"During the last eight years there has been a noticeable increase in the use of permissible equipment in gassy and dusty coal mines. This trend has undoubtedly been toward greater safety in mining, but in spite of this all is not well ""along the front.""In many mines those in charge, either through ignorance or supposed economy, have neglected to install sufficient copper and maintain good bonding on the rails used for return circuits to have a safe working voltage for the permissible equipment which is intended to afford them safety.Low voltage, when properly analyzed, is not economy but frequently is an expensive oversight. Burned-out armatures, controllers, rheostats, and switches are costly in themselves to repair or replace, but the greatest cost in many instances is the loss of production resulting from idle and broken-down equipment.From a safety standpoint, excessive low voltage where permissible equipment is necessary is almost criminal negligence. A burn-out of any kind is liable to cause an arc that may burn its way through a casing wall and bring about a hazardous condition if gas or dust in explosive proportions should be present. Again, all wiring, both interior and exterior to the apparatus, is subject to the extra heating consequent upon low voltage. It should be remembered that if the voltage drops the current must increase a corresponding amount in order that the same work may be accomplished; and as the heating effect is as the square of the current, an enormous overheating of the electrical parts and wiring often takes place. This heating effect is especially detrimental to trailing cables used on portable equipment, because under the most favorable conditions the size of cable selected is only barely sufficient to do its work properly at a safe working temperature; therefore, when the extra current load is added because of poor voltage, overheating is sure to result, with consequent deterioration of the insulation, This effect greatly increases the liability of cable failures in service, and in turn adds to the hazards incident to the use of portable equipment of the permissible type involving the use of trailing cables.Some manufacturers have tried -to protect their equipment from low voltage, especially below a certain point, by -installing low-voltage relays which will trip when the voltage falls to a predetermined value. It is understood that some operators have hesitated or refused to install such low-voltage protection because they were aware that the voltage conditions were so poor that the equipment could not operate under the safe limits set. It is difficult to understand how any progressive company that is willing to go to the ex-pense of installing permissible equipment could be so shortsighted in this phase of common sense, safety, and economy."

This report, summarizing the Bureau of Mines research and technologic work on coal and coal products for the period July 1, 1950, to July 1, 1951, is based largely on publications issued during the year. The sixteenth in an annual series, it gives footnote references to publications giving further details of the research and technologic work described, except in a few cases where research data presented herein has not been published previously. During the year, the national fuels situation was generally one of plentiful supply.3/ Mineral-fuel resources appeared adequate for several hundred years at reasonably increasing rates of supply. Coal-production capacity was in excess of demand; petroleum supplies were adequate; and natural gas use was limited only by pipeline capacity. However, it was pointed out that a world war would drastically change this situation of relative plenty, particularly with regard to supplies of petroleum and its products. Conversion to the use of coal on a large scale would be required, and improved methods of mining and of processing and using coal in solid or fluidized form or converted to liquid fuels could materially contribute to our national safety.

This report includes data for 1963 on injury experience, with related employment statistics, at coal mines in the United States. These data are presented in tabular form under the following headings: General Injury Experience Tables 1 to 6: Current data on number of injuries, degree of injury, frequency and severity rates, average severity, and related employment and production data by work location.

"Sulphur is apparently a normal Constituent of crude petroleum, but in most crudes is present in percentages of less than one-half of one per cent. Some crudes, however, contain more, and occurrences have been reported of heavy asphaltic oils with as much as five per cent of sulphur.Occurrences of Sulpher-bearing CrudesIn North America, the fields rest of the Mississippi River are almost entirely free from sulphur oils, the time oil from Northern Ohio and Indiana, and the Potrolia crude in Ontario, being practically the only ones which contain sulohur in amounts over 0.5. per cent. In the Mid-Continent district the production of high sulphur crude in general is small and unim¬portant. The two main excentions are the Healdton field in Oklahoma and the El Dorado field in Arkansas, both of which produce oils with considerable sulphur content. In the Wyoming field, one sand, the Ember Sandstone, pro¬duces a crude of high sulphur content, and it is probable that this crude rill be of considerable importance as production increases. At present, however, very little crude is produced from this formation. In the Gulf Coast conditions are irregular, some crudes being low in sulphur and others comparatively high. The same is largely true of California. The crudes of Mexico contain notable amounts of sulphur, and as they have been of great commercial importance in this country, a typical sample of light Mexican crude was selected for the present study. It is probable that the results obtained poly also (but to a lesser degree) to other sulphur-bearing oils. An analysis of this crude will be found in Table 3, also analyses of other typical sulphur-bearing crudes from different sections of the United States."

Head has contributed valuable assistance in the microscopic examination of ores and metallurgical products that did not respond readily to standard treatment methods.

The investigation described in this report was begun as part of the Bureau of Mines progress to develop acid processes for the extraction of alumina from low-grade bauxite and. clays. A domestic shortage of high-grade bauxite sui table for treatment by the Bayer process became acute as a result of' World War II; an intensive search for a practical acid process using lower-grade alumina-bearing raw materials was therefore warranted. The laboratory development was described in a preceding Bureau of Mines publication wherein the basic theory for the design and erection of a pilot plant maybe found. A 2-ton-per-day continuous pilot plant was constructed and successfully operated at College Park, Md., which demonstrated conclusively the chemical and mechanical feasibility of a solvent purification process for aluminum sulfate. The estimated production cost of $38.64 indicates that under present market conditions the process would not be economically feasible.

As a part of a Bureau of Mines program on the conversion of coal to liquid and gaseous fuels, the kinetics of the Fischer-Tropsch synthesis on iron catalysts was investigated. Nitrided catalysts were studied at 21.4 atmospheres using feed gases ranging from 2H2+1CO to 0.25H2+1CO, and at 7.8 to 21.4 atmospheres using 1H2+1CO gas. The overall apparent activation energy increased with increasing carbon monoxide content of the feed gas from 19.5 kcal/mole for 2H2+1CO to 23.7 for 0.7H2+1CO. The rate of synthesis with 1H2+1CO feed increased linearly with operating pressure from 7.8 to 21.4 atmospheres. A semifundamental rate equation of the form [r=a'PH2 0.6pco 0.4- ?r0.5PH200.5] was shown to fit the data satisfactorily. The relative usage of hydrogen to carbon monoxide decreased with increasing conversion, passed a minimum, and then increased. Apparently water is the principal primary product and carbon dioxide is produced by subsequent water-gas shift reaction. In another group of experiments water, carbon dioxide, argon, and methane were added to 1H2+1CO feed to a nitrided iron catalyst. Argon and methane were only diluents. Carbon dioxide was a slight inhibitor and water vapor was a strong inhibitor to the rate of synthesis. Water accelerated the water-gas shift and usually increased methane production. Important factors of catalyst geometry in determining rate were found to be particle size and extent of reduction. Apparently the active portion of the catalyst is confined to a layer of 0.01 to 0.02 cm from the external surface of particles. A special solution was made of differential equations relating re¬action at the catalyst surface to diffusion in pores of the catalyst for spherical particles with an active layer surrounding an inert core. The equation derived expressed the experimental data reasonably well. Diffusivities determined by this equation varied from 3 to 24X10-6 cm2/sec; these values are of the same magnitude as observed for the diffusion of gases in liquid. The appendix presents a group of synthesis experiments at pressures of 21.4 to 103 atmospheres. In this range the rate of synthesis on nitrided iron catalysts increased with pressure to the 0.74 to 0.84 power.

This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. Several significant problems associated with employee turnover among underground miners are described in this Bureau of Mines report. Although a vast amount of research has been conducted on turnover among employees in nonmining industries, there has never been an attempt to empirically investigate the causes of turnover among underground miners. This report presents the results of empirical research on employee turnover in other industries and describes and critiques the research methods that have been used to investigate turnover. Using the findings on employee turnover in other industries and known data about miners and the mining industry, a conceptual model of the factors that cause turnover among miners was generated. This model, which is expected to provide a basis for later empirical studies, is presented. Several recommendations for controlling miner turnover are also presented.

The Bureau of Mines investigated the concentration and distribution of precious metals in the various fractions produced from mechanical processing of obsolete military electronic scrap. Whole avionic units, printed circuit cards, and electrical connectors were processed and analyzed. Materials recovered included baghouse lights, wire bundles, mag-netics, and metal concentrates from eddy-current and high-tension sepa-ration. Higher value fractions were processed by a commercial toll refiner for recovery of gold and silver. Lower value fractions were analyzed by the Bureau. Three fractions, the lights, wire bundles, and metallics from high-tension separation, contained most of the precious metals. Depending on the type of scrap feed, these fractions represented 34 to 60 pct of the original sample weight. Collectively, they represented 68 to 97 pct and 75 to 98 pct of the contained gold and silver, respectively.

Mine inspection in Alaska by the Federal mine inspector was somewhat handicapped during 1915,the inspector having to spend a large part of the summer and fall in examining the Matanuska coal field in connection with the designation of the Government reservations and the leasing units in that field. However, in addition to>this work, the mines in southeastern and southwestern Alaska were inspected by both Federal and Territorial inspectors, a considerable number of men near the Federal inspector's officeat Juneau were trained in first aid to the injured and in the use of mine rescue apparatus, the mines of the interior and of Seward Peninsula were inspected by the Territorial inspector, and a suit was brought in the name of the Territorial inspector for the nonreporting of serious accidents under the Territorial inspection law. The work of the Federal inspector was handicapped also by a lack of field assistants. This condition is likely to be serious, as preparations have been made for opening the Matanuska, Bering River, and Nenana coal fields, and a number of permits granting the free use of 10-acre tracts in other fields throughout the Territory have been issued. The need of a comprehensive inspection law and experienced engineers to safeguard the opening of coal mines by operators who are not familiar with coal mining and are using inexperienced help is obvious.

This circular is part 2 of the third subject (entitled "Excavation") of a series summarizing; the technical problems involved in the production and preparation of sand and gravel. Part 1 discussed the use of power shovels, draglines, and excavator cranes. This paper discusses the use of the power scraper, slackline cableway excavator, and hydraulic monitor, and part 3 will discuss the use of various types of dredges. Subsequent papers in the series will discuss the use of haulage equipment, the application of both excavating and haulage equipment to various types of deposits, and operating costs. THE POWER SCRAPER The power scraper is a younger member of the various forms of gravel excavators. It is a mechanized enlargement of the slip scraper and other scrapers which depend upon animals for power and has a greater range of operation from a single set-up than any other excavation unit except the slackline cableway excavator.

This report summarizes the findings of a 9-yr research program, sponsored by the U.S. Department of Energy and conducted by the Bureau of Mines, to evaluate refractory liner materials for coal gasifier reactors. Commercially available refractories were exposed to coal gasifier reactor environments, reproduced in the laboratory with a high-temperature, high-pressure test facility, followed by extensive postexposure evaluation. Thirty-six castable or gunnable refractories and cements and 24 refractory brick were evaluated. The behavior of castable refractories reinforced with stainless steel fibers was also examined. Gas environments that were evaluated included steam, H2, CO2, CO, and typical high-and low-Btu gas mixtures. Exposure pressures ranged from 100 to 1,000 psig, temperatures from 5000 to 1,1000 C, for periods from 50 h to 2,000 h. In some exposures, sodium and/or potassium hydroxide were introduced in order to simulate a high-alkali environment. It was found that intermediate-and low-alumina refractories produced from domestically available raw materials, rather than high-alumina refractories produced from imported raw materials, gave the best service as liner materials and that alkali attack was probably not a serious problem with most refractories. Based on the results of this program, good choices of refractory liner materials for gasifier reactors can be made.

In this study, we evaluated the ambient diesel particulate matter (DPM) concentrations (at the intakes and exhausts of the mine) as the entire vehicle fleet of a stone mine switched from using 35% biodiesel to using a water emulsified fuel (PuriNOx). Elemental carbon (EC) was reduced by 45% when a PuriNOx blend containing 10% water replaced 35% biodiesel and by 57% when a PuriNOx blend containing 20% water was used. Other factors such as engine duty cycle and production changes could potentially cause some day-to-day EC fluctuations, and no direct comparison to commonly used dieselfuels (No. 1 or No. 2) was achieved. Therefore, a second study was performed in a controlled “isolatedzone” environment to fametal mine, comparing PuriNOxto No.1 diesel fuel in a load haul dump vehicle. The EC fraction of the DPM was reduced by about 71% when the PuriNOx blend containing 10% water was used and by about 85% when the PuriNOx blend containing 20% water was employed. This study did not determine how the water emulsified fuel would affect the engine or power.

The United States is rapidly depleting many of its most important minerals and fuels. The first two Annual Reports by the Secretary of the Interior, under the Mining and Minerals Policy Act of 1970, made us acutely aware that the natural resources that enabled this Nation to attain an unprecedented growth in terms of economic well-being, and to set an example of independent strength through the democratic process, are finite. Once they are depleted, large imports will be required. Simultaneously, competition for available supplies, especially of petroleum, is increasing in the expanding European and Japanese industrial communities and in the underdeveloped nations of the world. Even before the crisis of late 1973, the oil-producing nations of the world, principally in the Middle East, but including Canada and Latin America, were recognizing that the worldwide need for crude oil, petroleum products, and natural gas could be translated into an unprecedented economic bargaining position. Thus, the members of the Organization of Petroleum Exporting Countries (OPEC) raised the price of their crude twice during the first 6 months of 1973. By yearend the energy situation had be-come acute, and it seemed probable that regardless of current political developments, the era of cheap energy was over.

Crystallographic modifications and kinetics of solid-state phase trans-formations were determined for five rare-earth" sesquioxides--La2O3, Nd2O3, Sm2O3, Eu2O3, and Gd2O3. Oxides used for crystal modification studies were prepared by thermal decomposition of the following high-purity salts of the five rare-earth elements--carbonates, chlorides, fluorides, nitrates, oxalates, and sulfates. X-ray diffraction patterns of the cubic and hexagonal oxides were indexed by a graphical method and patterns of the monoclinic oxides by Ito's method. The kinetics of crystallographic transformation were determined by high-temperature X-ray diffractometry. The kinetic data were interpreted using a shrinking sphere model. All of the transformations followed first order kinetics. Activation energies were calculated by application of the Arrhenius equation. These solid-state phase inversions were concluded to occur by a reconstructive transformation mechanism.

The purpose of this study was to examine the problems of underground coal mining in the United States, and to develop recommendations for an integrated Research and Development Program aimed at resolving these problems. Specific objectives of the study were as follows: ? To identify the existing inadequacies that have adverse effect on Health, Safety, External Environment, and Productivity. ? To identify opportunities for technological advance s to correct these inadequacies. ? To develop an integrated Research and Development Program designed to accomplish the advances identified. Many of the recommended tasks are dearly long range; this is especially true of those for study of future mining systems. However, funding recommendations in this Report are presented for a 5 -year period, since the developments accomplished during this period will undoubtedly be a factor in the formulation of the follow on tasks. Where applicable, the recommended Research and :Development could include development and test of pilot model equipment.
