"Government’s equity role in the minerals sector is one of the nationalist measures implemented in order to ensure greater control and management of a country’s mineral resources. This paper evaluates the Tanzanian government’s equity participation in the minerals sector from 1996 to 2015. The research methodology included determination of the number of mineral rights, minimum allowable exploration expenditures in prospecting licences (PLs), and forms of equity role of the government. Data was collected and analysed for PLs, mining licences (MLs), and special mining licences (SMLs).The study revealed a number of challenges faced by the Tanzanian government as regards its equity strategy in the mineral sector. One of the major challenges was the secrecy surrounding agreements and contracts entered into between the government and private sector investors, which were concluded via various business ownership and mineral development projects. This secrecy resulted in non-transparency and lack ofaccountability in the mining industry.The financial benefits accruing to the government were inadequately realized, evident through inconsistent payments of corporate income tax and mining royalties by the mining companies. Furthermore, the government does not have solid mechanisms and frameworks for assessing non-financial benefits, thus it is difficult to measure the impact of these factors.It is recommended that the Tanzanian government review the Mining Act and Regulations of 2010 to include the provision of solid mechanisms and frameworks for all forms of government equity role.This paper is based on an MSc research study undertaken at the University of the Witwatersrand.IntroductionGovernments can grant private companies mining rights to extract mineral resources, or take a stake in the companies as well as establish state companies to oversee their interests in the minerals sector. The establishment of a state company to oversee government interests in the mining sector implies the direct participation of government by way of equity participation. Equity participation or role is defined as the holding of shares in an enterprise, company, or asset by individuals or a body corporate (Otto, n.d.; Brown, 2013; Natural Resource Governance Institute, 2015)."

"Underground coal gasification (UCG) is a fast-emerging, in situ mining technology that provides access to low-cost energy through the utilization of coal reserves that are currently not technically or economically exploitable by conventional mining methods.Groundwater monitoring for conventional coal mining in South Africa is well established, with SANS, ASTM, and ISO standards for the specific environment, location, and purposes. South Africa’s groundwater is a critical resource that provides environmental benefits and contributes to the well-being of the citizens and economic growth. Groundwater supplies the drinking water needs of large portions of the population, and in some rural areas it represents the only source of water for domestic use. Implementation of, and adherence to, groundwater monitoring standards are thus non-negotiable.The groundwater quality management mission, according to the Department of Water and Sanitation in South Africa, is set in the context of the water resources mission and reads as follows:‘To manage groundwater quality in an integrated and sustainable manner within the context of the NationalWater Resource Strategy and thereby to provide anadequate level of protection to groundwater resources and secure the supply of water of acceptable quality.’ (SABS, 2016).In this paper we propose fit-for-purpose groundwater monitoring standards for a commercial UCG operation. It is important to proactively prevent or minimize potential impacts on groundwater through long-term protection and monitoring plans. Scope of study / standard proposal The purpose of this paper is to set out a National Standard Proposal to emphasize groundwater monitoring as one of the five strategies of the ‘Policy and Strategy for Groundwater Quality Management in South Africa’ (Department of Water Affairs and Forestry, 2000) and to align it with the National Water Act, Act no. 36 of 1998 (Republic of South Africa, 1998).The focus of this standard is directed solely towards groundwater monitoring during underground coal gasification (UCG). Groundwater in this context refers to water as sampled from dedicated monitoring wells around the targeted site, which will include the shallow aquifer referred to as groundwater, and water flow at the level of the underground gasifier, referred to as ‘coal water’."

A brief history of channel sampling in South African gold mines is followed by a chronicle of different sampling events and sampling methods that used the traditional ?hammer and chisel? approach as well as diamond core extraction of the sample. The problems associated with each method of sample collection are documented and the use of a laser scanner to measure the exact volumes of sample material extracted from a correctly delimited sample site are considered. Areas where increment delimitation errors (IDEs), increment extraction errors (IEEs), increment weighting errors (IWEs), and increment preparation errors (IPEs) occur were investigated. A ?simulated chip sample model? is introduced and provides the basis for comparing the percentages of error introduced as a result of improper sampling. The heterogeneity experiment showed that reefs that are more homogenous tend have lower extraction errors than the more complex carbon-rich reefs, which may contribute to understanding the poor mine call factor on mines exploiting the latter types of reef. Thirty-one years ago, African leaders met in Lagos for the drafting of the Lagos Plan of Action for the Economic Development of Africa, 1980?2000. The main objective of the plan was to increase Africa?s self-sufficiency and in this regard, the plan had a section pertaining specifically to redressing the ills of an unproductive mining and minerals industry and harnessing its potential for socio-economic development. However, if we look at the nature of this sector on the continent today, its characteristics resemble the diagnosis of the sector given in the plan back in 1980: lack of information on endowments of minerals; lack of value added in the sector; low development and use of those endowments that are not of interest to transnational corporations (TNCs); and most importantly, low contribution to socio-economic development. The primary consequence of the lack of visible benefits to African states, despite growth and development of the sector in terms of increased mining activity led by Foreign Direct Investment is that countries with mining industries are characterized by dysfunctional internal processes. Improvements in governance, monitored with indices such as those set out in the Extractive Industries Transparency Initiative, the Millennium Development Goals, and other such ?good governance? agendas, are being asserted. However, before we prescribe the introduction of initiatives or guidelines based upon highly subjective norms which we believe to fit this diagnosis, it is necessary to review how it is that we got to this situation that we are in today. How is it that, 31 years after the Lagos Plan of Action, we have not seen any major changes in the role the industry can play in socio-economic development, despite the vast increase in mining activity on the continent?

One of the most significant elements in solving the co-kriging equations is the matrix solver. In this paper, the singular value decomposition (SVD) as an equation solver is proposed to solve the co-kriging matrices. Given that other equation solvers have various drawbacks, the SVD presents an alternative for solving the co-kriging matrices. The SVD is briefly discussed, and its performance is compared with the banded Gaussian elimination that is most frequently used in co-kriging matrices by means of case studies. In spite of the increase in the memory requirement, the SVD yields better results.

Mining and plant practices can benefit from preconcentration of UG2 platinum ores in a dense medium separation (DMS) plant. The main benefit of DMS is the selective discard of waste from the feed stream, thus improving project economics while reducing the power and water requirements for processing. On the mining side, with the correct combination of variables, implementing DMS as a pre-concentration step can reduce cut-off grades and, as a result, increase ore reserves. In addition, the use of DMS technology gives the mine team the opportunity to consider alternative mining methods for an operation. The challenges of balancing the mining tonnage, methods, and resulting grades with the process plant size, recoveries, and DMS discard volumes have resulted in the development of a model to optimize value on new projects or existing operations. This paper will focus on these benefits from a mining and plant perspective, quantifying the water and power savings, and look at the economic benefits of preconcentration and the effect of metal prices, plant feed grade, and DMS efficiency in different mining environments.

Platinum metal prices have risen significantly during the past 18 months, and have remained at elevated levels. Driving these bullish prices are sustained jewellery demand, mainly from the Far Eastern markets, and ongoing autocatalyst usage in response to ever more demanding global environmental legislative requirements. Within South Africa, the areas north and south of the Steelpoort River in the Eastern Bushveldare well known for their significant resources of platinum. The bulk of the resources have lain dormant in anticipation of the very situation that is currently occurring in the marketplace. Anglo Platinum is the largest primary platinum producer in the country, and is uniquely positioned to take advantage of the current elevated metal prices and shortfall in supply of platiniferous metals. In addition to its production capabilities, Anglo Platinum holds an extensive portfolio of mineral reserves and resources which underpin its ability to implement expansion projects to continue growth in platinum group metal production. It also has access to, and is actively expediting, the exploration of a range of properties where the company can further expand current production capacity or supplemented depleted production levels.

The extraction of Cu(II) from HCl media using Cyanex 923 in kerosene was investigated. The effect of shaking time, aqueous phase acid concentration, extractant concentration, chloride ion concentration, various metal ions (Mn2+, Mg2+, Fe2+, and Ni2+), and temperature on the extraction were studied. Using 0.1 M Cyanex 923 the extraction of Cu(II) was 6.7 per cent from 3 M HCl, which increased up to 78.5 per cent with 6.5 M HCl and then decreased due to acid extraction by the extractant. The maximum extraction (97.5 per cent) was obtained with 1 M Cyanex 923 from 5 M HCl solution. A mathematical model has been developed to describe solvent extraction equllibria over wide ranges of concentration of extractant, acid, and chloride ions. The composition of the extracted species has been predicted on the basis of slope analysis results and extraction equilibrium modelling. The negative values of enthalpy change and entropy change confirm the exothermic formation of the extracted complex.

This paper reviews the development and suitability of various important thermophysical and electrical properties with respect to base metal mattes. Areas of focus include the critical validation of measurements of viscosity, density, surface and interfacial tension, electrical conductivity, and an overview of the various experimental methods used to determine these properties. Accurate physical property data of mattes are critical in process modelling and computational fluid dynamic modelling of smelting and converting operations employed in the extraction of copper, nickel, cobalt and platinum group metals.

Good blasting practices based on the careful application of explosive energy lead to significantly safer mining operations. Case studies demonstrate how the selection of the correct charge mass, explosive type and round design are vital for extracting the exact amount of rock required and preventing spurious damage to the remaining rock mass. In other cases the explosives are applied to precondition the rock mass, design rockburst resistant support, prevent damage to important excavations and reduce the exposure of miners to unsafe conditions. The Hybrid Stress Blasting Model is used to understand the explosive rock interaction and to illustrate and contrast good and bad blasting practices. In all cases, good supervision is required to continue safe mining according to the design. "Kansanshi mine, located in northwestern Zambia, uses conventional openpit mining to produce primarily copper, with gold as a by-product. The ore is extracted from a deposit with highly complex mineralogical suites that are difficult to process, sometimes leading to poor recoveries. The mine was using an ore classification system called ‘Mat-Type’, which classified various ore types into 22 different quality categories, ranging from poor to good quality. Ore with poor recovery was classified as ’poor quality’ ore and directed to long-term stockpiles. Due to a lack of proper integration between the technical and functional areas forming the mine value chain, Mat-Type unintentionally misclassified ore. A geometallurgical analysis was therefore undertaken to review Mat-Type and a new geometallurgical ore classification system, called ‘OXMAT ’, was developed to replace Mat- Type.When implemented, OXMAT eliminated nine of the 22 ore categories and the remaining 13 ore categories could now be more accurately and consistently defined, leading to a significant change in the quantity of ore being mined. OXMAT demonstrated that within a defined test volume of the geological model, waste tonnes could be reduced by 19% while ore tonnes could be increased by 17%. This paper therefore demonstrates the value created through integrated geometallurgical modelling. IntroductionKansanshi mine is located in northwestern Zambia, approximately 10 km north of the provincial capital Solwezi and about 160 km west of Nchanga mine in the Central African Copperbelt (Broughton and Hitzman, 2002). The location of Kansanshi mine relative to other major copper deposits in the Copperbelt is indicated in Figure 1.Kansanshi mine uses conventional openpit mining methods to exploit copper- and gold-bearing veins hosted in a structurallycontrolled mineral deposit. Mining is carried out in two areas of the deposit, the Northwest and Main pits. A third area of the deposit, called Southeast Dome, is currently not being exploited (Figure 2)."

Determining the most convenient plant location is one of the most commonly encountered problems in engineering applications. This paper presents a fuzzy multiple attribute decision making (FMADM) model which is developed for the selection of the optimum plant location for natural stone factories in the mining industry. The criteria affecting the decision making process in natural stone industry were determined to solve the plant location problem in the FMADM model. To determine the optimum plant location for a new natural stone factory, which is planned to be established by a mining firm located in the Eskisehir region of Turkey, an analysis was carried out by incorporating the method and the analytic hierarchy process (AHP) method. The analysis shows that the Yager?s method can easily be applied to the selection of plant location in the natural stone and mining industry when the difficulties encountered in the application process of the AHP method is taken into account. Tarkwa Gold Mine is owned by Gold Fields Ghana, IAMGOLD and the Government of the Republic of Ghana in a 71%, 19% and 10% ratio. The mine is operated by Gold Fields Ghana. This large, low-grade, open pit, gold mining operation is located in Tarkwa, in the Western Region of Ghana, approximately 320 kilometres by road, west of Accra, the capital of Ghana, West Africa. In the Financial year ended June 2007, the operation mined a total of 108 million tonnes of which 22 million tonnes was ore. The mined ore is processed through three gyratory crushers supplying two heap leach pads (North and South) and a carbon-in-leach (CIL) plant. Before the 6 Sigma project commenced, the current fragmentation was resulting in sub-optimal feed size to these crushers. It was decided to use 6 Sigma methodology to improve the fragmentation. A defect was defined as a fragmentation analysis indicating less than 95% passing 750 mm. The objective was to improve fragmentation in order to achieve a constant throughput to the north heap leach crusher of 1500 t/hr, a 5% increase in pit loading efficiency and a 50% decrease in rock breaker hours, equipment damage costs and in-pit sheeting costs respectively. However, this was not to be achieved at the expense of grade control as Tarkwa is exploiting a low grade, high volume deposit and therefore ore dilution must be kept to a minimum. This paper is intended to take the reader through the various 6 Sigma phases of the project (Define ? Measure ? Analyse ? Improve ? Control) which have resulted in a 10% reduction in loading times, of which half has been attributed to improved fragmentation, as well as a substantial increase in blasted stocks. The focus has been on both drilling and blasting parameters as both processes had to be taken into account. These parameters are technical but personnel factors were also identified and dealt with as they arose. In order to measure the impact of any change in the process parameters on the fragmentation size distribution, cameras have been acquired. One has been installed looking into the bowl of the north crusher and the other one was dedicated to field observation, of individual blasts. Both are used for on-going fragmentation analysis. At Tarkwa, mining efficiency is strongly dependent on good fragmentation as well as the presence of un-blasted ?toes? on the pit floors. Crusher throughput depends on an acceptable ore fragment size. Compliance to plan with regards to actual hole depths was temporarily monitored by manual hole dipping, but, this is now being replaced with a fully automated Drill Data Management system developed by Sandvik and Modular Mining. The Six Sigma methodologies, using control charts based on data collected in the field, allowed the mine to improve methods with regards to the control of blasted material. It also enforced the implementation of a quality control programme encompassing the entire Drill and Blast process.

"Through the application of the Rietveld method, X-ray diffraction analysis has developed into a fully quantitative method for phase analysis. The Rietveld method itself has progressed from an unstable method that required constant operator intervention to a stable and robust method suited even for routine analysis. The method however, requires a good initial calibration and periodic checks on its precision and accuracy.Several examples from minerals processing, pyrometallurgy, and materials science show the strengths and applicability of the method. The limitations and sources of error are also discussed.1. IntroductionDiffraction of X-rays by matter has been used for more than 80 years, initially to elucidate the structure of crystalline matter, and to investigate the bonding between atoms. The first development of powder diffraction cameras and the later development of X-ray diffractometers saw the development of methods to identify phases and to try to quantify them in mixtures. A comprehensive database and search-match techniques have been developed over the ensuing years. Effective and accurate quantification had to wait for the so-called Rietveld' analysis where the total diffraction pattern is used and where the crystal structure data for the constituent phases are needed as input. Overlapping of diffraction peaks of different phases is handled without difficulty and reliable results can be obtained in spite of this occurrence.The development of methods for structure analysis from powder data has also progressed rapidly and more and more complex structures are being solved from first principles, i.e. without knowledge of unit cell or space group data. Because of the ease of use of the Rietveld method, it is finding increased application in metallurgy, especially in the quantification of phases of importance in minerals processing, in pyrometallurgical processes, and in materials characterization. This study will examine the principles of the Rietveld method, its application in metallurgy, and finally also the common pitfalls that need to be avoided.2. Rietve1d AnalysisAs the Rietveld method compares the experimental diffraction pattern with one calculated from known crystal structure data, the following data are needed:•,An XRD Pattern with as Iowa background as possible. This should have good resolution and high diffraction peak intensities. With modem X-ray detectors, this can be achieved in minutes rather than hours.•,Instrumental parameters such as goniometer radii and slit sizes are needed. These are the so-called ""Fundamental parameters"". They are used to calculate the shapes of the resultant diffraction peak profiles that are caused by the instrument. The parameters are used to correctly separate the instrumental effects on the diffraction pattern from the sample effects."

Expert Systems Technology (EST) is becoming more and more widespread in both its range of applications and the public interest. It appears to be capable of performing tasks unmatched by other techniques. Within the mining industry a large body of unsolved problems now appear to have a solution. This paper examines the current state of EST both in the context of the history of Artificial Intelligence and current efforts at building mining expert systems. It provides recommendations for those wishing to get involved, and outlines the problems for those who believe that expert systems are capable of anything and everything. The paper also provides a detailed analysis of limitations of current EST that must direct research into more fundamental, commonsense areas than have been extensively covered before.

Material transfer in underground mines often relies on ore and waste pass systems. Over the years the authors have investigated the design and performance of orepass systems in several Canadian and South African mines. It has been recognized that while most mining operations have either implicitly or explicitly clearly defined objectives, in the design and successfully operate orepass systems there seems to be an absence of a strategy on how to best attain these goals. Consequently, it is not surprising that the majority of operations reviewed by the authors experience a number of problems of varying degrees of severity and economic consequences. This is illustrated by reference to both South African and Canadian operations. The second part of this paper focuses on a review of tactical interventions to rectify orepass problems or mitigate their impact. The paper closes with a framework for a flexible strategy for the design and operation of orepass systems. A new Scramble has hit the African continent. This Scramble has many drivers: the 1978 Deng Xiao Ping liberalizations in China; the 1989 collapse of the Soviet empire; the ICT revolution; the ease of global communications. The underlying dynamic is the end of the bipolar world of the Cold War and its replacement with multipolarity. According to HSBC (2011), in 2050 China will be the world?s largest economy, with India number 3 and Brazil number 7. Russia will be 15th (below its old rival, Turkey). South Africa maybe ranked 30th, yet has been invited to join the exclusive (BRIC) club. One has to ask, why? It is sad to note how low South Africa is assessed to be?currently it is around number 24 in the world; the reason for the fall is that the HSBC model includes population growth, and it is in this domain that South Africa is a loser, being constrained by the impact of HIV/AIDS on its life expectancy. The original four BRIC nations include the factory of the world (China), the garden of the world (Brazil), the gas station of the world (Russia), and the back office of the world (India). South Africa comes to the club both as jeweller of the world and as gatekeeper. China, Brazil, and Russia all have considerable expertise in mining exploration, extraction, and processing.

Mixed integer programming (MIP) has been used for optimizing production schedules of mines since the 1960s and is recognized a shaving significant potential for optimizing production scheduling problems for both surface and underground mining. The major problem in long-term production scheduling for underground orebodies generally relate to the large number of variables needed to formulate a MIP model, which makes it too complex to solve. As the number of variables in the model increase, solution times are known to increase at an exponential rate. In many instances the more extensive use of MIP models has been limited due to excessive solution times.

Leinster Nickel Operations, located in Western Australia, consists of an underground and three open pit mines in relatively adverse ground conditions. This paper reviews our ground control practices in the open pits, covering aspects of ground support, wall control and monitoring. These methods have been effective in allowing mining operations to continue beneath unstable slopes. In particular, the use of Groundprobe?s Slope Stability Radar has enabled the Harmony Open Pit to safely operate for months following indication of failure from traditional methods. This case study highlights the benefits of investing in appropriate slope stability monitoring systems.
