IRON ore and bituminous coal are the two basic raw materials for the whole iron and steel industry. The ore furnishes the iron and is absolutely necessary-all iron and steel products come directly or in- directly from the iron ores. The bituminous coal furnishes the carbon needed for the smelting of the ores and for the fuel used in all the processes of iron and steel manufacture. The necessary carbon could be furnished in some other form besides bituminous coal. In fact, it is only since the Civil War that bituminous coal has been the chief source of the carbon for metallurgical fuel. For many years only charcoal made from the forests furnished the carbon for smelting iron ores. About 90 years ago, anthracite coal was first used as blast-furnace fuel and for many years continued to be the chief blast furnace and steel making source for carbon. Even in my own blast-furnace experience, I have used charcoal in Canada and anthracite in Pennsylvania for smelting ores in an iron blast furnace. Bituminous coal, now almost exclusively the source for the carbon used in smelting iron ores, also furnishes most of the heat used in the steel-making processes. It is seldom used in blast furnaces in its natural condition, hut is first coked in beehive, or in by-product coke ovens; such bituminous coal is called "coking coal." Bituminous coal that is suitable for making the producer gas used in the open-hearth steel process is called gas coal. Any bituminous coals suitable for making blast-furnace coke or foundry coke, or that can be satisfactorily used for making producer gas, are classed as metallurgical coals and as such are to be considered in my proposed plan for the evaluation of metallurgical coals. According to Bureau of Mines Bulletin No. 449 these coals comprised 22 per cent of the bituminous coals mined in this country in 1923.

THE practice of fine-grinding is now being so successfully - carried on in some fields, notably in West Australia, and its advisability has been so frequently pointed out' that the matter in this paper is not put forward as being new ; its chief object being to call attention to the importance of fine-grinding in the treatment of comparatively low-grade ores. I have been engaged during the last five years in the cyanide-treatment of ores in the Ohinemuri district (North Island), New Zealand, and I consider that, in the near future, extremely fine-grinding (almost sliming) will become a very important feature of the milling-methods in this field, since it seems absolutely necessary to reduce the most of ores to a very fine state of division if a high extraction is to be obtained; and, in most cases, the extra percentage of saving will leave a good margin above the increased cost of treatment due both to the fine-grinding and to the interest on the capital spent for the grinding-machinery. The average ore of the Ohinemuri field is composed of a quartz-gangue with some calcite, carrying the gold-value in the form of an alloy of gold and silver in about equal proportions, and the silver-value in the form of mixed sulphides of silver, usually associated with a considerable amount of iron pyrites. In the upper levels, the ores are decomposed and carry large quantities of black manganese oxide and some iron oxide, but, as. depth is reached, the decomposed ore gives place to sulphides and, in some mines, rhodonite, manganese silicate, is present in fairly large quantities. FOR the second consecutive year, attendance at the Coal Division sessions far exceeded exoectations. Those in charge were continually faced with problems of finding seats and space for attending members. 115 seats were set - II~ for the annual luncheon meeting of the Division and approximately 175 members showed un. Since the hotel management would not serve more than the 115 it meant that 60 members were forced to eat elsewhere. This created hard feelings with some members. How- ever, officials of the Division were not able to obtain in advance any indication of this overflow crowd, but are suggesting to the New York Office that some means other than ticket sales be adopted to obtain an estimate of Division luncheon and dinner attendance. Members could be circularized prior to he meeting or they could be checked when registering as to the events they expect to attend. Under the inspiring leadership of Cadwallader Evans, Jr., Chairman, the Coal Division had a phenomenal growth during the year. Reporting at the luncheon meeting, Newel1 Alford stated that approximately 190 new members had been obtained. A few more years of continuing increase at this rate will make the Coal Division one of the largest Divisions in the Institute.

Because of the strict requirements on the quality of limestone that are dictated by the users, the operator was compelled to find new approaches to produce a product of uniform and acceptable quality. The raw material is controlled and monitored every two minutes by a special computer in order to ensure its quality. The required minimum and maximum quality constraint had an adverse effect on performance and consequently cost. In order to improve this performance, a Monte Carlo simulation model was developed and tested for the optimal truck allocation. The input data is based upon the distribution of equipment performances and costs.

MY first Nevada City mining reminiscence is one of seeing Capt. Thomas Mein, over 52 years ago, in the old Wyoming mill on Deer Creek about a mile below the town of Nevada City. Captain Mein was then superintendent of the Wyoming mine, where the old fashioned Cornish pump was used, as well as hurdy-gurdy water wheels for power. This mill was one of the typical, up-to-date mills of that time and consisted of stamps, fed by Chinese hand feeders, who also cobbed the ore down to a small enough size to be fed into the mortars. Stamps at that time were of light weight and crushed about one ton to one and a half tons to the stamp, the pulp going over plates, then into sluices with self-raising gates. When a sluice became full the pulp was shut off and directed into the parallel sluice, also with a self-raising gate. The concentrate thus collected in the sluice was shoveled out and carried to Cornish buddles and there cleaned up, preparatory to being sent to a local custom chlorination works.

This investigation was undertaken for the purpose of determining, in a systematic way, the effect of the rate of cooling of steels, heated to above the transformation range, on their various mechanical properties. This paper gives the results obtained in the investigation of the heat treatment of carbon steels carried out under the auspices of the Committee on The Heat Treatment of Carbon Steels of the Engineering Division, National Research Council. The objects of this committee, of which Dr. Henry M. Howe was chairman, were to increase knowledge of the influence of heat treatment on the mechanical properties of carbon steel. The mcthod pursued was to subject specimens of steel of the carbon contents most used for engineering work, 0.34 per cent., 0.52 per cent., and 0.75 per cent., to various heat treatments, and to test the mechanical properties thus induced. The steels were the same as were used by the committee on fatigue phenomena. This project was financed jointly by the U. S. Bureaus of Mines and Standards; industries and university laboratories have cooperated. A large part of the work was done at Doctor Howe's private laboratory. The committee consisted of F. B. Foley, H. AT. Boylston, H. C. Boynton, G. K. Burgess, H. J. French, J. H. Hall, Zay Jeffries, R. S. Johnston, F. C. Langenberg, H. F. Moore, E. H. Yeirce, H. S. Rawdon, W. E. Ruder and 11. J. Stagg. Low-grade ores can be designated by two main classifications: (1) simple low-grade ores, and (2) complex low-grade ores. As a rule the first type has a relatively small metal content, although low- grade iron ores contain a rather high percentage of metal. As the simple type is the one that is ordinarily in mind when the term "low-grade ore" is used, the paper will be devoted mainly to ores in this general category. Cheap treatment is the prime requirement in utilizing low-grade ores of the simple type, although in some cases the value of nonmetallic by-products, such as limestone for fer- tilizer and silica for flux, allows a little more lati- tude than in the usual situation. When the costs are divided under the three headings-mining, milling, and smelting-it is apparent that the last group will not constitute an important factor as a rule because the high concentrating ratio makes the smelting cost per ton of ore fairly low.

The unstable metal market during 1949, with resulting lower metal prices, has focused every mine operator's attention on the problem of reducing operating costs. Improvement in mining, methods, use of modern mechanical mining equipment, and increasing the efficiency of the labor force are the tools with which we will have to work. Careful planning is necessary to coordinate all phases so that no one phase is overdone. A mine may become over-mechanized if, for instance, capital charges against new equipment exceed the savings in labor costs, or where a large enough tonnage is not produced. The cooperation, of labor is essential to any mechanization program. There have been too many instances where mechanization and improvements have done nothing more than make up for a decrease in labor efficiency, thus bringing the production of labor back to its old standard. The operator has gained little and labor has gained only a "softer job." In any mechanization program there are gains to be had by both the operator and labor. By the efficient application of modern equipment and improved mining methods the operator should gain by decreased costs, and labor may profit by receiving a share of these decreased costs.

THE chief difficulty in determining oxygen in steels is its tendency to form a variety of compounds. Almost every element, found as an ingredient in steels, maybe expected to be present as an oxide. Some of these oxides have widely differing properties, and consequently behave differently when attempts are made to reduce them by the vacuum fusion method. As I pointed out in a paper published in the Transactions of the A.S.S.T., Vol. 20, No. 1, many experimenters are spending considerable time and effort in attempting to deter¬mine the degree of completeness of the above reactions, and hold different opinions on the matter. In studying this subject the following table, taken from Hodgman and Lange's "Handbook of Chemistry and Physics" may be used as a guide.

THE steadily rising flood of gold production from all parts of the world has created an avalanche of rumors regarding the stability of the present price of this metal. Markets have been unsettled from Johannesburg to London from New York and Toronto to Melbourne, despite repeated denials from, American and British authorities of any immediate intention to alter the price. Various economists and financial writers have blossomed forth with predictions that the price would be set at the old level of $20.67 per oz.; some have even been so brash as to state That a price of $15 would be necessary to bring production within control. These effusions, based entirely upon monetary theories and with no regard to production costs, serve to confuse rather than clarify the situation.

MANAGEMENT and control of any body of workmen can be effected through various - well-known methods ' though many managers hold certain personal theories of control that range from an absolute dictatorship to what might be called the principle of laissez faire, or the "let alone" method. Managements of many mines, factories, smelters and refineries have been compelled in recent years to accept certain restrictions in hours of labor as well as in methods employed, imposed either by federal or state laws, or by labor agreements. Broadly speaking, regulations of the above character were brought on the industry by managers who failed to recognize fully the rights of their employees to proper sanitary, safe, and compensatory working conditions, as well as working hours that were proper and just. As an example of poor management and worse psychology, we have only to hark back to the days when many bituminous coal operators maintained an inadequate number of pit cars for the number of miners or loaders employed, or if the pit cars were available, the haulage facilities

On the basis of experiments conducted on quartz using a bubble pick-up method, it was shown in an earlier paper1 that this mineral will preferentially adsorb hydrogen, calcium, or sodium ions, depending on the relative concentrations of those ions in the solution in which the quartz is immersed. For quartz particles ranging in size from 0.2 to 1 mm, it was demonstrated that the concentration of calcium in solution (assumed present as ions) necessary to completely activate quartz for flotation is given by the expression: Ca++ = [H+] X 106 + [Na+] X 10-3 In this expression, ionic concentrations are in mols per liter. It was further shown that the pick-up method is apparently more sensitive to changes in reagent concentration than the standard captive-bubble method, and that induction times are apparently much reduced. Since completing these earlier tests, a new type of cell has been constructed; this is shown in Fig 1 and 2. In Fig 1, A is a ground joint, B is a central tube reaching to within a few millimeters of the bottom of the cell, and C is a stopper which may be removed for reagent addition, and serves the further purpose of excluding carbon dioxide from the air during the test. The entire cell is constructed of Pyrex glass, and does not give the trouble experienced with the earlier cell, in which activating ions were released from the glass at high pH values. The only critical factor in the construction of the cell is the clearance between the central tube and the bottom of the cell. This clearance should be sufficiently small that the bubble can be pressed directly on the mineral grains lying on the bottom of the cell. In the pick-up tests to be described in this paper, the reagents used were all of C. P. grade, except the sodium oleate, which was Merck's "neutral powder." The quartz employed was water-clear vein quartz, sized on screens, cleaned with both hydrochloric acid and sodium hydroxide, and given a thorough final washing with distilled water. Experimental procedures were the same as described in the earlier paper. EFFECT OF SIZE OF QUARTZ ON PICK-UP To ascertain the effect of particle size on the adsorption of calcium ions, the quartz was sized from minus 14 plus 20 mesh through the intervening screen sizes to minus 270 mesh plus 400 mesh. Each size was thoroughly cleaned, and then tested in the cell at different calcium chloride and sodium hydroxide concentrations, and at a constant sodium oleate concentration of 20 mg per liter. All particles, within the size range given, exhibited complete pick-up within the curve expressed by the equation above. This presumably means, when the conditions imposed by the equation are satisfied, that this maximum is independent of particle size. However, it was found that the range through which partial particle pick-up occurred progressively broadened as particle size decreased. This is shown in Fig 3, in which curves B, C, and D show the limits at which pick-up just commences (as the pH is increased) for particles of minus 14 plus 28 mesh, minus 65 plus 100 mesh, and minus 270 plus 400 mesh size, respectively. These results indicate that for satisfactory activation, at any given pH, a lower calcium ion concentration is required for fine particles than for coarse particles. EFFECT OF HIGH ALKALINITY ON PICK-UP At calcium concentrations of between 1 and 10 mg per liter, and at high alka-linities, it was noticed that pick-up ceased as soon as calcium hydroxide commenced to precipitate. This effect was investigated at other calcium concentrations, with the same results. Solutions of calcium chloride, containing 105, 104, l03, and l02 mg of calcium per liter were made alkaline with sodium hydroxide until calcium hydroxide just started to precipitate, according to the following equation: CaCl² + NaOH -+ Ca(OH)2 + 2NaCl The beginning of precipitation was taken as that point at which either a faint opalescence appeared in the solution, or a Tyndall cone became ap-

Infrared data disclose that phenacite reacts with oleic acid to form a chemisorbed oleate monolayer on the mineral surface. The absorption band characteristic of the antisymmetrical C = 0 oleate structure appears at a spectral wavelength of 1623 cm-'. Chemisorption also results in the displacement of OH- and silicate from the mineral surface. Infrared absorbance at 1623 cm-1 is correlated with float-ability at different pH for -60-mesh phenacite particles. Phenacite, Be2SiO4, is an ore mineral often associated with quartz, microcline, and chrysoberyl in pegmatites and mica schist. Experimental phenacite beneficiating processes have been confined principally to the flotation of low grade ores occur-ing in several mountain ranges of Utah and Nevada. The U.S. Bureau of Mines ' has recently reported on the separation of phenacite from ore deposits of Mount Wheeler, Nev. Infrared techniques were previously applied by the authors to characterize the role of sodium oleate and oleic acid in the flotation of several non-sulfide minerals.23 A parallel study was projected to the flotation of the orthosilicate mineral phenacite with oleic acid. Infrared spectra provided a 'molecular fingerprint' of the mineral surface and permitted identification of the reaction mechanisms. Infrared data were complemented with flotation and chemical tests. EXPERIMENTAL PROCEDURES The experimental procedures used in this investigation, for which data are presented in graphical or spectral form, are described in chronological test order. Phenacite crystals from Mt. Antero, Colo., were obtained from Ward's Co., Monterey, Calif. The crystals were fragmented in a porcelain mortar to -60 mesh and then pretreated with 0.5 molar HC1 for 15 min to remove iron. Then, the mineral particles were washed free of acid with distilled water and dried. Part of the dried material was ground to a fine powder with a Fisher Grinder using an agate mortar and pestle. Next, the powder was placed in a graduated cylinder and mixed with 500 ml of distilled water. The mineral in suspension was decanted from the settled fraction after 5 min, and the colloidal suspension was used for adsorption tests in which a high specific mineral surface area was required for adsorption and infrared analysis. Conditioning was performed in 50 ml glass centrifuge tubes for both infrared and flotation test determinations. Twenty ml of colloidal suspension was used for the infrared adsorption tests. One and a half g of deslimed -60-mesh HCl pretreated phenacite was added to 20 ml of distilled water for flotation conditioning tests. Six mg of oleic acid was used for each infrared adsorption test, and 0.2 mg of oleic acid was used for the flotation conditioning tests. HCl and NaOH were used for pH modification. The pulps were stirred at a speed of about 1500 rpm for 3 min. Then, the solids were separated out and either dried at 50°C or immediately transferred to a float cell. The pH of the residual liquid was determined with a Beckman Zeromatic pH meter. The flotation procedure is described as follows: 1) A 325-1111 glass micro-float cell was filled with distilled water. 2) Conditioned mineral was placed in the cell and the pulp was aerated through the glass fritted bottom at 7 psi pressure. 3) Floated mineral was skimmed from the cell with a glass slide until flotation ceased. (The end point was reached in all tests in less than 2 min.) 4) The flotation products were dried, weighed, and the recovery was calculated. Samples for infrared analysis were made into mulls using either oleic acid or series 13-21 Halocarbon oil obtained from Halocarbon Products Corp., Hacken-sack, N.J. The mulls were placed between two sodium chloride windows. A characteristic phenacite infrared band at 1868 cm-' was used as an internal standard for quantitative determinations in which absorbance at this position was quantified by the baseline-tangent method4 and related to absorbance at 1623 cm-'. The ratio obtained by dividing absorbance at 1623 cm-' by absorbance at 1868 cm-' was defined as an absorbance quotient for use in graphical presentation.

For the past two and one-half years, various emission control strategies were jointly developed by the University of Arizona and the Homer City Owners to com- ply with the clean air requirements at its Homer City Power Plant. Some of the available options for the SO2 emission control by the Homer City Owners were:l)cleaning of run-of-mine coal,2) scheduling of mining operations at its captive mines, 3) blending the captive mine coal with externally purchased low sulfur coa1,and 4) placing a partial FGD system. This paper describes two specific emission control strategies developed and implemented. These are: 1) production scheduling at the mining face to minimize sulfur variability, and 2) external purchasing of low sulfur coal for further blending. The main objective of this paper is to share our experiences on implementing the developed strategies. This paper emphasizesthe need for proper mine planning on a short-term basis, if the power plant is to meet the desired objective.
