chromium- and chrome-molybdenum steels. The replacement of worn mill liners costs the mining industry a significant amount of money and this has led to a need for continuous research to prolong the life of the liners. During milling operations, liner wear has an adverse effect on the capacity of the mill, the energy efficiency and milling efficiency and finally leads to relining, to replace worn liners."

The feed to the BCL concentrator is made of the ore from Phikwe No3 shaft, Selebi shaft and Selebi North shaft. The receiving bin of the concentrator has daily throughput of 7869mt live capacity of ore with feed grade from underground operation of 0.70%Ni, 0.75% Cu and 0.05% Co. The valuable minerals in the ore are Pentlandite, Chalcopyrite. Cobalt is present mainly in the solid solution in pentlandite. The common non-sulphides minerals are Amphibolites, quartz, micas, and Feldspar while pyrite and pyrrhotite are the major gangue sulphides. Pyrrhotite contains between 0.1% and 1% Ni in solid solution. From the mineralogical investigation, it was found that approximately 65% of the pentlandite in the ore occurs as exsolutions in the pyrrhotite and the grain sizes ranges from 8 to 38µm. about 25% of the nickel bearing pentlandite is medium grained and subhedral. This kind of pentlandite occurs along the cracks of pyrrhotite or as inclusions in pyrrhotite. The rest of pentlandite present is disseminated in the gangue matrix. Because of the fine occurrence of pentlandite, fine grinding was conducted in order to improve the recovery as well as the concentrate quality. A series of subsequent flotation test were performed in order to evaluate grinds of 35, 40, 45, 50, 60 and 80% passing 75µm. It was observed that ? The mass pull increased together with increasing fineness of grind ? Similar nickel recoveries were obtained at 35 and 40% passing 75µm but from 50% and 60% the grind was seen to adversely affect the nickel recovery. At 80% passing 75µm the recovery increased by small amount. ? Flotation kinetics showed higher initial nickel recoveries but these did not translate into higher final recoveries. ? Grinding finer than 80% passing 75µm yield very high grades of the concentrate in the first minute of the flotation test, and the grade is dramatically reduced in the fifth minute of the test. It was concluded that the current grind of approximately 48% passing 75µm is close to the optimum and no significant benefit were found to be associated with finer primary grinds. Real-time monitoring makes it possible to detect any disturbance occurring in production, while decision instruments can efficiently assist decision-makers to optimize production, reduce iterative workload, obtain better solutions, and preview possible results. Technologies for the above already exist and have been proven in the process industry, i.e. refining and smelting. Optimization is also essential for profitable and stable mining production. Real-time monitoring has already taken hold in mining operations, especially in surface mining, while optimization techniques have also been widely used in underground mining, particularly for planning and scheduling. This review is limited to the hard-rock mining production of metallic ores such as gold and copper. It reviews optimization techniques developed for mine planning and scheduling, and communication technologies suitable for underground applications. It also presents control features for individual operation units, and discusses the technical viability of a mining production real-time optimization (MPRTO) system for underground mines, with possible benefits and challenges. Operational disturbances always occur in mine production. An MPRTO system can be useful to maintain operational effectiveness and efficiency by allowing quick changes to short-term plans. This paper briefly describes the MPRTO system, including the input, output, and basic algorithms. The technical prerequisites for the system specified here are already available. To determine the characteristics of a mineral deposit, the usual practice is to take samples, analyse the properties of those samples and infer the characteristics of the deposit from these properties. This analysis can be done using statistical methods. In the present work we are concerned with two types of statistical approaches, classical statistics and spatial statistics. If one uses classical statistics to represent the properties of the sample values, the assumption is made that the values are realizations of a random variable. The relative positions of the samples are ignored, and it is assumed that all sample values in the mineral deposit have an equal probability of being selected. The likely presence of trends, zones of enrichment, or pay shoots in the mineralization, is ignored. The fact that two samples taken close to each other are more likely to have similar values than if taken far apart is also not taken into consideration. In contrast, spatial statistics will be used if one chooses to consider that the sample values are realizations of random functions. On this hypothesis, the value of a sample is a function of its position in the mineralization of the deposit, and the relative position of the samples is taken into consideration. The similarity between sample values is quantified as a function of the distance between samples and this relationship represents the foundation of spatial statistics. There are few situations where classical statistics can be used. The assumption that all sample values in the mineral deposit have an equal likelihood of being represented will be satisfied only if the sample values are randomly distributed, or if the sample positions are random. Sample values are in fact never randomly distributed within a mineral deposit. Further- more, geologists usually avoid taking samples at random (random sampling), as it is correctly accepted that samples located on a regular grid, or approximately on a regular grid, give more information than randomly located samples. In practice, classical statistics should be used only in the early stages of exploration, when the number of samples available is relatively small and the distances between samples are large. In these circumstances, and whenever the information available is not sufficient to permit the use of spatial statistics, application of the methods described in this chapter is justified.

For years urethane screen surfaces have been used in a wide range of wet screening applications where openings as fine as 75 microns and coarser have been used. In dry screening operations these same urethane screen surfaces have been relegated to only the coarser separation ranging from 1.0 mm and larger. The purpose of this paper is to expose the reader to new developments in both screen surface and screening equipment technologies, which allow an end user to consider urethane screen surfaces for dry screening operations where separations as fine as 75 microns are required. These technologies allow an end user to realize the inherent advantages of urethane in wear resistance while also realizing the benefits that a high open area urethane screen surface can bring. These benefits include non-blinding characteristics and feed capacities, which rival that of traditional stainless-steel woven wire mesh screen surfaces. The paper will highlight the features of this patented urethane screen surface technology and the screening machines in conjunction with which they are used. There will also be a presentation of several case studies of commercial installations where these technologies are utilized. These case studies are from the mineral sands industry; therefore relevance to the conference is direct and not inferred. Included in the paper will also be constraints, which must be taken into account when considering urethane screen surfaces such as temperature and chemical attack. This paper will expose potential end users to a possibility of using screens to achieve extremely accurate size separations in applications where screens were previously not considered. The paper will explain and demonstrate that prior concerns of screen surface blinding, high screen surface consumption rates and large screen surface area requirements can be eliminated by proper utilization of high open area urethane screen surfaces.

Blasting is one of the primary functions in any mining operation. Despite the fact that it generally constitutes between 30% to 40% of the mining cost, blasting also affects the cost-effectiveness of down steam activities such as load and haul, safety, tyre life for haul trucks, crushing and milling. Over the past three decades, significant progress has been made in the development of new technology in an attempt to reduce costs and increase efficiencies and productivities of blasting activities. Mine to mill project concepts have paved the way for such developments. Other advancements have included sophisticated computer modelling technologies for blast design and performance analysis. There are many factors that affect the cost of blasting. These can be divided into two categories; controllable and uncontrollable. The latter includes costs related to depreciation, exchange rates and government legislation with the former category including contractor versus owner blasting costs, efficiency and productivity issues and product quality. Controllable factors have one common denominator which can determine their outcome; direct site management influence. Excavator digging rates and final floor conditions give a good measure of blasting performance, and alternatively cost effectiveness. This paper is aimed at benchmarking against a blast optimisation database, understanding the relationship between costs and identifying opportunities for improvement. Understanding the cost drivers allowed a typical cost model to be developed for the current mining operation at Geita and this was used to drive continuous improvement with emphasis on closing the information loop.

The calculation of resource volumes for large mineral sands deposits is the process of systematically compiling all known data in order to define the volume of ore contained and its intrinsic economic value. Traditionally, this process has been highly speculative in nature, as the variability of the layer thickness, even between closely spaced, boreholes can be highly variable. The issue of horizon continuity is of critical importance in mine modelling and resource definition. Accurate volume estimates are difficult to derive from drilling data alone, as the borehole spacing of an economically viable drilling programme is often greater than the spatial frequency of the variations in profile thickness. The limitations associated with this inferential approach to resource estimation can be mitigated through the use of newly developed ground penetrating radar (GPR) methods, thereby maximizing orebody optimization by reducing contamination and orebody loss. The use of GPR in the mining industry has historically been limited to shallow, high-resolution applications, such as the location of voids in limestone or the mapping of paleo channels for alluvial gold and diamonds (Francke and Yelf, 2003). These limitations have not been technology based, but rather market based, as the vast majority of GPR systems were originally designed for civil engineering applications. A new generation of GPR technology, designed specifically for maximum penetration in sand environments, is now being developed. This technology has been trialled extensively at the Richards Bay Minerals heavy mineral sand deposit in South Africa with optimistic results. The clay base of the mineral sands has been imaged to some 120 metres. Further equipment refinements are expected to yield even deeper profiling and higher resolution. The resolution offered by this technology is unique, allowing individual depositional sequences to be imaged and modelled in three dimensions. This paper will discuss the advances in GPR technology relevant to the mineral sands industry, as well as methods to optimize and integrate GPR data into existing mine models. Also addressed will be approaches to three-dimensional modelling of high-resolution GPR data and subsequent volume estimations.

Most copper/cobalt ores from the Central African Copperbelt contain sulphidic compounds, which are not extractable in direct leaching. Roasting provides the possibility to transfer the valuable components into leachable compounds. In an operation window defined by temperature and off-gas composition it is possible to selectively oxidize iron sulphides to haematite and copper/cobalt sulphides to sulphates. Selective sulphating of the valuable minerals is an important condition for the subsequent leaching stage. The dissolved copper and cobalt are recovered by solvent extraction and electrowinning. This technology has been part of an established process for many decades. The concentrates from recent projects on the Copperbelt have lower sulphur contents, and frequently higher copper contents, than those from older projects. The paper shows the consequences of this trend for plant operation and explains useful counter actions by means of case studies. Autothermal combustion is ensured even at very low sulphur contents. Off-gas treatment has so far been based on SO2 removal through sulphuric acid production. The generated acid is used to make up acid losses in the hydrometallurgical plant section. This well-proven process combination is still the preferred route if the feed sulphur content is high enough; however, some cases may require different off-gas cleaning concepts without compromising on clean air quality. Roasting in a fluid-bed furnace remains the core of the technology. Fluid-bed roasters are easy to operate and provide an excellent control of the calcine quality. Different feeding and heat-recovery systems are used to provide a tailor-made solution for each project. Outotec built it first sulphatizing roaster in Zambia about 30 years ago. At that time, the roasting of metal sulphides was already one of the main technologies in the company. Outotec has developed roasting solutions for copper, gold, zinc, lead, molybdenum, and pyrite ores. The continuously expanded and upgraded research facilities provide an excellent basis for developing sustainable, energy-efficient, and economic solutions for copper and cobalt production in Africa.

Savile Davis* (Member): The members of the Chamber of Mines Research Laboratories, headed by Dr Cook, indeed deserve all the plaudits that have been given for the original conception of the rock-cutter, and for the research work that has gone into designing the equipment now being tested. Underground trials with the rock-cutting machines at the Doornfontein Gold Mining Company Limited have been encouraging to the extent that 29 square fathoms of rock have been cut in the past three months with two modified prototype machines. Both the hangingwalI condition of the stope and the control of stoping width have been excellent. So far, however, the rate of production has been too slow and does not compare with conventional stoping methods, due firstly to the time-consuming operation of moving the machine forward and resetting it in its next cutting section and secondly to mechanical defects. Although great strides have been made in improving the tungsten carbide cutting tool, further progress is dependent upon engineering development in the design of a more reliable and versatile machine within economic limits. Commenting briefly on the experiments that have been carried out on the Gold Fields mines, the rock-cutter, when used at the Luipaards Vlei mine, some 600 ft below surface, cut very nearly perfect slots above and below the reef on a stope face but was unable to cut slots in the reef itself. At the Doornfontein mine, however, where the tests are currently being carried out at a depth of 8,000 ft below surface and where there is a much greater pressure acting on the rock face, vertical fracture planes can be clearly seen in the hangingwall running parallel to the face. Owing to the presence of these fracture planes it has been found impossible to cut slots of any depth and the action of the machine is more one of spalling than of cutting, resulting in slabs of combined reef and waste falling from the face as the cutting tool advances. This is accentuated by the existence of a well-defined hangingwall parting plane. Most of the slabbing takes place from the slot cut below the reef to the hangingwalI of the stope. Since waste sorting in narrow conditions and poor lighting is not an efficient operation, the reef together with a proportion of waste rock, has to be removed from the stope. The ripping action of the machine as opposed to slot cutting under these particular conditions may not be a great disadvantage, as the volume of waste which can be packed depends on the ratio of reef width to stope width and with a narrow reef body some waste has to be removed to the surface. In these circumstances mining at depth with this type of machine should not be viewed as selective mining but more correctly mining without explosives. Another type of rock-cutter is being tested by the Gold Fields Group, consisting of a diamond studded rotating disc, which has, to date, cut slots 10 ft in length and averaging 7 1/2 in. in depth. It is, however, too early to comment on the practicability and economics of such a cutter. The great interest that is at present being shown in breaking rock without the use of explosives warrants comment on the Robins raise-borer, recently introduced into South Africa, and used for the first time with great success at the Doornfontein mine.

The continuously expanded and upgraded research facilities provide an excellent basis for developing sustainable, energy-efficient, and economic solutions for copper and cobalt production in Africa.

In the 1960s it was suggested that the volume of stope convergence, and hence the rockburst hazard, could be reduced by the emplacement of backfill. Recent advances have facilitated the placement of large quantities of backfill underground, and a reassessment of its potential benefits as part of a regional support strategy is now timely. In this paper the principal criteria of effectiveness of backfill are taken to be its impact on face energy release rate (ERR) and average pillar stress (APS) levels, and maximization of acceptable ore extraction ratios. The possible effects of backfill on excess shear stresses (thought to modulate large seismic events) are also briefly reviewed. Analytic solutions describing backfill properties and their impact on ERR and APS in certain idealized geometries are also presented, and compared with the results of an extensive suite of computer simulations, in which parameter sensitivities are explored. Results indicate that a regional support strategy is required at depths exceeding 2 km in order to maintain acceptable levels of ERR, and backfill ribs can on their own fulfil this role at depths less than 3,3 km. At greater depths use of stabilizing pillars becomes imperative, but here too supplementary backfill ribs can reduce ERR and APS levels and permit significant increases in ore extraction ratios.

Anglo Platinum is in the process of introducing a number of initiatives, varied in nature, on a scale that will impact operations in the short, medium and long-term. The advent of mechanization on a large scale and the introduction of new mining technologies therefore require a different approach to the design of ventilation and cooling systems. In addition, the ventilation and cooling systems serving increasingly deeper operations will place a greater demand on electrical power consumption?this in an environment where power generation is limited and increasingly expensive. Ventilation and cooling systems currently being employed in platinum operations have evolved from practices first pioneered in deep level gold mines. However, in modern and future platinum mines, deepening of operations will take place in a somewhat different environment?particularly in terms of geothermal settings and electrical power utilization. This provides the opportunities to devise novel and energy-efficient ventilation and cooling strategies tailor-made to meet these challenges. The need for refrigeration and cooling at depth will increase the capital and operational cost component of ventilation systems and the medium-term limitations on the availability of electrical power will require the provision of innovative systems. The increased use of diesel-powered vehicles underground, the viability of energy recovery and feasibility of thermal storage opportunities are discussed in this paper. Some of the challenges and the solutions currently proposed in terms of ventilation system design, refrigeration plant selection and chilled water distribution methodologies are described. Changes in strategies core to this discipline that affect the health and safety of employees and the profitability of modern operations are deemed necessary to support the transformations that are envisaged.

Introduction There is a continual economic push to increase the productivity of mobile material handling equipment used in open pit mines. This includes the largest electrical machines: excavators (draglines and shovels) and haul trucks (Figure 1). Existing DC drive systems used on this type of equipment are a mature technology. They have no further economic potential to accommodate larger equipment be-cause of the high maintenance costs and the trade-off between power, speed and space limitations of their DC traction mo-tors. In recent years the large-scale introduction of AC drives in the rail transportation sector1,and the availability of poworful GTO and IGBT modules have led to the devolopment of compact, powerful, an drugged AC inverter drives specifically adapted to the mining market2,3. The major advantage of AC drives stems from the squirrel cage induction motor which eliminates the DC commutator. This leads directly to higher speed, increased power density, higher reliability, greater efficiency and lower maintenance of the traction motors. In the context of excavators and haul trucks, additional benofits driving the move to AC are (i) increased production rate due to higher machine speed, and power density, (ii) increased reliability and lower cost inverters using 3.3 kV IGBT's, (iii) active front-end (AFE) technology that improves compatibility with the mine power grid and an proved dynamic response,(iv) intelligent converter design that provides increased fault tolerance, (v) contextual maintenance software that facilitates trouble-shooting, and (vi) remote diagnostic capabilities. This paper describes how these and other features of AC drives lead to higher productivity in mining shovels, draglines, and haul trucks. Minimize the cost per ton of material moved The overall goal that drives design and sales of excavators and haul trucks is the constant requirement to reduce the cost per ton of material moved. Whether this involves blasting, loading trucks, or hauling material to the crusher or waste dump, equipment that reduces the cost per ton of material moved contributes to a more profitable operation. An accurate determination of the true cost per ton to move material must consider every aspect of the equipment and the circumstances under which it is used. Procurement and capital costs, fuel, operating, and maintenance costs over the useful life, and eventually the cost of scrapping should all be taken into account to determine the real cost per ton of moving material. We will focus on two broad areas that relate to the equipment itself; factors influencing the amount of material moved (Table I) and factors influencing the cost of material moved (Table II). Emphasis will be given to those elements in the tables that most influence the productivity of excavators and haul trucks due to the application of AC drive technology. Maximize the amount of material moved Maximize production rate he production rate refers to the quantity of material that can be loaded or moved per hour. This generally involves larger, faster, and more powerful equipment that operates more reliably to minimize down-time. AC motors Figure 2 compares the hoist motor speed-torque response of two 77 t (85 short ton) shovels, one AC the other DC. The absence of commutation limits on the AC motors enables the AC shovel to operate with a greater area under the speed-torque curve, resulting in faster lowering speeds and reduced times for the swing to return to the pit. This is especially important for short swing angles where the operator may have to wait for the dipper to lower. Reducing the cycle time by 6 to 8 seconds at the shovel translates into an increase in shovel production of about 20%. Maximizing shareholder value has become a common aim for mining companies. This paper discusses the results of a number of studies developing strategic mine plans, covering a wide range of commodities, styles of mineralization, mining methods, and processing facilities, for single and multiple deposits. It has become evident that traditional methods and conventional wisdom often do not in fact achieve these goals. Operating policies at many mines ensure that shareholder value is not maximized. Changing the overall strategy can provide significant value gains. Typically, the new optimal plan involves a significant increase in the cutoff grade, at least in the earlier years. An increase in the underground development rate or open cut stripping rate is often associated with this, at least in the short term, to establish the new strategy. Cost minimization is found to be counter-productive. Counter-intuitive plans are often found to be optimal. For example, optimal cutoffs for different parts of an underground mine may be significantly different, even if mineralisation and cost structures are similar. Sub-optimal strategies are also frequently found to have a significantly greater financial risk than optimal plans, which have been found in many cases to be relatively insensitive to changes in major value drivers, such as metal prices. This paper shows how identifying and then operating within the framework of an optimal strategic plan can have substantial benefits over being continually driven by short-term tactical issues.

Gibbs,* (Honorary Vice-President and Fellow): In terms of the Pneumoconiosis Compensation Act of 1962, a Pneumoconiosis Risk Committee was established whose function it is to estimate (by whatever means the committee deems fit) in respect of every controlled mine the pneumoconiosis risk to which persons employed in a dusty atmosphere at that mine are exposed. In estimating such risk the committee may estimate different risks in respect of individual mines or parts of mines or classes or groups of mines or occupations or localities at mines. The pneumoconiosis risk may be reviewed and re-estimated at any time. The Act provides further that the General Council for Pneumoconiosis Compensation shall apportion the levy imposed on owners of controlled mines on the basis of the pneumoconiosis risk determined by the risk committee and the numbers of persons employed in a dusty atmosphere. The task of the risk committee is a most responsible one and also a very difficult and complex one in view of the many different types of mines, rock formations, dust conditions, etc. Quite obviously, comparisons between mines cannot be made on dust concentrations alone as different mineral dusts have different toxicity or pneumoconiosis response factors. However, with its present knowledge, the risk committee is satisfied that the risk at mines, other than coal mines, is related to the mean quartz-equivalent dust concentration to which persons are exposed and the estimation of risks is based on this relationship. From the above, it will be clear that the work done by Dr du Toit on the problem of basing the current rate of levies to provide for pneumoconiosis compensation on the current dust hazard at mines has been of immense value to the risk committee. Up to now the risk committee has not been able to obtain complete and accurate information on the dust exposure of persons at all mines - and, in fact, it is doubtful whether it will be economic or practicable to obtain this in the foreseeable future - but reasonable assessments have been possible from routine dust sampling in some cases and from periodic comprehensive dust surveys in others. As a temporary measure the risks of some mines were estimated initially on a group basis relating to average dust conditions and the type of rock and mineral mined, but as more information became available, differentiation between individual mines became possible. It is the aim of the risk committee to eventually apply such a differentiation in all cases and to ensure that within the bounds of practicability each mine pays for its risk and for its risk only. In this connection, the relationship between the levies and the amounts actually paid out in compensation are examined regularly. In conclusion, I wish to add my congratulations to the author on his excellent paper. His findings will assist materially in the just administration of that very important piece of beneficial legislation, the Pneumoconiosis Compensation Act. G. K. Sluis Cremer MD (Visitor): Dr du Toit has made a valiant attempt to relate dust hazard and the rate of collecting funds for the purpose of paying compensation for Pneumoconiosis. In doing so he has had to make a number of assumptious, some of which touch on the medical aspects of pneumoconiosis. It is worth discussing whether these assumptions are justifiable. Pneumoconiosis is defined in our Pneumoconiosis Act as permanent disease of the cardio-respiratory organs which is caused by the inhalation of mineral dust. To a non-medical person this definition has probably a clear cut meaning. The doctors however have to deal with such conditions as silicosis and asbestosis where there is a well defined dose response relationship to the inhalation of quartz and asbestos respectively and on the other hand chronic bronchitis where the relationship to dust inhalation is poorly defined and where certainly no clear dose response relationship has emerged after many investigations in this country and overseas. Nevertheless since 1953 about half of our certifications for Pneumoconiosis are on the grounds of chronic bronchitis i.e. the X-rays show no evidence of silicosis, asbestosis or other relevant disease. This fact must affect Dr du Toit's computations. The next assumption we should examine is the manner in which toxicity factors have been allocated to the various mineral species. These allocations have in part been based on a restricted number of animal experiments carried out overseas but mostly in South Africa by Webster at the Pneumoconiosis Research Unit. To extrapolate the findings in a relatively small number of animal experiments to the expected reactious in man is a notoriously dangerous exercise. Furthermore the bracketing together of all silicates (except asbestos) and the insoluble metal oxides is entirely unacceptable. Talc (a hydrated silicate of magnesium) and muscovite mica (a silicate of aluminium and potassium) cause pneumoconiosis in their own right. On the other hand
