The complex responsible for the poisoning of anion-exchange resins is identified as the anionic cobaltic penta¬cyanide mono aquo species. It is shown that, at high concentration, this species polymerizes in solutions of pH less than 9. A mechanism for poisoning is presented that involves adsorption of anionic cobalt cyanide by a normal ion-exchange process, followed by polymerization within the resin matrix to form complexes that are too large to diffuse readily through the resin pores. The effects of resin structure and functionality on the extent of cobalt poisoning are examined, and the effect of cobalt poisoning on the kinetics and equilibrium loading of uranium is discussed.

The Conference began with registration, followed by a well-attended cocktail party on the evening of Sunday 25th, where, in a convivial atmosphere, Dr Louw Alberts, President of Mintek, welcomed the delegates and wished them an enjoyable and informative week. The Conference was formally opened by the Minister Mineral and Energy Affairs, the Honourable Mr D. W. Steyn, at 9hOO on Monday. Sketching the history of Mintek and its predecessors, Minister Steyn described the objective and achievements of Mintek, as well as the background to mineral-processing research in South Africa and the policy of the South African government towards the development of the mineral industry.

If one is to discuss sensibly and beneficially the whole spectrum of education, training, and employment of engineers, it is not possible to confine oneself to Professional Engineers because the profession of engineering embraces also technologists, technicians, and those people known in South Africa as certificated engineers. It would therefore be imprudent if this seminar were to be limited to certain sectors of the profession and industry. I hope that it will review the full situation from top to bottom and from side to side. New President of FAPA Mr Douglas H. Mills took office as President of the Federation of Societies of Professional Engineers on 1st July, 1985.

The Alusaf aluminium smelter at Richards Bay by H. T. KAISER, B.Sc. (Pta), M.B.L. (Unisa) (Visitor) and P. DE WAAL, B.Sc., B.lng. (Mech.) (Stell.) (Visitor) A description is given of the aluminium smelter at Richards Bay, which operates on the Hall-Heroult electrolysis principle. The annual output of metal (average 99,7 per cent aluminium) is approximately 7S 000 tons. Since its commissioning in 1971, the plant has fulfilled South Africa's total demand for low-alloy rolling slabs, extrusion billets, remelt ingots, and electrical conductor rod. The plant layout allows for sufficient expansion of its capacity to meet longterm increases in demand.

The PPRust North project is an expansion of existing operations on the ?Platreef? orebody in the Limpopo Province of South Africa. Anglo Platinum has been mining and processing the Platreef since 1993 at the adjacent Sandsloot and Zwartfontein South open pits at a current rate of approximately 4.5 million tons per annum. This paper describes the origin of the proposed process flow sheet. A comprehensive test work programme has been conducted evaluating the best process flow sheet for the very hard and variable ore in the proposed mining area. The selection of the comminution circuit is discussed where conventional crushing and SABC options were analysed based on both extensive test work and analyses of current operational data at the existing concentrator. The application of the high pressure grinding roll technology has significant advantages?it replaces the 3rd and 4th stage crushing stages in a conventional circuit. This programme has been conducted over several years and has involved work done at site at pilot scale, internally at the company?s research facilities and externally at various sites. The on-site pilot work was completed over a 7-month period at the existing concentrator facility using a ThyssenKrupp-Polysius, ?Polycom?, 950 mm by 350 mm, high pressure grinding rolls (HPGR) machine. In excess of 185 000 tons of ore was processed through the unit during the trial period. This paper describes the test work programme and particularly the proposed application of high pressure grinding technology and its potential for further application in the platinum industry.

Magnetic separation has long been used to upgrade and beneficiate a wide variety of industrial minerals. Advances in both wet and dry magnetic separators over the years has broadened their use, and questions are often raised about which separation technique or equipment type is most appropriate for a particular operation. This paper will provide a brief look at existing magnetic separation technologies, and discuss their potential advantages and disadvantages when applied to heavy mineral applications. Relevant case studies for the separation of ilmenite and chromite are then presented. The process development efforts undertaken for each case are described, and the rationale for selecting appropriate magnetic separation technology is explained. The nature of the material being treated must clearly be understood, knowledge and access to testing the best separation technologies is required, and careful process development and economic evaluations are a must. As is shown in the case study discussions, it is imperative that these principles drive the separation technology selection and placement, rather than looking at typical or existing similar flowsheets as rules. As examples, the ilmenite tailings case study presented in this paper shows how advances in technology have allowed for increased recovery of -45 µm ilmenite by utilizing a multi-stage SLon® wet magnetic separator circuit equating to an additional 30 000 tons of ilmenite produced per year. The virgin chromite case study presented shows that through careful testing and circuit design efforts using RED technology, a 20% increase in overall chromite recovery was achieved over previous demonstration work.

The Los Bronces Development Project (LBDP) was approved in October 2007 by the Anglo American plc Board at a capital cost of some US$1.74B, and is scheduled to be completed by the end of 2010. The project represents a big step forward for the Los Bronces mine since it will increase the treatment rate by 140%, the mining rate by 64% and almost double copper production during the first four years of the project. This economy of scale will also position Los Bronces as a much bigger and efficient mining operation, better prepared to face adverse market scenarios and allowing Anglo to consolidate its position in base metals. The project addressed numerous scope alternatives such as plant capacity vs mine capacity, cut-off grade strategy to maximise value based on the existing flotation and leaching process, cutback strategy, etc. Main infrastructure aspects of the project are as follows: ?Dump area with 2400Mt capacity for waste and low grade material ?Mining equipment: 1 x electric shovel, 12 x 300t trucks, 1 x drill ?Primary crusher: 60? x 89? ?Three new power lines (144MW capacity) ?Grinding plant at 87kt/day nominal capacity (includes a 4.3km tunnel with a regenerative conveyor belt) ?Grinding plant: 1 SAG mill 40? x 25?, 2 ball mills ?Slurry pipeline (52 km from grinding to flotation plant) with five choke stations ?Flotation plant (rougher, cleaning, regrinding circuits and molybdenum flotation). The history of Los Bronces started in 1867 when it was discovered. In 1978 ENAMI (Government company) sold Los Bronces to Exxon for US$112M. The same year a snow avalanche destroyed San Francisco Flotation Plant. In 1979 the plant was rebuilt at 4.9kt/day and from 1979 to 2002 several plant expansions were made up to 54kt/day capacity. In 2002 Anglo acquired Los Bronces for US$1.3B. The 2002 resource and reserve statement showed reserves at 459Mt at 1.02%CuT and resources at 780Mt at 0.80%CuT. The 2007 statement shows reserves at 1,480Mt at 0.67%CuT and resources at 1,644Mt at 0.45%CuT. Defining the size of a plant expansion is the key challenge that any expansionary project faces. The scope of this paper is a general review of the project, describing all the mining techniques that were used to define the best options that maximise value. In this context, a range of plant capacities (from 58 to 230kt/day) combined with a range of mining capacities (from 83 to 166Mt/a) were evaluated in detail, defining for each option a mine plan, Capex and Opex, and cut-off grade strategy for flotation and leaching processes and the associated Net Present Value (NPV) that was used as the selection criteria. The Los Bronces mineral resources potential provides good growth opportunities for the mine beyond LBDP implementation, offering an exciting invitation to continue studying new initiatives that maximise the value of this deposit.

Tests indicated that effective recovery of pyrite from a coarse Witwatersrand quartzitic ore can be accomplished by intensified flotation in an air-sparged hydrocyclone. Air is fed through the porous cylindrical wall of the hydrocyclone into a swirling layer of slury. Hydrophobic particles are attached selectively to small air bubbles, which form a froth and are recovered through the overflow. Hydrophilic particles pass out in the underflow. A spigot in which flow is restricted by an orifice was found to be more successful in preventing blockage by wood chips than an annular opening between a pedestal and the cylinder wall. Pyrite recoveries of 85 to 93 per cent at grades of 35 to 40 per cent sulphur were obtained in the air-sparged hydroclone with residence times of about 1 second. Comparative tests in a batch flotation cell after 320 seconds yielded average recoveries of up to 96 per cent, but with a mean grade of 32,5 per cent sulphur. A high colector dosage of 120 g/t was required in the cyclone, compared with the 40 gft used in conventional operations. An air flowrate of about 150 I/min was adequate at a slury feed rate of 35l/min. Particle sizes between 38 and 106µm yielded the best flotation results.

Mine dumps created in terms of the pre-MPRDA regime (old order mine dumps) are currently not regulated by the MPRDA, and the common law owners of such dumps are free to process them without the need to obtain the relevant rights. The MPRDA Amendment Act purports to change this position. However, the wording of the Amendment Act raises a number of problems which render the post-amendment position at best unclear and at worst absurd and unworkable. The primary concern with the Amendment Act is that, on one interpretation, material placed on the same dump at different times may be treated differently at law. Thus, parts of a dump may be subject to one person?s right while others may be subject to another?s right. Moreover, case law has generally regarded mine dumps as movable property and, by extending the MPRDA to apply to all mine dumps, the Legislature is extending the ambit of the Act to cover movable property, a scenario not contemplated by the wording of the Act (even after its amendment) in relation to applications for rights. The better interpretation of the amendments, which are not yet in force, is that they will not apply retrospectively to old order mine dumps.

The Elizabeth Bay aeolian deposit in Namibia comprises a sedimentary package of diamondiferous grits that have been deposited, reworked and concentrated to various degrees by dominant southerly winds. Diamond concentration in these deposits is highly variable and often unpredictable. The deposit is marginal from an economic perspective and therefore requires selective mining which in turn requires correct sampling and accurate estimation. Three methods of sampling have been used at Elizabeth Bay for mineral resource estimation: (i) pit samples utilizing an excavator to produce a sample 1 to 3 metres deep with a 10 to 20 m2 footprint, (ii)GB50 grab sampling with a 3.34 m2 footprint and (iii) a BG36 bucket auger drill with a 5 m2 footprint. Pit sampling, being easy to execute, has been the most widely used despite a limited penetration ability and, at times, questionable integrity. The GB50 grab sampling tool was tested at Elizabeth Bay and although it had better penetration ability and sample integrity, it struggled with cemented horizons. No sample optimization was conducted prior to the GB50 grab sampling. The latest phase of sampling was conducted using a BG36 bucket auger drill which is capable of penetrating thick overburden, penetrate cemented horizons and provides an acceptable sample support size. Geostatistical simulation methods were applied to establish the optimum sampling parameters required to estimate a mineral resource at an indicated level of confidence. The results show that a 5 m2 sample support size is adequate and that a 50 m 100 m sample configuration is optimal. Sample data obtained from the three methods confirms that the BG36 bucket auger tool combined with the parameters identified in this exercise produce the best results for diamond resource estimation.

SYNOPSIS A back-analysis procedure based upon 35 mm photography was developed on a laboratory scale for the pur¬pose of determining the percentage of oversize particles known to be present in heaps of fragmented rock. Eight simple blends of crushed stone containing varying percentages of oversize on a 1:40 modelled scale were examined. Simulated test conditions for the following were subjected to the photographic study: (1) a bench heap, (2) the surface exposure of a partially excavated heap, (3) a gravity-sorted surface as occurs on an apron dump, and (4) four quadrant views of an incrementally built conical heap of rock fragments. The best back-analysis determinations were obtained from (4), the cone, over all eight blends of fragments. The mean error was within -0,16 per cent of the true value, with a range of ± 1,872. This was for oversize contents of 5 to 20 per cent where a minimum 25 per cent of the photograph area was processed by digitizer. The worst results were from the apron dump at - 1,462 per cent for a mean error of ± 4,174 per cent. The intermediate results were from the undisturbed bench at -0,186 per cent with a mean error of ±2,862 per cent.

In this investigation, which was conducted at the Metallurgical Research Plant, Lulea, Sweden, a series of experiments were carried out using a water-model to simulate the gas rinsing of a ladle containing liquid metal. The factors examined include the effect of gas flowrate, the position of a porous plug or lance, the immersion depth of the lance, and the geometry of the bath at the time of complete mixing. Mixing times were recorded by conductivity measurements. The results showed that there is a threshold level for mixing above which no advantage is to be gained from an increase in the gas flowrate. It is suggested that the results can be applied to rinsing ladles in working situations, the levels being approximately 270 dm3/min for 40 t ladles and 780 dm3/min for 150 t heats. The optimum siting of the lance or porous plug is a position that is three-quarters of the internal radius from the centre of the ladle with the lance penetrating as deeply as possible into the ladle. The best design of liquid bath is that having a diameter-to-height ratio of I. An equation was developed for the calculation, by dimensional analysis, of the time required for mixing during gas rinsing, and a comparison of the calculated mixing times with the results from production trials shows a satisfactory agreement (with a correlation factor of 0,91). Thus, an equation is available for the calculation of the stirring time needed to completely mix the bath in production situations.

OBITUARY The President: "It is my sad duty to announce the death of Henrik Johannes Van Eck, Honorary Life Member, who joined the Institute in 1929 and passed away on 18th February, 1970. Dr van Eck started life as a chemist and chemical engineer and, as we all know, he rose to become one of our most distinguished leaders of industry in the country. On many important occasions we, in this Institute, have been privileged to have him address us on subjects which were always of great importance and relevance to the developments in this country. He was a man of great vision and imagination and could put across his ideas in a most eloquent and convincing manner. In his important position as chairman of the Industrial Development Corporation and of Iscor, whatever he said carried great weight. Busy as he was he always found time to participate not only in the affairs of this Institute but in many other technical and public bodies. His passing is a great loss to South Africa and we in this Institute wish to associate ourselves with the many other tributes which have been paid to this great man. Those of us who have experienced the frustration of trying to solve flotation problems by trial and error methods know what this means. I well remember 25 years ago at T.G.M.E. trying to improve the recovery from the flotation plant there by trying various combinations of reagents and then having to wait a couple of days for the assay office to give results. Even then, on the small scale laboratory tests which had to precede full scale tests one could never be sure that the results obtained were reproducible on the full scale. Here it seems we have a relatively simple apparatus which can measure instantly the effectiveness of various reagents under different concentrations and pH values, etc. It is most important, I believe, that developments of this kind be reported in our journal for the benefit of all involved in such work, not only so that we know about it but also in order to provoke constructive discussion which might lead to further developments. INTERNATIONAL SOLVENT EXTRACTION CONFERENCE, 1971 The Society of Chemical Industry has agreed to sponsor an International Conference devoted to the science and technology of solvent extraction. This will be held in The Hague in the Netherlands during the week commencing 19th April, 1971. The organisation of the Conference will be in the hands of a Conference Committee under the chairmanship of Mr B. F. Warner. The emphasis of the Conference will be on technical solvent extraction of both inorganic and organic substances, including basic principles and practical applications. Sessions are envisaged covering the chemistry of solvent extraction, industrial processes and economics, the performance of contacting equipment and the underlying phenomena involved, and the response characteristics and control of such units. Apart from the 800 kilometres of tunnel excavated annually in the gold mines, the 82 kilometre-long Orange-Fish Tunnel is being driven to carry water from the Orange River to the drier areas of the Eastern Cape Province. This and the realization that services such as water and transport are increasingly being carried underground in various parts of the world have emphasized the need for a forum at which the technology and potential of tunnelling can be discussed. TUNCON 70 is being supported by three professional engineering societies representing some 6,000 engineers, namely, the South African Institute of Mining and Metallurgy, the South African Institute of Civil Engineers and the South African Institution of Mechanical Engineers, as well as by the Geological Society of South Africa. The conference has three main purposes. Firstly, to pool and exchange expertise by authorities on tunnelling; secondly, to discuss future developments in tunnelling technology with the aim of making those concerned with long-term planning aware of the potentialities of tunnelling; thirdly, to propose standards for tunnel shapes and sizes. Adoption of standards for tunnelling equipment and accessories would be a major step forward in improving tunnelling efficiency. The five themes of the conference will be: tunnel utilisation, exploration, design, construction and standards. The conference will be held at the University of the Witwatersrand, Johannesburg, from 21st to 24th July, 1970. Atomaer (Pty) Ltd is a technology-driven company with interests in Western Australian nickel. Atomaer (RSA) Pty Ltd is a process technology company operating in Southern Africa. It is a subsidiary of Atomaer Holdings Pty Limited (Atomaer), which has operating companies in Australia, Africa, South America, and Europe. In addition, Atomaer has substantial shareholdings in Braemore Resources Plc, a nickel company with interests in sulphide nickel projects in Western Australia and Southern Africa listed on the Alternative Investment Market of London Stock Exchange (AIM); Mintails Limited, a gold company with interests in gold operations in South Africa listed on the Australia Stock Exchange; and Brinkley Mining Plc, a uranium company with interests in Southern Africa listed on the AIM. Independence Platinum Limited (IPt) has been formed by Atomaer to undertake the commercial development and exploitation of Mintek's ConRoast technology with the strategic objective of providing independent smelting and refining facilities with lower capital and operating costs for the treatment and processing of platinum concentrates, including those with high chrome and/or nickel and/or low platinum group metal values, for the development of platinum projects by junior resource companies in South Africa. The platinum mines of South Africa have traditionally exploited the Merensky Reef of the Bushveld Complex for platinum production. However, the mining of this reef is reaching depths that require significant vertical shaft systems and costly refrigeration for access to the ore bodies at deeper levels. In the past decade, all of the platinum producers have begun to mine the UG2 reef because of its cheaper mining costs. UG2 ore usually has lower platinum group metal contents and higher chrome values. The new junior resource companies have gained access primarily to UG2 reefs. Consequently, platinum mining is becoming more UG2-based and the resulting concentrates contain high levels of chromitite. UG2 concentrates are difficult to smelt in the current six-in-line submerged arc furnaces, and this leads to increased capital and operating costs for those smelting operations. The platinum mines of South Africa produce the majority of the world's platinum metal used in automotive catalysts and jewellery. As the platinum market is forecast to grow at a healthy rate into the future, the SA producers Anglo Platinum, Impala, Lonmin, and Northam are planning to expand mining operations in the next decade. Furthermore, a number of smaller new producers who are accessing other mineral resources are entering the buoyant market and will produce platinum concentrates for purchase or toll treatment. Hence, a shortage in both smelting and refining capacities is anticipated. Further smelting and refining facilities independent of the major platinum producers will be required in South Africa by 2010. Mintek's ConRoast technology is best suited to fill the need to treat a high proportion of UG2 concentrates in a cost-effective and technically efficient manner. Atomaer base metals technology has been developed for rapid leaching of nickel and other base metals from alloy. Significant reductions in capital and operating costs are expected from the combination of the two advances in process technology compared with that installed at the existing smelters and refineries that were established over 20 years ago. Independence Platinum will be listed on AIM and the Johannesburg Stock Exchange (JSE) in 2007, and developed as an independent, vertically-integrated platinum company using its independent smelting and base metals refining facilities as a strategic platform to promote the development and mining of platinum projects by junior resource companies in South Africa through technical co-operation, strategic alliances, joint ventures, off-take, toll-refining, and marketing agreements.

J. van Rensburg. Ten Council meetings were held during the year with an average attendance of eighteen. FINANCE The annual accounts, which are attached to this report, show an excess of expenditure over income of R2,124, compared with an excess of income over expenditure of R4,218 last year. There are a number of reasons for this substantial change. There was a loss on realization of investments compared with a substantial surplus in recent years. The publication of the Journal once again resulted in a large loss in spite of a generous subvention of R2,000 from the Department of Cultural Affairs and other assistance amounting to R750. The revenue from sales of publications was down considerably. This is a figure which fluctuates considerably from year to year. The secretarial fee was considerably higher than previously. Due to pressure of work it was necessary for the Secretary to relinquish his duties with the Institute of Land Surveyors and, therefore, for this Institute to assume the additional staff costs involved. Finally there was unusual expenditure on the 75th Anniversary celebrations. There was a pleasing increase in revenue from subscriptions, due to the steadily increasing membership, but this was quite inadequate to cover the substantial increases in expenditure and losses in revenue mentioned above. The changes that have been effected in the arrangements for the publication of the Journal have been mentioned elsewhere in this report. It is expected that these will bring about substantial financial benefits in the long term. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of Rl00 and the total fund was therefore increased by this amount to R4,206. The balance sheet indicates that the market value of quoted shares and debentures increased during the year from R8,755 to R13,059, while the Accumulated Funds now amount to R22,567 as against R24,691 last year. MEMBERSHIP Fifty-six Members, fifty-five Associate Members, thirteen Graduates, twenty-two Affiliates and twenty- nine Students were elected during the year. Twelve Members were admitted to Life Membership; seven Associate Members were transferred to the grade of Member; four Graduates and two Students were transferred to the grade of Associate Member; five Students were transferred to the grade of Graduate; three Affiliates were transferred to the grade of Member; five Affiliates were transferred to the grade of Associate Member. Three Members, seven Associate Members, two Graduates, two Affiliates and six Students were removed from the Membership Roll in terms of By-Law 7.7.1. In making this change it will conform to more general practice today in regard to publications and this should effect certain economies and facilitate selling of advertising space. It has been arranged that in future the publication of the Journal, including advertisement sales, will be handled by Kelvin Publications (Pty.) Ltd. who are already doing this work satisfactorily for the Mechanical and Electrical Engineering Institutes. In making these changes the opportunity was taken of redesigning the outer cover of the Journal to incorporate the new coat of arms. The Presidential Address by Mr R. C. J.
