"It is difficult to know how much environmental information is absorbed by those in a position to put it to use. The following information may seem like ""old stuff"" to those whose companies are taking steps to improve their environmental performance. This paper is directed in particular to those people who are interested in determining what further changes are required to make improvements as concerned environment citizens.IntroductionUntil recently, the author was comfortable with the fact that none of the operations for which he was responsible had any environmental charges against them. It was not until one of his operations was charged with non-compliance that the author discovered due diligence as a way to avoid a second charge, and when an unfortunate spill occurred at another operation, the meaning of risk prevention was learned. Knowledge was gained step by step to the point where finally environmental information is being heeded, rather than waiting to learn from sad experience. With the appreciation of what it takes to do a good environmental job, comes an understanding of the challenge that lies ahead, and the fact that there is a lot to learn.At a recent environmental gathering, comments from the participants varied considerably. Some just didn't understand why government was being so unreasonable, while at the other end of the spectrum one individual whose company was well along the path to becoming a good environmental citizen remarked that it was all very basic. What was immediately understandable to one went right over the heads of others, indicating the different stages that have been attained in the acceptance of environmental responsibilities."

Doped SrCoO3.8 was found to be a promising material for use as a cathode component in intermediate temperature SOFCs. In this work, strontium cobaltite ceramics doped with 10 mol% to 90 mol% samarium were synthesized using the glycine nitrate process in order to study the electrical conductivity and thermal expansion at temperatures of up to 800°C. As-synthesized powders were deagglomerated, pressed and sintered at temperatures ranging from 1100-1250°C. The effect of temperature and composition on electrical conductivity and thermal expansion are presented and discussed.

"Possible mechanisms of microsilica dust formation and factors affecting its quantity have been discussed. General mathematical models to predict the dust quantity based on electrical and coke consumptions, and flue gas temperature as functions of silicon recovery in the process and silicon content of the alloy have been established. It has also been shown that the flue gas temperature can be used as an additional process control parameter. Comments are made on the effect of the dust formation on the whole process economics and it is pointed out that the formed microsilica dust is a valuable by-product and not an industrial waste. INTRODUCTIONFerrosilicon is produced in electric arc furnaces with submerged electrodes. The charge mixture consist s mainly of quartzite, coke as the reducing agent and iron chips. The products are ferro silicon and carbon monoxide, various other volatile materials, water vapour and silicon monoxide gas. Carbon monoxide and silicon monoxide oxidize at the charge surface when mixed with air entering through the furnace hood openings. The off-gas contains a considerable amount of dust, which is mainly very fine particles of silica formed as a result of oxidation. The emission of dust containing gases to the atmosphere causes serious pollution problems to the environment. Therefore, the control of the formation of the dust, preventing it from escaping to the atmosphere, and dealing with this very fine dust collected from the flue gases represent important technological and economical parameters in the ferrosilicon production industry.This paper is concerned with the relations between the quantity of formed micro silica dust, as a function of both silicon recovery and silicon content in the alloy, and various other technological parameters; and their possible effects on the energy consumption and economics of the whole process."

"In 1993, trials of two innovative applications of liner support involving the replacement of bolts in the ground support system were undertaken at Inco mines. The first trial involved an evaluation of the effect of dynamic loading on mesh-reinforced boltless shotcrete in a sub-level cave mining area on 2400 level at Stobie Mine. The second trial involved an evaluation of the MIROC Mineguard spray-on liner as a replacement for bolts and screen support, or as a replacement for screen support alone, in a topsoil heading of a bulk, VRM (vertical retreat mining) stope on 3240 level at Lower Coleman Mine.In the Stobie Mine trial, an uppers retreat heading was supported using a two-pass system. First, shotcrete was applied 2 inches thick, followed by pinning of mesh screen to the back and walls. A second pass of another 2 inches of shotcrete was then performed. For recovery of the ore zone, a vertical slot was created using a Borepak blind boring machine. The uppers rings were blasted, one or two rings at a time, starting at the slot and retreating out of the heading. During blasting of the production rings, blast monitoring was used to record the ppvs (peak particle velocities). For a series of 5-ring blasts, the maximum ppvs were measured to be 0.4 m/s (16 in./s) with a maximum charge weight per delay of357 kg (800 Ib). Six 5-point convergence measurement stations were set up and after each blast the total rockmass convergence was measured using a tape extensometer. Although a maximum displacement of 100 mm (4 in.) was measured, the shotcrete still managed to provide some support junction. A support damage assessment was also done to try and relate blast vibration to effectiveness of the mesh reinforced shotcrete liner. This trial demonstrated the effect that blasting has, on a support system, and it also demonstrated the necessity of having the mesh reinforcement properly placed within the shotcrete."

"The development, in Ontario, of a common industry-wide program for the development of skills for employees in underground hard-rock mining is described. This program is designed to increase the productivity of individual workers by improving their skill levels, while at the same time ensuring that employees are instructed in the requisite safety and health aspects of performing various underground tasks. The program's development through a management-labour-government tripartite approach is described. How this program was coordinated with new Government Regulations on Occupational Health and Safety dealing with mandatory training of underground employees is also outlined. IntroductionThis paper will describe briefly what modular training is all about and outline why, and how, it was developed in Ontario on an industry-wide basis. Simply stated, what's been accomplished to date is an industry-wide program for developing the mining skills of underground production employees.The basic objective of this program is to improve the productivity of underground workers. It involves developing an employee's skills to improve his productivity and, because working productively involves knowing how to do a job safely, the program includes instructing an employee in the various safety and health aspects of underground work. An important and, I believe, distinguishing point about the development of this program is that it has been done with the full participation, cooperation and commitment of management, labour and government.It's of considerable interest to note that companies in Ontario who are now using this program are finding that new employees are approximately six months further advanced in productivity than was the case before its use, and in some cases the frequency of accidents has shown a reduction among those employees who have taken this program as compared to those who haven't"

"This paper will examine the role of debt and equity in project financing and will illustrate the impact on the return to the project sponsor of each type. Conventional debt sources will be examined, as will product purchaser advances, foreign export-import bank loans and lease financing. The paper will review guarantees, charges against the project, dividend restrictions and other commitments. It will also discuss various features of sales contracts and the degree to which they can assist in securing financing. IntroductionThe cost of bringing new mining projects on stream is escalating significantly more rapidly than general rates of inflation. Reasons for this include the higher costs of safeguarding the environment and ensuring the health and safety of workers. The need to develop properties in more remote areas is also a significant factor. These higher costs have not been matched by increases in metal prices, making the task of financing these projects ever more difficult. At the same time, the imagination of borrowers and lenders seems boundless, and innovative schemes for financing projects are constantly being unveiled.It is probably safe to say that no two projects have ever been financed in precisely the same way and the number of financing options for any project is limited only by the imagination of the sponsors themselves. The objectives of the project sponsor represent the most important factor in determining the scope of possible financial arrangements. For example, the sponsor may wish to maximize over-all company leverage by isolating each of its projects in separate companies. In so doing, it hopes to facilitate more ventures than would otherwise be the case. These objectives point toward true project financing. Additional objectives may be to develop a number of its properties by joint venture and to reduce the amount of debt on the sponsor's balance sheet. Those sponsors whose objectives include minimizing over-all financing costs will wish to increase the number of financial options and, as a result, will not be so concerned with effecting true project financing. This approach may also provide ""greater certainty that tax benefits are utilized quickly."

"The Coal Research Laboratory (CRL) of CANMET along with other research organizations in coal-producing countries envisage major benefits from computer applications in coal preparation, Some of these benefits are greater system flexibility, improved coal preparation plant performance efficiency and efficient utilization of manpower, all of which result in economic benefits. Computers can be applied for both on-line and off-line purposes; this paper focuses on the on-line applications from the process control point of view.A critical discussion of the different analog and digital process control systems is presented. Recent developments in Great Britain, West Germany, Poland and Australia on automation and instrumentation using on-line measurements of coal ash and moisture contents are identified.The CRL research and development strategy aimed at achieving on-line computer control of an automated coal preparation plant is presented.IntroductionIn the past twenty years an enormous progress in the area of computer technology has been noticed. Computer applications in industrial processes offer greater system flexibility, improved plant performance efficiency and efficient utilization of manpower. Significant computer control development in mineral processing has already been achieved. Although progress has been made in the area of computer applications in coal preparation, more effort is needed to utilize the full potential.The computer applications in coal preparation can be viewed as off-line and on-line. Considerable progress has been reported in the area of off-line computer applications, especially in the areas of modelling, performance evaluation/prediction and statistical analysis. However, only modest progress in on-line applications has been reported(1-7). This paper will focus on: online instrumentation and process control applications, different analog and/or digital control systems, on-line automation and instrumentation in other countries and CRL strategy toward pilot plant automation."

"Modern microprocessor systems make it possible to use several variables to anticipate changes in the process and to react with responses before upsets can be magnified by the process or by control action.Through tighter control, ""insurance"" can be eliminated from process set points without affecting product quality. In actual operation with a traveling grate furnace this control philosophy has produced savings of up to 20% in fuel consumption and 8% in fan power usage while producing a more consistent quality product.IntroductionA straight grate indurator, or pelletizing machine, consists of a continuo us moving train of pallets on which a feed stream of unfired, ""green"" pellets is deposited on a hearth layer o f fired pellets. This bed moves through several zones in the furnace where it is dried, preheated, fired and cooled by streams of gases which are pulled or blown through the bed by a series o f large process fan s. Control systems for straight grate plants are designed to maintain gas flow through the machine to ensure that sufficient time and heat are available to raise the temperature of the entire green bed to 1300°C where hematite bonding take s place.For the pas t two year s a new approach to control systems using microprocessor-based instrumentation has been designed and tested in an existing plant with a straight grate indurating furnace processing magnetite ore. The purpose of the test was to determine the most efficient operating setpoints for all levels of production above fifty per cent of design capacity. Through a combination of feed forward control, variable setpoints and additional loops, significant savings have been realized. Thus far the project has taught us much about control systems design and operation, energy utilization, and the process itself."

The subject of gold flotation has been reviewed extensively in a number of publications. The focus in most of these reviews has been on the theories of gold flotation as well as the physical and chemical effects that may impact the efficacy of the gold flotation process. It is evident that the current status of gold flotation chemistry as it is being applied in industry has not been addressed widely. It is the intent of this paper to review current gold flotation practice and how these applications tie in with the current understanding of the chemistry of gold flotation.

"Waste dump development at the Fording River Operation s in British Columbia began in 1971. In 1981, several unique as well as unplanned situations provided an opportunity to study water flows through waste dumps.The key to the drainage is naturally segregated rock sizes .created by end dumping from the crest of a pile. The largest size material accumulates at the toe. Flow rates along the base of the studied dumps varied from 2,800 to 13,500 m3/day or 0.032 to 0. 156 m3/s (1.2-5.5 cfs}. Sediment concentrations in the water ranged from 1 to 1,800 mg/I.This paper describes water flows through dumps of varied lithology and maturity. The results suggest that neither long-term water flow nor contained sediments in small streams are jeopardized when crossed by end-dumped fills.IntroductionThe Fording River Operations are located in southeastern British Columbia approximately 115 km north of the United State s and 10 km west of Alberta, within the medial range of the Rocky Mountains. All production is carried out at elevations ranging between 1,600 and 2,200 m above sea level.The property is within a continental climatic zone, with temperature extremes of - 40°C in January to +35°C in July. The average annual precipitation of 335 mm of rainfall and 390 cm of snowfall feeds the numerous seasonal, small drainage courses along the Fording River valley.Since start-up in 1971, 149 million bank cubic met res of waste from truck-shovel and dragline mining have been placed in numerous dumps or ""spoils"". The dumps were developed to the point that several unique situations could be studied. During the peak run-off period of May-June 1981, water flow studies were performed on dumps of varied lithology and maturity. This paper describes the results of the study."

"While it might seem like heresy to suggest that ""taxation"" can be a source of financing, never the less some generous tax rules can considerably enhance the tax savings pertaining to a particular expenditure or project. A basic tax knowledge, and careful tax planning, can optimize government participation in a project. INTRODUCTIONIn trying to identify sources of financing for a project, ""government"" as a source of funding is normally thought of in terms of government grants, loan guarantees, interest rate buy downs, property tax waivers, hydro subsidies, and so on. Generally, such concessions are somewhat difficult to obtain, especially in the current period of apparent fiscal restraint. One source of government funding which should not be overlooked is the income tax regime, and, at the provincial level, the various provincial mining tax regimes.While the taxpayer would not normally view a tax system as a potential source of government financing, nevertheless various federal and provincial rules applicable to the mining industry can offer attractive tax deductions - and tax savings - with respect to particular expenditures. In fact, it is not unusual for a civil servant to refer to a tax deduction as a tax ""subsidy"". For example, in the right circumstances, the cost of a smelter expansion in New Brunswick would cost the operator only 31 cents on the dollar, with the federal and provincial governments paying for the other 69 cents by foregoing tax revenues (Table I). In a sense, such tax savings could be compared to a government grant equal to 69% of project costs. Of course, not every project expenditure will generate that degree of government funding. The fact of the matter is that the percentages of tax savings attached to different expenditures cover a wide range, depending on a complex mix of factors. The point to understand is that the tax rules can offer some valuable savings, even after tax reform, and that a basic knowledge of the tax rules can yield some fruitful rewards."

"Traditionally, batch bench-scale flotation tests have been used for evaluating flotation reagents by comparing the results of tests done with various additions of the reagent in question. Usually, comparisons are made of the concentrate grade and recovery or some figure of merit involving an empirical combination of both. In some cases, statistical methods have been used to make the comparison and even to identify optimal combinations of reagents.None of the preceding technology utilizes the fact that flotation separations can be described by relatively simple kinetic equations that will serve not only to quantitatively describe the influence of a reagent, but will also aid in designing an optimal separation procedure. Examples of the use of a first-order rate equation for evaluating the impact of a reagent addition and for optimizing the reagent addition are given.IntroductionThe classical method of evaluating flotation reagents is to conduct batch bench-scale tests while varying one factor at a time. Some of the shortcomings of this technique have been pointed out and statistical design and evaluation of experiments has been advocated. Although the statistical approach is superior to the one-at-a-time method, it still is dependent on the results of a batch test conducted for a specific duration.That flotation is primarily a rate process than can be described by a first-order rate equation has been recognized for a long time, but the application of this knowledge to the evaluation of reagents has received little attention. In this work, it is demonstrated how the parameters of the first-order rate equation can be utilized to evaluate the influence of reagents on flotation."

"An analysis of the number of industrial injuries shows that the mining sector is particularly affected, since mining is one of the most dangerous industrial activities in Canada. This has led to numerous inquiries, and supports the need for an in-depth study aiming at the identification of factors responsible for these accidents. One possible factor often pointed at is the small crews incentives and this paper presents a scientific approach applied to check a potential link between bonus and accidents at two mining companies located in northwestern Quebec.The data required to do so were the accidents, the salaries and the number of hours worked at each mining site by the hourly paid personnel for the period from June 1979 to January 1982. The analysis of the results derived from the initial information shows different behaviours of the frequency rate vs the bonus rate at these mines. The number of days lost per accident is independent of the bonus rate at both mine sites, as shown by Khisquare tests on contingency tables.IntroductionA wide variety of opinions has been pinpointed by a survey of the literature related to individual or small crew incentives and industrial accidents in sectors of activity where it applies. In addition, various formulae of mining contracts take place in the industry on one part, and statistics from this sector indicate a high accident frequency rate on the other part. These fact s have lead to this scientific investigation which does isolate the direct impact of the bonus on workers' accidents. This study was undertaken with the full support of the Quebec Metal Mining Association.The conclusions of this preliminary phase of the researchproject are presented for two mining complexes in northwestern Quebec. The procedure is somewhat similar to the approach of the Belmoral Commission, with the underlying assumption that bonus has a direct impact on accidents."

"Bankfield Consolidated Mines, Limited, and Tombill Gold Mines, Limited, in the Little Long Lac area, Ontario, mined an orebody that was common to both. The discovery' of this orebody was made by surface prospecting in May, 1932, on Bankfield ground, following an original discovery made in the same manner on the same property on a small reef in Magnet lake in October, 1931. The production from the two mines between 1937 and 1942 was approximately 135,000 oz. gold from about 420,000 tons of ore, an average grade of 0.32 oz. a ton. Production was nearly equally divided between the two properties. Both mines are now closed, the ore exhausted.""The ore is mainly sheared and fractured greywacke and porphyry impregnated by silica and small amounts of metallic minerals. To a lesser extent there are definite quartz veins in the ore zone""(l). The metallic minerals present were principally pyrite, arsenopyrite, pyrrhotite, and native gold .As at other mines in the Little Long Lac area, an elongated, broad, deep trough of folded, steeply dipping volcanic and sedimentary rocks, striking roughly east-west and surrounded by younger granite, is host to the orebodies of the Bankfield and Tombill. In the immediate area of the two mines iron formation and conglomerate bands occur nearby both north and south of an intrusion of porphyry-Cliorite, suggesting repetition of beds and folding. Although considerable drag folding is in evidence, folding on the above scale has neither been proved nor disproved."

Marl in Alberta is confined to highly specific geological, hydrogeologica/ and climatic settings. Tufa is fa irly abundant in those areas of western Alberta where bedrock is of the Paskapoo Formation. Marl and tufa originate when the following conditions are met: presence of a carbonate source in drift or nearsurface bedrock; leaching of the carbonate by percolating groundwater; transportation of calcium and bicarbonate ions in a permeable aquifer; discharge at the surface as springs, seeps or lakes; re-precipitation of calcium carbonate. Steep Rock Resources Inc. owns a calcite quarry property at Tatlock, Ontario, and a calcite processing plant at Perth, Ontario. The Tatlock marble deposit forms part of an extensive series of carbonate rocks of the Grenville Geological Province in the Precambrian Shield of southeastern Ontario. The deposit is very unusual, if not unique, in the Grenville area in its combination of characteristics of large size, whiteness, high calcium content, low magnesium and silica contents, and scarcity of accessory minerals. A major expansion of the fine grind products capacity of the plant was undertaken in 1982 and came on stream in 1983. The expansion provides important operating benefits at the plant: greater flexibility as to the product mix and reduced dependence on the single grinding mill previously in place. The expanded facility consists of prima,y and secondary crushers, a rotary drye,~ a screenhouse producing a range of screen separator grade products, an airswept Raymond Mill, and a pebble mill with integrated air classifiers, product storage bins, bulk, semi-bulk, and bagged product shipping capabilities, road and rail access, and a substantial product warehouse. The expansion was designed to be compatible with a move into ultrafine calcite production, and is capable of supplying the anticipated sales growth within its market area during the next 5 years. Products are exceptionally white, with good chemistry, low abrasion, and consistent quality. Markets range, according to product particle size, from pre-cast concrete aggregate to fillers for coatings, plastic pipe, and compounds.

"This paper discusses the mining problems encountered at the Fording River coal mine to date, and how they have been solved. All of the production now comes from surface mining, but underground hydraulic mining is planned and briefly described. Other facets of the operation, including markets, equipment and personnel, are covered. IntroductionFording Coal Limited was formed in 1968 to mine and market metallurgical coal resources held by the company in the East Kootenay region of southeastern British Columbia. The company, at its Fording River operations, holds approximately 48,000 acres of coal lands, having an estimated 2.0 to 3.0 billion long tons of metallurgical coal in place. (Although not a point for further discuss ion in this paper, the company also holds approximately 1.0 million acres of mineral rights. These consist primarily of coal in Alberta, potash and coal in Saskatchewan, and minor industrial mineral holdings of limestone, salt and bentonite in the three western provinces.)Fording Coal is owned 60% by Canadian Pacific Investments Ltd. and 40% by Cominco Ltd. Inasmuch as Cominco itself is owned approximately 54% by CPI, it is seen that the effective CPI ownership of Fording is about 82%. The company, originally staffed and managed by Cominco, has been independent since January, 1978, with its own board of directors, management, staff and employees.The company's head office is in Calgary, Alberta. The Fording River operations are located approximately 45 miles north of the Crowsnest Pass, near the Alberta/British Columbia boundary, only 95 air miles and 200 road miles from Calgary.A contract was signed in 1969 with the Japanese steel mills to provide 45 million long tons of metallurgical coal over IS years, commencing in 1972 at an annual rate of 3 million long tons per year. Despite some start- up difficulties, the mine and plant facilities achieved their rated capacities in 1975, producing and shipping at the 3-million-Iong-ton level. The coal specifications are shown in Table I."

"With falling rare earth metal prices, low cost beneficiation of rare earth minerals is essential. The “Flotation-Agglomeration-Magnetic” (FAM) separation process is a newly developed technology by IMUMR to economically recover rare earth elements from different types of deposits. The theory of FAM process is to selectively agglomerate rare earth particles and separate from gangue minerals by bubble flotation process. The flotation product is further upgraded by magnetic separation. The FAM process has been successfully applied in industrial production on the Dalucao rare earth ore, Sichuan, China. The average REO grade of rare earth concentrate is 65% in the latest 12 month production run, with an average recovery of 55%.INTRODUCTIONRare earth elements (REEs) include fifteen lanthanide elements coupled with two chemically similar elements (yttrium and scandium). These elements are split into two sub-groups, La to Sm are classified as light rare earth elements (LREEs) and the remaining elements including yttrium are heavy rare earth elements (HREEs) (Kumari & Panda, 2015). The demand of rare earth elements surged in recent years due to their increasing usage in diverse industrial aspects including high strength magnets, phosphors, clean energy, polishing compounds and catalysts (Goley &Scott, 2014).More than 250 REE-bearing minerals have been discovered, but many minerals are with very low concentrations of REEs, varying from 10-300 ppm (Adam &Ping, 2013). The most common rare earth minerals mined are bastnaesite, monazite, xenotime and ion-adoption REE (Chelgani & Rudolph, 2015; Kanazawa & Kamitani, 2006). Before the 1960s, most rare earth resources were extracted from monazite in the beach placer, with the exploiting of Mountain Pass in the United States and Bayan Obo mine in China, bastnaesite became the chief mineral source of rare earth resources (Klinger, 2015). "This paper reviews the evolution of Canadian surface and underground mining automation, principally relating to: advances in communications, initial development of machine teleoperation from line-of-sight remote control, and islands of automation. The eventual role of teleroboties and minewide robotic mining remains to be resolved. The progress and approaches adopted have tended to vary within each sector of the mining industry. Recent information technology advances have made possible the Digital Mine; in which information associated with all mining processes, however dispersed, would be integrated with support systems using new communications technology. The Digital Mine will provide the information infrastructure to serve as the foundation for minewide automation. This paper concludes by reviewing the issues likely to govern implementation success, relating to: mining process design, machine design, machine intelligence, and mine planning and control.IntroductionSignificant advances have recently been made in underground hardrock mine communications and teleoperation. Subsequent R&D efforts are mainly focussing on control systems for various types of machines. In underground potash mining, the realization of automated continuous mining systems appears to be imminent. Recent advances in surface mine dispatching, machine monitoring and global positioning systems (GPS) have tended to reactivate some of the initial R&D enthusiasm developed in the '70s for surface mine automation. Mines at large are approaching a major milestone: the implementation of comprehensive communications infrastructure which proves to be sufficiently reliable and economical to support the automation of routine mine production, either using teleoperated or autonomous machines. This then should motivate a deeper commitment to real time monitoring and management. The communications advances make possible the Digital Mine; in which information associated with all mining processes, however dispersed, would be integrated with support systems using information engineering. The Digital Mine will provide the information infrastructure to serve as the likely foundation for a wide range of automation scenarios. This paper surveys the status and directions of automation development in both surface and underground Canadian mines, pointing to what are seen to represent key technology development issues."
