No greater opportunity for public service has ever been presented to the engineers of the United States, as a class, than the campaign to make thrift a permanent American habit, conducted through the Savings Division off the Treasury Department. The engineer owes a duty to his community, to his country, by reason of the very fact that he is an engineer. By reason of his position and influence, his education and experience, he owes to his country the duty of public service. The public understands that the opportunities of the engineer have allowed him to equip himself to handle logically and properly questions affecting the public. He has been trained to maintain a constructive viewpoint. His work is constructive and he builds for the future. The qualities that the public deems necessary for public service have been bred in him. The time has gone by when the professional man can perform his whole duty to himself and his community by shrouding himself and his calling in mystery and locking himself away from the public in office or laboratory. The duty of public service is calling for every man whose training has fitted him to perform that service. The engineers of the country have demonstrated their capacity and their willingness for public service. Throughout the war period they, have been found in every branch of governmental and. civilian activity which could contribute to national success, doing their share to promote national efficiency. Their duties are not over.

IN the operation of any ore processing plant, no matter what beneficiation process or combination of processes may be used, certain fundamental figures are regularly needed for essential records and accounting. These include amounts of ore treated and products made, with their assays, as well as quantities of labor and supplies used, with their cost. Usually labor and supplies are broken down and allocated to certain operations by the accounting department, and resulting tabulations are available for study by the milling plant management. However, to avoid too many minor details that would make these reports cumbersome and involved, much information that could be useful to the plant operator is often consolidated in such a manner as to have lost a considerable part of its value. To clarify this point, it may be stated that top management is most concerned with production figures and cost of production, while the plant operator is also interested in quantities of labor in man- hours and amounts of supplies used. Due to varying unit prices of labor and supplies, comparisons on a dollar basis alone are often misleading. With rising unit costs of the past few years now about twice as high as they were a few years ago, constant study of quantities involved is required to improve efficiency and productivity.

The following notes may serve to bring before your Institute an idea of the iron-ore resources of Pictou County. Enough work has been done to permit an estimate to be formed of their quality and probable extent. As yet the systematic mining and smelting of ironore in Nora Scotia is confined to the operations of the Steel Company of Canada, in Colchester County. Although the locality I am about to describe appears, in many respects, well adapted to iron smelting, etc., no attempts have yet been made to begin work. Nora Scotian capital is more readily turned to lumbering, fishing, and shipping ventures; and such an investment appears equally foreign to the rest of the Dominion. I need not, however, go further into this part of the subject, and can only hope that my notes may prove serviceable as indicating a probable field for future development. The accompanying map shows the position of the harbor of Pictou relative to the coal and iron-ore fields, and to the railways which intersect them. The branch of the Intercolonial Railway, running from Truro to Pictou, forms the western boundary of the iron-ore district, which extends beyond the point where the New Glasgow and Cape Breton Railway crosses the French River. The iron-ore district may be roughly described as a triangle formed by the ore-outcrops and the two railways, the former making the base, and the latter the sides of the triangle, the apex resting on the coal-field at New Glasgow. The drainage of the country is toward the Gulf of St. Lawrence, through the Middle, East, Sutherland's, and French rivers; and the surface is undulatory, seldom exceeding two hundred feet above the sea-level, except in the district lying between Glengarry and the upper waters of the French and Sutherland's rivers, where a maximum height of about five hundred feet is reached at several points. IN an effort to employ cast steel of a stronger structure than that found in the annealed steel castings, the possibilities of heat treatment which will increase the strength without materially decreasing the ductility may be resorted to. The following abstracted report (which is a brief outline of what has already been clone by the Pennsylvania Railroad Co. at its shops and Test Laboratories at Altoona, Pa.) is of material interest, as it indicates what may be done with steel castings when properly treated, thereby permitting in railway service greater strength of cast steel parts without any increase in weight or space. The question of the heat treatment of alloy steel castings is not taken up in this paper. The obscurity formerly surrounding the heat treatment of steel has been for the most part removed by the development of our knowledge of the critical points of steel, pyrometers, furnace construction, and the testing of the finished product. The operations of the heat treatment proper will be taken up under the heads of (1) heating for quenching; (2) quenching; (3) drawing. (1) Heating for Quenching.-Heating for quenching is best conducted slowly, especially in the case of castings of variable thickness. Cracks may occur either in heating or in cooling, clue to different temperatures at different points of the casting. The castings should be thoroughly soaked at the maximum temperature (generally 1,500° to 1,600° F.), 1 hr. being sufficient for sections 1 ft. in thickness. The minimum temperature which will produce the desired hardening effect will, in all cases, be found to be the most satisfactory, as the grain coarsens when the critical range is exceeded to too great an extent. All temperatures should be governed by a checked pyrometer with the hot junction to the heated object, and with several couples in a large furnace to insure a uniform temperature.

MINING is one of the world's oldest industries and has pioneered the civilization of all new lands. Today, mining is not only one of the essential and basic industries of the world, but it is constantly growing in magnitude and becoming more important. We think that the most of our mining is done in the western portion of this country, but in the old State of Pennsylvania mines and products derived from minerals account for about two-thirds of the entire productive wealth of the State. As our forests are denuded, mining furnishes substitutes for timber in the way of concrete, gypsum board, etc. ; and as civilization increases the wants of mankind, mining is producing metals and minerals of every kind in increasing quantities. For example: during the past ten years the per capita consumption of copper in the United States has increased 49 per cent, to 14.56 Ib.; that of lead has increased 35 per cent, to 12.24 lb.; and that of zinc has increased 70 per cent, to 9.57 Ib. The consumption in European countries is about one-half of this, and there are other countries with large populations where there is virtually no consumption; so when all other countries catch up in consumption with our country, you can see what an enormous demand there is going to be for the metals, even to the extent of having to find substitutes for copper, lead, and zinc.

THE QUESTION of whether the production of oil should be limited to market demand has been constantly discussed during the last two years. Oil men, legislatures and courts have reached highly conflicting conclusions. Opponents of limitation to market demand assert that it is a scheme of the big purchasing companies to fix prices and to create a monopoly. Proponents, on the other hand, declare that such a limitation is necessary to prevent physical waste and that the effect on prices is merely incidental. A brief review of market demand legislation will disclose the confusion existing. The laws of Oklahoma,' prohibiting waste of oil and gas, specifically' authorize limitation to market demand as a method of preventink such waste. These laws and the proration orders based thereon have been upheld by the Supreme Court of Oklahoma, by several three-judge Federal District Courts, and by the Supreme Court of the United States.' Kansas has a similar law3 but no case has been found which discusses its validity. About a year ago the California Legislature passed a comprehensive conservation act, generally known as the Sharkey Bill giving authority to restrict production to an amount representing current requirements for use, taking into consideration oil and products in storage. This may be considered as equivalent to limitation to market demand. The Act was defeated upon referendum vote after a hard fought campaign in which it was charged that the Act would result in destruction of the independent operators.

With the introduction of rotary drilling in the Gulf Coast area, some thirty-two years ago, and its subsequent spread to other producing localities in the United States, there has been a constant change in the design of equipment. Only the general features remain, namely the rotating drill stem and the circulating mud. Only recently have the properties of mud and their behavior received attention from petroleum engineers, but circulating problems in present deep drilling demand further study and understanding. It is the purpose of this investigation to determine the relative changes in the apparent viscosity of muds with changes in temperature and to discover other physical effects due to heat. Very little information has been published regarding the effects of temperature on the viscosity of drilling muds. Maustl states: "The viscosity of most muds is decreased on heating, but the interesting thing is that the degree of flocculation is also increased on heating. There will be a greater tendency to seal off formations at high temperatures than at low temperatures." With regard to the effect of temperature on viscosity and yield point, Herrick2 states: "The variation of yield point and viscosity of mud with temperature.....is not very clearly brought out by the data available. Both appear to decrease slightly with increasing temperature up to 200' F." The experimental results presented in this paper further emphasize this point. Two types of viscosimeters are available for measuring the apparent viscosities of drilling muds: the efflux tube type as used by Herrick3 and Marsh, and the torsional type such as the McMichael or the Stormer viscosimeters. THE territory covered in this discussion includes all the states west of the Mississippi river. Agriculture is expanding each year in this section, but until recent years the application of commercial fertilizers as an aid to crop production was not practised to any great extent. The use of commercial fertilizers has increased somewhat, but is still on a small basis as compared with the tonnages used else- where in the United States. During 1928 these western states used 665,100 tons of all classes of fertilizer as compared 'with 7,933,600 tons used in the whole United States; or this western area, compromising near- ly two-thirds the land area, uses about 5 per cent of the total fertilizer. To show how large a tonnage one state may consume, North Carolina for the year 192s used 1,349,360 tons of commercial fertilizer or about twice the amount used by 22 western states.

Twice in the past two years and in two widely separated localities-one near Williamsville, Mo., and the other in the Allard Lake district of Quebec- the Contract Drilling Division of the Longyear Company has experienced perplexing difficulties in drilling granitoid igneous rocks. The rocks in both places are characterized by appreciable amounts of feldspar intimately intergrown with quartz particles of microscopic dimensions. The disappointingly slow rate of advance and the exceptionally high bortz loss, obtaining during the life of these two projects, are ascribed largely to the resistance to abrasion of these two minerals when arranged in this intergrown pattern. Whether all intergrowth-bearing igneous rocks would offer extraordinary resistance to bit progress cannot be stated with assurance on the strength of these experiences alone. More data on diamond drilling this sort of material in a number of localities are needed before any generalizations can be made safely.

REDUCED activity of mining, because of the business recession, had the effect of lowering working time, hence of reducing exposure to accidents, so it is probable that 1938 will be found to have had a lesser number (both fatal and nonfatal) though the accident rate may remain about the same as in 1936 and 1937. During periods of re-employment, such as occurred during 1936, 1937, and 1938, the new men entering the industry are less experienced and not as well trained in accident prevention as are the older, more experienced men and are frequently subject to more accidents. This situation should tend to correct itself as the new employees be- come better trained.

Believing that the results accomplished in the mill of the Churchill Milling Co., Wonder, Nev., during the fiscal year ended Sept. 30, 1914, will be of interest, I am presenting the more prominent facts and figures showing the progress made in treating this ore with especial reference to tonnage, supplies, costs, and extractions. The mill is situated at Wonder, Nev., in the Wonder mining district, 55 miles east from Fallon, Nev., the nearest railroad point. All supplies are hauled this distance by freight teams, this method of transportation having been found more reliable for continuous service than truclis, the price paid for hauling being slightly under one cent per pound. In this mill are treated the ores of the Nevada Wonder Mining Co. Ore is Unusually Hard The company which tested this ore before the mill was built reported "This ore is an unusually hard, tough, oxidized quartz, carrying a small percentage of high-grade sulphides, containing good values in both gold and silver. None of the rebellious silver minerals appear to occur in appreciable quantities." ... "In regard to the mill tonnage this ore is unusually hard and tough, and a high stamp duty cannot be expected. Using a 20-mesh screen and 1,050-lb. stamps, our best work was three tons per stamp per 24 hours." It is very probable that the ore delivered to the testing plant was harder than the regular mill run has proved to be. However, at present the mine is developed to a depth of 1,000 ft., and still shows hard ore in places at this depth in about the same proportion as on the upper levels from which the test ore came; during this year's work, ore was treated from nearly all levels. Together with this hard ore in the mill feed a considerable proportion appears to be broken down and tending to crumble, thus making an ideal mixture for stamp milling. A small proportion of talc is also noticeable, which sometimes increases in amount to the point where it is very troublesome in the thickeners.

.It the present time there are four base metals being used for automo-tive bearing alloys. Of course there are numerous variations in the amounts of alloying elements added to each base metal and nearly all of these alloys have the conventional, if not classical, duplex structure; that is, they are composed of a hard constituent embedded in a soft matrix. The well-known theory is that the former will wear well, while the latter will be plastic enough to allow the bearing to be broken in and conform to the contours of the shaft. The requirements of the modern bearing have been most aptly described by W. M. Corse: In order to meet the engineering demands of today a good bearing metal must be able to carry the weight of the shaft and stand up under steady or suddenly applied loads, or even blows ill sorne types of service. A certain amount of plasticity is desired to compensate for minute irregularities in the shaft or bearing surface, and to permit yielding, thereby avoiding dangerous stresses in bearing and shaft and pre-venting overheating and rapid wear of parts. Less plasticity is required in a bearing tuetal if the surfaces of bearings and journals are machined accurately, aligned, and kept in alignment. It is desirable, of course, that a bearing metal have a low coeffi-cicnt of friction. Under most operating conditions the friction depends on the unit, pressure of the bcaring, the speed, the temperature, and the properties of the lubricant. A good bearing metal must have a low rate of wear to reduce the necessity for frequent replacements, and adjustment of the bearings. It must wear more rapidly, however, than the journal or shaft running on it, because replacement of the journal or shaft is more difficult and costly than replacement of the bearing.' The hardness of the bearing alloy is a property closely related to several of the foregoing. With a duplex microstructure, the measurement of hardness with any of the usual commercial devices means little. The Bierbaum method of measuring the hardness of the individual canstituents was developed to fill this need. Automatic control of the important factors in furnace operation-fuel, air, draft, pressure, slag composition, and of the temperature in various regions of the furnace-has been carried out to a remarkable degree; the human factor is minimized, and the chances for mishaps and irregularities in operation are greatly reduced.

FIRST of several sessions at the Annual Meeting devoted to mining methods was a joint program with the Coal Division devoted to the use of Diesels underground. Fred W. Stiefel, in the first paper, stressed the saving in original cost and in operation. Wm. B. Harris then presented the paper of which he was a joint author, and S. H. Ash stressed the poisonous nature of nitrous fumes from Diesel engines even in minute quantity. Determination is difficult but in exhaust gases they are present in amount two to five times that of carbon monoxide. Jay A. Carpenter, in the closing paper of the session, stated that state laws in general prohibit the use of Diesels underground, and that almost all mine inspectors are opposed.

IT has been considered that the training of an engineer is too often vocational training; that it is a pity all engineers cannot have had a period of liberal training before taking up' pure engineering. Offhand, the so-called liberal courses should bring more ready adaptability to deal with the unexpected, to face with assurance situations which have had no parallel in one's experience, and to move without hesitation under conditions which were heretofore unknown to one, than the specialized course in mining engineering. We hear increasing talk as to the necessity of making the engineer articulate and bringing him into public life. The social implications, and responsibilities of engineering are pointed out, as of equal importance with the prodigious marvels of engineering ingenuity. You often read of this as the logical result of the in¬creasing consciousness of the engineer as to his rela¬tive position in our modern industrial civilization. , Some wag has noted that man is the noblest work of God, but that man is the only one who has said so. Perhaps engineers are the only claimants as to the necessity of their going in for public life and service; at any rate, some liberal educators' still maintain that a well-rounded general education is the better training.

THE Inspiration Consolidated Copper Co. had an orebody at Miami, Ariz., of close to 100,000,000 tons of low-grade copper ore, and the method of mining this ore most profitably was of great importance. The selection of a method was practically limited to a "top-slicing," a "shrinkage-stope" or a "caving" method. The "top-slicing" method would give a high extraction of the developed ore, at a high mining cost, and the ?shrinkage-stope" or "caving" methods ) a lower extraction of, the developed ore, at a lower mining cost. ORE-DRAWING TESTS To decide on the method to be used it was necessary to know about what extraction of the ore could be obtained by the "shrinkage-stope" or "caving" methods. As no definite information regarding the question was available at the time, C. E. Mills, the general manager, thought that some information could be obtained by experimenting in drawing ore, covered with capping, from an experimental box. Some work had already been done along these lines by W. C. Browning for the Inspiration Copper Co. and by myself for the Live Oak Development Co. The idea was to represent as nearly as possible, in the experimental box, the conditions within an area of caved stopes of caved ore all ready for drawing. That is, the area was supposed to represent a semibroken mass with the capping above it in the same condition and ready to follow the ore downward as it was drawn out of the chutes under the ore. To represent the above condition, in the experimental box, crushed ore from the mine was placed in it to a given height, and red barren capping from the mine was placed on top of the ore.

In conforniity with the design of the oficials of the United States Steel Corporation for the standardization of the methods employed in the sampling and analysis of all materials encountered in their various lines of manufacture, the Chemists' Committee presents this compilatioti of standard methods for the sampling and subsequent analysis of molten pig-iron. In selecting the methods, the Committee employed the same line of procedure as in former cases, viz., the careful consideration of all the methods employed in each laboratory of the Corporation, evolving therefrom the several methods herein described, the immediate adoption of which is desired. The services of Messrs. W. B. N. Hawk, William Brady, and C. H. Rich, a sub-committee appointed for the preparation of the present paper, are gratefully acknowledged. II. Introduction. A quite obvious cause of nonconformity of results of comparative analyses in the various laboratories of the Corporation has been an apparent lack of uniformity of method in the sampling and analysis of molten iron.
