The property being worked by the Lewiston dredge of Placer Development (Ltd.) is on the Trinity River in Trinity County, Calif., about 9 miles north of the town of Lewiston (see fig. 1). The nearest rail point is at Rending, Calif., which is exactly 50 miles bar road from the dredge camp. Recently a very good section of State highway has been constructed from Redding to Weaverville, and it is now possible to use this highway for 35 miles of the distance between the dredging property and Redding. The remaining 15 miles, however, are over ordinary dirt road. No trouble is experienced in reaching the property except for a few weeks during the middle of the winter when snowstorms may make travel difficult but not impossible. At present the property consists of about 500 acres of patented land, which extends for about 3 miles along the main Trinity River and Stuart's Pork. It is being worked with one 7-cubic foot, Bucyrus-type dredge, which has an average monthly capacity of about 100,000 cubic yards. To the end of 1931 approximately 10,000,000 cubic yards of gravel had been dredged.

The borides of the transition metals in Groups IV and VI exhibit, in addition to a certain degree of hardness, considerable resistance to heat and oxidation. They have high melting points (1,850°-3,060° C.) and low coefftcients of thermal expansion and can be bonded with other materials and hot-pressed to desired shape (cermets). The coal-bearing strata of Oklahoma occur in the eastern part of the state over an area of 14,500 square miles, 20.7 percent of the state&apos;s total area. Commercially valuable deposits of bituminous coal cover about 8,000 square miles in seams ranging from ten inches to five feet thick. Estimated reserves in Oklahoma are 1.6 billion tons, representing 0.3 percent of U.S. coal reserves. The vast majority of coal mined in Oklahoma used in a single power plant within the state. Oklahoma gained primacy when its regulatory program was conditionally approved January 19, 1981. Authority for the state to administer the Abandoned Mine Land program was granted January21,1982. On April 30,1984, the Office of Surface Mining substituted direct federal enforcement of the inspection and enforcement portions of the Oklahoma program. This substituted enforcement was based upon a finding by OSM that Oklahoma had not operated the inspection and enforcement portions of its program effectively. As of January 1, 1986, Oklahoma inspection and enforcement authority was reinstated. Full program authority was granted to Oklahoma on January 14, 1986.

Overview: The first step to emergency preparedness and maintaining a safe workplace is defining and analyzing hazards. Although all hazards should be addressed, resource limitations usually do not allow this to happen at one time. Risk assessment can be used to establish priorities so that the most dangerous situations are addressed first and those least likely to occur and least likely to cause major problems can be considered later. Purpose: This training package was developed to assist instructors as they (1) determine how to use risk assessment to improve safety preparedness and (2) present risk assessment concepts and tools to trainees. The concepts and tools presented here can be applied to any mine hazard.

In This Chapter [Measuring the gas emission from the coal Methane at the top of the silo Methane at the load-out area and Actions taken after a silo explosion] Methane accumulations in coal silos have resulted in the occasional silo explosion. These can be quite violent and dangerous because coal dust adds to the strength of the blast. However, with the appropriate precautionary measures, methane accumulations in silos can be greatly reduced. Mine Safety and Health Administration (MSHA) regulations at 30 CFR2 77.201 require that the methane content in the air of any coal silo be maintained below 1.0 vol %.3 Also, MSHA requires that methane tests be conducted before any electrical equipment is energized, unless a continuous monitor capable of deenergizing the electrical equipment is used.4 Measuring the gas emission from the coal. The first necessary step in dealing with silo methane issues is to measure the gas emission from the coal going into the silo. Such measure-ments allow one to estimate the silo ventilation needs and permit a comparison with the methane controls used at other mines that have similar gas levels. The gassiness of the coal can be measured by taking conveyor belt grab samples.5 Matta et al. [1978] measured the gas emission from conveyor belt grab samples using a simple desorption test. To conduct the test, they collected several grab samples of coal, weighing a few pounds each, from the conveyor belt entering the silo.6 They then sealed the coal into an airtight sample container that was equipped with a valve and short hose along with a pressure gauge. Every few hours they opened the valve and bled the emitted gas into a water-filled graduated cylinder that had been inverted and placed in a pan of water (Figure 11–1). The results are shown in Figure 11–2.

The U.S. Bureau of Mines has conducted studies to utilize rapid microwave heating to stress fracture ore samples. Iron ores containing hematite, magnetite, and goethite were subjected to microwave energy in batch operations at 3 kW and heated to average maximum temperatures between 840 and 940 °C. Standard Bond grindability tests showed that microwave heating reduced the work index of iron ores by 10 to 24 pct. In a microwave chamber designed to simulate a continuous throughput operation at 3 kW, the grindability of a taconite ore was improved by 13 pct at a bulk temperature of 197 °C. Because stress cracking occurred at a lower temperature, less energy was consumed. To further improve the economics of microwave fracturing, higher powers up to 16 kW were used to rapidly heat samples to relatively low temperatures in a continuous, belt-fed applicator. A significant improvement of grindability was obtained with a larger rod mill feed size in comparison to a minus 6-mesh Bond feed.

The United Status Bureau of Mines has recently collected samples of crude petroleum from well] in the newly developed Joiner, Kilgore, and Longview fields of Rusk and Gregg Counties in the East Texas district, and from the Van field of the East Central district of Texas. East Texas Cruder The four samples of crude oil from the East Texas fields are all typical "intermediate base" crudes according to the classification given by Smith and Lane. 3 Sample 31,063 is from the discovery well in the Joiner field. This well came in on October 3, 1930, with an initial production of 400 barrels per day. Sample 31,062 was obtained from a well that was completed on February 1, 1931, with an initial production of 3,500 barrels per day. The 32 East Texas crudes are produced at an average depth of approximately 3,600 feet. which is the deepest Woodgine-sand production so far encountered in any of the Texas or Louisiana fields.

The Bureau of Mines developed a mathematical model to predict the oxygen requirements for a miner evacuating a mine. The model accounts for variations in the miner&apos;s escape speed with mine airway height, and for the empirically determined expressions for the weight-specific oxygen uptake rate for upright walking, stooped walking (duck-walking), and crawling. A Fortran computer program that is user oriented was prepared based upon the model&apos;s constitutive equations. Specific instructions for utilizing the program, as well as applications to miner evacuation from a mine, are presented.

This paper presents one of a series of digests of foreign mining legisla- tion and court, decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Latin America has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. Individual abstracts of the laws of each of the countries herein discussed have been prepared and published separately. This general summary is presented for the use of mining engineers and investors whose interests extend over the borders of a single country. It is also designed to bring out certain general principles of mining law and, so far as feasible, to indicate the trend of mining legislation in South and Central America. In order to gain perspective, the details of legislation are not com- pletely covered in this paper, but an effort has been made to bring out essential differences as well as points of similarity in the laws of the various countries. The course of legislation is first traced chronologically and the points discussed are then arranged in tables in somerhat greater detail. .Si. With a very few exceptions the existing mining legislation of Spanish America is a development, of the Spanish "Law Decree of Bases" (more briefly referr- ed to as the "Decree-Bases") of 1868. This in turn was influenced, particularly in its classification of minerals, by the French law of April 21, 1810.

"INTRODUCTION AND RESUMEThe Reward zinc property was one of the first selected for exploration by the Bureau of Mines at time when zinc supplies for war production were very short. Preliminary examination indicated that an appreciable tonnage of zinc that could be developed for early production might be found by diamond drilling. The geology was mapped by the Federal Geological Survey, and 14 holes were diamond drilled by the Bureau of Mines. This work was started in September 1942 and completed in September 1943.The Reward is an old property in southwestern Pinal County, 26 miles from Casa Grande on the Southern Pacific Railroad. Mining was begun in the early 1880's and was continued intermittently by several operators to about 1917. About 400,0oo pounds of copper was produced from the north¬eastern part of the property, mainly from a 600-foot incline in oxidized copper ore that replaced a bed of limestone. This ore was mined out. A 400-foot vertical shaft in the copper area was inaccessible. A 325-foot vertical shaft had been sunk near the southwest end of the zinc-bearing area, and a 600-foot crosscut tunnel had been driven near the northeast end of the zinc area, but little zinc ore was produced. There were several shallow inclines and numerous surface pits between the main workings.The ores were deposited in Paleozaic limestones that strike northeast and dip about 40 degrees northwest. These are capped by Cretaceous clastic and volcanic rocks in the zinc area. The outcrops show mineralization in a segment of the limestone 4,500 feet long, which is limited by large cross faults at each end. Another large fault, which strikes north, separates the northeast third of the mineralized belt from the remainder. Copper predominates northeast of this fault and zinc southwest of it. The ore beds are cut by numerous small cross faults. Ore was deposited for short distances along some of these, but more of it made out from the fissures along certain replaceable limestone beds."

More than 500 fires are now burning in abandoned coal waste banks and coal deposits in the United States. Once established, such fires can burn for decades, and extinguishing them by conventional methods such as surface sealing to exclude air, excavation to remove fuel, or flushing to cool the fire zone is usually difficult and always expensive. Burnout Control, a technique developed by the Bureau of Mines for the control of abandoned coal fires, involves the accelerated combustion of coal in place with total management of the heat and fumes produced. A burning waste bank or mine is placed under negative pressure relative to the atmosphere, and heat and combustion products are drawn from the combustion zone through an exhaust ventilation system. Heat produced appears as sensible heat in the exhaust, at temperatures as high as 1,0000 C (1,832° F), and could be recovered for the production of steam, hot water, process heat, or electricity. The Bureau&apos;s first held field demonstration of Burnout Control was at Calamity Hollow in Allegheny County, PA (near Pittsburgh). Calamity Hollow was the site of an underground mine in the 1900&apos;s and was surface mined in the 1940&apos;s. In the winter of 1961-62, a fire of undetermined origin was discovered in the exposed coal. In 1963, the Bureau constructed a trench barrier around the fire and a surface seal over the affected area. The fire was isolated but not completely extinguished. In 1979, when the Bureau began work on the Calamity Hollow Mine Fire Project to demonstrate controlled burnout, the fire was still smoldering on the hot side of the trench barrier. The project, which was begun in December 1979 and ended in July 1982, consisted of the design, construction, operation, and subsequent dismantling of a Burnout Control ventilation system. This report is the fifth in a five-part series that describes the Calamity Hollow Mine Fire Project. The first report, part 1, describes the design and construction of the field installation. Part 2 will present the results of a continuous 4-month burnout operation. (Because part 2 involves the analysis of a substantial body of data, it will not be published until after publication of parts 1, 3, 4, and 5.) Part 3 describes the instrumentation used to control and monitor the progress of the burnout operation. Parts 4 and 5 deal with the closeout phase of the field demonstration. Part 4 describes the procedure used to quench the fire, and this part (part 5) describes the final excavation and backfilling of the heated zones. The reports in this series document the Calamity Hollow controlled burnout demonstration which showed that (1) controlled in situ combustion is a feasible method for controlling underground fires in abandoned mines, (2) the resultant thermal exhaust output is sufficient for energy utilization, and (3) water injection-fume exhaustion is a potentially effective method for cooling large underground fire zones. Further investigations of both Burnout Control and the water-injection-fume exhaustion quenching procedure are planned.

Pilots of the MH-60S helicopter are exposed to continuous whole body vibration (WBV). Pilot fatigue is a growing operational concern due to the increased frequency of extended durations of missions (6-8+hours) in support of Operations Iraqi Freedom and Enduring Freedom. Endurance aspects of the currently used rotary wing seating systems were not optimized for the longer missions and wide range of pilot anthropometric measurements, which is now typical of naval aviation. The current seating systems were designed primarily to meet crashworthiness requirements, not for the wide range of pilot anthropometry or to mitigate WBV. Albeit, an issue, pilot fatigue and reduced mission effectiveness are also critical concerns. Current Hazard Reports indicated that pain in pilots’ legs and backs begin two to four hours into the flight and increase with time. Mission readiness also decreases with an increase in flight duration due to the constant distraction of pilots shifting in their seats while trying to get comfortable. Froom, et al [2] reported a dose-response relationship between the length of military helicopter flights and back discomfort. He also concluded that this pain is typically dull, over the lower back, and its prevalence and intensity are dependent on the total flight hours of exposure. Methods This study evaluated WBV produced in the pilot seating systems onboard the MH-60S. The purpose of the study was to test and compare the effectiveness of two different seat cushions, the current seat cushion versus an anti-vibration seat cushion. Both seat cushions were measured for acceleration levels averaged over five-minute intervals using a triaxial seat pad accelerometer. The recordings were completed for a 3-hour straight and level flight. A frequency analysis from 0-80 hertz (Hz) was conducted on all acceleration measurements to determine the dominant axis and frequency of the pilots’ vibration exposure. The results were then compared to the applicable Threshold Limit Values (TLVs) established by the American Conference of Governmental Industrial Hygienists (ACGIH) [1] and the International Organization for Standardization (ISO) 2631.1 [3] to determine the MH-60S pilots’ permissible exposure time for both seat cushions. Results The results of the study showed that for both seat cushions the vibration levels of the z-axis at 16 Hz had the shortest allowable exposure duration, according to the ACGIH TLVs. In the z-axis at 16 Hz, the MH-60S’s current seat cushion’s acceleration levels indicated an exposure time limit of approximately 6 hours, while the anti-vibration seat cushion’s acceleration levels pierced the 8-hour exposure time limit curve. This is shown in the graph below.

This report summarizes the work performed under USBM Contract No. H0155155, "Demonstrating the Noise Control of a Coal Preparation Plant." A Consolidation Coal Company coal preparation plant (the Georgetown Plant) was selected for demonstration of various noise control techniques and materials in a commercially operating plant. At the start of the project, the 1650 tons per hour (tph) plant was surveyed to document the existing sound levels and worker noise exposures. On the basis of the survey, individual noise sources were characterized and assigned priorities for treatment. Four categories of noise control treatments were installed in this plant: ? Resilient impact pads ? Curtains ? Chute liners ? Resilient screen decks. Currently (1977) available resilient impact pads and curtains were found to be suit-able for general use in coal preparation plants; in the Georgetown Plant, they provided significant noise reduction [6 to 10 dB(A)]. The overall performance of the chute liners which also provided useful noise reduction, was strongly dependent on the specific installation. Although the resilient screen decks have the potential for 7 to 9 dB(A) of coal/screen impact noise reduction, blinding and delamination (in composite decks) en-countered at the Georgetown Plant represented major design problems for these products. This program achieved noise reductions of up to 10 dB in various areas of the Georgetown Plant (within the restrictions imposed by the plant&apos;s operation) resulting in significant reduction in worker noise exposures.

Kittusamy (Kittusamy & Buchholz, 2004) state that there have been few studies conducted to assess exposure to whole-body vibration (WBV) in the construction industry. They suggest that there is very little reliable data from the construction industry that characterizes exposure levels to various hazards including WBV or the health outcomes from such exposure and that there is a need for more exposure data. In a recent exploratory study of heavy construction equipment Cann (Cann, Salmoni, Vi, & Eger, 2003) looked at vibration levels for 14 different types of construction equipment. Eight of the 14 pieces of equipment tested exposed operators to levels of WBV that exceeded the recommended limits for an 8-hour period when comparing the measured VDV to the ISO 2631-1 standards. The purpose of the present research was not only to test a larger number of scrapers but also to investigate scraper operator exposure to whole body vibration (WBV) separately for each task. Methods 33 scrapers were evaluated for WBV in a variety of residential and road construction projects. Testing equipment consisted of triaxial accelerometers that allowed vibration data collection in all three orthogonal axes, with the x-axis positioned to measure vibration in the anterior-posterior direction, the y-axis in the medial-lateral direction, and the z-axis in the vertical direction. Root mean square accelerations (aRMS), vibration dose value (VDV), crest factor, and maximum transient vibration values (MTVV) were derived from this software and exported to an Excel™ spreadsheet for later data analysis. Test sessions for each piece of equipment lasted for approximately 20 minutes until at least three work cycles had been completed. Tasks included: idling while waiting for a bulldozer to push the scraper through the scraping phase, scraping, traveling loaded with dirt, dumping and traveling empty. Results Task breakdown by time reveals 25% of the work cycle was spent traveling fully loaded with dirt, 19% dumping, 21% traveling unloaded, 17% idling and 18% scraping. Calculation of aRMS vector sums gave values of 2.55 m/s2 during loaded transport, 2.46 m/s2 during dumping, 2.31 m/s2 during unloaded travel, 0.55 m/s2 during idling and 1.46 m/s2 during scraping (see Table 1). The highest acceleration values recorded were found in the z-axis during fully loaded transport reaching an average aRMS over three work cycles of 2.55 m/s2.

This paper addresses establishment of an experimental system for measuring biodynamic response (BR) of hand-arm system at the NIIH in Japan. BR measurement system at the NIIH is nearly equivalent to NIOSH installed system. The feasibility of the system is examined through the apparent mass (AM) measurement of the empty handle and a set of calibration masses. Apparatus The grip force was measured by using the handle shown in Fig. 1. The handle has two force sensors (KISTLER, 9212) and one accelerometer (PCB, 356A12). A low-pass filter with 5 Hz cut-off frequency was used to the grip force from measured force signal. Figure 2 shows BR measurement system in this study. The push or pull force at the handle was measured by using the force plate (KISTLER, 9286AA). The grip force and the push / pull force were displayed on a monitor. The shaker (IMV, VE-100S) is used to vibrate the hand-arm system along the forearm axis (Zh direction) (ISO 10068, 1998; ISO 5349-1, 2001). In most situations force actions for operating tools are expressed by grip, push, pull and combined these actions. These actions can be simulated in the test system. AM was obtained by performing H1 estimator in the PULSETM system (B&K, 3109) and it is denoted at the one-third octave band center frequencies. [ ] Methods In order to investigate the reliability of the system, AM measurement of the handle was performed. It is assumed that the handle is rigid in the upper limit of adoptive frequency range in this study. This assumption is validated in AM measurement of the empty handle. A pseudo-random vibration in the frequency range of 10 to 1,250 Hz was used and its amplitude is 1.0 (m/s2)2/Hz with a flat power spectral density (PSD) in the experiment. Measured AM includes the mass effect of the measuring cap in a subject experiment. Compensated apparent mass AMc(?) is obtained by Eq. (1) 1-2.

The patent issued to Sulman, Pickard, and Ballot, November 6, 1905, and assigned to Minerals Separation and Minerals Separation American Syndicate, for new and useful improvements in ore concen- tration, its object being to separate metalliferous matter from gangue by means of oils and fatty acids that have a preferential affinity for such metalliferous matter, the principal feature of which is "agitat- ing the mixture to cause the oil-coated mineral to form a froth," was clearly anticipated by other patents, and each step in the process described in the Sulman, Pickard, and Ballot patent is fully described in more than one of the prior patents, with the single exception of the reduced quantity of oil used; but the discovery that the small fraction of oil is sufficient to produce flotation of the metalliferous matter can not be made by itself or in combination, the subject of a patent. In an action by the grantor of a certain mine and mining property against his grantee to recover damages for the conversion of a quantity of ore that the grantor before the conveyance had mined and extracted from the mine and placed on the dump near the mine, the plaintiff is not entitled to recover where it appears that at the time the ore was placed on the dump the mine was owned and operated by a mining company and that at the time the ore was taken out of the mine the company had no intention of doing anything with it but simply deposited it on the dump as waste and to give an opportunity to develop the mine and get better ore to send to the smelter, and that
