The rare earths market is relatively small and slow growing. Three applications using mainly cerics rare earths : catalysts, glass-ceramics and metallurgy are volume market. Inside this slow moving frame, fast growing niches can be found lamp phosphors, permanent magnets, fine cera- mics... There is no specific ore for one given element, and the natural occurence of any ele- ment is almost constant in both monazite and basnaesite. This creates the "balance problem" that consists in the best compromise between shortage and over production. The general trend of prices is downward in constant money. Despite this difficult environment (price decrease, technology changes, etc...) lots of company have always been attrac- ted by the rare earth business.

Environmental and amenity factors have introduced a new dimension to the technical problems of the mining industry in finding, extracting and processing the mineral and energy products on which we all depend. Intervention by outside regulatory bodies is restricting the production of minerals and denying the industry access to large areas in which the orebodies of the future may occur. The solution lies to a large extent within the industry itself and appropriate management techniques are necessary to ensure that exploration and mining are seen as an acceptable as well as a necessary land use. Close liaison between operators and the responsible authority is necessary to achieve these objectives and to make the best use of our land resources.

A fundamental study was carried out on super pit sulphidic gold ore to establish the most influential flotation characteristics which were subsequently used in the development of an optimum flowsheet to achieve best economical recovery of gold. In developing the flowsheet, consideration was given to existing operational constraints in the treatment of the Super Pit ore. The fundamental study also included an innovative diagnostic investigation to establish the location and value of gold in the major mineral assembly of the super pit ore from a metallurgical rather than a mineralogical perspective. This study mapped a metallurgical fingerprint of the major types of super pit ore in relation to the location and association of gold.

Globalisation and consolidation is resulting in the mining industry coming to be dominated by a small number of very large companies seeking to lever assets and knowledge to create wealth. As an important service provider to the mining industry, the minerals tertiary education sector needs to understand these global drivers and respond to them. However, it is under-resourced and its sustainability is under challenge in all Western countries. Through the establishment and funding of the Minerals Tertiary Education Council (MTEC), the Minerals Council of Australia (MCA) has provided a unique opportunity to build a national, world-class minerals tertiary education environment in Australia that can be sustained in the long-term. This paper reviews how the global changes occurring in the mining industry provide the model for what needs to occur in the minerals education sector and how MTEC is the logical vehicle to facilitate these changes. It concludes by suggesting that the time has come to integrate the minerals tertiary education providers into one business. Furthermore, the vision should be for a global mining education academy based around a virtual university capable of servicing the cultural diversity and continuing education needs of the global minerals industry.

This paper reviews the floor heave mechanisms in underground coal mine roadways. Previous studies have reported three main failure mechanisms: bearing capacity failure, buckling and swelling. The buckling failure has been observed where immediate floor strata are relatively strong and thinly bedded. On the contrary, the weak floor strata have been associated with both the bearing capacity failure and swelling mechanisms. The bearing capacity floor failures are likely to induce other types of instability such as pillar punching, tensile failure of pillar, roof fall and subsidence as well as floor heave. Despite a considerable amount of research, predicting the magnitude, location and timing of floor deformation is challenging with current state of knowledge. There has been minimal innovation in the methods used to process an ore over the last 50 years. Productivity increases have largely resulted in increased equipment size without implementation of parallel improvements in technology. Complex orebodies of the future will need mining operations to adopt new technologies and techniques to make future ore treatment economically viable. Three emerging technologies, namely high voltage pulse (HVP) pretreatment, fine screening and the HydroFloat<sub>TM</sub> coarse particle flotation cell will be presented in this paper and the potential benefits that may result if they are adopted in mineral processing circuits will be outlined. Coal mining activity first began on the West Coast in 1864 and has since led to the exposure of large areas of coal and host rock to chemical weathering. These exposed abandoned workings have led to the formation of acid mine drainage, which flows into selected rivers and streams impacting on the natural environment. A previous study conducted for the West Coast Regional Council identified four catchments receiving mine drainage which had elevated arsenic concentrations. The aim of this research is to expand on this initial study by determining the spatial distribution and attenuation of the arsenic within the sediment and water column in each stream of concern. Cannel Creek is influenced from drainage from the Bellevue coal mine adit and exhibits a low pH of ~3, elevated sulfate concentrations and high arsenic and iron concentrations in the sediments. This pattern is repeated in the Rapid Stream and Soldiers Creek catchments, which are also affected by adit inflows from the Sullivan and Blackball coal mines respectively. Soldiers Creek also has significantly high arsenic in the waters, with an accompanying pH of ~5.5. Snowy River exhibits a similar trait with a pH also of ~5.5, but with very low sulfate concentrations. Arsenic concentrations in the waters are consistently around 30 ppb, with sediment concentrations up to 900 ppm. These sediment values might be partially attributable to the operation of the Snowy battery gold ore production facility, but the consistently high As concentrations in the water column and in the sediment upstream of the battery have an as yet unconfirmed source.

A process was developed based on the thermal hydrolysis and precipitation of iron from solutions resulting from the leaching of zinc plant residue. A study was made of the hydrolysis of iron, at temperatures in the range 140-220°C, in both pure solutions of ferrie sulphate and in leach solutions derived from plant spent electrolyte.At 200°C hydrolysis of pure ferric sulphate solutions results in the precipitation of ferric oxide, Fe2O3, at low acid. concentrations, and a basic salt, Fe2O3.2S03.H20, at hIgher acid concentrations. At 180°C ferric oxide is precipitated at low acid concentrations, but at higher acidities. carphosiderite, 3Fe203.4SO.3.9H20, is the stable phase. Frequently a mIxture of ferric oxide and carphosldente IS produced at 180°C, the ratio of phases being dependent on the non-equilibrium experimental conditions.With solutions derived from plant spent electrolyte hydrolysIS at elevated temperatures results in the precipitation of jarosite compounds of the type NaFe3(S04)2(OH)6 The precipitation of natrojarosite jarosite, and ammonio-jarosite was studied in detail. Temperature, free acidity, and the concentration of sodium potassium, and ammonium ions are critical factors which affect the extent of precipitation.A process based on ammonio-jarosite precipitation was tested in a pilot plant.An alternative method of iron removal based on the addition of zinc oxide calcine, to neutralize excess acidity, and the precipitation of ferric oxide was also tested in the pilot plant. Exploration requires substantial capital, and is an extremely risky business (only 1 in 100 prospects ever becomes a mine). The average lead time, that is the time between discovery and production, varies from around two years for a gold mine, to 15 years for a lead/zinc mine. Since it takes years to find, prove and develop most ore bodies, exploration must be carried out years ahead of the depletion of existing deposits. Investors in exploration are exposed to risk for long periods before knowing whether they will receive a return on the funds invested. The risk, high-cost, uncertainty and long lead times involved in exploration make it an aspect of commerce that most managers and investors find difficult to rationalise or understand. Nevertheless, it is a given that the long-term survival of the mining sector depends on discovery of new mineral deposits, however the immediacy of the need to find or acquire new mineral deposits in order to compete and prosper in the industry is less well understood. This paper examines the commercial realities which underlie exploration for new mineral deposits. The first and foremost reason for exploration is to maintain or increase depleting ore reserves which are the asset base of mining, but there are other compelling commercial reasons for exploring, and these are: to maintain return on investment, to achieve growth or create wealth through discoveries which lead tonew mining ventures, to remain competitive in the industry, to diversify, and to control raw material source for mineral processing and/ormarketing ventures. Exploration is necessary for survival of the industry, and also for survival of organisations competing in the industry. The organisations which discover the best orebodies are in the best position to compete, and mining organisations which fail to find or acquire new mineral deposits rapidly become uncompetitive and unable to maintain return on shareholdersÆ investment.

The ability of the Australian minerals industry to successfully manage the changes and challenges that face it in the 21st century depends ultimately on the quality of its human resources. Mining engineers have a vital role in this regard. The education and training that universities are currently giving to mining engineers is under challenge and needs to be reassessed in the light of industry directions for the 21st century. At one extreme is a push for a `finished product' graduate, up and running in `the flavour of the month' issues. At the other extreme are moves to reduce face-to-face university teaching hours and return to the time honoured university concept of `reading' for a degree. The lessons of Mourn make it apparent that neither approach is appropriate to the industry's future needs (Windridge, 1996). Basic knowledge gets rusty with time and new skills need to be learned. In order to conduct mining operations safely, productively and competitively, mining engineers must now accept the need to be prepared for continuing professional development as a career imperative. The concept of being professionally or statutorily qualified for life is no longer valid. This calls into question the purpose, content, structure and mode of delivery of university courses, all of which need to engender the principle and facilitate the cause of continuing professional development. This paper presents a model which aims to deliver a quality assured university education for mining engineers for the 21st century at undergraduate, postgraduate and professional level. The model extends beyond traditional university boundaries to match industry requirements to international best practice. It is based on collaborative alliances and innovative presentation modes which will provide industry access to undergraduate and postgraduate course elements presented by a broad range of national and international academic and industry authorities. It offers the prospect for preserving the best of university ideals in higher education, for developing and maintaining programs of direct relevance to industry needs and for a structured involvement in the continuing professional development of mining engineers.

The value derived by good mine planning is often underestimated as many mines steer their attention to the more immediate and more easily recognised successes made by the day-to-day operational æbush fireÆ fighting. Similar to machine maintenance, the efforts made to quickly rectify short-term breakdowns are well recognised; whereas the value derived from the work in planning, scheduling and undertaking preventative maintenance is not so obvious or readily quantified. Too often the focus of the business shifts to building and supporting an efficient operations team at the expense of developing a highly experienced team of mine planning practitioners that are well trained with procedures and purpose-built tools to develop optimum mining strategies. A resource has an inherent value based on its quality parameters and its likely mining conditions. How well that value can be unlocked is governed, to a large degree, by the proficiency of the mine planning practitioners, as they, essentially, set the foundation of the mine business and the path along which the mine will operate. The importance of having a well documented and procedural mine planning methodology that integrates both a thorough technical and economic understanding of the resource cannot be over emphasised. The aim of the mine planning process is to develop a robust mine design and production capability which can best cater for future uncertainty whilst providing the best opportunity to maximise cash flow into the business. The planning process must be transparent and auditable, clearly summarising the process steps and assumptions made to arrive at a justifiable and defendable outcome. To provide maximum value to the business, the planning process must be repeatable and scalable to enable easy replication throughout the different mines and projects within an organisation. The diminishing numbers of highly experienced personnel within our industry, coupled with the growing pressure to clearly demonstrate that appropriate due diligence has been exercised, means that well documented and monitored mine planning processes using purposed built and innovative tools need to be developed to ensure optimum outcomes.

The Prince Lyell Mine has been the major production source at Mount Lyell since under-ground mining commenced in 1972.Three lifts of stopes have been mined to date, with the fourth, the 40 Series lift, to commence production this year. As the mine has progressed deeper, the ore haulage system has evolved to accommodate the mine's economic circumstances while maximizing efficiency.In the first, or 10 Series lift of stopes, ore was removed from drawpoints by L.H.D. units and tipped directly into rakes of 7 tonne rail cars. The original concept for deeper stoping lifts entailed L.H.D.'s tipping into long ore passes, rail haulage, underground crushing and hoisting to surface via the No. 1 Shaft. The suspension of the No. 1 Shaft project in 1976, due to economic difficulties, lead to the intro-duction of diesel truck haulage of ore, initially via the internal Prince Lyell Decline and now to surface via the Main Decline.

A study of the bacterial oxidation of naturally occurring high-purity sulphide minerals (FeS2, Fel_xS, CuFeS2, Cu2S) has been conducted using a mesophilic strain of T. 6ejtAooLcdcth4. As well as metal analyses and solution pH, partitioning of sulphide sulphur into elemental sulphur and sulphate ion has been monitored. Partially oxidised sulphide substrates have been characterised at regular time intervals by X-ray diffraction methods and extra-cellular organic compounds reporting into leach solution have been identified by'thin layer chromatography. The results indicate that the S¦/SO4 2 partitioning of the sulphide substrates is independent of cell inoculum size and initial pulp density and varies with solution pH, Eh, leaching time and mineralogical properties of the individual sulphide minerals. The signifi- cance of results for applications in selective flotation, coal desulphurisation and agglomera- tion has been outlined.

This paper describes some experiences in the design of flotation reagent schemes for the efficient flotation of complex gold ores containing free gold and/or gold associated with easily flotable sulphide minerals such as chalcopyrite and bornite. Historically, the design of gold flotation reagent schemes has been based primarily on experiences using high dosage levels of water soluble charged collectors such as xanthates and dithiophosphates and carefully controlled regions of pH. This approach has been effective with gold associated with complex sulphide minerals, in particular gold associated with iron sulphides such as pyrite. An alternative two-stage reagent approach is presented that is applicable to certain types of gold ores. This approach involves using very small dosages of uncharged water insoluble collectors at natural ore pH followed by a modified bulk flotation reagent approach for the second stage. The reasons for utilising this approach, when applicable, are discussed and illustrated with examples.

Modelling of Synergistic Effect of Cyanex 302 and D2EHPA in Zinc Solvent Extraction A comprehensive model is presented to predict the synergistic effect of D2EHPA and Cyanex 302 on co-extraction of zinc and manganese. The experimental results indicated that pH, temperature and the extractants ratio have strong effects on the extraction process. Correlations were proposed to predict the distribution coefficient of zinc and manganese between two phases at different conditions by multiple linear regression. The correlations were simplified by eliminating less important terms by analysis of variance. Optimum conditions (ie pH, temperature, extractants ratio and aqueous to oil phase volumetric ratio) for obtaining maximum separation of zinc from manganese at different zinc concentrations and number of extraction stages were determined. For finding the optimum condition genetic algorithm was used. Comparison the model estimations and the experimental data show that the presented model has good ability to predict the behaviours of zinc extraction system over Cyanex 302 and D2EHPA.

In 1975, following a programme of solution characterization and small scale laboratory test work, a pilot plant was constructed to treat waste liquors from the Risdon works. The plant was designed basically to neutralize liquor to a desired pH, and to flocculate, thicken and then filter the resultant pulps. The primary objective was to purify waste liquors to stand- ards set by Tasmanian environmental regulations and at the same time to provide design data for construction of a full scale treatment facility. Waste liquors were divided into two groups, those from the Zinc Plant, and those from the Acid and Superphosphate Plants, and were treated independently. To satisfactorily purify Zinc Plant waste liquors the following reaction sequence was required: 1. Neutralization to pH 10.5 (with aeration for Mn removal). 2. Further reaction of neutralized pulp with Na2S at an addition rate of typically 5 mg of S2-/litre of liquor treated to remove Cd.

A method is presented for calculating the number of cycles of stress to failure of a drill rod from operating variables; a mathematical analysis by Cooper of the stresses present in drill steels is applied to the forged collar, i1i-in. hexagonal hollow drill steel in common use in Australia; and an estimation is made of the dry fatigue limits at various points along a drill rod.It is shown that these calculations predict failure at a 'point where failure rarely occurs, and do not predict that failure should occur where it does in practice. The reasons for this anomaly lie in the neglect of bending stresses in the stress calculations, and in failuredue to corrosion fatigue at a preferred section rather than to simpler fatigue under non-corrosive conditions.INTRODUCTIONIt has long been recognized that failure of metal sections by fatigue is influenced both by the number of cycles of stress imparted to the section (N) and by the magnitude of this cyclic stress (8). In this paper, both Nand Shave been calculated for rods which have failed in service, and whose operating history is known. While the calculation of the number of cycles to failure is·simple, the calculation of stress is more complex. The results of stress caIculations predict that failure should occur only hi short rods, and then preferentially at the tip end rather than the shank end.However, in actual fatigue failures of steel rock drill rods, approximately 75 per cent. of such failures are close to the shank end, and failures near the tip end are rare.The usual explanation given for this high incidence of shank-end failures is that at the point of failure there exists, in forged collar steels of the type common in Australia "hardness valley" or. The role of the group is to facilitate the environmentally responsible development of these industries for the benefit of Victorians. It has a wide range of contacts with other government agencies, local government and community groups.The paper is in three parts; firstly, an overview of the nature and contribution of the mining and extractive industries in Victoria; secondly, the industries' regulatory framework; and thirdly, the environmental issues facing the industries and the management of these issues.

The applicability of four empirical strength criteria for rock masses, namely, Hoek and Brown, Bieniawski - Yudhbir et al., Ramamurthy - Arora and Johnston - Sheorey et al. has been tested against the triaxial test data for jointed plaster of Paris of Arora. The following modified Bieniawski criterion shows best agreement with the triaxial test data for jointed plaster of Paris: 611=1+B(63)O.825 acm 6cm where a1= axial compressive stress at failure, MPa; a3 = confining pressure, MPa; acm = uniaxial compressive strength of jointed plaster of Paris, MPa; and B = - 3.988 + 9.674 (aim ) -0.185 The modified Bieniawski strength criterion can be used to estimate the strength of a coal pillar, based on a knowledge of stress distribution in it.
