The South Texas area, discussed herein, represents districts 2 and 4 of the Texas Railroad Cominission and extends from Jackson, Lavaca, and Gonzales Counties on the northeast to the Rio Grande River, comprising a total of 26 counties.$ The present boundaries of this district do not coincide with those of earlier reports published in the annual volumes of Petroleum Development and Technology. The war, in its various ramifications, determined and controlled all the phases of the oil and gas industry. Priorities for material and governmental subsidies determined all new operations. New Pools In our opinion, the combine' quantity of crude and distillate reserves added in '943 approached Or possibly exceeded the amount produced. Thirty-five new pools were added to the area' Of these, five have significant reserves and ten offer possibilities of containing consequential reserves. The largest proven reserve discovered during the year was the Slick pool, on the DeWitt-Goliad County line. This is also the most important Wilcox discovery to date in the area. The most significant extension was at Willimar, Willacy County. Other important extensions were developed at Agua Dulce, Seeligson, and Odem. Except for the Porter field, in Karnes County, the Laredo trend, which produces lrom the Jackson and Yegua, proved very disappointing, and this pool is o:C secondary importance. The Scott and Hopper pool, Brooks County, has only orie well, but offers excellent possibilities of becoming an important discovery. It represents at this time the major Frio discovery of the year. The Hobson pool, Karnes County, is not a major reserve, but can be classed as important in that it produces at a shallow depth from the Wilcox. This proves that the potential area of production for this zone occupies a broad trend. Gas and Condensate During the year construction was begun on only one recycling plant, this being in the Sejita field, Duval County. Several others were colltemplated, but no actual operations were begun. The most important development in recycling was the rebuilding of old plants to allow for the fractiona-tion of isopentane, n-butane, isobutane, and propane. Heretofore all pentanes plus have been marketed as cLdistillate,n only a minor portion of the butanes being isolated and sold for fuel purposes. All these new the except propane, are considered vital to the war effort and propane is being marketed as fuel gas. In other instances propane is being isolated and then pumped back into the gas reservoirs for storage. It is anticipated that the demands for this product will increase in the future. Mining in the Pacific Coastal Region has passed through three stages of development. First came the gold rush days, a period when gold and silver were the objects of intensive search. Second was the development of the high-grade base-metal deposits and of the smaller and more refractory precious metal deposits. And third was the modern period that covers the discovery and development of the rarer metals, of large low-grade deposits, and of the industrial and nonmetallic minerals. Brief discussions of the salient geologic features of the region and of a few of the better known mineral deposits are given. The regional geology is favorable for continued exploration and discovery of new deposits and districts.

In view of the good results which have followed the wide discussion of the rail-specifications of the American Section of the International Association for Testing Materials, I now offer for discussion its specifications for steel forgings and steel castings. It is not necessary to emphasize the importance of reaching definite conclusions on these subjects. Engineers, consumers and manufacturers are alike interested in securing good, reliable, uniform steel. In this connection, I would call particular attention to the important paper read by Mr. C. H. Ridsdale, last September, before the Iron and Steel Institute, as bearing on them; and, for convenience of reference in the discussion, I append the Table in Section VI. of his paper, on a Manifestations, Classified mider Heads of Faults of Different Types. appearing after Treatment by the User, for Tracing their Probable Source."* The discussion of these specifications will be practically a continuation of our former discussions on "The Physics of Steel." We have passed through a period in which the chemical composition of steel has received the greatest prominence; but failures of steel forgings and castings of the best chemical composition have shown that we could not control the quality of the finished product by the chemical composition alone. It must be admitted that differences in the physical properties of the steel, greater than those due to small variations in composition,are produced by heat-treatment, both in connection with the mechanical work of forging and otherwise. The present result is a strong tendency to deem the heat-treatment more important than the chemical composition. I think the mean course is the safer. We should give them equal importance; for we know that to produce the best results me must start with a good

The careful work of Gross and Zimmerleyl has established the fact that the energy actually used in grinding is proportional to the new surface produced. This confirmation of Rittinger's law was made by crushing quartz in a frictionless drop-weight machine and determining the surface of the quartz by its rate of solution in hydrofluoric acid. The details of this procedure have been described adequately elsewhere and need not be repeated here. The resultant data furnish the only available basis for comparing accurately the efficiency of grinding machines. This method is so cumbersome experimentally that it has been little used. As an alternative all sorts of approximations have been proposed. The best of these is complete size analysis by sieving and elutria-tion. Such procedure is very lengthy and difficult to carry out accurately. Furthermore, any sizing method becomes very inaccurate for determining surface with very fine sizes where the ratio of surface to volume becomes very large. To avoid the lengthy and difficult technique of elutriation it has been proposed to estimate the size distribution below 200 mesh from various probability formulas. Such a procedure is at best an engineering approximation; at worst it is a mere guess. Some time ago Dr. V. H. Gottschalk2 found that the coercive forces of magnetite powders were directly proportional to the surface area, regardless of size distribution. It was at once apparent that this furnished a method for determining grinding efficiency quickly and accurately. The only requirement was a single determination of the relation between the work input of the Gross-Zimmerley drop-weight machine and the coercive force of the resultant crushed magnetite. THE etch-pit technique has long been used to reveal low-angle boundaries and, in general, the distribution of dislocations in high-purity metals. Often this technique is amenable to quantitative computations,' but generally is affected by some degree of uncertainty because etch pits can be nucleated not only by dislocations, but also by inclusions and surface imperfections. In the case of high-purity zinc, Gilman' reported that etch pits were produced only after adding 0.1 atomic per cent of cadmium to the crystals and aging at a proper temperature. In the course of a study of low-angle boundary behavior in zinc crystals, etch pits were produced in 99.999 pct zinc without resorting to intentional contamination, by etching in a 50:50 HNO3H2O solution. The technique consists of etching until the heat of reaction brings the solution to a boil, and in displacing the etchant rapidly with a stream of cold water, thus avoiding staining. The undesirable features of this technique are the heating effect and the removal of a considerable amount of material. A high polish is obtained if staining is controlled properly; therefore, the etch pits appear very clearly and with excellent contrast when observed under dark field illumination. This is especially helpful for cursory examinations at low magnifications. Several observations were made on zinc crystals of square cross section, having one face parallel to the basal plane and one edge parallel to a slip direction, Fig. l(a). When such a crystal was bent about 2" over a glass die and annealed at 390°C, a sharp boundary was formed only in the inner portion of the crystal. Near the two prismatic faces, perpendicular to the basal plane, the boundary was always branched into many lower-angle boundaries, Fig. 1(b). Attempts to move the main boundary by applying a shear stress to the specimen invariably resulted in curving the boundary, the branched ends remaining pinned in their original location, Fig. 1 (c). The prismatic face, when etched as indicated in the foregoing, revealed the existence of numerous (sometimes up to 30) fine boundaries, nearly parallel to each other. Pre-existing lineage boundaries, generally parallel to the direction of growth, were barriers to the formation of polygonization boundaries and interrupted the continuity of the substructure, Fig. 2. This paper presents the results of an investigation of the effect of cold-working and annealing treatments upon the occurrence of preferred orientation in annealed brass wire. The subject has received less consideration than has the same phenomenon in annealed brass sheet or strip, and perhaps very properly so in view of the obvious and undesired results obtained in the forming or drawing of strip having preferred orientation, which results are in contrast with the lack of any spectacular visual evidence in wire. The factors of cold-working and annealing that control preferredness in strip are naturally expected to function similarly in wire. Indeed, one might expect the condition to be commoner in annealed wire, because the severity of the cold-working between anneals in commercial Practice is usually much greater for wire than for strip. For example, a wire that is to be finished in the annealed condition on a diameter of 0.040 in. is commonly subjected to a final reduction of 90 per cent between the last two anneals, the large reduction being accomplished in the successive drafts of a multiple-die machine. Wire for rivets, for instance, on 0.125-in. diameter, although given a slight reduction of about Io per cent after the final anneal, may have been given a prior reduction of 75 to 80 per cent. Barrettl states the fiber axis of annealed 70-30 brass wire to be [111], with some indication of [IOO] as a secondary fiber axis. Croft and Sachs2 have reported briefly on some differences in brass wire with random and with preferred orientations. They showed statistical plots of the twin-band angles with respect to the wire axis or direction of drawing as observed on an axial plane. They also pointed out that the resistance of the wire to corrosion-cracking when externally stressed and exposed to a mercurous nitrate solution decreased as the degree of the preferred orientation increased. Material and PRocedure All the wire for the investigation was processed from one portion as cut for extrusion from a cast billet of the following analysis: 70.13 per cent copper; 0.01 lead; 0.01 iron; 0.02, nickel; 29.83 zinc (by difference). The billet section, 8 in, in diameter, was extruded hot to 3/4-in. diameter, after which it was processed by alternate cold-drawing and annealing treatments as indicated in Fig. I. The earliest anneals in process were at about 1100°F. and the next to the last reductions by drawing were 58 per cent. The diameter of the finally annealed wire was 0.132 in. Semifinal anneals were at 800°F., 950°F. and 1100°F. and reductions of 47.5, 74, 83.5 and 89.5 per cent were employed in drawing to 0.132 in. AT the meeting of the Board of Directors on Jan. 28, 1927, the tentative budget of this Institute for next year was discussed, and in connection with the evident necessity for a larger income to meet increasing demands for service, the advisability of in- creasing the dues of members, was brought up. W. Spen- cer Hutchinson advocated an upward revision of the dues "believing it necessary that the Institute have a larger income, in order that it may carry on necessary work and render adequate service to its membership." Since this is a matter that directly affects every member, .President Taylor was directed to appoint a committee, which he did, consisting of George D. Barron, W. H. Bassett, and R. H. Sweetser, with T. T. Read as secre- tary, to bring in a tentative outline of the main factors in the problem for discussion at the annual meeting, on Feb. 15, and to prepare, after they have had the benefit of the discussion at that meeting, a report for the board. The amount of the annual dues is fixed by the con- stitution and can only be changed by proposing an amendment to the constitution. This amendment would have to be submitted to the members by letter ballot at the time of the election of officers for 1928, so that no change can be made in the dues for 1927 in any case. WHY THE INSTITUTE NEEDS MONEY At the annual meeting past-president Reynders, as chairman of the executive committee made the follow-ing report, which since it admirably sets forth the rea-sons why an increase in the dues has been suggested, is included here. "The report of the president has covered the situation so fully that little is left for me to say. However, a word in regard to the functions of the executive com-mittee may not be out of place.

An improved technique is described for the accurate determination of melting points of metals in the temperature range 1500' to 2500°C. The improvements consist of gradient heating and refinements in cavity preparation to obtain true black-body conditions. The melting point of hafnium, as determined by this method, is set at 2222°±30°C. This is over 200°C higher than one of the values reported earlier. Discrepancies in the previously reported values for the melting point of hafnium are explained. The melting points of zirconium and titanium are found to be 1855O±15OC and 1668°±10°C, respectively. Reproducibility of results was ±3OC. PRIMARILY, this report is being made to correct a 1975o±25oC1 value for the melting point of hafnium, and to present an improved method for melting point determination. As a matter of interest, the technique was also applied to determining the melting point of zirconium and titanium. There is a wide difference in the melting point of hafnium as reported by competent investigators. DeBoer and Fast' reported a value of 2230°±500C, and later work of McPherson, as reported by Aden-stedt, placed the melting point at 1975o±25oC. Zwikker" calculated that the melting point was 2430°C. In resolving this discrepancy, improvements were made in the procedure for determining the melting points of refractory metals in the range 1500" to 2500°C. Special techniques are necessary to determine the melting point of these metals accurately. Since the metals oxidize in air above 900oC, the determinations must be carried out in an inert gas or vacuum. Also, every known refractory contaminates them to some extent. In addition, the attainment of true black-body conditions is always difficult. DeBoer and Fast actually determined the melting point of Hf-Zr as-deposited iodide process alloys and extrapolated to 100 pet Hf. McPherson employed a tungsten wire suspension similar to that described by Schramm, Gordon, and Kaufmann,1 and used hafnium metal produced by the iodide process. There was no apparent reason for the wide spread in melting points, since the quality of the metal was very good and the work was under the direction of highly competent investigators. Retracing some of this work revealed one understandable error in the case of hafnium, and led to development of an improved technique for determining melting points of reactive metals in the range 1500" to 2500°C. Material Crystal bar hafnium, zirconium, and titanium were used for this work, with analyses as shown in Table I. The hafnium was of the highest purity that has been prepared, though not as pure as the zirconium and titanium. At the instigation of the Pittsburgh Area Office of the AEC, a special lot of Hfo2 was purified, converted to the tetraflouride, and bomb-reduced with calcium, all at the Iowa State College Laboratories. This crude hafnium metal was then refined by the iodide process at the Foote Mineral Co. All specimens were cut with a Sic wheel, ground, pickled, and dried carefully before use. Procedure General Tungsten Suspension Method—In this method, a small specimen is suspended by a fine tungsten wire in a slender, induction-heated tungsten or tantalum cylinder, all under vacuum. The melting point is determined by heating the specimen slowly while observing it with an optical pyrometer focused upon a portion of the specimen that radiates as a black body. This means that there should be no reflected radiation, either from colder objects near the pyrometer or from hotter surfaces. The induction heater would be the only hotter object and, if it is slender enough, the specimen will attain the same temperature. Often a slender hole is drilled into the specimen as a source of black-body radiation. This was the general method used by McPherson in obtaining his value of 1975°C for the melting point of hafnium. This paper discusses the actual recovery and installation of a longwall in a bituminous coal mine in western Pennsylvania. The coal bed mined is in the Lower Freeport seam, which averaged 1.07 m (42 in.) in height locally. Drainage from the mine is about 13.25 ML/day (3.5 million gal per day) of water. This water deteriorates the mine's predominately fire clay bottom making it extremely difficult to move equipment. Support removal is accomplilshed by pulling the 5.44 t (6 st) shields out under their own hydraulic power and transporting them by track 8.05 km (5 miles) to the next longwall panel. This paper also discusses the changes that will be made to aid in the succeeding longwall recoveries and installations.

This is the more appropriate, since Mr. Morse has mentioned me by name, and has cited my "Review of the Russell Process,"* so that silence on my part might be taken as indicating an assent which I cannot give. On the first page of his paper Mr. Morse says that the " goingback " of chlorination was " the only difficulty encountered at Aspen," and adds that he has " never seen any explanation " of the cause. The amenability of a given vanadium ore to any given treatment depends largely on the mineralogic combinations of vanadium in the ore. Quantitative data on vanadium mineralogy provide not only an objective basis for selection of proper treatment, but also may eliminate many time-consuming amenability studies whose results are empirical, at best. Vanadium is distributed through the interstices of mineralized sandstone ores in the form of oxidized vanadates, reduced oxides, and silicates. Oxidized vanadates, e.g., carnotite, tyuyamunite, etc., are most readily beneficiated by simple acid leaching. Reduced oxides are more slowly solubilized, but relatively amenable to most acid treatments. The layered silicates, roscoelite, mixed layered mica-montmorillonite, and chlorite, are least amenable to most acid extractions, and constitute an assemblage of vanadium- bearing clays that are common to many sedimentary deposits. Vanadium is combined principally as layered silicates in the clay fractions of many sandstone ores. Mineralogic studies in this paper are largely confined to clay minerals, and to their amenability characteristics in low pH liquors.

NEARLY every technical man is called upon at some time in his life to deliver a paper before a technical audience or to write a technical paper for publication. It is not necessary to be an accomplished public speaker to deliver a technical paper successfully; it is only necessary to bear in mind a few obvious points. Poorly presented papers are nearly always the result of a few errors of deportment, but they are vital and at the same time so obvious that they are often overlooked. Experience is a good teacher but a little study and careful preparation will moderate the suffering of both an amateur speaker and his audience. An author's paper suffers, through poor delivery, in direct proportion to the suffering of his audience. The best test of a paper is to have it read aloud to the author. This will bring out faults not apparent when read silently by the author. Some of the things which will probably need correcting are improper phrasing, noneuphonic sequences, and long or involved sentences. Frequently authors write their papers in short crisp sentences for oral presentation, then rewrite them for publication.

Watts opened the discussion by a general outline of the important points to be covered, in sampling a mine and the methods to be used in the various stages of the work. All the members present successively contributed details from their personal experience. The March meeting of the Section was held at its headquarters on Mar. 15. Twelve members were present, with Dr. Theodore B. Comstock in the Chair. The subject announced was Secondary Enrichment and all present took part in the discussion, Frank Robbins contributing a short paper on some observations in Central America. AGAIN the records show an unprecedented enrollment of students in the mineral technology schools of the United States and Canada. In the current year, 1938-'39, 9619 students were resident in the 53 schools of the United States arid 1014 in the six schools of Canada. These data are from my fifth study of the mineral technology schools of the United States and Canada. the last previous study having been made for the year 1936-'37. The undertaking as previously was made under the auspices of the Mineral Industry Education Division of the A. I. M. E. The data or, the various schools were collected in the same way as for former studies.

A revised treatment of the authors' published data eliminates the complex relation previously proposed between concentration of silicon and activity coefficient of oxygen in liquid iron. IN a recent experimental study of the reaction SiO2 (s) = Si+ 2O; Kf, = [% Si] [% O]² [1] the authors' found a substantially constant equilibrium product in liquid iron at 1600°C of 2.8x10-5 They also reported extensive data on the reactions: SiO2 (s) + 2H2 (8) = Si- + 2H2O (g); K'2= [% Si] (H2O/H2 [2] and H, (g) + 0 = H2O (g); K'3 =( H2 O [31 (H2) [%O] From the results on reaction 3 and earlier data of Dastur² on this same reaction in the absence of silicon, they determined the activity coefficient of oxygen, f0, on the basis of the definition K3 = (H2O)/ (H2)f0 [% 0] where K, is the equilibrium constant and f0, is taken as unity in the pure Fe-0 system. Similarly values of fsi were deduced from results on reaction 2. In a more recent study" of analogous reactions in the system Fe-A1-0, it was found impossible to reconcile the results on reaction 3 with Dastur's data; accordingly the latter were ignored and the equilibrium results were extrapolated to find a value of K, at zero concentration of aluminum. This procedure failed to locate the cause of the discrepancy but it did yield reasonable values of activity coefficients. It also avoided introduction of the complex empirical relation between the oxygen activity coefficient and the concentration of the added element. The same type of discrepancy exists for system Fe-Si-0.' In the earlier paper an attempt was made to fit both sets of data by a single curved line (Fig. 6 of ref. l), the form of which is contrary to the theoretical requirement of a finite slope at infinite dilution. In the light of experience on the Fe-A1-0 system the discrepancy must be recognized as one which can be resolved only by more refined measurements. Accordingly Figs. 6 and 10 are retracted. It is pointed out also that until the discrepancy is resolved Figs. 7, 8, and 11 are subject to some uncertainty. Qualitatively the following conclusions still appear valid: 1—The activity coefficient of oxygen is reduced by addition of silicon. 2—In dilute solutions the activity coefficient of silicon increases with its concentration. 3—With respect to equilibrium in reaction 1, the above effects are approximately compensating. The discussion of K'1 in the previous paper requires no revision. It was pointed out that the constancy of the product [% Si] [% 0]² ndicated a compensating effect of the activity coefficients of silicon and oxygen. Therefore, as a very good approximation, K1 = K'1 and the following average values are suggested both for K, and K', at the temperatures 1550°, 1600°, and 1650", respectively, 1.0x10-", 2.8~10-" and 5.5 ~lo-'. Revision of the thermodynamic treatment is necessitated by the recent appearance of new data, based on a combination of combustion and solution calorimetry,' which yields for the heat of formation of low-cristobalite from the elements, the value —209,330 ±250 cal per mol at 25°C. This is about 4000 cal larger than the value previously accepted. The new value for cristobalite is used, together with Kelley's tables of high-temperature heat contents" and entropies and with Korber and Oelsen's' heat of fusion of silicon to obtain the following equation for the standard free energy of cristobalite in the temperature range 1700" to 2000°K: Si (1) + 02 (g) = Si02 (crist.); ?F° = -217,700 + 47.OT [4] The free energy of solution of 0, in liquid iron is:8 O2 (g) = 20 (in Fe); AF° = -55,860 - 1.14T [5] and these two equations are combined to give: Si (1) + 20 = SiO, (crist.); AF° = -161,840 + 48.14T [6] ?F°1873 = -71,700 cal. From the experimental value of K, = 2.8x10-5, Si + 20 = SiO2 (crist.); ?F°1873 = -39,000 cal. [7] The combination of Eqs. 6 and 7 yields the free energy change when liquid silicon dissolves in iron to form the dilute solution of unit activity (1 pct). Si (1) = Si; ?F°1873 = -32,700 cal. [8] The heat effect in this process according to Korber and Oelsen' is an evolution of 28,500 cal per gram

Previous studies of plastic deformation of metals have emphasized the important role of bending and constraints during strain under relatively pure stresses.1"5 Some new phenomena such as early conjugate slip6 and polygonization7 are intimately concerned with the relief of bending stresses, the former by slip and the latter by a process analogous to re-crystallization. However, few analyses of the bending deformation of single crystals were found in the literature, and those8,9 are sufficiently previous to the modern interpretations of slip to invite further investigation in this area. The transverse bending mode of testing, using the two-point loading method, was selected because the center portion of the specimen may be considered as under a theoretically pure bending stress with a uniform bending moment. Considerable attention was given to both the lattice distortion and flow characteristics of the crystals during deformation. Experimental Proeedare A specimen under the action of equal and opposite couples at both ends is said to undergo pure bending. The shear and moment diagrams of a specimen under the two-point loading method of transverse bending are shown in Fig 1. The moment over the middle-third of the span is equal to PL/6, and the vertical shear is zero. Fig 2 (A) illustrates the stress distribution in the elastic range on a plane across the middle of the specimen. It can be seen that the normal stress has a maximum value at the extreme surfaces on the tension and compression sides, and decreases proportionately to zero as it approaches the neutral plane. However, when the plastic range is reached, the stress distribution is no longer a straight line relation, but changes in a manner which can be best illustrated as shown in Fig 2(B). The following calculation and stress analysis are mainly in accordance with the works reported by Timoshenkol0 and Kochendörfer.9 From the simple beam formula, the maximum normal stress will occur at the surface of the specimen. For a round specimen with a radius r and for a rectangular specimen with a height 2h and width 2b, the maximum normal stress, Sp, will be given by the following formulas: For round specimen: 2PL Sp = 3pr3 [1] For rectangular specimen: Sn = 8bh2 [2] Since it is reasonable to consider that slip takes place under the same conditions as in uniaxial loading, the resolved shear stress S?, along the operative slip direction will be as follows: For round specimen: 2PL sin x cos ? Sp = 3pr3 sin x cos ? [3] For rectangular specimen: PL S8 = 8bh2 sin x cos ? [4] where X is the angle between the specimen axis and the slip direction and X, the angle between the specimen axis and the major axis of the glide ellipse. It was also reported by Kochenclorfer9 that the critical bending moment, that is, the bending moment exerted on the specimen to initiate slip, should be higher than the value given by the equations stated above. In order to clarify and amplify the existing data concerning the action of the cementing material in cemented tungsten carbide alloys, the authors have initiated this investigation of the entire range of cobalt-tungsten carbide alloys. Inasmuch as the ultimate objective is relative to what actually goes on during the sintering of cemented tungsten carbide materials, this work was necessarily restricted to heat treatments similar to those used in actual production of these materials. In the course of numerous experiments, the authors have noted several conditions that indicated that there was a solubility to be considered. Among these factors are the following: 1. Many of the alloys showed a much larger amount of binding constituent to be present than could possibly be accounted for by the cobalt content. 2. In many areas, grains of the carbide constituent are much larger than the particles of carbide originally added. In addition, these grains are of very regular contour. 2a. In samples of cemented tungsten carbide which had been fused in the atomic hydrogen torch in the presence of excess binder constituent, immense grains are formed, and their shapes are very regular. This is also true when the cemented tungsten carbide of 13 per cent. Co content is fused alone in the atomic hydrogen torch. Contrary to general expectation, chemical analysis of this material, after fusion in the atomic hydrogen torch, checks the analysis of unfused material. 3. In making the cemented tungsten carbide materials by the process of exerting the pressure at the time of heating a certain portion of the ' contents squeezed out of the mold. Chemical analysis has shown that this material contains approximately 12 to 20 per cent. of tungsten. The microstructure shows a cored dendritic structure interlaced with eutectic network, and some graphite, as shown in Fig. 1. 4. Thermal analysis of these materials has consistently indicated an arrest point close to 1350" C.
