Water classification and heavy-media sink-float methods were investigated for concentrating metallic junk automobile shredder rejects initially upgraded to about 75-percent metal content in an air elutriation system. An 8-inch-diameter water elutriation column with a feed capacity of 2.7 tons per hour was constructed and operated. The results obtained were compared with those produced by sink-float methods. Tests made on duplicate samples of an intermediate-grade metal product were successful in upgrading the metal con-tent from 75 percent to 98.7 and 99.1 percent with respective recoveries of 95.5 and 98.9 percent for the water classification and sink-float procedures. Tentative flowsheets for treating junk auto shredder rejects are outlined.

[This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the mining laws of specified French possessions in Africa has been prepared from the best information available in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. France controls large areas on the African continent, but the various Colonies and Dependencies are administered more or less independently. Algeria is under the direct jurisdiction of the Ministry of the Interior, and its mining laws are essentially the same as those of the mother country. Tunis and Morocco are attached to the Ministry of Foreign Affairs; separate digests of the mining laws' of these respective colonies have already been prepared by the United States Bureau of Mines. The present paper covers all other French territory on the continent of Africa except Somaliland, a rather small Colony including the port of Djibouti near the point where the Red Sea joins the Gulf of Aden. Available information indicates that the prospects of mineral production in this Colony, apart from salt and gypsum, are not at all encouraging.3]

The Mine Improvement and New Emergency Response Act of 2006 (MINER ACT) established a Technical Study Panel (The Panel) to provide recommendations on the utilization of belt air and new technology that may be available for increasing the fire resistance properties of conveyor belt used in underground coal mines. The Panel Report recommended use of the Belt Evaluation Laboratory Test (BELT) as the method for testing and approval of flame resistant conveyor belts used in underground coal mines. The research conducted to establish the correlation of the BELT with large-scale belt fire flammability tests was done using 36- to 42-in wide conveyor belt. Due to today?s coal haulage capacity, the mining industry is using 72-in and wider conveyor belts. The National Institute for Occupational Safety and Health (NIOSH) conducted a study to determine if the BELT will also qualify wider belts as fire resistant for use in underground coal mines. This paper describes the results of recent experiments comparing results from using the BELT and the large-scale tests for six different belts.

National Institute for Occupational Safety and Health re­searchers conducted a study to investigate the human response issues related to wearing a self-contained self-rescuer (SCSR). The goal was to develop training to educate miners on what they could expect from their units during an escape. Subjects included miners who had experience wearing SCSRs, manu­facturers, and researchers. Results identified nine key areas of concern: (1) starting the unit, (2) unit heat, (3) induction of coughing, (4) unit taste, (5) difficulty in breathing while wearing the unit, (6) quality of the air supplied, (7) nose clips, (8) goggles, and (9) the behavior of the breathing bag. In addition, researchers reviewed the literature on human response under duress. This article describes the expectations training program, which comprises the findings of the SCSR study and what is known about the normal human response in an emergency. The authors present background on SCSRs and the SCSR switchover procedure mandated in the recent federal Mine Improvement and New Emergency Response Act of 2006, which provided the impetus for the expectations training. Miami Oölite limestone is the only significant construction mineral in southeastern Florida. Its source area coincides with that of rapid urban expansion. Two-thirds of the existing resource is already unavailable because of development. Land-use conflicts place future availability of limestone in jeopardy. However, a sufficient limestone resource to meet demand for many years is present if its extraction is not restricted. Adverse environmental effects of quarrying Miami Oölite are not severe; land values often increase following quarrying. Future availability depends upon--(l) achieving uniformity of Federal, State, county, and municipality statutory requirements governing quarry operations; (2) setting aside specific land areas for future quarrying; and (3) cooperative planning to provide for land utilization upon completion of quarrying.

The U.S. Bureau of Mines investigated the separation of heavy rare-earth elements (REE) in an ion-exchange process. An ion-exchange column consisting of two sections, a loading section and a separation section, provides high levels of REE loading and good REE separation with an expected processing cycle of less than a month, while current ion-exchange technology requires more than 5 months. A different resin is used in each section: sulfonic resin in the loading section and iminodiacetic resin in the separation section. The separation section is further divided into two segments: the first conditioned with NH4 and the second with acid. Erbium is loaded onto both segments of the separation column as a retaining ion. Bands of mixed REB eluting between separated bands of pure REB were recycled directly to the column. Without mixed-band recycle, over 80% of the REE eluted from the column was separated into fractions with 99% purity of each element; with such recycle, the percentage of separated elements can be increased to around 90%.

The Black Hills Mineral Atlas briefly summarizes all pertinent date available on the mines and mineral deposits in the Black Hills that have been explored, developed, mined, or located. The purpose of the atlas is threefold: First, from available date the general potentialities of the Black Hills region can be determined, although it is not possible to calculate actual ore reserves; second, it will provide the necessary basic information regarding a given property or commodity for further detailed study; and third, the compilation is a comprehensive directory of Black Hills deposits.

Noise induced hearing loss (NIHL) is the most common occupational disease among workers in the mining industry. Previous studies conducted by the National Institute for Occupational Safety and Health (NIOSH) have shown that approximately 90% of coal miners and 49% of metal/non-metal miners have a hearing impairment by age 50. The Mine Safety and Health Administration (MSHA) has determined that continuous mining machines rank first among all equipment in underground coal mining whose operators exceed 100% noise dosage. The conveying system is one of the principal noise sources on continuous mining machines, due to metal on metal impacts that occur between chain flights and the conveyor deck. A highly durable polyurethane coating has been developed for the chain flights to decrease noise generated by these impacts. A continuous mining machine retro-fitted with coated flight bars has achieved overall sound level reductions of 5-7 dB in a laboratory setting. This paper evaluates the effectiveness of this engineering noise control in reducing the noise exposure of continuous mining machine operators in an underground coal mine environment. The results show that the operator of a continuous mining machine utilizing the coated flights receives a predicted 35% reduction in total work shift noise dose.

A U.S. Bureau of Mines designed and fabricated in-seam tester (1ST), retrofitted with a dust shroud, was used to establish a respirable dust index (RDI) and to determine cutting forces from a variety of bit types in four coal mines and a salt mine. Results from cutting tests at four coal mines showed that radial bits required the lowest cutting force and the least specific energy. Generally, for each conical bit the RDI and cutting force increased when the included bit tip angles increased from 70° to 90°. During field tests it was not possible to measure the total quantity of respirable dust produced by each cut; therefore, attempts were made to determine the amount of dust that became airborne from each test cut. The test results show that the quantity of airborne respirable dust is very erratic and cannot be related to bit type. Two statistical methods were employed to analyze RDI, but no correlation was found between the RDI and bit type. Despite scatter in test results for RDI, significant difference was found in RDI generated in four coal seams. In general, RDI increased with the increased cutting force for each coal seam from mine 1 through mine 4.

Surface mining activities disturb large tracts of land resulting in the potential for greatly increased downstream sediment loads. The Surface Mining Control and Reclamation Act of 1977 places increased emphasis on the protection of the environment from the adverse effects of surface mining operations. Surface mining activities must be planned to minimize disturbance to the hydrologic balance, erosion and sediment contributions to receiving streams. Sediment ponds must provide a sediment storage volume equal to the accumulated sediment volume from the drainage area as determined by the Universal Soil Loss Equation (USLE) or other empirical methods established by the regulatory authority. It has thus become extremely important for the mining industry to secure more accurate estimates of potential erosion losses and sediment yield. Accurate estimates of sediment yield are required for the planning, design and successful operation of sediment control systems such as detention ponds and other alternative control structures and for evaluating the effectiveness of land management practices. The principal soil loss prediction procedure available for use is the LISLE. The USLE procedure is inadequate for use in predicting soil loss from surface mine regions for a number of reasons. These include: 1. The USLE was developed to estimate average average annual loss from agricultural soils. It cannot predict accurately soil loss for specific storm events. In surface mine regions a major portion of the soil loss occurs during the initial six months to one year of active mining. Accurate estimates of soil loss over short periods are thus required for the design of control structures. 2. This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSB systems are safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by over 30%, on the average, with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include better fire suppression systems, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

The coal-bearing regions of Colorado cover approximately 29,600 square miles, which is 28.4 percent of the state's total area. The most important coal-bearing regions are located in the north western and west-central parts of Colorado. Coal resources vary from lignite to anthracite. More than 70 percent are bituminous; 23 percent subbituminous; 5 percent lignite; and less than 1 percent anthracite. The state's coal reserves total about 17.2 billion tons, 3.5 percent of national reserves. Approximately 8.8 million acres of coal rights in the state are owned by the Federal Government; on about 72percent of this land, the Federal Government controls both the coal and the surface rights. It is estimated that approximately 4.2 billion tons of coal reserves are under federal ownership in Colorado. Permitted acreage of mines in Colorado ranges from 40 to 13,114 acres. Differences in elevation create many climatic zones in Colorado. Local annual precipitation can average less than eight inches in some areas in extreme western Colorado to more than 30 inches in certain mountainous areas. Generally, precipitation rates are low at most mine sites, making revegetation difficult. Colorado gained primacy when its regulatory program was conditionally approved December 15,1980. The Abandoned Mine Land Program was approved June 11, 1982.

One of the war problems with which the Bureau of Mines is concerned is to increase production of iron and steel , in which coke is one of the major factors . The output of byproduct coke for use in iron blast furnaces is insufficient and is being supplemented by coke from beehive ovens (figs . 1 , 2 , and 3) . Some difficulties that cause a reduction in iron output have been reported in the use of some of the beehive coke.6/ About 20 years have elapsed since beehive coke was made on a large scale , and many of the skilled operators of those days are no longer available . Furthermore , in many instances the quality of the coal supplied to the ovens has not been as good as formerly. The ash and sulfur contents are often abnormally high; and in other instances they vary greatly in amount, so that a nonuniform coke is produced . To assist operators to improve quality and yield of beehive coke , the Bureau of Mines equipped a truck as a field laboratory ( fig . 4 ) and sent the authors with it into the Pennsylvania beehive district . The truck contains necessary equipment for sampling and analyzing coke oven gases , measuring temperatures , screen - sizing coal, and float -and - sink testing coal . Coal specimens may be sent to the Pittsburgh laboratory for analysis . Beehive plants producing good coke were visited first to observe details of operation and to collect data on the operating process . These covered temperatures , analyses of the exit ( or trunnel) gases , and coal quality, and were to be utilized in searching for faults in plants not producing good - quality coke and to assist in improving such plants or their operation .

Also, interviews with experienced mine operators add much to a complete understanding of what must be done to address methane problems in metal/nonmetal mines. METHANE GAS IN METAL/NONMETAL MINES Gas reports from around the world. The presence of methane gas in metal/nonmetal mines around the world is more common than one might imagine [Edwards and Durucan 1991]. For example: • The former Soviet republics have occurrences of methane and hydrogen in apatite, gold, and diamond ores, where solid or liquid bitumen occurs in the rock. • Scandinavian iron ore deposits include methane and other hydrocarbons in boreholes that intersect pitch and asphalt within the deposits, and methane and nitrogen in boreholes and fissures in arsenic and sulfide ores.

Research by the National Institute for Occupational Safety and Health (NIOSH) has pursued quartz analysis for the specialized ?lter assemblies of a new worker-wearable personal dust monitor (PDM). The PDM is a real-time instrument utilizing a tapered element oscillating microbalance (TEOM®). Standard ?berglass TEOM ?lters cannot accommodate the desired P-7 infrared analytical method used by the Mine Safety and Health Administration (MSHA). Novel ?lter materials were tested with the objective of demonstrating this type of analysis. Low temperature ashing and spectrometric examination were employed, revealing that nylon ?ber candidate ?lters left minimal residual ash and produced no signi?cant spectral interference. Avoiding titanium dioxide in all ?lter materials proved to be a key requirement. Fine quartz particulates were collected on prototype ?lters in a Marple chamber, either open-faced or through PDMs during test runs. The ?lters were then subjected to MSHA P-7 analysis and the spectrometrically based analytical results for quartz mass were compared to reference measurements. Also, PDM instrumental mass readings were compared to ?lter gravimetric measurements. Results suggest that the P-7 method is adaptable to variations in ?lter materials and that quartz dust analysis by the P-7 method when utilizing the new ashable PDM ?lters can have accuracy and precision within 10% and 4%, respectively. This is within the declared 13% accuracy and 7–10% precision of the P-7 method itself. Instrument mass readings had modest positive bias but met NIOSH accuracy criteria. Continued work with specialized PDM ?lters is merited, as they are a new type of TEOM sample amenable to ashing analysis of particulates.

Despite more than half a century of experience with roof bolting, no design method has received wide acceptance. To begin to improve this situation, National Institute for Occupational Safety and Health (NIOSH) conducted a statistical study of roof bolt performance at a number of mines throughout the U.S. Case histories were collected from 37 mines with a variety of roof bolt types and patterns in a wide range of geologic environments. Performance was measured in terms of the number of roof falls that occurred per10,000 ft of drivage. The study found that roof falls are rare when the roof is strong and the stress is low, even with light roof bolting patterns. The focus of this paper is on the more difficult conditions, where the roof is weaker and/or the stress is higher. Analysis of the results led to guidelines that can be used to make preliminary estimates of the required bolt length, capacity, and pattern. The guidelines are based on the depth of cover (which correlates with stress) and the roof quality (measured by the Coal Mine Roof Rating (CMRR), and the intersection span. Another contribution is a formula for estimating the horizontal stress level in the eastern U.S. coalfields as a function of the depth of cover. The design guidelines are currently being implemented into a computer program called Analysis of Roof Bolt Systems (ARBS).

Roof bolter occupations in underground coal mines continue to experience overexposure to respirable dust. One potential source of dust in roof bolting operations is the exhaust from the roof bolter dust collection system. A wet exhaust conditioner (?water box?) has been developed to reduce dust emissions from the exhaust of the vacuum dust collection system on roof bolting machines. The exhaust conditioner consists of a muffler chamber and a water chamber with four internal partitions to direct airflow over the surface of the water. The National Institute for Occupational Safety and Health conducted a series of laboratory tests to assess the respirable dust capture ability of this device as compared to the standard exhaust muffler. To determine the dust collection efficiency, both devices were placed in the exhaust stream of a simulated roof bolter dust collection system. Gravimetric samplers were operated upstream and downstream of the exhaust conditioner and muffler to evaluate the ability to capture both respirable coal and limestone dust. Researchers observed a 41 percent reduction in dust concentrations for the water exhaust conditioner in the laboratory configuration. Significant levels of dust deposition in the sampling chambers may have contributed to this effective capture rate.

"INTRODUCTION The Gibellini manganese—zinc-nickel deposits, are in southeastern Eureka County, Nev, T. 15 N., R. 53 E. M.D.B.M. 27.5 miles south of Eureka, the county seat.The partly explored deposits, locally known as the Black Iron or Gibellini property, were examined in May 1944 by an engineer 3/ of the Bureau of Mines, who recommended that the deposits be explored further by means of core drilling. The proposed program called for drilling six diamond—drill holes, or eight if necessary, and for trenching at two places — 200 feet northeast and 280 feet west of the shaft on the main deposit.In 1946 the project was set up, and In July, of that year diamond drilling as started. Six holes were drilled for a total length of 1,198.5 feet. No trenching or other exploratory work as done. Work on the project was stooped. October 30, 1946.OWNERSHIPAccording to county records, the property comprises a group of 13 unpatented lode claims, and ownership is divided among Louis P. Gibellini,Louis P. Gibellini and wife (both of Eureka, Nev.), and the International Smelting & Refining Co., of Salt Lake City, Utah. Five claims of the group - the Black Iron No. 1, Black Hill No. 2, Manganese No. 3, Flat No. 1, and Flat No. 2 - are owned by Gibellini. Three claims - the Black Hill No. 1, Black Iron No. 3, and Manganese No. 4 are owned jointly by Mr. and Mrs. Gibellini, and the International Smelting & Refining Co. owns the remaining five - the Black Iron No. 4 and No. 5, and Black Hill Nos. 4, 7, and. 9."

This report contains the Phase I findings of a study to select and test devices for preventing lack of alertness in haulage truck drivers. The extent of the problem was determined by visiting surface metal and nonmetal mines, interviewing drivers and safety personnel and reviewing accident reports. A number of devices for detecting a lack of alertness were considered and three were recommended for testing in actual operation.
