In a previous paper in these Proceedings(l) it was shown from a study of the bore'logs and analyses then available, that the brown coal seams of the Latrobe Valley areas show progressive changes in composition with increase of stratigraphic depth, equivalent to a rise in rank: These changes appear as:(i) An increase in ultimate carbon and hydrogen, calculated on a dry, ash-free basis, and(ii) An increase in calorific value, calculated on the, same basis, each of the order of 1% per 100 ft. of depth, and(iii) A decrease in moisture content of the order of 0.5% to 1.0% per 100 ft. of depth. The decrease in moisture content was found to be less regular than the other changes. In some bores the moisture content remained more or less constant throughout a single seam, or fluctuated slightly, decreasing stepwise on passage to the seam below.It was noted that individual analyses within a bore showed irregular fluctuations, tending to mask the general trend in composition change. This was particularly so for the moisture content, which had been determined for 10 ft. lengths of core, whereas the other components were determined for 50 ft. lengths of core. Averaging of the moisture contents over 50 ft. lengths reduced the masking effects of these irregularities. The suggestion was made that these irregularities arose from variations in the relative proportions of pollen, resin, wood (lignite) and woody attritus composing the core. Comprehensive occupational health and safety legislation in Australia is comparatively recent. It follows the examples set in U.S.A. and U.K. a decade or more ago. In Western Australia the Occupational Health, Safety and Welfare Act was proclaimed in April 1985. It still has a long way to go before it achieves all its objectives. The mining industry has developed a substantial body of health and safety regulations under the Mines Regulation Act. Considerable practical expertise in such matters already exists, much of it developed from hard won experience. As a result it would prefer not to become engulfed in the new legislation. It would prefer to build upon the cooperatively developed policies and workable practices in the field of occupational health and safety with which it is familiar. Associated Minerals Consolidated Ltd. is a leading mineral sands producer in Western Australia and has continuously developed its occupational health and safety policy and practices. Under the banner of "Resource Control", AMC seeks to provide a safe and healthy working environment at all times. This is being achieved through a strategy of a policy, a defined organisational structure and a detailed programme, which together comprise the "Resource Control System". Some of the activities and achievements of AMC in the field of occupational health and safety are compared with the objectives of contemporary legislation, and details of some of the specialised areas of the Resource Control Programme are discussed. The paper will also highlight and discuss impractical areas of potential legislation.

The potential of air rate profiling to significantly improve the flotation performance of a bank of cells has been shown by numerous studies. To date many profiles have been evaluated; balanced, increasing, decreasing and combinations of these. An increasing air rate profile, where the air rates are increased proportionally to each cell down the bank, has been typically found to yield improved flotation performance compared to other profiles. Air rate profiling has two distinct components; determining the correct total air rate for the bank, and determining the correct distribution of that air. This can be done simultaneously by finding the optimal air rate to each cell in the bank in turn through air recovery optimisation. Air recovery is the fraction of the inlet air which overflows the weir of a cell as unburst bubbles. The peak in air recovery (PAR) is a robust measurement of optimal performance for the operating conditions in the cell, and sets the PAR air rate. In this study, plant trials of different air rate profiles and profiling based on PAR, were evaluated. The total air rates to the bank for all profiles tested were approximately equal, allowing direct comparison. The highest cumulative mineral recovery was achieved by operating at the PAR air rates for each cell down the bank. Different distributions of the same total air rate to the bank gave the same cumulative upgrade ratio, but lower cumulative recoveries. In this work the upgrade ratio is defined as the ratio of the concentrate grade to the feed grade. The increase in cumulative mineral recovery, at the same upgrade ratio, in this study was greater than 33 per cent. Air recovery based optimisation of air rates to banks of cells significantly improves flotation performance as it simultaneously determines the optimal air rate to the bank, and the optimal distribution of that air.

The issue of fine coal and tailings dewatering has become of increasing concern to many coal preparation operators, both in Australia and overseas due to a variety of factors. Increasing mechanisation and mining of thinner seams over the past decades has resulted in an increasing amount of fines generation while increasing international trade in coal and tighter environmental constraints on tailings disposal have resulted in the production of these same fines to be an increasing problem. However, technology to date has not always been able to supply a cost-effective solution to the handling of these fines in an efficient and environmentally benign manner. This paper will review the key issues associated with the dewatering of fine coal and tailings, will describe the major current practices and constraints, and finally will indicate alternative technologies that may have to be considered in the near future. For the purpose of this paper, "fine" coal is described as that material less than 0.5 mm in diameter (as this is the most common cutpoint between various plant circuits in Australian practice), although the technological constraints are very much dependent upon the fraction less than 45 micron. The amount of minus 0.5 mm material fed to plants varies, depending upon the type of coal and mining operation, but in Australia may range from less than ten per cent to greater than 30 per cent of the feed in higher rank coals.

The basic concept of auger mining is to extract coal beyond the economic limits of surface mining technology by drilling holes of an appropriate diameter size into the exposed seam of the highwall as deep as is technically, economically and operationally feasible. This method of mining is used at the final highwall of typical surface mining operations. This paper describes the auger mining systems and discusses the methods to increase the coal recovery in auger mining from a field trial in Australia.

The Mitsubishi Higashitani limestone mine is a ten million tonne per annum operation located near the city of Kitakyushu on JapanÆs western island of Kyushu. Higashitani is one of the largest limestone mines in Japan and accounts for about five per cent of national production. Blasting practices at the Higashitani mine involve the use of bagged ANFO, dynamite primers and non-electric detonators. Regulations in Japan prohibit the use of site mixed bulk explosives. Blast size is usually around 17 000 tonnes with 20 holes in a single row, two or three blasts are fired per day at a powder factor of between 0.25 and 0.32 kg/m3. As part of a program looking at oversize reduction Mitsubishi, Asahi and Orica agreed to conduct a joint project at the Higashitani mine to investigate the relationship between the powder factor and fragmentation. The first stage of the project was to benchmark the current blasting performance. Five blasts were monitored in each of the 210 (hard rock) and 220 (soft rock) areas of the mine. OricaÆs Powersieve« software was used to measure fragmentation and total rock breaker hours were also recorded for each blast. OricaÆs computer blasting simulation model Sabrex« was used to prepare revised blast designs with a higher powder factor and predict their performance. The performance of these blasts was monitored using the same methods.

Solid Energy New Zealand operates the Stockton Opencast Coal Mine, a unique deposit consisting of high quality hard coking and thermal coals. Stockton's uniqueness includes high variability of the shipment specifications, strict quality constraints, minimal stockpiling capacity in the coal transport chain and the variability of coal quality both vertically within the seam and laterally across the deposit. The process of resource proving and modelling results in a high level of understanding of the deposit to allow detailed planning to be undertaken. The use of computer aided mine planning tools is an important component of the mine planning at Stockton. Detailed planning is implemented in the field through selective mining practices and monitoring to minimise dilution and maximise recovery of the coal resource. The quality variability in the coal, the æjust in timeÆ approach of the coal transport chain and markedly varying quality specifications from shipment to shipment requires a large coal inventory and the mine to be driven by quality constraints rather than material movement capacities.

Following the perception by the Groote Eylandt Mining Company of a need to further beneficiate a fines product, and preliminary metallurgical testing to demonstrate the feasibility of such beneficiation, a comparison was made of the various configurations of cyclonic heavy medium separators available. This comparison consisted of (i) a pilot plant test in which a dynawhirlpool (DWP) and a pump fed cyclone were compared, and (ii) a survey of operating plants using the systems under consideration. Little metallurgical difference was found-between the different systems. The gravity fed cyclone configuration was finally chosen based on a particular need to minimise degradation of ore and on a desire, in so isolated a location, to use established and locally supported technology.

In Australian collieries, solutions to the outburst problem must be implemented in a highly competitive environment which has a low tolerance on negative productivity effects. Solutions are only applicable if the overall viability of the operation remains sound. Minimum time must be spent on alleviation and control measures. This is favoured by simple geology, advanced warning and efficient alleviation and control procedures. Research requirements in support of this include 1. an improved means of predicting the nature and location of outburst zones ahead of the face and, 2. an improved means of measuring the effectiveness of gas drainage. For additional safety at the face, a means of continuously monitoring outburst proneness is required. In general, greater emphasis is required on improved instrumentation.

There has been little change in the lead smelting practice at Mount Isa since 1939 when the metallurgy and general practice were outline by Raney and Blott.The purpose of this paper is to descriqe some of the operational details that have influenced the overall production. The slag fall hns been increased by the lowering of the lead content of the concentrate. Further, as it is the practice to include iron on the furnace charge and carry a higher lime content in the slag, both factors have produced notable results in furnace operations.All blast furnace gases are filtered in a baghouse and this unit is. being further extended to take all smelter gases, thus eliminating the existing Cottrell plant handling Dwight-Lloyd gases.The lead smelter was closed down from April 1943, to May 1946, during which time blister copper was produced.The report is subdivided as follows:-1. This paper describes the design of the steel fibre reinforced precast concrete (SFRC) segmental lining for the intake and discharge tunnels for the Gold Coast desalination plant in Queensland. In addition, the key design requirements and design methods for the lining of these 2 km long, 2.8 m internal diameter tunnels, including structural, durability and maintenance requirements are discussed. Details of the segment configuration and erection process are presented along with information on the manufacture and trial testing of the concrete for the segments. The paper also gives a brief introduction to steel fibre reinforced concrete behaviour. Construction of the tunnels commenced in April 2007, and the authors believe this is the first application of this technology in Australia.

New South Wales mining legislation reinforces a systematic approach to safety management. It is now a requirement of all mines in the coal, metalliferous and quarrying sectors in NSW to prepare a Mine Safety Management Plan. The paper briefly outlines work currently being undertaken by the Safety Operations Branch of the NSW Department of Mineral Resources (DMR). The DMR is working proactively with NSW mines in the preparation and implementation of effective Mine Safety Management Plans. There is a growing realisation that a systematic approach to safety management, underpinned by the process of hazard identification, has real potential to improve safety in the workplace. The paper briefly describes the framework used in a current æmines education programÆ and its æduty of careÆ foundation. Particular attention is paid to the role of mining operators in the implementation of Mine Safety Management Plans and their expected behaviour in demonstrating compliance. One challenge is convincing some mining operators that they must adopt new ways of working. Safety Operations officers are often reminded of the need to translate Mine Safety Management Plans into practical safety systems during audits and inspections of mines and through investigations into accidents and incidents. To have a real effect on the mineÆs safety performance, using these systems must be a normal way of going about a dayÆs work for all persons who work at the mine: not a safety manual collecting dust on the mine managerÆs bookshelf. Mine Safety Management Plans are important to mining operators. Not only will positive involvement in the development and use of safety systems ensure they meet their obligations under mining legislation, but it will also help prevent themselves or their workmates being injured or killed.

Fluid inclusions and sulfur isotopic compositions were studied in a possible extension of the Toyoha polymetallic vein deposit. The objective of this work was to gain a better understanding of the ore depositional conditions, sources of ore constituents, and distribution of mineralizing fluid in the region. Fluid inclusions in sphalerite and quartz show that most homogenization temperatures range between 190¦ and 290¦C. Most salinities range from 0.0 to 3.4 wt per cent NaCl equiv. Sulfur isotopic compositions of ore minerals (pyrite, sphalerite and galena), determined by a conventional technique, range between 1.3 and 7.7 per mil. The mineralizing fluids were characterized by relatively low and various temperatures and low to moderate salinities compared to those at the southeast region of the main ore bodies (Izumo and Shinano veins) where rare elements such as tin, tungsten and indium occurred. Obtained temperatures and salinities were attributed to the mixing of hydrothermal fluids with groundwater. Sulfur isotopic data suggest sulfide sulfur was of magmatic origin. Isotopic temperatures, estimated from the isotopic fractionation factor between sphalerite and coexisting galena, are between 195¦ and 322¦C. The temperatures are only consistent with fluid inclusion homogenization temperatures in sphalerite or coexisting quartz when sphalerite was a honey-yellow coarse crystal lacking conspicuous colored growth bands. This suggests the detailed classification of mineral pairs growth textures will be necessary for precise in situ measurements to obtain reasonable eothermometric results.

The past century has seen the development and commercialisation of many new pyrometallurgical processes based on gas injection. The driving force behind this trend in smelting and refining technology was the increased productivity and resulting increase in capital utilisation achievable. However, measurement of system variables is not easy and their effect on the rate of the reactions involved is not well characterised. One of the critical parameters is the gas-liquid interfacial area produced by gas injection. Related variables such as bubble size and velocity, and gas hold-up fractions in aqueous systems have been measured using combinations of physical (visual, audio and electrical) and chemical techniques. Models have been developed relating interfacial area to physical properties and operating variables and attempts made to extrapolate these to high temperature, liquid metal systems. The only attempts at validation of these models have used either low temperature liquid metals, such as mercury or WoodÆs Metal, or operating plant data. This paper reviews existing knowledge of the effects of system variables on total interfacial area in gas injection systems. Interfacial area is calculated from a range of published experimental aqueous and liquid metal systems and used to assess existing models. An operating region diagram was developed to assess dynamic similarity between experimental and industrial systems. It highlights areas where further research into both measurement techniques and experimental system variables is required in order to extend knowledge and guide further technical and design advances into the 21st century.

Nuclear power stations to be installed in Australia will be fuelled from Australian resources of raw materials. This will require the establishment of new manufacturing industries and the eventual expansion of established activities, especially in uranium mining and the preparation of precision metal products. This paper presents some predictions of the possible growth of nuclear power installations in Australia. These might amount to 4000 MWE by 1985 and 11,500 MWE by 1990 and towards the end of the century, about 50% of new generating plant might be nuclear. Predictions are given of the demands for materials (uranium and zirconium) and fuel manufacturing services for four reactor systems which might be considered in the programme. - The availability of raw materials and technical capability place Australia in a particularly good position to undertake the manufacture of nuclear fuel'; in addition to satisfying the domestic demand we should actively seek export markets for these products.

Climate change and global warming present a significant challenge as unsustainable levels of greenhouse gas emissions arising from human activities continue to be emitted. The cement industry is responsible for between five and ten per cent of annual world carbon dioxide emissions; most arising from the manufacture of Portland cement (PC). An effective way of reducing emissions is by incorporating supplementary cementitious materials (SCMs) as partial PC replacements. SCMs are silicate or aluminosilicate based pozzolanic materials which, in finely divided form, combine with water and calcium hydroxide (lime), liberated by cement hydration, to form compounds exhibiting cementitious properties. Pitchstone is such an aluminosilicate and has the potential to act as an effective pozzolan for partial replacement of PC. In North Queensland, Australia, a vast deposit of pitchstone is mined and processed for expandable perlite aggregate. During the classification stage of the excavated natural material, waste pitchstone fines (PF) less than 0.5 mm in size are generated. This study evaluates the waste PF as a viable, eco-friendly pozzolan for the partial replacement of PC. The reactivity of the PF is compared to fly ash (FA), using the pozzolanic compressive strength activity index (SAI) after seven, 28, and 91 days ageing at 20 per cent and 40 per cent PC substitutions. PF was found to be comparable to FA as a pozzolan at 20 per cent PC substitution at all ages tested. However, for the 40 per cent substitution blends significant strength was only achieved at 91 days ageing for the FA blend. The pozzolanic reactivity was also investigated using thermogravimetric analysis to determine the degree of free lime present after 91 days. In all cases where an SCM was added, the free lime was observed to be consumed with increasing age.

During the course of an investigation into the fundamental chemistry of the cyanide process, it became evident that the usual method of determining protective alkalinity was not completely satisfactory. T.he routine method for the determination of protective alkali by first removing free cyanide by the addition of silver nitrate, followed by titration of alkali with dilute acid using. phenolphthalein as indicator, can be shown to give correct results only when the alkali is a strong base. For other sUbstances, the alkali so determined is not the protective alkali. In view of the complications associated with the presence of zinc in cyanide solutions the discussion will be restricted in the first place to solutions free from zinc. Until the chemistry of simple cyanide solutions is placed on a quantitative basis it will be difficult to elucidate the behaviour of complex mill solutions.By the use of physico-chemical theory, it is possible to treat certain aspects of 'the chemistry of cyanide solutions in a manner which not only illustrates the important variables involved, but which also shows the need for care in interpretIng results obtained by conventional methods.In the following, comparatively simple systems are discussed; the principles established should be of use in interpreting the behaviour of more complex solutions. The methods described are not intended for routine work, but may be regarded as supplementary to the usual analysis carried out for the control of plant solutions, or as alternatives to be used when the latter do not appear to be satisfactory.

The heavy sulfide zone (HSZ) of the Grasberg deposit has the geometry of a funnel and is located at the contact of the mineralised intrusive and the relatively barren sedimentary rock types. The geometry and the rock properties associated with the HSZ plays a significant role in pushback design and sequencing. Most of the HSZ has relatively low strengths which must be considered in slope design and management. This paper presents the open pit mine geotechnical and planning design considerations associated with the HSZ.

One of the challenges facing the gold industry in the 21st century is the continuing need to identify new reserves of economically treatable ores. Discoveries of large, metallurgically simple orebodies are becoming increasingly rarer, forcing companies to investigate options for the processing of ores which may present recovery, economic and/or environmental issues, requiring innovative approaches to their treatment. Ores which contain naturally occurring carbonaceous material (æpreg-robbing oresÆ) are an example of one such ore type. NewmontÆs Jundee operation contains zones of carbonaceous ore within the oxidised orebody. A program consisting of detailed laboratory work and extensive plant trials has been undertaken to assess the options of the processing of this material. Laboratory tests demonstrated the advantage of carbon-in-leach (CIL) over direct cyanide leaching and carbon-in-pulp (CIP) for treatment of these ores. The laboratory program identified several factors which would enhance overall gold recoveries where preg-robbing ore was being processed, including: keeping preg-robbing ore separate from non-graphitic ore; maximising gravity recovery; and ensuring the plant operates in æpureÆ CIL mode, ie no leaching prior to first adsorption tank. Several plant trials were undertaken to assess the economic sustainability of treating moderate preg-robbing ores through a modified gravity/leach/adsorption circuit. Results indicated that where good operational control of the circuit was maintained to ensure high gravity recovery, minimal leaching prior to carbon contact, and maintenance of good, active carbon inventory, then acceptable and sustainable overall gold recoveries could be obtained. Using these relatively simple plant modifications potentially allows a plant to treat ores with preg-robbing index (PRI) values up to one. Electrochemical investigations of the flotation of sulphide minerals are re- viewed. Flotation with thiol collectors is interpreted in terms of a "mixed poten- tial" model in which the process leading to hydrophobicity is the anodic oxidation of the collector at the mineral surface and this is driven by the cathodic reduc- tion of oxygen. Electrochemical studies have identified the products of anodic oxidation as chemisorbed collector, metal collector compounds, and dithiolates; the products formed in each situation depend on the collector used, the mineral under study, and the pretreatment of the mineral surface. Investigations on galena, pyrite, and chalcocite are discussed. Electrochemical and x-ray photoelectron spectroscopic studies have been used to determine the products of surface oxi- dation of sulphide minerals in order to elucidate the mechanism of collectorless flotation. The mixed potential mechanism allows consideration to be made of the ways in which flotation of sulphides with thiols can be inhibited. Examples of depressant action are presented. The relevance of electrochemical investi- gations to practical flotation is Discussed.
