After decades of turmoil, Rwanda launched its Vision 2020 in 2000 aimed at reconstructing government and addressing poverty. Implementation focused on the agricultural sector, infrastructure and education. Later economic development and poverty reduction strategies recognised that expansion of tantalum, tin and tungsten mining could potentially diversify Rwanda’s economy and improve the balance of trade. In 2005, comprehensive environmental legislation requiring environmental impact assessment for all new mines was introduced. Since 2006, government-operated mines have been privatised and illegal artisanal miners encouraged to form cooperatives. The government passed a new Mining and Quarry Exploitation Law in 2008 and approved a new Mining Policy in 2010. This policy was influenced by the Africa Mining Vision (AMV), which the African Union approved in 2009 to ensure African countries obtain reasonable benefits from exploitation of their mineral wealth. The Rwandan mining industry has grown significantly over the last five years and the second economic development and poverty reduction strategy, released in September 2013 forecasts a further three-fold increase in production in the next five years. The strategy prioritises the mining industry and proposes new legislation, better information, greater transparency, encouragement to investment and use of best environmental and technical practices. It also proposes that Rwanda develop a ‘green’ mining sector featuring a ‘model’ mine that is fully funded through green investment and incorporates renewable energy systems, water treatment systems, forestry schemes and local training. Many international development partners have contributed to the current legislative framework and are monitoring environmental and social performance of mining in Rwanda. Local communities have generally benefited from mining and the new mines show improved environmental performance. The major challenges are dealing with the legacy of past haphazard mining practices and establishing linkages between the mines and local industries to create broader economic development.CITATION:Wilson, I H, 2014. The transgressive sedimentary sequence of the Noumea Basin contains rhyolitic lavas and less voluminous mafic and intermediate volcanics of shoshonitic affinities which erupted simultaneously during the late Cretaceous. The shoshonitic volcanism shows a trend froIn early mafic to younger evolved intermediate lithologies. The rhyolites are consistently calcalkaline. There is no evidence of mixing of the two magma types. The shoshonitic volcanism is the result of a short-lived subduction event related to spreading in the New Caledonia Basin and involved reactivation of an earlier esozoic subduction zone.

In August 2001 the Minister for Conservation declined an application by GRD Macraes for an access arrangement to enable work at the Globe Progress Mine near Reefton. In her decision, Ms Lee said:æI have considered whether potential compensation and the proposed safeguards against some of the adverse effects are sufficient to outweigh my concerns as to the loss of conservation values, consistency with the objectives of the Conservation Act, the purposes for which the land is held by the Crown and, to a lesser extent, the North Westland Regional Management Plan. I do not think they are sufficient. To my mind, my concerns as to the consistency with the objectives of the Conservation Act, the purposes for which the land is held and the loss of some conservation values in particular, outweigh any potential compensation and possible mitigation of adverse effects.Æ Commenting on the MinisterÆs decision Guy Salmon of the Ecological Foundation stated that the Minister should have invited the applicant to provide a 10 000 hectare pest-free wildlife sanctuary as part of the æpriceÆ for obtaining that access. However,æfor many people of green persuasion, it has become fashionable to say no every timeàthose who really have the well-being of the environment at heart, will want to look carefully at the bigger picture of environmental restoration needsàThe deciding criterion: the mining company should show that its involvement on conservation land would produce a net conservation gain. That is a criterion that creates the right incentives for win-win-win solutions on conservation land.ÆThis paper considers whether the concept of off site mitigation is one which fits within the current legal regime. EGAT Mae Moh Lignite Mine in Thailand produces about 16 Mt of lignite annually from open-cut mining. The coal is used to generate 2400 MW of electricity. In the near future, however, the coal must be extracted from underground at 400 - 500 m deep from the surface. The problem is the thickness of the coal seams. There are two coal seams that are about 25 m thick with 20 - 25 m of interburden between them.In order to investigate thick seam mining systems and propose a new mining system in ultra-thick coal seams in Thailand, a joint research group was established by Japanese and Thai researchers and mining engineers in early 2009. This paper describes conventional underground mining systems and underground coal gasification for thick coal seams and discusses the applicable coal mining systems to this mine. Then, this paper proposes an innovative underground coal mining system for thick coal seam, ‘eco-friendly underground coal mining system which consists of the utilisation of flyash and CO2 storage’.

Project approvals are the key mechanism to balance the environmental, social and economic aspects of a project. The assessment approaches vary significantly between states, with some having a strong emphasis on social, economic and environment, while others focus primarily on the environmental issues. There are a number of approaches which proponents and governments should consider which not only deliver better project outcomes, but can save proponents time and resources in delivering the project.   These approaches are not new but are often poorly implemented. This paper considers a number of these approaches and outlines the benefits they bring.

This paper presents a waste rock treatment and rehabilitation program conducted at a metaliferous mine site in northern New South Wales from 2000–2013. It updates findings from 2005 for Program #1 (which examined acidity, leachable metals and tree growth in a control and three treated areas of waste rock) and includes new results for Program #2 (which examined acidity, plant uptake of metals and trace elements and tree growth in a control and four treated areas compared to undisturbed background levels) and Program?#3 (which examined the treatment and revegetation of submerged mine tailings and an exposed tailings beach).Program #1 showed low soil pH in the control area remained unchanged from years 1–14, and soil pH in the limed and capped areas was initially increased but fell back to starting levels within 12 months and remained low for 14 years. In contrast, soil pH in the Terra B area resulted in soil high pH immediately after treatment and increased in years six and 14 without further treatment. Tree height and density in 2005 and again in 2013 indicated acidity in the control, limed and capped areas suppressed tree height and density; however, in the Terra B area, revegetation in 2013 was comparable to undisturbed forest. Outcomes in the control, biosolids and three Terra B areas in Program #2 were similar to those observed in Program #1.Program #3 showed the submerged and exposed tailings initially had low pH and high concentrations of total and leachable metals before treatment, but these became non-leachable after treatment with Terra B. Revegetation was achieved on the tailings beach, with almost uniform colonisation of bulrush and common reed, along with bottlebrush and golden wattle; a variety of reptiles have also been observed on the revegetated tailings beach, along with migrating ducks, spoonbills and grebes.CITATION:Fergusson, L, Blair, D and Scutts, T, ?2014. The Jinfeng mine is Sino Gold's flagship project and is the second largest gold mine in China. Sino Gold Limited (SGL) holds 82 per cent equity in the Sino-Foreign joint venture Sino Guizhou Jinfeng Mining Limited (SGJML) with a Chinese partner. Jinfeng is located in a relatively remote site in southwestern Guizhou province. The orebody is considered to be the largest known Carlin type deposit in China. Jinfeng Plant has the world's third largest BIOX« bacterial oxidation facilities (790 t/d), treating highly refractory concentrate generated from crushing, semi-autogenous grinding (SAG) and ball milling and bulk sulfide flotation operations. The Jinfeng Plant construction started in February 2005, commissioning was completed in April 2007, and commercial gold production was achieved in September 2007. This paper describes the successful operations of Jinfeng Plant over the last two years. The key events of the project development are described, from the project background and process design, through to the commissioning and achieving design mill throughput of 3600 t/d resulting 180 000 ounces of gold per year. Process aspects of the BIOX« and carbon-in-leach (CIL) operations over the last two years are discussed which illustrate a very high BIOX« oxidation rate (more that 97 per cent) and excellent CIL recovery (more than 96 per cent). The management of the Jinfeng plant CIL tailings detoxification and filtration is described, and Jinfeng has became the first BIOX« processing plant to have achieved dry stacking of detoxified and pressure filtered CIL tailings. Current efforts to recover cyanide from CIL detoxified solution and the achievement of a zero discharge site water balance are also introduced. Many improvement projects have been made over the last two years which have culminated in a 15 per cent increase in mill throughput over the design and BIOX« CIL recovery increasing from 92.5 per cent to 96 per cent. Significant operating cost reductions from lowered of acid, lime and cyanide usage through process modifications and technical innovations are discussed.

The Phu Kham deposit represents a copper-gold porphyry system, with mineralisation present in skarn, stockwork and disseminated styles. Significant folding and alteration events have created a complex heterogeneous mineralogy horizon. Weathering and water table contact have created a leached zone, overlying transition zones with supergene chalcocite- dominant secondary copper mineralisation and clay-rich gangue. Primary ore copper mineralisation is mainly chalcopyrite with minor bornite. The major challenges to the copper-gold flotation process are a wide size distribution of chalcopyrite mineralisation and poor primary grind liberation, a high pyrite content in skarn ore requiring aggressive pyrite depression conditions, clay-rich gangue and non-sulfide copper mineralisation in weathered zones, and a significant association of gold with pyrite.The Phu Kham concentrator has been developed as a conventional semi-autogenous grinding (SAG) and ball milling circuit followed by selective rougher flotation, regrinding and cleaner flotation to produce a copper concentrate containing payable gold and silver values. The concentrator flow sheet design offered a capital efficient compromise between high copper recovery bulk sulfide flotation with large cleaning capacity, and lower recovery copper selective rougher flotation to ensure concentrate specification of 24 per cent copper grade could be achieved. This paper will examine and discuss concentrator flow sheet development, including projects implemented since commissioning to improve copper recovery, and future projects designed to maintain and enhance copper in concentrate production with decreasing copper grade and increasing pyrite content of ore feed, and increasing hardness of primary ore.CITATION:Bennett, D, Crnkovic, I and Walker, P, 2012. The Kalgoorlie Consolidated Gold Mines (KCGM) schedule model is used for short- to medium-term planning and scheduling at the Fimiston Open Pit Mine (the Superpit). The model bridges the gap between grade control models, which are generated one to seven days prior to mining, and the annual Resource and Reserve model update that is used for budget and life-of-mine plans. The schedule model uses close-spaced grade control data (up to 20 000 m drilled each month) as well as resource definition drilling to estimate production volumes three to six months ahead of current mining. From this, a rolling 12 week mining and processing schedule is generated on a monthly basis. As the KCGM operation is mill and sulfur constrained, the schedule model needs to be an accurate predictor of ounces as well as tonnes, gold and sulfur grades. The process must also be time efficient in order to meet monthly planning and reporting deadlines. Due to the large amount of new data generated each month, model updates using conventional interpretation and estimation techniques have proven to be impractical and too time consuming. "The efficiency of the truck-shovel haulage system is significantly influenced by the truck fleet size. A discrete event simulation model with 3D animation has been developed to estimate the productivity of a truck-shovel network system, shovel efficiency, truck cycle time, truck utilisation and the optimal fleet size. The simulation model considers the dynamic variability of traffic conditions and also the truck as an individual entity. One of the greatest practical difficulties of measuring airblast occurs when a significant wind is blowing onto the microphone. Small windscreens are usually used to mitigate the wind noise on the microphone, but in some wind conditions, sound pressure levels (SPL) of over 120 decibel (linear) are frequently recorded. There are no specific procedures to mitigate the effect of wind noise when measuring airblast in any of the standards or guidelines pertaining to the measurement of airblast from blasting operations, other than the requirement to use an effective windscreen. A search for relevant literature was undertaken and measurements were taken over a period of six months at a test site using alternative microphone measurement methods. Previous researchers’ experiments with windscreens in silenced wind tunnels showed that wind noise can be reduced through the use of large diameter windscreens, and that at low frequencies, the windscreen size and the material type makes no difference to measured SPL values. Other researchers found that wind turbulence caused significant SPL measurement problems. A comparison with field data failed to explain the extremely high SPL recorded by the field microphones at wind velocities much lower than those used in wind tunnel testing. It has been concluded that turbulent airflow over and behind the microphone is a significant contributor to extraneous noise in airblast measurements in windy conditions. This turbulence can be generated by objects upwind of the microphone or by the microphone itself if the windscreen is ineffective. Reducing the wind speed over the microphone by placing it on the ground is the approach required by the international standard for the measurement of noise from wind turbine generators (IEC 61400–11). This paper presents data that illustrates the extent of the problem, reports on the trial of three different microphone mounting locations for measuring airblast from blasting and concludes that in windy conditions, microphones placed on the ground substantially avoid wind problems and do not reduce the measured SPL of the airblast.CITATION:Henley, K, 2015. A new porphyry copper gold district has been discovered at Goonumbla near Parkes in central New South Wales. Endeavour 26 North is the largest deposit known to date with a possible resource of 166.4 million tonnes at 0.74% copper, 0.12g/tonne gold and 1.7g/tonne silver, using a cut-off grade 0.3% copper. Mineralisation is primarily bornite in the higher grade zones and chalcopyrite in the peripheral lower grade zones. Most of the copper, gold mineralisation is associated with potassic alteration. Two mineralised quartz monzonite porphyry intrusive stages have been identified and these are related at depth to a large monz- onite stock which may have been the source of some of the mineralisation. On the basis of detailed paragenesis studies, the potassic zone can be divided into three symmetric subzones. The low grade inner potassium feldspar subzone is confined to the later intrusive porphyry. The outer potassium feldspar subzone is the most highly mineralised alteration halo due to the focussed superimposition of two hydrothermal cycles which have overprinted intrusive and volcanic rocks. The fringing biotite potassium feldspar subzone reveals alteration minerals which are developed early in the paragenesis. Fracture controlled quartz sericite alteration with low sulphide content, fringes and, in part overprints the potassic zone. The restricted pipe-like nature of the alteration zones and related mineralisation suggests that Endeavour 26 North is repres- entative of a multiphase focussed porphyry copper gold system.

Pulang Copper Mine, being China's largest newly built mine using block caving, boasts an annual production capacity of 12.5 million tons. Production level and roadway stability hold the key to the successful application of block caving. However, with Tong Kuangyu being the only mine in China which has applied such a method, we currently lack relevant experience in the successful application of the method. This paper has studied the influence of different rock mass zonings, fault thickness, fault dip angles, on-site construction quality on the production level, roadway stability of block caving through numerical simulation and analysed the roadway stability in different kinds of support solutions so as to ensure the successful application of block caving in Pulang Copper Mine. The results have shown that the existing support method in Pulang Copper Mine can meet the requirement of roadway support in zone II and III, but could not satisfy the demand in terms of support strength in the relatively fragmented zone I area. When roadway passes through the fault, the deformation of surrounding rock and plastic zone of roadway will gradually decrease with the increase of fault dip angle; the deformation of surrounding rock and plastic zone of roadway will gradually increase with the increase of fault thickness. An ideal support effect can be achieved through the joint support of grouting and bolting when roadway passes through the fault. In the measured model of on-site construction, there is stress concentration in the intersection between the access and transverse drift of ore removal. Geotechnical conditions in the Lochiel Deposit are somewhat unusual, and thus geotechnical and hydrological investigations have assumed a high priority. The cost of mining the deposit has been shown to be very sensitive to geotechnical design parameters, and it is now seen to be of paramount importance to establish a high level of confidence in the design parameters used for mining cost estimation. Geotechnical investigations in the Lochiel Deposit reached a crossroads in 1985, when there appeared to be several quite different and equally attractive routes to follow to establish a satisfactory level of confidence in geotechnical mine design parameters. Three main options were identified, referred to as the No Further Work Route, the Drill and Trench Route, and the Trial Pit Route. The No Further Work Route was ruled out as being technically unsound and as satisfying none of the Electricity Trust of South Australia's (ETSA's) or the State Government's requirements. A systematic, detailed airborne geophysical programme carried out in the Taupo Volcanic Region (TVR) in 2005 by Glass Earth NZ Ltd culminated in the identification of 21 epithermal gold targets. In this paper we present the follow up ground-truthing results from the first target drilled, Tahunaatara (TAH).   The Tahunaatara target was identified by means of a multi-disciplinary integrated approach (ôdata interventionö) that defined and ranked the target as being highly prospective for epithermal gold mineralisation. A follow-up ground resistivity survey over the target area revealed the presence of a ôresistorö buried beneath an extensive cover of recent volcaniclastic material. Geochemical soil sampling carried out in conjunction with the resistivity survey yielded anomalous gold values.   The host unit at TAH consists primarily of flow banded rhyolitic lavas, volcaniclastic deposits and tuffs of the Ohakuri Ignimbrite with small outcrops of silicified bedded breccias forming local topographic highs. Results from the first orientation drill hole show wide zones of intense silicification, clay alteration and mineralisation. Sulphide mineralisation is disseminated throughout the core in association with hydrothermal replacement and also occurs in association with quartz veins and infill in fractures (sulphide-only veinlets as opposed to quartz + sulphide veinlets). Textural evidence from drill core indicates that hydrothermal fluid flow was multi-staged with potential for multi-stage gold, and other elements. The presence of polymictic hydrothermal eruptive breccias indicates a hydrothermal vent system.   Alteration varies from argillic to silicic, with pervasive adularia and vuggy silicification also present. Chlorite is minor and associated with quartz, illitic clay and adularia. Assay results currently available confirm the presence of anomalous gold values in association with zones of vuggy silica deposition and intense silicification.
