Considering the magnitude of today's public concern with critical mineral and fuel materials, regarding both their midterm and long term availability, the Nation is fortunate to have in place and operating the coordinated data systems of the Geological Survey and the Bureau of Mines. Under the supervision and policy direction of the Assistant Secretary--Energy and Minerals, these Department of the Interior agencies have long been responsible for important mineral activities in the Federal Government. Aside from their highly respected mineral industry publications such as the monthly Mineral Industry Surveys, annual Commodity Data Summaries and topical Professional Papers and Reports of Investigation, the Bureau of Mines and Geological Survey data bases and expertise have been readily available for use in emergency situations. Policymakers and decisionmakers in government have placed major reliance upon this ready mineral data and analytical capability in World War II, the Korean War, the recent price control era, and the Arab oil embargo.

The techniques are discussed briefly in the following sections. However, detailed information on the techniques is provided in the cited references. INTRODUCTION Coalbed methane, if not properly controlled in the underground mine environment, is a safety concern due to the potential risk for an explosion. This is a particular problem during longwall mining, where the high rate and volume of coal extraction can result in the release of large amounts of methane from the mined coalbed and other adjacent gas-bearing strata. The variability and potential hazards of these sometimes unexpectedly high gas flows provide the impetus to develop methods to predict methane emissions into the underground workplace. A forecast of the volume of gas that might be released during coal mining is helpful for designing ventilation systems and for implementing optimum methane drainage strategies to help mitigate expected gas emission problems. A complete assessment of the need for methane drainage prior to mine development generally requires both an empirical and a theoretical approach. If there are active mines in the general area with similar geologic conditions and coal characteristics, a review of gas problems in those mines provides an initial insight into the level of gas emissions to be expected at a new location. In addition, relatively simple methods exist to determine the in situ gas content (volume of gas per unit weight of coal) of the coalbeds in a particular mining area, as well as the gas-in-place (volume of gas in the coalbed(s) within a defined geographic area).

"Researchers at The Pennsylvania State University are engaged in a project to understand the mechanics of respirable size fragment formation in coal. The project is based on the premise that a thorough understanding of the fundamental mechanics of fine fragment formation may lead to techniques for reduction and better control of coal dust problems in mines. Presently, it is believed that the mode of fracture propagation which can range from pure tensile to pure shear or any mixed mode in between and the loading or displacement rate can influence the amount of respirable size fragments that are generated on new fracture surfaces during the fracture propagation process The essence of any coal cutting process is one of mixed mode fracture propagation. To study the crack propagation process, a unique mixed mode testing rig was designed and fabricated. This rig is capable of applying loads to a prenotched test specimen that range from pure Mode I (tensile mode) to nearly pure Mode II (shear mode) or many mixed mode loading combinations. It is also possible to apply different loading or displacement rates to the test specimen. With this rig, it is possible to create new fracture surfaces via the different fracture modes and under various loading conditions.These new fracture surfaces are examined with a scanning electron microscope (SEM) to characterize the amount of structural damage and respirable size fragment formation that occurs during the fracture process. Initial observations suggest that the amount of fine fragment formation and the new fracture surface appearance is related to the fracture initiation conditions, particularly the fracture mode and the loading rate. Mode II loading and higher loading rates seem to generate more structural damage and respirable size fragment formation that Mode 1 loading at slower rates.With the mixed mode test rig, the mechanics of fracture initiation for a single crack can be controlled to better understand its influence on respirable size fragment formation. Such understanding may lead to methods which characterize the tendency of specific coal seams to produce undesirable fine fragments during the fracture process, or it may lead to rational recommendations and design guidelines or coal mining machines which inherently produce less dust.IntroductionAs part of a larger effort to reduce the incidence of coal workers pneumoconiosis (black lung) in coal miners, researchers at The Pennsylvania State University are engaged in a project to understand the fundamental mechanics of fine fragment formation in coal. This project is part of a com¬prehensive research effort within the Generic Mineral Technology Center for Respirable Dust which is jointly administered by The Pennsylvania State University and West Virginia University.The principal source of the coal dust in underground mining is the cutting operation. The U.S. Bureau of Mines (USBM) and various European research organizations have conducted investigations into the mechanics of coal cutting for many years. These studies of airborne respirable dust (ARD) formation have concentrated on empirical studies of the various cutting parameters and their effect on ARD for¬mation. The parameters study include depth of cut, cutting speed and bit spacing.(1,2) Other studies investigated the effect of symmetric and asymmetric bit wear and various bit geometries and designs (3-5) Roepke(6) summarized the principals of proper coal cutting to minimize dust formation by recommending to ""cut at maximum depth (maximum advance rate) at all times, at minimum RPM, with the fewest possible bits, having the lowest possible included tip angle."" THE ABRASIVES INDUSTRY throughout the world enjoyed a profitable year. With the exception of tripoli, the quantity of each kind of abrasive produced in the United States was greater than for any of the past 5 years and value of each was greater than for many years. Production of silicon carbide both in the United States and in Canada was the largest since 1960. Abrasive machining, which offers great potential for the increased Use of aluminum oxide, contributed to increased industrial productivity. Diamonds from the sea off the coast of South-West Africa attracted wide interest. Much of the production from this source has been gem diamond, and there is little likelihood of significant quantities of industrial diamond from that source. Manufactured diamond from all free-world sources was sold in the United States in 1964.

As part of its overall program of coal-carbonization research, the Bureau of Mines is studying the coking properties of coals from various fields of this country. Few of the coals included in this survey are used for the manufacture of metallurgical coke, although some well-known coking coals necessarily are tested to provide comparative data, particularly on blending properties. The overall objectives of the study were given in detail in a previous report.3/ The inherent suitability of coal for metallurgical purposes, as distinguished from economic considerations, depends primarily on (1) the available reserves, (2) chemical composition, (3) preparation characteristics, and (4) carbonization behavior. These items are considered in selecting coal for carbonization tests.

Outside air for ventilating coal mines in Alabama varies considerably in both temperature and moisture content during the year. Alternate condensation and evaporation of the moisture on mine roofs may result in stresses detrimental to the strength of mine roof. It is well known that the clays in shales absorb moisture, and many investigations have noted the weakening of shales by absorption of moisture. Parker (1970) concluded that there is an annual cycle of rock deterioration in mine roof rock caused by the annual temperature-humidity cycle at the surface. He further noted that moisture reduces the strength of dry rock by one-half, that moisture added to dry rock can cause failure in compression, and that drying of wet rock causes tensile stress buildups by shrinkage. His recommendations for alleviating the moisture-temperature problem was to seal the rock in critical areas and to control ventilation so that air temperature will be lower than rock temperature. The latter recommendation will avoid condensation on the rock surfaces. Hartmann and Greenwald (1941) published the results of a very comprehensive experimental project to determine the effect of temperature and humidity changes on the behavior of mine roof. Their general conclusions included statements that roof rocks were very sensitive to moisture changes, but had low coefficients of thermal expansion. This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made an the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSB systems are safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by over 30%, on the average, with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include a better fire suppression system, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

This paper, which describes the milling practice at the Montana mine concentrator of the Eagle-Picher Lead Co., is one of a series being prepared by the United Slates Bureau of Mines. LOCATION The Montana mine is situated on the eastern edge of the Oro Blanco mountains at an elevation of 4,300 feet. It is in the Oro Blanco mining district, Santa Cruz County, in the southern part of Arizona, about 4 miles north of the Mexican border, 30 miles northwest of Nogales and 80 miles southwest of Tucson. Amado, a station on the Southern Pacific Railroad, midway between Tucson and Nogales, and about 40 miles northeast of the mine, is the shipping point and is reached over an excellent highway.

"INTRODUCTION Discovery and development of a southwestern Arkansas quicksilver district are recent history. In July 1930 4/, a specimen was discovered near the Little Missouri River in sec. 1, T. 7S. R. 26 W., which was identified as cinnabar. In the summer of 1931, Leo Yount began prospecting for cinnabar near the Little Missouri River. In the fall of that year he operated a small three-tube retort near the present Parker Hill mines and produced several flasks of quicksilver. Yount optioned a considerable block of ground containing the best showings in the Little Missouri River area, and on February 19, 1932, he and W. C. McBride, Inc., of St. Louis, Mo., formed the Southwestern Quicksilver Co., which was the largest producer in the district until operations ceased in September 1934.The Southwestern Quicksilver Co. installed a rotary furnace on Parker Hill in April 1932, which treated ore from the three principal mines Gap Ridge, Parker Hill, and Parnell Hill. In 1934 production was entirely from the Gap Ridge and Parker Hill mines. Nothing was done at Parnell Hill except a little small-scale work on a share basis.Mercury Producers, Inc., later took an option on the holdings of the Southwestern Quicksilver Co. and in June 1935 began operations. The company produced considerable quicksilver before the lease and option were surrendered in the summer of 1936. Most of the work of Mercury Producers, Inc., was on Parnell Hill, but some work was done on Parker Hill and at the Bell prospect on ground not controlled by the Southwestern Quicksilver Co."

This Bureau of Mines study outlines the history of 11 major metal ore deposits or districts that are relatively new discoveries. The oldest operation is the White Pine mine, where major exploration was initiated in 1929. Discovery (delineation of ore bodies) dates range from 1948 to 1976. All but two of the deposits, Quartz Hill in Alaska and Flambeau in Wisconsin, are or shortly will be in major production.

The Bureau of Mines is conducting research to develop methanation catalysts for converting synthesis gas derived from coal to synthetic natural gas. This report describes a method to prepare supported Raney nickel coatings by dipping screen-covered nickel sheet in molten aluminum-nickel alloy. Coatings were formed at 1,050° C that were comparable in thickness, composition, microstructure, and catalytic properties to flame-sprayed commercially pre-pared Raney nickel. A molten salt comprising cryolite-8 wt-pct LiF was employed over the molten metal bath to clean and preheat the substrates, to protect the metal bath from oxidation, and to heattreat the coated specimens. Immediately following heat treatment, specimens were quenched to 700° C in a molten salt bath containing CaC12-34.5 wt-pct NaCl, which also functioned to remove the insoluble occluded fluoride salt.

Handling of heavy vehicles such as tractors, trucks and buses require a large roll stiffness which causes large high accelerations at the seat level during impacts. To provide comfort and minimize the energy transfer from the chassis and the seat a pneumatic active seat suspension is proposed. An active seat suspension design and control algorithm under development at the University of Illinois at Chicago, UIC, is being developed and tested. Preliminary results are presented in this paper. The design of a passive suspension typically consists of optimizing the value of two parameters: the stiffness and the damping of the suspension. The general dynamic performance of the suspension is limited to the conditions under which these parameters were obtained. A change in the input conditions might lead to poor suspension and an amplification of the vibration transmitted to the body. The focus of this paper is a robust, semi-active suspension system with a variable controlled damping and using the body response an index measure to minimize the acceleration at the interface of the seat and operator. A summary of existing suspensions, such as MR and ER fluids, and spring loaded and dual valve shock absorbent will be discussed to highlight the need of a semi-active pneumatic suspension system design. Methods A model of the proposed suspension was developed in MATLB (Simulink) and different control strategies for the valve position in relation to the cylinder pressure tested. The effects of stiffening and softening resulting from pressure changes in the cylinder were examined. The vertical accelerations of the seat was computed for different control strategies and configurations of the suspension and compared to the response of a passive seat suspension. A lump -mass model was created to represent the human body including the head, the upper, middle and lower torso as well as the legs. The connective forces between body segments were modeled through modal analysis techniques from previous experiments at the Vehicle Technology Laboratory. ISO standards and absorbed power were used to evaluate the different configuration of the seat suspension system in relation to the dynamic response of the operator. Results Initial results of the semi-active suspension system show a significant reduction in the RMS value of the acceleration of the seat. A reduction of the total absorbed power by the operator is expected to provide an insight into the control strategies adapted in the active suspension.

An increasing number of gold and silver mining operations are employing cyanide solutions to effectively dissolve silver and gold from finely disseminated ores. Many of these operations use small, packaged processing systems like the State of Maine filter system, which employs zinc precipitation of gold and silver. Solution-clarifying filters in these systems become blinded with calcium carbonate (CaC03) scale and require frequent (every 2 to 10 days) dismantling of the filter units for acid cleaning, This is a hazardous operation as it is not compatible with the alkaline cyanide leach solutions and may result in the evolution of toxic hydrogen cyanide (HCN) gas during cleaning and during any accidental acid spill. The Bureau of Nines has investigated an alternative, nonacidic method of cleaning blinded State of Maine filters that employs ethylene- diamine-tetraacetic-acid (EDTA) type chelating agents to dissolve the scale. In situ cleaning of a 150-st/d State of Maine filters with EDTA- type chelating agents was successfully demonstrated. Greater than 90 pct of the CaC03 scale was removed in about 10 min with circulation of 31 L of 2.5-pct-EDTA solution through the filter unit. The EDTA cleaning method not only eliminates the cyanide hazard in filter cleaning but is advantageous from the standpoint of operating costs and productivity.

The Bureau of Mines used portable infrared scanners to examine the surface of pillars and faces in the Somerset mine near Somerset, Colo. Zones of temperature buildup, indicative of potential combustion, were detected with the scanners; their existence was verified by temperature measurements with conventional instrumentation. Temperatures of 32° to 6° C were measured on surfaces with normal temperatures of 26° to 35° C. The infrared instruments and techniques appeared to offer a rapid and efficient method for locating potential trouble spots in mines susceptible to fires caused by spontaneous combustion.

In recent years various modifications in the methods of blasting have been tried as a means of increasing the production of cod and of reducing mining costs. Following an investigation by the Bureau or Mines, authorization was granted to increase the charger limit for permissible explosives par shot hole from 1.5 to 3 pounds under contain conditions; this greatly facilitates the blasting of coal in some cool fields the practice has gradually evolved of simultaneously charging several shot holes in a face and then firing the charges singly without inspecting for gas after each blast. This practice is disapproved by the Bureau of Mines. In other coal mines the explosive chews in several adjacent shot holes are fired simultaneously. This form of shooting is claimed to increase the rate of production, generate smaller volumes of noxious gases, promote the health and safety of workers by eliminating the need of inspection of the face after each charge is fired, produce less float dust, and require less explosive than single shooting. However, simultaneous blasting may have a more harmful effect on the immediate roof strata; in some instances it leads to wedging of the broken coal, thereby making the coal more difficult to load out; it makes misfired shots more difficult to detect and possibly increases the chances of misfires. This lacy be duo to variations in the characteristics of detonators, because of more stringent requirements for adequate firing current, to the need for better electrical connections in the shot-firing circuit, and partly to the inadequacy of present permissible multiple blasting devices.

"Zinc Industry in BelgiumBy March F. Chase, Consulting Metallurgist, Bureau of MinesBelgium for many years was the principal spelter producing country of the world. Gradually its production was surpassed by that of Germany, and Germany in turn lost first place by the production in the 77ti.tad States. For the ten years previous to 1914, 21.6 per cent of the world's spelter was produced in Belgium. Of this production approximately 40 per cent was exported. A large percentage of the balance was rolled and of the shoots thus produced a considerable quantity was also exported.From an economic standpoint even before the war, the Belgian industry was in a unique, if not praoarious, position. Dependent upon foreign countries for ore and foreign markets for sale of products, smeltor was at a distinct disadvantage when compared with some of those of other localities. These disadvantages were partly offset by cheap coal and labor and by whatever there is of value in experience and what we may term for want of a better expression smelting tradition. However intangible this latter may be, it did have and has today an influence on commercial operations.One must not overlook the effect it will have on the revival of the industry. It may not be the determining factor but the fact that for so many years this industry flourished in Belgium, and played such an important role in the industrial life of the country will decide many operators to attempt to re-establish their operations.In 1913 the Belgian spelter plants produced 204,220 long tons of spelter or approximately 20 per cent of the world's production. During this year 500,000 to of ore were treated. The actual value of all of the products derived from treating sine ore amounted to 225 million frames."
