Decisions made during a response to a mine fire or an explosion greatly affect the final outcome. The safety of miners should be the primary concern with accounting for all of the miners the first issue for resolution. If miners have not safely evacuated from the mine, the last known location of the miners at the time of the event and anticipated travel routes are primary exploration areas. After the mine is evacuated, there are many very important decisions that must be made quickly and often under great stress. It is critical that the mine operator establish an orderly method to direct the mine emergency response. Designation of a Command Center, staffed with personnel charged with developing plans, is a common method of establishing control. Scheduling of key mine managers will be critical, since decisions must be made 24 hours a day and people working for extended periods with little or no sleep do not always make clear or cognizant decisions. Internal communications, passing information on to subsequent shifts, and external communications with families and media must be accurate and timely. Assembling resources for responding to the mine emergency is critical for an effective response, and pre-planning can pave the way to a successful recovery. Sampling mine gasses and accurately determining the composition of gas mixtures is a common tool used to develop response plans in all fires and explosions. It is essential that preparations for emergency situations are made well in advance of a disaster. Effective communications are essential for mine management to successfully respond to a mine emergency. This paper discusses some considerations which need to be addressed in directing a response to a mine fire or explosion.

The Thor lake deposit is a world class resource of rare earth (REE) metals and minerals in Canada. Development work to optimize a REE mineral recovery process flow sheet is underway, however, given the ore mineralogy; the developed reagent scheme is relatively complex. As part of a research project, micro flotation tests were conducted on a feed sample in order to examine factors affecting stream partitioning. SEM-EDX was performed to evaluate variability in grain composition between streams (concentrate and tails) and TOF-SIMS surface analysis was used to determine statistically significant differences in surface species particularly related to potential activation (or depression) of the examined mineral phases. SEM-EDX analysis reveal that the concentrate has a significantly higher proportion of REE bearing grains (carbonates and phosphates) relative to the tail (almost none were identified). Spectral fingerprinting by TOF-SIMS has allowed for the identification of all reagent species investigated. Reagent signal intensity discrimination on test stream mineral surfaces was observed by the TOF-SIMS analysis using reagents at plant concentration levels. TOF-SIMS analysis confirmed that REE bearing grains reporting to the concentrate are doing so in response to collector attachment whereas grains reporting to the tail are doing so in response to a lack of collector and/or in combination with the presence of the depressant. The surface analysis of gangue phases reveal a similar reagent discrimination; the signal intensity of collector species was significantly higher on the concentrate samples relative to the tails while depressant species were significantly enriched on the surface of the gangue phases in the tail samples. A detailed evaluation of the surface species representing the various reagents used in flotation scheme revealed a distinct competitive relationship between two of the reagents. The surface analysis identified that when used in concurrently, there appears to be a negative feedback resulting in a significant reduction in loading for several of the collectors on grains reporting to the concentrate. INTRODUCTION When divers discovered that sections of a tunnel housing the pipeline that conveys wastewater from the Charleston Peninsula to the Plum Island Wastewater Treatment Facility had caved in, the Charleston Commissioners of Public Works(CPW) moved quickly to determine a long term solution for the city’s collection system, immediately focusing on the Ashley River sewer tunnel along the western boundary of the peninsula. Working with the Charleston community, as well as federal, state, and local officials, CPW developed a fast track yet long life design that can be used as a model for underground construction of tunnels in urban areas. The paper that follows summarizes key aspects of the Ashley River sewer tunnel project. HISTORICAL CHARLESTON Charleston, South Carolina is a culturally significant and historic city that was originally settled in 1670. There are over 100 buildings on the National Register of Historic Places within the Charleston area. Additionally, the first shots of the American Civil War were fired at Fort Sumter in the Charleston Harbor in 1861. As one can imagine, tourism generates significant business for the area with over 1.5 million people visiting Charleston each year. No project, especially one that requires digging, is done within the old city on the Charleston peninsula without careful planning. Many precautions are necessary to prevent damage or disruption to the historical properties. The Ashley River sewer tunnel project is exclusively in the old city. A lot of work was done during the design phase to minimize the impact to historical properties. Some of this work included: an archeological study (where pre-digs were monitored at all shaft sites by an archeologist); a building/structure assessment study (where structures near a shaft site were completely surveyed and cataloged); and an environmental study.

The average global recovery rates for processing scheelite ores by physical methods are normally in the range 50 to 70%, and it is problematic to attain a minimum grade of 60% WO3 in the concentrates without penalizing further this yield. Direct hydrometallurgical processing of low-grade concentrates or medium- to high-grade ores may become an interesting global economic alternative as it allows increasing the recovery rate, avoiding major penalizations due to the grade of the concentrate and increasing the added value of the final product. Leaching of scheelite by sodium carbonate presents several advantages such as its selectivity regarding the dissolution of troubling metals like iron and aluminium, allowing for a simple and flexible process diagram. However, it has the disadvantage that it is performed at high temperature and pressure with a high consumption of reagents. The feasibility of leaching is appraised by the extraction yield and selectivity, but also by the operating cost. Considering these aspects, a relevant objective of the research was to transform alkaline pressure leaching into a feasible processing alternative directly applicable to both medium- and high-grade ores and simultaneously to low- and high-grade concentrates produced by physical methods. The research used ore samples and low-grade concentrates from a typical skarn orebody as well as high-grade concentrates from a chalcopyrite-scheelite orebody. Different operating conditions were tested. Temperature, pressure and reagent concentration showed to be fundamental, but not exclusive, in determining the leaching behaviour. The operating conditions are milder than the ones generally proposed in the literature or currently in use in industry, but with higher carbonate consumptions. The research was oriented towards potential industrial implementation allowing for the application of optimization methods and straight scale-up to pilot-plan design and project.

INTRODUCTION Soft, near normally consolidated clays generally provide ideal conditions for tunneling using Earth Pressure Balance (EPB) shields. It is easy to turn the clay into a low permeability, viscous spoil that can be pressurized to maintain the required face pres-sure. Despite this, there are records of relatively large, and often quite variable, surface settlements over EPB driven tunnels in soft clay. To understand this variation it is necessary to identify the various factors that contribute to settlement. Tunnels in soft clay are ideal for study these effects in the field, as an unsupported void will close almost immediately, due to the low shear strength of the soil. In the short term, deformation in a soft clay will occur at constant volume, so short term surface settlements can be related to movements at tunnel level. In this paper, data will be used from EPB driven tunnels in Singapore marine clay. In all of the cases discussed the lining consisted of precast concreted segmental rings erected in the tail of the shield. The marine clay in Singapore has been studied, among others, by Tanaka et al.(2001). The clay typically has a plasticity index of 40 to 60, and the undrained shear strength (SU ) can be derived from: SU = 0.22 svo' where svo' is the current vertical effective stress. Figure 1 shows a summary of undrained strength/depth plots used for design on two sections of Singapore’s North East Line. The stability of a tunnel in clay can be assessed by comparing the stability number (N) of the tunnel with the stability number at total collapse (NTC). The stability number can be calculated from the equation: N = (?Z + q – Pt)/SU where: ? = the average unit weight of the ground above the springline of the tunnel Z = the depth to the springline of the tunnel from the ground surface q = the surcharge Pt = the support pressure within the tunnel The stability number at total collapse depends on the size, geometry and depth of the tunnel, and typically ranges between 5 and 9. Charts for assessing the number at total collapse are provided in Kimura and Mair (1981), based on the testing of model tunnels in a geotechnical centrifuge. Recent accidents in the United States underground Coal Mines and the on-going carnage in Underground Chinese Coal Mines has shown the danger associated with the lack of communication infrastructures in an underground environment. The US Mine Safety and Health Administration (MSHA) have introduced legislation that states all Underground Coal Mines must have two-way voice and personnel tracking capabilities by 2009. If Coal Mining companies are being forced to deal with this problem Tunneling Companies will not be far behind. This paper will examine current practices and best case technology to deal with these issues.

Historically, the processing function has been regarded as efficiently managed as long as production costs were kept low, recovery was adequate and sufficient plant capacity was avail-able. In this paradigm, processing is viewed as capable of making only a limited contribution to a company?s competitive advantage. However, the processing function can provide a primary vehicle for building critical competitive capabilities. Processing organizations should be encouraged to become so accomplished they generate new opportunities for other functional groups and thereby influence a company?s overall strategy. This requires a deep shift in processing?s role, in its self-image and in the expectations of it held by managers in other functions. Specific plant improvement techniques ? total productive maintenance (TPM), loss control, etc. ? should be viewed primarily as means for building strategically valuable processing capabilities. Different improvement strategies create different kinds of capabilities and present new strategic options. Broadly speaking, a mineral-producing company seeks competitive advantage through two principal activities: the development of new mineral production and reserves and the optimization of existing operations. These lead to increases in ore reserves, production levels and cash flows that are manifested in increased profitability and, hopefully, increases in the price of the firm?s stock. The profitability of a minerals company is a function of the overall profitability of the industry sector in which the company participates and the firm?s competitive position within that sector relative to those of its competitors. Competitive advantage within the industry comes from two sources: the ability to maintain lower prices than competitors for the same product (cost leadership), or from the sale of products with unique properties that justify higher prices (product differentiation; Porter, 1980). Most mineral companies produce fungible commodities that are sold to anonymous customers, and sustainable cost advantage is the only long-run strategy available to these companies to enhance profitability.

The smelting of copper sulphide concentrate is the dominant route in copper production (Figure 1). Heap leaching of oxidized copper ores with weak sulphuric acid together with copper solvent extraction and electrowinning has gained popularity during recent decades, and it accounts for close to 20 % of primary copper production. Heap leaching offers advantages such as lower costs and consequently the construction of a production plant at a mine site is made possible. Limited resources of oxidized copper ores, the long leaching time of chalcopyrite and inability to recover gold inhibit this growth. The HydroCopperTM process developed by Outokumpu Technology at the laboratories of Outokumpu Research, Pori, Finland, is a new chloride leaching technology /1,2/, which offers an alternative to smelting and heap leaching (Figure 1). In the HydroCopperTM process sulphidic concentrates with various mineralogy and grade can be treated at the mine site to produce high-quality copper. Instead of copper cathodes the HydroCopperTM end products are copper wire rod, copper bars or copper billets. One of the advantages of HydroCopperTM technology is that gold can also be recovered in the process simultaneously /3/. To confirm the functioning of the new process and to dimension equipment Outokumpu Technology built the HydroCopperTM demonstration plant in Pori, Finland /4/. It has a capacity of 1 metric ton of copper per day. After testing with Pyhäsalmi copper concentrate in 2003, the first commercial demonstration run with Erdenet copper concentrate took place in 2004.

Acid rock drainage (ARD) is produced when sulfides are exposed to oxygen and water. Oxidation reactions typically result in a depression of pH and leaching of solutes and metals. Many oxidation models have been developed based on oxygen diffusion, but in environments with high permeability, other transport processes (i.e., convection and advection) can play an important role. Multiple sulfide mineral phases with differing oxidation rates should also be incorporated. WROC, a finite-difference model, was developed to account for these factors in predicting ARD. The program includes sulfide mineral oxidation using a shrinking core mechanism, heat transfer by conduction, heat of reaction, and oxygen transport by diffusion and advection. The model was validated using data from the literature. After validation, the WROC model was used to simulate several different waste rock scenarios including different forms of sulfide mineralization and the effect of implementing a waste rock cover. The results demonstrate that including specific sulfide mineral phases can have a significant effect on oxidation and that implementation of a cover can also aid in reducing waste rock oxidation. INTRODUCTION The subway line B of Toulouse (France) has been realized with three different tunnel boring machines (TBM) techniques: Contracts 2 and 5 are excavated with earth-pressure balanced TBM, Contract 4 with a slurry shield TBM, and Contract 3 with a compressed-air TBM. The first three machines are around 7.7 m in diameter, while the last one is 5.3 m. Moreover, a small part of the line (50 m) has been excavated by a conventional method. The tunnels run through the Toulouse molasses, composed of hard sandy clay with pockets and lenses of dense sand. Geotechnical investigations have shown that in these formations, K0 is greater than 1, around 1.8 at a depth of 25 m (Serratrice,2005) and that geotechnical characteristics are homogenous on the whole layout (? =22 kN/m3, Su = 300 kPa, c' = 30 kPa, F' = 32°). The water table is found between 2 and4 m below ground level. As geology, stratigraphy and tunnel cover (between 10 and 20 m) are almost identical, a comparison of movements induced by the excavation by each of the four excavation techniques is possible. This paper presents the soil mass movement measures in the case of the conventional excavation method and in the case of TBM sections. It shows how tunneling parameters may explain the different surface movements observed during excavation. For the sake of simplicity, only the results of Contract 2 (earth pressure balanced TBM)will be presented. The 56,000' (17 km) long San Vicente Aqueduct Pipeline tunnel is being constructed using precast concrete rings to act as preliminary ground support through two sections of the bored tunnel with lengths of 9,450' (2.9 km) and 33,700' (10.27 km).The six segment bolted trapezoidal ring was manufactured using a combination of steel fiber reinforced concrete and self compacting concrete in vertical moulds. This paper briefly describes the design and function of the segments, and reviews the development stages of the concrete mix, and the advantages and disadvantages of the adopted manufacturing method.

The paper considers the selection of control instrumentation for a modern flotation plant, as well as the best interpretation and most effective use of the process data obtained. Process control computer availability is considered from the outset. A general philosophy of control is proposed which leads toward a system that is its own reliability monitor. The bulk of the problems are in grinding and classification. Alternative control methods are described that use particle size measuring devices. Flotation controls, based to a large extent upon on-stream X-ray analysis, are reviewed in detail. Reagent control methods are also examined. Methods to analyze the data obtained from the various measurement devices are introduced. These methods would enable an estimate of the validity of the data and require some redundant information. Another objective of these methods is the protection of operating equipment from possible control malfunctions. Although the discussion generally considers some degree of computer usage, this paper attempts to describe instrumentation and data analysis methods that enable control with or without the process control computer.

In spite of a global economy that continues to seesaw and a U.S. Congress that is at odds with the president and themselves, cities around the world are still spending billions on their infrastructure. And that bodes well for the underground construction and tunneling industry and the professionals who work in it. In June, 1,405 of those professionals gathered in San Francisco, CA for the Rapid Excavation and Tunneling Conference (RETC). In addition to the first rate technical programming, attendees were able to see first-hand the latest in tunneling technology from 127 exhibitors who occupied 152 booths. Two short courses preceded the conference and two field trips were offered following the conference.

Stanford University operates the National Research Facility which is located at the Stanford Linear Accelerator Center (SLAC) in Menlo Park, California. In order to improve and allow for enhanced experiments, the current facilities required expansion. A1500 foot long tunnel (20 ft wide by 21 ft high) and a 220 foot long underground cavern (49 ft wide by 32 ft high) were excavated through the Ladera Sandstone formation which is an intermediate geo-material with week rock properties. The overburden between surface and crown of the structures varies from 10 to 80 feet. The underground structures were excavated according to the principles of the NATM (New Austrian Tunnel Method). This paper addresses the challenges that were encountered during the construction phase of the project and how construction issues were resolved mutually by the owner, engineer and contractor. The implementation of geotechnical instrumentation, recorded data and interpretations, soil conditions and behavior encountered during construction are also presented.

Amsterdam City Council is building a new metro line, the North–South Line. The line passes under Amsterdam Central Station (a listed building) about 18m below street level. The retaining wall that has to be built underneath the existing building is an innovative construction consisting of two rows of steel piles interspersed with a solid mass of overlapping jet grout columns: a composite ‘sandwich’ wall. This paper gives an overview of the approach taken to designing (computational models) and building the retaining wall. Special attention is paid to the observational method used for the construction of the jet grout columns.

In 2005, CANMET-MMSL used its pool of expertise in ground control, open pit and underground mine engineering, mineral processing, information technology and applied mineralogy to launch a mine-to-mill research project. The objective of the project was to optimize the distribution of rock breakage energy among blasting, crushing and grinding activities, thereby maximizing the efficiency of energy utilization within comminution processes. Tests were designed to demonstrate that this approach could reduce the energy consumption, thus contributing to the reduction of Green House Gas (GHG) production in the Canadian mining industry. The project was accomplished in collaboration with DynoConsult and Dyno Nobel Canada Inc., a world leader in commercial explosives. Data analysis from 12 blasts (six with electronic and six with pyrotechnic detonators) in three different geological formations of a quarry (soft, medium and hard rock) shows that electronic blasting technology increases rock fragmentation by 15% (in hard rock) to 20% (in soft rock). A more uniform rock fragment size distribution is also obtained. The impact of the improved quality blast product on downstream processes of the quarry is a productivity increase of 5% in rock excavation and transportation, an energy reduction of 10% at the primary crusher and an increase of 15% of the primary crusher throughput. A soft-sensor prototype, based on primary crusher data (i.e. energy consumption, throughput, feed and product size distribution) and a simplified computerized process model, was developed for on-line measurement of the rock operating work index. Additionally, 385 rock samples and specimens were collected and prepared to determine the tensile and compressive strength of the rock material, to evaluate the aggregate crushing work index, and to examine the development of micro- and macro-fractures by means of binocular and SEM microscopy. Blast-induced rock damage was evaluated at the end of the laboratory testing program. Even though a reduction of rock hardness of around 30% was observed after blasting, the impact of the blasting method (i.e. use of electronic or pyrotechnic detonators) on the induced rock damage could not be observed. It is either absent or not perceptible with the accuracy of the measuring techniques and the number of samples analyzed.

Weathered mine waste consists of oxidized primary minerals and chemically unstable secondary phases that can be sources of readily soluble metals and acid rock drainage. Elevated concentrations of metals such as Cd, Cu, Fe, Mn, Ni, Pb, and Zn are observed in deionized water-based leachate solutions derived from complex sedex and Cu-Pb-Zn mine wastes. Leachate (USGS FLT) from the Elizabeth mine, a massive sulfide deposit, has a pH of 3.4 and high concentrations of Al (16700 ug/L), Cu (440 ug/L), and Zn (8620 ug/L). Leachate from the sedex Faro mine has a pH of 3.5 and high concentrations of Al (2040 ug/L), Cu (1930 ug/L), Pb (2080 ug/L), and Zn (52900 ug/L). In contrast, higher-pH leachates produced from tailings of polymetallic vein deposits have order of magnitude lower metal concentrations. These data indicate that highly soluble secondary mineral phases exist at the surface of waste material where the samples were collected. Sulfide minerals from all sites exhibit differential degrees of weathering, from dissolution etched grain rims, to rinds of secondary minerals, to skeletal remnants. These microscale mineral-dissolution textures enhance weathering and metal leachability of waste material. Besides the formation of secondary minerals, sulfide grains from dried tailings samples may be coated by amorphous Fe-Al-Si minerals that also adsorb metals such as Cu, Ni, and Zn.

The North Shore Connector Project for the Port Authority of Allegheny County involves TBM mining a pair of subway tunnels through soil and rock under the Allegheny River and a narrow city street. Along the tunnel alignment are a historic building on shallow foundations and modern buildings on deep foundations, one constructed directly over the alignment during the latter phases of design. This paper provides an overview of the general site conditions, and technical basis for excavation support and tunneling decisions. Deformation limits, ground improvement, monitoring and mitigation plans, geotechnical baseline report development, and risk management will also be discussed.

The Western Mining Resource Center (WMRC) at the Colorado School of Mines (CSM) received a grant from the National Institute for Occupational Safety and Health (NIOSH) to perform a study that will help reduce the amount of respirable dust generated from the cutting of coal. The study is based upon laboratory testing and field experience. This information is being used to develop a new cutterhead design in conjunction with Joy Mining Machinery. The new cutterhead design is being evaluated with existing computer models developed at CSM. The new continuous miner cutterhead will be tested at the Twenty Mile Coal Company’s Foidal Creek Mine. Baseline testing with the current cutterhead will also be performed. This paper presents laboratory test results, design methodology, and test results performed to date.

Flawed mining studies have been major contributors to poor investment decisions in mining for many years, contributing to the long period of poor industry profitability. Most of the major mining houses have now adopted quite formal processes and quality standards for mining studies to reduce the potential for poor investment decisions in the future. Other organisations such as the World Bank also have specific requirements for particular types of studies, such as bankable studies. This increasing requirement for rigour and discipline means a highly structured and phased sequence of studies is now required along with the development and adoption of industry-wide standards in mine ventilation studies. New terms in the study process such as ?independent peer review? and ?hold and review? are assisting in this process. More traditional terms such as ?feasibility study? and ?pre-feasibility study? now have much more precise technical definitions. Specific standards for the ventilation components of the various phases of a mining study are proposed in this paper.
