The segment of the Upper Cenozoic volcanic chain (CVZ) located on the western border of South America (16-28¦S lat.) is constituted by an association of strato- volcanoes and ignimbrite sheets, with high K calco-alkaline affinities. Strata-bound volcanoes, mainly of andesitic and dacitic composition, present along the whole chain, and various hydrothermal alteration zones, on the slopes and in the cores of eroded volcanic structures. Some of these altera- tion zones bear epithermal precious metal ores and sulphur deposits, which at present are being exploited. The studied Salar de Gorbea area, located in the Andes of northern Chile (25-26¦S lat.) contains a numer- ous group of Miocene to Quaternary stratovolcanoes, with advanced argillic and extreme silicification hydrothermal alteration in their cores and on their slopes, favoring the formation of great volumes of alunite within altered zones and sulphur deposits in the higher parts of the volcanic edifices. Simultaneously, siliceous hydrothermal breccia of the phreato-magmatic type, with evidences of hydromag- matic explosions are recognizable, allowing, in some cases, the ascent towards the surface of rock fragments belonging to the Paleozoic pre volcanic basement. Radiometric ages obtained in some of the hydro- thermal alteration zones (K-Ar in alunite) are slighty young- er than the unaltered rocks which constitute the strato- volcano. Trace element (Hg, As, Sb, S, Au, Ag, Cu, Pb, Zn, Mo) patterns in orientative rock samplings show that the studied alterations zones correspond to high sectors of the cpithermal system, without evidences of metallic minerali- zation on surface. The weak erosive action due to the ex- tremely and climatic conditions in this segment of the Andes, has not allowed the cropping out of deeper areas of the hydrothermal alteration zones, in contrast to other Miocene more eroded volcanic edifices and Miocene vol- canic terranes of the Andean Range.

Located on the island of Mindanao in the Southern Philippines, the Tampakan copper-gold deposit represents a major high-sulfidation epithermal deposit superimposed on an underlying porphyry copper system. With a recent JORC compliant indicated and inferred resource estimate of 1104 million tonnes at 0.65 per cent copper and 0.26 g/t gold at a 0.3 per cent copper cut-off grade, Tampakan represents the largest undeveloped copper-gold deposit in Southeast Asia. Since its acquisition by Indophil ResourcesÆ affiliate Sagittarius Mines Inc in August 2002, the deposit is the subject of an ongoing preliminary feasibility study into project viability that is initially focused on a higher-grade copper zone in the north-central part of the deposit. The deposit is hosted by a sequence of subaerial andesitic flows (Tampakan Andesite Sequence) related to a highly eroded andesitic stratavolcanic complex of Pliocene age. Detailed mapping and geochronological dating has identified four volcanic cycles or centres that have been sequentially developed and eroded. This stratovolcanic complex is interpreted to lie on the northern extension of the Sangihe volcanic arc that extends from Northern Sulawesi in Indonesia. The Tampakan district is located within a complex tectonic setting dominated by WNW trending wrench faults that form part of the trans-Mindanao Cotabato Fault Zone. The Tampakan deposit is located near the intersection of one of several WNW trending splay structures with a prominent NNE trending dilational structure, one of many that transect the host volcanic complex. High-sulfidation style copper-gold mineralisation at Tampakan is broadly associated with and central to a flat-lying tabular body of pervasive silica and silica-clay alteration developed within a district- scale lithocap of advanced-argillic and argillic hydrothermal alteration that extends over an area of 90 km2 within the volcanic complex.

Properly designed evapotranspirative (ET) cover systems can greatly reduce the amount of infiltration and groundwater recharge (deep percolation) into potential acid generating mine waste. In arid and semi-arid environments, infrequent precipitation, low measurable subsurface fluxes, spatial variability within mine waste and cover material, and evapotranspiration from below the cover system create challenges to monitoring moisture flux in these systems. Sloped ET single-layer (monolayer) cover depths and a variety of reclamation treatments are being studied at a copper tailing impoundment in Arizona, USA. To monitor the performance of different ET cover systems in response to precipitation patterns, four different test plots consisting of two different cover depths and two different vegetation densities were instrumented with heat dissipation sensor nests. The sensors measure the soil water pressure potential and allow hydraulic gradients to be determined within and below the cover systems to depths of 180 cm. Three replicate sensor nests were installed in each test plot to account for variability in materials and test plot treatments. Data collection occurs twice daily and is ongoing. Weather during the 26-month monitoring period was characterised by two months of greater than normal precipitation followed by nine months of normal precipitation and 15 months of abnormally dry conditions. Monitoring data indicate that deep percolation occurs in response to periods of extended precipitation, however, drying was observed to depths of six feet below the surface in all test plots. Using conservative assumptions regarding tailing hydraulic properties, one-dimensional downward flux predictions based on the monitoring data indicate very low (Additional long-term monitoring and installation of deeper and replicate monitoring sensors into tailings without cover systems are recommended to evaluate the long-term ET cover system performance and develop a better understanding of deep percolation rates at the sites.

GoldcorpÆs Musselwhite mine in north-western Ontario, Canada has in recent years become a world-class deposit. Initially discovered in the early 1960s by Alan and Harold Musselwhite, the then marginal mine eventually started production in 1997 and has to date produced 2.6 Moz of gold. Two million ounces of gold are currently classified as Mineral Reserve and a further 1.2 Moz of gold are classified in the Mineral Resource category for a total gold inventory approaching 6 Moz. Growth of the mineral inventory has been achieved through the successful implementation of strategic planning that sought to extend the mine life through discovery of additional economic zones and increased mined tonnages. Accelerated exploration activity commenced in 2001, at a time when gold price was at its lowest in decades. Focus was placed on building, developing and retaining a highly skilled geological team, maintaining purpose, conducting external reviews and developing a new geological model through research partnerships. Ongoing collaborative research between Lakehead University and Musselwhite mine has seen the development of new structural and geological models through post-graduate and academic studies. Research has included lithogeochemical, stable isotope and structural and metamorphic studies and has led to the evolution of a new mineralisation model (for the mine) and the recognition of brittle and ductile deformation regimes within the mineralised horizons. Exploration drilling continues to provide support for the new geologic model. Gold discoveries have extended known mineralisation 2.3 km along strike from mineral reserves and laterally into parallel zones. The exploration potential to further increase production rates, Mineral Reserves and Resources remains very positive and increases in overall gold inventory are likely. Musselwhite mine has significantly exceeded initial projections for a ten year life-of-mine and a marginal existence.

Operators of mining machinery like haul trucks or excavators have very limited information about the exact distance to other equipment as well as to the natural boundaries like berms, walls and structures such as crushers. The industry is seeking solutions to provide safety and positioning. The authors have developed a solution approach which is being used in several installations. This solution consists of three parts: first robust and compact two-dimensional (2D) radar scanners that provide range and angular information of the environment especially under difficult conditions like dust, rain, snow and fog; second an intelligent data processing framework flexible enough to adopt to different machines and operation modes like speed, inclination, visibility, tire friction, GPS position, orientation and acceleration; and third a high quality and easy to use interface giving highly condensed data to the operator, not blinding the operator at night and being sunlight readable. The truth of present proximity detection sensors is that they not only have a high false alarm rate but furthermore cover only a fraction of the possible scenarios. This makes them unsuitable for stand-alone collision avoidance systems. On the other side, mine dispatch systems only deliver database and GPS information, but no information regarding the real environment. The indurad company and its Australian partner CTS (http://www.cts.com.au) addressed these aspects by developing smart productivity enhancement driver assistance tools like lane and crusher dumping assistance.An innovative driver assistance tool developed in cooperation with the coal shearer manufacturer Eickhoff and the RWTH Aachen University has been awarded with the annual research award of its customer RAG, being the largest German hard coal producer, as well as with the bauma Innovation Award in 2010.

Blasthole cone samples are used for grade control in most of the iron ore mines of the Pilbara of Western Australia. This method of sampling is straightforward when the target sampling interval matches the mining bench height but is problematic when the blasted bench is 'flitch' mined in two or more passes. Crucially, the sampler needs to decide which part of the blast cone represents the upper and lower flitches to be mined. This sampling selection decision is usually made by assuming a certain proportion represents the subdrill component of a sampling face in a blasthole cone and the two flitches are split equally from the remaining portion. In this study of a West Australian channel iron deposit, sampling experiments were carried out to determine the actual proportions of a sampling face in a blasthole cone by spray painting the blast cones at flitch and subdrill boundaries during the drilling process. Measurements were then taken to assess the differences between assumed sampling face proportions and actual proportions. A set of paired samples was also collected from a number of blastholes with one set using the assumed proportions of each flitch for each sample, while the other set sampled the actual proportions, which were identified from the cone painting process.

Societal expectations about how the industry operates and treats its people will be a key driver in the development of the Australian mining industry over the next 20 - 30 years (Moffat, Mason and Littleboy, 2009). Understanding these expectations will be critical in maintaining what much of the minerals industry calls its 'social licence to operate', or its public acceptance or approval. Yet what constitutes this social licence is poorly articulated, with little published research exploring the concept at a local operational level or at the national level in Australia or internationally. This research aimed to explore the societal expectations of the mining industry in Australia and test a participatory methodology to articulate them. Three workshops were conducted with a sample of 24 members of the 'Australian voting public' to explore community objectives for the onshore exploration and mining industry, and the underlying expectations for how the industry should operate in the future. Qualitative analysis of this data revealed three overarching objectives for the onshore mining industry held by participants. They thought that the industry should: advance Australia's national interests (including social well-being); minimise environmental impact, and; act in a socially responsible manner. Within each of these three key themes, or objectives, a number of tensions were evident in the views of participants regarding the trade-offs they are willing to make to secure economic benefit from mining, as well as the basic conditions for socially acceptable mining. These data provide an insight into the conditions for a national social licence in Australia for the mining industry, and the means for its realisation.

Various enabling technologies and systems have recently been introduced in the mining industry. Such systems include miner-bolters with concurrent cutting and bolting, employment of two shuttle cars, adoption of self drilling bolts and utilisation of continuous haulage or monorail systems. The paper discusses how Flexsim discrete event simulation models were used to assess how these proposed mining systems can best be used to achieve and sustain high roadway development rates of 10 m per operating hour for 20 h/day.

Fibre reinforced shotcrete has long been accepted as temporary ground support in both mining and civil tunnel linings. Greater knowledge and understanding of shotcrete as an engineering material and advances in its quality have enabled designers to eliminate the requirement of a second pass lining. The initial shotcrete can be used as the permanent tunnel lining or be incorporated into the final lining design, rather than ignored and considered as sacrificial.For the initial shotcrete lining to become a suitable permanent tunnel lining it must be able to establish and maintain stability over time when subjected to all possible loads. To ensure this, best engineering practices are required during the design phase of the project to analyse; ground conditions including rock mass properties, ground and ground water quality, rock mass loadings, excavation sequencing, and construction methodologies.The increased durability of steel fibre reinforced shotcrete over traditional tunnel support, in the right ground conditions, makes it possible to achieve a serviceability design life of greater than 100 years (as required in most infrastructure projects). By specifying a good quality shotcrete mix and ensuring adequate quality control for batching, fibre dosing, preproduction testing, excavation sequencing, and application control, it is possible to eliminate the requirement of a secondary lining. The properties of a suitable permanent lining must be well established using suffi cient preproduction testing in combination with post application monitoring.A major benefit of steel fibre reinforced shotcrete in ground support applications is the removal of any requirement for workers to work under unsupported ground. Its use can also significantly reduce, if not eliminate, the manual handling associated with placing traditional reinforcement such as lattice girders and mesh. Both of these benefi ts are significant with the ever increasing focus on health and safety.This paper highlights factors that must be considered in the design and specifications to enable an initial shotcrete tunnel lining to become the permanent shotcrete tunnel lining.

The Singapore Land Transport Authority (LTA) has been procuring the expansion of their underground mass rapid transit rail network at a prodigious rate since the first line opened in 1987. Four lines (149 km) are currently operating and several more lines are at various stages of planning/construction; one of these is the Downtown line stage 2 (DTL 2).DTL 2 contract C917 was awarded in September 2009 for S$320 M. On 18 June 2013 the original contractor became insolvent, leaving the works incomplete. Following a fast-tracked tender process, McConnell Dowell was awarded the S$254 M contract on 29 August 2013 to complete the works. This contract includes two underground stations constructed by cut-and-cover methods and twin bored tunnels between the stations. Each tunnel is 1400 m long, excavated by earth pressure balanced (EPB) tunnel boring machines (TBM) at an average depth of 20 m and segment lined to 5.8 m inner diameter. The tunnel alignment is located under a busy five-lane road lined with prime residential real estate and congested with utilities.To compound the difficulty the tunnels are located within the notorious Bukit Timah Granite formation. This has a very wide range of strength, from below 1 MPa to over 300 MPa. This strength range is a consequence of six weathering grades, from soil to fresh rock, with the fresh granite causing severe abrasion problems. The various grades can occur within a very short distance of each other. Consequently, the problem of supporting a mixed face exists, particularly in the intermediate weathering grades where intact rock is encountered in the invert and corestones within a loose soil matrix in the crown, which can increase the instability by allowing the ground to flow into the TBM.The focus of this paper will be the excavation of the bored tunnels by EPB TBM used by McConnell Dowell to complete these challenging works.CITATION:Jones, G and Shepherd, J, 2014. Optimisation of the underground mining production process benefits from informed decision making during the process of explosive rock fragmentation. Selection of the most appropriate bulk explosive products for underground production blasting is an area of endeavour that offers significant economic upside if correctly and thoroughly undertaken. The explosive selection process is facilitated by a clear understanding of:the physical and detonic properties of the alternative explosive options available; the response of different rock masses to these different explosive options; and the importance of maintaining a clear focus on desirable blast outcomes in order to enhance value creation aspects of the mining production process. The level of understanding of these issues is raised through the application of measurement and modelling technology, quantifying the effects of blast design (and implementation) on process outcomes. Homestake Darlot and DynoConsult applied a range of dynamic blast measurement and outcome modelling techniques in order to explore the relationship between rock properties, explosive properties and mining process efficiencies. A campaign of vibration and explosive Velocity of Detonation (VoD) measurement produced feed data for use in vibration and fragmentation modelling during the extraction of one of the major stoping blocks at Darlot Gold Mine. The paper describes the use of these tools and discusses the understanding gained concerning the limitations and capabilities of, and the reconciliation between, a selection of analysis and modelling approaches.

Traditionally, characterisation of the mineralogy and textures of ore and rock samples were based on observations of hand specimens and thin sections using an optical microscope. The extent of the data collection was limited by the available tools and thus variations in mineralogy and texture were generally not described by quantitative data. These qualitative to semi-quantitative approaches, even though well established over the years, resulted in variable observations and data sets. The data were unlikely to be representative of a sample and limited statistical validity meant the results could not be reliably used in modern digital mining design and planning. With recently developed SEM based quantitative mineralogy tools and the corresponding methodologies, ore textures can be quantified and compared numerically. The numerical data can not only enhance the understanding of an orebody in geological terms, but can also be used in the creation of metallurgical models for mine and mineral processing design and simulation. These capabilities provide valuable inputs to risk assessment studies and the evaluation of mineral projects.

The allocation of boggers and trucks at Telfer’s sublevel cave mine is currently assigned by manual techniques, with decision-making primarily dependant on the judgement of the operators and mine control. Field observations indicate that allocation decisions could be improved by establishing a systematic approach to dispatch. An investigation into the current state of technology determined that no currently available solution would provide a tool to make optimal decisions for the Telfer dispatch challenge.In an underground sublevel cave (SLC) environment, the destination decision is fixed and the source is variable, so open pit and block cave solutions are not relevant. Newcrest underwent a development venture with an external vendor to develop a novel production dispatch algorithm and user-friendly software program to make allocation decisions in a systematic way with consideration given for the true complexity of the operation.This new production software, nicknamed Dingo (for Dispatch ‘n’ Go), is a smart way to assist forepersons and mine control operators in their day-to-day roles of planning shifts and allocating trucks and loaders to optimal locations during shifts.CITATION:S Graskoski, 2017. Application of ore pre-treatment technologies such as Grade Engineering and in-pit ore treatment require comprehensive analysis to show proven value is being generated by switching away from the current practices. Considering most mining operations last several decades; the pre-treatment technologies must be investigated over life of mine (LOM) to truly show value was generated or lost. Therefore, a value chain flowsheet model has been usually developed to run those analysis/simulations over LOM using a set of defined ore characteristics and the operating equipment capacities. The Integrated Extraction Simulator (IES) has been used for this type of LOM simulations as it has the necessary flexibility to accommodate the whole mining value chain flowsheet in one platform and provide essential computation power to run mass simulations for the given scenarios using the resource block model. This allows to forecast the value chain response over the LOM for all given scenarios in a feasible amount of time. The traditionally developed flowsheets for the analysis/simulations are usually limited to the mineral processing plant and were developed based on a single audit conducted on the plant in a very short time, e.g. several hours. The process plant is being operated with a certain ore at a certain condition during the short audits which would not reveal the true capacity of the operation equipment when ore characteristics changes. Therefore, it would be impossible to define the true capacity of the equipment and identify the constraints along the value chain. In this study, a methodology was developed to identify the constraints along the value chain and implement those in the IES flowsheet using process information. Also, the equipment models were fine-tuned to represent the true capacity of the equipment in the flowsheet using the same data set. The methodology was tested over five process plant in two operations and showed the performance forecast was significantly improved over the traditional methods being used so far. Then those high-fidelity flowsheets were used to evaluate the ore pre-treatment technologies proposed by the relevant resource company experts.

"The Jaguar concentrator, 60 km north of Leonora, Western Australia (WA), consists of a standard closed circuit semi-autogenous grinding (SAG) and ball mill producing a float feed of approximately 60 micron at 70 t/h. Following comminution, separate copper and zinc concentrates are produced by differential flotation. These concentrates are subsequently dewatered by thickening and then filtration.Separate audits of the Jaguar Operation’s copper and zinc concentrate thickeners were conducted to evaluate their performance, following occasions where site personnel had identified unnecessary loss of copper and zinc concentrate to the thickener overflow. The feedwells were identified as the source of the observed problems due to the following issues with their design/duty:lack of retention time in the feedwell as current design is completely opennot conducive to effective mixing required for efficient flocculationdiameter of the zinc concentrate thickener feedwell was undersize for its duty.To improve the performance of the thickeners, it is planned to replace both concentrate thickener feedwells with a high rate design for their respective duties in February 2016. The audits also identified that the feed system requires modifications with particular importance placed on minimising air entrainment of slurry into the thickener feedwell. Minimisation of air entrainment is hoped to be achieved by providing constant head pressure through installation of weir arrangements in the feedboxes and redirecting each feed pipe so that it feeds tangentially into the feedwell. In addition, improvements to the control philosophy of both thickeners will be made with the installation of an ultrasonic bed level probe and bed mass sensor, in order to make real-time adjustments to the underflow pump speed to maintain steady state operation.Following the feedwell replacement and modifications to both thickeners it is expected that losses of recovered copper and zinc will decrease to undetectable levels. With a focus on safe productive tonnes, there has been an ongoing drive to increase the productivity of the mining fleet across BHP Billiton. In response, a team from the Iron Ore business was formed to review all aspects of the end-to-end drill and blast process and to challenge conventional practices that limit production efficiency. As a result of the outcomes of this work, a number of initiatives were identified to improve operational practices that have also delivered significant cost savings.One such initiative was to increase pattern size to a minimum of 1 Mt where practicable, thereby creating ‘megablast’ as a new standard across all mines. To achieve blasts of this size, the team had to overcome the complex problem of integrating wall control into the megablasts.With traditional blasting techniques, the key strategy, which is also historically inefficient but was thought to be integral to having stable, safe walls, was to utilise the trim blasting/modified production blasts technique (ie narrow blasts along the pit wall designed to ‘peel off’ the material while minimising the effects of vibration and charge confinement on wall integrity).Small traditional trim patterns comprise three to four rows of production holes and one or two rows of batter/buffer holes of reduced diameter that require the firing face to be completely exposed before blasting. This is an extremely slow process that requires a lot of resources for very little tonnage while adding additional expense to the final cost per tonne.This paper will show how the megablast approach was developed to control damaging vibration and confinement effects, flyrock and fragmentation while having the largest possible blast that includes wall control. The new practice is based on a theory that involves the initiation point and control row being the second row of holes from the pit wall itself. Adjusted charges in vented batter and buffer holes help to achieve an optimal toe design, and at the same time create a zone of broken ground that absorbs damaging vibrations formed by the attached production blast of any size, whether it is a straight wall or a multi-angled complex pit shell design.Using the new style of blasting has allowed an increase in the size of the patterns from an average of 300 kt to over 1 Mt whilst maintaining pit wall integrity. Case studies will be presented showing drill, charge and tie-in designs with the presentation having additional blast videos, including overall shots of blasts and in-close footage of what happens behind the blast at the crest of the planned catchment berm.The paper will also demonstrate the flow-on effect of using this style of blasting to reduce operational costs associated with other downstream processes, such as the reduced requirements for pattern preparation, an increase in productive digging, reduced maintenance costs and a decrease in fuel burn for equipment.CITATION:Green, B, 2015. OZ Minerals' Prominent Hill copper-gold concentrator is located 130 kilometres south east of the town of Coober Pedy in the Gawler Craton of South Australia. The concentrator was built in 2008 and commenced commercial production in early 2009. The Prominent Hill concentrator is comprised of a conventional grinding and flotation processing plant with a 9.6Mtpa ore throughput capacity. The flotation circuit includes six rougher cells, an IsaMill for regrinding the rougher concentrate and a Jameson cell heading up the three stage conventional cell cleaner circuit. In total there are four level controllers in the rougher train and ten level controllers in the cleaning circuit for eighteen cells.Generic proportional – integral and derivative (PID) control used on the level controllers alone propagated any disturbances downstream in the circuit that were generated from the grinding circuit, hoppers, between cells and interconnected banks of cells, having a negative impact on plant performance. To better control such disturbances, FloatStar level stabiliser was selected for installation on the flotation circuit to account for the interaction between the cells. Multivariable control was also installed on the five concentrate hoppers to maintain consistent feed to the cells and to the IsaMill. An additional area identified for optimisation in the flotation circuit was the mass pull rate from the rougher cells. FloatStar flow optimiser was selected to be installed subsequent to the FloatStar level stabiliser. This allowed for a unified, consistent and optimal approach to running the rougher circuit. This paper describes the improvement in the stabilisation of the circuit achieved by the FloatStar level stabiliser by using the interaction matrix between cell level controllers and the results and benefits of implementing the FloatStar flow optimiser on the rougher train.

The current trends in project implementation are to utilise more lump-sum design and construct or fixed-price supply and construct contracts. This trend will remove transparency in detailed cost information by reducing the sources and clarity of cost data.Independent peer reviews (IPRs) of studies and investment recommendations performed over the last decade have both failed to prevent flawed or deficient projects from proceeding to approval and funding, and been successful in ensuring that owners did not proceed with doomed investments.In recent times, it has been recognised by some owners, contractors and engineers that traditional benchmarking checks or IPRs, or a combination of both, will not necessarily produce reliable assessments of study conclusions and of the forecasts of project outcomes. To be of value, the benchmarking process now also needs to recognise the highly volatile responses from the engineering and construction industry to the current and future markets for their services.Similarly, reviewers who draw upon benchmarks of past project experiences on an understanding of the things that shaped and influenced their outcomes need to be more aware of how a future dynamic market may impact the outcome of the projects and raise warning flags accordingly.With the commodity cycle currently approaching what is hoped is its bottom, ensuring that benchmarking and independent reviews evolve into reliable, transparent and worthwhile processes becomes even more important. The Mt Wright underground mine (MTW) is located near the town of Ravenswood in north Queensland and is operated by Carpentaria Gold – a wholly owned subsidiary of Resolute Mining Limited.The Mt Wright mine has gone through many stages, from the conception and implementation of the world first ‘sub-level shrinkage’ stoping (SLS) with continuous fill mining method in 2010, through to steady state production. These have been outlined in detail in papers presented by Mackay (2011) and Mackay, Long and Koen (2014) at previous Underground Operators Conferences.Since the last paper was presented, MTW has experienced significant change in two key areas.The first significant change was the discovery of a previously unknown hazard in the form of flat rilling events (FREs) from closed drawpoints (DPs). These events are believed to be unique to MTW and pose a significant risk to both the safety of personnel and the business as a whole. The paper will discuss this hazard and the evolution of the controls and practices that have been introduced to mitigate the risk posed by the identified hazards. The material involved in these events is extremely dry, fine and hot.The second significant change is an altered stress regime bought on in part by a change in the production front orientation and a general deterioration in ground conditions in some areas of the mine. This has caused some production interruptions at MTW. The second half of the paper will describe the challenges encountered, the mechanisms behind these challenges and the strategies implemented to safely return MTW production to planned levels.It is believed that other operations can learn from the issues mentioned above, and the paper has been written with this in mind.`CITATION:Long, S, Carnovale, D and Louwrens, L, 2017. Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape.
