State ownership of minerals results in domestic legislation regulating mining operations. The mining industry today is dominated by a number of transnational companies, each subject to internal and external pressures for a more responsible approach to resource management. Thirty to 40 major companies are responsible for the bulk of the worldÆs mineral production with the balance coming from state-owned, second tier and junior companies and from artisanal miners.Mining companies operating within competitive commercial environments formerly focussed on mineral production. Companies worked to standards and expectations then current which largely failed to recognise the impact of mining activities on community interests. The mining industry acquired a reputation for arrogance, and for placing profitability ahead of issues considered equally or more important by local communities. Current perceptions continue to reflect disquiet about industry attitudes towards traditional land-owners and access to their lands, to environmental contamination, handling and storage of waste materials, utilisation of water and electricity, and to rehabilitation of worked out areas. Major international mining companies concerned at continuing criticism sponsored a series of initiatives with the objective of providing guidance on working harmoniously within the community. Industry commissioned studies, performed through the agency of disinterested parties, resulted in May 2002, in a Declaration being issued at an International Conference in Toronto. The Declaration was based on, but did not reflect all of the recommendations of the MMSD Report, æBreaking New GroundÆ.This paper considers whether benefits would result from the negotiation of a legally binding and enforceable international protocol encompassing the objectives of the MMSD report or the Toronto Declaration. It attempts to identify the problems associated with implementing and enforcing international mining law, should it be introduced. Aspects of mining operations having cover under customary international law are reviewed, as are rights, obligations and remedies for breaches of national mining law. Conclusions are drawn based on established procedures relating to implementing international agreements. The continuing ability of mining companies to operate within communities will result from each satisfying the communityÆs expectations rather than by complying with largely unenforceable legislation.

One of the main factors affecting the suitability of an ore for autogenous grinding is the ore’s competency, ie providing enough critical stones for the grinding process. Several experimental test routines exist and are used for assessing the viability of the ore for autogenous grinding. However, very little attention is given to the generation of fatigue in large stones experiencing repeated shocks in the mill. To investigate this, large pebbles sampled from an industrial autogenous grinding mill running hard and soft ores were categorised based on the grinding energy. From the pebbles, small drill core samples were prepared and went through a series of fatigue cycle tests. Both hard and soft ores showed similar average resistance to failure in compression tests, but the hard ore had a consistent resistance with lower variations. The cores were scanned by XCT before and in-between fatigue tests at the highest reachable resolution, 1.5 µm voxel size. The outcome showed that a higher number of micro-cracks were visible in the soft ore compared to the hard ore. The frequency of micro-crack development in the soft ore may be the reason for its lower specific grinding energy compared to the hard ore. It is obvious that for realistic conditions in an autogenous grinding mill, stones are pre-weakened by fatigue before they fracture. Therefore, shortcut methods focusing only on running tests on fresh and small samples may operate in unrealistic conditions by ignoring the fatigue phenomenon. This is even more important for ores that are on the borderline to be considered as competent for autogenous milling.

Maghemite - A Source of Heavy Medium for Coal Washeries Use of magnetite as heavy medium in coal preparation plants has been increasing steadily in recent years. It might be in short supply in some areas or excessively costly in certain times. In Turkey, the cost of heavy medium magnetite has almost tripled since 2003. As a result, alternative sources of heavy medium material have been evaluated. A maghemite ore from Elbistan-Kahramanmaras was found to be an interesting source. Tests showed that the maghemite ore can be enriched via magnetic separation at 1556 gauss to obtain a heavy medium material with 4.93 g/cm3 density and 97.22 per cent magnetic recovery. Further tests were conducted to determine the optimum field strength for magnetic separation, friability and regeneration recovery.

The practice of recording blasts for quality control purposes has been conducted for several decades. However, at the low frame rates of a standard video camera, essential data is frequently missed as it occurs when the shutter is closed between frames.The use of high-speed video for the research, development and monitoring of the performance of blasting procedures is a well proven but under-utilised practice.The recent development of low cost, easy to use high-speed digital cameras and user friendly software can deliver a capability into mine management as a day-to-day production tool that can greatly improve blasting performance and reduce costs.Digital high-speed video and image analysis software can accurately quantify each blast. Analysis of the images can facilitate the identification of causes of variance from design, geology changes, errors in blast practice and areas of poor performance. The use of high-speed video greatly enhances the audit and review processes so that future blast design can be quickly and appropriately modified to deliver improved blasting performance and reduced costs.The three videos demonstrate the differences between standard video and high-speed video and the detail that can be obtained from them. These videos of open cut blasts can be used to identify blast performance variances. During the middle of this century, exploration and mining reached a low ebb in New Zealand. Tas McKee did his utmost to rejuvenate the mining industry, using the latest technology and an understanding of the environment far ahead of his time. Today, advances in the geosciences enable sophisticated exploration to proceed to the drilling stage before any significant environmental disturbance is created. Thereafter developments are now carried out with integrated management of the environment and rehabilitation so that disturbed land can be used for other purposes once mining is finished. Thus, we now have environmental engineers and scientists taking their place as professionals in our Institute.

The efficiency of any iron ore value-adding operation is closely associated with detailed knowledge of the mineralogy, especially in the processing of lower grade and complex ores. There are a number of physico-chemical properties of iron oxide mineral phases (eg goethite, hematite and magnetite) that can be prudently exploited to enhance their processing efficiency. Recent iron ore studies on the upgrading of high-goethite iron ores have highlighted that the knowledge of the various phases of both iron oxide and gangue minerals is critical to the economic processing of these ores. Appropriate knowledge of this kind can lead to better-designed flow sheets for economically viable production of saleable products. With the increasing use of goethitic materials as blend components of iron ore concentrates for steelmaking, this review paper focuses on relevant beneficiation processes and the pivotal role of mineralogy and petrology in producing saleable iron oxide concentrates from ore blends. For goethites, mineral impurities including silica, phosphorus and alumina are very important. Whereas mine reconciliation is a well-established month-end process for most modern mining operations, the resource sector has yet to endorse uniform reporting factors against which model accuracy and metal recovery can be formally assessed. Logically, any comprehensive reconciliation framework should facilitate comparison between period reserve, mine and mill and production figures. Historically, Parker’s F Series ratios (Parker, 2012) are often used in some form by mine operators, although they are rarely shared externally, as formal definitions have yet to be accepted. This paper presents a structural extension to the reconciliation process, wherein resource ratios (R Series factors) are used to quantify the long-term impact of the information effect, together with dilution and ore loss. A case study from the El Limón Guajes (ELG) Mine Complex in Mexico is used to demonstrate how an R Factor Series can be implemented to facilitate operation optimisation, over and above conventional F Series reconciliation treatments. This approach is applicable to any mining operation.

The Theory of Sampling (TOS) has contributed significantly to chemometrics by allowing data analysts to become more aware of total measurement uncertainty as total sampling error + total analytical error. This has allowed a new view on, for example, validation of multivariate data models and their performance. This keynote focuses mostly on the reverse perspective: how can chemometric multivariate data modelling be of help in an augmented sampling context? The basic principles of multivariate data analysis are presented and application examples are outlined from several areas in the geosciences to facilitate answers to the question posed, including a geochemical multivariate anomaly concept defined by a multivariate background model. Applications from geochemical prospecting, geochemical mapping, environmental chemistry and anthropogenic outlier recognition are outlined, as are the interdependent relationships between geostatistical modelling (variographics) of singular variables versus linear combinations of a multitude of variables, in chemometrics called scores. RISKGATE, an Australian Coal Association Research Program-funded (ACARP) initiative, has been designed to assist the Australian coal mining industry in improving minimum standards for safety performance, efficiency, operating practice and training. The online system is innovative in that it is built upon a foundation of industry expert knowledge gathered through action research workshops, which is further supported by a broad array of industry, academic and technical resources. In operation, RISKGATE offers a continuum for knowledge transfer and communication of current practice in risk identification, assessment and management in the coal mining industry. The primary mission of RISKGATE is to focus industry attention on prioritising control management as a way to achieve acceptable risk.A Coal Mine Tailings Dam Module has recently been added to the RISKGATE suite. The key risk, or initiating event, associated with coalmine tailings dams is catastrophic failure of the dam, leading to the release of tailings and water. This can occur due to geotechnical instability of the dam itself or of its foundation, overtopping and erosion of the dam, and piping failure of the dam itself or of its foundation. Coalmine tailings dams are also prone to seepage into the foundation and through the dam, particularly during operation when large volumes of water are discharged with the tailings. The most significant risk associated with seepage is the release of potentially contaminated water to the environment. Contamination can take the form of elevated salinity, acidity and dissolved metals. Run-off from coalmine tailings can cause erosion and can also potentially contain contaminants. Desiccation of the tailings surface can result in dust generation and dispersion.The paper presents the background and context of the RISKGATE project, the need for the addition of the RISKGATE Coal Mine Tailings Dam Module, and a description of the developed module, including the five initiating events considered, their causes and associated preventive controls, and their consequences and associated mitigating controls. Lime and cement manufacturing has a proud history in Otago, with the earliest lime kilns appearing around 1849 at Caversham and Kaikorai in Dunedin . At Dunback or Makareao (to be precise) three well-type kilns were built by the government in 1899. In 1909 these kilns were leased to the then Milburn Lime and Cement Company. They erected a large brick Schmatolla kiln in 1909, elliptical in plan and fired by coal gas. The kiln operated up until 1944 before being left derelict. The quarry which supplied the kiln also supplied the Burnside Cement works from 1929 up until its closure in 1988. The quarry was shifted to the top of the hill in the 1950s.

WearApp provides expertise for assessing the degradation of removable screening media panels on vibrating screens right in a user’s pocket. Through the WearApp application, users can simply take a picture of a panel using their mobile, enter some basic information and have the application assess the wear to provide a recommendation for whether the panel needs to be replaced. Where traditional mechanisms for assessing panel wear only measure a few points across the panel face and rely on having personnel with specialised knowledge available to perform the assessment, WearApp uses deep learning models to analyse the entire panel face and support the user to make an informed decision. The application works through analysing a panel image and using a model to automatically detect the corners of the panel. Given the known dimensions of the panel, this enables the application to calibrate the pixel size against a known reference. A second set of models then detect the apertures and measure their dimensions. With the aperture dimensions defined the application assesses the wear of the panel through referencing a stored 3D model of the aperture. Finally, the data from each aperture is collated and the wear of the entire panel face defined. Since WearApp performs measurement of the entire panel face, it also allows the user to perform a more detailed analysis of the panel’s wear profile. Where typically, the panel wear is only measured in a few locations, WearApp’s analysis enables users to visualise the panel wear across the entire panel face, identifying areas of high wear that could be leading to premature panel replacement. Additionally, because the entire panel face is measured the change in screening efficiency can be calculated accurately for the worn panel, even taking into account the impact of aperture pegging by small rocks.

The Gramalote orebody is a large low-grade gold deposit situated in the San Roque municipality, 124 km north-east of Medellin in Antioquia, Colombia. It is jointly owned by AngloGold Ashanti (AGA) and B2Gold and is currently in Feasibility Study phase. In 2013 AGA requested CRCORE to undertake a preliminary study of the potential application at Gramalote of pre-concentration by screening, part of the Grade Engineering suite. 160 samples of coarse assay rejects (-3 mm) were tested and showed one of the strongest responses seen worldwide to that time, suggesting that about 70% of the gold could be recovered into 40% of the mass. This was seen as potentially markedly improving the Gramalote economics. A large-scale testing program was implemented on site to follow up these results. A total of 18 samples of 17 t each were mined along a pre-existing exploration adit. A complex test flowsheet allowed size fractions to be generated from the as-received material as well as after crushing to 53, 23 and 3 mm, all from the same head sample. The procedures were designed after carrying out a heterogeneity study to measure sampling errors. The coarser size fractions were designed to study the effect of crushing on upgrade response and predict the response on open-pit run-of-mine ore. The finer size fractions were designed to investigate means of predicting the upgrade response across the orebody. The large-scale testing closely confirmed the average upgrade response as predicted from drill core assay rejects but found that only the -53 mm crushed material accurately predicted the upgrade response of individual samples. Ore geochemistry was able to usefully distinguish samples with good and poor response. A small study on drill core suggested that, for Gramalote, fine crushed material distinguishes vein associated and disseminated values but not other factors that control actual outcomes.

Underground contractors in the mining industry must be prepared to take a position at the forefront of innovation of equipment and work methods in order to maintain a competitive advantage over in-house operations and remain relevant. Innovative concepts such as split-feed development jumbos, high capacity trucks and loader guidance systems were implemented by contractors to stay ahead of ‘the pack’. All of these are now common across the industry.The demands of regular participation in competitive tendering coupled with aggressive fleet depreciation, means contractors tend to have more communication and opportunities to work with equipment suppliers than mine owners. Therefore, they are more likely to influence equipment design and product directions. They also have a unique opportunity to assist in trialling new concepts and technologies across a wide variety of operating conditions rather than being restricted to one mine.In addition, as a ‘guest’ on a mine site, mining contractors do not have the luxury of creating the environment for their preferred systems, rather they must have the capacity to adapt their technology to suit the offered environment at a particular mine. This leads to a pursuit of adaptive technologies that can be implemented selectively and seamlessly without excessive disturbance rather than ‘all-of-mine’ systems. These incremental innovations then become available for use across the mining industry where they can add value as ‘bolt-on systems’ to existing operations.Mining contractors, therefore, act as the bellwether for industry practices and equipment. However, in order to maintain their position they must engage industry stakeholders to deliver practical, innovative and cost-effective technologies that add value and result in an improved bottom line for all. From 1972 until 1989 when operations were suspended Bougainville Copper Limited (BCL, owned 53.58 per cent by Rio Tinto Limited) operated a large open pit mine and processing facility at Panguna on Bougainville Island, Papua New Guinea producing copper concentrate containing significant quantities of gold and silver.BCL has a stated vision of recommencing operations at Panguna. In 2008, Rio Tinto, on behalf of BCL, conducted a multi-disciplinary study to assess the technical and financial viability of redeveloping the Panguna operation. One of the key outputs of the study was a Joint Ore Reserves Committee (JORC) Code compliant mineral resource statement based on the existing block model and fundamental data, archived since mine closure. Historical data (including the resource block model and drill hole data) was recovered from computer archives by a former Panguna mine employee familiar with the various obsolete data formats, thus maintaining an unbroken chain of custody of the data by Rio Tinto since operations were suspended. No additional data were collected as part of this study.The extensive data and documentation archive facilitated a sufficiently detailed evaluation of the fundamental data and model to support an updated resource statement. Table 1 of the JORC Code was used to guide the model validation process.Reconciliation of blasthole and metallurgical plant data with the reserve model, indicated that the copper and gold drill hole composite database was significantly biased towards underestimation in several key domains due to a combination of the following: mineralisation loss during core loss, core loss (minor), vertical drill holes failing to intersect sufficient subvertical mineralised fractures and veins, drill hole spacing too wide, and variable diamond drill hole core size. The resource model evaluation was based on three material types (all previously mined at Panguna), that were defined based on cut-off grade and rock type parameters: direct feed ore – material for delivery directly to the plant, preconcentration and screening ore – subeconomic material beneficiated to produce fines of economic grade, and waste. Three pit shells and designs were generated based on three separate sets of economic parameters. These economic parameters were also used to assign material types to the block model. The three resulting models were then evaluated against the corresponding pit shells.Classification of the resource was approached conservatively due to the inherent bias in the drill hole data. Consequently only Indicated and Inferred resources were tabulated.The study highlighted the importance of maintaining detailed documentation pertaining to resource estimates and operational history, particularly reconciliation, and the value that can be added by a simple, low-cost data compilation exercise.

This paper describes a mine truck hauling process called "Truck Jigging" which is currently the subject of a process patent application.The investigation explores the production and cost advantages of using the potential energy available in a descending haul truck to assist in elevating an ascending vehicle. Applications are studied for both strip cut mines and open pit operations. Various mechanical connections between the two vehicles are considered, based on a pulley mounted rope system. Fifteen year operating cost estimates show savings of up to 26.5 percent over conventional mine truck operations.

The Northern Sewerage Project (NSP) is a $650 M infrastructure project that will increase the capacity of the sewerage system for Melbourne’s growing northern suburbs while also helping to protect the Merri and Moonee Ponds creeks by significantly reducing the number of sewage overflows that can occur after heavy rainfall. The NSP consists of two stages: Stage 1 (NSP1) will be owned and operated by Melbourne Water Corporation, and Stage 2 (NSP2) will be owned by Yarra Valley Water and operated by Melbourne Water Corporation.Glass-fibre reinforced plastic (GRP) was used on both NSP stages, however, since Stage 1’s schedule for installation of GRP was slightly ahead of Stage 2’s, this paper will only focus on Stage 1’s use of GRP.NSP1 involves the construction of 7.9 km of new sewer tunnel ranging in diameter from 1.6 to 2.5 m, five main access shafts at depths of up to 65 m, and connections to the existing sewerage system including several access manholes. Construction began in 2007, and project completion is expected in 2012.The original design for NSP1 specified the use of high-density polyethylene (HDPE-) line precast concrete pipes as the final tunnel lining and HDPE-lined reinforced concrete for the access shafts and manholes. During construction, the rising cost of precast concrete pipes and the introduction of an additional GRP pipe supplier in the market justified a review of the tunnel final lining material. The contractor-proposed GRP pipe alternative was accepted for the final tunnel lining based on time and cost savings that were possible without compromising the design intent. After gaining experience with GRP through this design change, Melbourne Water Corporation reviewed and accepted GRP as the final lining for five smaller connection manholes. The use of GRP for the manholes was particularly inventive as the redesign made use of the approved tunnel GRP pipes as both a structural and corrosion-resistant lining.This paper discusses the use of GRP on NSP1; how the change in material, from concrete to GRP, affected the design philosophies assumed during detailed design; and how construction methods were modified to handle the less rigid GRP material. Details on the structural, hydraulic and durability considerations for the design are included, as are details about the time and cost savings and the quality and safety improvements that were achieved during construction.

Ground penetrating radar (GPR), a well-established geophysical technique generally used for shallow civil engineering applications, has, in the last decade, found increasing acceptance as a complementary tool in mineral resource evaluations. As new sites are trialled with the method, a greater understanding is being garnered regarding the most suitable environments for long-range radar. Although successful projects have been conducted worldwide for mineral sands, iron ore and alluvial projects – tropical weathering environments have produced some of the most impressive results. Specifically, tropical nickel laterites have shown to be, with some notable exceptions, ideal GPR environments.Such high-resolution remote sensing has particular relevance to bulk commodities or those which possess significant rheological variation within geological units, and has led to some innovative downstream uses within exploration, project development and the larger mining industry. The International Symposium-cum-Workshop on Management andControl of High Gas Emissions and Outbursts in Underground CoalMines was held in Wollongong in March 1995. Coverage of high gasemissions was virtually confined to instantaneous outburst implications, essentially seam gas pre-drainage. Globally, instantaneous outbursts have been known for 150 years, andthe first Australian outburst occurred in 1895 and Australian occurrences and mines affected have increased since. Few significant coal producing countries are unaffected. The coals affected range in rank from lignites to anthracites. Geological disturbances are the most likely environments for occurrences. The most likely mining geometry is of virgin headings, with some occurrences on longwalls and in other situations. Widespread research into many aspects of the problem has yet to produce a generally accepted explanation. Explosive inducement is a well-known control. Apparently high advance rates increase face gassiness and create higher stress abutments, increasing proneness. The most popular preventive measure, pre-drainage of virgin coal ahead of faces has produced highly successful very long hole drilling performances but without the precision necessary for accurate geometric hole patterns, despite quite sophisticated drilling equipment and hole surveying instruments. For the future, more precise degasification is sought, even from the surface, together with rapid face coal gassiness assessments to confirm lowering below threshold values, as well as other proneness lowering measures, perhaps related to new heading and longwall geometries and to new equipment to provide them. But above all, safe management plans are required for each operation, to safeguard the miners and their working environments, and thus to protect underground coal mining from this mounting threatening problem.

"Quebrada Blanca is a porphyry copper deposit located in the Eocene-Oligocene belt of Chilean Andes. Operation started in 1994 and original reserves for supergene mineralisation gave a life-of-mine (LOM) of 20 years; however, further exploration extended the LOM until 2020.In order to optimise the remaining five years of supergene resource, geometallurgical variables were added to the geological model including copper recovery and acid consumption. LOM plan encompasses finishing the phase number eight and the future development of phases 11 and 13.LOM lithologies include diorites, quartz monzonites, porphyries, igneous and tourmaline breccias. Main alterations are: potassic, phyllic and argillic. Litho-alterations or geometallurgical units were formed by combining five types of rocks with three types of alteration. According to statistical information, the deposit can be represented with 12 litho-alteration units, which cover 98 per cent of the LOM volume.For copper recovery information, there were 40 mini-columns tests made in order to obtain kinetics curves and copper recovery values after comparing the difference between head and tails grades. Acid consumption was obtained using an automatic neutraliser device-based test.Historical data said that copper recovery in pads after 450 days of irrigation is around 75 per cent of recoverable copper while acid consumption is around 5.5 kg/t.According to this study, lower recoveries are related with potassic-altered diorites and argillic-altered quartz monzonites with values around 60 per cent. On the other hand, best recoveries could be found in potassic-altered quartz monzonites and argillic-altered diorites with values closer to 80 per cent.It was also revealed that the most reactive rock is the potassic-altered diorite with 12 kg/t of acid consumption. This rock covers approximately 40 per cent from phases 11 and 13.The final geomet model was calculated using a program that relates each geometallurgical unit with a specific copper recovery and acid consumption value.
