This paper describes the mineral deposits and discusses mining and milling methods and related operating conditions in an important gold , silver , lead , and zinc producing area in Ouray , San Juan , and San Miguel Counties , Colo . , embracing 250 square miles . The area is extremely rigged , ranging in altitude from 8,000 to 14,000 feet . White men first penetrated the area in 1860 , when a group known as "Baker's party " reached the Animas River at the present site of Silverton . Difficulty with the Ute Indians and severe winter conditions forced the group to leave and discouraged prospecting until 1870 when a second party reached the area and succeeded in producing 27 tons of ore yielding $ 150 a ton in gold . In 1874 , a treaty with the Indians opened the way for settlement , and mining was established . The total production of recovered gold , silver , copper , lead , and zinc from 1873 to 1947 in the three counties is valued at $347,057,047 . The greatest amount of the total production of metals has come from quartz veins in a series of volcanic flows and tuffs covering the area and comprising a blanket 4,000 to 6,000 feet thick . The igneous rocks were laid down upon an old , erosion surface and are underlain by Paleozoic and Mesozoic sedimentary rocks and pre - Cambrian metamorphic rocks . The entire series has been intruded in late Tertiary time by volcanic dikes and larger intrusive masses . Because of the great differences in relief generally , mining is con-" ducted through long adits to a depth of nearly 3,000 feet below surface in places . Walls of the veins generally stand well , and shrinkage stoping is the most common method of mining . As virtually all of the ore is sulfide below the zone of oxidation , flotation is the common method of milling . Generally , where gold is important , provision is made for its removal by jigs . Bulk concentration of the sulfides is practiced at smaller mills , but the larger operations make a selective lead and zinc concentrate or a lead , zinc , and copper . concentrate . ·

Much verifying was done and it is hoped that the best and latest definitions have been used. Reference to the publications cited will enable the reader to determine approximately the period when the definition was used. Definitions in use by engineers of high national or international reputation are given first preference. When definitions from different sources are the same, credit is given to the earlier author as being the original or nearest to the original source. Immediately following each term the name of the locality wherein the word is presumed to have originated or is widely used is given, where such information is available. The name of the author or source from which the definition was obtained follows the definition, and serves as a key to the publications listed. During the past few years great progress has been made in the United States toward safer, more efficient, and more economical tunneling methods. This advance is partly due, no doubt, to the recent increase in the number of tunnels and adits driven for devel- oping and draining mines and transporting ore. The Bureau of Mines during 1911 and 1912 made a special examination of this phase of mining operations, in connection with an investigation of mining methods and means for preventing accidents. The details especially studied were the provisions for the safety of employees, the kinds of equipment, the methods of driving, and the costs of con- struction. The results and conclusions obtained from that investi- gation are discussed and summarized in this bulletin. Up-to-date information concerning tunneling methods is difficult to obtain. There are few books on the subject; and much of the material they contain, although interesting and of value historically, is now obsolete. The engineering periodicals, it is true, endeavor to keep abreast of the times, and several in nearly every issue present some article bearing upon tunnel work. But the very multiplicity of these articles prevents one from reading them all, and the foreman or superintendent in charge of a tunnel, or the mining engineer designing one, and especially the business man financing the project, has no time for a lengthy search after scattered articles in order to determine the present status of tunnel work. Then, too, knowledge of new methods travels slowly. Valuable inventions and improve- ments in tunneling as well as in all the other industries frequently remain in the notebook of the investigator, or as theses are buried in university libraries, or are published only in journals of small scien- tific societies. New tunneling methods and equipment that are prov- ing safe, efficient, and economical may be totally unknown outside the district in which they originate. This paper, based on a special examination both in the field and in engineering literature, is in- tended to supply data concerning modern and recent tunneling practice in the United States, and to make suggestions that, it is hoped, will result in a saving to the mining industry of energy, capital, and life.

For several years the United States Bureau of Mines has been making a study of ventilation in metal mines, this study covering practically all the important mining districts of the country. One of the districts where a close and extended study was made was that of Butte, Mont., with its numerous interesting problems and conditions. In February, 1916, Daniel Harrington, mining engineer of the United States Bureau of Mines, was detailed to investigate the circumstances surrounding the death of 21 men in the fire at the Pennsylvania mine at Butte, and during that investigation he made underground visits to several of the large mines through the courtesy of the mine operators, and became much interested in the ventilation conditions. In May, 1916, Mr. Harrington was detailed te work in cooperation with Dr. A. J. Lanza of the United States Public Health Service in an investigation of the prevalence and causes of miners' consumption in the district. This work broadened so much that the investigation was not completed until late in 1918, the investigators making a detailed inspection of all working places in four large mines and a more or less extended examination of conditions in about 20 other mines. Ventilation was recognized immediately as being an important factor in the health of miners, and from the outset of the investigation a large part of the work consisted in obtaining and compiling data relative to the flow of air, humidity, and temperature. The officialsof the North Butte mine were engaged in making a study of ventilation problems before the coming of the investigators, so that opportunity was given to work with those officials for several months. Detailed data on air flow, temperatures, humidities, and an analyses had been obtained before the fire in the North Butte mine June 8, 1917, which resulted in the loss of 163 lives. Much information was obtained during the progress of the fire, and a detailed examination was conducted after the fire, hence an exceptional opportunity existed to study conditions relating to ventilation. This bulletin is a result of studies made from the data collected during the two and one-half years of study and observation a-boveoutlined. Its publication has been delayed through lack of funds for printing. Other publications relative to metal mine ventilation -in other parts of the United States are expected to follow.

The first data compiled by the Bureau of Mines relating to coal- mine accidents in the United States were published in Bulletin 69," in which the total fatalities by years and States were tabulated from 1896 to 1912. Since the publication of Bulletin 69, further research has been conducted, with the result that the bureau is now able to publish for the first time all of the fatal accidents described in the State inspectors' reports by States, causes, and calendar years, from the beginning of inspection service to date. For the anthracite mines of Pennsylvania, there is a continuous record since 1870; the records of the Pennsylvania bituminous mines are continuous from 1877, and, with the exception of one year, the Ohio records are complete from 1874 to date. In fact, the records of all of the States, with few exceptions, are complete; and incomplete data for any year may generally be attributed to the fact that no report was published during that year. The magnitude of the coal-mining industry in the United States is such that too much stress can not be placed on the need of safeguard- ing the three-quarters of a million men employed. Although the figures given herein show an appalling record for past years, they are not published for the purpose of proclaiming the high fatality rate of the past. They are a record of experience covering a period of 45 years, showing causes and results of many accidents in the coal mines of the United States. They represent a diagnosis of the hazard of the mining industry, pointing out the principal physical causes of accidents, and make available a body of uniform facts that will serve as a basis of preventive measures for use in future operations. It is with these great purposes in view that the Bureau of Mines presents the classified data in this report. Classification and study of mine accidents on the basis of number of persons killed is common and very old, but fails to throw enough light upon the problem involved. Many serious accidents in mines have no fatal results, hence in a tabulation of fatalities they are overlooked and the real hazard of the industry is not made clear. An accident does not necessarily include an injury that may result therefrom. Such accidents as the breaking of a hoisting cable, an explosion of powder, gas, or dust, a runaway car or motor are all serious. Although no loss of life results, they should be recorded, investigated, and studied to prevent their repetition. No accurate data for the United States are available showing how far the personal element as related to the miner and his co-worker, the mine foreman, or to the superintendent and others in authority, contributes to accidents. Many accidents are due to inexperience on the part of the miner, his failure to heed orders, a misunderstanding of instructions and last, but not least, carelessness of himself or his fellow worker. A foreman or superintendent may fail to give proper warning regarding the conditions of certain parts of the mine; he may not have inspected certain rooms or entries on the day of a mine accident; the mine may not be properly equipped, or the operator may neglect to comply with the inspector's recommendations. There is, therefore, a personal element on the part of both the operator and the miner that must be considered. Legislation and the enactment of compensation laws will make the operator realize the seriousness of the mine-accident situation, when fatalities and injuries are to be paid for in legal tender of the realm. The miner must be educated and made to realize the dangers he encounters; he must learn that self-preservation and the safety of his fellow workmen should receive his first attention; he should cooperate with his employer, his asso- ciates, and the State mine inspector to the end that the mine hazard may be reduced to a minimum. "Cooperation for safety" should be the watchwords of the operator, miner, State inspectors, and all others in any way interested in the mining industry.

This report is one of a series based upon investigations made and being made within the Missouri River Basin in Montana by engineers of the Bureau of Mines , Albany Branch , Mining Division . These investigations are being made primarily to provide preliminary information to the Department of Interior agencies and to others concerned with planning the proposed Federal power developments within the Missouri River Basin. This report has been designed to permit public distribution of the factual data obtained . Virtually all known metallic -mineral occurrences and some nonmetallic mineral deposits within Fergus County were investigated in 1948. The investigations cannot be considered complete , however , because some long inactive mines or prospects may have been missed . Most of the old mine and prospect openings now are caved ; many are completely inaccessible . Many of the claims located years ago have been abandoned ; others have been relocated under different names and ownerships . Because of such conditions , much of the information regarding their development and operation necessarily has been obtained from available Federal and State publications , supplemented by information provided by owners and local residents .

This report provides concepts for two automated longwall mining systems; one for operation in a 42 to 57-inch thick section of the Lower Kittanning coal seam, the other in a 57 to 72-inch thick section of the Pittsburgh seam. The Lower Kittanning concept uses a single-drum bidirectional shearer and 500-ton capacity 4-leg chocks and the Pittsburgh concept uses a double-drum shearer with 500-ton shields. Each concept is designed to produce in excess of 2,500 tons of clean coal per shift with a 6-man face crew. The automated longwalls consist of off-the-shelf control system hardware attached to standard longwall equipment. Control hardware includes a control and display console; prime and backup mini-computers; multiplex data transmission, power, and control lines; several remote terminals which serve as interface junctions; and various sensors and actuators located on the longwall equipment. The system can be operated either fully automatically, remotely or manually.

In this issue, the Bureau of Mines announces the availability of the latest of its Mineral Perspectives series: ?MP-4, mineral Industry of Western Europe." This publication describes the mineral industries of 19 Western European countries. For readers unfamiliar with this new series, reproduced below and on the two succeeding pages, is the section dealing with the mineral industries of France. Information regarding acquisition of this publication is found inside the back cover of this issue. FRANCE France is a moderately important producer of minerals, including iron ore, coal, potash, fluorspar, and uranium. In addition, France is a significant processor of imported minerals, chiefly for its own consumption. In general, it has exportable surpluses only of a little iron ore (low-grade ore exported to Luxembourg) and some nonmetallics.

The burning of coal without smoke is a problem that concerns the Government directly because of the advantages of smokeless combustion both in public buildings and on naval vessels. In addition, smoke abatement is a factor in conserving the fuel resources of the United States. Hence, as part of its general investigation of the best methods of utilizing the coals of this country, the Bureau of Mines, which is in charge of the fuel-testing work formerly carried on by the United States Geological Survey, has made extended tests to determine the conditions necessary for the smokeless combustion of bituminous coal in boiler furnaces. Bulletin 39,¢ a preliminary report, treats the smoke problem from a theoretical point of view, detailing the steps that are being taken by municipalities, manufacturers, and citizens to abate smoke, also showing the possibility of a clean city. The present bulletin not only shows that bituminous coals high in volatile matter can be burned without smoke, but also that large plants carrying loads that fluctuate widely, where boilers over banked fires must be put into service quickly and fires forced to the capacity of their units, can be operated without producing smoke that is objectionable. Proper equipment, efficient labor, and intelligent supervision are the necessary factors.

The objective of the Automatic Fire Sensing and Suppression Systems for Mobile Mining Equipment program is to document the design, fabrication, factory testing, 11-month in-mine testing, and final demonstrations of auto¬matic fire protection systems on several units of mobile mining equipment including trucks, front-end loaders, cranes, draglines, coal haulers, and cutters. Proper sealing of all system components from the elements, especially in corrosive mine conditions, is essential for reasonable life-cycles with minimum maintenance. Also, adequate power supplies, wire, connectors, and plumbing with adequate protection from the harsh mine environments and physical damage were necessary during the in-mine tests. The fire protection systems were developed from technology employed during two previous Bureau of Mines contracts: HO122053, Improved Sensors and Fire Sensing Systems for Mining Equipment, and H0232059, Validation Testing of Truck Fire Protection Systems.

It is a pleasure to submit to the National Critical Materials Council (Council) some of my thoughts concerning the important tasks which lie before you. It long has been my belief that America&apos;s economic health and national security may depend to a substantial degree on whether we have available to us an adequate supply of critical and strategic materials at reasonable cost. To the extent the Council can contribute to the identification and implementation of wise public policies which facilitate the achievement of that goal, we and our children should be grateful. Even before assuming office, President Reagan warned of the danger of undue dependence on imported materials essential to the Nation&apos;s defense and economic well-being. After his election, he appointed a transition task force on strategic and critical materials, and he later directed the Cabinet Council on Natural Resources and Environment to prepare .a National Materials and Minerals Program Plan and Report to Congress, which he forwarded to the Congress in April 1982. In 1984, my predecessor, Secretary Clark, established the National Strategic Materials and Minerals Program Advisory Committee, popularly known as the "Mott Committee" because of its distinguished chairman, retired Admiral William C. Mott.

The combined value of production of natural abrasives, which include tripoli, special silica stone, garnet, staurolite, and emery, increased in 1993. The increase in the value of tripoli production was the result of an increase in total production. Special silica stone experienced an increase in unit value but decrease in the quantity produced. Garnet showed a 19 % decrease in quantity and an 8 % decrease in value. Staurolite increased about 51 % in the quantity produced and 136 % in value compared with those of 1992. Staurolite&apos;s significant increase in value of production resulted from a 56 % increase in the unit value. The fused aluminum oxide industry showed an 8 % decrease in the quantity produced and a 13 % decrease in the value of production. The silicon carbide industry saw an 11 % decrease in the quantity produced and an 8 % decrease in the value of production. Combined, the industries decreased 9 % in quantity and 11 % in value compared with those of 1992.

In July, 1918, the attention of the Secretary of the Interior WItS called to the rapidly increasing cost of producing gold and the declining output of that metal in the United States. Realizing the importance of the gold-mining industry, the Secretary appointed a. committee, consisting of Hennen .Iennings, chairman, J. H. Mackenzie, and Charles Janin, of the Bureau of Mines, and H. D. Me- Caskey and F. L. Ransome, of the United States Geological Survey, to,make a thorough study of the gold-mining situation in the United States. The study was to cover the increased cost of recovery and the decreased output of gold, and to consider the different measures that had been proposed to relieve the industry and stimulate production. This report embodies the results of the investigation and study made by the committee. The report presents statistical data compiled from various sources, showing the production of gold in the United States and other countries, with comparative figures for coal, iron, and other mineral products, and describes the sources and distribution of gold output in the United States. It discusses the relation of gold' production to finance and credit, the causes for the decline in gold output, and measures for the relief of the industry. The Interior Department publishes this report in the belief that the widest publicity possible should be given the findings of the committee in order that attention may be directed to the serious conditions revealed therein, and in the hope that wide discussion of the subject may result in some action being taken that will aid in upholding the gold standard ,and the gold industry.

This study gives an analysis of the copper system byproducts and discusses the identification and classification of byproduct metals and their supply systems. Arsenic, platinum-group metals, silver, gold, selenium, tellurium, molybdenum, rhenium, uranium, aluminum, magnesium, and byproduct copper, lead, and zinc from complex ores are covered. The report describes several metallurgical systems, the marginal and incremental products costs of byproduct subsystems, industry structure and organization, and the historical data on price, consumption, and supply. Supply curves are presented for about one-half of the byproduct metals studied. The study develops a conceptual framework for analysis by reviewing the present concepts of byproduct supply and the related price theory. It gives the sources of supply of the individual byproduct metals to indicate the importance of the byproduct supply to the total supply. Mills, smelters, and refineries processing byproduct materials for their metal content are identified by geographic location and company ownership, The study also includes information on the reserves-resource base supporting byproduct output, reserve estimates, and the demand aspects of each byproduct metal.

This report describes a study to develop a detailed set of guidelines and equipment recommendations to be used as a guide for mine operators, mine inspectors, and equipment manufacturers in implementing the emergency escapeway standards for metal and nonmetal underground mines. It was sponsored by the United States Bureau of Mines. The first part of this report reviews the historical background of metal and nonmetal mine fires and the development of present and proposed mandatory standards. This is followed by a discussion of the survey of representative mines and how the proposed standard effects these mines. The remainder of the report covers technical discussions of each escapeway component including a comprehensive computer simulation of mine evacuation. Following the technical discussion of each group of escapeway components is a list of the pertinent guidelines. In 1970, the U. S. Bureau of Mines contracted with Theodore Barry and Associates, a management consulting firm, to perform a one-year industrial engineering study of working-face hazards in underground bituminous coal mines. The field data was accumulated from industrial engineering observations in fifty underground mines. Supporting data for the analysis was derived primarily from the Bureau&apos;s fatal accident reports for the years 1966 through 1970. This report, Industrial Engineering Study of Hazards Associated with Underground Coal Mine Production, consists of three main parts: 1) The Fatal Accident Reports Analysis, 2) The Industrial Engineering Analysis, and 3) Multiflow Process Charts and Standard Time Data. The Fatal Accident Reports Analysis (Volume I, Section II) is based upon individual USBM fatal accident reports for 1966-1970. These were read, coded and computerized in terms of 84 significant variables. Cross-tabulations of these variables have been used to identify major underground hazards and to quantify significant causal factors. A very strong relationship was found to exist between fatal accident occurrences and low task experience. This led to a recommendation for formalized training, certification and supervision programs for miners. Victim compliance with federal regulations, mine regulations and supervisor instructions was analyzed, indicating that supervisors provide the most crucial communication link to workers. Thus, every attempt should be made to ensure the competence of immediate supervisors in the industry. Analysis of roof fall variables revealed a fatal propensity on the part of the miners to work under unsupported roof or under support conditions that are marginal. The technical approach to the problem is to make it physically impossible for a miner to work under these conditions; the behavioral approach is to ensure adequate training and develop proper safety attitudes among the miners. The Fatal Accident Reports Analysis revealed a need for normalizing data to interpret the results more accurately.

The economy continued to expand during the second quarter, but at a much slower pace than expected. According to latest estimates released by the Department of Commerce, the real gross national product (GNP) grew at a seasonally adjusted annual rate of 0.6% compared with a revised growth rate of 3.8%2 for the first quarter of 1986 and 2.3% for the second quarter of 1985 (table 1). The strong growth of personal consumption expenditures, Government purchases of goods and services, and residential investment was moderated by the growing trade deficit, declining investment in business inventories, and the continuing lag in nonresidential investment. Much of the decreased capital spending for the nonresidential sector for the first and second quarters resulted from reduced petroleum exploration and drilling in response to low petroleum prices. Capital spending and trade continue to be areas of weakness for the economy. Real new plant and equipment expenditures for 1986 are estimated to be 1.3% below those of 1985 (table 2). Real net exports of goods and services decreased $24.6 billion, as exports declined 5.6% and imports grew 16.5%. About two-thirds of the $19.3 billion increase in imports was in petroleum and petroleum products, which, because of their lower prices, should help the economy in the future. In response to the sluggishness of the economy, the Federal Reserve System reduced its discount rate from 6.5% to 6% in early July. Inflation, as measured by the fixed-weighted GNP price index, declined from a revised 2.5% in the first quarter to 1.9% in the second quarter because of significantly lower energy prices.

The U.S. Bureau of Mines inventoried Federal mineral lands in Idaho and classified them in detail, section by section, according to their availability for mineral exploration and development as affected by legal restrictions and agencies&apos; management practices. The Bureau also identified known mineral deposit areas (KMDAs) and areas conducive to oil, gas, and geothermal resources. This information is shown on maps (developed in part by geographic information system technology) that spatially compare the availability for mineral entry of Federal land with these KMDAs to demonstrate the extent and severity of restrictions on mineral entry. Idaho contains 53.1 million acres, 35.7 million (67%) of which is Federal mineral land. About 7 million acres of this land is within KMDAs that host medium-to high-value locatable mineral deposits; 36% of this land is available, 27% is slightly to moderately restricted, and 37% is severely restricted or unavailable. For the leasable minerals, about 1.8 million acres are within KMDAs that host medium-to high-value phosphate deposits, about 5.4 million acres are favorable for oil and gas resources, and 3.9 million acres for geothermal resources. The percentages of land availability are 30%, 45%, and 25% for the phosphate acreage, 38%, 34%, and 28% for the oil and gas acreage, and 43%, 30%, and 27% for the geothermal acreage.

This paper is the second of a series of three on placer mining in the western United States. The first paper4 discusses the history of placer mining in the Western States and the production of placer gold, geology of placer deposits, location of placer claims on public lands, sampling and estimation of gold placers, and classification of placer-mining methods, together with hand-shoveling and ground-sluicing. This paper deals with hydraulicking, sluice boxes and riffles, recovery of gold and platinum from placer concentrates, treatment of amalgam, and marketing of placer gold. The discussion of sluice boxes and subsequent subjects in this paper applies to all forms of placer mining. The third paper deals with dredging and other forms of mechanical handling of placer gravels, and drift mining.
