THE object of taxation is the raising of a revenue. Unless a tax accomplishes this, it is a failure. The right to take for public purposes a part of the moneys obtained from the carrying on of private enterprises is an attribute possessed only by a lawful government, and may indeed he called the supreme attribute of government. In free, democratic communities this power must of necessity rest upon the consent of the governed. Power implies obligation, hence it is obviously the duty of a government, in framing a system of taxation, to provide one which, while effective in producing a revenue, is also just and impartial. It will be conceded that mines and mining property ought to bear a fair share of the public expenditure. The question is, upon what basis taxation should proceed. Two separate taxing principles are usually contended for: Taxation should be proportionate to the benefits received by the person or property taxed; taxation should be based on ability to pay. A third is sometimes added, taxation should have reference to the extent and value of the natural resources enjoyed. As applied to mining taxation, it is pointed out by those who support the first mentioned basis that, mines being usually situated in rocky and hence sparsely peopled regions, mining companies are frequently obliged to construct roads, railways, telegraph and telephone lines, schools, water and sewerage systems, and many other amenities and conveniences of civilization, the cost of which in regions better suited for agriculture and consequently more thickly populated, has either been defrayed locally, or can be spread over a sufficiently large taxable group of people to materially lighten the financial burden on the mine. The mining com¬pany, it is argued, having made these outlays, should receive credit for, them and be relieved of taxation to a corresponding extent. There may be some force in this contention, but the situation is capable of relief without attempting to place taxation upon so unworkable a basis as the value of benefits received. Who is to be the judge of these benefits, and how are they to be valued? The very existence of a mining company and its ability to carry on business in peace and security, depend on the prevalence of law and order, which is a result of good government. An investigation has been made of the radial heat-wave process using a mathematical model in two-dimensional cylindrical coordinates. This model considers combustion, convection and conduction inside the reservoir, but only conduction in the bounding formations. From a study of the general features of the process, an important phenomenon has been revealed, namely, the feedback of heat into the reservoir on the trailing edge of the heat wave. The effects of various process variables on the performance characteristics of the process have also been investigated. It was found that up to the time when the combustion front reaches a given point, the per cent heat loss, provided it is not higher than 40 per cent, is approximately directly proportional to the square root of thermal conductivity arid fuel content, but inversely proportional to the square root of gas-injection rate and oxygen concentration. The effecr of reservoir thickness is more pronounced, since halving the thickness doubles the per cent heat loss. The most decisive factor in determining the center-plane peak temperature is the fuel content of the reservoir. Within the temperature range investigated, doubling the fuel content doubles the peak temperature in the early stage, but the rate of decline of the peak temperature is high. Reservoir thickness is also a very influential factor. The peak temperature is lowered when the thickness is reduced; however, the effect of thickness becomes less pronounced when the thickness is high. Reduction of oxygen concentration increases the peak temperature in the early stage but lowers it afterwards because of the higher rate of decline of the peak temperature. Increase in gas injection rate or decredse in thermal conductivity geives a higher peak temperature which stays high for a longer period. The propagation range of the heat wave is chiefly governed by the fuel content of the reservoir. An increase of 0.2 1b/cu ft in the fuel content increases the propagation range by 100 per cent. The propagation range is more than doubled by doubling the gas injection rate, or reservoir thickness, or by reducing the thermal conductivity by 50 per cent. Comparatively, oxygen concentration has less effect on the propagation range. INTRODUCTION Several investigators have conducted theoretical studies of a radial heat wave. Vogel and Krueger1 studied a system with a moving cylindrical heat source of constant temper- ature, considering conduction in the radial direction only. Ramey2 included conduction in the vertical direction in his studies. Bailey and Larkin2 attacked a more general problem where initial well heating, vertical heat losses and arbitrary frontal velocities were included. In all these studies, however, conduction was considered to be the only means of heat transfer. Bailey and Larkin in a later paper included the effects of convection in a study involving both linear and radial geometries. Vertical heat losses were neglected in the radial case. Katz5 studied a similar problem in a one-dimensional radial model, using a heat-loss coefficient to account for vertical heat losses. Selig and Couch6 mployed a cylindrical model and investigated two limiting cases. In one case they considered no heat loss from the reservoir whereas in the other they assumed a constant temperature at the interface between the reservoir and its bounding formations. Thomas' studied a more general case but assumed a permeable bounding formation so that the convection effect is not confined to the reservoir. In the present work a more realistic and more generalized model is used. It involves a two-dimensional cylindrical system with combustion, convection and conduction inside the reservoir, but only conduction in the bounding formations. The purpose is to establish the temperature distribution both inside and outside the reservoir, to study the general features of the radial heat wave process, and to investigate the effects of various process variables on the performance characteristics of the process. THEORY We fist consider a circular porous reservoir of thickness H extending vertically from y = — H/2 to y = + H/2. The reservoir extends from a well bore radius r, to an external radius re. A stream of oxygen-containing gas is introduced into the reservoir through the wellbore. The oxygen-containing gas reacts with the fuel contained in the reservoir and forms a combustion front wherever the prevailing temperature can support the combustion. It is here assumed that this combustion front constitutes a cylindrical surface source of heat having an infinitesimal thickness in the radial direction and extending vertically throughout the whole thickness H. This is designated as Region I. We next consider a Region II corresponding to the upper and lower formations bounding the reservoir, extending from y = — - to y = — H/2 and from y = + H/2 to y = + m. Since r, is very small, we may assume that the two bounding formations have the same dimensions, symmetric with respect to the center plane of the reservoir. The data were observed over a range of pressures from 1000 to 8220 Ib. per sq. in. and at temperatures ranging from 35' to 250°F. The compositions of the hydrocarbon systems were such that the critical temperatures of the mixtures were lower than the range of the investigation. Under these conditions, it is shown that the composition of the systems has a marked effect upon both the absolute value of the equilibrium constants and the change of the constants with pressure for the several components comprising the system. From weight-balance considerations, it has been possible to construct the partial phase diagram of a mixture of a 49.9" A.P.I. crude oil and natural gas having a gas-oil ratio of 3660 cu. ft. per barrel. Descriptions of the apparatus used, the analytical procedure, the material used, and the equilibrium measurements are included. A knowledge of the physical behavior of naturally occurring hydrocarbon mixtures is fundamental to the treatment of many problems in the production, transportation and rehing of petroleum. The recent discoveries of pools having formation pressures up to 7500 lb. per sq. in. and higher, and the development of full-scale equipment to operate at pressures of 5000 lb. per sq. in. or more have greatly increased the need for knowledge of the composition, temperature, pressure and density relationships of coexisting vapor and liquid hydrocarbon phases. The following paper presents the results of investigations upon 22 mixtures of natural gas and crude oil of known com~o~itio~ that had been brought to equilibrium under controlled conditions of temperature and pressure. Data are presented upon the densities and compositions of the coexisting vapor and liquid phases for four different systems containing hydrocarbon material having boiling points from minus 2 5S°F. to well over I000 F. The data were observed Over a pressure range from Iooo Ib. per Sq. in to 8220 lb. Per sq. in. and a temperature range from 35' to 2 50°F. The accepted method of computing the physical relationship between two coexisting phases of a hydrocarbon mixture is by use of the "equilibrium constant" K as proposed by Souders, Selheimer, and Brown. definition,

The effect of pH on the adsorption of dodecylamine at the mercury-aqueous solution interface was investigated by differential capacity and electrocapillary measurements. With dodecylammonium acetate, the differential capacity curves showed two desorption peaks in the cathodic branch with their relative intensities varying with the solution pH. With dodecyltrimethylammonium chloride, only one cathodic de-sorption peak was observed in the same pH range. Through thermodynamic analysis of the electrocapillary curves, the adsorption density of undissociated amine was evaluated separately from that of aminium ion. The adsorption densities of the un-dissociated amine and of the total amine increased with increasing pH. The ratio at the interface of undissociated amine to aminium ion was several orders of magnitude greater than the ratio in the solution and increased with increasing pH. The potential at the closest distance of approach of counter ions to the mercury surface was compared with values of zeta potential on quartz previously reported. The most important variable in the flotation separation of minerals is probably the pH of the pulp, and a number of theories have been proposed to explain its effect on the condition of the mineral surfaces, on the dissociation of collectors and of inorganic and organic species (accidentally present or intentionally added) in the pulp, and on the mineral-collector interaction. In the development of a theoretical background for oxide flotation systems, an experimental approach based on electrokinetic measurements has been of much value, although the effect of pH becomes confounded since it governs both the electrochemical conditions of the oxide surface and the dissociation of the collector. For investigation of the adsorption behavior of long-chain collectors on oxide minerals, however, electrokinetic potential measurements are the most widely used technique. Hydrogen and hydroxyl ions are found to be the potential determining species, thereby governing the interfacial electrical conditions. The electrostatic interaction between the charged mineral surfaces and ionized collectors is regarded as the driving force for the adsorption of the collectors. An association of alkylamine collectors adsorbed on quartz surfaces has been postulated from streaming potential measurements, and a term "hemi-micelles" has been proposed.' The possibilities of coad-sorption of undissociated amine along with aminium ion has been inferred from contact angle measurements? and from adsorption studies.~ Electrochemical titration as applied to silver sulfide provides a more quantitative approach to the analysis of the electrical double layer at an ionic solid-solution interfaceqG and the electrochemical evidence for the adsorption of amine at pH 4.7 indicates a specific affinity of dodecylammonium ion towards silver sulfide surfaces, whereas at pH 9.2 the adsorbed species might be free arnine." A combination of differential capacity and electrocapillary measurements on a dropping mercury electrode was reported to be a sensitive method of provid- ing reliable information on the adsorption behavior of dodecylammonium acetate (DAA) at a natural (near neutral) pH.? It was also shown that there were striking similarities in the properties of the double layer and in the adsorption behavior of the amine on mercury and on such ionic solids as quartz, silver sulfide, and silver iodide. The effect of pH on the differential capacity curves at a mercury-sodium fluoride solution interface has been investigated by Austin and Parsonss who reported that between pH 7 and pH 11 there was very little effect. In the present paper, the adsorption behavior of DAA was investigated as a function of pH through differential capacity and electrocapillary measurements and the information gathered was correlated with that available in literature on quartz and silver sulfide. Experimental The apparatus and the method used for determining the differential capacity and the electrocapillary curves were identical to those described previously.' The ionic strength of the supporting electrolyte was fixed at 0.1 M with potassium fluoride, and the pH of the solution with potassium hydroxide. Only the neutral to alkaline range was covered in order to avoid the dissolution of the glass vessel with hydrofluoric acid. Results In Fig. 1 the differential capacity has been plotted against the applied potential at a DAA concentration of 10-' M at three different pH values. The curves are characterized by one capacity peak in the anodic branch, by two capacity peaks in the cathodic branch, and by a marked depression in capacity between the peaks. The depression indicates an adsorption of the arnine in this potential range. One of the cathodic peaks appears at pH 7.3 near -1.4 v and decreases with increasing pH. The other appears at pH 8.9 near —1.2 v and increases with increasing pH. At pH 9.6 only the latter peak is observed. Beyond the cathodic peaks, all the curves tend to converge with the curve in the absence of DAA, implying that two different species are being desorbed in this potential region. The anodic peak near 0.0 v increases markedly with increasing pH. The well-defined anodic peaks at pH 8.9 and 9.6 were accompanied by an appreciable increase in the current flow (in excess of O.luA), and, therefore, is a "pseudo-capacity"'" due to a

There is an accelerating acceptance of change by management of cement companies. Diversity of response is noticeable in efforts across the country to reverse the downward trend in profits that brought margins in 1966 to the lowest point in 20 years. New concepts are emerging among managers as they seek to increase the efficiency in use of the basic corporate resources of men, capital and technology. The shift towards computerized control of cement manufacturing is making new gains as is diversification of cement companies into allied fields such as production and sale of natural and light- weight aggregates, crushed stone and concrete products. Increased interest in special products such as white cement and further moves overseas are also significant. Perhaps the most dramatic event of recent years occurred in Washington at hearings before the Federal Trade Commission where cement producers split on whether there should be FTC guidelines that would prevent ownership of ready-mixed concrete producers by cement companies.

BUMPS in No. 2 Mine, Springhill, N. S., furnished the main feature for discussion at the morning meeting* on Ground Movement and Subsidence on Feb. 18. Walter Herd, the author of the paper by which the discussion was introduced, not being well, was unable to be present. The paper was presented by T. L. McCall, who laid stress on the presence of sand- stone as the cause of bumps, on the value of retreating longwall in eliminating such phenomena at the coal face and on the advantage of wide headings with packs on either side, leaving space behind them for any coal that bumps might dislodge. George S. Rice, who presided, referred to his visits to the Nova Scotia mines and said that bumps usually occurred only where the coal was thick and strong and the roof and floor both more than usually hard. If any of the three were weak, bumps were not likely to occur. In the Nova Scotia mine, to which Mr. Herd referred, there was no material for packwalls and for this reason as well as for safety he had been convinced that long- wall retreating with a small percentage of pack walling was the most feasible plan.

THE period of new oil discoveries in Illinois began in February 1937, when The Pure Oil Co. found the Clay City field the forerunner of a number of limestone pools. The importance of the area was emphasized greatly in December of the same year with the discovery of excellent sand production by The Carter Oil Co. at Louden and in June, 1938, with the discovery by The Texas Co. of the Salem field producing from two sands and one lime- stone horizon. By September, 1939, new discoveries in Illinois were estimated to have added, under prevailing production practices, some 500,000,000 barrels to the crude oil reserves of the United States and to have produced to that date some 63,000,000 barrels with daily production passing the 300,000-barrel mark by Sept. 1.

COBALT is a silvery white metal with a slight bluish cast, strongly resembling nickel in its appearance and properties, notably its resistance to corrosion, although its alloys with other metals differ quite decidedly in their properties from those of nickel. The name cobalt was derived from the German "Kobold" meaning goblin and this came to be applied to the cobalt minerals which, although they resembled ores, did not readily yield metal when smelted by the primitive processes available in the Middle Ages. Cobalt minerals were used as pigments by potters and glass workers before the Christian era. Cobalt blue glass was found in the tombs of the Egyptians and in the ruins of Troy, and many colors used by the ancient Greeks and Romans contained cobalt. The ancients were entirely unaware that the colors they used were caused by cobalt and the metal itself was only isolated about the middle of the eighteenth century by Brandt although the preparation of cobalt compounds had been carried on in a small way ever since the opening of the silver-cobalt deposits at Schneeberg, Germany, in 1470. The metal is fairly hard, with a density when pure of 8.81 in the cast state and 8.92 after working. The commercial grade of cobalt has a density of about 8.75 in the cast state. The atomic weight is 58.97. The Brinell hardness of the pure metal is 124; that of the commercial grade varies from as low as 100 to as high as 138, depend¬ing upon the impurities present. Pure cobalt has a sharp melting point at 1478°C. The tensile strength of the pure metal in the cast condition is said to be higher than that of any other pure metal. Kalmus gives it as 34,400 lb. per sq. in. for cast unannealed metal; the effect of annealing at 850 to 900°C. is to raise the strength slightly. The yield point is close to the ultimate strength and the reduction in area and elongation are both low. Mechanical working raises the tensile strength of pure cobalt rapidly and in the form of wire it will be over 100,000 lb. per sq. in. The presence of small quantities of carbon in the commercial metal raises the tensile strength to as high as 61,000 lb. per sq. in., the reduction in area and elongation being raised at the same time to approximately 20 per cent.

THERE has been much interest recently in the iron ore supply of the Lake Superior district. It may be of interest to this meeting to give some thought to this situation, dealing more particularly with the present great iron ore deposits of this section. Ores from its various iron ranges are the foundation of the tremendous tonnage of steel and iron of all kinds produced in the territory along and adjacent to the Great Lakes, drawing the bulk of its supply from this northwestern ore country. For a number of years estimates have been made of the quantity of available ore. The latest study, by M. C. Lake, chief geologist of the M. A. Hanna Co., is of great interest and brings the estimated tonnage to Jan. 1. 1929.

IN the Wall Street journal for March 1, 1941, was a tabulation of the construction under way or under negotiation by thirteen iron and steel companies for a predicted increase in annual coke production of 3,165,600 tons. That even this figure was short of the mark is indicated by other plans, then being considered, for a later expansion of 2,610,000 tons additional. Considerable progress has already been made on thin program, for approximately 500 new ovens were put in operation in 1941. and well over 200 should be completed in 1942. These figures include a number of units that replace older and obsolete equipment.

In part 111' of this series it was shown that during the selective oxidation of a 3 1/4 pct Si-Fe alloy in damp hydrogen, only silica, (observed at room temperature) as low cristobalite or low tridy-mite or both, was formed as an oxidation product. In some in- „ stances where the film was fairly thin (probably well under 100A) there was some suggestion of an amorphous form of SiO2. The present investigation of oxidation rate showed that the selective oxidation of silicon-iron can be rather complicated, and apparently impossible to rationalize in an unequivocal manner. In some temperature regions, notably near 800" and 1000°C, the data seem to obey the familiar parabolic rate law. However, at intermediate temperatures complications were noted, some of which are possibly due to the order-disorder reaction in the silicon-iron solid solution. IN an earlier report' it was shown that during the oxidation of 3 1/4 pct Si-Fe alloys in H2O-H2 atmospheres only silica films were formed in the temperature range from 400° to 1000°C in hydrogen nearly saturated with water at room temperatures, or at dew points as low as -45°C. In the work to be reported here, some observations are made on the rate of oxide film formation. As in the earlier investigation, electron diffraction patterns generally showed either low tridymite or low cristobalite or both, except for some very thin films. These sometimes showed diffuse rings, presumably due to a very small crystallite size, or in a few cases, diffuse bands probably caused by an amorphous film. EXPERIMENTAL PROCEDURE Vacuum-melted silicon iron made of high-purity materials was rolled into strips 0.014 in. thick, and cut into samples 1/2 in. wide by 1 in. long. Chemical analysis showed 3.2 pct Si and 0.002 pct C. All samples were surface abraded with 600-grit paper, were solvent cleaned, and then placed in an paper,apparatus containing a "Gulbransen type"2 micro-balance. Here the gain in weight of the samples of about 5 sq cm area could be followed as a function of time during the oxidation caused by the water in atmospheres of various controlled water-hydrogen ratios. The water-hydrogen ratios can most easily be described as varying from a dew point of 0°C (PH2O-p^2 = 6.2 x 10-3 , to K (P j -40°C (PH2O/PH^= 1.3 X 10-* Most of the experiments were conducted at the 0°C dew-point atmosphere because drier atmospheres caused so little gain in weight that the accuracy of measurement was poor. Because of this, only the data obtained at PH2O,/P,,,= 6.2 x X3 will be reported. The temperature range extended from 800" to 1000°C; and most of the oxidation runs lasted for about 24 hr. The reproducibility of any reading was about ± 1 ?, but the sensitivity of the balance was about 0.2 ?. The atmosphere, flowing at 200 cm per-min, was preheated to the furnace temperature before contacting the specimen. While the gas flow caused a measurable lift on the sample, it was ordinarily sufficiently constant so that it was not an appreciable source of error. X-ray and electron diffraction checks of the samples before and after oxidation showed no evidence of preferred orientation, either on the metal samples or on the silica films formed. EXPERIMENTAL RESULTS The data obtained are summarized in Table I, and some are given in detail in Figs. 1 to 4. In the fourth column of Table I, kp refers to the parabolic rate constant in the expression (?/cm2)2 = kpt + c [1] where ? = micrograms gain in weight kp = parabolic rate constant in units r2 /cm4 t = time in minutes c = constant It will be noted that in many cases no value for kp is given; this is because in these instances the data did not obey the parabolic rate law. The silica film thicknesses given in the last columns are values calculated from the weight gain, an average tridy-mite-crystobalite density, and by assuming a perfectly plane surface. Fig. 1 shows the data plotted in the form of Eq. [I], hence a linear plot indicates parabolic behavior. It has been frequently observed in the literature that
