A study was undertaken using various methodologies to determine the optimum loading and hauling configuration for different haul routes at Callide Mine, a coal mine located in central Queensland. The study involved development of an effective flat haul model that was used to estimate production rates in truck and shovel circuits that employ two excavators of differing capacities then Queuing Theory to construct a capacity constraint model for scheduling purposes to assist in truck allocation and finally a cost model to determine the most cost effective fleet configuration.The model was calibrated using haul road design and performance data of trucks and excavators currently in use at the mine. The study examined the effects of cycle time for different truck and excavator fleet configurations on production rate and costs.The study found haulage cost was directly related to cycle time while production rate reduced with cycle time. The study indicates the approach taken in combining a cost model with a capacity constraint model offers a simple and effective method of scheduling an optimum number of trucks in a haulage circuit.CITATION:Campbell, S and Hagan, P, 2012. A combination of the needs of business, employee desires and safety and health considerations is stimulating increasing attention to the time spent by people at work and the timing of that work. Particularly we are seeing: - innovative work schedules for 24-hour mining businesses; and - response from industry to accommodate the needs, even the desires, of employees in return for systems which are more productive and more capital efficient. There appears to be an evolutionary trend for business management to become more sophisticated and responsive to the need for achieving close to best cost work schedules to sustain continuous improvement. The underlying motivating forces driving this trend for improved techniques in organising attendance at, and time spent at work, is the seemingly inseparable combination of technological advance and ever-increasing accumulation of capital. The mining industry has not remained untouched by this thrust for ever-increasing need for best use of labour, to adopt advances in technology and to provide attractive opportunities for putting accumulated capital to work. An essential component of this on-going thrust is a substantial effort by the mining industry to improve the performance of labour by providing most-productive work schedules.

The subject which I have chosen for my paper is one that I am sure has occurred to the minds of nearly every mining man on these goldfields at some time or other. I refer to the carrying out of hydraulic mining on a fairly large scale on some ofthe alluvial areas of the West Australian goldfields. There are many, no doubt, who have the question ready at the present moment, "But where is the water coming from? " However, the great difficulties in the way are not due to the want of natural facilities, but due to the fact that sufficiently large areas cannot be leased for this purpose under the present Mining Act. Now, ever since the inception of the West Australian goldfields there has been the old familiar cry when referring to some alluvial gully or flat, "I wish I had a head of water to sluice that ground," but what seems an impossibility at times can be brought to a very great possibility by the use of a little thought and the expenditure of the necessary capital. This is so as regards West Australia with sluicing which, in spite of the its having so many detractors, can be carried out successfully in certain localities if the ordinary facilities on the part of the Govenment are given, and on the other hand the necessary capital is supplied. Alluvial gold areas, I propose now to draw your attention to first of all, the numerous alluvial areas that exist around Coolgardie, Kalgoorlie, Bulong, Kurnalpi and many other centres. Some of these areas have afforded fortunes inthe early days to the alluvial miner, and also afforded a living for years to many diggers' by the use of the dryblowing...

"The International Cyanide Management Code (the Code) is a voluntary industry program for gold miners and associated cyanide transporters and cyanide producers. By becoming a signatory, a company commits to follow the CodeÆs principles and implement its standards of practice.Signatories are required to undergo an initial certification audit within three years and a recertification audit every subsequent three years. Recertification audits evaluate compliance over the preceding three-year period. This approach presents a number of challenges. Golder Associates has undertaken in excess of 75 initial certification audits and 25 recertification audits; more than any other audit firm. This paper outlines some of the challenges identified and lessons learnt from the recertification audit process. Central to the process is the challenge for organisations to maintain commitment to compliance over the full three-year period and effectively address deficiencies or non-conformances that may have occurred during that period in a prompt manner.The International Cyanide Management Institute (ICMI) provides guidance in evaluating deficiencies or non-conformances, which requires consideration of the æcauseÆ, ædurationÆ and æongoing compliance effortsÆ and an assessment of the concept of ægood faithÆ in response actions. A thermal neutron irradiation technique using a mCf neutron source has been developed and applied to thp.simultaneous determination of iron and aluminium (expressed as AI2O3) in iron ore fines (-6 mm particle size) on a moving rubber conveyor belt.While the determination of iron with this technique is based on the use of a NaI(TI) detector to monitor the characteristic prompt gamma rays (7.64 MeV) emitted by thermal neutron capture reactions in the iron, the etermination of AI2O3 is based on the use of a second Nal(Tl) detector to monitor the characteristic gamma rays (1.78 MeV) emitted after thermal neutron activation of the aluminium. The second detector is located downstream from the first. Although the speed of the conveyor belt has no direct effect on the iron measurements, it must not exceed about 3 m/min if good accuracy is required for the AI2O3 measurements. Consequently an auxiliary conveyor belt is required in order to avoid interference with normal ore processing.Dynamic trials of the technique, using 1500 kg samples of ore on a 460 mm-wide rubber conveyor belt moving at 1.7 m/min, have demonstrated that the method can achieve accuracies of 0.7% Fe and 0.1% AI2O3. At the present stage of development, it is recommended that lump ore be crushed to a particle size of 6 mm before analysis.In addition to iron and AI2O3 determinations, measurements of total moisture content and bulk density are possible. The determination of Si02 is also feasible, but a separate fast neutron source (e.g., Am-Be) and a separate gamma ray detector are required.

Metallurgical process control systems in mineral plants often employ state-of-the-art monitoring analysers in an attempt to optimise plant operations and enhance mineral recoveries. These systems are unfortunately invariably fed by simplistic ‘sampling’ designs consisting of various in-stream methods or pressurised probes. These are unfortunate compromises and provide a false picture of what a mineral flotation or other process can achieve. The situation is further aggravated by some manufacturers using misleading marketing to suggest discrete cross-stream methods for metallurgical accounting and unreliable continuous in-stream off-takes for control sampling and that they are of synonymous integrity.Reliable, absolute or representative samples are often absent in many modern day concentrator plants, due to compromises around sample taking, particularly in terms of delineation and extraction errors and thus leading to sample bias. For more reliable information from online analysers we need a continuous, but much more reliable sample taken, than is current practice.Online analysers require a fully proportional and continuous supply of sample for effective process control, otherwise maximised or benchmark recoveries will be nothing but a pipe dream. Large discrete cross-stream samples from mechanically less reliable equipment cannot be used as feed to online analysers, as it will negatively impact real-time feedback and efficient process control.It is possible to build correct sampling systems that could do both process controls online and metallurgical accounting at the same time. Multotec Process Equipment (Pty) Limited, in close association with experienced sampling consultant Francis Pitard, have jointly patented a concept to achieve this and which is embodied in the design of the unique Rotating Cone® Sampler (International Patent Application No. PCT/IB2016/057464). Ground support installation into the face of development headings has become an accepted practice at many Australian hard rock mines. Ground support is installed in the development face to reduce personnel exposure to rockfall while conducting work tasks such as marking up, installing lifter tubes, charging, and face sampling. The ground support system installed in the face is typically friction bolts and mesh. This support system can be effective at reducing rockfall occurrence, but it also increases the cost of development per metre, in terms of capital for the ground support, jumbo and operator capital allocation and the installation time slowing each drill and blast cycle. Other issues associated with meshing and bolting the development face include management of rock bolts and mesh sheets in the fired dirt of every cut, damage to services such as vent duct, geometry issues when installing ground support onto irregular development profiles and operator error. Fibrecrete installation onto the development face for support is an option considered by many mines, but it can be difficult to manage due to the removal of visual indications of misfires and slowing the mining cycle due to the wait time for fibrecrete curing. The use of Thin Spray Liner (TSL) products in underground hard rock mines has been relatively infrequent in the past, mainly due to issues with cost, health and safety, and liner strength. Kanmantoo Mine investigated the use of TSLs for the purpose of development face support, while collecting data on the costs and practicalities associated with their use. Several TSL products were trialled and a preferred TSL product was selected for use as face support. Cost savings, drill and blast cycle timing improvements and other benefits were achieved while meeting the requirement to reduce rockfall risk.

Instantaneous outbursts of coal and gas have occurred at various times in several working districts of Metropolitan Colliery, N.S.W.They have occurred in headings only, under both hand and mechanised conditions, and with seam gas ranging from mainly methane to nearly pure carbon dioxide. A modification of inducer shotfiring using a shear cut was introduced in 1955, and in 1961 full face firing both to a machine cut shear and off the solid was introduced. The current series of outbursts -1961 to 1963 - has been induced under these systems with full control of the time of outburst, but without prediction, and with some disappointing production features.Various aspects of current conditions and practices at Metropolitan are considered singular, such as the coarse granulometry of outburst coal, the prevalence of floor heave, the absence of strong structures at outburst sites, the possibility of outburst at any stage in pillar formation up to the last few yards, the effect of rate of advance on outburst occurrence, and the mildness of many outbursts experienced.It is concluded that inducer shotfiring is a reliable control but it suffers by comparison with outburst-free conditions, and that control by preyention would be preferable.INTRODUCTIONThe phenomenon of instantaneous outbursts of coal and gas has been described in detail previously (Hargraves, 1958). Briefly, it is a combined gas and stress hazard of deep coal mining, usually occurring in virgin work and during active face advance, when coal and seam gas burst from the face into the workings.Instantaneous outbursts have occurred sporadically at Metropolitan Colliery, N.S.W., since 1895. This paper presents an overview of recent developments in the Environmental Impact Assessment (EIA) process to provide the background for a more detailed analysis of environmental and social constraints that the Heavy Mineral Mining industry has encountered over the past decade. Four cases studies are reviewed to provide a context for further analysis and identification of cross cutting environmental and social issues that either resulted in the projects not proceeding, or in the Australian case study, places existing operations under significant pressure from anti-mining lobbyists. The Xolobeni project, from the Eastern Cape in South Africa, is presented as the primary case study because it is recent, topical, and accessible; and raised numerous issues related to mining in a sensitive environment. A proposal to mine an area adjacent to the Okefenokee swamps in 1997 was also met with strong opposition from various environmental groups in Georgia, USA. This case study is briefly reviewed to further understand what ultimately resulted in the project not proceeding. Opposition to mining at North Stradbroke Island is reviewed to identify current issues more applicable to a developed country. A further review of a strategic assessment undertaken at Wavecrest, Eastern Cape, South Africa is provided in support of possible solutions to the challenges identified in the case studies. Important common themes were identified, including in some cases unfortunate timing of the environmental studies, but in all cases opposition was due to ecological sensitivity, landscape quality and sense of place. In one case study limitations to the EIA process included inadequate detail in the specialist investigations and insufficient information on mitigation. In all cases public participation was a limitation. It was either insufficient; flawed through possible bias; too ‘top down’ and required engagement with mobilised, motivated lobbyists. There was also insufficient investigation of social impacts, particularly amongst rural communities directly affected by a project. Generally alternatives were inadequately considered, a recognised limitation of project level EIA. It is concluded that the EIA process should be started as early as possible (at prefeasibility), and that investigations should be expanded from a typical fatal flaw assessment to one that applies methodologies used in strategic assessment. In particular, opportunities and constraints of the natural and social environment should be assessed in the context of the mining option as well as other options, to allow for a more meaningful assessment of alternatives. Public participation must form an important part of this initial study, despite the potential risks associated with public engagement at an early stage in the project. The application of the IFC Performance Standards; and expanding the scope of the EIA into an environmental, social and health impact assessment will lead to a more rigorous procedure, and result in more defensible products which could successfully unlock the key to the resources in these sensitive areas.

The Telfer concentrator, located in the Great Sandy Desert of Western Australia, consists of a dual train gold/copper operation processing ore from one underground and, currently, two open pit mines with differing mineralogy. The flotation circuit of each train was designed to operate in several modes depending on the feed mineralogy. The majority of ore mined at Telfer is processed in a sequential mode where copper minerals are first floated into a saleable copper concentrate followed by the flotation of an auriferous pyrite concentrate which is treated in an on-site hydrometallurgical plant (carbon-in-leach (CIL)). Gold is recovered as a gravity product within the primary grinding circuit, to the copper concentrate, and to a lesser extent, the CIL circuit.Since Telfer was re-opened, with a new concentrator, in 2004, the processing plant has struggled with poor copper concentrate grades, partially due to the excessive entrainment of non-sulfide gangue minerals in the copper flotation circuit and, more recently, due to composite copper particles produced when processing ore from a supplementary satellite pit that has not previously been processed through the new Telfer concentrator. Gold recoveries in the CIL circuit have also been below industry standard. This paper presents the implementation of recent changes made to the circuit to address these performance issues. The reconfiguration of the circuit has involved the installation of the following major equipment items: two ISAMillsÖ in ultra-fine grinding applications (one in the copper circuit and one in the pyrite circuit), two Jameson Cells to improve fine gangue rejection and a bank of 5 + Outotec TC30s to recovery copper and gold from the reground pyrite stream. "The mining industry suffers from a shortage of professional and other workers. Research and analysis has demonstrated a close correlation between high performance in productivity, maintenance and safety. There is also a significant correlation between engagement and performance. It is the hypothesis of the authors that mines can use a strategy of establishing themselves as a high-performance mine to attract and retain high caliber professional people: step 1 is to become best practice in equipment performance (productivity, maintenance and safety) step 2 is to brand the mine as æbest practiceÆ by sharing what has been confidential performance and outcome information with the general industry.Previous research has shown that many professional people are attracted by the prospect of a high achieving site because of the learnings and the support for continually doing better. In addition, a link has been established in previous research between productivity and safety. Operators and drivers are attracted to sites which have fewer dangerous people operating or driving. Good management delivers exceptional performance and a work site which high caliber managers and operational personnel people want to work at. The strategy requires commitment and proper execution but it can work. The strategy needs a specific approach and this paper will discuss this. A case study is provided from a mine which over a nine month period increased dragline performance by 15 per cent and reduced stress on the boom by 30 per cent. This mine paid the employees (professional and operational) $25 000/a less than the major mines but the operators and professional people would not leave; in fact, people were happy to be paid less to work there.CITATION:Lumley, G and Trott, T, 2012. The projection of operating costs for mining, processing, and other site operating costs is an exercise which can be fraught with considerable peril. Not only are the physical characteristics of each mineral property unique, but a range of other factors will influence the consultant's approach to compiling cash flow estimates. This paper details some of the techniques used in estimating operating costs for use in order-of-magnitude cost studies and feasibility studies, and describes how to avoid common areas of difficulty. A series of examples relating to open pit gold mining and processing cost estimates illustrate these problems, and various corrective methods are described. The mining and treatment processes, and their associated cost elements, are followed in sequence of operation from on-going ore delineation through to disposal of the product. In addition the problem of assigning management, administration and overhead costs along with taxation allowances is addressed. Of critical importance is the application or possible misapplication of accrual procedures to the cost elements. In many cases such misapplication can introduce more pronounced errors with projects of short duration, such as the typical open pit/C.I.P. gold operation commenced in the last decade. The importance of providing verification of estimates depending upon the standard of the cost study is also investigated, and opinion is provided upon the minimum levels of verification necessary at various stages. Finally, the amalgamation of the various individual cost elements into a coherent whole is reviewed.

Driving sustainability concepts and practices into the heart of the design process is the key to achieving a successful, sustainable plant design. Engineering design practices, tools, systems and methodologies should be prepared around true eco-efficiency parameters, adopt wholesystems-thinking and consider life-cycle impacts for the design task. Experience dictates that the application of sustainable plant design practices is most likely to succeed if: The principles are well documented and explained. All stakeholders agree on what sustainability means. Sustainable plant design is treated as a core process. The principals of sustainable plant design are equally applicable in brownfield and Greenfield environments. Although brownfield situations provide the designer with less latitude for change, these types of projects do allow easier measurement and demonstration of relative impacts. This paper further develops the above points by drawing on case studies from HatchÆs repertoire.

The top submerged lance (TSL) technology, developed in the 1970s, is now widely used for the processing of a range of materials. The key advantage the ISASMELT™ TSL technology provided was the ability to process feed materials in a highly turbulent bath, reaching close to equilibrium conditions, uniquely allowing for operation below the liquidus of the molten slag phase. The details on what happened below the liquidus line in the phase diagram became critical for the successful operation of the technology. During the development of the ISASMELT™ technology this led to a collaboration between the Process Technology group of Mount Isa Mines, now part of Glencore Technology, and the Pyrometallurgy Research Centre (PYROSEARCH) at The University of Queensland. The fusion of the phase equilibria research into the technology development allowed for understanding of the behaviour of molten splash, reliable tapping of the furnace, and the ability to operate the furnace with a refractory lining and achieve a year campaign life in excess of four years. The outcome has allowed for the highly successful adaption of the ISASMELT™ technology to recycling of complex feed streams necessary to drive circularity in our modern global economy.

New Zealand can be regarded as a rifted part of mineral-prospective eastern Australia. Geologically credible comparisons between selected trans-Tasman and SW Pacific geological provinces and units, especially those that contain significant mineralisation in Australia, can help provide a useful exploration framework for New Zealand. As part of a six-year Mineral Wealth of NZ and its EEZ (MWE) research programme, we have targeted selected geological units in eastern Australia for comparison and contrast with their potential New Zealand counterparts. In future years, the programme will focus on geological units in New Caledonia.

Philsaga Mining Corporation (Philsaga) had three main aims in converting their lining system from steel to metal cap. They wanted to increase mill availability, minimise localised high wear and optimise particle breakage to deliver increased efficiency within the milling circuit. Combining Discrete Element Method (DEM) modelling and empirical interpretation of liner wear resulted in a rigorous approach to understanding the impact of mill liners on overall mill performance. This new understanding was subsequently used to not only derive a new lining design to optimise performance and thereby improve overall plant economics, but also to guide further lining development.In this work, detailed DEM modelling, developed from actual plant data, together with optimising liner design for wear paved the way towards the installation of a Metal Cap lining system at Philsaga’s Ø6100 mm SAG Mill. The results were a reported increase in SAG mill throughput of 16 – 20 per cent due to improved breakage through more efficient use of installed power, a reduction in localised high liner wear with overall increase in liner life and reduction in liner replacement time. Site also reported an increased gold recovery of 2 per cent which the improved breakage might have contributed to. This paper will present the design challenges and compare the Metal Cap lining systems performance against Steel lining system. History attests to the catastrophic consequences that fire, explosion and contaminated, noxious andirrespirable atmospheres can have for workplace health and safety in underground coal mining. It also confirms that fires and explosions present the greatest risk of partial or total loss of underground mines and equipment and that this risk continues to materialise. The design, implementation, operation and maintenance of the mine ventilation system are core controls for managing the hazards associated with these risks, both for preventing them from materialising and for mitigating their consequences if they do materialise. These are most effective when embedded in a risk management approach.

Post-tertiary training programmes have been designed and produced for geologists at different levels of understanding and expertise in the relationship between gold mineralization and shear zones. A workshop format was used as it allowed both clients and facilitators to participate in the learning process. Evaluation by facilitators and participants refined the workshop programme as an effective skills oriented learning process. The general observation is that post-tertiary training in small, interactive, practical, learning oriented groups is far better than lecture oriented short courses for developing skills based learning. The evaluation indicates that the process in post-tertiary training must include aspects which are both useful and used.

With commodities suffering dramatically low real prices, mining business margins are under intense scrutiny. Unfortunately, management systems developed early this century for manufacturing are driving counterproductive behaviours that choke productivity. The paper and presentation will explain this and present a proven methodology for increasing productivity. This will be supported by operational examples from Australian and American mining management to demonstrate the importance of modern business performance measurement and analysis systems. It will explain the importance of management systems in driving organisational change to sustain superior productivity and margins. The paper will explain why many executives and managers confuse production (a measure of volume) with productivity (which measures efficiency and effectiveness). It will explain how this and other counterproductive managerial and operator behaviours and attitudes are driven by traditional business management systems exacerbated by managerial and consulting fads. The paper will begin with the simple principle that to improve results one needs to first improve the process producing the result û and will show how this is often violated. Improving productivity then boils down to:accurately identifying opportunities using sound, modern measurement, analysis and reporting systems; methodically improving operating and commercial processes, and changing peopleÆs behaviours and attitudes to sustain changes in practices. The paper will include fundamentals of applying sound measurement and analysis to:processes directly, eg cycle time charts and their impact in cyclical (non-continuous) operations commonly used in rock breakage; drivers of productivity; and process results themselves since correct analysis identifies opportunities accurately. The paper will cover the importance of practical leadership and the need to follow a simple, solid plan for changing systems that drive behaviour. Overall, it will highlight use of modern performance Measurement, Analysis and Reporting systems to drive behaviours and improve margins - without capital investment û and make executive and managerial work easier and more effective.
