Fatalities caused by highwall/spoil bank failure in the surface mines, coal and non-metal, increased to an alarming rate of seven during 1999. To determine the causes of slope failure and successful mining practices, the National Institute for Occupational Health and Safety undertook a study. The study included: 1.A review of accident statistics; 2.A review of Federal and state mining laws pertaining to surface mining; 3.A literature review, and; 4.Mine visits. The study emphasized surface mines in the states of West Virginia, Ohio, and Pennsylvania. The review of a decade’s accident statistics using the mine Safety and Health Administration’s (MSHA) database showed that approximately 40% of all ground control related incidents reported to MSHA occurred in just four eastern states: Kentucky, West Virginia, Pennsylvania, and Ohio. The comprehensive literature search provided a historical perspective of highwall stability issues. Eleven mines we visited to obtain data on their mining practice or design. Commodities included coal, sandstone, and limestone. Based on the visits, five case studies were developed to represent typical mining methods and effective ground control practices used in eastern surface mines. Benching was found to be a common technique to reduce the overall highwall slope angle. Decking in the softer zones, such as shale, proved useful in controlling damage due to blasting.

Long-haul dump (LHD) vehicles used in underground mining are known to expose workers to important levels of whole-body vibration1. These vehicles are generally designed without suspension and may be categorized as small or large LHDs depending on whether their respective load capacities are lower or larger than 3.5 cubic yards. While the majority of older vehicles are equipped with a rigid or unsuspended seat, more recent LHDs often incorporate a suspension seat. The objective of this study was to define the vibration spectral characteristics of most commonly encountered large and small LHD vehicles operating in mining operations. This was done in an effort to categorize the vehicles in terms of vibration spectral classes to be reproduced on a laboratory whole-body vibration simulator to assess the vibration attenuation performance of a typical LHD suspension seat. Methods Vertical vibration measured at the seat attachment point of 8 small and 8 large LHD vehicles operating underground in typical mining operations under loaded and unloaded conditions was considered as the basis for defining the spectral classes. By regrouping the data collected for each LHD vehicle size and load condition, the overall distribution of acceleration power spectral density (PSD) of measured floor vibration was determined over the 0.5 to 20 Hz frequency range. Mean and envelopes of maximum and minimum values of PSD spectra were computed to define the spectral classes, along with the corresponding values of frequency weighted rms acceleration determined in accordance to the ISO 2631-1 standard2. These spectra were further used to calculate the displacements needed to drive a whole-body vibration simulator consisting of a platform supported by two servo-hydraulic actuators having a total stroke of ±100 mm. For validation purposes, the vibration acceleration spectra measured on the simulator were compared with the target spectra representing the spectral classes. Finally, the vibration transmissibility characteristics of a typical suspension seat were determined under sine sweep excitation using both a rigid mass load and a human subject having a mass of 62 kg and 85 kg, respectively. The SEAT value, representing the ratio of seat to base frequency-weighted rms acceleration, was further measured under each of the defined LHD vibration spectral classes by loading the seat with an 85 kg subject. Tests were repeated three times and the mean SEAT values were determined to assess the seat’s ability to reduce exposure to whole-body vibration in LHD vehicles. Results Three spectral classes applicable to both loaded and unloaded conditions were defined as shown in Figure 1: one for large and two for small LHDs. The influence of load on frequency-weighted rms acceleration was found to be negligible for large and Class I small LHDs, while a shift of the peak acceleration PSD to lower frequencies was noted for the loaded vehicles. A number of biodynamic models of the hand-arm system have evolved on the basis of measured driving-point mechanical impedance (DPMI) responses to facilitate analyses of the coupled hand-tool system [1]. The parameter identifications in such models are based upon minimization of an error function of the model and the target impedance data, which may not yield a unique solution. Consequently, a number of model structures and parameter sets could be realized that would equally satisfy the target curve. Moreover, the vast majority of the reported models exhibit acute deficiencies due to excessive static deflections of model masses, presence of a low frequency mode and very light masses in the order of 1.2- 4.8 grams. The models also do not characterize the dependency of the biodynamic responses on many factors, namely the hand forces, hand-arm posture and vibration intensity. This study aims at development of a hand-arm biodynamic model with considerations of the hand forces, and both the DPMI and power absorption measures, to enhance the uniqueness of the model. Methods Two different model structures are chosen for identifying the model parameters on the basis of measured DPMI and absorbed power characteristics of the hand-arm system under zh-axis vibration over a range of hand-grip and push forces. Owing to the strong influence of the hand-handle coupling forces, the models were initially derived for fixed hand forces, namely 30 N grip and 50 N push forces, as suggested in the ISO 10068 standard [2]. The equations of motion for the model are formulated and solved to compute both the DPMI and absorbed power responses. A constrained minimization function comprising weighted errors of both the DPMI and absorbed power is formulated and solved to identify the parameters. Alternate functions corresponding to different combinations of hand forces are then applied to identify hand-force dependent model parameters. Variations in the model parameters are investigated as functions of the grip, push and coupling forces through linear regression analysis. Regression-based models are formulated for deriving the hand-handle forces dependent model parameters. The validity of the model is also examined under selected combinations of hand forces. [ ]

Dust from worker,s clothes has been shown to be a problematic source of personal dust exposure. A recently completed effort between NIOSH and the Unimin Corporation has resulted in a quick and effective way to clean worker clothing. The process involves a booth under negative pressure with an air spray manifold to supply compressed air to blow off the dust from the clothing. The overall system is designed to meet MSHA and OSHA requirements. Results of field testing indicated that the manifold cleaned the clothes 10 times faster and removed 50% more dust than cleaning methods used by workers today.

Prolonged exposure to noise can cause permanent damage to the auditory nerve and/or its sensory components, known as noise induced hearing loss (NIHL). It is the most common occupational disease in the United States today. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) is addressing NIHL in the mining industry through several research efforts. This paper presents a general review of NIHL, the status of NIHL in mining, the results of the longwall noise surveys, and a review of the longwall engineering controls research efforts.

"INTRODUCTION One of the various phases of the work by the U.S. Bureau of Mines, in its endeavors to minimize the hazards that attend coal mining, is the investigation of electrical motor-driven machinery. The object of this investigation is to foster the development of explosion-proof machines for use in gassy mines. This investigation is conducted under the provisions of Schedule 2C, which prescribes the inspection and tests made upon motors, controllers, and other electrical parts to determine their ability to withstand internal explosion without discharge of any flames. The method of conducting these inspections and tests is described in Bureau of Mines Bulletin 305, Inspection and Testing of Mine-Type Electrical Equipment for Permissibility, published in 1929. Formal approval of a machine for use in gassy mines is not granted by the Bureau of Mines until the machine is found to comply with the requirements, including inspection and test. When it is approved it is entitled to classification as a ""permissible"" machine.The high regard in which machines approved by the U.S. Bureau of Mines are held by engineers of other countries is attested by the growing number of shipments of permissible equipment; to other nations, including Australia, Russia, Norway, Japan, and Manchuria."

The safety record of the coal-mining industry, both anthracite and bituminous, in 1966 was improved over that of 1965 in all general measures of injury experience. The improvement was more pronounced in the anthracite industry. The total of 10,679 disabling work injuries comprised 233 fatal and 10,466 nonfatal injuries, 26 and 692 fewer, respectively, than in 1965. The number of fatalities in 1966 was the lowest annual total since complete records were started in 1910. Similarly, the number of nonfatal injuries in 1966 was lower than in any year since 1930 when such data were first collected.

This paper is one of a series describing the mineral resources of the Nation, including location, history, production, ownership, geologic setting, and mining methods for most of the known manganese deposits in New Mexico, With few exceptions these descriptions are the result of field examinations by the writer. Of 32 counties, the 12 which occupy the western half of the State contain all the known manganese deposits, These counties are Catron, Dona Ana, Grant, Hidalgo, Luna, Rio Arriba, Sandoval, Santa Fe, Sierra, Socorro, San Juan, and Taos. The vaporization thermodynamics of the aluminum-silicon carbides Al4SiC4 and Al8SiC7 were studied by the Bureau of Mines over the temperature range of approximately 1,500 to 1,700 K. Vapor pressures were measured by a Knudsen effusion-mass spectrometry technique in which powdered samples were effused from graphite crucibles through small orifices. For each compound, a total of six orifice diameters was tested to verify equilibrium within the cell. Aluminum, mass number 27, was the only vapor species detected over the range 4 to 200 amu. Experimental results are based on the following equations for incongruent decomposition: A14SiC4(cr) - 4A1(g) + SiC(a,hex) + 3C(gr); Al8SiC7(cr) - 8A1(g) + SiC(a,hex) + 6C(gr). The observed vapor pressure-temperature relationships determined with a cell orifice area of 2.0 x 10-3 cm2 for Al4SiC4 and 1.81 x 10-3 cm2 for A18SiC7 are the following: Log P - (-18,682/T) + 12.476, for Al4SiC4 (1,550 to 1,643 K) and Log P = (-19,308/T) + 12.421, for Al8SiC7 (1,526 to 1,784 K), with P in pascals and T in kelvins. Third-law analysis of the data provided the following heats of formation: A14SiC4 ?H at 298.15 K - -50.0 kcal/mol and A18SiC7 ?H at 298.15 K - -92.1 kcal/mol.

In this Bureau of Mines study, an equation is derived for the limit burning velocity for divergent, spherical propagation from an ignition kernel of radius, r: (Su)e = ( ) . For flame propagation into a preexisting, stretching velocity gradient of magnitude dv/dx, the limit velocity is (Su)e = (a dv/dx)1/2. These formulations are shown to be equivalent to the fluid dynamic concepts of Damkoh1er, Kar10-vitz, and Markstein. Existing data for the b10woff limits of flames are shown to give excellent agreement with those concepts provided that proper account is taken of two dilution effects: composition dilution caused by entrainment and velocity gradient dilution caused by flow expansion. Approximate flow-field solutions are also derived for the unburned gas motion above an upward propagating, spherical flame kernel in buoyancy-induced flows. It is shown that;, the upward hemisphere propagates toward a stagnation plane in a counterflow configuration involving the balance between the combustion force, which accelerates the cold gas upward, and the buoyancy force that accelerates the cold gas downward. The position of the stagnation plane above the upward propagating hemisphere is related to the ratio of the buoyant velocity, vb, to the burning velocity, Suo Extinction of the upward propagating wave occurs by flame stretch in that counterflow configuration when n = Vb/Su begins to exceed the expansion ratio, Pu/Pb' and the wave is blown off by its own buoyancy-induced flow field.

The Underground Injection Control program was promulgated in 1981 by the U.S. Environmental Protection Agency under the provisions of the Safe Drinking Water Act. Placement of mine waste backfill underground is considered underground injection under the provisions of this program. A major issue is whether mine waste that is regulated as a contaminant source on the surface should be disposed of underground. The U.S. Bureau of Mines conducted research to investigate the impacts of mine waste sandfill on the quality of ground water. Analyses of water samples collected before and after contact with sandfill in a 10-year-old stope, as well as samples of the sandfill itself, were used to ascertain the influence of the sandfill after mine closure and subsequent flooding. Computer models supported the hypothesis that oxidation of pyrite by oxygen, accompanied by dissolution of carbonates, was the predominant reaction controlling the quality of the water being discharged from the stope. Concentrations of metals released as a result of acid production remained near or below detection limits. Metals release after mine flooding is expected to remain low as a result of the buffering by the sandfill and the reduced rate of oxidation.

[The theory of fractional "eduction" of oil from oil shale has been used by several inventors as the basis for the design of retorts for the production of oil f roan the oil shales of the United States. The term fractional "eduction" gives expression to the rather common belief that when an oil shale is he-test et produces light, low-boiling oils at to temperatures, and increasingly heavier, higher-boiling oils as the temperature of retorting rites. The theory evidently had its is origin in the fact that crude petroleum may be fractionally distilled, yielding light oils at low distillation temperatures, and heavier oils as the distillation temperature increases. Thus, gasoline is produced from petroleum at relatively log: temperatures, kerosene at a higher temperature, and heavier products such as gas-oil and lubricating distillates at still higher temepratures, The writers have examined several oil-shale retorts designed to take advantage of the belief that crude, and en some cases refined, gasoline can be recovered from the shale at low temperatures; kerosene at higher temperatures, and so on. Such retorts are usually designed to operate continuously, and. have several vapor-pipes lending from them at differing intervals and passing to separate condensers. Designers of such retorts expect that the distillate from the low-temperature parts of the retort will be gasoline, and that as the shale basses to zones of increasingly higher temperatures, the vapor lines leading from these zones will remove increasingly heavier products such as kerosene, gas-oil, etc.]

1. The investigation shows that there are two coal beds of major importance in Perry County from the standpoint of present production -Flag and Fire Clay -and two beds of minor importance -Haddix and Hindman. The Flag and Fire Clay beds contain the largest remaining known reserves. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 tons per acre-foot of coal in place, are estimated at 840 million short tons as of January 1, 1954. Of this total, 720 million short tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, these should be added to the total estimated reserves.

The Salt Chuck mine is on the east bank of the Salt Chuck, a salt-water inlet at the head of Kasaan Bay, Prince Edward Island, Southeestern Alaska. The deposit was worked at intervals from 1905 until. 1941. Early ship-ments of hand-sorted ore are reported to have assayed about 4 percent copper, 0.15 ounce gold, and 0.15 ounce silver. The total mine production up to 1941 is reported to have been 326,000 tons containing 6,200,000 pounds of copper. During December 1942 the Bureau of Mines cut a 15-foot channel sample on the surface and channel samples from headings on the 300-foot level. In July 1943 a development project was started. Thirteen diamond-drill holes totaling 1,550 linear feet were drilled from underground stations on the 200- foot and 300-foot levels.

Direct costs such as medical, legal, administrative, and worker’s compensation costs, property damage, lost earnings, and lost benefits are typically used to compute the economic impacts of occupational injuries. However, there are also a number of less obvious, indirect costs that substantially contribute to the overall loss costs. In fact, for every $1 of direct costs an estimated $3 to $5 of indirect costs are also incurred. This paper presents a systems approach that incorporates engineering, economics, psychology, and sociology in order to evaluate the total value of investments in safety. By studying the interrelated system comprised of the injured worker, their family and coworkers, as well as the organizational structure that was the setting for the incident, a methodology can be developed that will more accurately capture the true costs of mine injuries.

The safety record of the metal mining and milling industries in 1965 is reviewed by the Bureau of Mines. The overall injury-frequency rate of 23.77 per million man-hours was 5 percent lower than in 1964 and was the lowest annual rate in a statistical history beginning with 1931. The injury-severity rate of 3,521 days lost per million man-hours in 1965 represented a 5-percent improvement over 1964. However, the total of 3,825 disabling work injuries comprised 61 fatal and 3,764 nonfatal injuries, one and 92 more, respectively, than in 1964. At primary nonferrous smelters, refineries, and reduction plants, the injury-frequency rate of 8.97 per million man-hours in 1965 was 13 percent lower, but the severity rate percent higher than in 1964. these plants in 1965, 4 more of 1,173 days lost per million man-hours was 17 There were 12 fatal and 971 nonfatal injuries at and 28 fewer, respectively, than in 1964.

Four tables listing values for the various physical properties of those sulfur compounds most likely to occur in petroleum and petroleum products are given herein. The data necessary to bring the first compilation2/ in this subject up to date are given in table I -Revised and Additional Data, which includes boiling points, refractive indices, densities, and freezing points. Tables 11-, III, and IV are published for the first time and include refractive indices for the F, C, and G' lines of hydrogen and the helium D:3 line; surface tensions and viscosities, and refractivity intercepts, specific dispersions, specific refractions, and parachors. The need for information concerning the sulfur compounds in petroleum is becoming-more urgent because of the necessity of refining larger quantities of high-sulfur crude oil to meet the rising demand for petroleum products. For a number of years the Bureau of Mines has been engaged in research to make available more information concerning the properties of the sulfur compounds in petroleum. The petroleum industry has recognized the value of such studies, and as a result the American Petroleum Institute has established Research Project 48A to study sulfur compounds. The investigations under this Project are to be done in Bureau of Mines laboratories as a cooperative project in connection with the work already started.

In general, the direction of the maximum horizontal stress in the eastern United States is fairly well defined. However, the variation of the magnitudes of the horizontal stresses is not very well understood. Because the horizontal stresses cause severe ground control problems in underground coal and limestone mines throughout the eastern United States a more complete understanding of how the magnitudes vary would be useful for developing mine design strategies to combat horizontal stress related ground control problems. Therefore, in this National Institute for Occupational Safety and Health (NIOSH) study, the variation of the magnitude of the horizon stresses in sedimentary deposits in the eastern and Midwestern United States are examined with respect to two factors, the elastic modulus of the rock and the site depth. Stress measurements from thirty-seven sites are used in the evaluation. Examining the applied excess strains indicates that the eastern United States can be, separated into high and low strain zones. For most of the eastern United States the maximum applied excess or tectonic strain ranges from only 300 to 550 micro strains. However, there is one area, a portion of the Beckley seam in the central Appalachian region where the strains are significantly higher than the other regions. In this higher strain zone, the maximum applied tectonic strains range from 700 to 1,000 micro strains. Regression models for each zone based on the elastic modulus can explain between 83 to 85% of the variation of the maximum horizontal stress. Because one region, the northern Appalachian district, has strains that are about 20% higher than the other regions in the low strain zone, multiple strain models based on geographic regions were developed for the low strain zone that can explain 87 to 91% of the maximum horizontal stress variation with the elastic modulus. Depth was found not to be a significant causal factor in any increase in the horizontal stress even though the site depths ranged from 275 to 2,500 ft. Beyond a theoretical increase, based on Poisson’s effect and gravity, no other increase in the horizontal stress with depth can be justified with this data. The most significant factor controlling the variation of the maximum horizontal stress is the elastic modulus of the rock, not the overburden depth.
