Introduction Newmont Mining Corp.'s Carlin Gold Mining Co. mines gold ore and waste material from four open-pit mines in Northeastern Nevada. Combined production rate is 24.5 Mt/a (27 million stpy). The company is producing gold bullion from the 2.4 kt/d (2600 stpd) Carlin Mill No. 1. and the 2.3 kt/d (2600 stpd) Maggie Creek heap leaching plant. In August 1985, the 6.3 kt/d (7000 stpd) Carlin Mill No. 2 at Gold Quarry came on-line. The total combined throughput of 11.2 kt/d (12,000 stpd) will make Carlin Gold Mining one of the largest US gold producers. Feasibility studies are underway to increase the total gold out-put from Gold Quarry. This will be done by adding a continuous dump-leaching process that will recover gold from lower grade ore. History In 1961, Newmont exploration geologists located claims in the Lynn Creek mining district near Carlin, NV. An exploration drilling program revealed significant gold mineralization. A stepped-up drilling program revealed an ore body with an estimated 10 Mt (11 million st) of ore containing 109 t (3.5 million oz) of gold. Test results in 1963 allowed metallurgists to develop the flowsheet and design for a 1.8-kt/d (2000-stpd) countercurrent decantation (CCD) cyanide plant. Carlin Gold Mining Co. was formed to operate the property. Carlin purchased its first mining equipment in 1965. This consisted of two Bucyrus-Erie 2.7 m3 (3.5 cu yd) shovels and nine 27.2 t (30 st) Wabco Haulpak trucks, two Inger¬soll-Rand track-mounted drills, one Chicago Pneumatic T-650 rotary drill, one rubber tired Michigan 280 dozer, one Caterpillar D-8 36A track dozer, one Caterpillar 16 motor grader, and the necessary ancillary equipment. The fleet was capable of mining 3.2 Mt/a (3.5 mil¬lion stpy) working two eight-hour shifts, five days a week. In 1967, one P&H 1500 3.8 m3(5 cu yd) diesel electrical shovel and three 59 t (65 st) Dart trucks were added to the fleet, along with a Chicago Pneumatic rubber tire mounted rotary drill. This equipment addition increased the mining capabilities to 5.7 Mt/a (6.3 million stpy). Three separate pits, the Main, East, and West, within a 1.6-km (1-mile) radius of the Carlin mill were being mined. The crew consisted of 46 hourly men and three supervisors. This equals 497 t/ total hourly manshift (548 st) or 407 t/total manshift (515 st). Rising gold prices in the early 1970s allowed lower grade deposits to be mined at greater distances from the mill. The Boot-strap pit, 19.3 km (12 miles) north of Carlin, was started in 1973. THE PROBLEM Two and a half years have gone by since the December, 1976 Civil Engineering article on subway costs caused such a furore. What has happened in this interval? Even after discounting the crushing inflation rate, costs are still increasing, and there is no sign of a turndown, even in the rate of increase. Some steps outlined in the article have been taken. In April this year, the first D.O.T.-sponsored Peer Review Group, made up of managers of other transit properties, met in Boston to review MBTA's $500 million Red Line Extension-Northwest for cost effectiveness. While the impact of a review at the end of the design phase, with substantial segments under contract, cannot be as effective as a review early in the design phase, it is nevertheless a start. This first meeting will be followed by a review of Boston's Orange Line relocation, the final design for which is just underway. In the industry at large two facts are evident: 1. We are failing to reduce underground construction costs. 2. Underground construction is in danger of pricing itself out of the market place. It has always been a greater challenge to design a Chevvy than to design a Cadillac, but it is the Chevvy we need today. Much attention has been focussed in the past on engineering design in the narrow sense: areas such as ground loading conditions and concrete design. "Uma Oya Multipurpose Development Project is under construction in Sri Lanka. This project involves 2 Rolled Concrete Core (RCC) Dams connected through a tunnel currently under construction by Drill and Blast method. The water is transferred from first diversion dam to the 2nd regulatory dam and from which, it will be transferred through a 14 km headrace tunnel to the top of a 650 m deep drop shaft that feeds the high pressure water to an underground powerhouse and turbine chamber for generation of 120 MW of electricity. The Headrace and Tailrace tunnels are being excavated by two 4.4 m diameter double shield TBMs. The headrace tunnel has already passed 5km milestone and is mined in hard rock, while the tailrace tunnel has been completed in rather weak and fractured ground. This paper will review the history of the project along with the geology of the site. The operation of TBM in headrace tunnel will be discussed in more detail, focusing on the challenges of excavating through very strong and abrasive quartzite and gneiss on this site, as well as reaches of tunnel in high inflow of water reaching 400 L/Sec. INTRODUCTION This paper aims to introduce the Uma Oya Multipurpose Development Project (UOMDP) as a hydro mechanical project in Sri Lanka, targeted generating hydro-electric power, transferring water for irrigation purposes and controlling seasonal devastating flood. This project lies in the south-eastern part of the central highland region of Sri Lanka (Figure 1). The main part of the project is located in the south-western part of the Badulla district in the province of Uva. The south-eastern end of the project site is in the central west of the Moneragala district (province of Uva). Bandarawela is the largest urban setting within the project area, located halfway between the upstream and the downstream ends of the planned hydropower plant and combination of dams, tunnels, and downstream facilities. The Multi-Purpose Project Of Uma Oya is planned to convey water from Uma Oya to Kirindi Oya Basin for hydroelectric energy generation includes Puhulpola RCC Dam on the Uma Oya river, Dyraaba RCC Dam on the Mahatotilla Oya river, a conveyance tunnel from Uma Oya to Mahatotilla Oya (L=3750m), a long feeder tunnel from Mahatotilla Oya to Kirindi Oya. The feeder (power) tunnel Lot consists of a headrace tunnel (L=15554m), the surge shaft (L=200m) and tank on the upstream of the vertical shaft, a vertical shaft with steel lining (L=650m), an underground powerhouse and a tailrace tunnel (L=3650m)."

Geologic ore controls are usually interpreted and modeled from cross sections and plans, as they are critical to construct meaningful and accurate ore reserves models. The geologic boundaries are often modeled as two-dimensional surfaces or three-dimensional solids and used as hard boundaries to constrain the grade estimates. In many cases, the geologic model is the most important factor in estimating the mineralized tonnage predicted by the reserves model, since it is generally drawn to separate the volumes of mineralized and waste material within the deposit. Because geologic models are interpreted from widely spaced drill hole data, the accuracy of the contacts of the different zones modeled could be poor. The lack of accuracy in the definition of geo-logic zones can have a significant impact on a resource model. In this paper it is shown that the geologic interpretation can and should be checked for potential biases. In particular, an unbiased overall volume of the original drill hole information with respect to the resulting solids and codes assigned to the block model is sought. In addition, geostatistical conditional simulations can be used to simulate the geologic attributes modeled, thus providing an alternative view of the geology, and a measure of the uncertainty of the geologic boundaries. The simulated geologic model provides an assessment of the impact of alternative geologic interpretations on the over-all uncertainty of the reserves model. In the case study presented here, the uncertainty of the geologic model is quantified for a difficult-to-model, high-grade copper deposit in northern Chile.

INTRODUCTION For many years mining at the Stobie mine of the Inco Metals Co. consisted mainly of fill-type mining for higher grade ores and block caving or blasthole open stope mining for lower grade ores. Open stope mining, although quite favorable in the initial stoping phase, has always presented problems in the pillar recovery phase, especially at depth. In 1966, sublevel caving was introduced. This method is ideally suited for low-grade ore and can be applied very successfully to intermediate or higher grade ores providing proper controls are enforced. Sublevel caving has three distinct advantages: it is highly adaptable to mechanization; it recovers the ore in one operation; and it provides adequate ground sup¬port and safety regardless of mining depth. This method does, however, make extra demands, particularly for new types of supporting services. The constant presence of rock makes quality control of the grade of the ore being extracted essential. Increased de¬velopment, different types of ventilation, roadways, and maintenance are only a few of the many changes re¬quired. The care and maintenance of the fleets of diesel equipment and the modification of equipment is a con¬stant challenge. CHOICE OF SUBLEVEL CAVING The question arises, why mine by sublevel caving? Fig. 1 shows a typical problem encountered by the open stope or blasthole mining method. Near the surface there is little or no ground support problem. As mining progresses to an intermediate depth, however, ground failure starts to occur in the supporting pillars. If open mining is carried beyond this point, the critical depth is soon reached, accompanied by hanging wall caving, ex¬tensive pillar failure, and the danger of losing control of the mining cycle. The rock caved from the hanging wall mixes with and dilutes the ore being extracted from the blasthole stopes. Ore losses occur when pillar failure pre¬vents drilling and development of part of the ore. The interruption to the mining cycle causes serious curtail¬ment in production until ground failure is controlled and the mining method changed to adapt to the new conditions. Having recognized the limitations of open stope min¬ing, alternatives were sought. The first alternative (Fig. 2) was to fill the open stopes with sand fill be¬fore extensive pillar deterioration occurred, recover the pillar ore by fill mining, and then convert to total fill mining below. If the ore grade is high enough it can support the costly fill method. Recovery will be at a much slower rate and will therefore extend over a longer period of time. On the other hand, sublevel caving gives complete primary mining recovery in a short time and is very adaptable to mechanization, which is now a necessity to combat spiralling labor costs and give greater produc¬tivity per man. Sublevel caving is ideally suited as a mining method for low-grade ore bodies which eventually reach a criti¬cal depth for open stope mining. DEVELOPMENT The development phase comes first and of course its main purpose is to gain access to the ore and provide a route for ore removal from the mine. Initially a 20% inclined service ramp is driven in the footwall rock (Figs. 3, 4, and 5). It is preferable to start at the top of a mining block and drive the ramp down¬ grade so gravity can assist in mucking the blasted de¬velopment round, and also access can be gained more quickly to the initial production area. The ramp nor¬mally turns at 3.1 rad (180°) about every 152.4 m (500 ft) to keep it reasonably close to the rock disposal

The Woodbury L-73 Tunnel involved the design and construction of a 96-inch tunnel driven through 8,080 lf of very difficult ground conditions. Anticipated ground and groundwater conditions consisted of potentially flowing silty sand with cobbles and boulders, mixed face of sand and sandstone and full face of the St. Peter Sandstone. Actual conditions were similar, although the quantities did change from bid quantities. This paper presents the approach used for development of the GBR regarding risk management. The means of arriving at a fair compensation for variances from the baseline values to address the actual encountered tunneling behavior of the soil, boulder count and its effect on production rates are presented.

Airborne dust emission standards are receiving growing attention. This trend is motivated by significant health studies that have shown adverse health effects due to exposure to dust. Currently, the air quality standards are not specific to particles in the nanoparticulate range (<1,000 nm). However, as our understanding of health related matters increases, it is very likely that nanoparticulate standards will be adopted. It was previously believed that typical comminution and material-handling practices could not result in airborne nanoparticulates. However, experimental studies using air monitoring and SEM have verified the presence of nanoparticulates in the air as a result of comminution and material handling. This means that emerging nanoparticulate air quality standards are a real possibility for industrial operations. With this emerging problem facing the minerals industry, effective suppression methods for nanoparticulates should be explored. Systematic studies have indicated that nanoparticulates from silica can be suppressed utilizing hygroscopic reagents such as calcium chloride. This reagent was as much as 93% more effective than water in suppressing silica nanoparticulates.

Any of you who served in the military remember the admoniton to "get the lead out," In the military environment, where cost wasn&apos;t always a factor, "get the lead out" was more often a call for activity of any sort than activity of a particularly productive nature. As a result, when the top sergeant yelled "get the lead out," lots of people started moving.. . usually to get out of his way. Now there&apos;s a new cry, ..one that comes not only from the military but from an entire nation threatened with dependence on foreign sources for its energy needs. That cry ...get the coal out, Like the earlier order, it&apos;s a call to activity. A signal that the coal reserves of the United States must be tapped so that Project Independence can succeed by 1985, But it&apos;s more than a mere call to activity; it&apos;s also a call to achieve productivity. ,a call to produce coal both efficiently and acceptably. And that leads us to the key questions of where the coal is going to come from to meet that 1985 goal, and how can it best be mined. Where will the coal come from? There&apos;s no doubt much of it must come from surface mining in the West. How can this coal be mined? There are several options available but there is an excellent case to be made for using mining shovels and haul trucks due to their versatility in stripping, loading and reclamation, We&apos;ll explore this approach in this talk today.

Introduction Argyle is located in the Kimberley region in northwest Australia (Fig. 1). It is a significant diamond discovery by world standards and is the first major diamond find in Australia. The deposit consists of a pipe and associated alluvial deposits. Before the 1970s, diamonds were known to exist only sporadically in Australia. They have been found occasionally in association with gold deposits in Western Australia. There is a small deposit near Copeton in New South Wales. Some alluvial occurrences have also been found in Victoria, South Australia, and New South Wales. The first indicator minerals in the Kimberley region of Western Australia were discovered in January 1973. Production from the alluvial deposits at Argyle began in 1983. A $430-million construction program to develop a mine and treatment plant capable of producing 25 million carats per year was completed in December (1 carat = 0.2 grams). Ownership and management Participants in the project are known as the Argyle Diamond Mines Joint Venture. The group consists of CRA Ltd., 56.8%; Ashton Mining Ltd., 38.2%; and the Western Australian Diamond Trust (formerly Northern Mining Corp.), 5%. The project is managed by Argyle Diamond Mines Pty. Ltd., a wholly-owned subsidiary of CRA. Marketing is undertaken separately by the Western Australian Diamond Trust and by Argyle Diamond Sales Ltd. (for CRA and Ashton Mining groups). History Ownership of the Exploration Joint Venture has changed over the last 12 years as various parties changed their shareholdings. The original Kalumburu Joint Venture was formed in 1972 with five participants, each holding a 20% interest. By 1983, a number of ownership changes had occurred. The end result is that two original participants have sold out. CRA now holds a 56.8% share and the Ashton Mining Group holds 38.2%. CRA also assumed project management in January 1977. Table 1 demonstrates the long lead times involved in developing a project.

The White Pine Copper Division of Copper Range Company is a large copper producer operating an underground mine, mill, and smelter on Michigan&apos;s Upper Peninsula. Principal water discharges are from the tailings basin where these discharges are high in dissolved solids because of mine water pumped into the basin. Principal air emissions are from the smelter where SO2 emissions are uncontrolled. Although water discharges and air emissions have not had significant environmental impacts, environmental regulations could require additional control procedures. Because of low copper prices and poor profitability, cost of compliance with possible new environmental regulations could have serious impact on White Pine with no apparent significant beneficial environmental impacts.

The electrical conductivity of rutile was optimised as a function of time, temperature and gas composition. These optimised conditions were used to treat rutile/zircon feed prep concentrate samples from a South African heavy minerals producer, prior to electrostatic separation. Enhanced separation between rutile and zircon was obtained when compared to untreated samples. Samples treated in a hydrogen atmosphere and cooled in nitrogen showed the best separation when passed through a high tension electrostatic separator using conditions of high sample temperature and high relative humidity.

Caterpillar’s 797 327-t (360-st) mining truck is currently being tested at the company’s proving facilities. Mine evaluations began in the second quarter. The unit will be commerically available in North America in 2000 and worldwide in 2001. The new model is the largest of Caterpillar’s off high-way truck line. In addition, the company has replaced its 966F series II and 970 F wheel loaders with the966G and 972G models. 797 mining haul truck Caterpillar developed the 797 mining haul truck in response to mining companies seeking to reduce cost per ton in large-scale operations. The 797 is sized to work with loading shovels used in large mining operations. And Caterpillar will match the body design to the material being hauled, to optimize pay-loads.

INTRODUCTION Nevada Goldfields began underground mining development at the Kingston Project in September, 1986, followed by mill start-up in March, 1987. The first gold pour in April followed three years of preparatory work in establishing a North American operational base for the production of precious metals by Golconda Minerals N.L., an Australian mining firm. GENERAL CORPORATE BACKGROUND The Golconda Group of companies was established in early 1983 in Australia. It began operations by successfully retreating tailings at several old gold mining sites throughout Australia. With the limited reserves available for tailings retreatment, Golconda began to look toward the future by conducting a gold exploration program in Australia. However, the continued high price of gold in Australia had limited the possibilities of acquiring good properties at a reasonable cost and consideration was given to looking outside Australia in addition to Golconda&apos;s domestic exploration activities. North America was favored because of the proven potential for substantial gold deposits, the established infrastructure which would allow for rapid and cost-effective development of new projects and the advantages of similar political and economic climates. In mid-1984, Golconda established an office in California and began an extensive study of over 100 prospects throughout the United States. Two prospects were identified as a result of this study whch showed merit; one was located at Empire, Colorado and the other at Aurora, Nevada. Negotiations were then successfully undertaken to acquire these two properties. Golconda&apos;s U.S. offices were moved to Reno, Nevada in early 1985 to facilitate management of its projects. To operate and manage these projects, a small Canadian company listed on the Vancouver Stock Exchange, Cannon Minerals, was acquired by Golconda and renamed Nevada Goldfields Corporation. The current structure of the company is shown below in Figure 1. A private placement of 2,575,000 shares of common stock at US54.00 per share was arranged by Jacksons Limited of Australia in association with W.I. Carr (U.K.) Limited of London. This placement resulted in US510.3 million being available in May, 1986 for the acquisition and initial development of the Aurora and Empire projects. While the financing was underway, project planning commenced on both the Aurora and Empire projects. The Aurora project was selected as the one to be initially developed because of its relatively advanced stage of development. The

Rare Earths: Understanding The United States complete failure of status and relevance in Rare Earth Oxides, Elements and Alloys. Although rare earth oxides are strategic and critical in their own right, elements and alloys are even more important for the development of "Green Technologies" and advanced weapons systems. America does not have an active domestic source of rare earth oxides. America does not have any Heavy Rare Earth Elemental or Alloy capabilities. The magnitude of this failure continues to become more apparent as the manufacture of REO based electronics and magnetic components moves eastward towards China. China has succeeded in outmaneuvering The United States and the world in its quest to control the Rare Earth Oxides, Elements and Alloys, and the many industries dependent upon REO. After a number of years of engineering and operating assignments and through many types of evaluations, the need for a simple analytical method of evaluating mine haulage alternatives became obvious. Haulage, like 50 many other facets of mining, is generally a sequence of interconnected events that change, often drastically from mine to mine. Often the operator or the mine engineer has neither the time, manpower, facilities, or information needed to prepare a detailed evaluation. For many studies or for routine variance analysis, that detail may not be necessary. The intent of this article is to present an approach for analyzing mobile mine haulage that is simple and straight-forward. These methods are not designed to replace more formal and detailed procedures that have been developed previously and are available in our technical libraries. They are offered as a tool to be applied to preliminary designs, feasibility studies, and variance analyses where more complete detail is not warranted. These methods will eliminate combinations that are not economical or appropriate before more intensive and complete evaluations are undertaken. These methods may also be used to evaluate ongoing operations and to plan changes in those operations. This presentation describes a series of steps that have evolved for the handling of haulage evaluations. It concentrates on the factors having major impact on the results. Because the approach is a sequence of distinct steps, a case study was chosen as the best method of presentation. This case is a composite of several actual situations that have been encountered within the last few years.

Investment in the ferrous sector between 1981 and 1985 will total about $9 billion, or 7.6% of the state budget for capital assets. The money will primarily go to complete the first stage of the Baoshan Iron and Steel complex and to increase steel production by 3 Mt* (3.3 million st) and seamless tubing by 0.5 Mt (551,000 st). Investment in 1983 will be about $3.5 billion, a 28% increase over 1981. Although data on nonferrous investment is less specific, the Chinese announced early this spring that the country&apos;s investment would be 2.6 times greater than the average spent during the previous five year plans. Geological surveying will also be stepped up. The Ministry of Geology and Minerals recently announced it will incorporate a search for metal and mineral resources into its second round of oil and gas surveys. The Sixth Five-Year Plan desig¬nates some actual production targets. Steel is to increase to more than 72 Mt (79.4 million st). The country&apos;s production of 10 priority nonferrous metals - aluminum (and bauxite), copper, lead, zinc, nickel, tin, antimony, mercury, magnesium, and titanium - is to increase 12.7%. Top priority is to develop aluminum production. Renewed efforts are to be made to develop gold and silver production and to increase rare earth and rare metal production. By April 1983 when the China Nonferrous Metal Industry Corp. was established, some five months after publication of the Five-Year Plan, the goals for nonferrous development had already been upgraded and changed to include: • development priority status equal to that of coal&apos;s; • an increase of more than 150% in the 1985 projected production level for the 10 top nonferrous metals (a move from the Sixth Five-year Plan&apos;s production increase of 12.7% to one of 34%); and • modification of the top 10 nonferrous metals list to include tungsten, molybdenum, and rare earths. Aluminum, copper, lead, and zinc maintained primary importance, while mercury, magnesium, and titanium were deleted. It is likely that the modification will be taken one step further and titanium will be substituted for antimony. China has already indicated its intentions to stabilize rather than expand its antimony industry, while press reports play up the titanium industry&apos;s importance to the country&apos;s development. In addition, the China Nonferrous Metal Industry Corp. announced that it expects to register a progressive annual increase of 4% in foreign currency earnings through export. China&apos;s nonferrous development efforts, therefore, appear two-pronged. First, the country&apos;s efforts will be directed toward self-sufficiency in its four major process and primary metals - aluminum, copper, zinc, and lead - and a number of other nonferrous metals that are in increasing demand by its light industry sector. At present, 96% of China&apos;s non¬ferrous consumption is composed of aluminum, copper, lead, and zinc. Substantial portions of that must be imported to meet rising demand. Second, efforts will concentrate on those metals that can be developed the fastest and are in "urgent demand" on the international market. Metals such as tungsten, tin, molybdenum, titanium, nickel, and rare earths will be given freer use of foreign capital and technology to increase production levels and raise quality. Examples of some projects in the area include upgrading the country&apos;s carbide industry and developing new high speed and tool steels to meet international standards. The mineral sector is a fundamental part of the U.S. economy. It contributes to the real gross domestic product (GDP) at several stages —basic (mining), intermediate processing, manufacturing of finished goods and construction. The real GDP increased by 3.5 percent from 2004 to 2005. The nominal GDP was $12.5 trillion at the end of 2005. Housing starts were up by more than 5 percent for the year, and the unemployment rate decreased to 5.1 percent in 2005 from 5.5 percent in 2004. The prime interest rate increased from 5.25 percent at the beginning of the year to 7.25 percent at the end of the year. The value of minerals mined in the United States in 2005 rose significantly because of increased unit prices for some metals —particularly molybdenum — and significantly increased production for some industrial minerals, mainly cement, construction sand and gravel, and crushed stone.

The Supervisory Computer System at Cities Service copper mine and concentrator at Miami, Arizona was installed at Pinto Valley in the spring of 1975. Design and specification [l] of the digital system was initiated jointly by key plant personnel at Pinto Valley and staff of Cities Service Research and Development Company. The Pinto Valley digital system [2] may be classified as a supervisory control system of hierarchical design. There are three fully independent satellite computers which retrieve and reduce the raw plant data from each of the three main operating areas - the primary crushing plant, the fine crushing plant, and the grinding and flotation plant. While the three satellite computers are core resident systems, the master computer is a disc-based operating system which also interfaces with a computer controlled on-stream x-ray analyzer system. Figure 1 illustrates the basic system configuration [3]. The software systems required to support a large system are quite diverse and vary greatly in function. The philosophy followed in dividing the software into three categories was designed to: 1) fully utilize existing process knowledge of technical staff; 2) delegate certain software tasks to outside sources already skilled and trained in software development; and 3) maintain final control over the design and operation of each system.

Metal-slag phase compositions of molten iron and ilmenite smelting slags or solid titanate phases were determined between 1500° and 1700°C. The influence of oxygen partial pressure and impurity oxide additions including Al2O3, Cr2O3, MgO and SiO2 were investigated along with amount of reductant-carbon. The XRD revealed that the quenched slag crystallized as pseudobrookite (M3O5) solid solution in equilibrium with iron. Silica additions formed separate silicate phases because of its immiscibility in the titanate phase. Under strong reducing conditions iron oxide was almost completely reduced and the slag phase solidified as a consequence thereof. Cr2O3. SiO2 and MnO were also reduced to a high degree. Under weak reducing conditions the slag was fully molten and non of the impurity oxides were reduced. A significant portion of manganese, some magnesia and silicon, in the form of SiO gas, were removed via the gas phase due to their considerable vapour pressures. Alumina was not reduced under the applied conditions. A comparison of the experimental results with industrial data clearly suggested that industrial ilmenite smelting process operated under non-equilibrium conditions.
