Whether you are an employee, contractor or consultant working in the mineral industry, there are pressures to deliver the best possible performance. Technical professionals are usually driven by an internal desire to perform to a high standard because of personal pride in their profession, but there are an increasing number of external requirements to demonstrate that the actions taken were based upon reasonable grounds and that the work conformed to current best practice. People expect these best practice procedures to be followed and governments are now requiring those tendering for contracts to be registered in some way and to be participants in quality assurance schemes. One is not immune to these pressures just because you are working in a less legislatively sophisticated developing country in the circum-Pacific rim (pacrim) region.   Among the external pressures are the general ethical requirements of the professional body to which the person usually belongs, e.g. The Australasian Institute of Mining and Metallurgy (AusIMM), which are further elaborated upon in various Codes and Guidelines on specific matters, e.g. JORC (ore reserves reports) and VALMIN (assessment and valuation reports). These are outlined and discussed. Also, AusIMM's Chartered Practicing Status (CPS) Proposal is outlined in the context of other Pacrim countries approach to registering of technical professionals, which is a way of ensuring that minimum standards of qualifications, experience, competence and repute are demonstrable to ones employer (or client), peers and the wider community, including government.   Today, in the external working scene, there are many laws (particularly those applicable to the corporate and environmental spheres), with which contractors/consultants and even employees must fully comply, or else face criminal sanctions involving huge fines and imprisonment. These, too, are outlined and discussed. One must be able to mount a due diligence defence to avoid or mitigate these consequences.   Personal liability in the context of the day-to-day performance of one's duties has thus become a major concern to the technical professional and the ways in which it can be ameliorated, or insured against, are described. However, for some mineral industry practitioners, the problem is exacerbated because. of their general ignorance of the extent of their personal liability exposure. This paper intends to address this ignorance and to heighten general awareness of personal liability issues, as well as proposing some simple ways to limit this liability.

Block caving is an underground mining method that can provide high production capacities at low operating costs. This enables the profitable extraction of massive, low-grade orebodies and attracts industry towards the method. Block caving operations require significant initial capital investment and predictable cave propagation is crucial to safety and economic success. Lack of access to observe the caving process hinders our ability to learn how the rock mass and geological structures are reacting to mining. Virtual reality scientific visualisation (VRSV) enables the integration and investigation of multiple, large caving data sets and provides a viable alternative to visualise rock mass response without physical access to the cave. Point instrumentation is incapable of providing an overview of cave performance and seismic monitoring, while providing an overview of the rock mass and the response of structures to caving, is only useful when linked to the caving activities. The integration of point instrumentation data with seismic monitoring information, coupled with scientific visualisation of the mining system in a virtual reality environment, provides a powerful means for understanding caving performance.This paper describes the use of a VRSV module at UNSW Australia, designed for investigating the block cave mining system from a case study operation. This module has been used to investigate the location and chronological evolution of seismicity to understand sources of damage resulting in seismic space-time sequences (SSTS) in the caving system. The events within an SSTS represent damage that is spatially and temporally related. An SSTS group represents a collection of microseismic events from a reasonably competent region of the rock mass that has experienced a stress change significant enough to cause sequential damage. SSTS group locations have been seen to be the path of subsequent cave propagation. Thus, SSTS analysis enables insight to further our understanding of rock mass damage in caving geomechanics through analysis of historic data. The emission of seam gases into underground workings in coal mines is acknowledged as a major hazard, particularly methane due to its possible ignition. Acknowledge of seam gas parameters is important for the prediction of gas emission rates into the ventilating air current. They are also important as the basis for the evaluation of the likely contained gas as a possible energy source.   Gas content determinations for the Kupakupa seam have been made at the Huntly West Mine.  Applying the method of Creedy (1986) to face samples, gas contents of 1.80 and 1.66 have been determined. Using desorbed and residual gas content data a content of 1.92 m3/t has been derived. These are on an ash included basis. Calculations using the adsorption equation of Kim (1977) and coal quality have given a gas content of 2.19 m3 t. Long-hole exploration drilling at Huntly West Mine has provided information on gas pressure. A pressure rise test has given a reading of 500 kPa (absolute); this is low compared with the pressure given for the determined gas content from theoretical adsorption isotherms.

A low noise blast hole drilling system was developed to limit the risk of noise-induced hearing impairment in mining operations. Noise- induced hearing loss has been identified as a major occupational health risk in SA mines. The noise generated by pneumatic percussion drills is a major contributor to such noise-induced hearing loss. This motivated the South African Safety in Mines Research Advisory Committee (SIMRAC) to commission the development of a low noise rock drill system. The system had to be designed, manufactured, tested and demonstrated in a simulated underground mining environment. The specification required noise levels below 90 dBA. Other important design considerations were ease of manual transport, setting up and operation. The primary design concept was to encapsulate a standard SecoS215 pneumatic rock drill in a composite material tube. The tube is pushed onto the rock face by a pneumatic cylinder and is sealed at the rock face by an elastic seal. The drill is pulled towards the rock face by a rope and pulley mechanism fitted inside the tube. This mechanism is powered by a second pneumatic cylinder. The actions of moving and setting the drill require two persons. However, the team can carry out the drilling function itself on several drills simultaneously because of the self-thrusting design. The drill is supported by two camlocks. The exhaust (air containing dust, water, rock debris, oil and grease) is removed from the encapsulating tubes via an exhaust tube to the end of the stope. In this way exhaust noise and air pollutants are disposed of away from personnel. Tests were conducted in a test stope. Noise levels of under 90 dBA were achieved, thereby attaining the primary design specification. This was achieved without materially compromising ease of handling. Penetration rate was somewhat improved compared to that of the standard drill, so that productivity could be maintained. Keywords: Drill, rock drill, quiet, noise, mine, underground.

This report summarizes a study conducted by The Service Bureau Corporation for the Bureau of Mines. Evaluations reflected herein are the result of an independent investigation by The Service Bureau Corporation of methane considerations during coal mining. The study is oriented toward a systematic analysis of methane control problems during coal mining. Throughout this study an attempt has been made to ensure considerations consistent with the recently enacted Federal Coal Mine Health and Safety Act of 1969. References to reports by The Bureau of Mines and others are made for the purposes of establishing identification between the evaluations contained in this report and on-going research efforts.

S. Budirsky J.B. Gwiazda's article deals with an interesting problem that has not been studied thoroughly up to now. Gwiazda has proposed a technical solution that eliminates horizontal load imposed by the supports on the roof. That load is due to a discrepancy between the trajectories of the canopy and the overlying strata. It is true that the improved lemniscate guidance system proposed by Gwiazda could eliminate the horizontal load but, on the other hand, it would represent a higher cost of the supports, and it would complicate the already complicated mechanism of powered supports. That is why we must be convinced that the proposed improvement is actually needed. From that point of view, the following questions should be elucidated. As shown in Fig. 1, the point 0 travels along the curve a, which produces horizontal load on the roof in the direction of the coal face. As stated by Gwiazda, "such a high load is capable of destroying the roof above the support, causing rock debris to be scattered around the face." The results of our measurements carried out in coal mines of the Czechoslovak part of the Upper Silesian Coal Basin show that the convergence in the modern type of powered supports does not exceed several millimeters (not more than 10) per hour. Similar conclusions were drawn from field measurements performed in the Polish part of the Upper Silesian Coal Basin (see S. Romanowicz and H. Szopka in Proceedings, Scientific and Technical Symposium Simmex'85, Katowice, Poland, pp. 73-83). The small vertical closure of the supports also induces a small horizontal displacement of the canopy. In addition to this, the transmission of forces between the roof and the canopy is influenced by the layer of debris on it, i.e., the canopy slides without imposing a greater horizontal load on the roof. This was deduced from field measurements of Voest-Alpine F 4/4500 powered supports equipped with rams instead of the common front lemniscate links (denoted as 1 in Fig. 5). In these supports, the pressurizing of the space of piston rod (1a in Fig. 5) causes the rams to close, which induces horizontal load on the roof in a direction toward the coal face. After the setting of a support unit, the pressure in the piston rod space was found to drop, frequently to zero, because the small horizontal sliding between the canopy and the debris or inside the debris caused the horizontal reaction from the roof to fall to zero, although the debris were pressurized by vertical setting load. As a consequence, there was no horizontal load imposed by the canopy on the roof. A rise of the horizontal load was recorded only after the passage of the shearer and during lowering of the adjacent units. Thorough information on the results of the aforementioned field measurement is given in the paper, "Analysis of the performance of shield powered supports installed in a thick seam," published in Mechanizacja i automatyzacja gornictwa, 1982, No. 12, pp. 38-46. An English translation of the paper is available from the author. We have deduced from our observations that horizontal load imposed by the canopy on the roof in the direction toward the coal face is useful for roof control because it limits the displacement of the immediate roof toward the gob particularly during the rise working. We came to the conclusion that horizontal load on the roof toward the coal face should be induced on purpose. Could Mr. Gwiazda prove with the results of field measurements his contrary opinion? Has the small horizontal displacement of the canopy toward the face actually had an adverse effect on the roof? As shown in Fig. 2, during the setting of a support unit, the canopy imposes a horizontal load on the roof in the direction of the gob. In this case, I share Gwiazda's opinion that the horizontal load could have an adverse effect on the roof. Nevertheless, two important circumstances were neglected - the horizontal compliance of the supports and the interaction of adjacent units. The question of the compliance was analyzed precisely by I. Krumnacker in Gluckauf-Forschungshefte, 1984, No. 5, pp. 219-223. A majority of continuous mining machines employ a water spray system and a machine mounted flooded-bed scrubber to suppress and capture dust during coal mining. These machine mounted dust control systems must be designed to function within the localized face ventilation system at the mining section to control both dust and methane. Spray systems can impede or improve the scrubber effectiveness in controlling dust or methane at the mining face. Laboratory experiments were conducted to examine the effect of spray type, spray pressure, machine body blocking sprays, and scrubber airflow on dust and gas levels while using a 12.2 m (40 ft) exhaust ventilation curtain setback from the face. These experiments were conducted with the mining machine positioned at the end of a simulated 6.1 m (20 ft) sump and slab cut. Results indicate that the hollow cone nozzles with blocking sprays best complemented the flooded-bed scrubber performance in an exhaust ventilation system. This external spray system notably reduced dust and gas levels on the off-curtain side of the mining machine for both the sump and slab cut as compared to the flat spray nozzles. Higher scrubber airflows reduced dust and gas levels on the curtain side and in the return of the continuous mining machine. The remote operator position, located on the off curtain side and parallel to the inlet end of the exhaust curtain, sustained the most stable and lowest dust levels around the mining machine.

With the decline in fine diamond production from the Argyle mine in Australia, there is a greater emphasis on efficiently treating the finer size fractions through a DMS circuit. Although it is generally well understood that smaller diameter cyclones are more appropriate for this application, practical results do not necessarily meet this expectation. In this paper the operational performance of particular sized cyclones throughout the group was compared. Based on the results there is evidence that under certain practical operating conditions, small cyclones are not necessarily best for fine size particle treatment, particularly given the production pressures faced by all mines. However, there seems to be considerable merit in using larger sized cyclones, which tend to exhibit less performance variability, irrespective of operation conditions.

"To enable the prediction of reagents suitable for fine coal flotation, it is necessary to develop a methodology applicable to different South African coal types. Statistical confirmation of the applicability of this methodology is important to avoid recommendation of reagents on a trial and error basis.The study included 5 coal samples from different collieries and included Highveld seam 3 and 4 coal (as one sample), Waterberg coal (zone 10 -11), Highveld seam 5 upper coal and Witbank seam 2 and seam 4 coal. Seam 3 and 4 (mixture) coal, Waterberg and the seam 5 upper coal were all found to be vitrinite rich coals. The coal characterisation study included petrographic analysis, proximate analysis, float-sink analysis, oxygen-containing functional groups, surface extraction, flotation release analysis and contact angle measurements. Flotation tests were used to validate expectations from the characterisation of the coal samples.RESULTSThe flotation data indicated that all of the coal samples were amendable to froth flotation. The best results were obtained with the Witbank seam 2 coal and the poorest flotation with Syferfontein seam 5 coal. The flotation tests showed that the best reagents to float all of the coal samples studied were iso-decanol and dodecene. These reagents produced flotation products that were near to the release curve, which are the optimum flotation results (obtained when using iso-paraffin as collector). Dodecene resulted in low ash products and iso-decanol in high yield products."

The European Union (EU) completed a new directive 2002/44/EC1 called the Physical Agents Directive (PAD) that establishes action and limit values for hand-arm and whole body vibrations. The directive specifies that: “…workers shall not be exposed above the exposure ‘limit value’.” 1 and “…once the exposure action values … are exceeded, the employer shall establish and implement a programme of technical and/or organisational measures intended to reduce to a minimum exposure to mechanical vibration and the attendant risks…” 1 The PAD limit value is effective for new machines starting July 6, 2007 and for used machines by at least July 6, 2010. These requirements apply to the users of machines, but machine manufacturers will be challenged to provide machines and information to help the users comply with the directive. Caterpillar manufactures machines with the goal of enabling our customers to comply with all regulations dealing with health and safety. Caterpillar designs all of our machines to provide a safe, comfortable and productive work environment. This study was to determine if seat suspensions could provide a reduction in the vibration environment experienced by operators of Caterpillar mid sized (<50,000KG) Track Type Tractors Methods Seat manufacturers were asked to provide seat suspensions that provide improved isolation over and above current seat suspension. Each supplier was provided with ride profiles and was asked to demonstrate the vibration reduction on a shaker table. Two suppliers provided suspensions that were compared with the current seat suspension in a field study. Three full factorial experiments were conducted. The first experiment was to evaluate overall suspension performance for four operations. The second experiment was to determine the benefit of the adjustable vertical damper at three different levels and the third experiment was to determine the effect of the fore/aft and side/side isolators. Six operators were used for the study. Acceleration was measured at the seat base and at the operator seat pad. Both the transfer function and the ISO 2631 RMS ride values were used to determine the seat suspension’s effectiveness of isolating the operator from vibration. A structured questionnaire was used to determine the operators’ subjective assessment of the seat suspensions. Results There was significant operator-to-operator variability in the vertical direction (>35%), however there was little variability in the fore/aft and side/side direction based on seat base

The purpose of this paper is to incorporate the dynamic BB model of rock fracture normal behaviour into Universal Distinct Element Code (UDEC), and to conduct UDEC modelling to predict stress wave propagation across rock fractures. With the incorporation of new dynamic model of fractures, the UDEC is improved in the capability of modelling wave propagation across fractures. In this study, the case of normally incident P-wave transmission across a fracture is modelled, and the effect of dynamic normal behaviour of fracture is concentrated on. Wave transmission coefficient for wave transmission across the fracture with the dynamic BB model is obtained for various combinations of fracture dynamic parameters, as well as different wave amplitudes and frequencies.

Novel flotation reagents were developed to improve the flotation of coarse particles. Laboratory tests conducted on an anthracite coal sample from Kyung-Dong Coal Company, Korea, showed that the reagents can successfully clean 2?3 mm top-size materials. Pilot-scale tests conducted on a 1.41 mm x0 coal gave substantially better results than those obtained using kerosene as collector. The pilot-scale test results were used to develop a flowsheet, in which the 1.41 mm x0 fraction is cleaned by flotation and the 4 x1.41 mm coal is cleaned by single-stage spirals. The performance of this circuit was compared with another flowsheet, in which the 0.5 mm x0coal is floated using the conventional flotation reagent, with the 4 x0.5 mm material being cleaned using two separate spiral circuits. The performance of the two flowsheets was compared by computer simulation. The results showed that the flowsheet consisting of the coarse particle flotation circuit can give substantially higher yield sat a given product grade. Bolting large sheets of wire mesh screen (WMS) to the roof of underground mines prevents injuries due to rock falls. However, WMS can be heavy and awkward to lift and transport, and may result in significant spinal loading. Accordingly, six male subjects (mean age =45.8 years + 7.5 SD) were recruited to lift WMS in a laboratory investigation of the biomechanical demands. Biomechanical modeling was used to estimate external moments about L5-S1 for sixteen lifting tasks, using two sizes of WMS. Full-size WMS involved a two-person lift, while half-size WMS involved a one-person lift. Lifts were performed under 168 cm and 213 cm vertical space. Restriction in vertical space increased the maximum L5-S1 extensor moment from 254 to 274 Nm and right lateral bending moment from 195 to 251 Nm. Lifting full sheets of screen (as opposed to half sheets) resulted in an average 33 Nm increase in L5-S1 extensor moment. The L5-S1 extensor moment was increased by an average of 44 Nm (18%) when lifting screens positioned flat on the floor compared to an upright position. Relevance to industry: Large flexible materials are commonly lifted in industrial work environments, and may involve the efforts of two or more workers. The current study examines the low back loading associated with lifting large flexible screens and presents recommendations to reduce spine loading.

The Expert System implemented at the East-Malartic mill controls a copper flotation circuit while taking into account the profitability of the operation. Treating a copper gold ore, the flow sheet integrates a flotation step followed by cyanide leach circuit. The Expert System calculates the actual net smelter revenue of the flotation circuit, accounts for the operating cost of the cyanidation circuit and defines optimal metallurgical operating targets to optimize the overall economics. To be realistic, probability factors and circuit diagnostic analysis are integrated in the operating target selection. The Expert System has proved to be successful, robust and flexible. It resulted in a copper concentrate grade increase of 1% while maintaining recovery. The use of the expert system also gives plant personnel good training procedures and promotes interaction with mill operator.

"INTRODUCTION Diesel locomotives have been used successfully in underground mines of Europe for 18 years, and much has been written on the technical details of the design of these machines and the safeguards provided by the manufacturers. The actual conditions under which' the Diesel locomotives are used have not been publicized as well and consequently are not well-known. In 1945 the writer observed numerous Diesel locomotives working underground in coal and metal mines of several European countries and was favorably impressed with the practical approach to the safe use of this- type of equipment.Recent statistics showing the number of Diesel locomotives in use are not available now because of the World War, but the extent to which this type of mine locomotive was used immediately before the war is indicated by table 1, which classifies the number of locomotives used in several countries according to the type of power, such as compressed air, Diesel, and electric.Mining conditions observed by the writer in the European countries are very different from those in most coal-mining districts of the United States. The surface plants are larger and are permanently constructed of brick or concrete; numerous coal beds are worked through one shaft; the crosscut rock tunnels or levels, driven to intersect the coal beds, are lined with brick or concrete blocks where needed instead of timber; the coal beds dip more steeply and are not as thick as in most fields of the United States."

In accordance with the 57th section of the Explosives Act, 1875, the following report on the working of the Act during the year ending December 31, 1903, is submitted. There have been no modifications of the law during the year. No complaint is made of any falling off in the general condition of factories and magazines, and in one instance only during the year have legal proceedings been taken for any irregularity. The occupiers of factories and magazines have invariably shown perfect readiness to remedy any defects, and the managers have themselves in many instances introduced improvements tending towards greater safety. The number of deaths (5) from accidents by fire or explosion in the manufacture of explosives is below the average for the decade (6•4). Looking to the large number of persons employed in this trade, the number of deaths is not excessive and will compare favorably with the death-rate in other dangerous trades. Notwithstanding the large increase in the manufacture of explosives, the average number of deaths has greatly decreased since the passing of the Explosives Act, whereas the number of fatal accidents with explosives under conditions to which the Act does not apply appears to increase with the extension of trade.

The Deep Underground Science and Engineering Laboratory (DUSEL) is to be constructed at the defunct Homestake Mine, in South Dakota. As a cornerstone of DUSEL?s research program, it is intended to conduct experiments into the fundamental nature of neutrino and proton particles. The experimental apparatus required to con-duct these experiments will be housed in large rock cavern(s) sited at depths of over a kilometer. As conceived, these cavern(s) are planned to have mined volumes of up to half a million cubic meters, and spans of approximately 50 meters. The paper will describe key end-user requirements, and outline the in situ rock conditions and mine site constraints that are likely to play determinant roles in identifying candidate sites and developing cost-effective design options(s).

This report summarizes the incidents that preceded the December 9, 1970, propane-air explosion in Port Hudson, Mo., and then attempts to establish the nature of the explosion from the ensuing events. Special emphasis is given to possible ignition sources, the distribution of flammable vapors, and the analysis of blast damage. Both near-and far-field damage indicated that this explosion may be attributed to the detonation of propane in air with an energy release equivalent to that from about 50 tons of detonating TNT.

Gaseous products resulting from rapid pyrolysis of coal and coal/inhibitor mixture&apos;s by a ruby laser and a flash-tube were monitored on-line by time-of-flight mass spectrometry. The distribution of stable gases from the coal is not Greatly influenced by the addition of small quantities of powdered flame inhibitors. Preliminary studies of the reaction of elementary radicals with coal and coal/inhibitor mixtures are described. The different types of experiments are discussed with regard to possible modification and application to studies of flame inhibitor action.
