As mechanical shock and vibration environments evolve, it is important to understand their potential effect on human operators. Human beings are sophisticated mechanisms comprised not only of passive components with mass, damping, and stiffness characteristics, but also of components that can actively affect apparent mass, stiffness, and damping. Because the lumbar spine can exhibit local, short-column buckling, stability of the human trunk depends on the responsiveness of the neuromuscular control system.1-2 We have been evaluating the ability of patients with back pain to respond to a series of sudden loads. We believe the results have implications for isolation design and standards development. Methods 153 patients, aged 21 to 55, presenting with back pain agreed to enroll in a research study that randomly assigned them to one of three treatment arms: high velocity low amplitude spinal manipulation, low velocity variable amplitude spinal manipulation, or wait for 2 weeks and then be randomized to one of the above groups. Response to sudden load testing was one of a battery of baseline evaluations performed upon entry into the study and prior to treatment. EMG electrodes were attached to the skin over the paraspinal muscles of the standing participant bilaterally 3 cm from midline at the L3 level. While standing upright on a force plate (Bertec), participants were fitted with a strap around their back and hooked to a load cell in front of their chest. An accelerometer was rigidly attached to the load cell. Impact was applied to the chest using a cord attached to a falling weight. The weight’s fall distance was varied between 9 and 13 inches to account for the size of the subject. The subject was blindfolded and wore headphones playing white noise to prevent cueing of when the weight was dropped to apply the load. Hence, although the participant knew a load was about to be applied, he or she did not know the instant it would occur. Just before the weight was dropped, a 4 second data collection process was started for the two EMG electrodes, load cell, accelerometer, and force plate. The load drop was repeated 6 times, at irregular intervals, over a period of 2 minutes. The raw data thus collected was reduced to obtain several values: 1) length of time from the pull on the harness to the beginning of the response of the left and right paraspinal muscles (LES, RES), 2) time and magnitude of the maximum response, 3) force and acceleration experienced at the chest, and 4) the time and magnitude of the center of pressure location (COP). A general linear model was used to evaluate the results. Results For the EMG data, of the 1,824 observations made, 90% of them indicated a response. Prior to the sudden load, resting muscle activity was different between left and right sides (p=0.0001) and between males and females (p=0.0001). Female subjects began to respond to the sudden load within 92 to 110 ms and males from 101 to 109 ms. Females exhibited more variation in starting

Mass spectrometric analyses were obtained for naphthalene and anthracene oils, heavy creosote, and three fractions of a pitch. The average molecular weight, aromaticity, and mean structural unit were determined for each fraction. The investigation of these fractions of coal tar has resulted in semiquantitative data for 38 structural types and carbon number distribution data for their alkyl derivatives. The molecular weights of 10 of these structural types indicate ring systems not previously reported in products from high-temperature carbonization of coal. Two of these structures are poly-nuclear aromatic hydrocarbons, two are oxygen-containing compounds, one contains sulfur, and five are nitrogen-containing compounds.

Uniaxial compressive strength of rock is usually determined in the laboratory from cylindrical samples that vary in diameter from 5/8 to 8 inches, using a spherically seated compression head of unspecified size. The Bureau of Mines conducted a series of tests on limestone, marble, sand-stone, granite, and plaster of paris to determine the influence of the spherical head sizes and the specimen diameters themselves on the uniaxial compressive strength. Cylindrical samples of several different diameters of each rock type, all having a length of twice their diameter, were prepared and broken using at least three different diameter spherical heads. Analysis of the data shows that spherical head size does not significantly affect the uniaxial compressive strength of cylindrical rock samples. However, the diameter of the rock specimens does significantly affect the uniaxial compressive strength. Within the range of specimen diameters tested, a coefficient of variation of 6.4 percent for plaster of paris can be attributed to the selection of specimen diameter alone. Similarly, a maximum coefficient of variation of 4.7 percent for the rock types tested can be attributed to the specimen diameter alone.

Various aspects of judgment and decision-making are key themes in this book. The model presented here serves as a loose structure for the chapters that follow this one. The notion of a model is introduced because growing research interest in the subjective aspects of group and individual behavior has led to a debate over whether judgment is a skill that can be understood scientifically. A related point of contention is whether such an understanding could lead to the development of methods for estimating people's ability to make good decisions during an emergency. There is some literature that supports the potential usefulness of this approach. However, little agreement seems to have been reached on how to define and operationalize even those basic concepts necessary to assess the soundness of decisions from within their environmental and group contexts [Jensen and Benel 1977; Godden and Baddeley 1979; Baumann and Bourbonnais 1982; Brecke 1982; Stone et al. 1985]. A look at the real-world process is clearly needed. The need to attempt a better understanding of judgment and decision-making properties stems from those occasions in the existence of an organization when there is a lot at stake. The process of decision-making (which is part of the exercise of judgment) has been analyzed in situations such as corporate takeovers [Janis and Mann1977], military combat [Begland1979], clinical emergencies [Baumann and Bourbonnais 1982], and aviation events [Billings and Reynard1984]. The fundamental assumption of these analyses is that, while there are untold successes, there are also notable numbers of failures resulting from decisions that can be ascribed to one or more errors in judgment. From a cognitive perspective, any person engaged in decision-making (either alone or in a group) is actively involved in a process characterized by certain elements. These were mentioned in chapter 1, but are reiterated briefly at this point: (1) detection of a problem, (2) definition or diagnosis, (3) consideration of available options, (4) choice of what is perceived as the best option given recognized needs, and (5) execution of the choice based on what has transpired [Flathers et al. 1982; Baumann and Bourbonnais 1982]. At any moment in this process, there are factors at play that have a large impact on one's ability to solve complex problems in a limited time: (1) an internal state [Hedge and Lawson 1979] is the sum of a person's psychomotor skills, knowledge, attitudes, etc.; (2) uncertainty [Brecke 1982] is caused by faulty or incomplete information received from the external environment; (3) stress [Biggs 1968; Jensen and Benel 1977] is generated both by the problem at hand and any background problem that may exist; and (4) complexity, as it is used here, refers to the number of elements involved that must be attended to. These variables are depicted in figure 5.1, and their relationship to each other and to an outcome is indicated. This schema is designed to suggest interaction, because while the judgment and decision-making process may be conceptualized as discrete stages, experience tells us that this is not the way people function in real-world situations.

"Many of the hoisting slopes at the mines in the State of Washington are driven on extra steep dips. To facilitate hoisting they are driven wide enough to provide two tracks. The cars are handled by high-speed, first-motion electric hoists and the trips run in balance.The State mining laws a provide that special man-cars be provided on slopes of 20° or more and that no one be allowed to ride while any loaded car is being hoisted in any slope in a mine. Obviously, in addition to the fact that it is more or less hazardous to ride while an empty trip is being hoisted, considerable hoisting time is lost during the day if some one has to ride the trips in the slope.Owing to the locations of pumps and various types of equipment, more or less travel is required up and down the slope. Not only to provide a proper safety factor but also to comply with the law, some other means of transportation in an¬other passageway is desirable. This is sometimes recognized in large mines by pro viding separate hoisting shafts, or slopes, and necessary equipment, which are use for transporting men and material. The handling of material in itself would justify the system in most large mines.The following description of an automatic electric man-hoist was prepared from data furnished through the courtesy of Mr. Thomas Murphy, superintendent of the Northwestern Improvement Company's mines in the Roslyn-Cle Elum coal field.The special features of this hoist are that no hoistman is required and its operation is always under the control of the person or persons riding the trip.The hoist was installed at mine No. 5, Roslyn, Washington, to provide a means of entering and leaving the mine on idle days or at night when no hoistman was on duty and to make it unnecessary to use the main hoist for a man trip during working hours. It has been in operation for about two years and has given very satisfactory service.The hoist, with all accessories, is housed in a concrete building 200 feet back from and in direct line with one of the main airways. One car with a capacity of six men operates over a distance of 1,200 feet on a 38° pitch.The wiring details of the electric circuits which control the operation of the hoist are shown in Figure 1-a.The hoist is driven through a worm gear by a 500-volt shunt-wound direct-current motor at a car speed of 120 feet per' minute. A gravity friction brake with magnetic release is mounted on the- motor shaft and is wired in multiple with the motor field coils. The hoist drum is also equipped with emergency friction brakes, which operate by gravity and are released, in case of overspeed, by the governor geared direct to the drum shaft. When these brakes set the control circuit is opened at contact 2E-2C and the motor stops.If the descending car meets some obstruction and is stopped, the hoist continues to run and unwind the rope. To guard against this occurrence, a weighted sheave wheel rides the rope 4 feet from the drum, and if the rope becomes slack the rider drops downward and opens the contact 2C-2E which stops the hoist.Limit switches, S1 and S2, are located on the hoist indicator, which is connected to the drum shaft through sprockets and chain. The pointer P indicates the position of the hoist at all times."

Low- temperature heat capacities of strontium chloride (7° - 300° K) and strontium fluoride ( 11 ° - 300 ° K) were measured with an adiabatic calorimeter . Smooth values of heat capacity , entropy , enthalpy function , and free - energy function were calculated from the heat - capacity data . The smooth values are reported at 10 ° K intervals and at 273.15 ° and 298.15 ° K.

The Bureau of Mines recently investigated dust generation and methane liberation during half-and full-web cutting at a double-drum shearer longwall face. This study was conducted to ascertain the health and safety aspects of wider web shearing at longwalls. Results from these underground tests showed that deeper web cutting reduced dust generation and methane liberation per ton of coal mined, while significantly improving shearer production rates. When cutting with the airflow (head-to-tail cut pass) full-web cutting decreased dust generation per ton by 16 pct at the shearer and 6 pct at the tailgate, with an increase in shearer production rate of 72 pct. Methane liberation per short ton also deere~sed by 36 pet at the shearer and 22 pct at the tailgate. Full-web cutting against the airflow (tail-to-head cut pass) decreased dust generation per ton by 41 pct at the shearer and 37 pct at the tail-gate over half-web cutting, with an increase in shearer production rate of 61 pct. Methane liberation per ton also decreased by 35 pct at the shearer and 41 pct at the tailgate. These improvements for full-web cutting are a reflection of improved cutting efficiency (less dust and methane produced from cutting) and less new face area exposed per ton of coal mined (less methane liberated from face per short ton of coal mined).

During the past 6 years the Mining Division of the U.S. Bureau of Mines has prepared many information circulars containing valuable technical data covering the operating details of mining and ore-dressing plants throughout the United States, Canada, Mexico, and other countries. These papers, written for the most part by operating officials in the field, have been designed to comprise a reference library for the operating engineer. In order to make the information contained in these publications more readily available to the busy engineer the enclosed series of reference tables has been compiled. The tabular arrangement is by subject rather than alphabetical order, thus avoiding the bulk of an alphabetical index.

Vibration transmitted to the upper limb by the chronic use of hand tools can result in cold-induced vasospasms finger blanching and cyanosis, similar to that seen with Raynaud’s phenomenon (4). These vasospasms, commonly referred to as vibration white finger (VWF), are in part the result of an increased sensitivity of peripheral arteries to the vasoconstricting effects of norepinephrine (e.g., (1-3)). However, alterations in vasodilating factors could also contribute to vasospasms. The goal of these studies was to determine if exposure to a single bout of vibration alters concentrations of the vasodilator, nitric oxide (NO), in a rat tail model of vibration. To determine if vibration exposure alters NO, we exposed animals to a single bout of vibration and measured concentrations of the synthetic enzymes, nitric oxide synthetase (NOS)-1 and NOS-3 in the ventral tail artery. We also directly assessed arterial concentrations of NO using a nitrate/nitrite assay. Methods General apparatus. Animals were placed in Broome-style restrainers, and their tail was secured to a vibrating or stable platform. Rats were exposed to a single 4 h bout of tail vibration (125 Hz, acceleration of 49 m/sec2 r.m.s.) or restraint control. Animals were euthanized with an overdose of pentobarbital (100 mg/kg) and the ventral tail artery was dissected and frozen. Experiment 1: Male Sprague Dawley rats (6 weeks old, n = 32) were used for all exposures. All animals were maintained in AAALAC accredited facilities, and all procedures were approved by the NIOSH Animal Care and Use Committee, and were in compliance with the CDC Regulations for the Care and Use of Laboratory Animals. Animals were euthanized 1 or 24 h after the completion of the exposure. Western analyses were performed on total proteins (80 µg/lane) isolated from the C16-18 artery segments. Band densities were detected by chemiluminescence and quantified using Scion Image, and analyzed using 2-way ANOVAs. Experiment 2. Nitrate/nitrite concentrations.. Male Sprague Dawley rats (n = 24, 6 weeks of age) were maintained and exposed as described above. All animals were euthanized 24 h after the exposure and the ventral artery was collected. Nitrate/nitrite concentrations were measured in ventral artery tissue homogenates using the nitrate/nitrite colormetric Assay Kit (Caymen). Results Analyses of band densities revealed that there was an effect of time (F(1, 17) = 6.03, p < 0.03) on NOS-1 protein in arteries exposed to vibration, with NOS levels being lower in arteries collected 24 h after the exposure than arteries collected 1 h after the exposure. Although NOS-1 proteins concentrations were slightly lower in control arteries collected 24 h after an exposure than arteries collected 1 h after exposure, post-hoc contrasts indicated they were not significantly different than 1 h controls. In contrast, NOS-1 band densities from arteries collected 24 h after the exposure were lower than those collected 1 h after the exposure (p < 0.01; Figure 1). NOS-3

Research performed by the U.S. insurance industry has determined that mine subsidence is uninsurable. Consequently, the insurance industry has decided not to voluntarily offer mine subsidence insurance. The U.S. Department of the Interior has long been investigating the effects of mine subsidence. These investigations have resulted in Federal regulations and controls of mine subsidence. This U.S. Bureau of Mines report generally describes mine subsidence, the development of mine subsidence insurance programs, and the eight current mine subsidence insurance programs in the United States. The States that have these subsidence programs include Colorado, Illinois, Indiana, Kentucky, Ohio, Pennsylvania, West Virginia, and Wyoming. Major aspects of the programs include history, administrative and operational procedures, insurable structures, recognition of mine subsidence, major exclusions, claims, insurance premiums, and the economic health of each program. Addresses of agencies involved with mine subsidence insurance are also given. Information within this report can be useful for residential and commercial property owners and mine operators. States that are considering starting or have an existing mine subsidence insurance program can also use this report as a model for initiating or modifying their programs.

Purpose: This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings. Intended Use: This material has been developed for use in short safety-training sessions such as start-of-shift safety or Atoolbox@ talks. The information can be presented in approximately fifteen minutes and is appropriate for workers at all experience levels. While the examples and illustrations are taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. Materials Needed: The instructor will need to prepare the figures provided in a form that can be seen by the entire class. Suggested methods include the use of: (1) overhead transparencies, (2) laminated pages that can be held up for small groups, and/or (3) handouts with copies of the figures for each trainee. As a supplement, stickers featuring the communication triangle can be placed on hard hats, telephones or other communication devices to remind workers about the key to effective emergency communication. The Talk: The accompanying script is a guide for presenting this safety talk. Training is enhanced if these materials are covered but not simply read by the trainer. Examples given in this guide are from real experiences. To make training more interesting and effective, the instructor can substitute examples from his/her workplace. Ohio has an estimated 46 billion tons of coal beneath 12,000 square miles of the eastern third of the state. Recoverable coal reserves within this vast area are estimated at 21 billion tons, 3.2 billion tons of which have been mined since 1800. Ohio is the eleventh-largest coal- producing state in the nation and ranks third nationally in coal consumption. Coal resources in Ohio lie in as many as 60 identifiable coal seams along the northwestern flank of the Appalachian coal basin. Except where interrupted by minor faults and erosional discontinuities, these rocks dip gently and uniformly to the east, simplifying the mining methods needed to extract the coal. Fourteen of Ohio&apos;s 60 coal seams are considered to be important, although only a small number of seams are currently being mined. Ohio first enacted a surface coal mining law in 1948, requiring in part a $100 per acre reclamation bond. Ohio progressively strengthened its surface mining law in 1949, 1955, 1959, 1961, 1965,1972,1975,1978, and 1981. At the time of its enactment, Ohio&apos;s 1972 mining law was one of the most stringent in the country. This law also created a state coal severance tax of four cents per ton to be used for abandoned mine land reclamation. Ohio received primacy to regulate the surface coal mining operations within the state August 16,1982. Its Abandoned Mine Land Program was approved on the same date.

A study was made of filtration techniques for recovering the major part of the tin contained in iron - tin alloys known as hardhead . Special smallscale filtering apparatus and a three - stage cyclic process were developed . Eighty- seven percent of the tin contained in an alloy of 82 percent tin and 17 percent iron was recovered as pure metal by pressing at 975° C followed by a second pressing at 800 ° C and a final filtering at 250 ° C. Small amounts of Sb , Cu , and Fe impurities were removed by adding Al to the molten product and performing another filtration at 250 ° C.

This research explores the emergence of leadership in a crisis situation. The study by the U.S. Bureau of Mines focuses on three underground mine fires and the resulting evacuations. The subjects for this study are 48 coal miners, who evacuated the mines as part of eight escape groups, The subjects described their escape during an open-ended interview. Data were coded according to: (a) evidence of leadership behavior, (b) evidence of lack of leadership behavior, and (c) characteristics of the individual in each group who led the subjects out of the mine. During analyses, attributes of the leaders, who facilitated the escapes, were noted and compared as were instances of lack of leadership. The structure of the group leadership before the crisis was compared with the reality of the leadership during the crisis. Some groups experienced an apparent breakdown of leadership during their escape, while others witnessed the emergence of leadership. Consensus characteristics of the leaders, who emerged during these crises, are discussed and generalizations drawn. Research into leadership during emergency escapes is needed to provide information for training in prevention, escape, and rescue. The authors suggest questions for further investigation and topics for further inquiry into the area of leadership evolvement during crisis.

In recent years, west-central Arizona and adjacent California have become the focus of geologic and exploration attention because of its excellent exposure of detachment-fault terrane. Detachment faults, normal faults with nearly horizontal fault planes, are the result of regional extension. Rocks on the lower plate consist of mylonitized intrusive, metasedimentary and crystalline rocks highly altered to chlorite; upper plate rocks comprise sedimentary, volcanic, metasedimentary, and metavolcanic rocks. The movement of the detachment fault causes the rocks on the upper plate to be severely fractured and brecciated thus making them Ideal conduits for mineralizing fluids. Mineralization favored the more reactive sedimentary and volcanic rocks of the upper plate. Three gold deposits, located in upper plate rocks, are currently being mined along the Colorado River corridor: the Picacho Mine near Yuma, Arizona, 70 mi south of the study area; the American Girl Mine In southeastern California, 60 mi southwest; and the Copperstone Mine near the southern end of this study area. Samples from the above three mines were used to create a geochemical model of detachment-related gold deposits. Antimony, arsenic, barium, copper, mercury, molybdenum, manganese, tungsten, and zinc all occur In the mine samples in concentrations at least three times greater than found elsewhere in similar rock types. Samples taken by the Bureau from the wilderness study areas contain similar anomalous concentrations of the same elements as well as elevated concentrations of several other elements Including: lead, fluorine, cerium, uranium, and samarium.

Late in 1974 at a meeting with the Cedar Coal Company in Chelyan, West Virginia, a very definite requirement for an automatic heat sensing fire suppression system for the type coal augers used in their mine was revealed. Several fires had been experienced, and while equipment loss was a consideration, operator safety was also a concern. As of that date no one had developed an automatic system specifically for fire suppression on coal augers. II. EQUIPMENT DEVELOPMENT As a result of the above meeting, an unsolicited proposal was made to the Bureau on March 1, 1975, and a contract was issued to provide the following services: A. Determine and define fire hazard problem on Compton Coal Auger. B. Modify or otherwise mike a Lease "AFEX" system suitable for protecting the fire hazard area developed in paragraph "A". C. Make installation of "AFEX" system. D. Monitor installation for reliability for a period of 90 days after installation. C. ConJurt a simulated fire test to determine effectiveness on system.

Research in the field of mining safety and health in the United States plays an important part in protecting the lives of miners. The National Institute for Occupational Safety and Health (NIOSH) Mining Program conducts surveillance, studies and developmental work aimed at improving the safety and health of miners. With recent reviews of the Mining Program by the National Academy of Sciences and the Mining Program response (NIOSH, 2008), the importance of setting goals, conducting high quality engineering and scientific research and evaluating the outputs, outcomes, relevance and impacts of these projects has been reemphasized. Surveillance of reported injuries is a first step in deciding on research directions and in designing specific projects. Groups of injuries often share features and attributes that suggest common causes and may respond to similar preventive efforts. Identifying groups of injuries also serves to prioritize intervention efforts. The Mine Safety and Health Administration (MSHA) Accident and Injury database (MSHA, 2008) provides individual case reports of mining injuries, illnesses and certain no-injury accidents (events such as roof falls that stop mine production or miners? activities for more than one hour). This database is an indispensable resource for researchers and stakeholders needing information on the statistics of these events. From an epidemiological perspective, research projects target groups of miners at risk due to specific patterns of work, equipment, mine settings and the management of safety and health in their mines. Incidence rates are provided by the MSHA data for selected variables, such as surface/underground location, standard industrial classification and state. While incidence rates are the preferred measure for all variables, denominators are not typically available; for example, to more clearly under-stand the data about injury by occupational type, it would be necessary to conduct demographic surveys. A current survey of the demographics of the mining industry should be complete by 2010, which will allow incidence rates to be developed for a number of variables such as age, occupation and experience. This survey will provide the first update of its kind since the first survey was conducted in 1985.

Some fundamental facts regarding noise are summarized. Guidelines for reducing plant noise are indicated, and simple means are discussed for determining, whether quieting of specific equipment items will reduce plant noise significantly. Design and installation recommendations are made for quieting chutes by means of dams, impact cushioning pads, impact shields, and damping materials, and for quieting; screens by means of resilient decks, lined screen bottoms, drive mechanism enclosures, and side plate additions. A brief account is appended of the wear and productivity performance of resilient materials observed in three cleaning plants.

The U.S. Bureau of Mines (USBM) conducted experiments to determine if training using a latent- image, three-dimensional (3-D) slide simulation exercise improved miners&apos; ability to recognize roof and rib hazards. The effectiveness of this innovative type of classroom training was investigated by measuring workers&apos; performance on a hazard recognition task. The study was unique in that hazard recognition skills were assessed in the workplace using actual coal mine roof and rib hazards. Results showed that training with a latent-image, 3- D slide simulation exercise significantly improved each subject&apos;s performance on the in-mine hazard recognition task. Further, the USBM researchers concluded that transfer of learning from the classroom to the workplace occurred.

"In this report, we demonstrate that NF-KB, a ubiquitous transcription factor, plays an essential role in silica-induced inflammatory mediator production in the mouse macrophage cell line RAW 264.7. Compared to the effect of lipopolysaccharide (LPS), silica mediated a stronger activation of NF-KB p50/p50 homodimer at early phase of poststimulation. Furthermore, activation of NF-xB by silica and LPS appears to be mediated by different signal transduction pathways. Both silica and LPS increased mRNA expression in these cells for cyclooxygenase II, inducible nitric oxide synthase, tumor necrosis factor-a and interleukin- I a. This expression was attenuated along with the inhibition of NF-KB activation. It is well documented that exposure of alveolar macrophages to silica can initiate excessive production of inflammatory mediators and cytokines from several early response genes (1-3). At the DNA level, a common structural characteristic of these genes is the presence of one to five NF-lCB binding sequences (KB) in the 5'-flanking region (4-6). In resting cells, NF-KB is retained in the cytoplasm in an inactive form by binding to inhibitory protein known as hcBcx, hcB~. p 105 (precursor of p50) and p 100 (precursor of p52) (7-9). Upon cellular stimulation, these inhibitory proteins are proteolytically degraded or processed by certain proteases, which allows the liberated NF-KB to translocate into the nucleus as an activated form to initiate or regulate early response gene transcription by binding to its consensus element (GGGRNNYYCC)(7).In this report, we demonstrate that silica can efficiently induce NF-lCB activation in RAW 264.7 cells, and that silica displays different characteristic from LPS in the activation of NF-KB, both with respect to NF-KB subtype composition and the signal transduction pathway that leads to the activation of NF-KB. In addition, abrogation of NF-KB activation by inhibiting the protease can dramatically reduce the mRNA expression of cyclooxygenase II, inducible nitric oxide synthase, tumor necrosis factor-ex (TNF-o.) and interleukin-lex (IL-lex). These findings strongly suggest that NF-KB plays an essential role in silica-induced inflammatory mediator production in the monocyte/ macrophage cells."
