The regulations for current coal mine refuge alternative (RAs) require that there be sufficient life support to sustain survival of the maximum number of RA occupants for a minimum of 96 hours. This minimum duration assumes that rescuers can access the RA through the mine within four (4) days of the onset of the mine emergency. But what if mine rescue teams cannot reach the miners within the RA before the RA air supply is severely limited or exhausted? What could be done to extend the duration of the RA life support capability into the 97th hour and beyond? In addition, what might be done to enable more rapid rescue of the miners if they could not be reached through the mine in a timely manner? This paper describes a systems approach to address the potential need to extend the duration of RA life support beyond current design limits. New capabilities that need to be developed in advance of such a dire need include more reliable emergency communications, highly mobile and efficient drilling rigs, enhanced directional drilling techniques, and a standardized RA external life support interface along with RA internal design modifications to accommodate use of an external supply. The following sections describe the need, intent, and technology gaps associated with each of these capabilities. Government agencies and the mining industry should consider initiation of a program to investigate, design, and develop effective means of extending the current 96-hour time restriction on coal mine refuge alternative life support. The development process should begin with a focused study to refine the overall operational concept, investigate the current state-of-the art of critical technologies, identify specific technology development priorities, and make recommendations for a development program to provide in an organized, efficient, and timely manner a solution for extended refuge alternative life support and occupant rescue.

The desire for dry passageways promotes the NATM as it provides a final support system most suitable for the installation of a waterproofing membrane. Waterproofing during construction is a cost effective way to enhance safety and function as well as increasing the life of an underground structure. The NATM approach utilizes the surrounding mass as an integral element of the "ringlike" support system. At the Pennsylvania Turnpike Commission Lehigh Tunnel No. 2 various rock classifications were determined to require support measures ranging from 2 to 12 inches of shotcrete along with spiling, wire mesh, deformed bar, lattice girders and rock bolts as needed. Field instrumentation and monitoring programmes are a key factor for the success of the NATM. When the support "shell" stabilizes smoothing shotcrete, waterproofing and a final liner can be placed.

Until 1956, drill and blast was the only way to excavate rock. In that year, a tunneling machine using disc type cutters economically bored a small Toronto tunnel. Its amazing 105 ft/day set a new world record and set the stage for a new industry. The Disc Cutter Role in Excavation Mechanical excavation of hard rock is by now deeply ensconced in the heavy civil construction industry. All over the world, from the Swiss Alp Melange to Hong Kong Granite, to New York Gneiss, huge Tunneling Boring Machines (TBMs) create transportation, water and sewer tunnels. Powerful machines, boasting as much as 6000 hp, bore through rock, excavating in excess of 1400 tons per hour. The tool that makes this tunneling phenomenon possible is the single blade, rolling disc cutter. These hardened steel discs, from 15 1/2 to 19 inches diameter are arranged on a rotating cutterhead, to cut concentric circles in the rock. As the machine is propelled forward under great pressure, rock below each cutter is crushed. But the efficiency of the cutterhead is derived from the science of cutter spacing (distance between cutter paths). The majority of the rock excavated is not crushed, but flakes off in chips and chunks. No pick, tooth, or drag type cutting tool can duplicate the performance of a disc cutter. The economic use of drag type tools is limited to as low as 5,000 psi UCS rock strength in massive formations. In weakly bonded, foliated rock, drag tools do better, but are still limited to rock generally less than 15,000 psi.

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. US mine production of iron ore in 1984 showed some improvements compared to 1983. But reduced demand from the iron and steel industry caused temporary shutdowns of many iron ore mines and pelletizing plants. US raw steel production in 1984 was slightly above 1983, but still at a depressed level. Production was 83 Mt (92 million st), compared with 77 Mt (85 million st) in 1983 and 68 Mt (75 million st) in 1982. Two major production trends continued in 1984. They were the increased production from electric furnaces and the growing use of continuous casters. Electric furnace production included 33.2% of the steel poured in 1984, compared with 31.5% in 1983. Continuous casting was used for 39% of 1984 steel production, compared with 32.1% in 1983. Statistical Process Control Statistical Process Control (SPC) has taken on new proportions in the iron ore and steelmaking industries within the last year. This mathematical technique is used to monitor, control, evaluate, and analyze a manufacturing process. The technique charts variability of important quality parameters. Training and adaptation of SPC techniaues for process control have been initiated at Inland, Steel's Minorca, Pickands-Mather's Hibtac, Cleveland-Cliff's Empire and Sherman operations, and at Reserve Mining. One of these operations has requested its bentonite supplier provide SPC charts on quality specifications. Some of the steelmaking operations (Inland Steel, Bethlehem Steel, Dofasco, LTV Steel, National Steel, Stelco, Weirton Steel, and Wheeling-Pittsburgh) have set up SPC programs within their operations. And they also have insisted that some of their suppliers use SPC. Plant Shutdowns The permanent closure of Stelco's Griffith mine at Red Lake, Ontario, has been delayed by one year. This gives employees more time to adjust. The mine is now set to close in April 1986, instead of April 1985. Sidbec (Canadian government) and its other partners (including British Steel Corp., Quebec Cartier Mining, and US Steel) closed its iron mining operations at Gagnon, Quebec. The pellet plant has been leased to Quebec Cartier. New Iron Ore Operations The massive Carajas iron ore project in Brazil is scheduled to come onstream in Jan. 1986. It is to achieve full-scale commercial shipments by July of that year. The 66% iron crude ore requires only crushing and screening before shipment. The product consists of 83% sinter feed and 17% coarse ore. Annual production capacity will be 32 Mt (35 million st) when the project is completed. Principal customer for the ore is Nippon Carajas Iron Ore Co., a consortium of Japanese steel mills. The Arab Iron & Steel Co. (AISCO) has started up a $US300 million, 3.6 Mt/a (4 million stpy) iron ore pelletizing plant built by Kobe Steel Ltd., at Al Hidd-hide in Bahrain. By 1986, this grate-kiln-cooler plant will supply high quality iron ore pellets to feed direct reduction plants in the immediate Gulf area and Far East markets. Iron ore supplied from Brazil, Peru, India, and Mauritania provides the feed to the pellet plant. Hydrated lime (2%) is used as a burden.

In the last few years major industrial companies have begun to realize the importance of Reliability as an enterprise strategy that, properly implemented, will improve financial performance. Typical results of an effective Enterprise Reliability Strategy include a 20% -50% reduction in maintenance cost accompanied by a 5% - 10%increase in real production capacity, with no capital investment in production equipment. One factor fueling the race to acquire and implement enterprise reliability is the pressure for companies to be increasingly cost-effective and competitive in global markets. In a recent study, Asset Productivity: The Next Wave, the Boston Consulting Group (BCG)stated that, “In order to compete for funds, companies must offer investor returns that are competitive with other opportunities. Alternative investments such as dot-com and others with non-traditional business models have raised the bar.” (APDF version of the study can be downloaded at www.bcg.com). BCG views asset productivity as the most powerful mechanism for increasing shareholder return. The author believes that the most effective way to increase Fixed Asset Productivity is to maximize asset utilization by increasing the Reliability of the Assets and the associated processes. Developing and implementing an ERS requires significant effort and knowledge. Most companies have difficulty finding a sufficient supply of these valuable commodities to implement an ERS Program internally. Many companies also struggle with figuring out how to get started and what direction to proceed.

Eighteen coarse taconite tailings samples were collected in 2000-2001 from five western Mesabi Range taconite (iron ore) operations located in northern Minnesota, i.e., EVTAC, Hibbing Taconite (Hibtac), USX Minntac, Ispat Inland (Minorca), and National Steel Pellet Company (NSPC), to test their physical, geological, chemical, and mineralogical properties [Zanko, L.M., Niles, H.B., Oreskovich, J.A., 2003. Properties and aggregate potential of coarse taconite tailings from five Minnesota taconite operations, Minnesota Department of Transportation, Local Road Research Board, St. Paul, MN, Report No. 2004-06 (also as Natural Resources Research Institute technical report, NRRI/TR-2003/44)]. The goal was to assemble a body of technical data that could be used to better assess the potential of using a crushed taconite mining byproduct like coarse tailings for more widespread construction aggregate purposes, primarily in roads and high¬ways. An important part of the mineralogical assessment included X-ray diffraction (XRD) analyses and microscopic (polarized light microscopy, scanning electron microscopy, and transmission electron microscopy, i.e., PLM, SEM, and TEM, respectively) evaluation of the size and shape (morphological) characteristics of potentially respirable microscopic mineral particles and fragments. Quantitative mineralogy, based on XRD analyses, showed that the dominant mineral in all samples was quartz (55-60%), followed by much smaller amounts of iron oxides, carbonates, and silicates. Specialized microscopic analyses and testing performed by the RJ Lee Group, Monroeville, PA, on both pulverized (-200 mesh, or 0.075 mm) and as-is sample composites showed that no regulated asbestos minerals or amphibole minerals were detected in the western Mesabi Range samples. A small number (26) of non-asbestos and non¬amphibole mineral cleavage fragments/mineral fibers were detected by SEM out of 1000 fields analyzed, but most were identified as min¬nesotaite and talc, silicate minerals common to the Biwabik Iron Formation. Amphibole minerals, absent in coarse tailings samples from the five western Mesabi Range taconite operations, were present in a single eastern Biwabik Iron Formation sample collected in 2003 for Lake County from the Cliffs Northshore operation in Silver Bay, MN. Importantly, the Superfund Method for the Determination of Releasable Asbestos in Soils and Bulk Materials [United States Environ¬mental Protection Agency (USEPA), 1997. Superfund method for the determination of releasable asbestos in soils and bulk materials, EPA 540-R-97-028, U.S. Environmental Protection Agency, Washington], as modified by Berman and Kolk [Berman, D.W., Kolk, A.J., 2000. Modified elutriator method for the determination of asbestos in soils and bulk materials, Revision 1: Submitted to the U.S. Envi¬ronmental Protection Agency, Region 8, May 23, 2000] failed to generate any protocol fibers, i.e., fibers longer than 5 µm and thinner than 0.5 µm, from either the western coarse tailings samples or the single eastern Biwabik Iron Formation sample. The combined findings suggest coarse tailings and other taconite mining byproducts should be treated with the same common sense safety and industrial hygiene approach practiced for all mineral-based materials that have the potential to generate respirable dust. © 2007 Elsevier Inc. The 2003 Rapid Excavation and Tunneling Conference (RETC) was held at the New Orleans Marriott, New Orleans, LA, June 15-18. The New Orleans conference was the 16th since the RETC was formed in 1971. This year’s conference was sponsored by the Society for Mining, Metallurgy, and Exploration, Inc.(SME), with co-sponsorship of the Construction Institute of ASCE. Attendance at the meeting was 1,178, a conference record. This was up significantly from the771 attendees at the 2001 meeting in San Diego, CA. The RETC was formed to “advance the engineering and scientific knowledge of rapid underground excavation and tunneling through interdisciplinary meetings, publications, technical-educational exhibitions and encouragement of research.” The RETC conferences are now held every other year. They provide an opportunity for individuals to meet with designers, contractors and manufacturers associated with the tunneling industry to share experiences in all phases of tunnel design and construction.

Fibrous minerals are common in nature but asbestiform minerals are rare. The unique mineralogical characteristic common to all the asbestos minerals is their morphologic form (or habit of crystallization) as polyfilamentous fiber bundles. The individual fibrils within the bundles have a tendency to be very long with a narrow range of diameters and grow with their long fiber axis in parallel orientation to the bundle length. The asbestiform habit imparts to the asbestos minerals sufficient flexibility and tensile strength so that most can be woven into cloth. In the past application has focused on their ability to insulate against the transfer of heat. At San Manuel, AZ, Magma Metals Co. operates an Outokumpu flash furnace, four Peirce-Smith converters and two anode casting wheels that are supported by six anode vessels. Process gasses from the flash furnace and converters are treated in a two-train/ double-contact sulfuric acid plant. The plant captures 98% of the sulfur. A new flash furnace was commissioned in July 1988. It has since processed more than 2.7 Mt (3 million st) of sulfide concentrate without a major rebuild. The company has gained unique experience in the operation of the flash furnace at high oxygen enrichments with low off-gas dust loadings. New procedures have been developed to maintain secondary material generation at equilibrium and for maintaining metallurgical control of operating parameters. Process flow description At Magma's San Manuel plant, concentrates and other copper-bearing material are blended and conveyed from two separate areas of the plant to three 420 t (465 st) capacity wet charge bins located above the rotary dryer. Flash furnace silica flux is conveyed to a 227-t (250-st) capacity fine flux bin located adjacent to the wet charge bins. The concentrate and flux are blended in controlled amounts and fed into a 168-t/ h (185-stph) gas-fired rotary dryer. The wet charge enters the dryer at 8% moisture and is dried to 0.2% moisture. The dried charge is pneumatically conveyed to a 580-t/h (640-stph) dry charge bin located above the flash furnace. Flash furnace charge is drawn from the bin by two drag conveyors at a concentrate feed rate of 145 t/h (160 stph). The charge is mixed with enriched combustion air and injected into the furnace reaction shaft. In the reaction shaft, the charge is oxidized to form matte, slag and a rich SO, off-gas.

As part of the New York City’s redevelopment of the far west side of mid-town Manhattan, this project will add 1.5 miles of twin bored tunnel to No. 7 Subway Line. The proposed alignment extending from the Times Square Station west beneath 41stStreet turning south under Eleventh Avenue and terminating at 25th Street will include two new stations. The tunnels and station caverns will be primarily constructed in the Manhattan Schist, and will pass in close proximity to several major overly ingstructures. This paper discusses the lithology and structural discontinuities of rockmass along the project alignment, tunnel and cavern rock loading, groundwater hydrology, groundwater quality, groundwater treatment and sustainable design.

"The close vicinity of mining companies to other sites that are used for commercial and residential purposes or to areas under conservation as well as the fact that the people become more and more sensitive to emissions have led to a negative attitude towards mining operations in the neighborhood. It is above all the use of drilling and blasting techniques that give rise to objections, in the course of which demands for more environmentally-friendly production methods have been voiced. It is in this context that production methods without the use of explosives are considered as an option. After all, the use of such production methods is the only alternative for some quarry operators. The question is what are the true benefits of these techniques and what is the relation between a possible improvement of the environmental effects on the one hand and the technological potential as well as the costs on the other. It is intended to assess the mining techniques for solid rock in their entirety. This paper will therefore look at the aspects for assessing mining techniques in the context of their environmental impact and the costs."

INTRODUCTION Perhaps no other area reflects the art as well as the science of mining-engineering design quite as obviously as strata control. This is due to the fact that the design of mining structures is difficult because rock rarely behaves as a homogeneous medium. Further, the original state of stress and the mechanical proper- ties of the in situ rock are somewhat difficult to deter- mine. However, those aspects that are hard to treat mathematically can and have been successfully approached by model studies and in situ measurements. This chapter will review the fundamentals of strata- control design and will provide examples of applications to typical problems. STRESSES AROUND MINE OPENINGS A close examination of Fig. 1 reveals that, prior to mining, stresses exerted in the overburden can be in both the horizontal and vertical directions. In the example problems of Chapter 1, it was shown that the maximum compressive stress (uv) at any depth (D) below the surface can be approximated as follows: [ ] Further, the lateral stress (oh) is related to the maxi- mum compressive stress by utilizing Poisson's ratio (µ): [ ] As soon as a heading is driven, such as the one in the coal seam shown in Fig. 2, the stresses shift to the sides, or abutments, of the opening. Clearly, these compressive stresses around the opening exceed the pre-mining conditions. The problem of designing an underground opening, therefore, is to determine the maximum stresses and to note if they exceed the ultimate strength of the rock. Table 1 lists several rocks with their corresponding strengths. Figs. 3 to 5 depict the boundary stress concentrations around circular, ovaloidal, and rectangular openings. M is the ratio of the horizontal stress to the vertical stress, or as defined above, p/(l-p). This text will concentrate on the state of stress represented by M = 0.33, which corresponds to the condition of no lateral deformation in a rock having a Poisson's ratio of 0.25. For an ovaloid with an opening width-to-height ratio of 2.0 (Fig. 4), the boundary stress concentrations are at their maximum values at the comers of the opening, with values in excess of 3.0. Upon completion of an underground mine design, the planning engineer is faced with a surprisingly complex problem, “What development and mining sequence should be implemented so as to maximize the return on investment?” The problem relates to the scheduling of development headings to access stope production areas in such a way that the most money is made as quickly as possible for as long as possible. The total dollar value of the stopes, the average grade, the total tonnage, nor even the profit margin do not accurately give an indication of the “proper” mining sequence on their own. This paper will outline a method being developed by the author that can create a sequence of events that maximizes the net present value (NPV) of a given development and production design using information already being generated during the design process.

Heavy earth-moving machineries used in open-pit mines intensively expose the drill operators to whole-body vibration and shocks and thus to musculoskeletal disorders. The roles of an individual, machine, and rock-related factors in their exposure remain poorly understood. This cross-sectional study investigated their role among 39 drill operators from Indian iron ore mines. It shows that 70% of the operators were exposed to high levels of vibration, above the limit values recommended by ISO 2631-1. Multiple linear regression models showed that the whole-body vibration and shock exposures were strongly associated with operator’s age, drill machine model, rock’s hardness, uniaxial compressive strength, and density. The role of body mass index was close to significance (p = 0.08). Univariate analyses found that drill’s age, seat pad thickness, and seat backrest height were also strong predictors. These results help in identifying risky operators, materials and occupational situations, and in implementing appropriate prevention and intervention to reduce and monitor the exposures and health risk.

With the passage of the Surface Mining Control and Reclamation Act (SMCRA), and the implementation of state permanent programs, underground coal mining operations are for the first time subject to government regulations regarding subsidence. These regulations now and in the future will directly affect the manner in which mining companies mine their coal. Since the promulgation of the original final regulations by OSM, numerous changes in those regulations have been made and many additional changes are pending in the near future. This paper will discuss state and federal approaches to regulating underground coal mines and examine issues surrounding future subsidence regulations.

A study was made on six collapses that occurred during large-diameter tunnelling through weak sedimentary rocks and soil using SES methods in three stages?top heading, bench and invert. The collapsed lengths are between 20 m and 277 m. The collapses were re-mined using essentially the same tunnel-ling method with larger excavation profiles to accommodate the designed remedial measures consisting of ground treatment, pre-support and stronger initial support/outer lining required to carry higher ground loads acting in the collapsed lengths. The paper presents information on the collapses and the design and execution of the remedial measures.

Despite low commodity prices and mining industry cutbacks throughout the world, Peru remains one of the industry’s bright spots. The country’s remarkable economic turnaround during the 1990s remains a model for other developing nations to follow. And the Peruvian government has not forgotten the industry that was instrumental in that turnaround. True, the country has not been spared the effects of the mining industry’s retrenchment that has occurred in other parts of the world. However, foreign mining companies remain committed to doing business in Peru. And the government remains committed to attracting foreign investment and maintaining a strong mining industry. This commitment was evident in September 1999during the 24th Convention of the Institutos de Ingenieros de Minas del Peru in Arequipa, Peru. More than 3,000 mining industry professionals from around the world attended the convention. And Extemin, the accompanying exhibit, featured more than 450 companies, many from the United States, Canada, Australia, South Africa and other countries.

The 21st Annual American Mining Hall of Fame Awards Banquet sponsored by the Mining Foundation of the Southwest will be held at the Sheraton Tucson Hotel in Tucson, AZ on Saturday, Dec. 6, 2003. This year’s inductee, guest of honor and featured speaker at the banquet will be Thomas J. O’Neil, recently retired president and chief operating officer of Cleveland Cliffs Mining. Prior to Cliffs, O’Neil spent 10 years with Cyprus Minerals. He was also professor and head of the Department of Mining and Geological Engineering at the University of Arizona. As representatives of mining heritage, the Hall of Fame will induct James Boyd and Thomas F. Walsh. Walsh discovered a rich gold telluride vein in Ouray, CO, which became the Camp Bird gold mine. Boyd was a former director of the U.S. Bureau of Mines, vice president of Kennecott Copper and later president of Copper Range.

Introduction Newmont Mining Corp.'s Carlin Gold Mining Co. mines gold ore and waste material from four open-pit mines in Northeastern Nevada. Combined production rate is 24.5 Mt/a (27 million stpy). The company is producing gold bullion from the 2.4 kt/d (2600 stpd) Carlin Mill No. 1. and the 2.3 kt/d (2600 stpd) Maggie Creek heap leaching plant. In August 1985, the 6.3 kt/d (7000 stpd) Carlin Mill No. 2 at Gold Quarry came on-line. The total combined throughput of 11.2 kt/d (12,000 stpd) will make Carlin Gold Mining one of the largest US gold producers. Feasibility studies are underway to increase the total gold out-put from Gold Quarry. This will be done by adding a continuous dump-leaching process that will recover gold from lower grade ore. History In 1961, Newmont exploration geologists located claims in the Lynn Creek mining district near Carlin, NV. An exploration drilling program revealed significant gold mineralization. A stepped-up drilling program revealed an ore body with an estimated 10 Mt (11 million st) of ore containing 109 t (3.5 million oz) of gold. Test results in 1963 allowed metallurgists to develop the flowsheet and design for a 1.8-kt/d (2000-stpd) countercurrent decantation (CCD) cyanide plant. Carlin Gold Mining Co. was formed to operate the property. Carlin purchased its first mining equipment in 1965. This consisted of two Bucyrus-Erie 2.7 m3 (3.5 cu yd) shovels and nine 27.2 t (30 st) Wabco Haulpak trucks, two Inger¬soll-Rand track-mounted drills, one Chicago Pneumatic T-650 rotary drill, one rubber tired Michigan 280 dozer, one Caterpillar D-8 36A track dozer, one Caterpillar 16 motor grader, and the necessary ancillary equipment. The fleet was capable of mining 3.2 Mt/a (3.5 mil¬lion stpy) working two eight-hour shifts, five days a week. In 1967, one P&H 1500 3.8 m3(5 cu yd) diesel electrical shovel and three 59 t (65 st) Dart trucks were added to the fleet, along with a Chicago Pneumatic rubber tire mounted rotary drill. This equipment addition increased the mining capabilities to 5.7 Mt/a (6.3 million stpy). Three separate pits, the Main, East, and West, within a 1.6-km (1-mile) radius of the Carlin mill were being mined. The crew consisted of 46 hourly men and three supervisors. This equals 497 t/ total hourly manshift (548 st) or 407 t/total manshift (515 st). Rising gold prices in the early 1970s allowed lower grade deposits to be mined at greater distances from the mill. The Boot-strap pit, 19.3 km (12 miles) north of Carlin, was started in 1973.
