In the past few years, much effort has been spent in elucidating the impact of diesel engines on the mine environment. This paper summarizes diesel fundamentals , exhaust emissions and typical tailpipe concentrations. Mine sampling results and an evaluation of exhaust treatment systems are discussed. A review of changes in pollutant concentrations between the tailpipe and the mine exit is made and suggestions are given to reduce operator exposure to diesel contaminants.

"IntroductionThe SABREX Blast Modelling Program was developed jointly by the companies of the ICI Explosives Group, of which C-I-L Inc. is a member. SABREX (Scientific Approach to Breaking Rock with Explosives) is a modular computer program which incorporates new technology with a number of tested programs that have been in use world wide.SABREX predicts the performance of blasts in terms of (I) fragment size and distribution; (2) muckpile profile and face velocity; (3) grade fracture; (4) collar breakage; (5) a rupture envelope which depicts crack penetration behind and beneath blastholes; and (6) a complete cost analysis including explosives, drilling and accessory costs. The predicted blast results are displayed as dynamic colour graphics and in tabular form.SABREX uses data on the detailed geometry of the drilled and loaded pattern, detonation characteristics of the explosives and the dynamic properties of the rock to generate blast predictions. SABREX blasting calculations take into account the effects that shock and quasi-static pressures exert on the rock around the blastholes. While physical effects occur very rapidly in rock blasting, it is possible to view and model the sequence of events as discrete sections.The program can be run on a microcomputer and is currently operated by C-I-L technical service staff in Canada for the use of drilling and blasting operators.Figure I is a diagram representing the modules of the program and associated technology that is used to complement the program.Any, or all, of the modules may be used in a particular study or blast optimization. Because the BOBCAT module of the SABREX program has been described in previous papers(7.8.9), this discussion will concentrate on the newer modules: CRACK, HEAVE, RUPTURE ENVELOPE and to a limited extent, KUZ-RAM, which present a more detailed picture of the blasting process.Each of these modules is discussed in terms of the information they offer the operator in analyzing the blast. Specific examples of recent usage in Canadian mining situations are included to illustrate the ability of the model to produce practical results that can assist in optimizing actual blasting operations or solving problems that do exist."

"In 1997 when Royal Oak Mines Inc. went into receivership, the mineral processing technicians (mill operators) who had been working at Giant Mine in Yellowknife, Northwest Territories for most of their career walked out with no credentials to serve as testimony of their knowledge and skills.As a result of new diamond mining activity and the establishment of socio-economic agreements, mining industry representatives approached the Department of Education, Culture and Employment (ECE), Government of the Northwest Territories, in 1999. They requested support and direction to promote training and recognition for mineral processing technicians at BHP’s (BHP Diamonds Inc.) Ekati mine. ECE recommended the development of occupational standards and certification.This paper describes the development process and end products that resulted from this collaborative project between industry, government and education. In addition, industry representatives involved in the project share their views on the development process and the benefits of standards and certification.The conclusion invites industry members to support national occupational standards and certification with their associated benefits: standardized training in the workplace and institutions, proof of competence for hiring, recognition of prior learning, and a nationally and internationally recognized credential.INTRODUCTIONSwiftly changing labour market demands are nothing new in the North. The fur trade and mineral discoveries have brought employment to workers in a feast and famine cycle for decades. In the late 1990s, the Giant, Con, Lupin, Polaris and Nanasivik mines were nearing the end of productive runs. Many experienced workers found that without credentials, they had no proof of their abilities to offer prospective employers."

The properties required for a com-pound to form useful thermoelectric materials are described. Uranium compounds which might have these properties are reviewed. Several of these compounds have been prepared and fabricated into compacts. The apparatus used for hot pressing, and for the measurement of thermoelectric power, electrical conductivity and thermal conductivity, is described. Detailed attention has been given to the properties of the nitrides. Preliminary studies on a number of other uranium compounds are reported. The figures of merit of the best materials so far examined are one-tenth of those necessary for a useful thermo-electric material. THE efficiency of thermoelectric materials for power generation and cooling is determined by their figure of merit, Z = a2 a/K, where a, a and K are thermoelectric power, electrical conductivity and thermal conductivity, respectively. It is well known that the largest values of Z are achieved with semiconductors (1). "Mining of low grade deposits along with the necessity to design and operate process plants requiring high throughputs presents unique metallurgical environmental and sustainability challenges that need to be addressed to reduce project risks, improve project economics and to sustain the profitability of operations over the life-of-mine.Some of the key challenges include poor recovery of valuables and concentrate quality issues due to complex mineralogy and high ore variability, water scarcity and quality issues, high energy costs, complex environmental issues including tailings management, high capital and operating costs, worldwide constraints on resource availability, complicated regulations in emerging economies, changing demographics of mining operations with ever-changing cultural or community issues and the urgent need for a better assessment of project viability to reflect the dynamics of present mining scenario. Developing breakthrough solutions to these problems is the key to success of any new project and maintaining profitability of a mining operation. An integrated multi-disciplinary approach to problem solving is crucial along with the need for a more lateral thinking, strategic partnerships and collaboration involving the right players. This paper presents some of the key findings based on experiences from a large number of challenging projects and operations focused on solving complex metallurgical problems.IntroductionThere is a plethora of challenges in developing new ore bodies. The metallurgical complexity of these deposits has increased significantly due to the need for mining lower grade ores along with the presence of deleterious elements that have environmental and processing implications. In addition, many of the mining projects are capital intensive due to high throughput requirements to be economical along with the need for building infrastructure due to remote locations, while operating costs steadily increase due to high reagent, energy and labour costs, increased state royalties and community obligations, to name a few of the key factors. There is also scarcity of water in many regions requiring the use of sea water or brackish water, which has both environmental and metallurgical implications. The shortage of qualified technical manpower adds significantly to the woes of many mining companies. Considering these multiplicity of challenges, it has become imperative for many mining companies to be innovative in addressing these issues."

"Various full-scale test programs and installations of the InLine Pressure Jig (IPJ) have provided evidence that pre-concentration of the difficult to leach sulphide mineral through gravity can provide significant increases in economic recoveries. The continuous gravity concentrates are intensively treated either by re-grinding or Intensive Cyanidation. Data from various mine sites worldwide is presented. Treatment of complex ore bodies with this low cost methodology may render previously uneconomic ore bodies financially viable and assist in the recovery profile of transitional ore.INTRODUCTIONThe use of gravity is made extremely attractive in complex ore situations due to the low cost of operation, typically a few cents per ton operating cost and lack of chemicals.Gold mines which suffer from poor recovery due to complex mineralogy such as Stibnite, Arsenic, Carbon, Telluride, Silver and other pacifying agents such as Iron, which can form coatings, can all benefit from the process proposed in this paper. The key issue is not overall recovery as much as one of economic recovery. The key to this is maximised recovery at the lowest possible capital and operating cost. Other options such as flotation are reviewed but are not seen in many instances to be the panacea due to issues discussed in the paper. The use of the InLine Pressure Jig in the re-circulating load of the milling circuit is a cost effective means of recovering a sulphide/gold concentrate containing the complex mineral assemblages which require re-grinding and intensive leaching for optimised gold recovery.The benefits of Jig Assisted Grinding (JAG) are many and the challenge over the past years has been developing, understanding, implementing and evaluating the benefits of various flowsheet models. This has involved the reconciliation of results in plant scale trials back to the original laboratory test program. The following paper outlines the insights gained in this area through extensive work carried out by many people across both laboratories and plant sites in Australia and overseas. The examples in this paper are some of the work carried out on a few selected sites but similar work has been carried out on other sites such as Penjom, Granny Smith and Agnew. This work has eventuated in several installations which we believe have great importance in the future of the gold processing industry. They will lead the way forward to the modern all-gravity plants of the future.Compared to flotation, for the recovery of sulphides, gravity is a simple option. The simplicity generally translates to low capital and operating cost."

"The ore-element patterns in regional lake sediment geochemical survey data from four areas of Newfoundland containing granite-related mineralization reveal characteristics which can be used to identify mineralized granitoids. The St. Lawrence Granite with its fluorite deposits, the Ackley Granite with molybdenite mineralization, the Grey River tungsten lodes and the newly discovered Mo- W mineralization at Granite Lake, Central Newfoundland, have all been included in the regional lake sediment geochemical surveys, which now cover about 90,000 km2 of the Island of Newfoundland. The lake sediments over these mineralized granites show diagnostically high values of Mo, F, Pb, Zn and, in three of the four cases, U, together with locally high Ag and Cu values. Furthermore, these ore-metals display a distinctive zoning pattern about the intrusives, which can be related to the classical ore-metal zoning patterns developed about many types of mineralized granitoids.IntroductionGranitoids in Eastern Canada are receiving renewed interest as potential hosts of tin, tungsten, uranium and related mineralization. Although a number of mineral deposits and showings have been known from a few granites (sensu lato) in the region for many years, granites had generally received little attention as potential hosts of metallic mineralization until the recent resurgence in interest in the mineral potential of these rocks. In Newfoundland, where granitoid rocks underlie about 30070 of the land area, petrologic data are available from some granites, particularly those in eastern Newfoundland (Strong et al., 1974; Strong, 1980), but in southern and southwestern Newfoundland the data base is sparse, and indeed in many cases individual plutons are not delineated on the geological maps of the area . Most of the available data on Newfoundland graniotolds have been summarized by Strong (1980), who gives a general assessment of their mineral potential by comparing their physical, mineralogical and petrochemical attributes with mineralized granites elsewhere in the world."

"Safety performance in many companies and even industries has stalled in the few years. Accidents rates are at a "plateau" and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas disaster, organizations that have "exemplary" safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Other classic examples are the Piper Alpha disaster and NASA’s Challenger and Columbia disasters and even the Chernobyl nuclear reactor. Looking into the root causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization’s mindset? What characterizes these organizations’ decision-making, their approach to safety and to risk and are there specific cultural features that can be delineated? The research and review presented in this paper covers a period since 1994, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions, based on extensiveresearch since 1997 of organizations that suffered unexpected disasters.The Piper Alpha Oil Rig disaster in the North Sea, on the 6 July 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry.In short, an explosion and fire occurred when a pipe started leaking gas and ignited. A temporary flange, with no safety valve, was used to block off this pipe during a maintenance operation the previous shift. The permit to advise operators not to start the pumps on this line was misplaced and lost. Several deficiencies, problems and system failures coincided. A key factor was that the water deluge system was inoperable at the time and failed to extinguish the large fire that erupted, followed by an even larger gas explosion. The accommodation unit, situated on top of the oil rig, was the main "killing field" - most men gathered here to await instructions (which never came) and where they died from smoke inhalation. Later, a large explosion of the gas pipeline from an adjoined rig exploded and killed more people.The line of events and the associated system failures are all very relevant in the analysis of the accident, and provide the only insight into what caused the accident. But much "further back", inside the organization’s culture, lurks more dark matter. The first inclination is to ask what was "deficient" in the culture. Did they not care enough about safety, or about their people? Did they have a culture where production decisions were more important than safety considerations? Did they ‘coerce’ supervisors and employees to ignore safety precautions or did they just "fly by the seat of their pants"?Not surprisingly, it is very difficult to identify the true nature of the culture in that business because in such an aftermath of death and destruction, no one dare say that the safety culture was a ‘positive one, focused and caring’ or that the company was doing well in safety and that this is only a freak accident. Indeed, there were many deficiencies in the organization’s systems and procedures, such as the permit to work system.But there are some niggling questions: How is then that the Piper Alpha Oil Rig was actually considered the company’s most productive and safest oil rig in the North Sea? Why would this rig win a safety competition, 6 months before the disaster, with the deficient permit as its most outstanding successful system?"

This year of 1926 marks the 40th. anniversary of nickel mining in Canada. Although the first nickel mine of the Sudbury basin was discovered in 1883, it was not until 1886 that the Canadian Copper Company was organized and actually began to mine copper-nickel ore from the Lady McDonald, Stobie and Evans mines. The intervening years have witnessed some exceedingly interesting nickel history, particularly interesting and gratifying as well to Canadians. Forty years ago, at the inception of Canadian nickel mining, the world's consumption of that metal was about 1000 tons per annum and this was supplied largely from New Caledonia ores refined in France. This nickel was used principally for the production of nickel-silver, coinage alloys, and for nickel-plating. No processes were then known for refining the Sudbury ores nor for the separation of copper from nickel. Consequently, the pioneers in Canadian nickel mining faced the double problem of finding a method of treating their ores, and of finding a market for the nickel when and if they could extract it.

Magnesium and its alloys are attractive for use in automotive and aerospace applications because of their low density and good mechanical properties. However, difficulty in forming magnesium and the limited number of available commercial alloys limit their use. The present work reviews the efforts to improve the attractiveness of magnesium through non-traditional processing, and presents results of current work on producing magnesium alloys via powder metallurgy (P/M). P/M can be used to alleviate the formability problem through near-net-shape processing, and also allows unique chemical compositions that can lead to new alloys with novel properties. The surface layer formed on the Mg powders during processing acts as a barrier to diffusion and sintering is problematic. The layer contains oxides, hydroxides and carbonates of magnesium, formed by reactions with the atmosphere. There are several means to possibly overcome this barrier. Alloying additions have been identified that may promote surface layer disruption during sintering. Processing variables such as sintering atmosphere may reduce the layer or allow the formation of less detrimental compounds. Post-sintering processes such as hot working may disrupt the layer and improve density. The experimental effect of all these processing parameters is presented in this paper.

"The Jacobina project in Bahia, Brazil commenced operations in 2004 with a design capacity of 4,200 tpd. A project development plan to increase plant capacity to 6,500 tpd will be discussed. The project included an evaluation of the existing circuit and addressed bottlenecks in the crushing, milling, sedimentation, leaching and tailings transport. These circuits and the methodology used to provide higher capacity will be presented.INTRODUCTIONThe Jacobina mine is located in the state of Bahia in northeastern Brazil approximately 330 km northwest of the state capital city of Salvador and 9 km from the town of Jacobina. The Jacobina Mine (Figure 1) is owned by Jacobina Mineração e Comércio, a wholly owned subsidiary of Yamana Gold Inc.The gold mineralization of the Jacobina mine is hosted within quartz pebble conglomerate reefs of the Serra do Córrego Formation which together with the Rio do Ouro Formation forms the Serra do Jacobina mountain chain.The Serra do Jacobina mountains have been mined for gold since the late 17th century. Since the 1970’s, the Jacobina mine has been operated by Anglo American, Williams Resources Inc., Desert Sun Mining Inc. The mine is currently owned by Yamana Gold Inc.In December of 1998, operations at Jacobina were suspended and the property was placed under care and maintenance. Desert Sun Mining Inc. began exploring the property in 2002 and eventually purchased the Jacobina mine in 2003. In 2003, a feasibility study was completed that evaluated the economics of re-developing the mining operations and expanding gold production. In 2004, refurbishment and re-development of the mining operations began and the milling facility throughput capacity was expanded from 1.08 to 1.512 Mtpy (3,000 to 4,200 tpd). The milling operations were commissioned in the 1st quarter of 2005 and commercial production was declared 1 July 2005. In April 2006, Yamana Gold Inc. acquired the Jacobina mine through its acquisition of Desert Sun Mining Inc."

"Quinsam coal mine is located about 25 km west of Campbell River on the east coast of Vancouver Island, British Columbia. Using continuous miners in a fully mechanized retreat room-and-pillar operation, it produces low sulphur, “super compliance” thermal coal for domestic and international markets at a rate of about 2600 t/d. Currently, 65 people work at the site, including some corporate employees.Opened in 1993, the Quinsam mine had a dismal safety record until 1997. Lost time injuries and medical aids were unacceptably high. In 1998, a change in corporate structure brought a change in safety attitudes; a total and unequivocal commitment to safety as job No.1 by corporate and site management. This commitment was clearly spelled out in a new mission statement, circulated to all employees by the new President and CEO, David Slater: “Safety is job No. 1; Production flows from safety; and Think safety at all times.” As well as re-defining workplace safety practices, QCC tightened engineering controls and enforced strict adherence to mine plans.This paper provides a general background to the mining operation, and describes the safety practices that have resulted in an enviable safety record in recent years, reflected by provincial and national recognition."

Arsenic is a compound that has no significant market value. However, it needs to be removed from ores, concentrates and other process streams because of environmental or technical processing concerns. A wide range of arsenic containing minerals exists in nature, and in many instances these minerals are also associated with the ones that have commercial value. For example, sulfide copper ores are normally closely associated with minerals like enargite, Cu3AsS4 and tennantite Cu12As4S13. After mineral processing these arsenic sources can report to the waste waters and these effluents need to be treated before discharge or recycling. Ferric arsenate precipitation is a well-established method for stabilizing arsenic in effluents. Electrochemical arsenic removal utilizes the same adsorption/precipitation ideology as ferric arsenate precipitation. Electrochemical arsenic removal, even though it is a simple process in terms of equipment, is a complex system involving chemical and physical mechanisms taking place simultaneously to remove dissolved and/or solid arsenic components from wastewaters. The whole process can be described by the following three steps: 1) electrolytic oxidation at a sacrificial anode (dissolving electrode metal, iron for example), 2) chemical reaction between dissolved iron and arsenic to form a solid precipitate and 3) aggregation of the particles to form flocs, which can be removed by known solid/liquid separation methods. Electrochemical arsenic removal is a very efficient way to remove arsenic from different waters to very low residual concentrations.

"Economies of scale and the variable characteristics of many large ore deposits have resulted in grinding installations having large SAG mills fitted with variable speed drives. Problems associated with effective operation of this equipment has created the need for better operator knowledge of mill load behavior and the need for new instrumentation capable of providing accurate information about load movement and composition. This paper discusses two performance enhancing instruments available to address these needs.INTRODUCTIONThe economic demands of new mining projects has resulted in increased equipment sizes and this is particularly evident in milling where there are now many SAG mills operating in the range of 28’ – 40’ diameter with installed powers of 8 – 22 MW. These mills are designed to process very high capacities of ore daily2 and the variable characteristics of many of the deposits mined results in the need to vary the mill speed during processing to cater for the changes in ore hardness. Mill speed changes often result in operational problems associated with high-energy impacts striking the mill liners reducing energy efficiency as well as degrading the grinding media through breakage, accelerating liner wear and in extreme cases even breaking liners. These operational problems have given rise to the need to have instruments aimed at providing operators with accurate information in real time about the load composition and movement within SAG mills.The original concepts for operating SAG mills were derived from past experience of operation of conventional fixed speed ball mills. However, the relatively stable conditions that applies with fixed speed and constant ball charge in ball mills supports theoretical approaches to the grinding process based on energy calculations such as Bond’s Work Index concept. Later a set of parameters Si and Bij were used for describing load kinetics, but all of these methods neglect the details of load movement and how the energy is actually used inside of the mill. It is now commonly accepted as a basic rule that SAG mills grind by impact whilst ball mills grind by attrition and consequently SAG mills are designed and operated to generate a large amount of impacts by the cataracting load without paying sufficient attention to where these impacts are actually occurring. Many mills are operated on the basis that as long as the mill is consuming the expected power there is little attention given to the class of bodies using this energy and this often results in the inefficient use of energy."

"Abstract — Systematic characterization of the mineralogy of massive sulfide ore deposits can provide valuable insights into ore genesis and metallurgical processing that would not be apparent otherwise. We describe a method wherein (1) normative mineral abundances are calculated from whole-rock chemical assays using an algorithm, (2) the results are cast in block models, (3) the results are then verified with automated image analysis of a subset of samples prepared as grain mounts by backscattered electron imaging and X-ray mapping on a scanning electron microscope, and (4) those verified results are integrated with textural data determined by optical microscopy.The technique is applied to the magmatic Ni-Cu-Co sulfides of the Ovoid orebody, based on geochemical assays of 3175 whole-rock samples. Three principal ore zones are defined in the Ovoid. Type I ore occurs in the center of the deposit; it is magnetite-rich and pyrrhotite-poor with intermediate contents of pentlandite and chalcopyrite. Type II ore surrounds Type I ore and is pentlanditechalcopyrite- rich with intermediate contents of pyrrhotite and magnetite. Type III ore occurs at the base and along the outer periphery of the northern part of the orebody; it is pyrrhotite-rich and chalcopyrite- poor with an intermediate content of pentlandite, and a low-to-intermediate content of magnetite."

The preparation of coal for the commercial market is a study both varied and wide, and can be viewed from many angles and in different ways. This short paper can but touch upon the subject and is intended to discuss briefly preparation plants which in some cases would seem to be quite inadequate. The conditions confronting most operators are similar, inasmuch as the existing plants were not built specifically to prepare a product for the market of today, but rather of yesterday. The tremendous strides made in the field of combustion in recent years require that the product be of the highest grade procurable, and in a glutted and somewhat restricted market the buyer may be more pernickety than otherwise. These would appear to be the conditions of today. Where a mine is operated individually, better all-round results seem more readily procurable than in a consolidated effort where so many different conditions are sure to arise demanding cognizance, and in many cases requiring to be incorporated in the scheme of things. In the case of a number of mines being administered to form a central source, that source not having had anything to do with the bringing into being of the institutions over which it presides, we find some of the mines well equipped with facilities to properly screen and load the coal, while in others the facilities are not so good, but are doing their share towards delivering a product that will pass muster and in such quantities that they can be counted on.

"A shallow till sampling program was completed on a 1 km grid over the St . George Batholith in southern New Brunswick. The ""B"" soil horizon was analyzed for Cu, Pb, Zn, Ag, Co, Mo, U and Sb and the heavy minerals from the ""C"" soil horizon were analyzed for W, Sn and A u. The results delineated four of five recorded W occurrences, three of four recorded Mo occurrences, all recorded Cu occurrences and one recorded Au occurrence. The results indicate that shallow till sampling in conjunction with bedrock and Quaternary mapping can inexpensively define exploration targets in terrain similar to that underlain by the St. George Batholith.A similar program was carried out in eastern Ontario involving the analysis of four separates from the till, the ""8"" soil horizon, the -50 mesh fraction, the -250 mesh and the heavy mineral fraction of the ""C"" soil horizon and humus. Also sampling was carried out near known gold occurrences at closer spacings. Regionally, anomalous results from all sample media clearly defined a large auriferous shear zone and associated splays. Over one known showing all media clearly defined the showing and a secondary zone. On the regional scale the heavy mineral fraction gave the best anomaly definition and contrast, but the -250 mesh fraction was found to be the most cost effective for defining exploration targets. For detailed surveys, humus was found to be cost-effective."

"Pamour Porcupine Mines, Limited is involved in the mining, milling and primary refining of various gold, gold - copper and refractory gold ores. Pamour operates five mines in the Porcupine Mining District of Ontario, and two 2,550 t/d milling facilities.Both metallurgical facilities use conventional cyanidation technology including zinc cementation for precipitation of gold and silver from solution. The precipitation process, as applied to clarified leach solutions (less than 1 ppm suspended solids) at Pamour is called the Merrill - Crowe process. Precipitates from both milling operations are treated at Pamour's Area Refinery. Schumacher precipitates, unlike Pamour No. 1, require an ''Acid Treatment Stage"" prior to refining to remove the high contained copper. This is accomplished by leaching the precipitates initiallv with sulphuric acid to remove zinc and then with sulphuric acid and manganese dioxide to dissolve copper. In these times of increasing costs and diminished returns, energy consumption is one source of savings that remains relatively untapped in the mining sector. Typically, 15% to 40% of operational costs can be attributed to energy in mining operations. This ?process variable? is a complex, multi-faceted variable that involves government regulations, societal pressures, cost and competitiveness. A mining company able to successfully embrace an energy efficiency program is more often than not a successful mining company. Production optimization programs, relatively common today, provide increased production, increased availability of assets and, in many cases, improved quality. They generally ignore the energy question altogether. Production Energy Optimization combines reductions in energy consumption with production improvements to reduce the cost per unit of production while improving emissions reporting. An energy strategy in mining and mineral processing operations is a critical component of Production Energy Optimization. This strategy must support the financial and operational integrity of the business. Developing a successful energy strategy requires a well structured approach such as following: ??Understanding where energy is being used and why, ??Recommending and implementing energy conservation measures, ??Driving visibility to targets and results, ??Re-evaluating continuously. WE have just heard a very able presentation, by Mr. J. C. Cameron, on the subject of Recent Trends in Labour Relations, as they exist today in Canada (l). With minor changes, what he said applies equally to the situation in the United States. Direct negotiation between employer and employee on a man-to-man basis, wherein good faith and mutual esteem was at least sometimes a factor, has almost entirely given way to a mass struggle in which each side is represented by highly trained specialists in a new jurisprudence, built up on vote-getting labour laws, decisions in analogous cases by Boards whose members may have had very little personal acquaintance with the specific case, etc., etc. Membership in a labour union has become almost an essential requisite to a job; once in, the individual workman loses his identity and dares not act on his own initiative or even express any idea not handed him by his Union head. An honest workman cannot turn in an honest day's work, because his Union will not allow him. Leadership in the Unions has become so powerful an instrument, both politically and monetarily, that Union policies are drafted primarily to build up that power, and may have little relation to the equities of the individual case. ?While both sides still render lip-service to the doctrine that Capital and Labour can advance best by co-operation to mutual benefit, that doctrine has in effect given way to as bitter and as legalistic a struggle as any in our civil courts. There are many reasons to believe that we are, industrially, in a situation much like the European situation from 1935 to 1939; an impending war to the death with 'appeasement' as the only, unavailing, policy
