Hawai'i is surrounded by a series of potentially valuable marine mineral deposits. These include manganese nodules between Hawai'i and Mexico, cobalt-rich manganese crusts and phosphorites in the Exclusive Economic Zone around the Hawaiian Island Archipelago, Johnston Island and the neigh- boring island states and sand and gravel deposits off the main Hawaiian Islands largely in State waters. Hawai'i has an economy that is very narrowly based on the tourist industry. In an effort to avoid the difficulties coming from such a vulnerable economy, significant efforts have been made toward economic diversification. The State has set up a range of programs looking to find new industries. New ocean industries figure prominently among these efforts as Hawai'i is surrounded by ocean. Naturally, among new ocean industries the potential for new marine mineral industries is significant given that Honolulu is the only full service port in the Central Pacific and Hawai'i is in the middle of the mineral belt. The port of Honolulu is now being actively used by mineral exploration vessels of several countries and with the current number of ship visits varying from 10-15 per year, this puts several million dollars a year into the State economy. It helps to fulfill the State's goal of dynamic growth in the ocean sector of the economy. Nonetheless, a major marine minerals industry, particularly one which would involve processing of minerals in Hawai'i, is controversial in a State whose main source of revenue is tourist expenditures based on the image of a pristine environment. In addition to the perceived threat to the hotel and fishing industry, is the whole highly emotional debate concerning preservation and development. To complicate the issue further, the major interest in developing a marine minerals is currently largely from Korea and China rather than from domestic U.S. industry. On the other side of the debate is the fact that the State's economy is hampered by many low paying jobs and a lack of technical jobs. This is further exacerbated by the fact that lower paying jobs are held disproportionately by people of Hawaiian and Pacific Island ancestry. Naturally, this leads over time to a certain amount of resentment. The higher paying technical lobs associated with a minerals processing industry could help to alleviate this problem.

The first hydrothermal mineral deposits found at a seafloor spreading center were discovered in the Red Sea by multi-national research vessels between 1963 and 1965. At that time, the deposits were considered a special case related to continental rifting and an early stage of opening of an ocean basin. Since that time, examples of almost all major varieties of volcanic- and sediment-hosted hydrothermal deposits associated with basaltic rocks in the geologic record have been found at present spreading centers. Review of over 100 hydrothermal mineral occurrences presently known at oceanic ridges and rifts indicates that a range of deposit sizes from small to large (> 1 x 106 tonnes) occurs at all seafloor spreading rates. However, larger deposits but fewer per unit length of spreading axis appear to form at slow- than at intermediate- to fast-spreading centers based on available data. Larger deposits are more common in sediment-hosted than in volcanic-hosted settings regardless of spreading rate. A spectrum of hydrothermal deposit varieties (stratiform, stockwork and disseminated sulfides; various forms of sulfate, carbonate, silicate, oxide and hydroxide deposits) occurs in almost all of the tectonic settings. High-intensity, ore-forming, subseafloor, hydrothermal convection systems that conserve heat and mass and concentrate hydrothermal precipitates are extremely localized by anomalous physical and chemical conditions relative to nearly ubiquitous low-intensity hydrothermal activity at and flanking seafloor spreading axes at all spreading rates. Shallow-water formation of marine ferromanganese nodules as well as their deep-water analogues is found throughout the global ocean. The Baltic Sea is a key province for the shallow-water type of marine minerals. The following main distribution areas of Fe-Mn nodules have so far been discovered in the Baltic Sea: the Gulf of Bothnia, the Gulf of Riga, Central Baltic area (Gdansk- Klaipeda) and the Gulf of Finland. The last area (Gulf of Finland/Finnish Bay) is the best studied from all aspects including geological prospecting and environmental assessment.

The 1982 United Nations Convention on the Law of the Sea contains major provisions that U.S. negotiators have sought for over two decades. The internationally recognized right to the mineral resources of a broad continental margin is of potentially enormous future importance to the United States. Although water depths reach 10,000 feet in some of the deeper areas of the margin, technology is rapidly making those depths economically accessible. In 1997, production in the Gulf of Mexico will reach a world record water depth of 5400 feet. Of perhaps even greater importance to the oil and gas industry is the broadly acknowledged right for tanker transport of oil to take place throughout all parts of the world's oceans.

The discovery of iron-manganese ores on the surface of underwater mountains was made more than a half century ago. During this time the basic ideas about the thermodynamics of the processes of hydrochemical reactions in the sea water have been developed by scientists and are revealed in geochemical and mineralogical differences between the deposits from the seamounts and the nodules of the sea bottom. The distribution of the dissolved metals, oxygen, carbonic acid and organic matter in the overlying ocean waters of seamounts in the deep ocean to depths more than 5,000 m has been studied in some detail (e.g. J.R. Hein, P. Halbach. G.B. Baturin, Ye.M., S.I. Andreev, L.I. Anikeyeva, [1-6]). In recent years scientists from YUZMORGEOLOGY have completed detailed geological survey work on the Magellan Seamounts in the Pacific Ocean. The results of drilling the ore body and geophysical and photo surveys have also been described [4]. Previous ideas about the general covering of seamount surfaces with iron-manganese crusts have been changed based on ground-truth surveys. This study examines the complex concentric-zone or spotty arrangement of the most densely covered sections, the strong dependence of the thickness of crust on the geomorphologic features, and the potential influence of the underlying substratum. One established geochemical heterogeneity in the composition of ores, also frequently inversely proportional power dependence on directions was observed. The development of a numerical model of the formation of the ore crust on the seamounts is currently a high priority.

Investigations of the Gorda Ridge within the proclaimed U.S. Exclusive Economic Zone off northern California and southern Oregon, and the Mid-Atlantic Ridge extending along the center of the Atlantic Ocean, have received new impetus from the discovery of hot black smokers, sizeable polymetallic massive sulfide deposits, and vent animals at the Mid-Atlantic Ridge by the NOAA VENTS Program in 1985. Prior to that time, the oceanographic community focused investigations of seafloor venting at the faster-spreading oceanic ridges of the Pacific Ocean including the East Pacific Rise, the Galapagos spreading center and the Juan de Fuca Ridge because a consensus held that the faster spreading rates at these ridges were necessary to supply the heat to drive black smoker-type venting. As the only oceanic ridge in the Pacific with slow-spreading characteristics, the Gorda Ridge is an outlier of the slow-spreading ridge system that extends through the Atlantic Ocean and western Indian Ocean comprising more than half the 55,000-kilometer-length of the globe-encircling oceanic ridge system. As we enter into the 21st Century, miners are looking more attentively at new mining technologies allowing decrease environment damage along with operational cost. This technic would allow developing of poor and difficult mineral deposits, including the World Ocean offshore zone. Borehole Mining is an underground/underwater remote method of mining carried out from floating platforms or vessels. Definition of Borehole Mining (BHM), working schematic, main technical data and its advantages are given. The method is currently in use in mining of different type of raw materials, such as: uranium, iron ore, quartz sand, coal, polymetallic ores, phosphate, gold, diamonds, rare earths, amber and more. It is also in use in oil and gas stimulation, salt domes storages building and environmental problems solution. Recently recorded data of Borehole Mining productivity (80-100 t/hour/hole) and a depth of mining (over 1 km) has been achieved in a last couple years. Mode of occurrence and compositional variations of iron-manganese deposits from seamounts around the NW Pacific submarine island-arc area are described on the basis of on-site description during the Moana Wave Cruise MW9507 and other Japanese cruises, as well as geochemical and mineralogical analyses and dating on collected samples. Hydrogenetic and hydrothermal iron-manganese crusts occur at more than 80 sites out of 150 dredge hauls within a small area of 200x 200 km in the back arc region. The hydrogenetic crusts may have grown continuously at slow rates, but 2-3 times faster than those from the Central Pacific, associated with depletion of Co, Cu, and Ni contents. The site-maximum thickness of the hydrogenetic deposits trends to increase with the increase of distance from the active volcanic chain or the age of substrate volcanic rocks. Also the observed great local variations in thickness within single sites and on small scales may be resulted from post-depositional geological activity at the seamounts such as calcareous sedimentation, collapse of volcanic body and mass wasting,. On the other hand, the rapid hydrothermal manganese mineralization has occurred in place and time during arc volcanism and rifting and is still in progress at modern active areas. The ninety ICP/ES chemical plus XRD analysis show that these deposits are of distinct composition by origin or topographic provinces, but small-scale variation of the deposits of each origin and micro-scale depth variation are not clear.

Lemkein seamount located in the west of the Kuwajleen Atoll of RMI is a relatively samll, simple-shaped, peaked type seamount with its base at 4,500 m and summit at 1,452 m water depths. Ferromanganese crusts were identified in the water depth range between 2,000 m and 2,500 m, and they were mostly observed on the northern slopes of the seamount. Among various substrate rocks, breccia occurred most commonly with crusts and formed the thickest crust layers. Average thickness of the Lemkein crusts was about 5 cm. Their chemical compositions were similar to other crusts found in the RMI area; Mn=25.82%, Fe=15.29%, Co=0.74%, Ni=0.56%. Lemkein crusts were characterized by their four distinctive internal layers; 1) Massive Layer 1; 2)Porous, Fe-stained or sediment infilled Layer 2; 3) Massive to slightly porous Layer 3; and, 4)Massive, Dense, Phosphotized, CFA veined Layer 4. Layers 1 and 2 were generally similar in composition, but highest Co concentrations were measured in Layer 1 while relatively higher concentrations of Al, Rb, Fe, and Ti were observed in Layer 2. Layer 3 showed higher concentrations of Ca and P than Layers 1 and 2. Based on the Co-chronography, the age of Layer 1 is 0¡?6 Ma (growth rate = 1.50 mm/Ma), Layer 2 is 6¡?15 Ma (1.75 mm/Ma), Layer 3 is 15¡?27Ma (1.76 mm/Ma), and Layer 4 is 27¡?45 Ma (2.06 mm/Ma). These preliminary results indicated that high Co contents in Layer 1 resulted from slow growth rates; Layer 2 was formed under relatively strong influence of high terrestrial input; and, Layer 3 was probably affected by a minor phosphatization event occurring in 15 Ma.

Gas Hydrates (Methane Hydrates) are solid, ice ? like substances composed of water and natural gas. They occur naturally in areas of the world where methane and water can combine at appropriate conditions of temperature and pressure and are found in the ocean bottom sediments and in some permafrost areas. Besides temperature and pressure, factors like bathymetry, sediment thickness, sedimentation rates, and total organic carbon content (TOC) also control gas hydrate formation in the sea. The stability of gas hydrates depends on the critical high pressure ? low temperature combination (0 - 17 bars, 0 - 25°C), which in turn dependent on the mix of gases from which the mineral is formed. As the critical parameters can be altered by deposition, erosion or slumping of sediments, formation or melting of ice cover, rise and fall of sea level and sudden temperature changes induced by tectonic activities, current flows or volcanisms, the gas hydrates tend to be very unstable. The Indian offshore is promising with the occurrence of gas hydrates in a total of about 80,000 km2 area in the bathymetry range of 700 to 3000 m as reported in the earlier surveys. A gas hydrate stability zone thickness map was prepared using bathymetry and sea bottom temperatures along the continental margins of India. This map is expected to provide the depth window while searching for the ?Bottom Simulating Reflectors? (BSR). The study indicates that a minimum water depth of 750 m is required for the formation of gas hydrates, and above which the chances for gas hydrates occurrences appear minimal despite other favourable conditions like presence of sediment rich organic content etc. Single channel seismic analog records (Gupta et al., 1998) suggests that Western Continental Margin of India (WCMI) offers greater promise with to gas hydrate occurrences, particularly with regard to the number of BSRs traced on the analog records as compared to the earlier surveys.

The United Kingdom marine aggregate mining industry is the second largest of its kind after Japan. Materials for the construction industry, sea defences and for many other purposes are exploited from shelf waters at depths of 30-50 metres by self-contained suction dredgers which often screen material to obtain a cargo of a particular quality. Assessment of the environmental impact of such mining activities both within the boundaries of the dredged areas, and in the zone of deposition of outwash from the dredger has in the past been mainly based on predictive models based on the settlement rates of the individual particles and assumed Gaussian diffusion principles during the settlement phase. Recent studies which we have made on both the mass balance for materials rejected during the dredging process and direct measurements of the settlement of material in the dispersing plume suggest that the zone of settlement is much less than that predicted from diffusion models. Instead of a downstream settlement plume of 10-20 km in the tidal currents of U.K waters, our measurements show that inorganic components of the dredger plume reach background levels in the water column within 880 metres.

Drilling into an active hydrothermal system linked to convergent-margin felsic magmatism is a listed priority of the Ocean Drilling Program that addresses several fundamental geoscience issues. Solid and fluid products of felsic rock-water interaction, and the consequences for global chemical fluxes and for ore deposition, should differ from those in basaltic mid-ocean ridge environments already successfully tested by Legs 106, 139, 158 and 169. So, too, will fracturing controls on fluid pathways, and sources for metals and ligands. Researching the subsurface volcanic, structural/hydrologic, and mineralisation/alteration architecture of a drilled felsic-hosted system also has economic implications, especially for land¬based mineral exploration. A first-order hypothesis to be tested states that fluids derived from volatile-rich magmas are more important than recirculated seawater in convergent-margin hydrothermal systems - economic geologists increasingly appeal to this for creating "world-class" massive sulfide orebodies. Another hypothesis proposes "subhalative" massive sulfide deposition within hydraulically expanded volcanic products as a factor in generating large orebodies. Many second-order hypotheses such as leaching fractionated volcanics to cause gold enrichment in back¬arc systems also need testing. The thoroughly surveyed, active, PACMANUS hydrothermal field in the Eastern Manus back-arc basin of Papua New Guinea will be the site for ODP Leg 193 commencing in November 2000. It lies near the crest (1655-1750 m) of high-standing Pual Ridge, a 40 km-long edifice of dacite/rhyodacite with basal andesite all having geochemical and isotopic affinities with modern arc volcanoes of nearby New Britain. PACMANUS includes at least three focussed, high-temperature "smoker" sites with Cu+Au-rich massive sulfide deposits, and a field of diffuse, lower temperature venting through intensely altered dacite where modelling indicates significant subsurface mineralisation. Isotopic characteristics of deposits and vent fluids suggest magmatic contributions to the mineralising fluids.

Deep-sea mining of polymetallic nodules are expected to produce serious impact on benthic ecosystem due to removal of nodules, sediments and associated fauna by means of collector, and subsequently, by the resettlement of sediment plume which may affect seabed biota outside mining tracks through blanketing, smothering and feeding interruption. The scale and magnitude of the exact impact of commercial operations is not known at present, but its assessment strongly required acquisition of the adequate environmental baseline information. During the past two decades, IOM carried out a total of 20 research cruises in the eastern part of Clarion-Clipperton Zone (CCZ) with purpose to obtain essential data and information on polymetallic nodules and to prepare for future development their deposits. Whilst evaluating the nodule coverage at particular station from both seafloor photographs and box-core recoveries it was ascertain that the ground-truth data plotted against the photo data indicated substantial differences between two methods. Understanding of this phenomenon has not only the methodology meaning related to the efficiency of the using photoprofiling techniques during exploration of nodules, but also it could be of environmental importance because the similarity between natural sediment blanketing occurrence in studied area and expected re-deposition and blanketing of sediments which will be disturbed during mining operations.

The traditional method of deep sea manganese nodule exploration is to conduct grid survey and sampling on successively finer scales until a suitable deposit has been delineated. Clearly this is both time consuming and ultimately self-defeating if large areas of the ocean floor are to be explored on a human timescale. A conceptual deductive approach would be preferable if one could be found, as it would aim to outline areas of potentially economic nodules on the basis of easily measurable oceanographic parameters. An attempt to achieve this aim in the Central Pacific is outlined below. Nodule Distribution in the Central Pacific Ocean Maps of ore grade nodules in the Central Pacific show that they are confined to two zones trending roughly east-west which are well separated in the eastern Pacific but which tend to converge towards 170-180ºW. They follow the isolines of intermediate biological productivity in the surface waters, strongly suggestive of a biological control on their distribution. Within these zones the nodules preferentially occupy basin areas. Thus they are found in the Penrhyn Basin, Tokelau Basin, Central Pacific Basin, Clarion Clipperton Zone and Tiki Basin. Nodules in all these areas have features in common and are thought to have obtained their distinctive composition by similar processes.

"INTRODUCTIONToday’s metal mining focusses on land based ore deposits which only consider one third of the Earth’s surface. Through an increasing global demand of strategic metals used in the electronic and green industry (Zepf et al. 2014), ‘uneconomic’ sites of lower grade in more technical challenging grounds such as greater depth and/or more remote areas are developed by the mining industry often resulting in higher environmental impact. However, considering the steady growth of the Earth population a shortage of certain metals may occur (Krausmann et al. 2009). In 2010, the United Nations allowed commercial exploration for seafloor massive sulphides (SMS) in international waters with currently six contractor licenses being granted.Although the number of discovered vent sites has steadily increased since the first discovery of hydrothermal venting at the Galapagos Rift in 1977 (Corliss et al. 1979) with more than 600 sites being known today, their economic potential is poorly constrained. So far Nautilus Minerals Inc., a Canadian mining company, is the only company having conducted a NI 43-101 resource estimate for the Solwara site, located in the territorial waters of Papua New Guinea. Other studies using bulk geochemical data from 95 sites published in literature do exist (Hannington et al. 2011, Monecke et al. 2016) suggesting a global resource potential for today’s known SMS deposits of 600 million tons with a median grade of 3 wt.-% copper, 9 wt.-% zinc, 2 g/t gold and 100 g/t silver. However, the geochemical data being used originated mainly from easily recoverable, mainly non insitu surface grab-samples and are under current mineral resource classification schemes such as JORC code or NI 43-101 not even accepted for resource estimations. Furthermore surface samples such as high-temperature sulphide chimney and talus material are not representative for the entire deposits with information regards thickness and continuity of individual sulphide layers obtained through drilling being scarce. In addition, it remains unknown what geological processes occur once hydrothermal activity ceases and whether metal tenor becomes enriched, depleted or disappears."

Studies on polymetallic manganese nodules and Co-rich crusts in the EEZ's of the Cook, Line, Ellice and Phoenix Islands between 0-20°S show that Ni and Cu reach their greatest combined abundances of over 2% between 2-8°S on the southern margin of the equatorial zone of high biological productivity, as a result of biological fluxing of Ni and Cu to the nodules at and just below the CCD. By contrast, Co reaches it greatest abundance of 0.6% south of 8°S in nodules on non-biogenic clays well below the CCD where little biological Co supply is likely. Nodule abundances are greatest (up to 30kg/m2) in the Co-rich area in part due to AABW flow, giving highest overall metal quantities per sq meter in the nodules there, particularly of Co. There are approximately 110 x 106 tonnnes of combined Ni plus Cu plus Co expressed as Ni equivalent in Cook Islands EEZ nodules, approximately 12 x 106t. in Phoenix Islands ones, and approximately 1.4 x 106 t. in Ellice Islands ones, in areas of greater than 5kg/m2 nodule abundance. In the Co-rich crusts, Co averages about 0.7% and crust thickness about 1.6cm, both related to metal fluxes in and adjacent to the 02 minimum zone in association with which both maximum thicknesses and Co grades occur. Within the Cook Islands permissive area there are about 930 x 103 t. of Co and 630 x 103 t. of Ni in crusts, in Phoenix Islands crusts there are about 69 x 103 t. of Co and 55 x 103 t. of Ni, and in Ellice Islands crusts there are about

The Chilean part of the archipelago of Tierra del Fuego, situated south of latitude 62o S, is within that country?s Región de Magallanes y Antártica, and separated from the remainder of Chile by the Magellan Strait. In recent geological history several phases of Quaternary age glaciers originating in the Andean and Dawinian Cordilleras eroded assumed primary gold deposits and entrained their related alluvial deposits. Piedmont glaciation extended to the east and south over m0st of the land and beyond the present-day coastline into extensive areas exposed during the resulting lowered relative sea level. During interglacials particulate gold incorporated unevenly in the widespread drift, till and moraines was fluvially released and concentrated into streams and flood gravels. Coastal erosion enriched various beaches with gold. From 1868 onwards Tierra del Fuego hosted a major gold rush whereby early, labour intensive, beach mining eventually developed into inland dredging. But continued mining activity was interrupted and then terminated by several external factors. Most miners, always seeking ?greener pastures?, joined the rush to the new discoveries in the Klondike (1896) and Nome, Alaska (1899). In 1904 the international boundary, established in 1881, became the subject of a major dispute not settled until 1984, The Panama canal?s opening in 1914 turned Tierra del Fuego, previously on the Pacific-Atlantic shipping route, into a remote backwater. World War II brought opposing foreign naval forces to the actual islands where most gold had been taken from the beaches. It also crippled the dredging industry which lost its coal supply and never recovered. Nevertheless, some small scale mining continues to this day.
