The production of approximately 550 000 tonnes of æwhiteÆ or chrysotile asbestos fibre between 1972 and 1983 at the Woodsreef Mine in New South Wales left behind 24 million tonnes of tailings and 75 million tonnes of waste rock and overburden. The Woodsreef Magnesium Project is designed to extract the 23 per cent magnesium content of the tailings to produce magnesium metal and magnesium alloys, the latter with aluminium from the New South Wales smelters. Further value will be added to the tailings waste with the downstream production of magnesium alloy sheets and cast products for the transportation, electronics and other consumer goods industries. The mine opened in 1918 and closed in 1983 becoming derelict. There has been minimal expenditure on rehabilitation compared with that recommended in reports commissioned by the New South Wales Government. The tailings dump has been designated æasbestos wasteÆ by the EPA and will be eliminated through the magnesium refinery process of the Project with the dissolution of the remaining chrysotile fibres. The benign waste from the refinery process will consist principally of silica with some iron. Significant energy savings are expected from innovative new processing technology, in the alloy formation and in the application of the light weight, cast and sheet metal products, particularly in the transportation industries. Globally, there are very large resources of similar tailings with hundreds of years of useful productive lives that could be converted into the metal of the 21st Century, magnesium, and its alloys, to assist pollution and greenhouse gas reduction from transportation industries. No new mining and minimal feedstock preparation is required. Unlike potential producers using carbonate rocks such as magnesite and dolomite that have to be mined, the asbestos tailings composed principally of non-fibrous serpentinite do not contain any carbon dioxide.

The Hemersley Ranges are located in the North West Division of Western Australia and extend, approximately, from latitudes 21¦ 30! to 23¦S and longitudes 117¦ to 120¦E. Their mean height above sea level is'. 2,000 feet, and they rise from 600 to 800 feet. above the gen- eral level of the tableland which extends south-east from the coastal town of Roebourne.. Mt. Bruce, the highest peak, is 4,024 feet above sea level. The ranges are intersected by numerous north-flowing streams, dry during the greater part of the year, which have carved deep gorges, and it is in these that the principal deposits of orocidolite outcrop. The presence -of the mineral was first recorded in 1917., but the deposits remained untouched until 1937 when reports of a strong market demand for-croeido lice resulted in considerable prospecting and mining activity, particularly in Yampire, Wittenoom and Daleis Gorges. . It was established also that the blue asbestos belt extended from Willi- Wolli Springs north-west to Millstream Station, i.e.,-over a.:length of 180 miles and a width of 20 to 30 miles. A number of attempts were made to develop aid treat the Yampire and Wittenoom'Gorge deposits from 1938 onwards, but, for a ,variety of reasons, none of these-proved successful. Current production,. is wholly by Australian Blue Asbestos Pty. Limited at Wittenoom Gorge. This company commenced operations at the Wittenoom Mine in 1946, with an output of 601.8 long tons of- fibre,. and later transferred tb the Colonial Mine about one mile to the north-west. Output has been increased steadily to an' average of 12,000 to 14.,000.. long tons; per annum over the past six years. The total Western Australian output to the end of 1962 is reported by the Mines Department as 110,013 long tons valued at úAl2,403,728..

The Lihir gold operation, located in the New Ireland Province of Papua New Guinea (PNG), approximately 900 km north of Port Moresby, was commissioned in 1997 under the management of the Lihir Management Company, a subsidiary of Rio Tinto. This management period ended in 2005 with Lihir Gold Limited (LGL) becoming self-managed. LGL is now the largest listed company in PNG and a top tier mining company in Australia. The focus of the operation since 2005 has been to take advantage of strong market conditions to increase cash flow while driving operating costs into the lowest quartile of gold producers. During this period production has increased through capital expansions, most notably with the addition of a flotation circuit, and through culture change and efficiency improvements. The next step forward for the Lihir operation is a major plant upgrade to increase production to an average of around one million ounces per annum by matching the ore processing rate to the ore mining rate. The key benefits of this project will be the addition of approximately 240 000 ounces per annum of gold production, the access to an additional one million ounces of gold and the ability to meet all stockpiling requirements. The Lihir operation has come out of the boom period in a strong position, is undertaking a major upgrade at a time when prices are low and labour is available, and will be positioned to take advantage of future opportunities as they arise.

The New South Wales Department of Mineral Resources objective is to use data and information to undertake a detailed analysis of incidents and accidents to identify risks so that the predictable can be foreseen and avoided. The Department of Mineral Resources has established a computerised database called COMET (COmmon Mines EnvironmenT) to capture information on accidents incidents, inspections, audits and accreditation in improving safety and environment performance. This data together with data from Coal Mines Insurance and WorkCover NSW is being used to provide trend and comparison information. The NSW Injury Risk Management Research Centre at the University of NSW has been engaged by the Department to collate and prepare a detailed analysis of the data. Through this process, five areas have been identified for further research. These being: electrical energy, mechanical equipment, work environment, hours of work, and contractors involvement accident and incidents. The paper covers: the establishment of a mix of performance measures for the industry to indicate whether the safety performance is improving; the provision of data to provide useful comparisons and benchmarks against which companies can compare performance; the development of positive performance measures; the findings and outcomes of the detailed analysis of electrical energy; shocks; the provision of information to industry; an outline how the data is being used to determine departmental; operational priorities; and future plans to undertake research into the other areas identified.

Mining of sulfide-based ore deposits typically creates a potential for release sulfate and acid to groundwater, and many operating mines are thus predicted to require long-term post-closure treatment of groundwater. Toward the goal of selecting an optimal treatment, this paper compares costs of four demonstrated technologies for long-term treatment of sulfate-contaminated groundwater: in situ biological reduction (ISR), in situ permeable reactive barrier (PRB) composed of compost and zero-valent iron (ZVI), and two ex situ æpump-and-treatÆ technologies ù ex situ biological reduction, and ex situ nanofiltration with lime precipitation. Costs for each technology are estimated for treatment of a model aquifer system containing sulfate-contaminated groundwater, with the goal of treating 1 m3/min of groundwater from 1500 mg/L sulfate to a target level of 500 mg/L. (Metal removal is typically achieved by these technologies, and thus excluded from this analysis.) Costs are estimated for each technology as a function of treatment duration (ten to 60 years) and, for PRB and ISR, required replacement frequency (ten to 60 years). Estimated costs include capital and operation and maintenance, using a seven per cent net discount rate. Results indicate that ex situ technologies (biological reduction and nanofiltration with lime precipitation) are the most expensive. In situ technologies may be much less expensive, with PRBs having by far the lowest potential cost, followed by ISR as the next least expensive. However, actual costs for the in situ technologies are very sensitive to poorly constrained parameters, particularly the ZVI content of the PRB, and the effective life of PRB and ISR systems. This large cost uncertainty supports delaying remedial actions where viable, and suggests that feasibility analyses are generally warranted for specific applications to focus on these sources of uncertainty.

Performance driver trees or KPI trees are reasonably well-known tools for analysing performance in mining operations. However, the tools are often not user friendly. They may be technically correct but they are often clunky. This means they donÆt promote simple management decision-making and donÆt encourage businesses to make them an integrated part of optimising their operations. This paper describes a simple but effective driver tree process and tool that has been successfully implemented and used to aid decision making across a number of mining and processing operations. The important aspects of employing driver trees to assist in management of operations are to ensure that the chosen solution:includes a reporting solution, provides the bottom line impact of the performance indicators, automatically gathers the necessary data that reconciles with existing reports, and is built around a review process that fits with existing management processes. An adequate solution enables operators to identify where there are performance gaps and to quickly prioritise the urgency for addressing these issues. Two case studies are chosen to illustrate the critical success factors of implementing a performance driver tree solution. The first is a large, complex open pit operation. The driver trees, reporting and management processes were initially established for the mining and processing aspects of the operations. Once the initial solution was bedded down, a follow-up project was carried out to establish the equivalent solution for the support areas of the business. The final solution covered stand alone performance driver trees for mining, processing, engineering, maintenance, health and safety, human resources and finance. These individual driver trees were integrated into a total solution that showed how all of the identified KPIÆs impact profit and quantified the dollar impact of all variations. The reporting solution that was put in place automatically creates prioritised lists of variances for the business to address. The second case study is a performance diagnostic project where driver trees were used to assess where gaps in performance were occurring, and then to evaluate the impacts of proposed initiatives.

The Mungana group of mines, in the Chillagoe district, yielded 334,000 tons of ore giving 31,831 tons of lead, 7,907 tons of copper and 3,228,600 ounces of silver. The Girofla mine produced approximately 220,000 tons of ore, and with the Lady J ane mine supplied most of the ore from this centre. The deposit was discovered in 1888, but active development did not commence from the main shaft until 1898. A subsidiary of the New Chillagoe Railway and Mining Co. Ltd., the Mungana (Chillagoe) Mining Co. Ltd., worked the mine from 1902 until 1914, selling copper, copper-lead, lead ores and fluxes to the smelters at Chillagoe. The smelters stopped operations in 1914 when the richer ores of the Girofla had been worked out and production from the Lady Jane had ceased due to heavyground and fire. The Girofla shaft was 823ft. deep with a cross-cut at 810ft. At the 710ft. level contour drives had delineated the orebody, which had been stoped about 10ft. above the level. Except for flux ores which had been stoped only for favourable smelter tariffs, the orebody was practically exhausted above the 610ft. leveL Under company ownership the mine yielded 139,265 tons of an average grade of 4.QlYr copper, 16.2% lead and 12.5 oz. per ton silver.In 1921 the Queensland Government re-opened the mine and worked it until 1927. The North Lode (Fig. 2) was discovered almost immediately at the 100ft. level and was worked down to the 410ft. leveL The ore from this branch and the completion of the stope at the 710ft. level yielded about 80,000 tons of ore averaging 0.4 copper, 9.8 lead and 7.8 oz. per ton silver during this period.

Dilution in underground coal operations can be underestimated by up to five times during feasibility studies, with disastrous economic consequences. Every one per cent of stone waste introduced can reduce an in situ specific energy of 25 MJ/kg by some 0.25 MJ/kg and increases the abrasiveness of the run-of-mine coal. Where a wash plant is not in place, penalties imposed for not meeting contractual specifications alone can amount to some $A 1 million per year. This paper presents a method for monitoring, reporting and ultimately controlling dilution in an underground coal mining operation and presents the dilution trends from a continuous miner/longwall mine over an eight year period. The overall dilution level for the mine can be back-calculated by comparing the run-of-mine coal quality to the predicted in situ, undiluted quality. However, this will not identify the actual contaminant types, areas of the mine responsible for the dilution and the reasons for the dilution. This additional information is essential for controlling dilution to acceptable levels. Quality and horizon control using existing sampling information is generally only adequate for longer-term control purposes, and is not suitable for monitoring mining-induced dilution. The cost of close-spaced surface drilling to collect the information necessary for short-term control is prohibitive, particularly for deeper mines. However, much of this data can be collected through underground channel sampling and horizon control measurements taken during continuous miner development and longwall extraction. The mine runs the risk of not meeting contractual quality specifications and of increased equipment wear if this additional information is not available and the sources of dilution cannot be controlled. The information can also be used to plan longwall extraction heights on a short-term scale with resulting improvements in productivity.

Over the past 75 years, the mining of platinum has predominantly focused on the Merensky Reef horizon in the western Bushveld region of the Bushveld Igneous Complex (BIC) of South Africa (Figure 1). The orebody is relatively flat dipping at 10¦ to 25¦, narrow tabular in shape and has been mined to a maximum depth of some 1600 m within Anglo Platinum. This has resulted in the installation of up to four generations of shaft systems as mining progressed into reserves at greater depth. In recent years, with the improvement in processing technology and improved economics, in particular with the improved price of palladium, the mining of the UG2 Chromitite Reef is proving economically viable. The UG2 Chromitite Reef occurs below the Merensky Reef in the succession and the normal separation varies from 15 m to 400 m, with the largest separation between the reefs occurring in the eastern region of the BIC. The UG2 Chromitite Reef horizon is now being accessed from existing Merensky mining infrastructure by cross-cutting back through the stratigraphy where appropriate, or by establishing new decline cluster systems from surface, along the extensive strike length of the various mining properties. These declines are generally established utilising mechanised mining techniques. This paper gives an overview of the techno-economic approaches considered and evaluated for the selection of the optimum mining and shaft systems. More specifically, the paper reviews the design parameters used, techno-economics, conveyor versus haul alternatives, logistics simulations, capital costs, system performance, time to market or ramp-up success, important system differences and lessons learnt.

The Closure Risk model was developed as a new tool to aid decision makers in the complex area of mine closure. It uses a simple analytical technique that allows the decision maker to simplify what is often a complex mine closure process into more easily managed sub components. This systematic approach ensures that critical factors in the closure process are not overlooked. It also allows the most important issues to be highlighted. The model can also be used to produce quantitative estimates of risk by weighting and prioritising the issues to produce the Closure Risk Factor (CRF). Field trials at several mine sites in the Northern Territory of Australia in 2001 tested the model. The trials confirmed that the model has significant potential as a tool for decision-makers to assess in a structured, systematic manner, the major closure risks at individual mine sites. The risks include not only environmental impacts but safety and health, community, legal, financial, technical and other issues. The trials confirmed the value of a team-based approach and the inputs of key staff including environmental, production, mine planning, and community liaison personnel as well as mine management. Although the usefulness of the qualitative component of the model was established, it was found that, due to the influence of subjectivity, the utility of the prototype model to determine quantitative risk was of limited value. Using a continuous improvement approach, improvements to the model were sought. A refined model, incorporating the Australian Standard 4360 definition of risk and facilitated in-house risk assessment sessions was developed and tested against the data obtained in the field trial. This model, while maintaining the qualitative strengths of the original, allows more accurate absolute and relative quantitative scores to be calculated. This in turn facilitates comparisons between the issues at a single site as well as between different mines.

Over the past 18 months the De Beers Consolidated Mines Ltd operations have made a concerted effort to move away from using the traditional shock tube initiating systems. These systems are being systematically replaced by the use of electronic delay detonators (EDD). Various trials were conducted in both host rock and kimberlite rock masses to improve tunnel advance as well as to optimise delay timing during trough openings (Ngoma et al, 1999; Mohle, 1999; Baltus, 2000). The high cost of EDDÆs, when compared with traditional initiation systems, led to a number of detailed studies being conducted on the mines where EDDÆs were being used. These studies aimed to quantify the additional benefits when blasting with electronic detonators. The studies showed that the change was justified on the basis of increased quality control and reliability gained through the use of EDDÆs. However, these benefits attract other related benefits, like fragmentation control, and backbreak reductions. When compared to the shock tube initiating systems the increased development face advance and the reduction of oversize during production blasting using EDDs, compared favourably to the less costly systems. As blasting engineers gained experience and confidence in the use of the system bigger blasts were initiated in mass under-cut blasts and slot raise development, by using multiple hole firing and second delay periods between holes. In the open pit and sublevel open stope mining methods the control of the fragmentation distribution and the effect of the mass of explosive detonated during a blast is detrimental to the loading and hauling production rates and the stability of the rock mass behind the blast. With a stable rock mass the bench cutting can be executed to establish steeper overall slope angles leading to large cost savings due to a reduction in waste stripping. It is the purpose of this paper to indicate through quantification that the use of the EDDs as an initiating system improves all-round blasting performances and assists in meeting customer requirements. Kumba Iron OreÆs Sishen Mine is one of the worldÆs largest iron ore mining operations situated in the Northern Cape, South Africa. It produces 29 million tonnes of iron ore products per annum using a dense medium separation (DMS) beneficiation process. Kumba is currently commissioning the Sishen Expansion Project (SEP) which will produce a further 13 Mtpa product through a jigging beneficiation process. The products from the Sishen Mine are highly sought after and consumed by domestic and various European and Asian customers. During beneficiation iron ore slimes are generated and discarded as waste material to the slimes dams. A study was initiated in 2005 to investigate processes to beneficiate these slimes to saleable products û prompted by the current high demand for iron ore products and the high grade in the Sishen slimes thickener underflow of approximately 54 per cent Fe. Initial laboratory scale test work indicated that a 66.5 per cent Fe iron ore concentrate could be produced from the Sishen slimes thickener underflow through a process of classification, two stage wet high intensity magnetic separation (WHIMS) and five stage flotation. This process, however, did not produce the desired results during pilot plant testing and numerous alternative process routes were investigated. The process that did achieve the desired product grade of 66.5 per cent Fe at economically feasible product yields consisted of two stage WHIMS using SLON magnetic separators. Results achieved indicate that the thickener underflow slimes can be upgraded from 54 per cent Fe to 66.5 per cent Fe at a product yield of ca. 40 per cent. Product yield could be increased through the further beneficiation of the SLON tails. The Sishen slimes thickener underflow production rate is ca. 3 Mtpa û resulting in a potential concentrate production of ca. 1.2 Mtpa. The slimes concentrate will be fed to a pelletising plant that will produce 66 per cent Fe pellets destined for domestic and or export markets.

The coal industry in Australia has been actively working in recent years towards the (re)integration of geostatistical techniques to the process of coal resource estimation. The benefits of using geostatistical techniques, over the current interpolation algorithms in use in coal modelling packages used to generate the grid estimates, need to be illustrated for the methodology to gain a broader acceptance in the coal industry. This paper focuses on the benefits gained at BHP Billiton Mitsubishi AllianceÆs Saraji mine for the estimation of the total product yield value at a 9.7 per cent product ash cut-off of a particular seam of the Saraji deposit. In order to perform this comparison, the results of the alternative estimation methodologies need to be benchmarked, which in most situations is achieved through the reconciliation of the estimates against production and/or process plant reconciliation data. Unfortunately, this benchmarking was not possible as no reconciliation data for the area of interest in the chosen seam was available, as it has not been mined at the time of the study. Where no reconciliation data is available, an alternative method is to use conditional simulations as the benchmark for comparison. The simulated values can be regarded as ærealityÆ, and the alternative estimation methodologies, based on a sampling of the underlying ærealityÆ, can then be compared using the simulated ærealityÆ as the benchmark for comparison.

IT is most remarkable and valuable property of mediurn and high carbon steels that they should be so susceptible to heat treatment, the wide range of variability in tenacity, ductility, etc, due to the normal influence of the carbon in the untreated material being enormously inereased thereby.The physical properties of steel and other metals are much more closely related to their structure than to their ultimate analysis.For instance, we may by chemical analysis determine the carbon content of a steel to be 0.5% ; but this information alone is insufficient to enable us to say what are the physical properties of the metal.Such a steel may possess 11 tensile strength of anything from 35 tons per sq. in., with much ductility, up to 80 tons per sq. in., with practically no ductility, according to its heat treatment. A microscopie examination, on the other hand, would show the structural composition of the steel, from which its physical properties could be approximately deduced. Mesothermal lode-gold deposits often pose problems during sampling because of their complex and erratic gold grade distribution, and the presence of coarse gold. Effective sampling and sample preparation protocols must form the basis of any resource estimate at whatever stage a project is at. Design of a sampling regime must be based upon a thorough understanding of orebody mineralogy and geology. This should include consideration of gold particle size and distribution. The sample type, size and density employed must also be based on the underlying geology of the deposit. Choice of sample preparation procedure and assay type is of critical importance if fundamental sampling error and analytical errors are to be minimised. Traditional fire assays, using small charge sizes, consistently understate assays gained from large charge sizes and techniques such as screen fire assay and bulk leach extractable gold assay. The proportion of coarse gold within samples will have a profound effect on the requirements for sample preparation and assay method. The application of Gy sampling theory can help to reduce errors within the processing of samples of broken rock. Quality control/assurance of sampling regimes must also be critically assessed. The problems associated with sampling mesothermal lode-gold type deposits are presented as case studies from Western Australia and North America.

Plant tests of magnetic conditioning have shown increased flotation recovery of paramagnetic sulfide minerals (chalcopyrite, sphalerite and pentlandite) in the -38 ¦m size fraction within rougher and cleaner flotation circuits. A statistical plant test was undertaken in the Mount Isa zinc flotation circuit where magnetic conditioning was tested simultaneously in both the rougher circuit and the cleaner retreat circuit (cleaner scavenger). This test resulted in a normalised increase of 1.60 per cent in the rougher circuit zinc recovery and simultaneously a normalised increase of 4.60 per cent in the cleaner retreat circuit zinc recovery - to a very high level of statistical confidence. Interestingly, in a novel approach, it was possible to verify the plant test results in two ways. Firstly, detailed MLA analysis of the tails confirmed the statistical plant test results and showed that the greatest effect of magnetic conditioning was on the sphalerite in the C3 - C6 size fraction, where there was a reduction of around 15 per cent in zinc in tails. Moreover, there was a reduction of around 15 per cent in liberated sphalerite across all -38 ¦m size fractions, but only a seven per cent reduction in non-liberated sphalerite in the tails. Secondly, plant modelling showed that increasing the rougher zinc recovery would cause an increase in zinc feed grade to the cleaner retreat circuit. The increase in the zinc feed grade to the cleaner retreat circuit with magnetic conditioning was demonstrated to a very high level of statistical confidence.CITATION:Gurnett, I, Voigt, P, Lumsden, B and Lines, P, 2012. Over the past 20 years within Australia, there have been a number of incidents at mine sites where ammonium nitrate-based explosives have reacted with certain rock types containing sulfide minerals. These rocks have commonly been referred to as æreactive groundÆ. These reactions have frequently led to fires (particularly in ground susceptible to spontaneous combustion) or premature detonation of the ammonium nitrate-based explosives. Clearly, this introduces an element of risk when using ammonium nitrate-based explosives in these areas. Dyno Nobel has been proactive in developing ammonium nitrate-based explosive products that can be used in these types of æreactive groundÆ environments that minimise the risk of premature detonations occurring. A system for assessing æreactivityÆ of sulfide containing rocks has been developed that can be used in the field. Previous literature has been reviewed, identifying Differential Thermal Analysis (DTA) as the most common method for determining the æreactivityÆ of the ground. In the present investigation, DTA has been rejected as a suitable technique for determining ground reactivity, since it measures thermal reactions at higher temperatures over short time periods, conditions that are unlike those in the field. For example, ground at ambient temperature has been found to react with ammonium nitrate-based explosives over long time periods, reactions that are unable to be evaluated using DTA. Other more suitable techniques have been developed to monitor rock conditions that can be measured in the field and give a good indication of potential ground æreactivityÆ with ammonium nitrate-based explosives. Dyno Nobel is currently investigating the reaction mechanisms of spontaneous combustion in reactive ground, the decomposition mechanisms of ammonium nitrate and the role of inhibitors in ammonium nitrate-based explosives. Once complete, this fundamental research will lead to the further development of even lower risk ammonium nitrate-based explosive products for use in æreactive groundsÆ in a variety of mine environments.

IN the ordinary course of treatment of pyritic ores or concentrates, whether for the recovery of copper, tin, gold, or any other contents, the removal of some or all of the sulphur contents is almost invariably the first step. The practice is to roast the ore in a current of air so that the sulphur is oxidized to sulphur dioxide and the metal constituents are changed from sulphides to oxides. If it is feasible to produce sulphuric acid in conjunction with the treatment process, the sulphur can be usefully employed; but if this is not possible, then the sulphur contents not only become a dead loss, but tend to be a nuisance as well in the surrounding neighbourhood.The problem of avoiding this disadvantage and making economic use of the sulphur has had attention from the early days of scientific metallurgy, and in the past few years very special efforts have been made both to drive part of the sulphur as such from pyrites and recover it, and to replace the sulphur in the S02 by carbon, with the production of carbon dioxide and precipitation of the sulphur. So far economic success does not appear to have crowned these efforts. In the case of pyrites, of the two atoms of sulphur which go to make the FeS2, the first is very lightly held. Dissociation is effected by heat alone at a temperature which is given by Peters as 5160 C.Now, sulphur and hydrogen will unite or burn together, with the production of sulphuretted hydrogen. It occurred to the writer that, if hydrogen was passed over pyrites heated to the above temperature, this first atom would be snatched away by the hydrogen, and could possibly be economically recovered.The first step consisted of some simple laboratory experiments. From these it was found that this first atom was readily removed, and that the extraction was practically complete. Further, the reaction took place at a low temperature, a dull red heat being sufficient.

A model of dense medium cyclones is developed based on balancing the terminal velocities of the discrete particles due to the centrifugal force against a random turbulent eddy velocity. An expression of the form P - or Q _ 1 100 e."A where P is the partition number., is a function of cyclone efficiency, particle size and density differential between the particle and medium, and is the slurry spilt, is developed and may be used for regressing plant partition data. The above model provides an understanding of peculiarities of the partition curve such as asymmetrical tails, elevation of the cutpoint and elevation of the d50 with increasingly fine feed. The effect of feed variables such as particle size, medium viscosity and changes in spigot or vortex finder diameter is shown. A means of convoluting the partition curve with various feed washabilities is discussed together with how the above may be used to evaluate plant performance for a variety of feeds.

According to the Australian Bureau of Statistics, fatalities from road transport accidents represented an average of over 97 per cent of all transport related accidents between 1997 and 2002. With increasing traffic density, tunnels are becoming a more viable means of providing alternative travel routes to ease areas of congestion in the road transport network. However, unlike open road conditions, a fire incident in the confined space of a tunnel environment may impact upon many users that are remote from the incident location. In this context, designing for an appropriate level of safety in tunnels is therefore an important consideration for achieving consistency in the life safety measures for users of the road transport network. Unfortunately, like fire safety engineering design for buildings, there are presently no clear measures in the design processes to assess the adequacy of the design in terms of attaining the level of safety implicated in the design objectives. This is partly due to the indeterminate nature in which the design objective or the level of performance measure is stated û the intent of the objective is relatively clear but the measure of it is not. Another reason is the lack of a standardised procedure for determining the critical design variables affecting life safety. This is important to ascertain consistency in the use or adoption of the important parameters for design. This paper looks at the processes involved in the fire engineering design of road tunnels that are currently practised. A review of the design processes for fire safety in road tunnels is provided, which includes the range of fire scenarios in a tunnel environment, the traffic flow and composition, the relevant fire protection systems, the ventilation and smoke control system, the egress provisions and the benefits of incorporating fire brigade intervention. A simplified risk assessment approach is developed for a typical road tunnel to assess and evaluate the impact of a range of design parameters on life safety. Using a sensitivity technique, the important variables are then identified and means of reducing design variations associated with them are recommended. The technique may be further refined for use in the development of codes or guidelines in order to develop a suitable means of deriving more consistent design values, and hence achieve better consistency in the overall level of safety in the design.
