AT the Park Utah Mine, labor costs of stoping A have been reduced from 30 to 40 per cent. by the use of double-drum hoists and scrapers. The application of scrapers varies with the methods of timbering. In stopes, which must be timbered with square-sets or stringer sets, one method is used; another is used in wide orebodies that can be held open until filling is introduced; and still another in narrow flat veins. Nearly all the oreshoots at the Park Utah lie at less than 50" from the horizontal, and most of the ore is difficult to handle through flat chutes. Proper care is probably the most important requisite for successful scraping, as serviceable equipment can be obtained from several manufacturers. One capable mechanic, therefore, was put in charge of the scraper hoists. He visits every stope daily, oiling hoists and tail1 blocks, inspects all equipment, splices cables and changes "set-ups" when necessary; his pay has been a good investment. The Park Utah now has in use ten double-drum Turbinair hoists, and one Sullivan double-drum a. c. hoist of the same capacity and outside design as the air hoists. Tunneling is primarily an excavating cycle consisting of a sequence of operations: drilling, shooting, ventilating, mucking, and erecting supports, if necessary. However, the type and condition of the ground that is being worked, as well as the size and shape of the tunnel, determine the rate of advance. In addition developments in drilling, ventilation, mucking, and haulage equipment have contributed to faster tunneling. Geology: This discussion will be limited primarily to rock tunnels or those which require the use of explosives, and the cost and hazards depend primarily on the condition of the rock which may be broken, decomposed, and contain water with gas. Advance geological study is an important part of any tunnel work and helps to minimize serious miscalculations. The geology itself, at best, is a matter of experience and prediction and it is not so much a matter of the types of rock the tunnel may go through, but a knowledge of the class and intensity of the rock defects that may be encountered.

(written discussion ?).-Studies of the probable future production of oil wells and fields-particularly those in the nature of the recent work by Lewis and Beal, having the object of increasing the percentage of recovery-rank, in both practical and theoretic value, very high, if indeed they do not outrank all other petroleum investigations except structural surveys. Even such surveys, although saving untold millions that might have been spent in prospecting unpromising territory, may have less ultimate value than generally supposed, for it may perhaps be argued that much if not most of the condemned territory will sooner or later be tested-some is already productive-and the most that can be rightly claimed is the recovery of cream first; also that the consumption of the richest portions first cannot be extenuated, as it might with some resources, on the ground that if the best is not taken now it will deteriorate.

As the main source of indigineous energy, coal has a big role to play in the development of national economy of India. Nationalization of the coal mining has brought the entire industry under the unit control of the Central Government following which an ambitious plan for increasing the coal production in the next few five year plans has been undertaken. In order to achieve best all round results, economy-mathematical models of Planning the total system, right from the highest to lowest hierarchial levels of decision making, have been proposed through a Global Model which is detailed in Local Models in stages right up to a mine. Optimum obtained by computer solution of the models would provide basis for objective decision making in the fields of selection of optimum plan for developing the industry, the coal fields and the mines with construction and/or reconstruction of mines, capacity optimization of enterprises and mines therein. Different types of Models and the optimization processes are presented.

A computer program has been developed which will locate the economic limits of an open-pit mine and also designate which ore and waste blocks to remove per period (years or quarters) to maximize the discounted cash flow over the life of the mine. A set of operating constraints was carefully selected so that the following functions are controlled: (1) the removal of overburden by preproduction and production stripping exposes a fixed amount of ore; (2) a constant manpower and equipment usage is insured (except for trucks); (3) the tons of mill ore, concentrate, and stockpiled ore are regulated; (4) the number and extent of shovel moves are minimized; (5) the grindability of the rock is considered as well as the variable haulage cost caused by variable haulage distances and depths; and (6) the size of the shovel working area is regulated. As many as 50 alternate schedules can be produced per computer run. They are arranged in descending order starting with the best solution.

Dewatering is a major operational cost at some mines. Under certain conditions, costs associated with water disposal may continue beyond the productive bye of the mine. For mines with mineralized waters, this is of special concern. Since 1974 experience has been gained from examination of a number of closed underground metal mines that exhibited drainage problems. It was observed, in certain cases, that had appropriate steps been taken prior to closure, the resulting drainage problems could have been largely avoided. Reclosure steps would have involved alteration to the 'plumbing system" of the mines; i.e., the drifts and crosscuts interconnecting the mine workings. This could have best been accomplished by the placement of bulkheads and/or selective drifting. In addition to reconfirming that hindsight is 20-20, a lesson learned from these case studies shows that a relatively simple hydrologic evaluation prior to mine closure may avoid a troublesome and costly drainage problem.

The railroad haulage system was started at Kennecott's Bingham Mine in 1906 and has remained a prime mover of ore and waste for the succeeding sixty years. As the stripping ratios increased contract stripping on the upper levels of the mine was introduced employing truck and shovel methods. The ore production then was 90,000 tpd. Analysis of expanding the ore production to 108,000 tpd revealed that the increased ore production and continually rising stripping ratio would result in waste production requirements that exceeded the capacity of the rail haulage system above 6290 level. The advent of larger haulage trucks (65-100 tons) in the early 1960's made available to the Bing- ham Mine economic and operating factors which showed truck haul- age to be the best replacement for rail haulage on the upper levels of the mine. As part of that analysis it was concluded that company stripping would replace the contractor stripping in the top area of the mine.

IT will soon become apparent that the Conference Committee's choice of the title for this presentation is a fortunate one for the speaker; since if it had read "Review of Known Facts Controlling Slag Volume" he would best step down right now. There is a dearth of facts in a quantitative sense on this subject, especially in regard to the effects of slag volume on the acid electric practice for steelmaking, as borne out by a library search involving some 175 references from 1915 to date. Even the opinions in these references on any phase of slag volume are meager. This, then, leads to a report that is candidly based on private observations, on readings and on conjectures gleaned from gossiping with fellow practitioners. Perhaps the subsequent papers, which, as I understand it, are substantiated by actual measurements, of slag volume versus specific contributing factors, will be able to acclaim or disclaim my remarks.

Engineering Council has been elected to membership in the Chamber of Commerce of the United States. Its representative will be Mr. Harold W. Buck, of Viele, Blackwell & Buck, Consulting Engineers, New York City, Past-president of the American Institute of Electrical Engineers, his alternate being Mr. Irving E. Moultrop, of the Edison Electric Illum-inating Co., Boston, member of American Society of Mechanical Engin-eers and American Institute of Electrical Engineers. The Chamber of Commerce of the United States was formed in 1912 and now consists of more than 1100 organizations in every state of the union, in the out-lying possessions, and of all the principal American chambers of commerce abroad. One of the chief aims is to obtain the best business thought on national questions that concern business. Members of the National Chamber have the privilege of using all the facilities of the Chamber's offices in Washington when information is desired.

ONE particular plant has been chosen to illustrate the various factors in mill design. The problems are general in nature and with various modifications are met in the design of most milling plants. Literature on modern mill design is not extensive and certainly has not kept pace with the rapid advancement in the art of ore beneficiation. Much remains to be investigated, and continued vigilance is required to give the operator and the metallurgist the best layout to meet the industry's changing requirements. The Humboldt project, a joint venture of the Cleveland-Cliffs Iron Co. and the Ford Motor Co., involves an iron ore flotation plant near the town of Humboldt, on the Marquette range of the Michigan Upper Peninsula. A crushing plant, designed for an ultimate capacity of 720 long tons per hr, is followed by a first mill unit of 70 long tons per hr. Future mill units are planned to bring the total mill capacity to 5000 long tons per 24 hr.

IT IS hardly to be doubted that the opportunity within the grasp of the mine manager for beneficent and helpful action in relation to young engineers seeking employment under him is very broad and very big. It is my experience that a manager usually has a strong inclination to help along those who have chosen the career which he has selected for himself, and to aid them and support them as their steps tread the paths which his own feet have previously followed. He has .a strong sympathy for them in their efforts, he almost yearns to shield them from the mistakes into which he himself fell, and to assist them to avoid the pit-falls of which he knows by bitter experience. Yes, this tendency and inclination is strongly developed in most managers, and they would welcome the opportunity of extending the helping hand, if they knew precisely how best this could be done.

RECENT developments in the use of the core barrel in rotary drilling have led to its wide application in all types of development. Its use is essential to the wild-catter and a valuable guide and check even in the most closely developed areas. A perfect core would be an unbroken sample of formation whose length is equal to the amount of hole made by the core barrel, whose diameter is great enough to show the lithologic character, texture and attitude of the material encountered, whose formation is so unaltered in character and so free of contamination from outside sources that it represents a true and complete sample of the formation penetrated. From such a core it would be possible to determine the lithologic character and economic importance of the formation, whether it is oil bearing or barren, the nature and attitude of the sands and shale bodies, valuable fossil evidence and other points which would assist in the correlation or in the selection of suitable points for water shut off or production.

FOR many years the developers or owners of worthy mining ventures in need of financing have found it almost impossible to obtain such financing under the conditions existing in most other lines of business. High rates of interest and unfair participation in profits have robbed the developers of much of their holdings, and have resulted in over-capitalization and many other like evils. When the general financial condition of the country is bad, this difficulty increases to a point where many operations must cease and hen are thrown out of employment. In 1.934 this situation had developed to such a point that Congress attempted to aid the mining industry. It first authorized the RFC to make loans to recognized and established corporations, individuals, and partnerships engaged in the business of mining, milling, or smelting of ores in June, 1934, limiting such authority to loans adequately secured, the security to consist of mineral acreage. The requirements of the law were stringent and of the 252 requests for loans received up to June 1, 1935, 35 were authorized.

(communication to the Secretary *) :-Mr. Hibbard's definition of steel would be the best yet offered were it not for its one defect, the vagueness or equivocalness of "fusion-process." Puddling is surely in one sense a fusion-process, and so are the charcoal-hearth or knobbling-processes. But what he says suggests the following definition, which seems to me a good one: " Steel: any variety of iron which is usefully malleable at least at some one temperature, and is either cast when molten into a malleable mass, or if not so cast can be much hardened by sudden cooling." It is not necessary in a definition that quantitative bounds should be set up, for instance, that the exact height at which dwarf apple-trees cease and standards begin, or at which hills cease and mountains begin, should be stated. These quantitative measures are proper for specifications and contracts, but are not necessary for purposes such as the present. HENRY D. HIBBARD, Plainfield, N. J. IV. THE BOUNDARY BETWEEN STEEL AND IRON. It would be well to decide on a definite carbon-content to serve as a boundary line between ingot-iron and ingot-steel, between puddled-iron and puddled-steel, and between any other varieties of wrought-iron and weld-steel. Two plans have been considered. One is to draw this line at 0.32 per cent. of carbon or its equivalent in other elements, for the reason that this carbon-content appears to correspond to the critical point, 0, in the diagrams of Roberts-Austen and Rooze-boom.8 This has the merit of corresponding to a definite physical boundary. The other plan is to draw the boundary at 0.20 per cent. of carbon, because this is a convenient place to separate the important classes " soft steel " and " half-hard steel," so that if this point was adopted "ingot-iron " would be synonymous with "soft steel," and " ingot-steel " would be the equivalent of the two classes, " half-hard steel " and " hard steel."

THE power drag scrapers and the slackline cableway excavator have been called "long-range excavators." Broadly, their field of usefulness is restricted to work in which their long range of action permits them to operate economically, and which other, possibly more conventional, excavating units cannot do. Both of these machines dig or lift material and transport it to a remote dumping point. They combine these two functions in a single machine, nearly always in a single straight-line motion. [ ] The purpose of this paper is to examine the important features that distinguish the machines in this group from each other, as well as from other groups. The Machines The "power drag scraper" is a long-range excavating machine that employs a bottomless drag scraper operated back and forth between digging and dumping points by two haulage cables. The typical arrangement is that of Fig. 1. This is the "slusher" of the underground mine, as well as the "dragline scraper" of the sand and gravel industry, and other open-pit mining operations.

Open pit operators have found the dropball crane a great aid in cutting costs and hazards of secondary breakage. But a common problem in using the unit has been with the shock absorbing connection from the cable to the dropball itself. Blair Limestone Div. of Jones & Laughlin Steel Corp. has come up with a new connector to solve this problem and to save the time usually lost in frequent replacement of the cable slings, chains, or old tires hitherto used at this point. J&L personnel solved the problem by combining three ideas from other dropball crane owners. Their unit consists of two long U-bolts running through a heavy spring originally made for use on a vibrating screen. Heavy duty swivels attached to the bent ends of the U-bolts provide attachment points for the crane cable and the special chain to the dropball. Connection at the dropball is by an eyelet welded directly into the mass of steel, and a special alloy chain is connected to this with a clevis.

The Red-Ash colliery was the scene, March 6, 1900, of an explosion by which some fifty men were killed or wounded, and much property was injured or destroyed. On March 19th, the earliest date at which entrance was practicable, I examined the mine with the view of determining the extent, cause and point of origin of the explosion, and with the permission of Mr. F. Howald, the manager, and the owners of the property, for whom the examination was made, I present in this paper some results of that examination, comprising the essential portions of my report to them. Location and Plan of the Mine. The Red-Ash colliery, situated on the south side of New river, next below the Rush Run mine, with which the underground workings are connected, is a drift-mine, the entrance to which is on a slope, about 500 ft. above the river. (Fig. 1 is a plan of the workings, in which the points where human bodies were found are designated by numbers.)
