UNTIL recently, the characteristics of cast copper have seldom been studied and such study as has been made has been inadequate. The prevailing idea seems to be that since pure copper is infrequently used in the cast state, there is no reason for trying to establish precise data regarding the properties of the metal in that condition. On the other hand, wrought copper either in the shape of sheets or wire rarely fails in service, except as a result of the action of reducing gases at the annealing temperatures, so there is little incentive to study the properties of the cast shapes -cakes, bars, ingots and billets-for the sake of tracing the causes of failures of the wrought metal to the cast stock. However, about a decade ago, wirebars of American origin often cracked badly while being hot-rolled in mills in Germany. This led to four investigations: by E. Seidl and E. Schiebold,1 by P. Siebe,2 by 0. Bauer and G. Sachs,3 and by G. Welter.4 These authors came to the conclusion that failures in hot-rolling were due essentially to the presence of a' wide zone of columnar crystals between the thin layer of fine crystals near the surfaces of the bars and the large but more nearly: equiaxed grains of the central core. This macrostructural defect was explained in turn by the probable upward deviation in the temperature of the metal while it was being poured into the molds of the casting machine. More recently, cast shapes of copper were investigated by N. P. Allen5 and by C. Blazey.6 Allen examined vertically cast wirebars and horizontally cast wedge cakes of electrolytic tough-pitch copper, but only for the distribution of densities; i.e., porosity. Blazey was interested mainly in the mechanism of the variations in electrical conductivity due to cold-work and anneal, but gave introductively an account of the composition and average densities of the tough-pitch horizontally cast wirebars used. As far as the present writer can tell, no investigation was undertaken for the sake of presenting a picture of the distribution of mechanical characteristics in the wirebars of copper, tough-pitch or otherwise.

The haulage of coal from the face to the tipple is an important enough link in the production of coal to deserve its full share of study and care. In order to obtain a better understanding of mine haulage conditions, a series of tests and investigations has been made which promises to hasten the improvement of present conditions. For hauling coal through the mine and on the surface, locomotives are required, the size and power consumption of which depend on the resistance to motion offered by the mine cars. This resistance is principally caused by gravity and bearing friction. The effect of gravity can be reduced to a minimum by a suitable layout of the haulageways; that is, by arranging the grades in favor of the loaded trips, and by fixing the percentage of grade to that value which gives the lowest power consumption for loaded and empty trains. The bearing friction, which is considerably greater than is generally realized, can be easily reduced to a negligible quantity by the installation of a suitable anti-friction bearing that will stand the rough use and abuse of coal-mine service. The present investigation will deal with flexible roller bearings in comparison with ordinary plain bearings. A number of tests for determining train resistance have been run during the last 2 years both in the bituminous and anthracite coal regions. For all these tests the dynamometer car described in a previous paper was used. This car is equipped with recording instruments and is entirely automatic in its operation. It is coupled between the Iocomotive and train, and records the following quantities: drawbar pull in pounds, speed in miles per hour, and a time interval, usually 5 sec.; the paper travel is proportional to the distance covered by the car. A dozen years or so ago, the general superintendent of our company, now the president, Mr. W. H. Clingerman, asked me to study the coal-washing problem. This work brought me into contact with the best washery men of the country. I investigated many kinds of coal-cleaning schemes, made numerous tests, and collected voluminous data, yet I confess frankly that I have had little practical washery experience and that little has been at the Middlefork washery of the United States Fuel Co. at Benton, Franklin Co., Ill., which was put in operation last fall. While this washery installation may not be the "last word," I am quite sure it embodies some long steps in advance of the older designs and constructions. From the washery man's standpoint, the removal of pyrites or marcasite, a disulfide of iron, is the one vital problem, and the one productive of the most beneficial results, so far as elimination of sulfur is concerned. Sulfates and so-called organic sulfur occupy quite a sec-. ondary position and are generally lost sight of in coal washing. The elimination of sulfur in coal in the past has usually been accomplished by jigging in water, but lately concentrating tables have been successfully employed. The flotation process has been applied to fine coal, but is hardly considered practicable. Coal washing is rapidly coming into its own, due to the depletion of low-sulfur coals for coking purposes, and we predict that soon the same careful attention will be given to the design and construction of coal washeries that is now being given to byproduct plants and other allied industries. Heretofore, coal washing has been considered only an incidental and necessary evil instead of the big problem it is—one worthy of the most careful study by men well trained along technical lines and capable of delving into the fundamental principles. The principle of airborne electroniagnetic prospecting is well-known. 'The basic geonhysicai texts in inost cases discuss the main elements involved in electromagnetic prospecting. However. there is ceriainlv iittle information available to the public concerning he present types of airborne eiectromagnerlc systenis being flown today by both contracting companies and some of the mining companies which have their own instruments. This is unfortunate since it is difficuit for those people not conducting such operations to understand thoroughly the iarge variation in the electromagnetic instrunlents available. Basically, the aeriai electromagnetic induction method utilizes a primary or transmitting coil through which is generated an alternating magnetic field at a frequents: generally of the range of 100 to 2000 cycies per sec. This primary field links with buried conductors and generates eddy currents within them. These eddy currents in themselves generate a secondary magnetic field of the same frequencv, but generally nut-of-phase with respect to the prinlarv field. This secondarv field is detected above the ground in the pick-up or receiver coil which is tuned to the frequency of the current applied to the primary transmitter coil. One of the main problems in the development of an airborne electromagnetic system is that of maintaining constant coupling between the cransmitting and receiving coil systems. Any variations in the coupling due to relative motion between the two coils will result in an in-phase signal being induced in the receiver coil. [However, any variation in the coupling does not result in an out-of-phase signal change in the receiver coil. The first airborne eiectromagnetic svsteins which were developed utilized a large prlniarv coil set up on the aircraft with the receiving coil being towed behind in a bird, generally at the end of a cable of about 500 ft. in length. It is possible with such a system to record the out-of-phase or quadrature responses more readily than the in-phase re-sponse. One system utilizes a dual frequency method, wnereby the out-of-phase responses at two frequencies are recorded. Another system used today records a single-frequency olrt-of-phase response. Recentlv home companies have succeeded in measuring from ne air both the out-of-phase and the in-phase components. The usefulness of recording in-phase is weil-known, but unfortunately this is difficult to obtain in any towed-bird system. In order to measure the true in-phase signal, the most straightforward system is that in which both the transmitter and receiver coils .Ire affixed in space so that there is little or no relarive motion between the two coils. THE FLIGHT SYSTEM The particular system which Canadian Aero Service is using at present is mounted on a Sikorsky S-55 helicopter (Fig. 1). A record of both the in-phase and out-of-phase responses is made at a frequency of 390 cycles per sec. The transmitter coil is set on a boom mounted in the front of the helicopter; the receiver is set on a tail boom extending back from the helicopter. Separation between these coils is about 65 ft. The two coils are mounted in a vertical co-axial relationship. Having the transmitting coil in a vertical plane ensures that maximurn coupling will occur with vertical conductors rather than flat-lying conductors. Having them mounted as they are in a co-axial relationship on the helicopter ensures that maximum response will occur when the flight direction is orthogonal to the strike direction of a given conductor. THE CHAIRMAN (ALBERT SAUVEUR, Cambridge, Mass.).-In forcing us to face and to discuss the important question of erosion of steel guns, Prof. Fay is performing a public service. His investigation has been fruitful and his results illuminating and suggestive. It is not in a spirit of adverse criticism, therefore, that I venture a few remarks suggested by his paper, but rather to add my mite to the discussion in the hope that it may not be entirely without value. Prof. Fay considers it conclusively demonstrated that the hard layers forming in the inside of guns of large calibers after they have been fired a number of times consist of martensite. Still, he admits that he never was able to detect in the hard layers the structural characteristics of martensite. This leads him to conceive the existence of amorphous martensite. We may well hesitate before accepting this theory on the strength of the evidence offered. Martensite, as we know it, is essentially a crystalline condition assumed by a close association of iron and carbon, possibly if not probably of the nature of a solid solution. Lacking this crystalline character we are hardly justified in calling it martensite on the ground, merely, of its being very hard.

Until recently porous bronzes have found many applications for self-lubricating bearings in the automotive, electrical, household appliance and general machine industries. The bulk of an annual production of several million pounds of copper powder had gone into the manufacture of these articles, of which by now more than a billion are in service. However, the war has brought severe curtailment of these bearings because of the scarcity of the two main constituents, copper and tin. The development of substitute materials of equal or superior properties has led to a large-scale replacement by products made from iron powder. In spite of the diminished interest in powdered copper-tin alloys caused by this trend, it was believed worth while to investigate some mechanical properties of these materials as a reference base for substitutes. In addition, experiments using the hot-press method were incorporated to investigate possibilities of saving vital equipment or opening new fields of applications. It must be assumed that by this time the powder metallurgy process of making porous bronzes, a development that found its first industrial applications more than 10 years ago, is well known in engineering. The patent literature and bibliography is volu- minous, most publications referring to porous, self-lubricating bronzes, containing about 10 per cent tin and I to 5 per cent graphite, with porosities in the range of 25 to 35 per cent.l-7 The excellent antifriction properties of these bearings, caused by the uniform impregnation with oil, are dependent on the interconnection of the pores and the uniform distribution of the graphite inclusions. The sintering mechanism of porous bronze, with its structural changes during the transformation of the metal powder into the sintered bearing has been shown in colored photomicrographs by Hall.* Diffusion between copper and tin was found to begin within one minute, when tin-rich transitory phases were formed. After 25 min. a homogeneous matrix of alpha was reached for an alloy containing 9.5 per cent tin and 6 per cent graphite. Price, Williams and Garrand,9 studying certain metal powder combinations in which sintering is accompanied by the cementing action of a liquid phase, including a 90-10 bronze sintered at 925°C., have found that if the treatment is carried out within the liquidus and solidus temperature range of the system, a peculiar process of alternate solution and precipitation occurs. The particles of the major solid constituent are dissolved in the minor liquid phase, but thereafter are reprecipi-tated on certain nuclei, which develop into large grains, usually rounded.

INTRODUCTION The King and Beaver mines of Asbestos Corporation Limited (ACL) were joined in 1957 to form the King-Beaver mine. In 1964, ACL purchased the Johnson's Asbestos Company. The combined underground workings are a part of the King- Beaver mine. Asbestos ore is mined at the rate of 4080 metric tons per day (mtpd) to provide 15% of the company's daily requirement in the Thetford Mines area. Figure 1 shows the location of Thetford Mines. Two shafts service the underground. No. 3 shaft, 457 m deep, is used for personnel and material transportation, downcast ventilation, and ore hoisting. No. 4 shaft, 820 m to the south, is 389 m deep. It is used for material transportation and upcast ventilation. Figure 2 shows the relative locations of the shafts and the underground workings. The ore is mined by block caving. HISTORY The orebody outcropped at surface and was first mined as an open pit. Underground mining commenced when open pit mining became impractical. Shrinkage stoping, used initially, was unsatisfactory in the highly fractured ore. Sublevel stoping improved ore recovery and safety, but did not overcome the adverse effects of the un- stable rock. Observations of the rock failures indicated that block caving would be satisfactory. This was confirmed by careful investigation and testing. A method of block caving similar to that used at the Miami Copper Company was adopted. The first block commenced production in June 1933. BLOCK CAVING General A large block of ore is undercut above pre- pared drawpoints. The ore above the undercut caves by its own weight. Caving progresses up- ward as the caved ore is drawn. A large proportion of the rock breaks up in the caving action so that it will pass through the drawpoints. Oversize blocks are broken by drilling and blasting or mudcapping. Figure 3 shows the progressive stages of block caving. In the central part of the ore zone, the vertical dimension of a block is determined by the 132 metres between production levels. When isolated ore pockets are developed, the vertical dimensions of a block depend on the extension of the ore zone above the undercut. The minimum horizontal dimension of an under- cut determines the cavability of the overlying block. When necessary, caving is assisted by drilling long horizontal holes into the block above the undercut and blasting them. This procedure speeds up or restarts caving. It will not ensure complete caving of blocks having undercuts less than 30 m wide. Orebodies suitable for block caving are highly fractured and wide enough to cave freely without excessive dilution. Since their comparatively recent development, the alloys of cadmium with silver and copper or nickel, and of cadmium with nickel alone, have been used somewhat extensively as liners for connecting rod bearings and main bearings of internal-combustion engines. In applications where, owing to high bearing loads and elevated operating temperatures, the life of bearings made from tin-base or lead-base alloys has been undesirably short, cadmium alloys have demonstrated considerable advantage. In applications where, because of deflection of the crankshaft or bearing supports, copper-lead bearing metals have resulted in scored shafts, cadmium alloys have been operated successfully. The somewhat serious drawback to these alloys in bearing service has been that they, in common with copper-lead and certain lead alloys, are susceptible to corrosion in the presence of lubricants containing organic acids. These acids may be fatty acids (such as oleic acid) derived from animal or vegetable oils that sometimes have been compounded with engine lubricants, or they may be compounds of an acid nature developed by the oxidation of some petroleum oils under operating conditions. The result of such acid attack on bearings is illustrated by the photograph, Fig. 1. The petroleum oils that are most readily oxidized to a corrosive condition, and the operating conditions under which such oxidation most readily occurs, are now rather well known among the technical organizations of both the petroleum and automotive industries. While means have been developed for inhibiting petroleum oils against such acid formation, the knowledge that this condition may be encountered has been a factor in restricting the wider use of cadmium alloys as engine bearings. It has appeared, therefore, that their value and use would be enhanced if they could be made corrosion-resistant to a degree compatible with the most severe operating requirements. Oil burners, oil furnaces, and methods of installation, have been the subject of many articles, but information concerning oil-burning systems, based upon scientific principles, is still in great demand, especially in the manufacturing districts of our country. Fuel oil, as it is termed (this being the residuum from oil refineries), has for many years been of great service to our manufacturers, and has justified its popularity not only by producing a superior manufactured product, but by turning out approximately 50 per cent. more product than can be made with coa1 fuel under like conditions. To install a system requiring only an oil-storage tank, a small pump, and an oil-supply main with numerous laterals leading to the various burners, furnaces, boilers, etc., is a comparatively simple matter; and, because fuel oil is very volatile, it is not necessary to heat it, even during the winter months in a very cold climate. Furthermore, only a small amount of power is required to atomize fuel oil, this often being done by a positive pressure blower, or by a mechanical burner. An analysis of fuel oil, together with that of various other liquid fuels, is given in Table I.

MANY existing ore deposits of valuable metals have been worked out in their upper surface levels and the continued productivity of these mines is dependent on their extension to greater depths in the earth. The maximum depths at present reached are about 6000 to 8000 ft. below the surface, with no evidence of an impoverished ore vein. These mines are widely distributed; some of the best known are in South Africa, Brazil, India and in the western sections of the United States. Among the factors which increase the difficulty of working these mines at increasing depths are hoisting, rock pressure and temperature. The manner and effectiveness with which these problems arc met will, no doubt, determine in a large measure the ultimate depths to which any mine can be profitably worked. The most critical of these three factors at present is the increase in temperature with depth. The high temperature and humidity in many of these mines at present are severely detrimental to the health of the workers and greatly hamper their efficiency. Some have almost reached a condition in which the human system cannot survive. The problems involved in the cooling and ventilation of mines have all been ably analyzed and presented in previous articles. For this reason, only a résumé of conditions affecting the cooling and conditioning of deep and hot mines will be given in this paper before attention is directed to possible methods of improving atmospheric conditions in the working levels. Physiological Effects of Temperature, Humidity and Air Motion Many data on the physiological effects of different atmospheric conditions on the human system have been compiled and published through the combined efforts of the American Society of Heating and Ventilating Engineers, the U. S. Bureau of Mines and U. S. Public Health Service. These data were not primarily developed around the conditions existing in deep mines, but the upper temperature limits of the investigations extend into, and are applicable to, mine atmospheric conditions. GRINDING costs are an important item in cement manufacture, and the cost of power is one of the large items in grinding costs. Even where power is of secondary importance, cost items dependent on mill capacity are influenced by the efficiency with which the mill uses power. Tube mills typify the grinding mills most generally used in cement plants, though other types are in use. Tube mills have been widely criticized as being extremely inefficient, and this feeling regarding them has led to many attempts to design more efficient grinding equipment. Other types may be an improvement over tube mills, but the improvement has certainly not been revolutionary, at least as applied to clinker grinding. The very fact that there is doubt regarding the relative efficacy of various types of mills is an indication that an adequate basis for an analysis of performance is lacking. The development of methods of analyzing mill performance has been hampered by the lack of a suitable method for measuring the work actually done in pulverizing. There has been no acceptable standard to which mill performance might be compared. As a consequence, it was not known whether the margin of possible improvement in pulverizing operations was large or small. Even direct comparison of different types of mills was seldom possible because most plants had only one type of mill for each type of service. Comparisons between plants were difficult because of differences in the grinding characteristics of various clinkers. Some recent developments complete a chain of circumstances that place the cement industry in a particularly fortunate position for the study of its clinker-pulverizing operations. Modern investigators of grinding phenomena have generally agreed that the best measure of mill performance is the production of new surface. For most materials this measure of performance is largely theoretical and has a rather remote connection with the practical aims of the grinding operation. In clinker grinding, on the other hand, surface area is intimately connected with the properties conferred on the cement by grinding. The regular activities of the Insti¬tute are financed mainly by income derived from members' dues, from advertising in MINING AND METALLURGY, and from the sale of publications to the public. In addition, collateral activities and special projects are financed each year by means of income from endowed funds controlled and administered by the Institute. In the aggregate, the principal sums of these endowments amount to more than $560,000. An active effort is being made to in¬crease the endowment funds of the Institute through a standing committee, of which H. T. Hamilton is chairman; Paul D. Merica, vice-chairman, and of which the other members are: W. H. Aldridge, George D. Barron, Cleveland E. Dodge, John V. M. Dorr, Howard N. Eavenson, D. C. Jackling, Henry Krumb John M. Lovejoy, Harvey D. Mudd and J. V. W. Reynders. This committee feels that there exists a tremendous opportunity for the Institute to be of ever-growing service to the public, to the mineral industries, and to the profession. It welcomes suggestions as to names of men of means who are vitally interested in the mineral industries, and to whom the opportunity to make a contribution or bequest might appeal favorably if presented in the proper light by the committee.

The western coal industry, long overshadowed by the petroleum and metallic minerals industries, has been revitalized by several new coal mining operations, with the promise that this is only the beginning of a tremendous surge in production of coal that will carry into the next century. The content of this paper is confined to the coal fields and recent developments in eastern Montana, northeastern Wyoming and western North Dakota. The area is commonly referred to as the Powder River-Fort Union region although the Powder River Basin and the Fort Union formation are separate entities and are not coextensive. Coincidentally or otherwise, the extent of the subbituminous part of the coal region coincides approximately with the Powder River Basin. Environmental considerations together with the low sulfur content of much of the western coal have triggered demand since this coal could not compete at present with eastern and midwestern coal solely on a delivered-cost-per-million-btu basis. However, increasing costs of underground mining and the comparatively thin seams of the eastern and midwestern deposits may soon bring a balance to these costs regardless of the sulfur content. Another factor which has made western coal competitive at this time is the use of the unit-trains to significantly reduce the cost of transportation. Fast loading and unloading facilities and trains of 100 cars or more in turn-around service are the keys to success in this effort.

Sharp declines of initial production of both oil and gas occurred in West Virginia during 1943. There was only a small decrease in the number of ncw wells, but these wells did not show the quantities of oil and gas that might have been expected. The same situation prevailed both as to routine drilling in old pools and as to exploratory wildcat wells. Out of 42 wildcats drilled, 19 resulted in small commercial gas wells, and 2 in small commercial oil. No new oil pools were discovered, but the proved limits of several old pools were considerably extended, giving 4200 acres of newly proved oil territory. Three new gas pools, resulting from discoveries made in 1942 and former years, came into definite activity. The newly proved gas territory in these and in various extensions of old pools is 39,000 acres or more. It is doubtful whether the newly proved reserves of either oil or gas will balance current withdrawals. The account of operations, as gathered from trade journals and other reporting services, shows that 696 new wells were drilled, resulting in 82 oil wells with 919 bbl. of daily new production; 475 gas wells with 454,735,000 cu. ft. of daily open flow, and 137 dry holes. Also, 57 old wells were drilled to deeper sands, with 3 bbl. and 11,484,000 cu. it. of added production. On the new wells, the oil average was 11.2 bbl. per well per day, and the gas average was 957,337 cu. ft. per well per day. On new wells the ratio of dry holes to completions was 19.68 per cent. On deeper drilling the ratio of failures was 14.03 per cent. The greatly decreased average initial gas-well production in 1943, as compared with 2,270,406 CU. ft. per well in 1942, is directly attributable to the abrupt decline of completions in the Charleston gas field, which reached its peak in 1942. Production of oil for the year was estimated by the U. S. Rureau of Mines as 3,349,000 bbl., as compared with 3,574,000 bbl. in 1942. Production of natural gas for the year is estimated by the author as 210,000, 000,000 cu. ft., compared with the U. S. Bureau of Mines final figures of 215,193,-000,000 cu. ft.* in 1942.

While this device is not new in its inception, its peculiar advantages failed to be of practical utility until furnace-builders instituted the mechanical reform of supporting the upper and lower water-jackets by hanging them from an I-beam frame, independently upheld by iron columns, instead of resting the entire weight of structure on the bottom, as practice formerly prescribed. The Colorado Iron Works were among the first to build copper-furnaces of this description, and the device, illustrated herewith, has been installed by them in three recent plants,—two furnaces for the Westinghouse interests near Ely, Vermont, and one for the Grand Prize Copper Company, of Gila county, Arizona. The jack-screw supports (Figs. 1 and 2) and the familiar iron bottom of former practice are retained as integral parts of this new furnace-bottom. And, instead of resting inert on the tapfloor of the furnace-room, the jack-screws are supported on and bolted to two I-beams the length of the furnace, placed immediately beneath, and parallel to, its sides. These I-beams are bolted to, and supported by, three steel axles equipped with small flanged wheels, the whole constituting a carriage, which runs freely on a track. The entire apparatus is movable or rigid at will, for the wheels are easily braced, if the tension of the tightened jack-screws does not serve to hold the whole in position. The advantages of this design will be at once apparent to those who have had practical experience in barring furnaces provided with stationary iron bottoms. It is a well-known fact that the larger part of the time occupied in cleaning and preparing a frozen furnace for active service is necessitated by working in a confined place where the temperature is uncomfortable, and that in such case the débris must be removed from

BACKGROUND Foreign investment has been a major factor in bringing about the substantial mining industries of Chile, Peru, Bolivia, Venezuela, Brasil and Guyana. But economic nationalism and sentiment against foreiqn domination of vital national industries grew in the 1960s and most major mining projects were transferred into state owner ship. Among the state mining enterprises formed were CODELCO - Chile, MINERO-PERU/ CENTRCMIN - Peru, CCMIBOL - Bolivia (in 1952), Hierro-PERU, GUY-BAU/BIDCO - Guyana, etc. New investment during that time was discouraged because it was subject to the restrictive conditions of the investment regulations of the Andean-Pact, a grouping of Chile, Bolivia, Peru, Ecuador, Venezuela and Colombia. The philisophy was that mineral resources were to be developed exclusively by national enterprises. Essential foreign inputs had to be acquired "depackaged" as separate purchases of equipment and technical assistance services. As a result of the worldwide economic recession which hit the mining industries in 1980-1982, many projects that were viable in 1970 were not developed by the new state enterprises due to lack of capital, managerial and technical abilities and due to problems with marketing. As a consequence of the long-term decline of metal prices, governments experienced difficulty in getting investment organized through national or foreign enterprises and have had to face up to the trade-offs between national control and active mineral development. A change has since taken place in governmental policies. The 1981 Peruvian mining law, the 1982 mining law of Uruguay, the 1979/1980 mineral promotion laws of Argentina, all witness the gradual shifting of emphasis from restriction to promotion. The investment rules of the Andean Pact have been progressively softened through national regulation and today are more or less irrelevant. Nationalizations and forced renegotiations have not occurred in the last few years. Countries have gone to great lengths (without much success) to re-attract foreign investment on terms that accommodate the political sensitivities of the South American countries and the practical requirements of investors and financiers. For this analysis, three contracts have been selected which reflect this accommodation in three South American countries, where miner a1 production plays a major role in the national economy. These con tracts reflect both the attitudes and traditions of the individual countries, but also mark the shift in mineral investment policies that has taken place. EL INDIO AGREEMENT The 1977 investment agreement between Chile and St. Joe Minerals marked a dramatic relationship between Chile and foreign mining investor s. In Chile, mining of copper has played a major role in the country's history. Large scale copper mining was initiated and developed by Kennecott and Anaconda. The nationalization of these two companies under the Allende government in July 1971 started a wave of nationalizations of foreign-held mining and petroleum operations since then in many parts of the world. The military government supported the new Chilean state mining companies ((30DELCO and ENMI) , but it also attempted to accelerate mineral development by prom ting foreign private investment, thus reversing the nationalistic policies followed by the Allende and the preceding Frei government.
