A combination of.:factors point to the industry requiring a much more mature effort in both short and longer-term planning to ensure greater success and effectiveness for petroleum discoveries and development. While many petroleum exploration companies are competently run, there are far too many which will be lucky to survive, even though their exploration areas are highly Prospective.

Given this, it is perhaps surprising that there has been relatively little debate on exactly how regulators can enhance their own approaches, in order to promote improved outcomes overall. The authors argue that applying research on High Reliability Organisations, as well as the University of Pennsylvania’s Penn Program Framework for Regulatory Excellence, to regulators has the potential to facilitate positive environmental results across the mine life cycle.

The mmmg of alluvial gold involves many deposits of theMesozoic, Tertiary, and Quaternary Ages in processing. Majorfeatures of the composition of such alluvial deposits are the lowcontent of gold and the small size of the gold particles. Atpresent, the gold-miners treat alluvial deposits in which a portionof fme gold (0.25 mm) exceeds 45 per cent. It is expected that by2000 these resources will be the main deposits mined (Zamyatinet aI, 1991).Under real industrial conditions the losses of minus 0.25 mmmetal are 50 per cent and more. Microbial desulfurisation of coal has significant advantages over physicochemical desulfurisation processes since the former process selectively removes the inorganic sulfur compounds and heavy metals without significant carbon loss. The purpose of this study was to improve the desulfurisation yield of a coal sample from northeastern coalfields, Assam, India using microbial technique. The coal sample contained 2.13 per cent of total sulfur and 2.59 per cent of ash. Stirred tank reactors of 40 L capacity were operated in batch mode. Initially, the reactor was fed with 40 L of slurry containing ten per cent (w/v) coal, ten per cent (v/v) inoculum of mixed culture of mesophilic acidophiles, native to coal itself and the requisite amounts of constituents for 9K medium without added ferrous sulfate. The percolate of the reactor was then used to seed the medium for the next experiment. The purpose was to obtain a better adapted and more active biomass which would give a better desulfurisation yield for coal. Further studies were conducted in the bioreactor, fed with 40 L of slurry containing ten per cent (w/v) pulp density of coal, ten per cent inoculum (derived from previous studies) and the medium, supplemented with ferrous sulfate. Results showed an increased total desulfurisation yield of 43 per cent in the latter treatment in comparison to the previous one, where the desulfurisation yield was only 23 per cent. The findings also demonstrated the convenience of using inocula derived from coal, where 50 - 60 per cent of pyritic sulfur was removed, while chemical desulfurisation is of little significance with the majority of coal types. The ash content was also reduced to 1.74 per cent as the low pH of the process caused dissolution of a number of common minerals present in the coal.

This paper presents an iterative net present value (NPV) maximisation method to determine the optimum surface to underground transition depth for an orebody to be mined by multiple open pits and an underground mine. The determination of transition depth from open pit to underground mining is based on global production scheduling optimisation of open pit and underground mines using mixed integer linear programming. The method is applied to a case study coming from a gold mining complex with six open pits and a large underground mine using longhole open stoping. The results indicate potential improvements of the NPV of global operations when compared to the traditional techniques based on independently optimised open pit first, followed by underground mining.CITATION:Dagdelen, K and Traore, I, 2014. In large coal strip mines, there are many different processes at work: stripping, overburden removal using trucks/shovels, cast blasting, slot dozer pushing, more fragmentation and further truck/shovel benches. A key component to each of these steps is the use of machines. In modern operations, most machine costs are tracked within Enterprise systems that transact costs and repair work order management. Similarly, in contemporary mines most machines are tracked using technology that provides precise performance measures for each key process. Such technologies include productivity monitors on draglines, dozers and drills and fleet management systems for trucks and shovels. Linking these two sources of seemingly disparate data û costs and performance by machine û would allow for the precise calculation of unit costs by specific machine. This is similar to an activity-based costing system, except in this machine-based system, calculations are made at an even finer granular level. There are many uses for such an integrated information system in mine planning and performance management, both in real-time and through historical analysis.A real-time fleet costs (FLC) measurement process was developed as part of a larger blending-related, multi-million dollar project centred on a centralised remote control room developed at the University of ArizonaÆs Mining Information Systems and Operations Management Mine Control Center. The FLC component of the overall blending system would allow a mine controller to manage the equipment fleet by viewing its cost in real time and, when mixed with other revenue-related components, the exact profit. For example, a mine controller may show high utilisation while still maintaining a production surplus. This could occur, for example, if the equipment is driven long distances. This might appear in traditional performance metrics as æhigh production performanceÆ, but in reality may prove less profitable. This paper discusses the technical development of the FLC, its deployment and its impact on controller performance, and compares mine profitability before and after its application.

In 1944 some ten or so pieces of legislation impacted on the mining industry. Today in excess of 80 in one way or another apply to the Northern Territory miner. This paper will look at the nature of the legislation that has been introduced and the reasons for its introduction. During the Second World War the mining of resources such as iron, tin etc for the war effort set the platform for the subsequent expansion of the industry in the post-war years. Thereafter, the change in attitudes over the years that have resulted from a more conscious public and more responsible governments and developers associated with the recognition of the legal rights of others and the threat of litigation, will be traced. With a major review of the Northern Territory Mining Act currently in progress, this paper will view ANZMEC's foreshadowed preference for a National Code and the NT's intent of drawing some commonalities with other states of Australia to achieve this aim. Finally, the questions of over-regulation and whether existing legislation is complete will be addressed. From this it is foreshadowed how legislation may develop during the lead into the 21st century.

Concentrates produced from MnO2 and Fe203 ore fines have been targeted as potential feedstocks for direct metallurgical processing. Prereduction of pyrolusite-rich Mn02 sands to MnO has been investigated in batch and continuous experimental bubbling fluidised beds using CO-H2 reducing gas mixtures. This process has been found to produce a high grade feedstock suitable for smelting to ferroalloys or acid digestion for chemicals production. Similarly, production of highly metallised direct reduced iron (DRI) from hematite ore fines has also been investigated in batch bubbling bed reactors. Programs to characterise the reduction kinetics, fluidisation behaviour and defluidisation phenomena for both feedstocks are currently in progress to enable optimum process conditions to be determined.

The Auscoke project has reached-a stage where a pilot plant nominally able to produce 100 t.p.d. of coked briquettes is being brought on stream during Nov. 1971 . The targets for this stage of the project are to establish the technological and economic value of Auscoke for the iron blast furnace, and to verify the commercial feasibility of large scale plants. The project originated at the B.H.P. Central Research Laboratories (C.R.L.) and work to date has shown that using a two stage contin- uous process, strong large coke can be produced at good productivities from medium or low volatile poorly caking coals. General features of the pilot plant and processing are discussed.

A century ago, new mines were often accompanied by smelters. In Australia, smelters were built at the Daydream mine near Broken Hill, at Kuridala and Mount Elliott near Mount Isa, Broken Hill, Mount Lyell, Mount Morgan, Mount Isa, and more recently at Tennant Creek, Kalgoorlie and Olympic Dam. Now the big miners eschew site-based processing in favour of shipping concentrate to smelters in Europe and Asia. As Chip Goodyear was in the process of vacating his leadership role at BHP Billiton, he was quoted as saying that BHP should concentrate on mining ore and leave æto others the skill set of processing that materialÆ. Yet there are times when on-site processing clearly makes sense. Few companies ship gold ore or concentrate to China for gold extraction. New smelters are being built in Zambia. Solvent-extraction and electrowinning plants frequently produce copper from oxide ores and concentrates while pressure leaching is increasingly being considered for copper sulfide ores. Some argue that on-site processing is best because the waste products can be returned to the ground from whence they came, avoiding potentially large disposal costs in more-populated areas. Copper treatment and refining charges will not remain at $45 per tonne and 4.5 cents per pound forever. This paper examines when it makes sense to use on-site pyro- or hydrometallurgical processes in todayÆs environment and comments on how current trends might alter the balance in future.

The writer had the pleasure of several months' laboratory tests on a metallurgical process for copper ores devised by Mr. W. H. Corbould, Consulting Engineer, North Queensland. Mr. Corbould's research work in this direction commenced somesix years ago, and he eventually succeeded in obtaining a good extraction of copper and a resulting solution practically free from iron and other impurities. The commercial operation of the process was investigated and special machines with novel features were designed. OUTLINE OF THE PROCESS.The process described in detail in the following pages, required for successful application that the ores contain at least the minimum ratio of sulphur to copper, consistent with the production of sulphadising roasting conditions.

On Wednesday 11th November, 1970, a series of violent explosions occur-- red within No.1 Basic Oxygen Steelmak- ing (B.O.S.) furnace at the Whyalla Works of the Broken Hill Proprietary Co. Ltd., (B.H.P.) when the furnace was moved immediately prior to tapping. Water from a burnt out flux chute had flooded the bath while the furnace was tilted slightly towards the tapping side waiting to tap. Although no one was injured, dam- age in excess of $54 000 was caused to the hood and superstructure. The water hydrated the burnt dolomite refractory lining some of which sub- sequently collapsed exposing bare fur- nace shell over part of the cone.

Improved understanding of the variables that influence hydrocyclone performance is of increasing interest to the iron ore industry, where hydorcyclones are widely used to deslime fine ore. In many cases, the impact of particular variables is not quantified sufficiently well experimentally to ensure that industrial performance will match expectations. The current work focused on developing and implementing a systematic methodology to evaluate and compare the performance of four different hydrocyclones in a desliming application. A critical component of the project was the design and construction of a pilot-scale hydrocyclone rig using state of the art monitoring and sampling methods. A wide ranging test programme was conducted to quantify the effect on metallurgical performance of the key hydrocyclone variables such as pressure, feed density, vortex finder size, spigot size and hydrocyclone make/overall design. Details of the experimental approach are presented, along with a discussion of the sizing analysis methods used. Performance criteria were established to assess the four hydrocyclones. The effects of each major variable were quantified over a wide range of conditions. The results show that clear performance differentiation was achieved, enabling the selection of the optimum configuration. The results from this work demonstrate the benefit of objectively assessing the performance of nominally equivalent units in selecting an optimum configuration that best satisfies the performance criteria.

Alliancing is a contractual relationship in which organisations with an interest in a project are brought together in an atmosphere of co-operation to produce superior results to benefit all of the participants. Fundamental to the concept is the management of the risks associated with the project. The traditional risk management strategy adopted by clients has been to transfer this risk to others in the belief that this will result in the lowest overall project cost. It is assumed that competition in the market place will allow these risks to be transferred without paying a premium. However, this approach often results in the development of an adversarial climate, a high level of litigation, time and cost overruns and an overall poor project outcome. Under an alliancing arrangement the parties (client, designer and contractor) are aligned through shared interests in the projectÆs success by linking profitability to performance. Under such an arrangement, an atmosphere is created whereby the participants are motivated to focus on cost-savings, pursue best value and to innovate. Successful alliancing can result in highly motivated project teams and realisation of extraordinary productivity and cost-savings flowing from increased efficiencies. The situations in which alliancing can be successful are discussed with particular reference to the Wandoo Alliance which successfully completed the $375 million Wandoo B offshore oil platform in record time and with considerable savings to the project budget.

Based on the idea to copy crystallisation and precipitation phenomena occurring in nature, a new technology was developed allowing the preparation of metastable, mineral forming solutions. If these solutions are brought into soil or rock formations, directed precipitation of slightly soluble minerals takes place. Immobilisation of dissolved heavy metals as well as overlaying of reactive mineral surfaces with insoluble minerals can be achieved. It is possible to prepare solutions leading to the formation of gypsum, BaSO4, CaCO3, Ca(OH)2, Al(OH)3 or Fe(OH)3. The successful large-scale application of BaSO4 forming solutions was demonstrated in the former uranium mine Koenigstein of Wismut GmbH, (Germany).

Dissolution of S02 into water-acetone mixtures results in the formation of 2-hydroxy-2-propane sulphonic acid. The pH, or acid strength, of water-carbonyl-S02 mix- tures can be controlled by varying the concen- tration of the carbonyl compound or the rate at which S02 is added to the water-carbonyl mixture during a reaction. The ease with which the acid strength of these mixtures can be controlled means that they have significant potential for use as a selective lixiviant. We have used water-acetone-S02 mixtures to selectively dissolve phosphate minerals in Christmas Island and Duchess phosphate ores and also uranium minerals in Yeelirrie uranium ore and Olympic Dam copper concentrate.

Seafloor massive sulfide deposits contain bonanza grades of gold, silver, copper and zinc metals. The deposits are often found at depths of one kilometre or more. They are characterised by active chimneys or smokers venting fluids at over 300¦C, with extremely low pH values. Mining of these deposits presents risks for both industry and governments at orders of magnitude higher than terrestrial mining This paper briefly discusses some of the core risks concerning the development of SMS mining including: technical, economic, environmental, legal, social, and research and development. Until and unless these risks are eliminated or minimised, the embryonic deep sea mining industry will remain just that, and these deposits will remain a fascinating, unexploited geological curiosity.

Systematic field evaluation of known gold and clay occurrences in South Korea has led to the recognition and discovery of both high and low sulphidation gold-silver epithermal systems. These are associated with Cretaceous acid-intermediate volcanic centres in the southern parts of the peninsula. The high sulphidation deposits such as Seongsan and Kohung are characterised by pervasive silica-alunite-dickite-pyrophyllite alteration with anomalous arsenic geochemical signatures. Gold mineralisation is associated with fine grained marcasite and pyrite. A low sulphidation quartz vein system observed at the Tongyoung mine comprises multistage colloform banded quartz-carbonate assemblages, with minor manganese and base metals. Gold and silver occur as electrum and tellurium minerals. Some deposits such as Gasado and Dogcheon display both high and low sulphidation alteration assemblages. Early pervasive silica-alunite-pyrophyllite alteration caps formed by acid fluids with a significant magmatic component, occur above cryptocrystalline colloform banded vein systems. The quartz vein stage hosts the precious metal mineralisation and appears to have been deposited by later neutral fluids generated in part through mixing with meteroric water.
