MUCH has been said in print, and much more that was unprintable, about burdensome controls, taxation, and multiplying restrictive, regulatory, or taxing activities of the Federal Government, but not so much has been said about ways and means whereby the Government can and does render economic assistance. Economics has been defined as the study of men earning a living, and economic assistance to industry as well as to individuals properly should take the form of helping enterprisers to help themselves rather than charity. Proposals to have the Government play Santa Claus must be examined carefully if -only to avoid undue favoritism to politically important persons and downright venality by potentially crooked public officials. Thomas Jefferson is credited with the remark that the best government is the one which governs least. Paternalism is abhorrent to most Americans.

Characteristics of metal/non metal mines were evaluated to determine the suitability of applying the U.S. Bureau of Mines electromagnetic location system to the problem of locating trapped mines in metal/non metal mines. Statistical distributions of mine depths and overburden conductivities show that the existing USBM EM system is inadequate for most metal/non metal mines. Alternate approaches to trapped miner location in deep mines were identified and subsequent field tests were conducted at six (6) mines to evaluate their feasibility. The approach considered to be the most promising is one which utilizes the existing manpack transmitting system, modified slightly for a dual frequency output, in conjunction with a sophisticated signal processing receiver on the surface. The main advantage of staying with a "through the earth" approach is that the underground equipment can be kept simple, easily maintained, light-weight and inexpensive.

Between 1987 and 1988, the Bureau of Mines studied the mineral resources of the White River National Forest and part of the Arapaho National Forest to appraise the resources present and to determine the types of deposits, and their location, that could be mined economically if sufficient demand and metal prices existed. The study included a comprehensive literature search and a limited amount of field investigation of minerals and mining activity in and near the Forest. Mineral resource information indicates that in the Gore Range the area between Tennessee Pass and Gilman may contain large base-and precious-metal deposits, and could be the focus of exploration activity in the near future. The Breckenridge mining district was found to have a moderate to high likelihood for mineral exploration and possible development of gold. Recent exploration and minor development work has occurred in several other areas: Montezuma, Kokomo-Tenmile, and Upper Blue River districts, and portions of the Sawatch Range. Limestone, marble, sand and gravel, rock for crushed aggregate, and other industrial rocks have been recently mined or Quarried in the Forrest, and will likely be mined or quarried in the near future. Currently coal is being produced at one mine in the Forest, and extensive identified coal resources are located in the Forest. Parts of four known gas fields lie within the Forest west of Glenwood Springs; there is current production at one field.

Summary During the last three years the discovery of gold in the belt of volcanic and sedimentary rocks extending eastward from the Porcupine and Kirkland Lake gold-fields has caused a great deal of excitement in mining circles. The area is heavily drift covered, and every aid to the location of veins is eagerly grasped. A knowledge of the physiographic history of the area is of the utmost importance in the application of many of these aids. Evidence is presented to show that glacial erosion has lowered the general elevation very little below the pre-glacial level, and that many glacial erratics have been carried less than three miles southward. Probably a knowledge of the general geology of a: region was never more necessary to the understanding of the distribution and continuation in depth of the mineral veins than in this area. Four distinct granites occur in the region, and gold-bearing veins are genetically associated with only one of these. Two types of quartz-feldspar porphyries have been found, only one of which has any bearing on the locus of the mineral veins. Many other examples of this complexity of associations might be cited, but everyone goes to show that in most cases the economic importance of the deposits can be realized only after the regional geology is understood. A series of sandstone, limestone and shale intruded by granite lies unconformably below the Keewatin lavas. The latter are intruded by a gneissoid granite and are overlain unconformably by the thick series of Timiskaming greywackes and silts. These are intruded by carbonated syenites and syenite porphyries which have since been rendered somewhat schistose.

(Cleveland Meeting, October, 1912.) IN, August, 1911, I read a paper before the Lake Superior Mining Institute' on surveying and sampling diamond-drill holes. The present paper gives a more thorough description of these methods, together with a few changes and notes suggested by further experience. Since August, 1911, the methods, used constantly by the Cleveland-Cliffs Iron Co., have been developed to a higher degree of efficiency, and have given great satisfaction. Until a few years ago but little attention was paid to the determination of the actual course of drill-holes, to the accurate sampling and analysis of the material, or to the scientific location of the drill-holes. It has now been common practice for several years in many districts to test the inclination of drill-holes by etching glass tubes with hydrofluoric acid, but the direction of deviation from the vertical has not often been determined. Methods of determining the direction by means of a compass were first developed in connection with drilling in Victoria. The latest method used on the Rand in South Africa has been recently described by John I. Hoffman.2 In the same paper Mr. Hoffman describes an ingenious method of wedging-off a drill-bole so as to start new holes at several successive points. By this means a hole can be deflected in any desired direction, and the curvature can be controlled to a considerable extent, provided the rock is soft enough to permit the hole to be wedged off. Unfortunately, in the Lake Superior district, the jasper iron-formation is so hard that it is very difficult, if not impossible, to do this. In 1777, the French naturalist, Georges Louis Leclerc, Compte de Buffon developed a statistical technique to estimate the width between two parallel lines by randomly throwing a needle at the two lines and counting the number of times the needle intersected one of the two lines. By knowing the length of the needle, the distance between the parallel lines could be estimated. This analysis was named the “Buffon’s Needle Problem”.

The objective of the study is to examine the apparent influence of soil and near surface rock strata on the severity of damage experienced by surface structures subjected to mine subsidence. The report discusses: 1) modes of ground movement that might complicate or be confused with mine subsidence; 2) prevailing concepts concerning mine subsidence in the Northern Appalachian Coal Field and Illinois Basin; 3) apparent influences of soil and near surface rock strata on the character of subsidence-related ground movements; 4) classifications and criteria for characterizing damage due to ground movements; and 5) types of subsidence damage experienced by homes above active mines in western Pennsylvania. Presented is a damage classification system incorporating a severity index for characterizing subsidence damage to homes with basements above active mines. A series of case histories illustrate subsidence damage to structures above active and abandoned mines.

Information technology (IT) initiatives in the past have tended to be sold on their ability to maximize resource output and return on capital by allowing assets to be used more effectively and efficiently. Many IT projects fail, not delivering return on their investment. This is known in the IT industry as the “productivity paradox,” where increasing investments in IT do not result in comparable increases in productivity. Experiences and studies of most business sectors reveal that this paradox is rooted in the false assumption that more IT spending automatically results in financial benefit, whereas the benefits are in how effectively IT is used. Most business sectors have accepted that re-engineering of processes is required to gain the full benefits promised of IT. A mining operation has organizational processes similar to most business sectors, but unique operational processes. The lessons of changing business practice in more common business processes, such as inventory control and customer-supplier relationships, can be adequately transposed into a mine setting. The unique operational processes in mines, in turn, require unique redesign efforts. Several enabling information technology opportunities have recently become available, such as more integrated mine production management systems and tactical manager training simulators. This paper reviews some of the latest IT products and outlines the processes and kinds of change that will be required in order to benefit from these new investment options.

High and intermediate temperature fuel cells (FC) are power generators characterized by high efficiency and their use in cogeneration systems. The single fuel cells are connected in series by the use of interconnects to form a fuel cell stack. Ferritic stainless steels have been used in the making of high and intermediate temperature operation solid oxide fuel cells interconnects. However, at high temperatures, on the order of 700-8500C, these steels can present significant oxidation and degradation processes, promoting increased electrical resistivity and corrosion losses that result in contamination of the electrodes and reducing the performance and the useful life of the FC. Intensive R&D activities have been made to minimize these problems and the use of composite coatings on metallic substrate has been considered. This paper evaluates the use of coatings of copper and nickel, with particles of La2O3, Y2O3, CeO2, LaCrO3 and doped chromites applied on ferritic stainless steels AISI 430, AISI 441 and Crofer22APU produced by electrodeposition. The produced samples were evaluated by microscopy techniques, gravimetric analysis and by electrothermal characterization. The most significant results were obtained with chromites coatings (LaCrO3 pure, mono- and multiple-doped) showing the combination of the best features of metal coatings, substrates and ceramic particles with semiconductor properties.

"INTRODUCTION .Very little information regarding coal mining in Spain has been published in the American technical press, and few people realize the extent of this industry or the conditions under which coal is mined. The information in this publication was collected in 1945 and consists of personal observations in Spain, statistics, and other data of a, general nature obtained from official sources.Spain produces bituminous coal, lignite and anthracite, but the total tonnage mined is less than the national requirements. Before the war, an appreciable tonnages coal was imported from Great Britain under the Anglo-Spanish treaty, which rebated import duties and effectually prevented competition from any other foreign source. The war stopped the major part of the important of British coal and caused rapid expansion of the domestic sources, but this was not sufficient to supply the industrial demand. Coal that formerly was not acceptable to industry because of quality is now mined and marketed. The Government, allocates the better-grade bituininous coal to the various industries in accordance with the national importance of the work in which they are engaged; for example, the railroads are allotted 100 percent of their requirements, but cement companies can obtain only 25 percent.The Government offered to inducements to increase the production of coal of any class, but the larger part of the increased tonnage obtained was in inferior grades; as a result, the lignite production was taxed, while a bonus was paid for bituminous-coal production in excess of the 1942 tonnage.The anthracite and bituminous-coal areas were severely damaged during the Civil War and many experienced miners migrated to the lignite mines in eastern Spain. This has resulted in an acute shortage, particularly the Province of Oviedo where the most important bituminous-coal deposits are located."

The Blasting Research Group at the University of Leeds, in the United Kingdom, continues to be highly active in the area of the environmental impact of blasting. In recent years a major part of this research has been concerned with the use of linear superposition. This technique relies upon the assumption that all the holes in a blast produce identical vibration signals. Previous work at the University has shown that this assumption is not sufficiently robust to be generally applicable. In the United States the value of gold- and silver-ores is everywhere reckoned in ounces troy of the metal per " short ton " (2000 lbs. avoird.) of the ore. In the case of silver, which fluctuates in market value, the New York quotation on a given day must be known, in order to determine the gross value of an ore at that date. In Mexico the assay is reported 'in kilogrammes of silver or grammes of gold per metric ton. As everyone is aware, this is practically a percentage system, 1 kg. of silver per metric toll (1000 kg.) being 0.1 per cent., and 1 gramme of gold per metric ton, 0.0001 per cent. The notation is simple and convenient for both assayer and miner.* The Mexican government purchases at an unvarying price for silver, payable in silver, and at a fixed price for gold, payable in gold if the seller insists, but preferably in silver at about the rate of exchange between U. S. gold coin and Mesican silver coin. The value of silver is $40.915 per kilogramme in Mexican silver dollars. That of gold is $675.416 per kilogramme in gold coin. The mints do not, as a rule, issue gold dollars, as the government keeps them to pay the interest on the national debt. Almost all bullion containing a considerable percentage of gold is shipped to foreign countries (principally the United States) to be refined. To reduce fuel consumption in industrial and commercial fuel-burning plants throughout the Nation, cooperative efforts of thousands of individuals are required. These individuals are scattered over the country and hold various positions in thousands of independent establishments. To accomplish as much as possible on this problem during the Second World War, it was decided that personal contact with fuel users was absolutely necessary; publicity, although an important factor, could not by itself give satisfactory and needed results. It was planned to have qualified engineers visit commercial establishments to go over with them the problem of reducing their fuel consumption. The specific plan, toward which all efforts aimed and around which the rest of the program revolved, consisted in brief of 1. Conference of visiting engineer with management to obtain cooperation. 2. Appointment by management of a plant employee as fuel "waste chaser." 3. Work of engineer with "waste chaser" and, if appropriate, with plant operators on most efficient operation of equipment.

"The main purpose in the compilation of accident statistics is to reveal conditions that may result in injury to persons or property so that remedial measures may be applied. For practical reasons it is usually found necessary to restrict inquiry to conditions which actually have caused personal injury, and to omit those which nay, but have not yet, resulted in damage, Fortunately or unfortunately, there is a sufficient number of the former to indicate the existence of hazards so numerous as to require all of the attention which the industry can devote to the subject.Two years ago, the Bureau of 'mines, in cooperation with the National Safety Council, undertook an intensive campaign to obtain more complete and satisfactory information regarding mine accidents than had theretofore been available. Since 1911 the bureau had been receiving annual summaries from all companies operating metal mines, showing, in a general way, the number and causes of accidents that occurred during the preceding year and the number of men employed at the mines. Monthly summaries of fatal accidents at coal mines were received from the state inspectors, showing the number of deaths attributed to each of 22 main causes of accidents, Information for individual coal mines was not furnished.While this information, nation-wide in scope, is indispensable because it epitomizes the progress or retrogression in the industry as a whole, and serves as a background of specialized studies, yet certain classes of acci¬dents, for example, those that are more or less peculiar to specific districts or mines, require an analysis in greater detail than is possible on the sole basis afforded by the annual summaries.The need for more specific information was realized some years ago in the State of Pennsylvania in connection with the administration of the workmen's compensation law, The mining industry is well acquainted with the val¬uable studies of accidents, particularly nonfatal accidents, in the mines of that State being conducted by Mr. Rush N. Hosier."

TWO days of solid discussion, with barely time out for meals, characterized the Tulsa meeting of the Petroleum Division. It was preeminently an earnest gathering devoted to technical matters. Sessions were held in the Crystal room of the Mayo Hotel with luncheon served each day in the back of the same room so that talk of methods, while slightly less formal, extended right through the lunch hour. Thursday evening the Committee did provide a little relaxation in an informal dinner at the Tulsa Club where, after a brief musical program and an amusing skit by the local Herman the Great, brief addresses in non-technical vein were made by President Farish and Vice-president Rice of the Humble Company, Henry L. Doherty of Cities Service, Secretary. Bain of the Institute, and others. The presence of leading executives of a number of the oil companies at the dinner and the sessions, and the cordial approval they expressed of the work of the Division were especially gratifying. The total registration was 215 with 100 at the dinner and 70-to 80 lunching together each day.

Domestic Production and Use: In 1976, 12 companies operated 31 primary aluminum reduction plants, with 3 firms accounting for 63% of production capacity. Washington, Oregon, and Montana accounted for 36% of the total production; Gulf Coast States 19%, Northern States 29%, and other Southern States 16%. Based on published producer prices output of primary metal in 1976 was valued at $3.8 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1976 building accounted for about 25%; packaging 22%; transportation 19%; electrical 13%; , consumer durables 8%; and other uses, 13%.
