Nationalization is high on the policy agenda in South Africa. This paper considers the case for nationalizing the local mining sector from an evidence-based perspective, which is derived from theoretical considerations and related to the known features of the South African mining sector and economy. A strong case against nationalization emerges, which can be summarized as follows. The mining sector is competitive and therefore a poor candidate for public ownership. Furthermore, the resources sector does not dominate the South African economy nor does it create the risk of a decrease in the competitiveness of the industrial sector via the unintended adverse impact of an appreciating real exchange rate due to a commodity boom (Dutch Disease). Nationalizing the mining sector will cost the government more than it receives. This is not only a bad idea in itself, but it will limit the scope for distributive policies on the national budget. The contemporary international experience demonstrates the risks of fiscal imprudence. Finally, nationalizing the resources sector will undermine support for those very market-based institutions required to achieve a higher long-run growth trajectory.

In the United States, chromium has been consumed in three major markets: chemical, metallurgical, and refractory. The predominant end use for chromium in the United States is in the metallurgical market as an alloying element in the production of stainless steel. In addition to being a major stainless steel-producing country, the United States is a major world producer of chromium-containing chemicals and has used substantial amounts of chromite ore for refractory applications. Chromium use is not easily further subdivided within the chemical and refractory industries because there is insufficient publicly available information to do so; however, chromium use can be subdivided among metallurgical industry uses based on the American Iron and Steel Institute (AISI) reported shipments of stainless steel by market classification (agricultural, aircraft, automotive, etc.). It is the goal of this study to determine the distribution of U.S. chromium apparent consumption among major markets in the United States. The distribution is expressed in the form of dimensionless fractions that are computed based on documented chromium consumption by major market. The distribution of chromium among markets within the metallurgical market is computed in a similar manner. Distribution factors are first computed for the major markets, then for markets that are subdivisions of the metallurgical market. The distribution of chromium among major markets has changed substantially over the time period of analysis. The fraction of chromium consumed by the metallurgical market has increased while that of the chemical and refractory markets has declined. Within the metallurgical market, the service industry market accounts for the greatest fraction of chromium consumption followed by transportation. Electrical, machinery, and fabricated products markets account for a substantial share of the metallurgical chromium consumption.

What is not measured cannot be managed. This is true of most things, including a furnace lining. This paper describes a Lining Management System used for this purpose. It provides the operations staff with a management tool to predict long term lining life and acts as a process optimisation tool. It alarms and records upset furnace conditions. Outputs from the system are described as presented through a specially developed software package and interface. It includes vertical and horizontal furnace sections showing estimated isotherms through the lining as well as the furnace bath. It also shows calculated heat flux values, estimated lining wear and the freeze layer profile. A novel three-dimensional display is described which provides the operator with a big picture view of the furnace crucible profile under real time operating conditions. The powerful trending facility for analysing both measured and calculated values is discussed. The required instrumentation hardware as well as the installation thereof is described, with special reference to an electrically insulating thermocouple socket design. Finally feedback is provided on the first year?s performance of the system installed on an open ferrochrome furnace at Assmang Chrome, Machadodorp, South Africa.

Solids suspension influences the quality of mixing and energy requirement in a solid-liquid system, both of which determine the efficiency of industrial processes such as nickel precipitation. Nickel solids concentration distribution in a stirred tank was investigated using computational fluid dynamics (CFD) and experimental methods. The concentration distribution of the nickel solids was compared with that of sand and glass. The laser Doppler velocimetry (LDV) method was used to measure the velocity field for the liquid-only system and an optical technique was employed to determine the axial solids concentration distribution. Regions of in homogeneity in the tank were identified. It was found that, for a given solids loading, the solids concentration distribution depended on both particle size and particle size distribution. High solids loadings were investigated and a difference in the concentration distribution pattern was obtained with nickel, flint glass and sand particles. The CFD simulation results highlighted problems that could be associated with some conventional experimental methods of determining solids concentration distribution in a stirred tank. "Pressure leaching is an option for copper recovery from chalcopyrite. Leaching takes place at high temperatures and pressures in the presence of an oxidising agent. This work shows how the performance of pressure leaching circuits may be improved by optimising the configuration of autoclaves and the heat-removal method. The objective was achieved by creating an autoclave model by combining mass balances, energy balances and population balances. A base-case circuit consisting of a single autoclave was chosen, and this base case was compared with options for increasing capacity by adding more autoclaves to the circuit. These capacity–increase options include circuits in which the additional autoclave is added in parallel, in series and in series with thickening between the two autoclaves. The copper extraction, productivity and cooling requirements for these options are compared. The series circuit with inter-stage thickening has the highest extraction and productivity, however, the cooling duty in the first autoclave is high. In addition to comparing circuit options, three options for heat removal were investigated: cooling coils, quench water and flash recycling. The flash-recycle option results in the highest copper extraction, and the quench-water option gives the lowest copper extraction. INTRODUCTION Background Copper sulfide ores and concentrates containing chalcopyrite are typically hard to leach under atmospheric conditions. Smelting of these ores may also be a challenge, due to the inability of smelting processes to handle low-grade ores, as well as impurities such as arsenic and antimony. Alternative hydrometallurgical routes to treating chalcopyrite are therefore required. One option is pressure leaching, which is the focus of this work. In the pressure leaching process, sulfide ores and concentrates are leached in autoclaves at temperatures of 200 to 220°C and a pressure of about 3000 kPa (Schlesinger et al., 2011). An oxidising agent, usually oxygen, is required to oxidise sulfide ions to sulfate ions. The oxidation of sulfur to sulfate is exothermic; consequently, a method of heat removal is necessary in order to maintain the temperature in the autoclave."

The latter half of the 20th century has seen the proliferation of a series of codes to address commodity needs which were brought about by rapidly advancing technologies and the globalization of markets and consumerism. This paper addresses the specific needs and the origin of this surge and presents these codes in the context they were developed. It also compares the main codes or groups of codes and elaborates upon their strengths and weaknesses. Three main categories of codes are identified, namely: codes for reporting to international agencies, codes addressing government needs and, finally, codes for the investors and the stock market. Codes governed by international agencies usually relate to strategic commodities which have highly specialized fields of usage like nuclear power generation where international cooperation is eventually the only viable approach for both the development of technologies and their applications. Codes for reporting to governments address the necessity of each state to exploit their mineral potential profitably and to secure the preservation of wealth for future generations. Reporting to investors is experiencing a considerable popularity as of late because of globalization in mining and the growing need for outside financing of mining projects, whose capital requirements are getting out of reach for the average mid-cap mining company. All these codes have advantages and shortcomings dictated by the specific circumstances under which they were developed, therefore necessitating the definition and implementation of some kind of international standard whereby investments and the spread of information across political boundaries would be facilitated. Though none of these codes might ever become international in the true sense of the word because of significantly different legislations at national level, a step that would greatly contribute to the cross-border disclosure of information would be the reciprocal recognition of competent persons by the major mining countries, including China and Russia. It is also becoming essential that financial institutions and investors be properly advised on mining projects by reporting reserves and resources in a transparent and responsible way with the relevant public disclosures being compiled by professionals who take full responsibility for their submissions. The viscosity of TiO2-containing blast furnace slags may increase rapidly (commonly referred to as thickening) under strong reducing conditions in the blast furnace. To elucidate the mechanisms for slag thickening, measurements have been made of changes in the composition and rheological properties of TiO2-CaO-SiO2-Al2O3-MgO slags during the reduction process. The slag composition covered the range of 17–33 wt% TiO2, 9–19% Al2O3, 8–16% MgO and theCaO/SiO2from 0.8 to 1.4. The viscosities were measured using the rotating cylinder method at temperatures up to 1550ºC and the fusibility temperatures were determined from ‘breaks’ in the viscosity-temperature curves. The reduction of the slag was carried out in graphite crucibles at1500ºC for 2–6 hours The rheological properties of the slags during reduction were predominantly influenced by the slag basicity (CaO/SiO2), and the effect of other components depended largely on basic or acidic behaviour of the oxide. The reduction of TiO2in the slag by carbon was initially fast to formTi2O3, followed by further reduction to TiO and TiC. Correspondingly, the viscosity showed initially a slight decrease, followed by a gradual and then rapid increase. The thickening was found to be accelerated by an increase in TiO2content and a decrease in the CaO/SiO2in the slag. In addition to the existence of 1~3 wt% TiC, the thickened slags also had a significant amount of TiO (3~7 wt%), suggesting that TiO may play an important role in the ‘thickening phenomena’ ,possibly by forming solid solutions with TiC to significantly increase the number of solid particles in the heterogeneous slag. The paper presents research on the influence of the goaf methane inflow on a fire. The problem was investigated by a computer simulation of a fire developing in a goaf. A relevant mathematical model of the fire was selected, which considered both burning of coal and methane. The combustion process is very sensitive on the oxygen and methane concentrations, which was indicated on graphs of the fire temperature evolution. Examples of computer simulation for various location of the fire were considerd. Analysys of results confirms the influence of the content of the goaf methane on development of fires.

Rock engineering plays a crucial role in contributing to sustainable development in South African mining. A framework for this has been created through legislation and structures to encourage the mining industry to have a long and prosperous future. However, rock engineering input is an essential element to achieving success. The most accessible deposits have been mined in South Africa and although large reserves still remain, many of these are difficult to access and will require excellent rock engineering knowledge and skill in the future. This is borne out by the fact that more than 50 % of fatal accidents are related to rock engineering issues. Many of these may be addressed with rock engineering solutions which are not beyond current rock engineering technology. A reduction in fatalities and injuries contributes to a sustainable mining industry.

The ConRoast process for the production of platinum group metals involves the use of a fluidized bed reactor for the removal of sulphur from ore concentrates by roasting prior to smelting in a DC-arc furnace. Test work was carried out in 2007 at Hazen Research in Golden, Colorado to provide the data necessary for a commercial roaster to be designed by Technip. This paper discusses the rationale behind the test work, the goals for calcine composition to be used as smelting furnace feed, the results of various roaster operating parameters in terms of calcine composition (particularly residual sulphur and the fate of trace elements), and the impact of the results in terms of a commercial roaster design.

CIS countries are home to some of the world's largest producers of chrome, manganese and silicon ferro alloys and leading suppliers to world export markets. The region's ferro alloys production is rising faster than demand from its domestic steel industry - unit alloy consumption in domestic steelmaking is in fact falling as process efficiencies improve - and there is significant spare capacity available to increase production. CIS producers enjoy certain strategic advantages in the production of ferro alloys - for example, captive ore sup-plies, low power and labour costs - but must also meet certain challenges - such as lower labour productivity and greater distance to market than some of their competitors. CIS producers are ambitious but new investment is needed to upgrade some aging plants and overhaul outdated process technologies if they are to be more competitive with the world's leading producers and address the environmental issues that are now moving up the agenda. This paper describes the structure of the region's ferro alloys industry and discusses its advantages and disadvantages by alloy and by country. It considers how the ongoing process of restructuring and new investment in the industry might move forwards, based on its strengths and weaknesses, technical and environmental factors and the strategies of the main players. It asks how the industry might maximise its substantial potential - in particular, for the production of chrome and manganese ferro alloys - and examines the implications this holds for all global ferro alloys players.

Despite the wealth of information available on phase equilibria of oxide systems there remainmany gaps and inconsistencies in our knowledge base. From an industry perspective there is anongoing need to adequately describe the phase chemistry of slag systems in order to optimizeprocess performance and improve productivity. Since this chemical behaviour cannot be predictedfrom first principles it follows there is also an ongoing need for accurate experimental data. The advances made in recent years in the capabilities of sophisticated analytical and measurement equipment have made it possible to develop new experimental techniques for the direct determination of phase equilibria in low order and complex multi-component slag systems. In addition the development of powerful computer modelling tools makes it possible to provide more comprehensive descriptions of the phase chemistry, to present the information in a range of perspectives, and to critically analyse the various types of related thermodynamic and structural information available. This review provides an overview of the types of information that can be used to determine phase equilibria in slags systems, analyses the influence of uncertainty and the relative importance of these types of data, and describes the advantages and limitations of the various experimental techniques that can be employed to obtain this information. Examples of recent studies are provided that demonstrate how an integrated approach to the determination of phase equilibria in complex systems, involving the use of targeted experimental studies and systematic thermodynamic model development, can lead to a better utilization of our current research capabilities and resources and more accurate descriptions of these systems. Wellbore stability is a major concern for drilling in naturally fractured formations. The infiltration of drilling mud into the fractures is a factor, which may compromise wellbore integrity due to the loss of strength experienced by the fractures. The reduction in the fracture frictional and cohesive properties is attributed to weakening of the infill materials and lubrication of fracture asperities by the mud filtrate. One way to investigate the influence of mud infiltration on wellbore stability in fractured formations is to use a numerical modeling approach. A requirement for the numerical model is the ability to predict the region of mud infiltration. This paper describes a numerical technique to model the extent of mud infiltration for application in coupled fluid-mechanical simulations in densely fractured rock masses using the computer code, UDEC. Several factors are considered including fracture pattern, in-situ stresses, reduction in joint frictional angle and cohesion, viscosity of the mud filtrate and fracture plugging. Results of numerical simulations are presented to illustrate the technique and show the influence of these factors on the extent of mud infiltration. Un des problèmes importants posés par le forage en milieu fissuré saturé, est celui du maintient de la stabilité du puit. L’infiltration de boue de forage dans le massif peut avoir pour effet de réduire les propriétés frictionnelles et cohésives des fractures et de compromettre ainsi la stabilité du puit de forage. Le radoucissement des propriétés des fractures est attribué à la dégradation du materiau de remplissage et au pouvoir lubrifiant des boues. L’analyse numérique offre un moyen d’investiguer l’influence jouée par l’infiltration de boue sur la stabilité du puit. Un des critères de sélection du modèle numérique sera son pouvoir de prédiction du domaine d’infiltration de boue. Cet article décrit une technique numérique permettant de modéliser l’infiltration de boue de forage dans le cadre de simulations hydro-mécaniques, en milieu à haute densité de fractures, effectuées avec le logiciel de calcul UDEC. Parmis les facteurs tenus en compte, on trouvera la nature du réseau de fractures, les contraintes in-situ, le radoucissement en friction et cohésion des joints, la viscosité de la boue et le bourrage des fractures. Des résultats de simulations sont présentés pour illustrer la technique et montrer l’influence de ces facteurs sur la taille du domaine d’infiltration de boue. Bohrlochstabilität ist ein wichtiger Aspekt für das Bohren in geklüfteten Gebirgsformationen. Das Eindringen der Bohrlochstützflüssigkeit in die Klüfte kann die Bohrlochintegrität wegen des Verlustes der Festigkeit des Kluftsystems gefährden. Die Reduktion der Reibung und kohäsiven Eigenschaften ist der Schwächung der Kluftfüllung und der Schmierwirkung der eingerungenen Stützflüssigkeit in Bezug auf die Kluft-Asperities geschuldet. Numerische Berechnungen sind ein Weg zur Untersuchung des Einflusses der Infiltration der Bohrlochstützflüssigkeit auf die Bohrlochstabilität in geklüfteten Gebirgsformationen. Eine Voraussetzung für numerische Modelle ist die Fähigkeit den Bereich der Infiltration der Stützflüssigkeit zu prognostizieren. The relationship between neural network (NN) performance and the parameters that form the architecture of the neural network is complicated. This paper studies an issue that is still controversial—the effect of the number of neurons and number of hidden layers on NN performance. This paper tests if the above parameters affect network performance when the NN is trained according to the quick stop strategy. It was determined that the number of neurons did not have any effect on the NN performance for a single layer or a double layer network. It was also found that the training error and calibration error could be poor indicators of the prediction correlation coefficient.

"SynopsisSeismically active mines generally experience an increase in seismic hazard due to rock mass instability following blasting. Re-entry protocols commonly include measures to limit the spatial and temporal exposure of personnel to increased seismic hazard induced by blasting. The management of periods of increased seismic hazard requires the development of re-entry protocols for a unique mining environment. Identifying mining conditions that may result in significant seismicity following blasting relies on retrospective analysis, which is often focused on seismicity occurring within a certain period after blasting and within a certain radius of the blast in the broader context of site-specific experience.The analysis of seismicity without considering blasting times and locations allows for the relationship between seismicity and blasting to be investigated without prior assumptions concerning dependency. To achieve independent analysis, seismicity that is clustered in space and time (referred to as a seismic sequence) must be identified by assessment utilizing only seismic parameters. An automated algorithm is implemented that assesses the timing, location, and quantity of seismicity to identify seismic sequences, represented by the time of the first event and mean location of all events in the sequence.The relationship between sequences and blasts is assessed by calculating the distance and time from each sequence to the closest blast in space and time. Establishing an independent classification between sequences and blasting provides insight into the unique cases where seismic sequences are remote and/or delayed with respect to blasts and identifies cases when sequences exhibit a weak relation to blasting. The nature of seismic responses to blasting has direct implications for the management of the increased seismic hazard associated with seismic sequences.The approach presented in this study contributes to the management of seismic hazard by providing empirical support for the relationship between seismic sequences and blasting. These relationships indicate the portions of sequences that can and cannot be practically managed using tactical approaches. Furthermore, the analysis of sequences reveals the nature and evolution of rock mass responses to blasting. These results have implications for the extent of spatial or temporal re-entry restrictions required for the optimal management of time-dependent rock mass response to mining."

Carbothermic process of Ferro Silicon production is primarily a slag-less process. However, slag formation is observed in the regular operation as experienced by almost all the Ferro Silicon Producers in different pro-portions. The problem of slagging in the furnaces may be due to: a)Variation in the input burden charge material quality b)Fluctuations in the Carbon balance and/or c)Fluctuations in the Electrode penetrations The problem will be more severe in nature with the increase of the size of the furnace. The operation performance of the furnace gets badly affected if the slag formed in the furnace is not removed from the bath in time and to the maximum extent possible. It is, therefore, very essential to know the characteristics of the slag formed in the Ferro Silicon Furnaces, besides eliminating the very cause of formation itself; and to find the routes of draining of the same from the furnace bath effectively. This paper envisages the effects of using the LIME STONE in the Ferro Silicon Burden in stabilizing the 48MVA Furnace for improved performance and better consistency. Quality fluctuations in the available Raw Materials are compared with that of the requirements for the Ferro Silicon production. The furnace operational data is compared for 12 months period each for the period corresponding to the before and after usage of lime stone in the burden and found encouraging results in the performance. Implications of use of Lime Stone in the burden on the quality of the output alloy are also studied.

The northern KwaZulu-Natal (KZN) coastal dune cordon, South Africa, extends from north of Durban into Mozambique. The Quaternary dune cordon, which can be up to 2 km wide, comprises a series of stacked, unconsolidated dunes that in places attain a height of over 100 m. Mining of the dunes produces much of the world’s supply of ilmenite, rutile and zircon. This paper documents the age of zircon grains separated from dune units, identifies likely source rocks and presents an evolutionary history for the dune cordon. Between 30 and 60 detrital zircon grains from three distinct units from the northern KZN coastal dunes were analysed for U/Pb isotopic ages using the SHRIMP II at the Australian National University. The samples represent units from the base (ca. 250 ka; luminescence age1),middle (ca. 190 ka2) and upper (ca. 20 ka2) portions of the coastal dune cordon. Zircon grain ages identify three source populations: (1) a 1 000 to 1 200 Ma group correlated to the Natal Metamorphic Province, (2) a 500 to 650 Ma group representing a Pan-African belt, which may correlate to the Mozambique Belt and (3) a ca. 650 to 800 Ma group of unknown provenance. Surprisingly, the presently exposed basement, comprising the Kaapvaal Craton and Archaean volcano-sedimentary sequences, has not supplied a significant amount of zircon grains (< 5%).This suggests that unroofing of basement rocks in the region has only occurred during the last 20ka. In addition, the absence of zircon grains younger than 500 Ma indicates that the bulk of zirconis not reworked from the Karoo Supergroup cover succession, but may be sourced by reworking of the Natal Group sandstones.

Transient states of the air parameters in mine workings occur as the effects of natural and technological disturbances, and in particular as a result of changes in ventilation conditions, caused by alteration of the mine workings geometry, state of fans performance or emission of gases. Particularly significant are those transient states caused by disturbances resulted from catastrophes, since they are frequently associated with violent phenomena that may be a danger for life and health of the staff working underground. The paper presents a number of examples of transient states of the air parameters in mine workings after a catastrophe, like the bump in the ZABRZE-BIELSZOWICE coal mine. Registration of air disturbances by the monitoring systems of ventilation in mine workings in the area of disaster both at the moment of a catastrophe occurrence and later during the rescue operation, enabled to track out the incident and identify the circumstances and reasons of those tragic events which caused death of 18 miners during last two years. Furthermore, computer simulations of processes occurring in mine ventilation network make effective research tools to be applied in practice, among others for the study of accidents and disasters.
