INTRODUCTION Recent research has shown that popu- lation balance models hold considerabl e promise as a basis for accurate mill scale-up from laboratory batch grinding tests. It has been shown that entire product size distributions from large ball mills can be predicted from data obtained in tests in small mills with errors of less than one or two percent. This level of accuracy has been demonstrated for batch grinding scale-up (Herbst and Fuerstenau, 1980; Austin, 1973; and Malghan and Fuerstenau, 1976) and for continuous grinding scale-up (Herbst, et a1., 1976; Herbst, Rajamani and Sanchez, 1982; and Herbst, Rajamani and Lo, 1982) in commercial mills up to 14.5 x 32 feet. A procedure which has been proposed for commercial mill design using the population balance approach and specific power information is shown in Figure 1 (Herbst and Fuerstenau, 1980). Here batch grinding data (size distributions for various energy inputs) obtained in a small batch mill is input to an estimation program which determines the "best" set of breakage rate parameters from the data provided. In turn, these breakage rate parameters are input to a scale-up program along with traditional inputs such as: a) desired circuit throughput and product size b) circuit operating conditions including fraction of critical speed and fractional ball load, size distribution and % solids in feed and circulating load (if closed circuit). In addition, since the population balance approach relies on more detailed models of the grinding circuit sub- processes than the classical design methods do, it is necessary to provide input to the scale-up program on the nature of material transport through the mill (e.g. residence time distribution information) and classifier performance characteristics (e .g. selectivity functions). The scale-up program will make the design calculations including the selection of mill dimensions and drive requirements, will predict product size distributions throughout the commercial circuit and will provide information on the sensitivity of the design to errors in the design assumptions. In order to implement such a scale- up scheme it is necessary to have a computer program for parameter estimation and a program for scale-up prediction. A program which is suitable for parameter estimation, ESTIMILL, has been developed and tested on a wide variety of ores at the University of Utah. This program has been in use in

The iron ores of southeastern Cuba present a subject of exceptional geological interest. Their relations to the inclosing rocks are varied and in some cases unusual. The problem of their geological origin is not a simple one and for this reason has occasioned some divergence of views among previous observers. Profiting, however, by these earlier studies and by more detailed field and laboratory observations as well as by the experience of added years of mining, much more satisfactory descriptions and interpretations can now be prepared. Previous Work In 1884, interest in the southeastern coast of Cuba became active among the consumers of iron ore along the Atlantic seaboard of the United States. Active development was undertaken by the Juragua Iron Co., Ltd., a corporation affiliated with the Bethlehem Steel Co., and the Pennsylvania Steel Co. The property of the Juragua company, which is situated about 15 miles east of Santiago, was studied in June and July, 1884, by Dr. James P. Kimball, at the time Professor of Economic Geology in Lehigh University and one of the best known of American mining geologists. THE relative temperature distribution within a coke oven and among the ovens in a battery can be obtained automatically for the operator's guidance by sighting a total-radiation pyrometer on the face of the coke as it is pushed out, and recording the surface temperature. Keeping the instrument clean and keeping its view of the coke unobstructed by smoke and dust are the principal problems. Typical records from three plants are presented in this paper, showing that the temperature patterns are reproducible. DEVELOPMENT OF METHOD The method of coke pyrometry described in this paper was introduced in 1936 by E. A. Lee, then Assistant Superintendent, now Superintendent, of the Coke Plant at Lorain Works, National Tube Co., Lorain, Ohio. At the request of the Coke Committee of the United States Steel Corporation, the Research Laboratory of the Corporation undertook to adapt the method to the somewhat different conditions met with at the Gary Works of the Carnegie-Illinois Steel Corporation, Gary, Ind., and at the Clairton Works of the same Corporation at Clairton, Pa. This work was done in cooperation with the Leeds and Northrup Co. of Philadelphia and later with the Brown Instrument Co. Division of Minneapolis-Honeywell Regulator Co., Philadelphia. We of the Research Laboratory wish to express our appreciation of the courtesies extended by Mr. Lee, by A. N. Cole, Superintendent of the Gary coke plant, and by D. P. Finney, Assistant General Superintendent in charge of coke-plant operations at Clairton. We are also indebted to the instrument companies for the loan of a part of the equipment. At Gary and Clairton the instruments were installed and various experiments were made by J. W. Bain, of the Research Laboratory of the United States Steel Corporation. PYROMETRY OF COKE The coke inside a by-product oven is almost completely inaccessible to pyrometric instruments. The temperature in the walls can conceivably be measured with thermocouples, but the atmosphere is usually strongly reducing, a condition well known to be destructive to the accuracy of the customary high-temperature couples. In some plants, periodic readings are taken with an optical pyrometer sighted into the top of the combustion flues. This is a useful measure for safety and general control, as it tends to prevent the damage that would result from overheating of the ovens. It does not, however, tell much about the temperature of the coke itself, because of the continually changing gradient in the wall between the coke and the combustion chamber. The best indication of the temperature of the coke itself must therefore be obtained by observation of the product as it is pushed out of the oven. The human eye is very sensitive to variations in brightness of a surface, and particularly to differences in brightness over a continuous hot surface.

IN TREATING a cast metal by any working process such as rolling, drawing or forging, variations in the conditions present in the remelting, casting, chilling and preheating of the initial ingot will certainly have some effect on the physical properties of the final product. In considering the effects of cold working on the physical properties of metals, however, it will be assumed that these factors, being controlled according to best practice, will remain constant and therefore may be neglected. Starting with such a uniform metal ingot, the next operation in the production of wrought metal involves hot working by rolling, forging or extrusion so as to produce a slab, billet or bloom. This working must be sufficient to produce substantial grain refinement and minimize any defects occurring in the initial ingot. Even such a hot-worked product is not suitable as a starting material for determining the effects of cold working because it contains internal strains analogous to those resulting from cold working. It is necessary, therefore, to supplement the hot working with a considerable amount of cold working, followed by a proper annealing in order to obtain a material suitable for use in defining the effects of cold working on the physical properties of a metal. That is, if the effects of cold working are to be evaluated accurately it is necessary to have other effects at least constant if not absent. Such material, unfortunately, cannot always be obtained in commercial practice but the requirements just indicated certainly represent the desired goal; this goal has been attained in the treatment of some metals, one being aluminum.

As the time allotted is short, we can present only a general idea of the oil laws in the Latin-American republics, as a supplement to Bulletin 206 of the Department of the Interior compiled under the direction of J. W. Thompson of the Bureau of Mines and entitled "Petroleum Laws of All America." We shall not discuss the European colonies in Latin-America nor the island republics. As to the countries discussed, we shall attempt to give the main features of such special petroleum legislation as has been adopted prior to the early part of this year; where no special petroleum laws exist, we must look to the mining codes for light on the petroleum policy. As the laws and regulations for the extraction of the metals are often difficult of application to, and are lacking in many essentials for, the petroleum industry, it is best for persons or companies desiring to enter, on a large scale, into the petroleum exploration and development of countries not having special petroleum legislation, to obtain a concession contract from the executive of the country under consideration, and to have the concession approved by the congress. If this concession, which would then be a special law, contains nothing contrary to the constitution of that country and does not infringe on vested rights of third parties, it should be reasonably safe. If in such country there is some doubt as to whether the petroleum subsoil is owned by the nation or the private surface owner, only public lands should be covered with the concession. Guatemala is the only republic in the group that discriminates directly against foreigners. Bolivia, Ecuador, Mexico and Venezuela require waivers of diplomatic protection.' Colombia requires foreigners to agree to be bound by its alien law. In addition,Mexico makes it unlawful for foreigners to acquire direct ownership of real estate, including mines, within a zone of 50 km. along the coasts and one of 100 km. alongitsland

In creep testing, material is subjected to a constant load, preferably at a constant temperature, and its rate of deformation is measured. The method of loading can be of various types but in this paper only creep testing under tensile load will be considered. The ordinary tensile test is essentially a comparison test in conditions that frequently hear little or no relation to those under which the test material is to be used in service. The purpose of creep tests is to measure the strength of the test material at slow rates of deformation that more nearly approach the rates realized in service. One purpose of this paper is to illustrate that the creep test, in addition to its value as a service test, is superior to the ordinary tensile test as a sensitive tool for the comparison of certain metals in investigative testing. The other purpose is to describe equipment having distinctive features of design that make it especially suitable for such tests. Representative data obtained with this equipment on a group of rolled zinc-base materials are given. These data are compared with those from practical comparison tests of the creep type on weatherstrip fabricated from the same group of materials. The comparison illustrates the value of the fast creep test and of the equipment. The Equipment The creep equipment consists essentially of a tank containing a constant-temperature oil bath in which the creep of 14 specimens, loaded by means of levers, is measured by means of one movable extensometer. Figs. 1, 2 and 3 illustrate its general construction and appearance. Constant-temperalure Oil Balh.—A common constant-temperature bath requiring only one temperature-controlling equipment for a number of specimens was chosen as the best means of fulfilling the requirements of low cost and compactness. In addition, this allows the testing of a group of specimens under identical temperature conditions.

The experience of the past five years has furnished opportunities to study and to partially explain the operation and some of the causes of the short blast of Warwick Furnace at Pottstown, Pennsylvania, as described in the paper read at the Lake Superior Meeting, in August, 1880.* The many inquiries concerning the details of furnace operation which followed the publication of the paper, and the expressed desire of furnace managers to be informed as to future operations of this plant, have encouraged the preparation of the following data. To make the record continuous, and add to the value of both contributions, the present paper commences where the review of a short blast of Warwick Furnace ended, and includes the data of another short blast of two months, and a subsequent continuous campaign of nearly five years, which, by comparison, we shall designate as "the long blast." Frequent visits to the plant in the five years, during which its operation could be studied, and correspondence with the manager, Mr. Edgar S. Cook, have given a knowledge as to general features and details, and the courtesy of the officers of the Company which has given free access to the books of record permits the presentation of data which it is believed will be welcomed by furnace managers. Interest will undoubtedly be increased by the remarkable results which Mr. Cook has achieved chiefly with anthracite coal in a furnace whose details of construction will scarcely be generally admitted as embodying advanced ideas, its height being but 55 feet, with a bosh diameter of 15 feet 6 inches, its bosh-slope comparatively flat, its crucible smaller than the average, and the heat of the blast never reaching 1000' Fahrenheit. PROBABLY no battleship of any great power save Japan could long remain in. the Pacific Ocean tinder present conditions, were it to depend for fuel supply on the hitherto developed coal or oil resources of any part of the adjoining lands in either hemisphere. This statement does not overlook the important but not inexhaustible oil fields of California, the bunker coals of British Columbia, nor the coals accessible and mined adjacent to Chinese water-ways. For both naval and merchant ships, however, modern practice seems to require high-grade Welsh or Pennsylvania bituminous even at great expense for transportation. Otherwise, we should not see British ships bunkering Welsh coal at Singapore nor the United States establishing a store of Pennsylvania coal at its naval base at Pearl Harbor, Hawaii. Compared with Atlantic coals, the best Miike and Nagasaki (Japanese) bunker coal, the Kailan coal of China, and the Welling-ton and Nanaimo coals of British Columbia, are dis-tinctly inferior, as one can soon learn from the chief engineers on Pacific liners. In addition to the coal used for steaming and bunker purposes, it is of increasing importance that an adequate supply of coking coal for metallurgical purposes should be made available at reasonable prices at industrial centers on the west coast of America, and at Japanese and Chinese coastal cities. The use of Chinese coking coals for smelting the iron of the lower Yang-Tse deposits is by no means so satisfactory as could be desired, while the poor quality. of Japanese coals for coking purposes is well known. If Russia, as seems not improbable, is to become a power on the Pacific in the course of the next few decades, she will doubtless develop an iron and steel industry in the Maritime Province, where an adequate and accessible supply of iron ore will necessitate a supply of coking coal.

Foreword I HEREWITH present some notes on the use of Portland cement to cement in the casing, and for plugging, to exclude water from oil and gas wells, and the methods employed. I have used my best efforts to make each step of the operation of cementing wells perfectly clear. The information is the result of actual experience and observation. The illustrations are from original drawings made especially for this paper. Portland Cement It is not necessary to discuss here the manufacture of cement. Any established brand of the slower setting Portland cements may be purchased with the confidence that it will harden, if properly used, and exclude water from and plug wells efficiently. Setting.-By the setting of cement is meant its initial change from a soft or plastic mortar to a friable solid. After the cement has become thoroughly set it is still very weak and can be readily pulverized in the fingers. Setting is thought to be effected by the crystallizing out of the silicate and the aluminate of lime, which are soluble in water in their anhydrous form. After dissolving in the water they pass to the hydrated state, in which they are insoluble, and hence are precipitated in a crystalline form.

It has long been supposed that when crystalline materials are comminuted the energy used in the production of increasingly smaller grain sizes is not entirely dissipated as heat but that a certain portion is "stored" as a part of the internal energy of the material. This portion usually has been called the "surface energy" of the particles. The practical interest of the Bureau of Mines in this subject in connection with the energy requirements of crushing processes has led to the author's attempt to measure the "stored" energy in finely divided calcite by heat-of-solution methods1.t The experiments on calcite showed that "storage" of energy could not be proved for this material, because fine grinding caused a lack of chemical homogeneity evidenced by loss of carbon dioxide and subsequent adsorption of water on the surfaces of the calcite particles. When thermochemical correction was made for composition changes the corrected heat of solution was less for fine material than for coarse. Continuation of the experimental work into the problem of comparing work and heat in the deformation of metallic crystals, where the calorimetric difficulties were less, showed, however, that in the case of copper and aluminum a real discrepancy between work and heat could be shown. Similar results had previously been obtained by Farren and Taylor2 and Hort3 and more or less simultaneously with the author's work by Rosenhain and Stott4 and by Taylor and Quinney9 The results obtained by the different investigators were not satisfactorily consistent, but the experiments of Taylor and Quinney constitute by far the best figures obtained to date. PURE metallic tantalum, from a practical standpoint, is one of the newer developments in the metal field. Although it was used as filament in incandescent lamps in 1906, only within the last five years has the metal been available in sufficient quantity and suitable form for more general application. In addition to corrosion-resisting properties and high melting point, the metal has an ability to withstand unusual amounts of cold working. It affords some striking demonstrations of block movement during plastic flow.

When this country went into the war, but two concerns, The Bethlehem Steel Co. and The Midvale Steel and Ordnance Co., knew how to make steel fit for great cannons and at these concerns there were relatively few men who knew the whole art. Fortunately, certain of these men put their knowledge at the service of the Government, and proceeded to instruct the metallurgists at the arsenals and at various steel works. Doctor Howe, then chairman of the Engineering Division of the National Research Council, suggested that this work might be facilitated, and the number of effective gun-steel makers thereby increased, if a detailed description of the best practice could be written, giving the reasons for the various steps, and issued with the endorsement of a committee composed of those who were evidently the most competent authorities. It was thought that something would be gained by clarification of the subject, and something by the eminent authority of the members of the committee. To that end, the Engineering Division appointed a committee, consisting of the gentlemen whose names follow, to mention on1y those who retained their connection with it. At this time there were serious difficulties in the manufacture, for the Government. of aircraft and high-speed engine crankshafts, of certain ordnance forgings, and of shells for both the Army and Navy. This Committee was asked to study and report upon these, with a view to betterment of practice. There were indications that the source of some of the difficulties went back to the melting of the steel and the production of the ingot. Hence, the committee first studied steel melting and ingot production, in order to guide the wartime manufacturers to an even larger percentage of useful production from the steel initially melted. The theory, construction and applications of oxygen sensors employing high-temperature electro- chemical cells with solid electrolytes are briefly reviewed. The application of disposable probes to measurement of the oxygen potential in matte and slag baths in tin, copper, and nickel smelting operations is described. Examples discussed include end-point determination in smelting and slag-cleaning operations, pilot-scale investigations of process chemistry to assist in the development of smelting strategies, and measurements in operating smelters to improve the efficiency of operation.

It may at first appear doubtful that any further ideas can now come from such a well-trodden soil, when we consider that the ground of the subject has been so thoroughly gone over in many of its phases and that observations have been recorded in technical journals, ever since the days when Luckow and his cotemporaries brought the electrolytic deposition of pure copper to the position of an exact scientific method. Certain facts, however, which seem worthy of note, have come under the writer's observation during an extended use of the method in a large refinery, involving frequent tests of refined Lake and electrolytic copper, and thousands of assays of native copper concentrates and tailings. This work has required a careful study of the conditions suited to the assay of refined copper, and of ores and tailings— conditions which must be varied for each particular case to secure the best results. Especially is this true when we come to the exact determination of pure copper in the high-grade refined metal of the present day. Very slight traces of impurities (especially tellurium, selenium, bismuth, tin, arsenic and antimony) seriously injure the properties of copper, notably its electrical conductivity. Activity in Oklahoma oil fields made 1937 one of the best years since 1926. During the year, 3454 wells were completed, an increase of about 25 per cent over the year 1936. Purchasers reports filed with the Corporation Commission of the State of Oklahoma showed a total of 221,842,-788 bbl. of oil purchased from leases in 1937, an increase of about 10 per cent over 1936. The assembly of a complete table of all of the oil fields in Oklahoma has not yet been achieved. Many of the early records of operators and pipe-line companies are incomplete. Table 1 includes all of the new fields, and this year there has been added work done covering pools discovered in previous years, so that most of the important fields in the state of Oklahoma are included therein. The outstanding development of the year was the discovery of the producing horizon classified as the Wilcox in western Payne County by the Mid-Continent Petroleum Corporation on a unitized block in sec. 18, Tp. 18 N., R. 2 E. This block is operated hy the Mid-Continent and owned in conjunction with the Carter Oil Co., Transwestern Oil Co. and Sinclair-Prairie Oil Co. Another important development of the year was the extension of the deep zone in the old Fox-Milroy area of Carter and Stephens Counties. Some of the other discoveries made during the year 1937 are South Cromwell, discovered by Sinclair-Prairie Oil Co.; Cromwell extension of the Fitts pool in Pontotoc County; discovery of the Langston area in Logan County; discovery of the Sporn area in Lincoln County by Skelly Oil Co. and the discovery of the North Wellston area in Lincoln County by Standard Oil & Gas Co. Table 2 shows the new oil areas discovered in Oklahoma during the year 1937 and areas that were discovered in 1936 but developed in 1937. Modern microprocessor systems make it possible to use several variables to anticipate changes in the process and to react with responses before upsets can be magnified by the process or by control action. Through tighter control, "insurance" can be eliminated from process set points without affecting product quality. In actual operation with a traveling grate furnace this control philosophy has produced savings of up to 20% in fuel consumption and 8% in fan power usage while producing a more consistent quality product.

The method of interactive dimensioning is based on the computation of the loading-deformation curves caused by country rocks on the pillars with numerical methods. The comparable loading-deformation curves of pillars with different shapes are determined with small-scale model tests in a servo-controlled testing machine. The equilibrium points, i.e. the stability of the different pillar-country rock systems are determined by matching these curves adequately scaled. A case from a Finnish mine is presented together with the stoping results.
