The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

A review of historic mining information and geological literature pertaining to the Alpine Mine, Lyell Goldfield has been completed. As a result of this work the Alpine reef is inferred to be associated with an upright anticline with a sub-horizontal axis. Structural profiles prepared from limited underground data indicate that the reef is subparallel to the eastern limb of the anticline and cuts across the western limb. Reassessment of structural mapping completed by the New Zealand Geological Survey indicates that Greenland Group metasediments within the Lyell Goldfield are folded into a series of opposed assymetic folds with sub-horizontal axes. It is suggested that the anticline which harbours the Alpine Reef is located on the axis of a synclinorium. Along the western limb of the synclinorium the subsidiary folds have steep west dipping limbs and shallow east dipping limbs (western sense of assymmetry) whereas shallow west dips and steep east dips are typical of the eastern limb. The notion of quartz mineralisation occupying the axis of a synclinorium is contrary to the situation in the Reefton Goldfield where quartz mineralisation is affiliated with folds associated with an anticlinorium. Historic mine data reveals that below No.4 Level the quartz-gold mineralisation, in the Alpine Mine, occupied a steeply dipping ore channel. The strike of the channel was to the northwest and within this structure the are shoots plunged to the north at approximately 40¦. Archival mine plans show that two quartz bodies, the North and South Blocks, were present at No. 4 Level. Although the North Block was followed down to No 14 Level (530 m vertically below the surface outcrop) the South Block was only mined as far as No 7 Level. Sampling on No 7 Level together with the results of trial mining suggest that the grade of quartz underfoot in South Block is low. Information from the Mines Statements and mapping undertaken by the Gold Prospecting Scheme reveals that faulting had a profound influence on the intregity and extent of the Alpine Reef. The reef occupies a Inajor shear zone but little is known about it. It is also apparent that below No 7 Level the reef was progressively shattered by faulting and this may be the chief reason for the decrease in grade in the lower levels of the mine. No substantive facts are available about wall rock alteration effects adjacent to the Alpine Reef Still this is not surprising considering that comments on the mineralised pug envelope and breccias adjacent to the mined quartz shoots at the Globe - Progress Prospect were omitted from contemporary publications. In spite of this the existance of sulphide bearing reef casing lithologies cannot be completely dismissed since 9.15 m of 'reef track' has been reported in Reids No 2 Level.

No one process, product or effect of the minerals sector can be viewed in isolation when addressing sustainable development. Meaningful assessments of the minerals sector require that its processes and production are drawn together in a generic framework that gives a holistic view of its performance and progress. Lifecycle Assessment is increasingly accepted as an appropriate means of constructing such a framework. It is a step beyond using the simplistic concept of the triple bottom line of social, environmental and economic performance to drive and communicate sustainable development. However, fundamental questions need to be raised about the scope and purpose of lifecycle assessment, such as what effects and performances should be assessed, for whom should they be assessed, and what performance indicators should be used and how should they be selected. The principles of eco-efficiency, industrial ecology, The Natural Step (TNS) and other pertinent philosophies and initiatives driving mineral sector sustainable development are outlined to support a lifecycle stewardship vision for the minerals sector. Articulating this vision through a holistic lifecycle indicator system showing inputs and outputs, natural partnerships, effects on community, environment and economy facilitates recognition of problems, opportunities and partnerships that can be usefully pursued.

A general description of the geology of the Southern Coalfield is given. The relationship between the Illawarra Coal Measures, the overlying Triassic and the underlying Upper Marine Series, of Permian age as are the Coal Measures, is briefly explained and thestratigraphy of each is described. The eight coal seams are then treated in slightly more detail as to their thickness, quality, areas of distribution and best occurrences.In the last few years each of the authors has been concerned with one phase or other of the stTucture of the field in detail or in mining operations with the result that it is now possible to name a number of monoclines, anticlines, domes and synclines defined in detail. A minor quantitative study has been made of faults and dykes with regard to form, direction intensity and inter-relationship. It seems probable that with the further collection of data a more detailed study in these matters will be of considerable value to the economy of mining in the Southern Coalfield.

The Rosebery and Hercules mines, situated in the Rosebery-Williamsford district in western Tasmania, have a history of production dating back to 1896-7, although full scale production did not commence until 1936, following the development of a satisfactory process of selective flotation (Hall, Cottle, Rosenhain and McGhie, 1953). The mineral composition of the Rosebery zinc-lead ores was first described in detail by Stillwell (1934). The Hercules ore is generally similar, but as yet no descriptions of it have beenpublished.Since Dr. Stillwell's paper appeared, the management of the Rosebery and Hercules mines has from time to time submitted a number of interesting mineral specimens to C.S.I.R.O. Mineragraphie Investigations. Examination of these specimens brought to light eight minerals, some relatively uncommon, not previously recognized in these ores.They are cassiterite, molybdenite, stannite, electrum, meneghinite, boulangerite, pyrargyrite and pyrrhotite. Some of the specimens are also rich in tetrahedrite and gold. In addition each of the other ore minerals described by Stillwell, viz. pyrite, sphalerite, galena, bournonite, chaleopyrite and arsenopyrite, was detected in one or more of the specimens examined during the present study. The principal gangue minerals were found to be quartz, manganiferous carbonate, sericite and barite, agreeing closely with the observations of Stillwell.The present study was based on the examination of the following eight specimens.

Shortly after Denny, Robson, and Irwin published their first paper in 1937, on the prevention of silicosis by metallic aluminium, experiments were begun on the practical application of the discovery.It was thought at that time that aluminium powder, to be effective in aluminium therapy, would have to be intimately admixed with siliceous dust at the latter's source. There followed several years of experimental work underground, during which the application of aluminium powder was tested in:(1) Speakers on machine columns, vibrated by drills.(2) Vials placed in drill holes to be blasted.(3) Both homogeneous and heterogeneous mixture with explosives.(4) Packages with tamping.(5) Compressed-air lines.(6) Special compressed-air ejectors for use while drilling and after blasting.(7) The discharge of ventilation fans.(8) The filters of respirators.It was concluded from this research that any adequate method of introducing aluminium powder into a mine atmosphere would require too much extra gear, supervision, and aluminium p;wder, and would interfere unduly with underground routine.Later, animal experiments by Denny, Robson, and Irwin2 showed that aluminium powder provided effective therapy when inhaled independent of silica dust. Therefore, some means of surface treatment was deemed more practical.APPARATUS USED IN THE DEVELOPMENT OF ALUMINIUM PROPHYLAXIS SAMPLINGA basic requirement was a method of sampling to assess accurately the particle-size concentrations of dispersed aluminium powder. Metals are well suited to sustainable development goals. They are not biodegradable and have virtually an unlimited lifespan and the potential for unlimited recyclability. Thus metals can be considered as renewable materials. However mineral resources, the source of primary metals, are ænon-renewableÆ as their supply is finite, but this does not necessarily mean scarcity. In this paper the results from a series of Life Cycle Assessments of primary metal production processes for copper, nickel, lead, zinc, aluminium and steel have been used to examine how metals may contribute to societyÆs transition to sustainable development. Particular issues considered include:current metal reserves and how these may change in the future; some of the environmental impacts (Total Energy, Global Warming Potential and Acidification Potential) associated with primary metal production and how they will be exacerbated by declining ore grades; new processing technologies with lower energy consumptions and improved metal extraction efficiencies that will reduce reserve depletion and environmental impacts; increasing the utilisation of æmetals in useÆ by recycling, with particular reference to aluminium; and the potential impact of a carbon tax on metal prices and how this may influence the ways in which metals are used in the future.

South Africa has joined the league of other major Western World countries by officially adopting its own code for public reporting of Mineral Resources and Mineral Reserves. The recently published South African Code for Reporting of Mineral Resources and Mineral Reserves (SAMREC Code or Code) (SAIMM 2000) is presented here in its local and global context. The main aspects of the Code are listed and elaborated upon. The Code has been written with the participation of the major South African stakeholders in the field including Government institutions, the legal confraternity and the mining industry. Relevant foreign organisations, such as the Australasian Joint Ore Reserves Committee (JORC) and the United Nations contributed to its compilation, and supported it. The Code thus enjoys endorsement both locally and, to a large extent, overseas. The Code is modelled on, and is 90 per cent compliant with, the Australasian Code for Reporting of Mineral Resources and Ore Reserves (JORC Code) (AusIMM, 1999). The paper also elaborates on the duties and responsibilities of Competent Persons signing off resource and reserve reports and on the new listing requirements of the Johannesburg Securities Exchange (JSE), formerly the Johannesburg Stock Exchange, which has officially adopted the Code.

The Kalgoorlie Tailings Retreatment Project (or "Kaltails") involves the reclamation and retreatment of approximately 50 million tonnes of gold tailing situated on the Golden Mile at Kalgoorlie, Western Australia. Tailing is reclaimed and retreated at the rate of 42 million tonnes per annum. The project is a Joint Venture between Poseidon Limited and Gold Corporation, with Poseidon being the major participant (90%) and manager of the operation through its wholly owned subsidiary Kaltails Mining Services Pty Ltd. The marginal nature of the tailing retreatment project dictated that a detailed feasibility study be undertaken. Extensive sampling and metallurgical testing of the tailing permitted the development of an optimum economic processing route. A sensitivity analysis undertaken as part of the feasibility study indicated the project to be very sensitive to gold price and unit operating cost variations, and relatively insensitive to capital cost variations.

Biodiversity offsets are conservation actions intended to compensate for the residual, unavoidable harm to biodiversity caused by development projects. The use of biodiversity offsets in the context of mining has significant potential for enabling mining to take place in areas with biodiversity values, where it would not otherwise be possible to meet the relevant legal tests under the Resource Management Act 1991, and potentially the Conservation Act 1987. This paper looks at the concept of biodiversity offsets (and environmental compensation generally) both in New Zealand and internationally, and considers how lessons learned overseas may be adapted for this country. In New Zealand the practice of biodiversity offsets and environmental compensation is ad hoc and variable. The challenge with biodiversity offsets is to establish a transparent and coherent means of identifying the overall priorities and objectives of adopting such an approach, as well as how the relevant values are measured and protected. Establishing a methodology for quantifying biodiversity value, and the need for clear policy guidelines on biodiversity offsets are identified as key areas in need of wider discussion.

The Porgera gold deposit is an epithermal gold base-metal deposit located in the Enga Province of Papua New Guinea. Gold-silver-sphalerite-galena-pyrite mineralisation is related to stocks and dykes of dioritic composition which have intruded a series of folded marine sediments, mainly shales and siltstones, often with calcareous and carbonaceous horizons, of middle Jurassic to middle Eocene age. The most intensely mineralised zone is at Waruwari Hill, where the mineralisation occurs predominantly as massive mixed sulphide veins, and less frequently as quartz-chlorite veins and as disseminations. Mineralisation occurs in all rock types and several phases of mineralisation have been recognised.

Increasing the throughput of the MMG Century operation by over 25% from past practice to preserve cash flow close to the end of life of mine has revealed new throughput and load dynamic instabilities in the SAG mill causing significant time averaged loss of production. A twelve microphone array around the SAG mill (Pax, 2014) using the non-contact acoustic measurement methodology (Pax, 2011, 2012) has been used to diagnose the new dynamics. Dynamic acoustic noise signal information allows discrimination of the behaviour of the steel balls and the rock. Determination of mill load, toe and shoulder angles, water holdup, and proxies for mill load are possible.The instability was diagnosed with the help of an abnormality in the liners/lifters of the SAG mill with one row of lifters having a slightly increased in-mill life compared to the rest. The steel shoulder angle is observed to be disturbed cyclically at a rate of precisely one revolution at low throughputs of 750 t/h. However, at throughputs closer to 1100 t/h, the cyclic signal disappears indicating additional dynamics to randomise the repetitive behaviour of the mill charge. The cyclic signal has been used to operate the SAG mill with improved stability at 1100 t/h by adjusting the feed water addition rate.This paper presents and discusses these results and proposes the suggested origin of the extra dynamics. A small consistent aberration of the lifters circumferentially provides a useful detector of stable mill operation and a novel sensor for the dynamics of the internal operation of a SAG mill.CITATION:Pax, R A and Cornish, B, 2015. Complex gold deposits are generally characterised by variable geometries, strong structural controls on grade distribution and a high-nugget effect. The use of diamond drilling and fire assays in this environment often results in an understatement of grade. Bulk samples are likely to be the closest estimators of true grade, and may be required to evaluate geological/grade risk during resource estimation/feasibility studies. Any bulk sampling program requires appropriate planning and implementation. The planning stage should attempt to delimit the extent and nature of mineralisation; characterise mineralogy and metallurgical properties of the ore; and define bulk sample size and how it will be sampled/processed. The approach to sample processing will be governed by the results of metallurgical testing and geological knowledge. Careful design of sampling protocols must be undertaken through material characterisation, understanding of gold particle sizing and the application of GyÆs Sampling Theory.

Western Australia (WA), alongside Brazil, has remained at the forefront of the global seaborne traded iron ore market for over 40 years. Despite this apparent stability and strong market position, WA continues to face strong external international supply-side competition, mainly from Brazil, but also periodically from often marginal, non-traditional sources of iron ore. Additionally, WA iron ore supply has undergone significant decadal change internally, both of an evolutionary (brownfields expansion) and revolutionary nature (major new greenfields projects). Since 2006, a new generation of WA-focused iron ore explorers, developers and producers have emerged.The majors, BHP Billiton and Rio Tinto, have expanded mine production to record levels and the Roy Hill project is now approaching nameplate capacity. Fortescue Metals Group (FMG) is, however, the largest new market entrant of the last decade, delivering upon their vision of becoming the ‘new force in iron ore’. Unlike most of the other new WA market entrants, FMG’s operations are substantive. Most of the other smaller, new WA iron ore miners have struggled during the period of falling prices, though it is worth noting that collectively they have made a material supply-side impact during the price boom – typical of marginal supply. Finally there have been some contributions from new magnetite projects, however, the delivery and economics of these projects have not met expectations.In this paper, we touch briefly upon the key global market changes of the last decade, namely China-driven demand growth and the changes to the pricing mechanisms for iron ores – before reviewing the rise in WA iron ore supply in response to these markets. We finish by focusing on the most significant WA-focused supply-side development of the last decade, the rise of FMG as a major new supplier and the strategic situation that facilitated its rise. The unprecedented China-led rise in iron ore prices felled many traditional barriers to market entry into an oligopolistic industry, allowing many new market entrants (in WA and around the world). However, the downturn in iron ore prices resurrected these barriers to entry, with only FMG (thus far) breaking the entry barrier with significant scale. Difficult corporate decisions have been forced upon the smaller WA iron ore miners who, in some cases, will now struggle to further expand, or indeed continue to operate in the longer run.The changes that have taken place over the last decade of WA iron ore production hold insights for other emergent mineral commodity exports from the state. Successful market entry, even when industry barriers are high, does not always require an immediate low-cost production assumption alongside a strong balance sheet. FMG could see a new market, within an established commodity market, target an appropriate and new product at it, overcome temporarily-felled barriers to entry in infrastructure and finance, then innovate and aggressively cut costs ensuring it was behind the barriers to entry when they rose again after the price boom.CITATION:Barrere, L, Trench, A, Sykes, J P and Davies, R S, 2017. Mine rehabilitation is a sustainability issue that has been revisited ad infinitum; however, the persistent lack of demonstrated on-the-ground performance and an increasingly intractable rehabilitation liability in Queensland continue to erode the credibility of the mining industry and regulatory bodies. For at least ten years the need to change the current, process-based approach to rehabilitation to an outcomes-based approach has been apparent. The ISO 14001 series temporarily diverted attention from this important point, however it would appear the limitations of an ISO 14001 approach are now more widely accepted. It is proposed that a successful outcomes-based approach cannot be achieved without meaningful community engagement. The apparently intractable nature of the rehabilitation issue will continue to generate conflict and criticism unless all stakeholders are encouraged to participate in the process of developing robust and practical outcomes for rehabilitation. Sharing the responsibility will ensure the best possible outcome. It is important to recognise the valuable resources inherent in community groups, many of whose committed volunteers have considerable expertise in relevant areas. Community groups should not be seen as adversaries but as allies in the process of solving problems that affect the wider community. Several projects that can be seen as test cases for the engagement of stakeholders exist, and in this paper the process of achieving multiple stakeholder engagement in the context of Environmentally Sustainable Development is discussed.

Mineral formations, accumulated during technogenic activities greatly influence an economic and ecological situation in the Kola North. On the one hand, the dumps from extraction of mineral resources, tailing ponds of beneficating plants, ash dumps, wastes of metallurgical and mechanical engineering productions destroy the regionÆs environment and require taking certain measures and costs to bury or protect from weathering, oxidation, etc. On the other hand, technogenic mineral formations contain a lot of valuable scarce components. The amount of solid wastes increases annually, causing damage to ecology and economy. Researches conducted in recent years showed a possibility and economic expediency of comprehensive processing of wastes from different enterprises in Murmansk region and their use for production of new competitive commodity output, possessing high consumer properties. Thus, involving mineral wastes from Khibiny apatite deposits into hydrometallurgical industrial processing provides the basis for setting up a large beneficating-metallurgical complex. In this case ores and wastes from other deposits on the Kola Peninsula, containing titanium, rare, rare-earth and other valuable elements, may be involved into processing. Establishing such a complex will allow to organise a deep processing of natural resources, utilise some production wastes, improve ecological security and supply production with competitive output. Expanding the complex implies not only involving new mineral raw material into processing, but mainly deepening raw material processing, maximum utilisation of local natural resources and obtaining a wider variety of prime products.

The selection of the optimum process route for a new project has traditionally consisted of investigating existing options and ranking them in terms of cost, technical risk and environmental acceptability. With the current focus on sustainable development other factors now need to be considered. Life Cycle Assessment (LCA) of the process options can be used to extend the assessment in terms of their potential for earning renewable energy credits and in judging their ability to achieve greenhouse gas emission reductions. A rigorous life cycle assessment is demanding in terms of setting the baseline for comparisons and evaluating the elements that make up the emission profiles of the process options. However, a simplified LCA can provide a useful tool for comparing different process options. This approach can be combined with traditional assessment criteria to rank the options available to the project. GRD Minproc has been intimately involved in executing LCA calculations for different municipal waste treatment options. This paper applies a similar LCA methodology to investigate the greenhouse gas implications for different options for copper processing. The process options considered are:concentrator û sale of concentrate to smelter, concentrator û on-site mini smelter, and concentrator û leach SX/EW. The paper then goes on to consider the operating cost implications that could arise with the introduction of carbon taxes or carbon credits and how these might impact on the future choice of flowsheet.

The smelting plant and equipment at Mount Isa, as originally designed and built, was described by J. M. Callow (1) *.F. A. Forward (2) described alterations and additions to the plant and discussed the metallurgy of mixed carbonate-sulphide concentrates at Mount Isa, prior to 1933, in the Proceedings of this Institute.In 1933, A. F. McAskill (3) gave full mechanical details of the plant in a paper presented to the Institution of Engineers, Aust.FLOW SHEETSFig. No. 1 represents the present general flow sheet. Forward's (2) flow sheet is reproduced here as Fig. lA, and will serve for comparison in depicting subsequent deletions from, and alterations and additions to, the plant.Fig. No. 2 presents the daily tonnage flow sheet of 1939 practice.ALTERATIONS SINCE 1933General. Many changes in metallurgy and operation have taken place, particularly subsequent to March, 1935, when the treatment of a mixture of carbonate and sulphide ores was discontinued and the mill commenced operating on all-sulphide ore. This alteration brought about the elimination of gravity concentration-Jigs and Tables and resulted in the production of all-floatation concentrates of a very fine sizing. Refer Table No. 2, page?) Radical changes in the analyses and physical nature of concentrates also followed (see Table Nos. 1 & 2, page ?) and, similarly, radical changes in the smelting plant have been slowly brought about.

We report 40Ar/39Ar ages for adularia and illite from veins and wall rocks at the Waihi and Favona deposits, in the Waihi district. One sample of vein adularia from the Favona deposit yielded a plateau age of 6.04 ¦ 0.06 (la) Ma, and two samples of vein adularia from the Waihi deposit yielded plateau ages of 6.17 ¦ 0.03 and 6.17 ¦ 0.09 Ma. Two samples of wall rock adularia from the Waihi deposit yielded plateau ages of 6.07 ¦ 0.06 and 6.08 ¦ 0.03 Ma. Adularia ages overlap at the 2s level, and we do not consider them to be significantly different. Two samples of illite from wall rocks at Favona have total gas ages of 5.66 ¦ 0.04 and 5.65 ¦ 0.04 Ma, and retention ages of 6.57 ¦ 0.04 and 6.61 ¦ 0.04 Ma, whereas one sample of vein illite yielded a total gas age of 5.29 ¦ 0.17 Ma, and a retention age of 6.26 ¦ 0.19 Ma. The total gas ages of illite are minimum ages that are equivalent to conventional K/Ar analyses, whereas retention ages of illite are maximum ages. Although interpretation of the illite data is complicated, the adularia results strongly suggest that the Waihi and Favona deposits formed contemporaneously in the same fossil geothermal system at 6.0 to 6.1 Ma.
