The Appalachian Mountains divide Pennsylvania into two distinct coal regions, bituminous and anthracite. The western region of the the state, where the majority of bituminous mines are located, is characterized by mountains and gently rolling hills. Bituminous coal seams underlie about 12,000 square miles in 28 counties. The anthracite coal region, located in the northeast, covers approximately 3,300 square miles. This area contains more than 20 different coal beds that vary in thickness from a few inches to 50 or 60 feet. The anthracite region is characterized by steeply pitching seams that require highly specialized mining techniques and present unique challenges for solving problems such as the mine subsidence associated with abandoned underground anthracite mines. For more than a century, coal has played a major role in the economic and industrial development of Pennsylvania, particularly the steel industry. Estimated bituminous reserves total 23 billion tons, or 5.3 percent of U.S. reserves, and anthracite reserves total 7.1 billion tons, or 97 percent of U.S. anthracite reserves. Pennsylvania received conditional approval of its regulatory program July 31, 1982. Pennsylvania's Abandoned Mine Land Program was approved on the same date.

This: report gives data on the installation and operation of a packaged-unit heat-pump installation in a residence in McLean, Va., a suburb of Washington, D. C. The original equipment, installed in January 1947, was one of the first of 50 experimental Marvair units manufactured by the Muncie Gear Works, Inc., Muncie, Ind. The compressor unit of this installation was replaced by the company in September 1947, with a modified commercial model. The commercial unit and the original pump and fan accessories have been used as the sole means of heating (and cooling in summer! the. residence for the subsequent five winters and summers. The conclusions and data given herein, therefore, cover 6 winters sad 6 summers of heat pump operation, including 1 winter when temperatures averaged below normal for 2 months and the following summer when temperatures were above normal.

This publication contains routine analyses and related source data for 278 natural gas samples from 14 States. All of the samples were collected during calendar year 1973 as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 Fifteen previous publications have presented the results of 10,201 gas analyses prior to 1973. The first three, Bulletins 486,4 576,6 and 617,6 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960. The other 12 publications,7 which were issued as information circulars, supplement the three bulletins and contain 4,983 analyses of samples collected since 1960. This publication is the 13th publication supplementing the three bulletins.

A series of four coal combustion experiments was conducted at the National Institute for Occupational Safety and Health's (NIOSH) Pittsburgh Research Laboratory (PRL) in the Safety Research Coal Mine (SRCM) to evaluate the response of fire sensors to a small 0.61 m square smoldering coal fire which transitions to flaming combustion in the presence of diesel emissions. An optical path smoke sensor alarmed earlier than a point type diffusion mode ionization smoke sensor which alarmed prior to a CO alert value of 5 PPM above ambient. The presence of steady state diesel emissions resulted in a decrease in the optical smoke sensor analog output voltage signal by less than 1.4 pct for the three coal fire experiments in which a diesel engine was operating, whereas the ionization smoke sensor output decreased between 10.8 and 26.7 pct after the initial surge of the diesel engine. A commercial diesel discriminating fire sensor did not alarm for a fire in the one experiment for which it was used. The results of the experiments demonstrated that an optical path smoke sensor might be used to detect a coal fire under the experimental conditions considered of starting a diesel engine followed by a slowly developing coal fire.

This chapter presents proportionate mortality ratios (PMRs) derived from death certificate data in the National Occupational Mortality Surveillance (NOMS) database for the years 1986 through 1993. At the time this report was prepared, 1993 was the latest year for which data were available. Industry is classified under the 1980 U.S. Bureau of the Census classification system [Bureau of the Census 1982]; cause of death, under the International Classification of Diseases, Ninth Revision (ICD-9) [World Health Organization 1977]. A PMR of 100 indicates a mortality risk for a particular industry group that is similar to that for all industry groups combined. A PMR over 100 suggests a higher risk; a PMR under 100 suggests a lower risk. PMRs are subject to many factors that affect their reliability and validity and may not be comparable across populations with very different causes of death. An elevated PMR for a specified cause of death among an occupational or industry group may indicate a relationship between a work exposure and the cause of death specified. However, there are many limitations of PMRs as a measure of risk; they are most useful for generating hypotheses about exposure-disease relationships, which can then be tested in other studies. Selected PMRs are presented separately for males and females for coal mining, metal mining, nonmetallic mineral mining and quarrying (which includes nonmetal, stone, and sand and gravel), and for oil and gas extraction. All PMRs have been adjusted for age and race. In general, PMRs are presented only if the lower 95% confidence limit exceeded 100. If a PMR in an ICD-9 subcategory was above 100, however, the PMR for the larger category into which the subcategory falls is always presented and may be less than 100. PMRs can be expected to be elevated for conditions that have a high prevalence in particular occupational groups. PMRs showed elevated values for conditions known to affect miners, such as coal workers' pneumoconiosis, pneumoconiosis due to silica, tuberculosis, chronic pulmonary heart disease, and injuries. Additional findings of interest were- • An elevated PMR for myocardial infarction among male coal miners (table 2-1); • Elevated PMRs for neurologic disease in general and anterior horn cell disease, in particular among male metal miners (table 2-3); • An elevated PMR for rheumatic heart disease in male metal miners (table 2-3); • Elevated PMRs for malignant neoplasms of the digestive organs and peritoneum and for malignant neoplasms of the colon and rectum in female nonmetal miners (table 2-6); and • Elevated PMRs for non-A, non-B hepatitis and arteriosclerotic heart disease among male oil and gas workers (table 2-7).

The Glacier Bay subarea is that part of the Juneau Mining District (JMD) within Glacier Bay National Park and Preserve (GBNP). It is the western portion of the JMD and consists of the land between the Fairweather Range crest and the Takhinsha and Chilkat Ranges crests (excluding that land east of Excursion Inlet.) Figure B-1 shows the area. It is bounded on the north by the Alaska-British Columbia International boundary, to the south by Cross Sound and Icy Strait, and contains Glacier Bay. During 1975 -1977 the Bureau conducted a detailed study of the occurrences, prospects, and deposits in GBNP (B_4).2 This work was in cooperation with the U.S. Geological Survey (USGS) under the provisions of the Wilderness Act (Public Law 88-577). As a follow up to this earlier Bureau work, limited studies were conducted, during 1985 and 1986, as part of the JMD study. This report covers the most important aspects of the earlier studies and the 1985 and 1986 studies. ACCESS The Glacier Bay area may be reached through Gustavus airport, a paved strip which is serviced by scheduled jet airliners in the summer and air taxi services year-round. The airport is connected to Bartlett Cove (GBNP headquarters) by an all-weather road. No other roads exist in the area except a skid road to the LeRoy Mine and mill in the Reid Inlet area. Much of the Glacier Bay area is accessible through the salt water inlets and fjords which are part of Glacier Bay. Cruise ships, charter boats, and fishing boats visit these inlets and fjords during the summer months. Elevations within the area range from sea level to over 15,000 feet in the rugged Fairweather Mountain Range. More remote areas are accessible by small boat, foot, or helicopter. Glacier ice is a year-round hazard to navigation in Glacier Bay, and during the winter months some of the more northerly inlets are frozen.

"INTRODOCTIONIn an earlier communication 1 from our laboratory it was reported that mechanical crushing of coal and quartz under normal air atmosphere generates of free radicals on the particle surfaces, and that these radicals decay with time, hence pointing to a higher toxicity of fresh dusts in relationship to pneumoconiosis and silicosis. More recently Fubini et al.2 have also reported the detection by electron spin resonance (ESR) of the formation of SiO. and Si-type of radicals from quartz particles crushed under atmospheric conditions. In agreement with earlier ESR studies on single crystals of quartz crushed under high vacuum ( -10-10 torr>3 and subsequent exposure to air,3 and to other gases,4 these radicals were identified2 as being formed by the homolytic cleavage of the Si-0-Si bonds and the reactions of the Si• and SiO- radical with atmosphere. Fubini et al.2 also suggested that these radicals might be involved in the mechanism of the fibrotic action by silica, either by transforming the particle surface into a selective oxidating agent or as an initiator of a sequence of reactions leading to fibrosis. Earlier Gabor and Anca5 bad reported that lipid ·peroxidation caused by free radicals on the silica surface might be involved in the red blood cell membrane damage. Thus far, however, no parallel cytotoxicity, fibrogenicity, and free radica1 studies on a given quartz dust sample have been reported, except for some earlier work from our laboratory.1·6·7 We now present more recent results obtained from parallel cytotoxicity, fibrogenicity, and free radica1 measurements on a freshly made quartz dust. The dust's free radica1 content was measured using ESR spectroscopy while its cytotoxicity potential was estimated via hemolysis. Hemolysis was employed as the toxicity test because it is a widely used method for estimating the potential of a dust for disrupting the cell membrane. 8 The fibrotic potential was followed by measuring the dust-induced lipid peroxidation, using linoleic acid as a model lipid. As discussed below, the results obtained suggest new clues to the mechanism of the quartzrelated cytotoxicity and fibrogenicity. MATERIALS AND METHODSReagentsCrystalline quartz particles with a size range of 0.2-2.5 mm were obtained from the Generic Respirable Dust Technology Center, Pennsylvania State University, University Park, Pennsylvania. These particles were crushed in air to obtain quartz dust samples with particle sizes smaller than 20 microns. We chose to work with a dust with mixed particle sizes, rather than a specific range, as an effort to simulate the mining atmosphere. An agate mortar-pestle arrangement was used for the crushing and grinding because of the close similarity of the structure of agate to that of quartz. Diethylenetriaminepentaacetic acid (DETAPAC) were purchased from Sigma. All other chemica1s were purchased from Fisher or Aldrich.Hemolysls ExperimentsHemolytic activity of silica was measured, following an established procedure,9 as the amount of hemoglobin released from a 2 % suspension of sheep erythrocytes after incubation with 10 mg of silica dust for one hour at 37 °C. The hemoglobin release was estimated via the absorbance at 540 nm using a Gioford spectrophotometer. The procedure was calibrated by substituting the silica dust by a phosphate buffer solution as a negative control (background) and O.S % Triton-X-100 as a positive control (100% hemolysis). Consumable-electrode arc melting is now accepted throughout the industry as the best method for producing ingots of zirconium, titanium, molybdenum, and their alloys. In addition, the technique is widely used in laboratories for fusing samples of such metals as hafnium, chromium, tantalum, columbium, and thorium. The production of consumable electrodes from these metals presents some rather difficult problems, the accepted industrial solution being the use of heavy powder-metallurgy-type presses. This paper summarizes information on fabrication of consumable electrodes by this and alternative means, such as sintering, nippling, and welding lightly pressed compacts of scrap metal. A possible saving of considerable capital investment is shown in the case of sintered compacts. The electrical circuit components of a pilot sintering unit are analyzed. INTRODUCTION The consumable-electrode arc-melting process has been accepted by most of the industry as the best method at present for producing high-quality pure or alloy in-got from sponge titanium or zirconium. This technique is not particularly new, having been patented by Von Bolton (l)3/ in 1909 for melting tantalum. However, it has been applied to industrial-scale operation only in the last few years. Among the important contributions to this technique are the work of Kroll (2) and Parke and Ham (3) and the work reported by the Office of Naval Research (4). The Bureau of Mines-has added considerably to the knowledge of this process (5-9).

The U.S. Bureau of Mines conducts basic and applied research related to predicting, eliminating, and/or controlling rock bursts in underground hard-rock mines and coal bumps in underground coal mines. An important element in this research is the development of a reliable and efficient microseismic source location technique. This report presents the results of a Bureau study to develop and evaluate a new algorithm to locate microseismic events based on the Simplex method, a powerful linear programming technique. The technique was tested on both field data and simulated data. Microseismic event source locations obtained with this new Simplex-based algorithm were shown to have less error than those locations obtained using a least squares method. It was concluded that the Simplex approach to source location of microseismic events can be used effectively in microseismic monitoring.

The ever-increasing use off natural underground formations for storing natural gas has focused attention on the behavior of such storage formations under varying operating conditions. The need for a means of evaluating in¬dividual wells and groups of wells has become manifest. It is essential that industry and others be able to determine the rates of flow that can be ex¬pected from a given well or group of wells under different conditions and to ascertain whether certain wells are deteriorating. Such questions need more exact answers now than ever before because of the vital role underground gas storage plays in the industrial and domestic consumption of natural gas. The Bureau of Mines--in cooperation with the American Gas Association--has main¬tained an active interest in gas-well testing because of the implications of such test procedures on the consumption and efficient production of natural gas. A basis for testing gas wells was provided by the back-pressure method of Rawlins and Schellhardt (12).4/ They showed that for normal gas wells there is a consistent relationship between rates of delivery of gas and corresponding pressures when the formation pressures are used as the basis of interpretation, The equation for this relationship is as follows: Q = C (Pf2 - Ps2)n where; Q = rate of flow, generally expressed in cubic feet per 24 hours. The value of Alabama's nonfuel mineral production in 1983 was $361.3 million, an increase of $61.9 million over that of 1982. The increase reversed a downward trend that started in 1980 and established a new record high for value of nonfuel minerals in the State. Output of most nonfuel minerals increased to some degree with unit value increases creating the record-high value year. Cement, clays, lime, sand and gravel, and crushed stone were the major commodities produced in Alabama. Alabama led the Nation in the production of crushed marble; was second in bauxite; fourth in ferroalloys, dimension marble, common clay, and fire clay; fifth in bentonite and kaolin; and sixth in masonry cement and lime.

For the past several years, the Bureau of Mines has conducted laboratory and continuous process development work on weathered mica pegmatites and micaceous schist ores to determine the feasibility of recovering commercial-grade mica concentrates by flotation. The research has resulted in the development of two processes for flotadon of mica: an acid cationic method for recovery of coarse mica, and an alkaline anionic-cationic method for recovery of fine mica. The research indicated that the two processes may be effectively utilized separately or in combination for flotation of mica from weathered pegmatites and micaceous schists. Concentrates containing over 98 percent mica, with recoveries ranging from 77 to 92 percent, were obtained from the pegmatite ores. The micaceous schist ores yielded concentrates containing 95 to 98 percent mica, with recoveries ranging from 70 to 83 percent. Part 1 of this report summarizes the process development work and demonstrates the feasibility of producing commercial- grade mica concentrates. The report also includes details of commercial beneficiation and grinding of .mica.

This U.S. Bureau of Mines report examines the causes and consequences of longwall face sloughage. Theoretical relationships were developed to evaluate mechanisms that produce slough age. From these relationships, contributory factors were identified for further analysis in field efforts. A survey identified 12 mine sites with sloughage problems, and these were investigated. From these studies, it was determined that the depth of cover and mining height are the two most significant factors causing sloughage on longwall faces. Coalbed friability and cleat orientation also were found to be significant factors in promoting sloughage. It was concluded that sloughage is primarily a problem in thicker seams or seams with friable coalbeds, and that the problem is more severe as the depth of cover increases. Sloughage also was found to increase as the rate of mining decreased. Observations indicated that face slough age can increase dust generation significantly on longwall faces. Current efforts to control dust generation from longwall sloughage are described.

The U.S. Bureau of Mines is conducting investigations to improve design methods for mining volcano-genic massive-sulfide (VMS) type deposits in environmentally sensitive regions. This study was conducted at the Greens Creek Mine, which is typical of many VMS-type deposits throughout southeast Alaska, and served as a case history for computer modeling and structural analysis. Results indicated that the finite-element design method provided reasonable comparisons with both the anticipated regional stress regime and the measured deformational response of the underground accessways. Investigators concluded that reasonable accuracy can be expected for stability analyses of proposed mine design scenarios at this mine using the results of this preliminary study.

In the USA, the National Institute for Occupational Safety and Health (NIOSH) does a lot of work and has provided news of interesting new developments. Marcia L. Harris describes an ?Explosibility Meter: ?In underground mines, coal dust explosions are prevented by the addition of rock dust sufficient to render the coal dust inert. Federal [US] regulations require 65% and 80% incombustible content in samples taken in intake airways and return airways, respectively, assuming a nominal coal dust size of 20% minus 200 mesh. The Coal Dust Explosibility Meter (CDEM), a hand-held instrument developed by NIOSH uses optical reflectance to measure the explosibility of a rock dust and coal dust mixture.? The CDEM is now commercially available. It provides real-time results during rock dust surveys instead of waiting weeks for laboratory results1. ?With real-time results, the potential for a disaster can be mitigated immediately. The CDEM displays the percent incombustible content as well as a colour indicating the relative explosibility of the coal and rock dust mixture. A red read-out indicates that more incombustible material is required to inert the coal and rock dust sample, while a green read-out indicates that the dust sample is sufficiently inert. When the mixture is marginally explosible, a yellow read-out is indicated. The red-yellow-green output depends upon the particle size distribution of the rock and coal dust mixture with the finer size fraction being more explosible.?

To reduce the respirable dust generated by auger-type continuous coal mining machines. The Approach: Use water sprays close to the cutting bits on the auger so that coal fragments are thoroughly wetted as they are formed to prevent dust dispersal into the ventilating air. How It Works: The "wet auger" system of dust control uses water sprays distributed on both shafts of auger type continuous miners. This approach has been tested underground by personnel of the Bureau's Twin Cities (Minn.) Mining Research Center on a Wilcox Mark 20 continuous miner, in a cost sharing contract with Buchanan & Sons Coal Company, Inc. Personnel of the Interior Department's Mining Enforcement and Safety Administration collected dust samples and analyzed the data. A test machine was fitted with six sprays on each auger (see Fig. 1). Water flow rates from 8 to 12 gpm at pressures from 90 to 120 psi, or about 8 gallons per ton of coal mined, were required. This study was made to determine trends in fresh water usage by California petroleum refineries, to Forecast fresh water requirements to 1975, and to evaluate water conservation practices. Statistical data used in the study were obtained largely from published sources and from records of selected companies. An adequate sampling of the State's refining capacity was obtained, and the data were extrapolated to the total California refining capacity. A breakdown of the data was then made on the basis of the following refining regions: (1) the Los Angeles Basin and Southern Coastal region, (2) the Southern San Joaquin Valley, and (3) the San Francisco Bay area. An unpublished forecast of crude oil input to refineries by a major oil company operating on the West Coast was used as a basis for predicting fresh-water usage. The 1963 fresh water intake by California petroleum refineries was 84 million gallons per day. This is expected to increase to 128 million gallons per day by 1975. The fresh-water to crude-oil ratio is increasing in all regions except the Southern San Joaquin Valley. At present, the supply of fresh water available to almost all of the State's petroleum refineries, mostly from surface sources and company-owned wells, is adequate, although shortages may develop within the foreseeable future. Present conservation methods are centered around the following four objectives: (1) minimum intake of fresh water of the lowest possible quality commensurate with sound technologic practice; (2) optimum recirculation (3) proper treatment before discharge; and (4) substitution of air cooling for water cooling.

The purpose of this investigation was to determine the feasibility of designing and testing the elements of a small charge blasting system which will eliminate, or reduce to acceptable levels, most of the undesirable features of current underground drill and blast systems, i.e., 1) air blast, 2) ground vibrations, 3) flying fragments, 4) overbreak and fracture of surrounding rock, and 5) the cyclic nature of drill and blast operations. The experimentation was conducted in tunnels in granite and the results indicate that the basic technical concepts of the project were achieved. The next step is to design, construct, and test a prototype machine.

To improve a miner's chances for survival in an emergency by providing an improved self-rescuer device that functions in a toxic or oxygen-deficient atmosphere. The Approach: Development of a compact, lightweight apparatus which produces oxygen by using the wearer's breath in a chemical reaction. How It Works: The device is designed to cause the user's breath, which contains water vapor and carbon dioxide, to react with potassium superoxide (K02) to produce oxygen in quantities sufficient to sustain the wearer for one hour. The Lincoln Terminal System is described as a device with the capability to deliver technical information, monitor student performance, and assure learning in industrial training. An experimental unit, the LTS-3S, was constructed and delivered to the Bureau of Mines with appropriate lesson material for a test of feasibility and acceptability of this form of training in the mining environment. Operations were conducted at two mine maintenance schools. The overall results were that (1) there was a substantial improvement between tests before and after self-training on the LTS, (2) students found this an acceptable way to learn, and (3) reaction by training personnel and supervisors was favorable toward the feasibility and advantages of using the LTS in the mining environment. Transfer of the LTS to industry depends on availability of reliable units and adequate lesson material. The requirements for authors of training materials were established based on advice from mine training experts, formal analysis of lesson development procedures, and experience from efforts in lesson development at Lincoln Laboratory-It was concluded that experienced mine training instructors were best qualified to proceed effectively and economically to format instructional material for the LTS, if supported by well-designed facilities and services. Discussion with mining experts confirmed the desirability of generating training materials and delivering instruction at distributed locations to meet local training needs and in direct support of industrial operations.
