Vaporization of a solvent into an airstream at temperatures above the flash point of the solvent is hazardous if vapor is liberated at a rate that is sufficient to produce a flammable mixture. In may operations, the formation of such a mixture is prevented by rapid diluton of the vapors with air. The minimum air requirements for the dilution process are determined by the composition of the lower limit mixture at the temperature and pressure of interest. Because limits of flammability cannot always be calculated with sufficient accuracy for a proposed operation, they .rust often be determined experimentally. The present Bureau of Mines investigation was prompted by an application in which the lower limits of flammability of a number of solvent mixtures were required over a range of temperatures at atmospheric pressure. These limits were to be used along with available solvent-vaporization-rate data to establish minimum airflow rates needed to prevent the formation of flammable mixtures in an industrial process. Lower limits of flammability were determined for a number of mixtures containing methyl ethyl ketone, tetrahydrofuran, toluene, ethyl alcohol, and ethyl acetate in dry air-at atmospheric pressure and temperatures between 16° and 200° C. The experimental values were found to be in good agreement at with those predicted by Le Chatelier's law; variations with temperature were in fair agreement with those predicted by a modified Burgess-Wheeler law.

Point load testing is used to determine rock strength indexes in geotechnical practice. The point load test apparatus and procedure enables economical testing of core or lump rock samples in either a field or laboratory setting. In order to estimate uniaxial compressive strength, index-to-strength conversion factors are used. These factors have been proposed by various researchers and are dependent upon rock type. This study involved the extensive load frame and point load testing of coal measure rocks in six states. More than 10,000individual test results, from 908 distinct rock units, were used in the study. Rock lithologies were classified into general categories and conversion factors were determined for each category. This allows for intact rock strength data to be made available through point load testing for numerical geotechnical analysis and empirical rock mass classification systems such as the Coal Mine Roof Rating (CMRR).

This instructors guide is intended for use in a course which teaches metal and non-metal mine inspectors to perform surveys for inhalation contaminants in above ground metal and nonmetal mine work areas. The handbook entitled "Handbook for Surveys of Inhalation Contaminants in Above Ground Metal and Nonmetal Mining and Processing Work Areas? is used as a manual during the course. The manual contains a survey check list, rules for determining if sampling is required, a list of most frequently encountered contaminants, a list of candidate contaminants and their sampling conditions, and a description of control procedures and devices. There are several experiments in this guidebook which the trainees perform to acquaint them with the sampling systems.

[The formation of gas hydrates in natural-gas pipe lines depends on temperature and pressure conditions in the lines as well as on the presence of condensed water. The operating pressure in a pipe line may be determined easily and usually is available from the records of operation, but the temperature seldom is known. In cooperation with the American Gas Association, the Bureau of Mines, in its investigation of gas hydrates, conducted a pipe-line-temperature survey and studied underground temperatures at depths at which pipe lines ordinarily are buried and the relationship of these temperatures to prevailing atmospheric conditions. A similar but more limited study of this type was, conducted by engineers of the Bureau of Mines a number of years ago.4/A summary of the earlier findings was included in a general report by the Bureau on the flow of natural gas through high-pressure transmission lines.5/ In the present study, data on temperature variations were obtained at several places widely separated geographically. This information should assist pipe-line engineers in designing and operating natural-gas pipe lines. In the pipe-line-temperature survey here resorted, a study was made along a 22-inch natural-gas pipe line: originating near Amarillo, Tex., and extending northwestward through New Mexico into Colorado (fig. 1). Coal, fly ash, and flue gas samples were analyzed for mercury (Hg) by double gold amalgamation-flameless atomic absorption spectrophotometry. The purpose of the study was to elucidate the fate of the trace mercury in the coal when the coal is burned. Samples were collected from a bench-scale 100-g/hr combustor, a 500-lb/hr combustor, and three coal-burning powerplants. In all cases mercury was found in the fly ash. The amounts ranged from about 9 to about 70 percent of the mercury in the coal that was burned.

The Sunnyside single-entry project pioneered the use of single entries for longwall development in this country. During the 10-year course of the project, an immense amount of information was gathered. Over three miles of entries were observed primarily through instrument groupings placed in strategically located areas or "rooms." Nearly 1,200 instruments were monitored to gain information on the behavior of coal entries during development stages and through the mining of two longwall panels. This was one of the most extensively documented projects undertaken by the Bureau, The data gathered has a great potential for scientific research especially in the area of longwall mining. This Bureau of Mines report presents the ground control data gathered, in the form of computerized plots. Roof-to-floor deformation and load on cribs and roof bolts make up the bulk of the data, which is presented as load or deformation versus time. The plots are organized, generally, by the three main entries involved and, specifically, by the individual areas or rooms in those entries. No major attempt will be made, in this paper, to analyze the data other than to identify its source arid its history.

During the initial portion of the contract several alternative designs were considered, as set out step by step in the monthly reports. The conclusions reached during this period were - to use on INTERDATA Model 70 as the system minicomputer - to drop the idea of multiplexing and digitizing the inclinometer outputs downhole due to the greater complexity and cost that that alternative would imply - to use a multitasking software monitor to enable synchronization of the several tasks that the system would have to perform simultaneously - to use a common controller for all I/0 devices except those which were available off the shelf from Interdata - to use a sheave counter to meter off equal increments of probe travel, but to supplement this information with the use of an encoder on the winch drum in order to be able to measure total probe travel unambiguously. - to place all I10 device interfaces in a bin connected to the common controller. During this period considerable attention was dedicated to the design of the mechanical components contemplated it the original contract. Of these, only those required for vertical probe was complete at the time that it was decided to forego the mechanical subsystem and concentrate on developing the necessary electronics and software to interface with the probes being developed by the Bureau of Mines.

This Bureau of Mines report describes the results of a program to develop small, rugged mechanical dust collectors (scrubbers) with high dust collection efficiency and low energy comsumption for controlling dust in coal mining operations. All of the scrubbers described are similar in configuration and are powered by 6-hp, 2,000-ft3/min vane axial fans. Air pressure differential is less than 6 inches water column. Height of the scrubbers? including fan is less than 14 inches, width is less than 16 inches, and length is less than 45 inches. The flooded fibrous-bed scrubber achieved respirable (less than approximatey 7 µm) dust collection efficiencies of 95 percent. The small-diameter-cyclone scrubbers showed about 92 percent efficiency and can be best where excess water is a problem. The wetted brush scrubber showed 88 percent efficiency at low cost, and the wetted fan scrubber showed a slightly lower efficiency (87 percent) but offered the smallest size and cost. A suitable water droplet eliminator is described.

On-the-job training (OJT) is a very common method of teaching job skills. Much of the training is done by experienced workers. This paper discusses small investments that can help improve the effectiveness of OJT. Effective OJT involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the OJT trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. The scope of this paper addresses (1) organizational considerations supporting structured OJT, (2) general strategies for structuring OJT, (3) a typical approach for conducting OJT, (4) characteristics and duties of OJT trainers, and (5) limitations of OJT as a teaching method. Health, safety, and operational skills can be connected through training. Haul truck operator training is used to illustrate some of the concepts discussed in this paper.

ALTHOUGH MANYSTUDIES HAVE SHOWN an association between operating heavy construction equipment and symptoms of musculoskeletal disorders (MSDs), little research has been performed that systematically characterizes the exposure of operating engineers to ergonomic hazards. This study evaluated: 1) vibration at the seat/operator interface;2) transmissibility of vibration in the Z-axis; 3) psychophysical ratings of vibration level and vibration discomfort; and 4) postural requirements of the job. Results indicate that the digging operation had higher levels of total weighted acceleration than high- or low-idling conditions. Transmissibility data showed that the seat amplified vibration, particularly in the lower frequencies. Seats demonstrated that they may not be sufficient in protecting operators from long-term effects of vibration exposure. High positive correlation was found among subjective ratings (vibration discomfort and vibration level), but moderate positive correlation was found between subjective ratings and quantitative vibration levels. Postural evaluations revealed that the operators were required to assume awkward postures of the neck, shoulder and trunk while performing their jobs. Work-related injuries and illnesses pose a continuing threat to the health and well-being of American workers. The construction industry has been historically recognized as having higher rates of fatality, injury and illness than other industries (McVittie285+; BLS). In 1994, an estimated 218,800 lost-work-day injuries were reported in the construction industry (BLS). Construction also had the second-highest incidence rate for sprains and strains. Although the industry has made progress since then, injuries and illnesses, including MSDs, continue to because for concern.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. In the prevention of accidents in milling operations, the proper installation and guarding of electrical and mechanical equipment, safe clearances, good housekeeping, adequate fire protection, adequate ventilation, dust and fume control, and good illumination, as well as safe practices, are essential. In the new concentrator of the Magna Copper Co., Superior, Ariz., many safeguards were incorporated and safe practices instituted to minimize accident hazards. The purpose of this paper is to describe some of these features and practices.

Regulatory processes associated with development of a world class lead-zinc mine, Red Dog Mine, in northwestern Alaska were reviewed and evaluated. Informal interviews with key project personnel, consultants, and agency field and permitting specialists provided perspective on the regulatory successes and failures of the project. Due to potential impacts to air quality, water quality, wetlands, and National Park lands, an Environmental Impact Statement was required. By developing a comprehensive baseline of information on the existing environment to aid in minimizing impacts during project siting/design and through regular coordination of evolving project plans with regulatory agencies, the mine developers were able to acquire necessary permits in a timely and cost effective manner. The only major exceptions occurred when inadequate information was collected on dispersal of airborne particulates, rates of surface water run-off, and groundwater quality. These deficiencies resulted in the need for design changes, unscheduled construction, additional environmental monitoring costs, and delays in issuance of the NPDES permit.

This volume contains a summary of the results of past analyses on U.S. Bureau of Mines Contract No. 80122061 which are relevant to electromagnetic location in mine rescue situations. The analytical results indicated that detection of a trapped miner equipped with a special transmitter is feasible in most situations. Location of the miner by surface measurements is also generally feasible within certain errors. The feasibility of miner detection and the accuracy of miner location have been examined theoretically for a wide variety of situations. Agreement with experimental results is generally good in cases where measurements are available. Personnel involved in the investigation include J.R. Wait (Principal Investigator), D.A. Hill (Co-Principal Investigator), K.P. Spies, A.Q. Howard, and Lana Slusher (Administrative Assistant).

The Bureau of Mines has studied slags associated with ferrous melting, to evaluate substitutes for the auxiliary flux mineral, fluorspar. A waste material recovered from alumina reduction cells, "used potlining," was tested in an 18-in-ID basic-lined cupola and in a 1/4-ton, pilot-scale, basic oxygen furnace (BOF). One potlining fraction, No. 1 cut, is a carbonaceous (graphitic) material and represents the bulk of the entire cell lining. The other fraction, No. 2 cut, is a refractory backup. These materials contain significant quantities of fluorine and other elements fn various compounds. The potlining fractions were blended in ratios believed representative of available materials. Both lump and pelletized forms provided extremely fluid slag. No adverse effects were found on furnace performance, chemistry or strength of the metals produced, or the environment. Fluorine recovery in the slag and fluorine losses to the scrubber water and solids were about the same as when fluorspar was used. There was apparently no lining loss from the cupola, but there was lining attack in the BOF. Since the fluidizing ability of potlining is due in part to sodium and other elements such as aluminum and silicon, less fluorine is needed in the slags when potlining is used.

THE INVESTIGATION was carried out in three stages, depending on the objectives of the work and the kind of equipment used. The first stage involved testing of 11 representative Alabama coals, the source of which is given in table 1. The objective was to find whether these coals could be gasified raw by the Lurgi method, and the equipment used was a 4-inch batch generator (to be described later). This generator proved too small and difficult to control to provide adequate amounts of products under continuous operating conditions for testing. For the second stage, a 6-inch batch generator was used, which was provided with facilities for superheating the steam-oxygen mixture and for synthesizing additional methane from the residual carbon monoxide and hydrogen in the primary Lurgi gas. Selected Alabama coals, Pittsburgh-bed coal from West Virginia, "Disco," and anthracite were used. For the third stage of the work, a continuous generator of 1 square foot grate area, following closely the design of the industrial generators operated in Germany, was provided. This generator was designed by 0. Hubmann, engineer for the Lurgi company, and was expected to give results closely simulating industrial-scale apparatus. The purpose of this equipment was to test prepared materials shown to operate smoothly in the 6-inch generator under conditions approximating as nearly as possible those prevailing in industrial practice. Work of the first stage showed that Alabama coals could not be used in the Lurgi process without first destroying the coking power.

Since the promulgation of the MINER Act and the follow-up changes to the regulations governing mine seal construction and maintenance, mine operators must be acutely aware of the atmosphere in sealed mine areas and prepared to deploy control technologies when the conditions are warranted. On Site Gas Systems1 in Newington, Connecticut was awarded a contract by the National Institute for Occupational Safety and Health (NIOSH) to construct a novel in-mine nitrogen (N2) generation plant using pressure swing adsorption (PSA) technology. PSA technology utilizes carbon molecular sieve material and pressure to adsorb oxygen (O2) molecules while allowing N2 molecules to pass through the sieve material. The prototype PSA unit was tested at the NIOSH Safety Research Coal Mine (SRCM) where a 62,000 ft3 area of the mine was rendered inert during a series of two tests. The resultant data were then used to construct a CFD simulation of both injection tests. In addition, O2 depletion and gas leakage rates were quantified in the model and were compared to actual values. Once the model was calibrated, the sealed mine area was doubled and simulations were made with various injection rates and injection site locations to determine the impact on the time needed to render this area inert. This paper presents an overview of the PSA plant, the details of the gas injection tests and CFD modeling work.

The importance of "good voltage," especially for direct-current systems in coal mines, is not always fully appreciated. From the practical aspect there are three viewpoints from which low voltage may be considered, namely: (a) its effect upon operation of electrical equipment, (b) its effect upon cost of maintenance and power, and (c) its effect upon safety in the mine. The design of electrical motor-driven equipment usually is based upon a given or assumed constant value for the voltage of the system; consequently, when there is an appreciable drop below this value, unsatisfactory operation is likely to follow. In the case of shaker conveyors, for example, one manufacturer has pointed out that these conveyors must be operated at a certain definite speed if maximum output is to be secured. As shunt motors are used in the conveyor drives, either a rise or fall in voltage will produce corresponding changes in speed and thus seriously affect the efficiency of the conveyor. The introduction of automatic control for mine equipment has been greatly retarded because the relays, contactors, and other special devices required have failed to function properly when attempt was made to operate them on systems subject to variable and low-voltage conditions.
