The proposed Rockwater Power Project is a hydropower development on the Waitaki River in the South Island of New Zealand. The proposed development will have an installed capacity of 250 MW with a peak flow capacity of 260 m3/s. The project commences at Lake Waitaki and extends some 35 km downstream on the north bank to a surface power station at Stonewall. Flow is returned to the Waitaki River via an outfall channel.The tunnelling for the project is through Greywacke, which comprises Permian and Triassic age marine sediments that are well indurated and weakly metamorphosed. The rock mass is jointed and sheared and there are frequent faults, which range up to hundreds of metres in width. Three 12 m diameter tunnel boring machines (TBMs) are proposed to excavate the 35 km long tunnel.The paper describes the development of the tunnel alignment, rock mass classification, design of the support, rock and hydraulic loads, support installation options and construction sequencing.The alternatives of rock bolts and shotcrete and segmental lining were both investigated and are discussed. Support using rock bolts and shotcrete offers the potential of rapid construction with minimum support cost when the ground conditions are good, but delays due to support installation increases with deteriorating ground conditions. In contrast, segmentally lined tunnels offer greater certainty in cycle time with reduced program risk. Both options are described and discussed.The horizontal alignment is affected by the presence of major fault zones, which are either avoided, or pretreated by driving conventional tunnels through in advance of the TBM delivery, topographical constraints with the rugged topography and operational hydraulic constraints. Construction requirements, future power station operation and the minimisation of leakage from the tunnel have all impacted on the vertical alignment.The number and sequencing of TBMs to be used is discussed in terms of program time and risk minimisation.

This paper proposes a new multiresource multistage scheduling problem for optimising the open pit drilling, blasting and excavating operations under equipment capacity constraints. The flow process is analysed based on the real-life data from an Australian iron ore mine site. The objective of the model is to maximise the throughput and minimise the total idle times of equipment at each stage. The following comprehensive mining attributes and constraints have been considered: types of equipment; operating capacities of equipment; ready times of equipment; speeds of equipment; block-sequence-dependent movement times of equipment; equipment-assignment-dependent operation times of blocks; distances between each pair of blocks; due windows of blocks; material properties of blocks; swell factors of blocks; and slope requirements of blocks. It is formulated by mixed integer programming and solved by ILOG-CPLEX optimiser. The proposed model is validated with extensive computational experiments to improve mine production efficiency at the operational level. New ZealandÆs share of global greenhouse gas emissions, at about one fifth of one per cent, is very small. But the profile of those emissions is unique among OECD countries; more than half come from methane and nitrous oxide associated with livestock agriculture. Consequently, fulfilling its obligations under the Kyoto Protocol is potentially quite onerous for New Zealand.In this paper we use a single region, static general equilibrium model to assess the implications for New Zealand of various climate change policy options. The energy and agriculture sectors are modeled in a detailed manner to enable realistic simulations to be carried out.Choosing an optimal set of policies is made more difficult by the fact that New Zealand relies heavily on emission intensive sectors for much of its export earnings. For example, one emission intensive sector alone, dairy, accounts for over 20 per cent of all merchandise exports. Avoiding carbon leakage is therefore an important consideration in selecting appropriate greenhouse policies.Our analysis shows the degree of sectoral adjustment required is substantial. In addition, the total costs depend on the uncertain level of variables such as the global carbon price and the level of afforestation activities in New Zealand, ie the rate of new forest planting.

Laboratory testwork was carried out on an overall orebody composite, of 2.9 per cent Cu and 4.2 per cent Zn, prepared from drill core taken from the Currawong fine-grained, copper-zinc massive sulphide deposit near Benambra in Victoria. While 90 per cent of the copper was readily recovered in a concentrate of 20 per cent Cu, after grinding to 95 per cent passing 38 microns, zinc responded poorly to conventional flowsheet/reagent regimes. Experience elsewhere with the use of reverse cleaning, to separate pyrite from sphalerite, led to a series of tests in which better (but still modest)metallurgical results were obtained. The best result was a zinc recovery of 55 per cent in a concentrate of 50.5 per cent Zn. The major loss of zinc occurred in the reverse cleaning stage where the unit recovery of zinc was similar to pilot plant results achieved at Mount Isa Mines on similar feedstock. Diagnostic mineralogy suggested that an overall zinc recovery of 70 per cent was probably the practical upper limit, at a 50 per cent Zn grade.

Steinert provides a wide portfolio of Sensor Based Sorting (SBS) technologies, including the possibility to combine different sensor data in the development of the separation applications. This multi sensor approach provides a larger applicability and extensive flexibility for the technology. This effect is emphasized for mining applications, once every ore body presents its own features that can also comprise a large material variability. In this sense, every sorting application is customized and comprises a personalized solution. This means each project development includes a test work stage that approaches from the project discussion, test definition, up to test outcomes and processing development. In relation to very complex and large projects, a sorting pilot scale plant has become a crescent tendency. By having a pilot plant stage can represent a chance to test larger amounts of material from different mining areas, different mining projects, such as to consider different processing targets and application approaches. Based on that, a better understanding about the technology application can guide a more assertive development of large and complex ore sorting projects. The aim of this paper is to provide information about the applicability of the Steinert multi sensor technology at different pilot plants in South America. It consists in a compilation of laboratory test results, plant design and operational results. For that, a chromite, an IOCG deposit and a sulphide gold ore projects are presented. Additionally, the paper discusses the application of different sensor technologies combinations such as various processing targets, thus providing a wider understanding about sorting applications and flexibility.

Spiral concentrators are one of the flowing film gravity concentration devices used to beneficiate coal and mineral ores. The aim of the current study is to understand the particulate flow and separation performance of an LD9 spiral concentrator using a multi-phase Computational Fluid Dynamics (CFD) model. The CFD model utilises the Algebraic slip mixture model to simulate particulate flows. The model employs the Renormalisation group (RNG) k-ɛ turbulence models to resolve the fluid turbulence. Initially, the volume of fluid method was adopted to track the water-air interface. Simulations were then carried out at low (0.3 and 3 wt.%) and moderate (15 wt.%) solids concentrations. Multiple particle-phase representing particles of poly sizes (75–1400 µm) and multi-densities (1450–2650 kg/m3 ) were simulated to study the particle segregation on the spiral trough surface. The numerical predictions are compared with the literature performance data at a diluted pulp flow rate of 6 m3 /hr. The results were found in close agreement. Further, the same CFD model is used to study the change in pulp velocity, streamflow rates, and separation performance at increasing solids concentration. For the same density particles, Fine particles mostly show higher volume concentration in the middle and outer trough regions, whereas coarse particles show higher volume concentration in the interior and central trough regions. It implies that the fine particles mostly segregate towards the outer region, and dense particles segregate towards the axial column.

The characterisation of the flotation kinetic response in future mining deposits is important because the flotation response is affected by changes in ore mineralogy. Current methods for characterising the flotation response of different ore types, such as the JK floatability index test (JKFIT) methodology, require at least 10 kg of feed material. In geometallurgical applications, this material is taken from core samples. Core samples are generally obtained using specialised drills and are limited in nature. Thus, it would be beneficial to develop a laboratory technique that required less sample material but still characterised the flotation response of different ore types. The JK mineral separation index (JKMSi) is a small-scale flotation test that requires significantly less feed material (10 g of sample/data point). This study aims to investigate the JKMSi system kinetics and to validate this technique using the JKFIT proven methodology. The JKMSi flotation kinetics were manipulated by varying selected system parameters. The relationship between these parameters and mineral recovery was used to obtain floatability characteristics of the ore. For an ore sample containing chalcopyrite and pyrite, it was found that the chalcopyrite floatability parameters determined from both the JKMSi and JKFIT tests were of the same order of magnitude and the mass fractions of the fast, slow and non-floating components were similar. For pyrite, the floatability parameters were not of the same order of magnitude, but modifications to the test procedure have been identified, which may correct this.CITATION:Morgan, S, Bradshaw, D J and Schwarz, S, 2012. The operation of flotation plants has been improved over the years by use of fundamentally based design techniques, a better understanding of reagent chemistry, online metal analysis and the use of digital control systems. However, optimal operation of flotation banks is not consistently achieved using manual operation. The reason for this is that the system is a highly interacting one, with changes in air addition, cell interface level and reagent dosages all being available, without it necessarily being clear as to which change should be made for a particular situation.This situation is made more complex by the fact that the feed to a flotation bank can vary in flowrate, composition and density over a fairly short period of time. It is not possible for a human operator to reject these disturbances, given the extent of the operation that is typically being monitored.Model predictive control (MPC) is a control and optimisation technique, developed in the oil refining industry, that aims to manage just such interacting multiple input multiple output (MIMO) systems. This technology makes use of linear dynamic models of the plant, that are experimentally derived. These models are then used in a receding horizon strategy to determine an optimal trajectory of the inputs to the system.MPC has been applied to four areas of the lead zinc flotation unit at Mount Isa mines. A total of 31 cells are being controlled by the system, which varies air to the cells, levels and reagent addition on a minute-by minute basis. The MPC controls concentrate and tail grades, reagent dosages, as well as recoveries to ranges set by the plant metallurgists.The development of the MPCs is discussed, together with the benefits realised. Several drilling programs at Maldon have produced 7790 core samples, which were assayed for gold, with 2825 of the samples assayed for nine other metallic elements. There is a lack of correlation between gold and all other elements. The situation, however, changes dramatically when sorted according to the abundance of arsenic. In the populations where As >200 ppm, there are strong, positive correlations between gold and several elements. There is also a strong positive correlation of Au with the weighted sums and products of all elements with the elemental averages as a weighting factor, and Bi*Sb and Bi*As elemental products. In these populations, there is also a strong positive correlation between the logarithms of Au and logarithms of each element, as well as the elemental sums and products described above. The correlation coefficients increase with higher As cut-off values.All elemental distributions but especially gold show a high-nugget effect and display high skewness and dispersion, low kurtosis, and common outliers. The distributions of their logarithms are several magnitudes less scattered and without outliers. Thus, the logarithmical distribution correlations are best for practical use.Correlation coefficients were T-tested and are statistically significant. The elemental correlations, particularly those of logarithmic values of weighted sums and Bi, could be used as a gold path finding tool at Maldon. After a preliminary assay for gold and arsenic, only samples with As > 200 ppm should be assayed for other elements. Higher values of gold-correlated elements or elemental ratios, in samples with low gold grades, may increase confidence that gold is under reporting due to its highly nuggetty nature.CITATION:Krokowski de Vickerod, J and Ebsworth, G B, 2012. The outlook for suppliers of energy to the expanding economies of the Pacific Basin region is essentially positive, but particularly for exporters of high quality steam coal. This paper argues that economic growth in the Pacific Basin region has exceeded world economic growth for some years and that this will continue to be the case for the next decade at least. It looks briefly at the link between economic growth and energy demand and at the relationship between energy demand and the demand for electricity.Changing preferences in fuel mix for electrical generation in the region are noted and tentative forecasts made about variations in this mix. The pros and cons of various forms of fuel used to generate electricity are considered from the point of view of the consumer.

Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape. "The requisite for maintaining optimal carbon concentration levels in a carbon-in-leach (CIL) circuit is of paramount importance in the prevention of gold losses. The process’s ability to recover gold from the aqueous phase is primarily dependent on the carbon loading profile of the CIL train.Newmont Boddington Gold (NBG) have over 2015 tested the Mintek online carbon concentration wmeter (C2 Meter) suitability for effective carbon concentration measurements in their CIL circuit compared to the standard method where the readings are taken twice a shift by the operations staff. The C2 meter works by passing a 1MHz ultrasonic signal through a slurry containing carbon where there is a relationship between the carbon concentration and the attenuation of that signal.It also highlighted another area where the C2 meter could be implemented at NBG whereby the instrument can be as a cautionary device for carbon losses in place of carbon safety screens.Citation:McCamley, C, 2016. RME has a vision for a new grinding plant operational paradigm made possible by RMEÆs fast, safe Mill Relining System. Some new liner designs can degrade SAG mill performance because of mill volume loss, ball strike (rotational speed limitations) and other issues often brought about by modifying liner design for maximum life and without a backward glance at metallurgical consequences. Freshly relined mills can initially produce as little as 80 per cent of their maximum throughput, that maximum occurring toward the end of the linersÆ wear life. RMEÆs proposition is to see new liners designed for maximum commercial performance. This may mean more frequent mill relines but with liners designed to yield optimum grinding, metallurgical and profitability performance, not maximum life. In other words, mill liner profiles and mill relining speed become key operational controls and not simply æmust doÆ maintenance functions. Taken to the extreme, liner profiles may prove capable of ætuningÆ a grinding plant for maximum profitability in any metal price environment. Following the introduction, the first section of this paper provides an update describing recent and significant developments within RMEÆs range of Mill Relining Systems, the enabling technologies which permit more frequent liner exchange without incurring additional downtime imposts. The second section outlines RMEÆs vision of a æliner profile versus profitabilityÆ commercial model, developed either intuitively or by using a combination of new measurement and modelling technologies. These new measurement and modelling tools provide the opportunity to predict the optimum commercial outcome, off-line in the virtual world, before committing to an expensive liner experiment.

The East West Link road tunnels are proposed to provide a connection between the CityLink toll road and the Eastern Freeway north of the Melbourne CBD. The alignment passes from Moonee Ponds valley beneath the Upfield Line railway cutting, Royal Park, the historic Melbourne Cemetery and beneath Alexander Parade rising to an eastern portal at Hoddle Street. The western (Royal Park) part of the alignment passes through the folded and faulted Silurian Melbourne Formation, which has been subjected to deep weathering since the Triassic.The Melbourne Formation in the Royal Park area is mainly characterised by interbedded sequences of siltstone and fine-grained sandstone. The beds are often graded and a clear boundary between the siltstone and fine-grained sandstone rock can be difficult to distinguish. Variation in lithology and the presence of structural geological features such as folds and faults have resulted in an irregular weathering profile within the Silurian rock; nonetheless the formation typically becomes less weathered with depth.Due to difficulties in obtaining reliable laboratory strength and stiffness relationships with weathering grade, in situ testing methods such as downhole shear wave velocity and high-quality pressuremeter testing are a useful aid to assessing appropriate geotechnical parameters for design.This paper presents an analysis of the variation in shear modulus of the Melbourne Formation, determined at small-strain (from downhole seismic data) and at ‘engineering scale’ strain (from pressuremeter tests) for extremely weathered (XW), highly weathered (HW) and moderately weathered (MW) rock. Estimates of small strain shear modulus (Go) obtained a range between 400 to 3400 MPa for these weathering grades. By comparison against the pressuremeter test data, reduction factors to be applied to these Go values to estimate shear moduli at engineering strain levels typically range between 0.10 and 0.35.The downhole geophysics undertaken in the Royal Park boreholes also suggests that there is an inversion in velocity between approximately 15 and 27?m depth below the top of the formation. The gold salting fraud at Busang on the island of Kalimantan, Indonesia was exposed in early 1997 and resulted from the independent drilling, sampling and assaying of PT Freeport Indonesia which reported assays from the South East Zone with negligible concentrations of gold. Since then, a number of legal actions directed at former Bre-X directors, consulting firms and financial or broking institutions are at various stages and are based on numerous allegations surrounding the supposed existence of obvious and numerous warning signs or æred flagsÆ. These include: the absence of references to visible gold in the drill logs; the alluvial nature of the gold grains; the high gravity recoveries; the invalid comparison with Kelian; the absence of outside scrutiny and the lack of external review/audit and surface depletion of gold. The focus on the red flags has been at the expense of the numerous positive indications or ægreen flagsÆ. These include the morphology and chemistry of the gold grains, the gravity testwork, the amalgamation results, the role of external consultants, the results of a review by one of North AmericaÆs leading minerals auditing groups, the behaviour of the gold at surface and the presence of references to visible gold in the drill logs. The flawed nature of the discussion of the technical facts surrounding Busang has prevented a meaningful and informed discussion about what actually happened and has, therefore, prevented the formulation of meaningful remedies for the future.

Mine planning includes equipment selection as a subprocess because aging equipment must be replaced to maintain or improve productivity levels. The criteria used for decision-making in mine planning and equipment selection are often inextricably linked and inherently contradictory. For example, financial wisdom demands that development, which is an expense and locks up capital, be deferred as far into the future as possible yet on the contrary technical knowledge suggests that developing well ahead of stoping is practically desirable because it generates additional geological information required to improve planning of the unmined portion of the orebody and create better operating flexibility. Consequently, mine planning professionals have to delicately balance all decision criteria when executing mine planning in order to achieve optimal mineral extraction or when selecting equipment, so that capital is optimally deployed. These two processes can therefore be characterised as belonging to the multi-criteria decision analysis (MCDA) type of problems. MCDA problems are alternatively referred to as multiple attribute decision-making (MADM) problems and belong to a broader group of problems called multi-criteria decision-making (MCDM). There is now a gradual recognition and application of MCDA techniques in the minerals industry. This paper explores the theory, current and potential application of these techniques in decision-making in the minerals industry.
