NECESSITY FOR PRICE FIXING DURING the latter part of 1916 and the early months of 1917, clue to war activities, there was a threatened shortage of coal which resulted in panic among consumers and a rush to obtain coal at once at any price. As a result of this insistent demand for immediate delivery, prices were bid up by the consumers to unprecedented heights; spot coal which had previously been selling at from $1.50 to 82 per ton was bid up to $5, $6, and, in exceptional cases, as high as $7.50 or more per ton. Then when the April, 1917, contract period arrived, contracts could be made only at prices ranging from $3 up to $5 and $6 per ton for the year's delivery. This condition caused such a demoralization of the business, and so much complaint, that some action to regulate prices was considered essential by the National Administration. LANE-PEABODY AGREEMENT In May, 1917, a committee under the chairmanship of F. S. Peabody, of Chicago, was appointed by the Council of National Defense, through Mr. Lane, to consider the whole question of bituminous coal. This committee, with the Secretary of the Interior, Mr. Lane, after numerous meetings and long negotiations with the operators throughout the country, announced on June 29 an agreement between the Committee and the producers, fixing a tentative maximum price for bituminous coal throughout the country at $3 per net ton f.o.b. mines, to which was added 25 c. for selling commission to wholesalers. This plan was based on the idea of fixing a maximum price, high enough to greatly-stimulate production, with the expectation that the laws of supply and demand would, with ample production, operate to maintain fair and just prices for coal throughout the country.

The following article covers the history of a metallurgical campaign, commenced in March, 1905, at the mines of the Socorro Bold Co., in the so-called desert region of Yuma county, Arizona. The results obtained were simply a function of necessity, as will be seen from the description of the local economic conditions and the character of the ores treated. The mines and mill of the Socorro Gold Co. are located near the small village of Harrisburg, about 60 miles from Congress Junction, Ariz., which, at the time this work was undertaken, was the nearest railroad station, and from which all supplies were brought by wagon through the desert, at a cost varying from $10 to $15 per ton in addition to the railroad freights. Wood, the only available fuel, cost $7 per cord. Water for all purposes was pumped to the plant from a well in the valley about 4 miles away. Under the Arizona law, a working-shift is 8 hr. Wages were $6 per day for foremen and mill-men, $4 per day for blacksmiths and engineers, $3.50 per day for miners, and $3 per day for shovelers and trammers. The ore consisted of quartz, in which, above the 250-ft. level, the iron-minerale were largely oxidized and some free gold was visible; below that level few traces of oxidation occurred, and pyrite constituted the principal mineralizer in the quartz, together with occasional pockets of galena and a few eccentric specks of covellite. The 20-stamp mill was equipped with plates for amalgamation, and three Standard tables for concentration. The tails from the tables mere elevated by a centrifugal pump to a launder, by which they were conveyed to a 60-ton cyanide-mill for further treatment. The cyanide-mill was erected at so great a distance from the stamp-mill that a separate crew of workers and a separate power-plant were necessary. ALL crude oils become more viscous when chilled, but the only oils that congeal and precipitate paraffin to such an extent as actually to cause production troubles are those that contain an appreciable amount of wax. In handling these oils of high wax content, three distinct problems may be encountered before the oil reaches the refinery. The first problem is the precipitation and accumulation of paraffin in the well, either in the oil string or on the face and in the pores of the sand. The second problem is the accumulation of paraffin and the congealing of oil in the transportation lines. The third problem is the precipitation of paraffin and the formation of tank bottoms.

This presentation discusses the necessary ingredients for the creation of an acceptable credit structure, i.e., the structure that enables the borrower to attract the funding from different groups of lenders. As the amount of debt in the capitalization of new projects increases, it becomes quite critical that the mining venture sponsors obtain funding in a manner which maximizes the project economics. Attention normally is focused on the inherent operating cost characteristics of a venture such as the cost of mining, milling, transportation, smelting, and refining. The projected costs are derived from lengthy feasibility studies often taking millions of dollars and years to prepare. For a variety of reasons as the amount of equity directly provided by the sponsors declines, the balance must be made up from external credit sources. As a result, once the project becomes operational, debt service requirements assume crucial importance. For most new ventures, in the early years of production, the total amount of periodic debt amortization charges together with the projected interest expenses equals or exceeds the total operating cost. Utmost care must be taken, therefore, to reducing these costs which will then increase the chances for the implementation of the project. Project sponsors must carefully evaluate different funding sources in terms of their potential economic impact and, concurrently, evaluate alternative credit structures in order to be able to attract the selected funding vehicles. In this presentation I will discuss credit sources in the order of their relative appeal; i.e., from the standpoint of maximizing rates of return to the project owners. The tenor of the credit, that is the period from signing a loan agreement to the time of last repayment under the loan agreement, is undoubtedly the most important variable in evaluating the attractiveness of debt sources. Therefore, I will begin by discussing debt sources with the longest maturities and will end with a description of credits with relatively shorter tenors. The availability of different funding possibilities will naturally depend on the geographic location of the proposed venture, the creditworthiness of the borrower and the sponsors, the project economics, and finally the actual liquidity conditions in the capital markets at the time that the funds are committed. U.S. LONG-TERM DEBT MARKET - PUBLIC OFFERINGS AND PRIVATE PLACEMENTS The long-lived nature of most mining projects dictates that the majority of the mine financing be raised from long-term sources. In today's world capital markets U.S. debt issues probably carry the longest maturities available. The maturities can range from 5 to 40 years. Various types of long-term corporate debt instruments can be differentiated from one another by their terms, seniority as to claims against the assets of the issuer, legal form, and whether issued privately or through a public offering. The terms of these debt issues vary widely. For example, the interest rate which is typically fixed at the time of issuance, is determined by the credit quality of the issuer, the maturity, the average life, the seniority of the debt, the quality of control covenants or type of assets pledged as security, and other exogenous factors such as: economic policy, general level of interest rates and cur-rent level of financing activity. The entire principal amount of the debt may be due and payable at maturity (known as a "bullet" maturity) or, more typically, through periodic repayments in equal or staggered amounts. Almost all such debt issues allow for prepayment at the option of the issuer, but require varying amounts of repayment penalties. Disbursements are made over a relatively short period after signing of the debt documentation which may not coincide with the actual funding needs of the project. Financial covenants can be quite stringent, covering areas such as the issuer's financial leverage, working capital, payment of dividends and other distributions, merger and acquisition activities, and limitations on the disposition of property. Rand presented in 1930 a sum of money from which the income is available to support various phases of the work of the Institute in which Mr. Rand was so deeply interested. At present the fund amounts to $10,000. The specific terms of the deed of gift are as follows: "The fund collected to establish a memorial to the late Charles F. Rand shall be placed in the custody of the Board of Directors of the American Institute of Mining and Metallurgical Engineers, to be set up as a trust to be known as the `Charles F. Rand Foundation,' the income of which shall each year be applied to a distinct purpose to be decided upon in that year by vote of the Board of Directors. This purpose shall be such as to promote the general welfare of the Institute and to constitute a permanent memorial of the usefulness of Mr. Rand, who for many years gave unstintingly of his time and talents in its service.

I. GENERAL INTRODUCTION. TECHNICAL progress takes place in two directions: the improvement of methods, affecting the quality of the product; and increase in the economy of operations, affecting its cost. In the iron-industry, practice is pretty well settled, and. revolutionary changes of method are, for the present, not to be expected. Hence, in this industry, the principal endeavor is to reduce costs by the use of labor-saving inventions, such as the machines brought into use during the last decade. But it is not alone necessary to reduce the labor-cost; complete economy requires also a saving in raw material. Under this head we may rank the coal employed as metallurgical fuel; and it follows that progress includes the economic use of fuel, so managed as not to injure quality of product. In the present paper it will be shown how, by suitable utilization of the heat from the furnace, a large portion of it may be made available for other purposes. Such utilization of waste-gases is important in all industries which employ furnaces (especially heating- and smelting-furnaces); and in the first rank of these stand the iron-, glass-, and porcelain-manufactures. The following pages are devoted chiefly to the waste-gases of smelting-works, and especially to those reverberatory-furnace gases which are not combustible.'

Of many physical parameters critical to design of grinding processes, impact of grinding media is among the most difficult to measure or predict. Yet impact of falling grinding balls, pebbles, or rods accomplishes the fine grinding essential to metallurgical recovery of most important minerals. Unfortunately, the same impacts that break ore fragments deform or crack grinding mill liners. A project was undertaken at Climax Molybdenum Company to measure impact forces in operating ball mills so that they might be used to calculate stresses in liner materials and be correlated with service performance of mill liner alloys. Towards that end, a method of measuring impact forces on ball mill liners using an instrumented grinding ball has been developed. Preliminary tests show that impact forces and contact stresses imposed on bare mill liners are quite high but are greatly reduced by cushioning when coarse ore particles are crushed between balls and liners. Compressive and shear stresses induced in liners not protected by coarse ore are so severe that deformation or minute subsurface cracking are inevitable in all but the small production grinding mills, regardless of mill liner alloy strength or hardness.

Resident Instruction: The character of an institution, the varying demands made upon it, its geographical location, its own internal organization, all are factors that predispose against rigid standards, curriculum-making, research programs, and extension services. Mineral industries educators must keep in mind that the under- graduate is the core of the college, a philosophy that implies a set of inviolable principles.1 They will want to turn out graduates with overwhelming talent in their field, together with incorruptible ethics, prepared to deal with people, as well as with theories and things. Curriculum-making is a popular educational pastime. No course makes or breaks a curriculum. The particular qualifications and interests of individual students must find expression. However, selection must be made under guidance so that the student's individual needs are realized. In this way, specialization can be introduced into curricula previously conceived to be of general science or engineering nature only. In its essence, formal education is society's endeavor to put old heads on young shoulders, to implant the experience of centuries in the youthful generation. Both centrifugal and reciprocating-type pumps have been widely used in the transport of slurries. Although with some limitations, centrifugal pumps may be used, especially for short-haul systems, however, for the long pipelines the reciprocating pumps are better suited. A state-of-the-art review is presented in which a discussion of applications is made and some of the problems associated with meeting the proper design conditions for satisfactory service are discussed. Several developments underway give considerable promise of better pumps in the future, although the current level of development provides for an economical means to move slurries. The movement of liquids in pipelines necessarily occasions the use of pumps. The petroleum industry is familiar with the transport of solids through mud pumps and cementing and fracturing pumps where the movement of slurries is an everyday matter. In the drilling of an oil well, the circulating fluid utilized to remove drill cuttings is called drilling mud. This substance is usually a fairly sophisticated material designed to develop certain characteristics desirable in the drilling process. The cuttings are suspended in a moving column of this fluid and brought to the surface. The separation of the cuttings from the drilling fluids is accomplished by the use of shaker screens and settling pits; however, it is impractical to remove the cuttings completely and as a result they are pumped through the mud pumps back into the circulating stream. Over the years, mud pumps have been improved so that rather long life can be obtained from liquid end parts subject to the attritional effects of the abrasive-laden fluid. It is from this background that reciprocating-type slurry pumps have been developed. Centrifugal Pumps Centrifugal pumps have also been used to transport solids, where low heads are required, typically up to 200 ft or so, and for short hauls. The centrifugal pump is a hydrokinetic device wherein the increase in velocity of a fluid stream is converted to head, and to achieve high heads a large change in velocity is necessary. Abrasive laden fluids cause wear on impellers and casings as a result of erosion by the fluid and the suspended particles. Centrifugal pumps, therefore, can only be used where the internal velocity of flow is rela- tively low. The advantage of centrifugal pumps is their high capacity at relatively low capital cost and usually relatively small space requirement. One of the disadvantages of the centrifugal pump when used in slurry pipelining can be seen in its typical pressure-volume performance relationship, which tends to work against the application (see Fig. I). If an increase in pressure (head) is occasioned by flow restrictions in the pipeline, say by the dropping out of solids, a desirable characteristic of a slurry pump would be that it develop increased pressure to overcome the restriction. The centrifugal pump provides the increased pressure only at the expense of considerably reduced volume which then results in a lower flow velocity. With the reduced flow rate, adequate velocity to hold the material in suspension and keep it flowing in the line might not be achieved. If centrifugal pumps are considerd for the movement of solids in a long line, a series of pumps must be staged in order to provide the necessary motivating force. This paper examines the application of gelatin mixture models to the study of factors such as gravity effects, tectonic and residual stresses, anisotropy, physical nonlinearity, time-dependent behavior of the rock mass and connectedness of the geologic space. The technique of calibrating gelatin mixtures proposed by Richards and Mark in 1966 is applied to the particular problem considered. Similitude relationships between model and prototype are discussed with reference to the constitutive equations describing the physical behavior of the rock mass. The interaction between two openings in a linearly elastic medium, under conditions of plane strain, is used as an illustrative example with the view to describing the history of stress and deformation changes on the rock medium and lining around a slusher drift while undercuts are made in block caving. The prediction of the displacement, stress field and mode of fracture associated with a given rock structure, its initial stress field, and its physical properties is essential to rock mechanics and ground control. The basic approach is to assume the rock mass to behave as a continuous, homogeneous, and isotropic medium. The classical theory of elasticity is the simplest theory based on such a concept. Specification of the elastic constants, the initial state of stress in the ground, and the boundary conditions on stress and displacement allows one to predict stress and displacement within the body. Subsequently, provided that a criterion which governs rock fracture under various stress conditions has been established, a stability analysis of the rock structure can be performed. A natural extension of the present knowledge consists of removing some of the simplifying assumptions which characterize the analytical solutions based on the classical theory of elasticity. Complex geometry, the significance of tectonic and residual stresses, anisotropy, physical nonlinearity, time-dependent behavior of the rock mass and connectedness of the geologic space are some of the important factors which are neglected in the classical approach. A better insight into the real problem can be attained with either the finite element method of stress analysis or an experimental technique. The former has already been applied with success on several occasion 1-4 and is destined to render great service in the field of rock mechanics and ground control. The latter, which will be considered in this paper, has been used extensively in applications too numerous to be enumerated. Experimental technique involves either prototype testing, if the area to be studied is accessible, or model testing. Two- and three-dimensional photo-elastic analyses are very convenient means of obtaining the stress distribution in models of complex geometry. In general, such analyses are confined to studies of stress fields around openings which are sufficiently far removed from the surface boundary so that the stresses in their neighborhood are practically equal to those produced by an initial uniform stress field; i.e., so that gravitational effects are negligible. There are, however, many rock structures where these effects must be taken into account to attain a more realistic representation of the problem. Surface and near surface rock structures, systems of openings interacting with one another, and structural components loaded only by their own weight are some of the obvious examples. This paper was written to show how factors neglected in the usual analysis based on the classical theory of elasticity, can be taken into account when gelatin mixture models are used inconjunction with photoelastic methods. FIFTEEN thousand barrels of oil daily, the production of the United States 75 years ago, amounted to more than 90 per cent of world supply. Russia and Romania, neither of which produced as much as one thousand barrels daily, were the only other suppliers in substantial quantity. The adolescent oil industry of the United States, a dozen years old in 1871, was still confined to the Appalachian region. Wells were drilled by cable tools; many of them were "kicked down" by manpower with a spring pole; and depths were measured in hundreds rather than thousands of feet-a 1000-foot well was a deep well. Casing was an innovation, come into general use only a few years previously and still so new as to be subject to bitter patent litigation. Crude oil was packaged in wooden barrels and shipped by flat boat and barge on the creeks and rivers and by railroad. Such pipe lines as existed were only a few miles long. There were many refineries. Pittsburgh, Cleveland and the Atlantic seaboard were refining centers. Refineries were very small, however, and their operations consisted essentially in simple fractionation by distillation and treating for quality. The products in demand were burning oil or kerosene and lubricating oils. Oil was not yet used as fuel and gasoline was a nuisance to the refiner.

Digital simulation is defined and simulation techniques are re- viewed. Typical methodology involves the selection of models, the adjustment of raw data, the selection of a fitting strategy, the assessment of model accuracy in a statistical sense, and the development of an executive simulation structure. Simulations serve as aids for process engineers in evaluating the feasibility of a proposed flowsheet and the effect of a modification to an existing flowsheet. In addition, simulation plays an important role in off-line optimization and in the evaluation of alternative circuit control strategies. Several examples are presented to illustrate these uses for simulation including applications in crushing circuits, grinding circuits, and flotation circuits. It is the opinion of the authors that, within the next decade, mineral processing plants will be studied routinely via digital simulation during the preliminary design stage. Simulation will constitute an important component of the design decision making process.
