Marked progress in safety has characterized the operation of coal mines in general in the State of Washington during the 5- year period 1928-1932 , particularly during the years 1931 and 1932. Physical conditions such as steep pitches , inherently bad roof and floor , prevalence of gas , and explosibility of the dust of Washington coals present certain definite hazards . Although advances have been made in accident reduction in Washington , the State still has far to go in that direction . The State has endeavored to reduce its coal -mine accidents by the usual method of making certain definite safety requirements mandatory . The value of education has not been underrated , but the educational method used has not altogether achieved the res lts desired by the industry itself , particularly within certain imdividual organizations . The past 2 years have witnessed a growth , in certain instances , of the essential ideas that the observance of safety precautions on the part of all is demanded if accidents are to be reduced , and that the initiating and carrying out of any program to promote and obtain desired results in accident elimination must begin and function from the top downward . Mining operations of Washington mines have been described in various publications of the United States Bureau of Mines .

Langbeinite, a comparatively rare mineral that has been reported from only five countries in the entire world, has recently attained considerable economic importance in the United States and Poland. As part of an ongoing program to develop high-quality materials with improved performance and service lives, and to conserve critical minerals, Bureau of Mines, U.S. Department of the Interior, researchers studied the process of hot-rolling metals, alloys, and composites in vacuum. First, a comprehensive review of the literature is presented, including the advantages and disadvantages of using vacuum. Next, details of hot-rolling titanium, chromium, and molybdenum-iron bimetal are given. Finally, the design of new equipment is described. At this time, it is uncertain whether hot-rolling metals in vacuum will gain commercial acceptance in the future.

The U.S. Bureau of Mines evaluated water-jet-assisted longwall shearers in full-scale laboratory tests and underground. Both test programs showed that use of high-pressure water did little to reduce the shearer motor energy required to maintain a given cutting rate. However, three other major benefits were achieved with the use of water-jet-assisted cutting. At a pressure of 1,800 psi, respirable dust levels were reduced about 80 pct compared with the dust levels of the conventional water spray system operating at 340 psi. Operating at higher pressures required for water-jet assist also resulted in an increase in the average size of coal cut, which translates into a decrease in product fines. Finally, although no controlled measurements of bit wear as a function of water pressure were made, mine personnel reported that the shearer bits lasted longer when water-jet-assisted cutting was used.

[The term "nonmetallic minerals? as commonly used is the mining industry, refers to those minerals of industrial importance that are mined essentially for uses other than for the metals contained. The field comprises several hundred rod minerals of industrial importance, of which 70 have can adequately described in the textbook Industrial Minerals and Rocks. A few o f the more important nonmetallic products are sand and gravel, salt, phosphates, clays, refractories, limestone, and cement materials. Some of the minerals, such as bauxite and pyrolusive, have both metallic and nonmetallic applications, but in this report only the nonmetallic mineral phases are considered. In the organic field of nonmetallics only coal is considered, as, the others - petroleum, natural gas, natural bitumens, and hydrocarbons - are of no importance in water softening.]

A calculation procedure was evolved by the Bureau of Mines for determining the heat-transfer characteristics of dilute gas-solid mixtures in an externally heated tube. The procedure accounts for differences in gas and particle velocities and covers a range of particle sizes. Heat transfer coefficients obtained by the calculation procedure are compared with values reported in the literature.

Production of crude petroleum in the Middle East (southwestern Asia) and in South America has increased greatly during recent years and has become a significant factor in the world's production of crude oil. Crude oil from fields in the Middle East increased from 256,164,000 barrels in 1946 to 305,833,000 barrels in 1947 and 417,201,000 barrels in 1948. Production from South American fields increased from 446,417,000 barrels in 1946 to 518,652,000 barrels in 1947 and 574,837,000 barrels in 1948. Crude-oil production from Canadian fields increased from 7,726,876 barrels in 1947 to 12,370,875 barrels in 1948, most of the increase being attributable to two fields, Leduc and Redwater, both represented by analyses in this report. Present indications are that production of crude petroleum from all these regions will continue to increase.

The fiscal year which ended June 30, 1932, although one of acute financial de ression was, nevertheless, one of distinct encouragement to those who have long struggled against the much too prevalent occurrence of accidents in coal mines, especially of coal mine fire and explosion dis- asters, both of which are now known to be readily preventable. Table 1 summarizes some important information about explosions in the United States coalies for the fiscal year which ended June 30, 1932, insofar as such information is available to the safety division of the United States Bureau of Mines, the personnel of which are under instruction to get in touch with and report on all mine explosions in their respective districts, including not only those occurrences with loss of life but also those in which for- tunately no lives, are affected. Table 1 gives data on 33 ignitions in 10 States with a total of 87 deaths for the year; the number of ignitions (33) is considerably groater than the number (26) for the previous fiscal year, and is exactly the aver- age number for the past four fiscal years; the mumber killed in the 33 ignitions (57) is materially lower than that (217) for the preceding fiscal year or the average (150) for the past four fiscal years. The States with the greatest number of deaths from explosions in the fiscal year ending June 30, 1932, were Virginia; 54; West Virginia, 11; Pennsylvania, 7 (6 being in anthracite mines); Alabama and Colorado, 4 each; Illinois and Kentucky, 3 each; and Maryland, 1. The greatest number of ignitions listod wes that for West Virginia, 7; then came Pennsylvania with 6 (2 being in anthracite mines); Alabama with 5; Colorado, Illinois, Tennessee and Virginia, 3 each; and California, Kentucky, and Maryland, 1 each. This study estimates capital investment, operating costs, and selling prices for four underground bituminous mines producing coal with annual production ranging from 1.06 to 4.99 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of December 6, 1974, under the Bituminous Wage Agreement of 1974, and costs for material and equipment are based on 1975 indexes. Initial capital investment ranges from $23,629,500 for the 1; 06- million-ton-per-year (MM tpy) mine to $79,907,500 for the 4.99-MM-tpy mine. Total capital investment ranges from $35,336,500 to $1 18,863,500 for the same mines. Corresponding selling prices for the coal range from $13.57 to $11.36 per ton, assuming a 15-percent discounted cash flow rate of return after Federal income taxes.

This report presents the results of two large scale field coal pillar strength tests (80 ft by 80 ft), the results of a series of laboratory small core sample tests, and the correlation between those field and laboratory tests. The concept of applying laboratory coal sample strength data to predict the in situ coal pillar strength appears to be feasible. The deformation property of large pillars can be obtained successfully by testing the coal sample in the laboratory within acceptable accuracy. There are prevailing directional strength and deformation properties in coal pillars along the butt and face cleat system.

"INTRODUCTIONHydrogen sulphide is probably the most toxic gas associated with crude oil. Hydrocarbon (petroleum) vapors themselves are harmful to the human system, but hydrogen sulphide, when present, is usually more important from the standpoint of health and safety. These conclusions were reached in an investigation of the toxic gases encountered in the transportation end refining of high-sulphur petroleum. The results of that investigation are presented in Bureau of Mines Bulletin 23l. although the writers of Bulletin 231 paid no direct attention to the production of oil in the field, they attributed to hydrogen sulphide reports of accidents caused by gas in the oil fields of Mexico.During the development of oil fields in Texas, a ""poison gas"" was encountered that constituted a decided health and safety hazard. The present report discusses an investigation of this gas made in July, 1926.The major portion of the investigation was conducted in the Panhandle field of Texas, but the study also includes the Big Lake and McCamey fields.Scope of WorkThe work undertaken in each field included:Examination of the gas-coming from representative wells at various locations in the field; also analyses of the gas-air mixtures to which the workmen were or might be exposed.Observation of symptoms of poisoning and severity of these symptoms."

The Bureau of Mines has recently identified five major factors that contribute to high respirable dust levels on the six U.S. longwall faces having the most difficulty complying with Federal dust standards: (1) a poorly structured cutting sequence, (2) a poorly designed external water spray system, (3) marginal waterflow to the cutting drums, (4) minimal controls at the stage loader and crusher, and (5) the lack of effective controls for dust generated during support advance. The results of this survey illustrate the need to address all the major sources of longwall dust generation and the need for mine operators to implement a variety of control procedures to assure compliance. The Bureau of Mines will continue to assist mine operators in implementing improved dust controls and will work to identify and evaluate controls for dust generated during support advance.

The petroleum sector continued to dominate Ecuador's economic activity in 1978, accounting for nearly 10% of the gross domestic product (GDP) and 42% of total export earnings. In 1978, a more flexible petroleum export price was adopted which permitted an expansion of foreign market opportunities. During 1979, Ecuador took advantage of disruptions in the world petroleum supply and renegotiated existing export contracts to accomodate the rapidly escalating world market price. Petroleum sales on the spot market were maximized, and prices reached unprecedented levels. By taking royalty payments in-kind, Ecuador increased its volume of petroleum available for term and spot sales. Although the volume remained about the same as in 1978, the total value of 1979 petroleum exports increased to about $920 million, reflecting a 76% increase over the $523 million received for 1978 crude oil exports. Concerned about its steadily decreasing petroleum reserves (recently estimated at about 1.1 billion barrels), rapidly increasing and heavily subsidized domestic consumption, and the prospect of having to import substantial amounts of petroleum by 1983, Ecuador announced plane which it anticipates will double reserves within the next 5 years. The Government plans to spend $1 billion over the 5-year period. Plans include drilling 325 exploration and development wells and establishment of a secondary recovery program for the Sachs and shushufindi fields. Some exploration wells are expected to reach a depth of 17,000 feet. It is thought that substantial reserves exist in the southeast Amazon region. Late in 1979, it was announced that some 10 million hectares will be available for exploration tenders-probably in blocks of about 200,000 hectares each-in the Amazon jungle of the Orients and in the coastal and offshore regions. The Government planned to commission a private, independent analysis of Ecuador's petroleum reserves that would also include recommendations on efficient production levels.

The Bureau of Mines is investigating a dewatering technique for coal-clay waste that uses a flocculant, polyethylene oxide (PEO). This flocculant forms strong stable flocs that can be dewatered on a static screen. A field test unit (FTU) using this technique was operated at approximately 400 gal/min, using a waste stream from the flotation circuit of a coal preparation plant. Consolidated coal-clay material con-taining 55 to 60 pct solids was produced when the flotation circuit slurries of 2.7 to 8 pct solids were treated with 0.1 to 0.3 Ib PEO per ton of solids. The FTU was also operated at 64.5 and 87.5 gal/min using a portion of the underflow slurry from the preparation plant's thickener. Consolidated coal-clay material containing 55 to 60 pct solids was produced when the thickener underflow slurries of 19 to 24 pct solids were treated with 0.08 to 0.2 Ib PEO per ton of solids. PED-treated materials continued to dewater when placed in a pit.

The Shanton magnetite-ilmenite deposits lie on the east flank of the Laramie Mountains, 43 miles northeast of Laramie, Albany County, Wyo. (fig. 1). The Shanton and other similar deposits in the Laramie Mountains were examined by Bureau of Mines engineers during 1942, 1943, and 1945, and a report2/ describing the results of a dip-needle survey and surface sampling was published in 1946. The Shanton deposits occur in a relatively flat section of the range at altitudes varying from 7,500 to 1,650 feet (fig. la). Prevailing rocks in the Shanton area consist of anorthosite with intrusive dikes of gabbro differentiates and granite. Titaniferous magnetite outcrops in five masses, which are separated at the surface by overburden and anorthosite.

As part of a program to devise alternative technologies for producing alumina from domestic resources, the Bureau of Mines investigated the leaching of calcined kaolinitic clay to form basic aluminum chloride solutions. Bench-scale experiments were conducted for single-stage batch leaching with AICl3 solution and three-stage countercurrent leaching with substoichiometric HCI. This U.S. Bureau of Mines report describes the results from an in-mine investigation of an alternative longwall gate road design. The coal mine operator modified the pillar layout (reversed the location of the big and small pillars) in a portion of a three-entry longwall gate road area. The modified pillar layout was an attempt to reduce stress and, subsequently, stress-related ground control problems (cutter roof and dynamic floor heave events) in the tailgate region during "second-panel" mining. The results from borehole pressure cells installed in the modified gate road area showed that the ground pressures in the panel edge and adjacent small pillar were significantly reduced during second-panel mining compared with ground pressures experienced in the typical pillar layout gate road areas. The reduced stress levels around the tailgate entry adjacent to the second panel, as compared with the tailgate stress levels with the typical pillar arrangement, contributed to improved tailgate ground conditions in the test pillar zone.

Four applications of radiotracer techniques in metallurgical research are described: (1) In electrowinning tungsten from scheelite, molybdenum 99 was used to detemine the molybdenum concentration of the fused alkali-phosphate bath and the electrowon tungsten; (2) an attempt to detemine the solubility of tagged ceric oxide in molten CeF3-BaF2-LiF was unsuccessful, but a high rate of cerium ion exchange was observed; (3) iron 59 was added to cerium during casting and used to follow the migration of iron during solid state electrolysis; (4) radiotracers were used in developing special analytical techniques applicable to high-purity rare-earth metals produced by molten salt electrolysis.

This report describes a computer program devised by the Bureau of Mines to model coal-mining situations where one or more panels encounter oil or gas wells. The program seeks in several hundred trials to evade the wells if possible or to minimize their influence by shifting or skewing the mine plan and/or adjusting the centerline dimensions of the entryways. Upon completion of computations, the program sorts the hundreds of models which have been tested, and lists the 10 best with their associated parameters. It also draws a mine plan of the best configuration, showing the entryways and crosscuts along with the "lost" coal remaining in the barrier pillars surrounding the various wells.
